More than 700 Elbert county residents attended a meeting at Elizabeth High School on Aug. 21 to hear a presentation from Rick Engineering and Stolfus and Associates about the proposed new comprehensive plan for the town of Elizabeth. Some residents walked away upset about the new plan and angry they were not given time for a public comment period.

When a farm is named Wicked Rooster Farm, there is the natural assumption that roosters are the main attraction and all else is secondary.

Granted, roosters can be mean, domineering, attention-seekers and loudly outspoken, but they are only part of the equation at a chicken breeding farm in Elizabeth. Yes, it

is a memorable name leading each rooster to believe it is all about him, but his five to six or more hens know the truth.

Jennifer Tenney owns Wicked Rooster Farm, a breeding farm of rare and heritage breed chickens, and would be the first to tell you that the name is simply catchy and there is no meaning beyond that, despite what you might hear from the roosters.

Jennifer breeds heritage and rare breeds of chickens that cannot be found on every farm. Jennifer deals with a company that scours the world for and imports rare breeds of chickens, including her 12 different breeds. Some of the breeds Jennifer offers are the Basque hen, Rhodebar, Bielefelder and golden cuckoo Marans, but she points out that not all 12 breeds are functionally breeding — whether it be due to lack of motivation, or they may just not sell well.

Jennifer is hands-on with her chickens, building the coops and naming some of the chickens. It is obvious that breeding rare and heritage chickens is a personal mission as well as a business venture when she pauses to acknowledge chickens greeting them by name as she points out the salient qualities of each breed. Most breeds seem to have a personality of their own, though individuals within the group can be anomalies. Some breeds such as the Basque hen, one of Jennifer’s favorite, are consistently even-tempered, garnering popularity among breeders and customers. Jennifer can attest to the Basque hen nature. She owned a Basque hen chicken

that was her sidekick, following her everywhere and always willing to be held.

Meanwhile, another breed of rooster from Germany, aptly named Voldemort, is her irascible nemesis and she claims, “He has a black heart and tries to kill me every day.”

Unfortunately, the Basque hen breed is disappearing in the United States.

Jennifer has been trying to help remedy that scarcity for the last three years with moderate success. They were imported until about three years ago. Currently, she offers free chicks to customers interested in the Basque hen breed if they will maintain a separate flock and create their own little breeding group.

As for her chickens, they lead a charmed life living in custom coops, being fed a custom food mix, and having Jennifer to watch over them in a motherly manner. Though they have coops for shelter in the winter, they may experience frostbite if their comb is particularly tall or they play in the snow too long and freeze their feet.

Playing too long in the cold would seem counterintuitive, but Jennifer has to admit that “Some chickens are smarter than others and if you find a smart group they are worth their weight in gold.”

The roosters may have limited intelligence but nature compensated

by giving them the ability to communicate with a deafening crowing, sometimes compared in intensity to an air raid siren. It is enough to make the ears buzz. At the Wicked Rooster Farm, rooster cacophony is not responsible for hearing a minor buzz but originates in the beehives near the coops.

Not only does Jennifer raise bees but she is on a list of people who will come and retrieve a swarm of bees that have settled in your eaves or anywhere else. She transports the hive to her farm and integrates them with her hives. As a point of interest, bees tend to swarm when their home becomes too small and they scout out a new spot, and it may be under anyone’s eaves or any other convenient spot.

The birds and the bees are a dream come true for Jennifer because she always wanted to be a farm kid and a horse woman. She would often daydream of being in 4-H but there was no 4-H near her in Orange County, California, to assuage her passion for the rustic life. Now she rules the roost with horses, chickens, dogs and as she says, “I am leading my dream life.”

She is finally living the life of a “farm kid.”

Oil and gas defenders, critics test Colorado’s new law Several counties are looking at drafting their own regulations

Colorado has just begun rewriting its oil and gas rules under a new law that flips the state’s priorities from producing energy to protecting the public, but industry defenders and critics are already testing the legislation’s limits.

Officials in energy-friendly Weld County say the new law gives the county complete control over the location of new wells in unincorporated areas. That could challenge the state’s attempts to tighten regulations.

In Longmont, environmental activists are trying to use the law to revive the city’s ban on hydraulic fracturing, which the courts threw out under the previous laws. Because fracking is standard practice in the area, the ban would essentially prohibit all drilling.

Democratic Gov. Jared Polis signed the bill into law on April 16. In addition to switching the state’s top priority to public health and the environment, it gives cities and counties

new powers to regulate the drilling locations.

The Colorado Oil and Gas Conservation Commission is in the early stages of rewriting its rules to comply with the law — usually referred to as Senate Bill 181 — and several counties are looking at drafting their own regulations.

It’s still too early to measure the impacts, but the industry is clearly concerned. Polis was scheduled to speak to an oil and gas conference recently at a session titled “Can You Still Drill for Oil in a Blue State?’’

Colorado ranks fifth in the nation for crude oil production and sixth in natural gas, and much of that is concentrated in Weld County northeast of Denver.

Weld County Commissioner Barbara Kirkmeyer, a fierce defender of the industry, argued hard against the new bill and led a short-lived campaign to overturn it after it became law.

Now she maintains the bill, coupled with older statutes on local government powers, gives counties like hers the final word on land-use decisions that affect the industry in areas outside cities.

VOICES You only get one life, but hey, no pressure

“S

eptember Song” is a song. While the title has always been perplexing to me (why wasn’t it called “September”), the metaphor implied in it never has been, although when I first understood that it was a metaphor, it was, QUIET metaphorically, DESPERATION March.

The song was written in just a couple of hours for actor Walter Huston to perform in a 1938 musical, “Knickerbocker Holiday.”

Huston, you may remember, was the oldest of the three Craig Marshall prospectors in “The Smith Treasure of the Sierra Madre,” a 1948 film directed

by Huston’s son John.

Walter Huston was 65 when the film was released. He died two years later.

Walter appeared in numerous other films when he was much younger, but his performance in “The Treasure of the Sierra Madre” is the one I first noticed, and by then he looked like an old man.

My grandmother looked old to me the first time I was cognizant of her, but, in fact, she was much younger than I am now.

Age is both a fact and an illusion.

It says exactly how old I am on my driver’s license, and I believe it. But I am still wearing shorts and T-shirts in the summer, just like I did in high school.

I still listen to some of the music I listened to in college.

And I still have my own teeth.

The song goes, “The days grow shorter when you reach September.”

Yes, they do. It seems like I have two birthdays every year now. I just turned around and I was 50. Then I turned around again and I was 60.

However, I have never tried to look, act, or sound younger.

I never conclude a sentence with the word “man,” man.

The last time I said “cool” was when it was cool.

I don’t wear a ball cap backwards, and I don’t wear my sunglasses in my hair.

The idea for this column occurred to me when I read about the people I grew up with who have headed for the exit.

Frank Robinson starred for the Reds when I was in high school (and lived in Cincinnati). Bart Starr starred for the Packers when I was in college.

Peter Fonda, Dr. John, Doris Day, Toni Morrison and I.M. Pei, rest in peace.

There always seems to be a push to speed things up. Ceramic Halloween

pumpkins were placed for sale in front of my grocery store in August.

I am fortunate now to be able to avoid rush hour. Most of the time.

But when I cannot, it is a reminder that the highway is a ribbon of unbridled recklessness.

Last week a Cadillac zoomed by me.

I said to myself, “Perfect.”

In 1956, the Cadillacs released “Zoom,” a classic doo-wop song. I was a kid when I heard it for the first time. Now when I hear it, I get a little wistful, just like I do when I remember absent friends.

One of them used to say, “Age is a thief.”

What’s the alternative? A portrait that ages in the attic instead of you?

As for me? I am going to appreciate September like there is no tomorrow.

Hope — a strategy and a tactic in the pursuit of success

s hope a strategy that can drive success? Is hope a tactic we can put into practice to help us achieve our goals and dreams?

Is being hopeful a character trait that when fully developed can lead us to even greater heights? I believe the answer to all three questions is yes.

Let’s start with the first one. Is hope a strategy?

There are many of WINNING us who have been WORDS taught that hope is not a strategy, there is actually a very popular book by Rick Paige called “Hope is Not a Strategy.” And I agree with the author’s point of view in the context in which he wrote the book.

Michael Norton If we rely on hope alone, and we do not carefully plan for our success, and then diligently execute against our plan, hope becomes more of a tactic as opposed to a strategy.

When we plan to win, prepare to win, and expect to win, we do typically include hope as part of that strategy. Just think about this for a moment, if in our planning, preparing, and expecting we were thinking that we were going to lose instead of win, hope would not be a part of our strategy. Instead, we would be looking at contingency plans for what happens after we have lost. And we all know what happens when we go into a contest of any kind, any match, any sales call or meeting, and we expect to lose, we lose.

The truth is we lost before we even entered the playing field because we didn’t have hope as part of our strategy.

Hope fuels passion, passion drives purpose, purpose ignites performance, and performance delivered equals results. Leaving hope out of our strategy never allows us to fully tap into the power of hope as a tactic. And hope as a tactic is incredibly important whenever we are planning for success or attempting to make a change in our lives personally or profession-

stated earlier, we must take the time to plan to win and prepare to win, if we expect to win. We must look carefully at our win strategy and game plan for each initiative, every endeavor, and in whatever arena it is where we are trying to put a win on the board. We need to take all factors and challenges into consideration, including the risks. Balancing those challenges and risks with the right amount of hope is the key.

John Maxwell says that, “If there is hope in the future, there is power in the present.” Meaning that if we have hope, we can leverage that hope as a strategy and a tactic to take the action today that is necessary for our success tomorrow.

And when we add the character trait of being hopeful, we are engaging our positive attitude, we are letting go of any negativity and pessimism as we look forward with great anticipation to the success we desire. We allow others to encourage us along the journey, we encourage ourselves in the pursuit of our own success and we remember what Zig Ziglar taught us, “The doors of hope swing widest on the hinges of encouragement.” Being hopeful means, that we are hopefilled.

Now having hope, living with hope, and recognizing just how powerful hope can be doesn’t mean that we live with blinders on either. As

Dwayne Snader, who has an Elizabeth address but lives outside the town limits, said he felt the presentation was a “one-way conversation,” with consultants speaking “at” attendees, and no town officials or presenters listened to protests of the crowd.

If the recall drive actually results in an election, only registered voters in the town limits would have a say.

“That meeting was a one-way conversation,” Snader said. “We had no say-so, and there was no public comment period. They presented their ideas for growth, which included subdivisions and a rebuild of the downtown area, and we’re just supposed to watch our land disappear.”

Elizabeth, which currently includes about 1,500 residents, is predicted to be part of a growing area in coming years, with some expecting more than 20,000 residents to live in the western Elbert County region that includes the town two decades from now. Concerns raised by local citizens include fears that the town will annex their land against their will and restrict what private property owners can do with their land.

According to Elizabeth Town Administrator Matt Cohrs, that concern is one of several that are false, and is

fueling anger within the community.

“We are not going to annex anyone’s home or property,” said Cohrs. “That’s one of the pieces of misinformation floating around out there that just isn’t true. Landowners can ask to be annexed into the town, but we are absolutely not looking to take people’s land.”

Cohrs said the number of angry citizens who attended the meeting was surprising, since the town has been working on a comprehensive plan since March, and officials have held several meetings since then, as well as asked for resident input through online surveys. The first meeting, held in March, was attended by about 70 people, followed by more than 200 responses to the online survey. A second meeting in May was attended by around 50 people, with more than 400 residents completing the survey asking what their concerns about growth are, and what they would like to see or not see in the growth of Elizabeth.

“Before the Aug. 21 meeting, we had interactions with more than 500 people in Elizabeth, who gave us feedback on a comprehensive plan,” said Cohrs. “I think the Franktown Coalition reached out to Elizabeth residents before the meeting, and there was some misinformation that got people upset.”

Vasquez, the mayor, said Elizabeth is required by Colorado law to create a comprehensive plan every 10 years, with each plan having a 20-year projection for growth. The last compre-

hensive plan was presented in 2008, and due to an economic recession, very little of that plan ever came to fruition.

“This is a plan, it’s not set in stone,” said Vasquez. “We have to have a plan for the future growth of the town, and that includes thinking about new homes, infrastructure and use of town resources. But people think these changes are going to happen overnight, and they’re not, it’s just a plan for what may come in the future.”

Residents expressed concerns about the Elizabeth Board of Trustees wanting to change the look and feel of downtown Elizabeth, to drive more tourism and raise money for the town.

“In my opinion, they want it to look like Castle Rock or Parker to attract tourists,” said Snader. “And I think this is an absolutely beautiful town already. I understand growth is going to happen, but we need to think about what the residents want first.”

Vasquez owns a business on Main Street, and said they plan to preserve the old town feeling.

“We want to build on the historic

character of the town. We are not bulldozing any buildings, and potential businesses must adhere to the historic character,” said Vasquez. “I’m a business owner on Main Street, and I want all of my neighbors to thrive.”

Cohrs confirmed residents did not have a lot of time to speak at the previous meeting, and town officials have scheduled three more community meetings to give Elizabeth residents a chance to speak out about the plan.

“We never said we wanted to be Parker,” said Cohrs. “We want it to be a special community with its own character. We want to be Elizabeth.”

As for the recall petition, Vasquez said it would be a waste of taxpayers’ money to pursue.

“First of all, five of the six trustees’ terms will expire in April of next year. We also have an election that year,” said Vasquez. “It would be a bad use of taxpayer money to pursue a recall election. Also, although we are creating the comprehensive plan and presenting it to the community, ultimately the planning commission will be who votes for or against it.”

state no longer has land use authority,’’ she said in an interview.

Weld County established an oil and gas department and adopted its own rules, but Kirkmeyer said energy companies won’t have free rein to drill wherever they want. The county rules are similar to ones the state had before the new law was passed, she said.

The goal is to ensure a common-

sense approach to regulating oil and gas companies, Kirkmeyer said.

“We are willing to work with them for responsible energy development in our county,’’ she said.

Democratic Senate Majority Leader Stephen Fenberg, a sponsor of Senate Bill 181, disputed Kirkmeyer’s interpretation of the law. The intent was to give both the state and local governments a say in regulating the surface impacts of oil and gas, and to allow cities and counties to enact stricter rules than the state’s, but not more lenient ones, he said.

“I would argue that the Weld County commissioners know this,’’ he said,

accusing them of “political theater.”

Environmental groups Colorado Rising and Our Longmont say the new law clears the way for Longmont and other local governments to ban oil and gas drilling.

Longmont voters approved a fracking ban in 2012, but the Colorado Supreme Court overturned it in 2016, saying only the state could regulate the industry under the laws in force at the time.

Senate Bill 181 “flips the script’’ on state and local control, said Democratic state Rep. Jonathan Singer of Longmont, who supports the ban.

“The state does not take precedence

over what local governments want to do when it comes to protecting our health and safety,’’ he said.

The two environmental groups asked the courts to restore the ban earlier this month. The case is pending.

Fenberg said the law doesn’t specifically allow or prohibit local drilling bans. But he said they could open a city or a county to damage claims from mineral rights owners who can’t access their underground oil and gas reserves.

If the goal is to protect public health and safety, strong local regulations are a better option than a ban, he said.

In today’s world of monthly active shooter drills at schools, social media, and an unrelenting 24-hour news cycle, the pressures teenagers face are, in many ways, unrelatable to most adults.

With all this emotional and hormonal turmoil, teens and their parents or trusted adults might not be able to differentiate between normal teenage moodiness and more serious mental health issues.

That’s why Robbie’s Hope Foundation has developed an adult handbook that provides a roadmap on how to talk to teens about their feelings and their mental health.

“Having open lines of communication with teens on an ongoing basis can be a first step in signaling a potential issue, such as depression, anxiety, or thoughts of suicide,” Kari Eckert, executive director of Robbie’s Hope Foundation, said in a news release.

While many professional resources exist for how to talk to teens about these critical issues, the new adult handbook was created by teens to help parents and other trusted adults — teachers, coaches, youth group leaders, mentors, etc. — initiate and navigate ongoing conversations with the teens in their lives, Eckert said in the release. It reflects how they, the teens, would want a trusted adult to engage in these conversations with them.

The adult handbook provides tips for when it is important to have a conversation with a teen, how to choose the right place and time and how to navigate the conversation.
