Blue shirts labeled “Volunteer” identified the 16 Elizabeth High School freshmen scattered about Eagle’s Nest Ranch on April 24 as Big Help Day volunteers.

Elizabeth High School’s Big Help Day was in full swing with big help from the weather, the day dawning clear and warm. The students at Eagle’s Nest Ranch were only a fraction of the students volunteering throughout the area of Kiowa, Elizabeth, Castle Rock and places in between.

This year’s event was the fourth annual Big Help Day, the original day organized in 2015 by seniors for their class to give back to the community.

The idea caught fire and now the entire school is involved every year.

Big Help Day is student-driven, and students supervise each aspect of the event. This year Colton Arciniaga and Isa Tebrugge organized the 2019 Big Help Day, a herculean task at best. Arciniaga and Tebrugge were responsible for pairing students with SEE BIG HELP, P5

Elbert County relaxes policy on open records Now only confidential records will require ID

County commissioners have unanimously voted to enact a revised version of Elbert County’s open records policy, eliminating an identification rule for many requests.

The previous policy mandated all requests for public records be accompanied by a valid ID, such as a

driver’s license, for the person making the request. The revised policy, approved April 10, has removed that mandate and will only require identification for records that are deemed “confidential” under state statute or that may only be provided to a “person in interest” as defined by statute.

The Colorado Open Records Act, known as CORA, sets forth the rules governing which records are considered public, which may be prohibited from disclosure and how members of the public can obtain copies of records. Several towns, cities and

counties across Colorado have denied the release of records in the past without a valid form of identification, which has drawn criticism from members of the media and citizens.

“When we last updated the county open records policy, we adopted a requirement for submission of an ID for all records,” County Commissioner Chris Richardson said.

“Statute generally requires a response time within three days of a request and we felt that it was most efficient to have ID available so any questions regarding appropriateness of records release could be answered immediately versus having to go back to the requestor for additional information.”

Richardson said the county is committed to providing and open and transparent government, and after review of the previous policy, commissioners decided to make a change.

“Having reviewed the requests received this has never become an issue, so we have relaxed the policy regarding providing an ID,” he said.

“In light of our review of the information generally requested, this change strikes a better balance for our citizens.”

It was not clear how the policy change could affect a lawsuit Elbert County faces over its previous rules.

Frank Sturgell, whose address is

listed on the complaint as a post office box in Lakewood, is contesting the ID mandate and other elements of the county’s open records policies.

On April 19, Sturgell told the Elbert County News he had not been made aware of the policy change and was not ready to comment on if or how it could impact his suit.

County Attorney Bart Greer said he would not comment on pending litigation.

People requesting public records may contact the administrative offices at 303-621-3138 to request a copy of the county’s record request form, or email openrecords@elbertcounty-co. gov. Requests must contain a copy of the records request form and include the individual’s full name, address, phone number, email address and signature of the requesting party, according to county policy.

So which records would still require an ID? “Because of the complexity of CORA, it is not possible to give an exhaustive list of all of the categories of documents which may be ‘confidential’ or may only be made available to a ‘person in interest.’

Therefore, applicants are encouraged to review CORA, including but not limited to, C.R.S. 24-72-204(3)(a), (7) and (8),” states the new policy.

Polis to ask voters to pass nicotine tax to combat youth use Money would be used for educational programs

Targeting teen nicotine vaping, Gov. Jared Polis recently announced a late-session bill to ask Colorado voters to significantly raise taxes on cigarettes and other tobacco products and impose taxes on nicotine vaping devices.

Legislation being sponsored by Rep. Yadira Caraveo and Sen. Rhonda Fields, both Democrats, would ask voters in November if Colorado’s sales tax on cigarettes Polis should increase from 84 cents to $2.59 a pack.

The national median in 2018 was $1.66 per pack, according to the Urban-Brookings Tax Policy Center.

If approved by voters, nicotine

vaping devices would be taxed at 62 percent of their wholesale price.

So, too, would other tobacco products.

The tax hikes could generate more than $300 million a year for early childhood education, tobacco prevention and cessation programs, mental health and other services, the Democratic governor told a news conference.

“I am very excited,” Polis said, calling it “a moral imperative” to combat teen nicotine vaping.

E-cigarettes heat a nicotine solution into a vapor that’s inhaled.

A recent Colorado government study suggests that 27 percent of minors regularly use the devices — one of the highest rates in the nation. Experts say vaping can lead to lifelong tobacco use, and that making smoking more expensive deters youth from taking up the habit and encourages smokers to quit.

The average cost of a pack of cigarettes in Colorado is $5.60, including taxes, according to the Campaign for Tobacco-Free Kids. The proposed increase would bump that to about

$8.19.

In 2016, Colorado voters defeated a proposal to triple the state cigarette tax. The tax was last raised in 2004.

Some 7 percent of Colorado minors and nearly 15 percent of adults smoked cigarettes in 2017, according to the state Department of Public Health and Environment. The percentage of adult tobacco users has declined from 20 percent in 2004.

Democrats who control the Legislature are certain to pass the initiative before the 2019 session ends May 3.

Polis, a first-term governor,

already has signed into law a bill allowing local municipalities to impose their own taxes and regulations on tobacco products, including e-cigarettes, without losing their shares of the state’s tobacco tax.

Another bill to limit where ecigarettes can be used in an effort to combat rising teen use of nicotinecontaining vaping devices is pending in the Senate. The bill would add electronic cigarettes and other vaping devices to the Colorado Clean Indoor Air Act, which restricts tobacco use at the workplace and in many public spaces.

Parker Chess Club makes solid moves Group creates community for young and old

Nearing 9 p.m. at Douglas County Libraries’ Parker branch on April 18, some faint shouting could be heard coming from a conference room on the second floor. As the library announced it was closed, a group of kids, originally three that grew to a team of six, battled one teenager in the final game of chess for the evening. It ended in a draw as employees began to put away tables.

It’s not uncommon to see this 15-year-old, Cameron Miner, take on an army of elementary-aged kids in chess just to bring him down.

There’s a sense of pride in defeating their mentor. It has to happen, just once, each week.

“It’s one of the few games in which there’s no luck,” Miner said.

“You have to do it well, and it goes so far. There are so many levels of play and you can get so much better.”

Miner is the vice president of the Parker Chess Club, a group dedicated to teaching chess to anyone who walks in the door. He’s just one of the club’s members, who loves to

NICK PUCKETT compete and teach kids chess — and although sometimes he admits he underestimates his opponents, seeing his lessons pay off is special.

Though mostly made up of these kids from various charter schools, the Parker Chess Club ranges in ages from young to old. Sometimes

an 8-year-old will defeat a man with a beard, and there’s never any animosity of competition. It’s all for the love of chess.

recipients, working closely with the district transportation department and finding enough places to accommodate the entire school.

Arciniaga pointed out the importance of mitigating the impact at each location by having enough volunteer opportunities for the 600-plus students participating. A committee verified last year’s sites and engaged even more for this year. Volunteer destinations included Casey Jones Park and Evans Park in Elizabeth, Parker, Kiowa, Castle Rock, Castlewood Canyon, Running Creek and Singing Hills elementary schools, Fort Loganand Hope Farms.

Students were grouped according to homerooms for convenience and to provide a certain level of comfort traveling with familiar faces. There were, of course, requests for certain locations, but Arciniaga said it would be a logistics nightmare to accommodate every request. Thus, the destination of each homeroom was predetermined by the coordinators and students were bussed to their locations the morning of the event.

A small group of freshmen were bused to Eagle’s Nest Ranch, a nonprofit organization, founded by Suzy MacKenzie and devoted to the therapeutic use of horses for healing emotional wounds. The ranch, originally intended for military veterans, has evolved into a respite for first responders, high-risk children and others and

requires constant maintenance.

MacKenzie directed the volunteers as they moved panels, raked and cleaned the indoor arena, painted picnic tables, raked layers of pine needles, helped create barriers in the parking area and anything else as needed.

The students labored from 8:30 a.m. to 1 p.m., accompanied by science teacher Chris Wilson, who noted, “This is probably the first foray into this sort of situation for many of them.”

Their first foray or not, the students raking the inside arena expressed their own positive feelings about the experience.

Nick Floyd was fine with the chores because as he explained, “This is nothing new, I do this at home.”

Next to him, student Annika Bankert said, “I feel good helping my community.”

and volunteer for a summer event at the ranch for first responders and their families because she loves children.

Meanwhile, outside raking leaves, creating parking barriers with regular volunteer Chris Boyer and painting picnic tables, youthful exuberance erupted as the girls each put one foot into the same black bag to compress the last of the pine needles. The result was questionable but their energy was contagious as they cheerfully moved to the next chore.

These students truly made a difference at Eagle’s Nest Ranch, and as MacKenzie observed: “It was wonderful, the enthusiasm and willingness to help on the part of the students. They jumped right in and worked hard for four hours. Their efforts made a difference to us. I think it is great the school has this program to instill in the students the joy of giving and serving others. “

Increased computer use tied to worsening rates of sitting CALM AFTER THE STORM

Sedentary life becoming more prevalent across all age groups in U.S.

Americans are becoming increasingly sedentary, spending almost a third of their waking hours sitting down, and computer use is partly to blame, a new study found.

Over almost a decade, average daily sitting time increased by roughly an hour, to about eight hours for U.S. teens and almost 6 1/2 hours for adults, according to the researchers. That includes school and work hours, but leisure-time computer use among all ages increased too.

By 2016, at least half of American kids and adults spent an hour or more of leisure time daily using computers. The biggest increase was among the oldest adults: 15% of retirement-aged adults reported using computers that often in 2003-04, soaring to more than half in 2015-16.

Most Americans of all ages watched TV or videos for at least

two hours daily and that was mostly unchanged throughout the study, ranging from about 60% of kids aged 5 to 11, up to 84% of seniors.

“Everything we found is concerning,” said lead author Yin Cao, a researcher at Washington University’s medical school in St. Louis.

“The overall message is prolonged sitting is highly prevalent,” despite prominent health warnings about the dangers of being too sedentary.

The researchers analyzed U.S. government health surveys from almost 52,000 Americans, starting at age 5, from 2001-2016. Total sitting time was assessed for teens and adults starting in 2007. The results were published April 23 in the Journal of the American Medical Association.

Studies have shown that prolonged periods of sitting can increase risks for obesity, diabetes, heart disease and some cancers. U.S. activity guidelines released last fall say adults need at least 150 minutes to 300 minutes of moderate-tovigorous activity each week, things like brisk walking, jogging, biking or tennis.

Brezina runs the club as a volunteer. He travels the world attending and photographing major chess tournaments and strives to bring his love of the game to his hometown.

VOICES ‘Livin’ the dream’ can become the real deal

ivin’ the dream” could be one of the greatest replies to the question, “How are you doing?”

The problem, as most of us who use this reply know, is WINNING that we really don’t mean it. It is just WORDS our way of telling the world that we would prefer not to talk about how we are really feeling right now, or we hope that our sarcastic response will say all that needs to be said.

Michael Norton Maybe what we want to say is that life is hard right now, or that we wish that we were anywhere else but where we are, or that our job is stress-

ful, or that we have just lost hope. But we can’t bring ourselves to say that can we? Maybe to a very close friend or family member, someone we trust, but never to a co-worker or casual acquaintance or someone we pass in the grocery store. I mean if we told everyone how we really feel, they would either walk away as quickly as possible or would come in closer and try and help us figure things out. So instead, we just say, “You know me, livin’ the dream.”

Are we livin’ the dream? If not, why not? Typically, we associate dreams, nighttime dreams or daydreams, with happiness and joy, with peace and fun, with success and achievement, with vacations and faraway places. If not, well, we call those nightmares.

If you have caught yourself saying this or replying sarcastically to the question of how you are doing with,

“Livin’ the dream,” I would ask you to take a moment and reconsider, unless of course you are truly and happily “Living the dream.” If it’s the former, and your response is a way of deflecting and guarding how you really feel, then it’s time to change what is going into your mind, heart, and field of vision. If it’s the latter, you added the “g” to livin’ and you are intentionally and purposely “Living the dream,” your dream.

Zig Ziglar said it best when he shared, “If you don’t like who you are, what you are, or where you are, you can change who you are, what you are, and where you are by changing what goes into your mind.” One of my very favorite quotes and absolutely so very true.

There is another old familiar saying we have all heard before, “What you see is what you get.” And what

people see when they hear the sarcastic response, “Livin’ the dream,” is usually not someone they want to work with, work for, or have as a part of their team. However, what they see in a person who responds enthusiastically with, “Living the dream,” is a person who they want to hire, a person they want to partner with, and a person that just brightens their day.

Our tonality and body language will let them know which one it is.

Take a look around you, what do you see? Do you have books on your shelves with words in the titles such as Kindness, Hope, Journey, Success, Happiness, Dreams, Faith, Winning, Love, or other positive and encouraging words? What are you listening to on the radio?

efore she became executive director of the Colorado High School Cycling League, a nonprofit youth development organization that produces mountain bike race series, Kate Rau worked in the intervention field.

Rau worked for Singletrack Mountain Bike Adventures, a youth race development program that offers summer camps and team programs during the spring, summer and fall.

She witnessed firsthand the impact that mountain biking can have on people, including children who found themselves in trouble.

“It strengthens family bonds, and it connects people to their community.

Those are elements that are proven to reduce the need for intervention — whether it’s mental health, substance abuse, feeling isolated, or being addicted to screen time,” said Rau. “I think we’re all, including kids, under a tremendous amount of stress.

Biking is pretty much year-round in Colorado, and it’s something you can do with your family.”

Colorado is blessed with a plethora of mountain biking trails, with around 1,700 trails just in the state’s Central Rockies. The problem isn’t

Harty lives in Lakewood, and he has been a strong advocate for getting peo-

ple on bikes. He brought Cycling Without Age to Lakewood over a year ago, a program that provides three-wheeled bikes, called trishaws, to people who cannot ride a bike by themselves. The trishaws have a couchlike seat big enough for two people to sit on, while volunteers power it for senior communities all throughout Lakewood.

The longtime cyclist also founded the Lakewood Bicycle Advisory Team, a group that advocates for better infrastructure for cyclists and pedestrians.

Harty and his wife got into mountain biking six years ago. Bear Creek Lake Park is close to his home, and it is one of the many places where he and his wife enjoy spending a sunny day.

dorphins. I think to a certain extent, that becomes addictive,” said Harty.

“I think bicycling in general does that, and mountain biking does that even more, because you don’t have the stress of dealing automobiles. Mountain biking covers so many categories from tracks that are technical that demand a high level of skill, downhill racing and endurance racing. Mountain biking gets the average cyclist more into nature. Just that combo of exercise and being in tune with nature is good.”

According to the National Alliance on Mental Illness, “Approximately 1 in 5 adults in the United States — 43.8 million or 18.5% — experience mental illness in a given year.”

I am resigned to just about all of this by now. But I watch faces, and I see eyes widen whenever there’s an incident, and someone suggests that we do something about it, or, as Colorado legislator Lois Court said, “I am sick and tired of inaction when we see tragedies caused by gun violence.”

Court, in some parts of the state, would lose her job over those words.

I am a naive misfit, something I have known for a long time. I don’t believe in fireworks on the Fourth of July. I don’t believe in Mother’s Day or Father’s Day or Valentine’s Day. And I don’t believe that the Second Amendment is untouchable.

I am trying my best to coexist in a gun country and in a gun state. Daily, I hope none of my friends is hurt or killed by someone who might have had his or her gun sensibly taken away.

on the trails at least three days a week. He is the co-owner of the Bicycle Shack in Arvada, a store that offers new and used bikes, custom builds, repair services and frame painting.

“If you’ve never (gone mountain biking) before, you should. It’s a good way to get outside and get some sunshine, of course, but one of the most important things that I like is it’s a lot less dangerous than road biking, because you’re not competing with cars” said Rodriguez. “You feel a therapeutic sense of feeling, because mountain biking clears your mind. The only thing that you’re thinking about is what is in front of you.”

For people who have never been mountain biking before, Rodriguez recommends hitting the trails at Green Mountain in Lakewood, North Table Mountain in Golden and Marshall Mesa Trailhead in Boulder.

Those trails aren’t difficult, or technical, and they’re great for getting the blood pumping, according to Rodriguez.

One of his favorite apps to use when mountain biking is the MTB Project app. The app, available for Android and iPhone, provides a GPS on trails, mirroring a guidebook for Colorado trails. It also offers a feature that lets you download trail maps for when cell-phone service isn’t available.

“You can scope out your route, which is good, especially for new riders. The difference between a left and a right on a trail can be heading back to the car, or another five-mile loop,” said Rodriguez.

For those who are looking to purchase a mountain bike for the first time, Rodriguez recommends Jamis Bikes. He says the brand offers everything from mountain bikes for small children to more upscale mountain bikes. Rodriguez’s mountain biking survival kit that he carries with him includes tire levers, an extra tube, a patch kit and a hand pump.

“It’s nice, just in case you find yourself in a tough spot when you’re on the trail. You don’t want to have to hike out of a trail and have to carry your bike,” said Rodriguez. “We’re lucky enough to live in Colorado, and I would encourage everyone to take advantage of the trails that our state has to offer.”
