Headlines across Colorado recently drew attention and criticism to the town of Kiowa, claiming town officials fired police officers and closed the department via text messages. Headlines from Greeley, Denver and the online publication POLICE—The Law Enforcement Magazine, claimed the move was abrupt and unprofessional, prompting hundreds of responses on Elbert County social media websites. Those reports, according to Kiowa Interim Town Administrator Joe Racine, are bogus.

Dogs terrorize two Elbert County neighborhoods Aggressive pair killed many animals in recent weeks

More than 30 animals — including alpacas, chickens and goats — have been killed in the Sun Country and Outback Estates neighborhoods, near Elizabeth in Elbert County, over the past couple months. The animals were killed by two aggressive dogs. Nine alpacas were killed

in one spree, and three killed during another incident.

According to Elbert County Undersheriff Dave Fisher, one of the dogs is more aggressive and appears to be killing for sport rather than for food. The dogs have been elusive, and appear to kill at night, and are assumed to bedding down somewhere during the day.

Residents of the area are concerned for their livestock, and have held networking meetings to determine what can be done, including actively searching for the dogs and killing them.

“You may protect your animals from attacks by using deadly force on an animal attacking your livestock, but please be careful what you are aiming at and where your rounds may go,” said Fisher, in a statement he posted on the Sun Country Nextdoor social-media site. “We do not want anyone running around with firearms shooting everything in sight. We prefer that you call us and use a flashlight and noise to attempt to scare off the dogs.”

Crisy Howell lives in the area and owns alpacas, and said she had never had any problem with predators, such as coyotes, attacking her animals.

“I’ve never in my life had an issue with a coyote on my alpacas,” said Howell. “Once we started piecing together the killings and the locations, it’s clear these dogs are not killing for food. They’re not underfed, they’re not mangy or sick.

These are healthy, big, dangerous and scary dogs.”

Howell said she has been in touch with the sheriff ’s office, and they are doing everything they can to

help find the dogs and remove them.

However, she fears fellow residents will take matters into their own hands.

“Now we have people saying they’re going on a manhunt, so not only do we have these rogue, dangerous dogs out there, now we have people who are not trained to handle situations that would require shooting an animal within a residential scenario,” said Howell.

Fisher said Elbert County sheriff ’s personnel have been authorized to dispatch the dog immediately if they find it, and he has notified the District Wildlife manager, members of Rattlesnake Fire District and Colorado Parks and Wildlife for support.

“In the meantime, please keep your small children and pets indoors at night, when a majority of these attacks are occurring,” said Fisher. “If you should see this dog please contact the sheriff ’s office at 303-660-7500. If this dog is actively attacking animals, please call 911. If you know the owners of these dogs, please call us immediately.”

Lawmakers pass dramatic oil, gas rule changes Republicans fought against bill, which has support of conservation groups

Colorado’s Legislature gave final approval April 3 to a bill that would dramatically change how the state regulates its multibillion-dollar oil and gas industry and sent it to Democratic Gov. Jared Polis, who is expected to sign it.

The bill would make the protection of public health and the environment the top priority of regulators and grant local governments new authority over where wells can be drilled.

Currently, regulators’ top priority is encouraging production, and only the Colorado Oil and Gas Conservation Commission, the state’s regulatory body, can approve well locations.

Conservation groups praised the bill as a step toward protecting people and the environment, but industry groups said it threatens a vital segment of the state economy.

Colorado ranks fifth in the nation

for crude oil production and sixth for natural gas. The Colorado Oil and Gas Association says the industry contributes $32 billion annually to the state’s economy.

Oil and gas drilling has long been contentious in Colorado, where fastgrowing communities have expanded into the rich Wattenberg oil and gas field north of Denver.

Minority Republicans in the House and Senate mounted fierce challenges to the bill but fell short. The Senate was the bill’s final hurdle, and it passed on a 19-16 party-line vote, with majority Democrats supporting it.

Republicans and the industry won a few concessions, including a change in the bill’s language so new state and local restrictions would have to be “necessary and reasonable.”

That was not enough to soften industry opposition, however.

“Our industry remains firmly opposed to this bill because it threatens one of the pillars of Colorado’s economy,” the Colorado Oil and Gas Association and the Colorado Petroleum Council said in a joint statement.

Legislature gives final approval to ‘red flag’ bill Polis has promised to sign measure enabling removal of guns from those deemed threats

The Democrat-controlled Colorado Legislature sent a “red flag” bill to the governor that calls for taking firearms from people who could pose a threat to themselves or others.

Gov. Jared Polis, also a Democrat, has pledged to sign the measure that would place the state among 13 others that have passed such legislation.

Florida passed its law after the 2018 Parkland school massacre.

The state House voted 38-25 on April 1 to approve Senate amendments to the bill.

The bill would allow family, household members or law enforcement to petition a court to have guns seized or surrendered. A subsequent court hearing could extend a gun seizure up to 364 days.

The bill places the burden of proof on the gun owner to get the firearms

back by showing that he or she no longer poses a risk.

Republicans repeatedly sought to shift that burden of proof to those seeking the protective order. They argued the legislation offers no due process to gun owners.

Polis signs state hospital transparency bill into law Governor links law with efforts to reduce costs of health care

Colorado hospitals will have to report annual spending under a transparency law recently signed by Gov. Jared Polis.

The bipartisan effort is part of Polis’ goal to reduce health care costs and raise both price transparency and hospital efficiency in a state where rural residents often pay some of the nation’s highest insurance rates.

It’s also part of an ambitious healthcare agenda for the first-term Democratic governor that includes creating a state reinsurance program to help private insurers lower premiums; studying a public health insurance option; and exploring the feasibility of importing cheaper prescription drugs from Canada.

Supporters described the law as one of the more ambitious hospital and health-care cost transparency efforts adopted in recent years by states including Arizona, California, Florida, Indiana and Washington.

“We can’t work on reducing costs if we don’t see how these costs are determined in the first place, or what they are,” Polis said at a Capitol signing ceremony. “Otherwise, we’re just shooting in the dark with efforts to reduce costs (that are) unfair to both hospitals and to consumers.”

Beginning in 2020, the law directs the Department of Health Care Policy and Financing to issue an annual report on uncompensated costs and expenditures using data submitted by hospitals. That data includes payrolls, inpatient, outpatient and emergency visits and capital expenditures.

The initiative’s sponsors, Sen. Dominick Moreno and Rep. Chris Kennedy, both Democrats, and Republican Sen. Bob Rankin, hope the detailed information will show why those insured by private carriers are paying more at a time when public funds to help cover uncompensated hospital care have grown.

John Bartholomew, finance office director for the Department of Health Care Policy and Financing, said during a recent hearing on the bill that more information is needed on hospital budget and pricing decisions.

Hay business is family operation Beams turned drawback into opportunity for success

Where do you buy your hay?

We source hay directly from the farmers. We did hay research online and now also receive recommendations from our farmers. Our hay comes from Idaho, Utah, Montana, the Dakotas and Wyoming.

Mike and Melissa Beam grew up country-style in Illinois, attending the same high school. Ensnared by the whimsy of fate, they moved to Colorado separately, where they met and married.

Their roots were country and so, in 2012, they purchased 35 acres in Elizabeth but found that their horses devoured that grass in a few months. Their nemesis became the minimum amounts of hay imposed by sellers that were well beyond their needs.

Ever inventive, they began selling the excess hay and the Double Beam Ranch business grew out of necessity.

Eight months ago, new beginnings continued when the latest ranch hand, McCoy James Beam, was born.

Besides parenting and the hay business, Mike and Melissa have day jobs as a pump technician and ER nurse, respectively.

One additional hat that they, and now others, wear is their own Double Beam Ranch logo clothing. Popular demand drove them to stock and sell their logo hats and T-shirts to the public.

How do you ensure you get quality hay?

We do a site visit before we buy and have certain criteria. The hay must be barn stored and covered for transportation and we test for these standards when we receive the hay.

How do you test it to be sure it has been stored and transported as you wish?

We have three-foot-long hay probe that pulls an inch-sized core sample from the middle of the bale and we do this throughout the stack. We send the sample off to a lab in Idaho and they do a complete analysis.

Our hay is horse quality hay. We offer grass hay, mixed hay and alfalfa hay. The grass/alfalfa mix is our best-selling product. Grass is cheaper per ton than alfalfa and the mix price is somewhere in the middle of the three. We have round bales and square bales as well.

on’t.

Don’t smoke.

Don’t drink.

Don’t run with scissors, spit into the wind, or put your jeans in the freezer.

Someone who thinks I am officious sent me a book: “Don’t: A Manual of Mistakes and Improprieties More or Less Prevalent in Conduct and Speech.”

It’s a small thing, and looks like an instruction pamphlet for your coffee maker. It’s actually a reprint of the original, first published in England in 1880, when its price was one shilling.

In the absence of fatherhood, I have missed out, because my little book is filled with things I could have told the little brats not to do.

“Don’t play the accordion, the violin, the piano, or any musical instrument, to excess.”

Many of the don’ts sound like they were written for one of David Letterman’s Top Ten lists.

“Don’t multiply epithets and adjectives; don’t be too fond of superla-

tives. Moderate your transports.”

The table of contents includes don’ts “At Table,” “In Dress and Personal Habits,” “In the Drawing Room,” “In Public,” “In Speech,” “In General,” and one that I will save for later: “Affectionately QUIET addressed to WomDESPERATION ankind.”

My favorite “Don’t” song is “Don’t” by Elvis.

Coming in second is “Honey, Don’t” —originally sung by Carl Perkins. Near the top, are “Don’t Hang Up,” by the Orlons, and “Don’t Craig Marshall Think Twice” by Bob Dylan.

Smith If you plan to play “Don’t Fear the Reaper” by Blue Oyster Cult for me, you’d better bring a cowbell.

My least favorite “Don’t” songs are “Don’t It Make Your Brown Eyes Blue?” by Crystal Gayle and “Don’t Sleep in the Subway,” by Petula

Clark.

We know that “Boys Don’t Cry” and “Big Girls Don’t Cry” either.

Not only that, “Dead Men Don’t Wear Plaid,” a flawed but brilliant neo-noir parody starring Steve Martin, is an apparel reminder, and so is “Don’t wear white after Labor Day.” In 1922 in New York City, men who refused to heed an unwritten rule about not wearing straw hats after an unofficial date resulted in a riot.

Don’t laugh.

It lasted eight days.

“Don’t decorate your shirt-front with egg or coffee drippings, and don’t ornament your coat-lapels with grease spots.”

I’d like add a few things to the ones in the book.

Don’t wear perfume in an elevator.

Don’t wear a Baja hoodie. Ever.

Don’t try to explain the infield fly rule on the first date.

There are “don’ts” everywhere.

Even a dry-cleaning bag comes with one.

But many of us are rebels, and we like to scoff at the law.

Someone who scoffs at the law is referred to (but not by me) as a “scofflaw,” a word that won a contest in 1924.

A Prohibitionist offered a prize for a new word to describe someone who was a lawless drinker.

The winning word combined “scoff ” and “law.” Big wow.

OK, women.

“Don’t wear diamonds in the morning.” No, sir.

“Don’t supplement the charms of nature by use of the color-box.”

“Don’t indulge in confections or other sweets. It must be said that American women devour an immense deal of rubbish.”

“Don’t, on making a call, keep talking about your departure, preparing to go and not going.”

In other words: How can I miss you if you never go away?

And, please: Don’t you (forget about me).

Islands of success don’t all have palm trees

F

or some of us an island of success immediately conjures up the idea of living on a tropical paradise somewhere, removed from our worries and obligations, and living without debt or drama.

We imagine ourselves on white sandy beaches, warm ocean breezes, enjoying island delicacies and sipping tropical drinks. And for others this dream has already become a reality.

However, there is another island of success. It’s the island we can place ourselves on as we separate ourselves from the crowd and elevate ourselves from the pack.

In the pursuit of success, it is our ability to see life and opportunities differently and break away from the deafening noise that surrounds us each day. I have had the benefit of speaking with and learning from many wise and successful mentors in my life. Some in my business life, some in my personal life, and some along my spiritual journey. And one common trait among them was that

they found time to step away from the crowd to focus on their work, their lives, their families, and their faith.

To rise above the noise and the demands we must find time to be, to think, and to dream. In a world where stress and being stretched too thin drives us to work harder and not smarter, achievers have figured

out that creating an island of success comes from their moments of peace and solitude.

So where can we find these islands of success? Some find it on walks along the beach, a hike in the mountains, in a cabin or retreat, or even stopping on a great tree run while skiing to take in a few moments of solitude surrounded by aspens, evergreens, and blankets of untracked snow. Others find it in their commute to work, using the time for reflection and processing. Some make it a conscious habit of waking up early, earlier than others in their home, and find time each morning to simply be, think, and dream.

We cannot underestimate the power of solitude and peaceful moments when it comes to finding our passion and igniting or creativity. When we think about what Thomas Edison or Pablo Picasso said about solitude, we see where our best thinking and our greatest works are achieved.

Our job along the journey towards our own success is to rise above the

noise and demands to find our island and build in time for ourselves along the way. This is not selfish or to be considered an act of selfishness as the more time we can spend thinking and doing great works, the more likely it is that the outcome will be of significant benefit to others in our lives personally and professionally. We become difference makers in this world.

‘It had a big impact on my life’ State Rep. Patrick Neville, a student at Columbine in 1999, fights for gun-owners’ rights

State Rep. Patrick Neville has said surviving the Columbine High School shooting in 1999 changed his life trajectory and inspired him to live in a way that honors the victims.

Patrick Neville was a 15-yearold sophomore at Columbine High School when two armed students walked into the building and killed 13 people, then themselves. He was on school grounds but outside when the shooting began, he said.

He doesn’t go into detail about what he saw and heard in those moments. There are survivors with more compelling stories than his, he said, and the events of that day have been widely reported. Besides, recounting the story time and time again is “exhausting,” he said, particularly leading up to the massacre’s 20th anniversary.

But make no mistake: “It had a big impact on my life,” Neville said.

Today, Neville, 35, is a Republican state representative and the House minority leader. The Castle Rock resident is among Colorado’s leading voices on gun-owners’ rights and stood in opposition to the recently passed “red flag” bill that allows firearms to be temporarily taken away from people deemed a significant threat to themselves or others.

April 20, 1999 was a blur, but it wholly changed his life trajectory, Neville said on a late-March day at his office in the state Capitol.

Later in his collegiate career, at the University of Colorado Denver, it would influence his perspective on gun rights.

His most vivid memory of the day of the tragedy is of students gathering at an elementary school following the shooting. First, there was a crowd, but as buses came to evacuate them, it slowly dwindled.

Then, the father of a student asked if Neville had seen his son.

Neville had not.

He’d known the father who approached him, and his son, since the third grade. The boys played baseball together and served as captains of their team as their fathers coached.

By high school, Neville was making all the wrong choices — in his words, he was a “punk.” Meanwhile, the man’s son “was making all the right decisions in life.” The two had drifted apart as a result.

“Once the names came out, he never got to see his son again,” Neville said, declining to name the father in what he called a politically-charged climate.

But that’s where the survivor’s guilt caught up with him, Neville said. Students who were excelling died that day. It inspired the teenager to change his life course.

He would go on to serve in the U.S.

Army and deploy to Iraq, which impacted his life similarly to how Columbine did. He watched families mourn lost loved ones and he buried his friends. It called to mind going to the funerals of his peers after Columbine.

Then in 2014, he became the state representative for House District 45, encompassing Castle Rock, Castle Pines and portions of unincorporated Douglas County. He’s now in his third term.

Neville said he didn’t have strong opinions on gun rights until college, when he received his conceal-carry permit.

“At the time, it was illegal for me to conceal carry in my college classroom,” he said, “and if there was one place that I really felt uncomfortable or vulnerable it was sitting in a classroom.”

Colorado now allows permit holders to carry firearms on highereducation campuses.

This legislative session, Neville introduced a bill to allow someone with a concealed-carry permit to carry a firearm on public elementary, middle, junior high and high school grounds.

He believes gun-free zones enable mass shooters. Allowing certain people to carry — with extensive training, he said — could deter potential attackers.

The bill, which was voted down, was influenced by his experience at the high school and was also what reconnected him with Columbine victims. Some in favor of the bill reached out, he said. He plans to pursue legislation opposing gunfree zones again.

In the meantime, he’s met more Columbine victims and learned more of their stories. As the public observes the 20th anniversary, it’s the lives and memories of their lost loved ones he wants people to remember.

“It’s amazing when I look back, it doesn’t seem like it was 20 years ago,” he said. “You look at the photos, and we were just little kids with such potential.”

The healing power of Studies show being outdoors reduces stress, depression and anxiety

fter graduating college, Travis Wild soon found that spending time in the mountains and on trails in Colorado gave him a place to reconnect with himself and restore his mind.

“For me, the outdoors are how everything is supposed to be without influence of problems,” Wild said, adding that nature has been the steady support in his life through rough times.

When he was diagnosed with testicular cancer almost five years ago, at age 26, Wild turned to nature to destress and cope with the difficult situation. The diagnosis came when he was changing jobs, changing relationships and mourning the loss of his grandmother.

“Outside was a place that I could go to step back and be in control a little more,” Wild said. “I got to feel normal

Wild is not alone when it comes to feeling improved mental health in the outdoors.

Proximity to green space has been associated with lower levels of stress and a reduction of symptoms for depression and anxiety, while interacting with nature can improve cognition for children with attention deficits and individuals with depression.

“As a psychologist, when we’re trained we don’t talk about things like being outdoors as an intervention,”

said Benjamin Miller, a psychologist on the board of Mental Health Colorado. “But when you think about the exposure to nature, there’s no surprise that it can decrease some symptoms of anxiety and depression.”

One study found that 30 minutes of nature exposure per week reduces depression by 7 percent and can reduce high blood pressure by 9 percent.

“One of the really interesting things this study shows is that nature contact during the workday leads to lower stress and higher job satisfaction,” Miller said.

In addition to being surrounded by nature, Miller said the practices that come with it help to improve mental health.

In 2018, 55 percent of visitors to Jefferson County Open Space parks and trails said they saw the outdoor space as adding extreme benefit to their emotional wellbeing, ranking it fourth on a survey that measured the benefits of open space.

Last year, an estimated 7 million people visited the 56,000 acres of preserved land, 28 parks and 244 miles of trail in the Jeffco Open Space park system.

“We all knew it in our hearts, but to see it on paper was impactful,” said Mary Ann Bonnell, visitor services manager for Jeffco Open Space. “We now understand that people implicitly come to our parks for emotional wellbeing.”

This was the first time the survey, conducted last in 2011, measured this metric.

The next step, Bonnell said, is to protect visitor experience as best as possible. That means preserving a quiet park and trail, so those who want to connect with nature can.

Jeffco Open Space has an amplified music regulation as well as a drone ban and leash law.

“I know these seem tangential, but it’s respecting the experience people are having outdoors,” Bonnell said.

“We want to make sure that while you’re getting your fix, you’re not denying that stress release from others.”

“Reports that we disbanded the department simply by using text messages is bogus,” said Racine. “That report came from someone who was upset in the community. The mayor and I personally met with the acting chief of police, and had a good conversation.

He was professional and understood the need for this action.”

The Kiowa department consisted of the acting chief, one part-time officer, and one reserve officer who was not paid.

“I personally called and spoke with the part-time officer, and we had a great conversation,” said Racine. “He also understood the situation the town was in.”

Racine said he did send a text message, but only after notifying the officers personally, directing them how to return equipment they had to the town.

The town board of trustees had discussed the action in previous public meetings, according to Racine.

“This administrative action was taken by the interim town administrator in response to concerns with the level of service that was being provided by the department, and the lack of revenue necessary to support an adequate in-house department,” said Racine.

Kiowa officials are looking to negotiate with Elbert County Sheriff ’s Office for law enforcement services, and will address future agreements with the department in upcoming public meetings.

‘Helping a brother make a last wish come true’

For Christian Redman, the Last Ride fulfilled a heartfelt wish: A celebration with his daughter in Kentucky on her 18th birthday, a reunion with fellow 11th Armored Cavalry Regiment troopers and veterans, and a chance to once more sink his toes in the sand of a Key West beach.

“I just want to thank everybody who hleped me — I really appreciate it,” said Redman, 51, a Parker resident who is dying of the late-stage colon cancer he has fiercely fought for three years. His doctors in November gave him eight to 16 months to live. “I never will forget it.”

Rocky Cuda, a retired sergeant from the 11th Armored Cavalry Regiment — an Army unit also known as the Blackhorse Regiment — came up with the idea for a kind of make-a-wish last ride for Blackhorse troopers with Redman as the inaugural event. He called it Maverick’s Last Ride after Redman’s call sign from his Army days.

The plan was for a caravan-style road trip leaving March 4 from Parker to Louisville, Kentucky, so Redman could celebrate with his daughter on her 18th birthday on March 10, then on to the Daytona Beach bike week with the final stop in Key West. There would be other stops along the way where Blackhorse troopers and veterans, on motorcyles or in cars, could join in.

The Quilt of Valor Foundation makes heirloom quilts that are given to service members and veterans for comfort and healing. Christian Redman received this one, which includes a Blackhorse “Last Ride” patch, designed to honor Redman’s Last Ride and subsequent such events.

The quilt “becomes an heirloom once the veteran passes,” as it is handed down to family members, Blackhorse veteran Rocky Cuda said.
