The blizzard that slammed Colorado on March 13 hit Elbert County particularly hard, bringing powerful winds, heavy snow and leaving hundreds of motorists stranded.

The morning after the bomb cyclone, rescue personnel continued their efforts to reach stranded motorists across the county, and major roads remained closed. About 400 people had taken refuge in shelters, according to county officials. The

county had set up two emergency shelters: one at the county fairgrounds at 95 Ute Ave. in Kiowa and the other at Frontier High School, 589 S. Banner St., Elizabeth.

Are there any new programs in the works?

Our outreach committee plans to work with schools to create programs to partner with us. The board recommended working with FBLA (Future Business Leaders of America) at Elizabeth High School.

We want students to come and do an internship with the chamber giving them exposure to this organization with a little bit of marketing experience. In addition, there is a brand-new editorial committee in charge of directories and welcome packets.

We are revamping the annual banquet and holding the new Mardi Gras Masquerade at Spring Valley Country Club this year.

Since 2015, Trista Ellis has been an integral part of the Elizabeth business community as executive director of the Elizabeth Area Chamber of Commerce. Her social acumen is apparent as she talks enthusiastically about the many hats she wears, from creating the chamber website to chairing all chamber committees to keeping her finger on the pulse of events.

She is from a small town, Baggs, Wyoming, and she, her husband and 8-year old daughter have been in Elizabeth since 2009. During the Colorado winters, they prefer to sit by the fireplace with their two dogs, a French bulldog and a Shih Tzu with attitude.

At the onset of summer, they come out of hibernation to camp at Chatfield or boat at the Pueblo Reservoir. Summer also brings an annual trip to a Disney theme park. Whether at Disney in California or Florida, they arrive when the gates open and stay after the fireworks, once walking 80 miles in one day.

Ellis supports her community with that same vigor, especially the take-out and local restaurants. As she says, her

least favorite sentence is, “What’s for dinner?” She would rather be learning to play her ukulele. She spoke with the Elbert County News recently about her role in the Elizabeth chamber.

What are your responsibilities and goals as director?

In a lot of different chambers there are directors for each job. In Elizabeth, we have one director of everything and that is me. As director, I chair all our event committees and can see how everything fits into the big puzzle. I make sure it all flows nicely. We are

a bedroom community, and this is a struggle for our businesses, and we strive to build community for our members. We are a membership organization and do our best to provide a lot of value to our members.

What is the value of belonging to the chamber?

There are no less than 50 benefits on our benefit sheet. People sign up and choose their package accordingly. We offer a tiered membership structure with six tiers, the bottom three are basic and the top three are sponsorship opportunities. The networking benefit is like a gym membership and if you do not show up, you will not reap all the benefits. For networking, we alternate between a luncheon and a breakfast and we have a business after hours at the end of every month.

Our electronic signboard on 86 is our most popular benefit and the chamber provides tiered discounts for it and all events.

What are the benefits derived from the major events and what are the events?

Part of reason we focus on events is that we get the most people to the businesses’ doorstep with eventbased activities. People are accustomed to and plan to specifically come to our major events. This is also an opportunity to meet the community for those who commute.

Our event-based activities are the Elizabash Street Fair, Harvest Festival, the annual golf tournament, the annual banquet, and Oktoberfest.

What do you see for the Elizabeth business community in the future?

In the next few years we are going to see a lot of changes. I welcome the changes. As director of the chamber, I am interested in what will support local businesses. Population is going to do that because the more people you have to shop at your store the more likely you are to succeed. The more amenities we provide here the more people will stay here and not have to commute out.

Oil-and-gas bill creates conflict at the Capitol

If you can’t beat them, slow them down.

That’s the strategy Republicans at the state Capitol turned to recently to hold up a controversial oil and gas bill, requesting that a different, 2,000-page measure be read aloud to halt work in the Senate.

The maneuver didn’t have lasting impact: Democrats had multiple computer programs read the bill at unintelligible speed, a move that drew a Denver court to temporarily prohibit the practice.

Democrats hold majorities in the state Senate and House.

Voters rejected Proposition 112, the effort to set new oil and gas development farther away from buildings and

bodies of water, in November, but the push to change Colorado’s political oil and gas landscape is alive and well with Democrats.

The “most significant and meaningful reform to oil and gas regulations that have passed the Senate in over 60 years,” as state Senate Democrats called it in a news release, would give more control to local governments in regulating oil and gas activity. Under the bill, local governments would have more say over land use and more ability to monitor the industry, among other powers.

Score the interview: Tips on building a healthcare resume A template resume may work well in most industries, but when it comes to jobs in healthcare, the key to success is all about being specific.

Applying for a job in the healthcare industry requires extra time and a focus on the details. Some tips to be successful in applying for a healthcare job includes: Be specific in the objective: Don’t just send a general resume listing your past work experience, education and an indirect objective first line. Look at the description for the job you are

applying and spend the time to make your resume match the job.

Make sure you highlight your skills and abilities as truthfully as possible.

Even though tempting, never exaggerate your skills, especially for careers in the healthcare industry.

A hiring manager must be able to trust that what they see on that resume is the truth.

When listing your education, be sure to include: • Full certification and license names • The name of the certifying body from which you received the education • A certification number if available • List expiration dates anywhere you can One page doesn’t fit all: Since resumes became the main document needed to apply for a job, most experts recommend you keep it short and simple and cut it down to only one page. Bill aims to stop most scanner encryption

As more law enforcement and fire agencies across the state encrypt or consider encrypting their dispatch radio traffic, a bill was introduced March 12 that seeks to halt the trend.

Blocking Report the public and news organizations from listening to scanner communications has spurred debate in recent months between media analysts, who say the information is necessary for government transparency, and public-safety leaders, who argue encryption can keep personnel safer.

House Bill 19-1235 would require most entities of the state government and of cities, counties and special districts to allow their dispatch radio communications to be heard by the public on radio, scanners or online. The bill excepts “tactical” and investigative communications if necessary for safety.

State Rep. Kevin Van Winkle, RHighlands Ranch, is the bill’s sponsor.

Here’s a look at some of the other bills drawing attention this legislative session, the four-month part of the year when state lawmakers pass bills, which ends May 3.

Death penalty could end Colorado’s criminal justice world could see a symbolic shift if Democrats succeed in ending the death penalty.

Lawmakers have tried before to repeal Colorado’s death penalty, which has been applied just twice since 1967, the Associated Press reported. The bill would apply to offenses charged on or

industry — to “regulate” oil and gas development to protect public health and safety, rather than to “foster” development in a manner “consistent” with those values.

Two organizations that represent the industry decried the passage of the bill in the state Senate in a March 13 news release.

The bill “could damage Colorado’s economy for years to come,” the statement from the Colorado Oil and Gas Association and the Colorado Petroleum Council said.

“We remain shocked that a measure so consequential to the future of our state would be rammed through a legislative body in under two weeks without relevant input or sufficient analysis by people

after July 1, 2019.

The bill’s sponsors, all Democrats, are state Sens. Angela Williams and Julie Gonzales, both of Denver; and state Reps. Jeni Arndt, of Fort Collins, and Adrienne Benavidez, of Adams County.

Senate Bill 19-182 passed the Senate Judiciary Committee on a 3-2 vote and awaited further consideration by the full Senate as of March 14.

Family, medical leave on table A bill to allow workers up to 12 weeks of paid family leave — to care for a sick family member, tend to a personal medical issue or take care of a new child — advanced in its early stages in the Senate.

The bill’s sponsors, all Democrats, are state Sen. Faith Winter, of Westminster; Williams; and state Reps.

Matt Gray, of Broomfield, and Monica Duran, of Wheat Ridge.

Senate Bill 19-188 passed the Senate Business, Labor and Technology Committee on a 3-2 vote March 13 and moves to the Finance Committee before eventual consideration by the full Senate.

Hanging up the phone One recent bill that passed the Senate with some bipartisan support would ban use of all mobile electronic devices while driving. It was approved 26-9 on March 15 and moved to the House for consideration.

Senate Bill 19-012 would make use of cellphones while driving — except with a hands-free device — illegal for everyone. Currently, state law bars anyone under 18 from using cellphones while driving.

The bill is sponsored by state Sen. Lois Court, D-Denver, and state Rep. Jovan Melton, D-Aurora.

State Senate Majority Leader Steve Fenberg, D-Boulder, called the bill a “commonsense solution” to “prioritize public health and safety over industry profits.”

“This is a giant step forward for local governments and the health and public safety of all Coloradans,” Fenberg said in a news release. “I’m extremely proud of all the progress we made to make this bill better through hearings, debate and conversations with my colleagues on both sides of the aisle.”

Senate Bill 19-181 passed the Senate March 13 and moved to the House for consideration. Its sponsors — all Democrats — are Fenberg, state Sen. Mike Foote, of Lafayette; state House Speaker KC Becker, of Boulder; and state Rep. Yadira Caraveo, of Thornton.

Elizabeth man accused of killing his mother Suspect acted ‘way weird’ prior to attack, according to statement in affidavit STAFF REPORT

An Elizabeth man was jailed March 12 on a preliminary charge of firstdegree murder in the stabbing death of his mother, according to court and jail records.

Wade Garrett McVicker-Thornton, 24, is accused of killing his mother, Susan Thornton, 51, in the early hours of March 12 in their home on South Elbert Street in Elizabeth.

An affidavit in the case gives this account: Elbert County sheriff ’s deputies, Elizabeth police and Elizabeth fire responders were dispatched to the home

after a call from McVicker-Thornton’s older brother reporting that the suspect had attacked their mother, who was found at the top of an interior stairway and was pronounced dead at the scene.

A sheriff ’s deputy handcuffed McVicker-Thornton, who was described by police as calm and who reportedly said he had McVickertaken a painkiller due to a Thornton broken foot, for which he was wearing a medical boot.

The suspect’s father repeatedly told police that McVicker-Thornton needs psychiatric help and said that the suspect had been behaving in a way similar to how he had behaved when taking meth in the past.

The father said McVicker-Thornton had acted “way weird” the previous day and had then been carrying a knife

inside their home, but had put down the knife in response to an inquiry.

McVicker-Thornton repeatedly said he could not sleep because he would die if he did so, according to his father, who said the two sat down on their couch to watch a movie.

In a follow-up interview with an investigator, according to the affidavit, the father said that McVicker-Thornton got up from the couch in the hours after midnight and went to the bedroom of Susan Thornton, who was then heard screaming.

The father ran to the bedroom and found McVicker-Thornton holding a knife over his mother, who ran out of her bedroom as the father and son struggled over the knife, the affidavit says. The father got the knife away and Susan Thornton reached the top of the stairs, where she died.

McVicker-Thornton was scheduled to be in court March 18 for a formal filing of charges.

The Colorado state Senate has endorsed legislation to expand a program allowing residents who are in the country illegally to obtain drivers licenses.

The Senate tentatively approved the bill March 13. Another vote sends it to

the House.

The bill would increase the number of Department of Motor Vehicles offices offering special drivers licenses from three to 10 by July 2020.

Colorado first issued the licenses in 2014. More than 61,000 licenses have been issued since then.

The limited number of DMV offices

offering the licenses has produced months-long wait times for applicants.

The program was created to help Colorado’s $8 billion agriculture industry and make roads safer by licensing drivers.

It’s paid for by fees paid by license applicants than are higher than those charged U.S. citizens.

‘I’ll be there for my little girl’ averick’s Last Ride didn’t start exactly as Christian Redman — called Maverick in his Army days — had

hoped.

He was scheduled to leave March 4 from his Parker home with fellow veteran Ray Simpson from Colorado Springs, who was pulling his camper and a couple of motorcycles for the Blackhorse caravan to Louisville, Kentucky, and ending in Key West.

Redman, 51, an 11th Army Cavalry Regiment veteran, also known as the Blackhorse, is dying of cancer. His fellow Blackhorse troopers and veterans planned this last ride to help him celebrate his daughter’s 18th birthday on March 10 in Louisville and get to Key West, one of his favorite places, one last time.

Friends and veterans have been raising money to help pay for the trip and ongoing medical expenses. Redman became sick and could not leave with Simpson. But he was able to fly to Louisville March 8 and celebrate with his daughter.

“I’m on the plane,” he said in a text.

“Thanks to all who have helped make this happen.”

He was scheduled to return to Parker March 11 for medical appointments, but then will fly to Key West on March 15, where he will meet with his daugher and Blackhorse veterans.

Teams battled blizzard in Elizabeth Crews made rescues of stranded motorists and cleared roads

Elizabeth and Elbert County personnel faced the challenges of rescuing stranded motorists, clearing roads, digging out stranded residents and dealing with the other challenges created by the March 13 blizzard.

Strong winds piled up in drifts, some reported to be 6 to 10 feet high. The weather reports called the storm a “bomb cyclone” because of its intensity.

“We knew the storm was forecast so the we made the call March 12 for

only essential staff members to come to work the next two days and asked those essential staff members to remain in town,” Matt Cohrs, Elizabeth town manager, said.

“Here in town, we had about 150 stranded motorists taken to the shelter at Frontier High School... The last stranded motorists left the school March 15.”

He said the school is a certified Red Cross Shelter and members of the faculty have been trained and are the shelter managers.

The school had a supply of blankets and cots stored in the building but there were not enough beds during the storm for all stranded motorist.

School personnel used food available at the school as well as food from the food bank to provide dinner and breakfast for the stranded motorists.

Kara Gereczyski is the division

chief for administration and the public information officer for the Elizabeth Fire Department. She said the Wal-Mart in Elizabeth opened its doors to help out, provided the needed items for the shelter and said they could work out the details later.

“I have lived in the area for almost 20 years and this is about the worst storm conditions I remember,” she said. “We have had heavy snows before, but this time the wind created blizzard conditions.”

Normally there are five people plus command staff on duty Gereczyski said. However, the fire department called in personnel because of the storm so there were 10 people plus command staff on duty for most of the day of the storm and the day after.

She said the Elizabeth Fire Department is fortunate to have a 1980 snowcat.

“The snowcat is large enough to carry eight to 10 passengers,” she said.

“We made a number of trips during the storm to rescue stranded motorists. It was difficult at times to make all the rescues because of challenges of getting the snow cat around abandoned cars and into position to pick up stranded motorists.”

Cohrs said Elizabeth police borrowed a four-wheel vehicle with a plow blade and used it as they worked with the fire department to help rescue stranded motorists.

He said the community worked closely with Elbert County.

“The county had its emergency management operations center up and running throughout the storm,” he said. “They were monitoring the situation throughout the county and sending out messages to keep all the communities and agencies informed.”

According to Elbert County Commissioner Chris Richardson, they had not been contacted by any citizens asking them not to pass the resolution.

“We have gotten a lot of calls and emails from people who support us,” said Richardson. “Nobody has contacted us or urged us not to do this for any reason.”

He went on to say that the result of these kinds of laws have a negligible impact, and the county already has laws on the books that allows those who are a danger to themselves and others to be dealt with.

“Many of the most heinous incidents nationwide have been people who can’t even legally possess guns,” said Richardson. “Everybody would like to see something different, and they are focusing on firearms as the tool, instead

“This has definitely touched a chord with the citizens, but we swore an oath to support the U.S. and state constitution,” said Richardson. “Those protections are there for a reason, and those two documents pretty much charter our society.”

Jared Polis declared an emergency and authorized the use of the Colorado National Guard to assist in rescue efforts.

Elbert County commissioners declared a local emergency in order to access state resources, according to a news release from the county.

Commissioners in neighboring Douglas County did likewise. There, hundreds of motorists were also stranded, and a large swath of I-25 was closed until the morning of March 14.

VOICES ‘Like’ is, like, not really something to, like, like

QUIET DESPERATION

am, like, tired of it.

More than tired.

It makes me puke.

Vomit. Regurgitate.

Retch. Heave.

It is the extra-grammatical word “like” I am talking about.

It adds nothing, it means nothing, but it says (to me) the speaker is a boneCraig Marshall headed, imbecilic, noSmith account clodpole.

It used to be the domain of teenlunkers.

But I hear it from 20-somethings and 30-somethings and 40-somethings.

Lindsey Vonn, come on.

It rarely appears in text, because we rarely write with fillers.

You might say “uh,” but you don’t

write “uh.” Or if you do, it’s uncommon.

I had a college professor who said “uh” every third word. I started keeping track. One day he was up to 88, and I couldn’t take it anymore.

I did something regrettable.

I left a note in his mailbox about it.

How he diminished his “wonderful lectures” (I had to add a little softener) with hems and haws.

Hey, I’m not perfect. I could be called to task by a strict grammarian all day and all night.

There’s a linguist named John McWhorter who astonishes me with his grasp of words, etymologies and meanings. He is an associate professor of English and comparative literature at Columbia University.

McWhorter wrote a lengthy piece for The Atlantic (Nov. 25, 2016), titled “The Evolution of `Like.’ How the

Their opposition to this “keep it in the ground” legislation showed that they support responsible natural gas and oil exploration in our state. Now legislators are working in Denver to undo the will of the people by passing SB 181 that would be as radical as Proposition 112.

Our energy industry plays a big role in our economy. Seven percent of our jobs in the state can be traced to natural gas and oil production. It provides hundreds of millions of dollars in revenue to schools. Over $31 billion in our state’s yearly economic activity could disappear without this type of energy production.

With such a big impact, it’s no surprise that voters voted down Proposition 112. Now, legislators need to support energy development, too. They should resist the activists who do not care about our workers, schoolchildren, or economy. Legislators need to reject any extreme new proposal that could devastate our homegrown energy development.

burning the candle at both ends had finally caught up to me. It was time for a change, and I knew that if I was going to be successful in my change, the actions necessary to make the change and achieve success were on me, and me alone.

So, I have been focusing on four words during this time of change; transparency, accountability, commitment, and action. I needed to be transparent and honest with myself and others about what I can and cannot do, what I am willing to do and not do, and where my boundaries were. I need to hold myself accountable for what I am doing and trying to achieve and included my accountability partners to help hold me accountable to my commitments. I have heard people say they ate “like” five hot dogs. Does that mean four? Four and a half ? Four and seventh-eighths? Or does it mean five?

McWhorter is a believer in the changes in language: good and not so good. He is more tolerant than I am. I want the word to go away, as it is being misused now, immediately. Posthaste.

Dates set for 18th Judicial District citizens academy STAFF REPORT

Community members who would like an in-depth look at what happens from the time someone is arrested until trial and conviction are encouraged to participate in the 2019 spring citizens academy of the 18th Judicial District.

The free seven-week academy meets from 6 to 9 p.m. Wednesdays from May 8 to June 19 in the Douglas County office, 4000 Justice Way, Castle Rock.

Each of the seven classes explores the role of various members of the office. Attendees will explore different functions of the specialized units in the district attorney’s office, including the Special Victims, Economic Crimes, Cold Case, Crime Scene Investigations, County Court and Juvenile Justice.

Space is limited, and preference is given

to applicants who live in the 18th Judicial District and are first-time attendees. Participants must be at least 18 years old and must complete an application and pass a criminal background check to be considered for attendance. Members of the media are welcome to apply.

H

umanity has always had a connection with the earth, said John Stolzle, a Colorado State University Extension agent in Jefferson County who specializes in horticulture, plant pathology and food systems.

“Gardening is a direct way for people to interact with nature’s processes,” Stolzle said.

However, with the state’s diverse — and often unpredictable — weather, Colorado can present greater challenges to gardeners than many other U.S. states.

Luckily, Stolzle said, “there are a few tips and tricks that can help when starting up spring and summer gardens.”

It all depends on the last frost Planting in Colorado is highly weather dependent and each year is different, Stolzle said.

But one tip to remember is not to start too early, Stolzle said.

“The key, in my opinion, is to be patient,” he said. “And to plant according to the last predicted frost date.”

Because the latter varies regionally, paying close attention to local weather forecasts may be the best bet. In general, gardeners can best-guess that the last frost date will likely be sometime late April or early May, Stolzle said.

PlantTalk Colorado, a resource for Coloradans to find research-based gardening information specific to Colorado’s diverse climate, suggests that “people in the Denver metropolitan area normally use Mother’s Day as a guide for when to plant.”

This year, Mother’s Day falls on May 12.

For those who want to get an early start on their gardens, Coloradans can plant seedlings indoors, then transplant them outdoors when the weather is appropriate.

General recommendations on when to start plants indoors range from two to eight weeks before transplantation, Stolzle said. But to get a more exact time frame for each plant, he said, seed packets will usually include the specific recommendations for that plant.

Acclimating plants to the outdoors before planting them outside can also help, Stolzle said.

But, to “avoid shocking their systems, plants should be introduced to the outdoors slowly, over time,” Stolzle said.

Grandma’s tip to avoid a freeze The location of a plant, the duration of a cold spell and temperature can all play a part in a plant freezing, Stolzle said.

COURTESY OF THE GROWHAUS For example, “plants on the southern side of buildings and south-facing slopes will emerge from the soil relatively sooner, because the location is warmer,” Stolzle said, but “can then be at a greater risk when it comes to frosts.”

A Colorado Master Gardener reference sheet published by Colorado State University Extension notes that “grandma’s old method of covering the garden with blankets and sheets works well as long as the fabric remains dry.” The cover should be placed in the evening before a frost is suspected, but it must be removed the next day so the sunlight can recharge the soil with heat.

Cool versus warm season veggies “Knowing the difference between cool and warm season vegetables can save a lot of headache,” Stolzle said. “But, in all of these cases, a cold, hard freeze will likely kill any plants left out or left unprotected.”

Hardy, cool season vegetables: Hardy, cool season vegetables prefer cooler temperatures and can likely survive a “frosty nip,” Stolzle said. They can be planted outside about two to four weeks before the anticipated last frost date of the season. Examples include onions, some spinach, lettuce, radish and broccoli.

Tender, warm season vegetables: Tender, warm season vegetables do not tolerate frost and need higher temperatures to grow well, Stolzle said.

They should be planted when daytime temperatures are above at least 55 degrees Fahrenheit. Examples include cucumbers, New Zealand spinach and summer squash.

Sensitive vegetables: Some vegetables are even more sensitive than the tender, warm season vegetables, Stolzle said.

Jamming for charity STAFF REPORT

The Hilltop Station Band jammed out at the Hilltop Schoolhouse near Parker for Americana Music Night March 2.

The concert benefited a project to send care packages to soldiers overseas.

With two guitars and a banjo, the Franktown performers, Olivia Angus, Stanley Plant and Richard Linwood, played folk-style music to a crowd of local listeners.

Presbyterian Church puts together personal supplies for soldiers stationed overseas. Next year, Americana Music Night will be held in the summer with a pie-making contest and homemade ice cream.

The Hilltop Schoolhouse will have events throughout the year. May 4 is the Hilltop Fair with the United Church of Christ across the street.

That event is also free. Donations to that event will benefit the schoolhouse.

Compassus hospice moves to new office STAFF REPORT

The Compassus hospice program has moved to a new office space in Colorado Springs.

The company will continue to serve patients in Elbert, Douglas, El Paso, Fremont, Pueblo and Teller counties.

“We are dedicated to providing care for our patients wherever they call home, whether in their own home, an assisted living facility or nursing home,” Lin Howland, executive director of Compassus Colorado Springs, said in a news release. “Our new office will provide better access to our services with the goal of helping more community members experience the highest possible quality of

life and benefit from more meaningful moments surrounded by friends and family.”

The mission of Compassus is to provide high-quality and compassionate hospice care to improve quality of life for patients and their families.

The supportive care team, which consists of physicians, nurses, hospice aides, social workers, chaplains and volunteers, works together to meet the physical, emotional and spiritual needs of their patients.

The average American household carries about $16,000 in credit card debt, approaching $30,000 in car loans, and many 10’s of thousands of dollars in student loans. The savings in interest can be significant. The difference between the credit card debt (16.71 percent) and the average mortgage rate in the 4 percent is over 12 percent in savings.

Doing a cash-out refi can help solve this problem of overwhelming debt. A refinance allows you to tap into the equity tied up in your home putting it to work for you.

When you refinance and access some of your money, you may use it for any purpose.

Many pay off debt, which means optimizing their finances. Others want to do upgrades to their home, take a vacation, buy an investment property or pay for a wedding. The choice is yours!

Also, if you have an FHA loan, refinancing has never been faster or easier with an FHA Streamline. You can lower your monthly mortgage payments - in some instances, even if you owe more than your home is worth. No appraisal is required, rates are low, and there is no income documentation required (W-2s and pay stubs). The benefit to you must be at least a 5 percent drop in your mortgage payment, and there are 15,

20, 25, and 30-year terms available, with Primary Residence and Non-owner Occupied properties allowed.

An FHA Streamline can lower your monthly mortgage payment as well as your interest rate. If you have not refinanced since HUD lowered the MIP in 2015, now is the time! You may also be able to refinance out of an FHA loan, if you qualify for a Conventional loan eliminating the mortgage insurance, assuming your home value has increased enough.

The VA has a streamline process to lower your rate. You can also take advantage of this rising real estate market using a VA cash out refinance with a loan up to 100% of the

current value.

Interest rates are still at historical lows, but may be set to rise soon.
