Trail will link Old Town, Evans Park Route will extend for mile and a half

It all began back in 2015, when the Town of Elizabeth received grants from the Colorado Department of Transportation and Go Colorado for the design and construction of a town trail that would link Evans Park and Old Town. The vision was to create a recreational path that residents could use to walk or bike around town, giving them the opportunity to exercise, get some fresh air, or sit on a bench and relax for a while.

That delightful vision has been on hold for five years, after some turnover in town staffing left the project sitting stagnant. With nobody dedicated to following up on grants and staying on top of the details, it appeared the town trail would never come to fruition.

The project was resurrected in 2018, when the town hired NV5, a thirdparty project manager, to help get it up and running again. Matt Cohrs, town administrator, said the grant writing alone took countless hours to navigate.

Independence water amendment bid faces pushback Hundreds file statements of opposition to proposal

More than 365 parties in Elbert County have filed statements of opposition with the Colorado Water Court, in District 1, against a request

by Independence developers to amend the uses for 75 acre-feet of water per year to include domestic, municipal, industrial, commercial, stock watering, fire protection and exchange and augmentation purposes, both on and off the subject property. Original decreed uses are for in-house and irrigation on the subject property.

A public notice published in the Elbert County News Dec. 19 raised concerns from citizens that developers would be allowed to take water off the property and sell it, and the increased uses would affect the water in their wells, which draw from the Upper Dawson aquifer.

Elbert County citizens rallied and held public meetings to share information about how to address the concerns, with some expressing mistrust of county commissioners and Craft Companies, the developers of Independence. Concerned residents had until Jan. 31 to file a statement

of opposition with the water court, if they felt the change would affect their wells. More than 365 did so, with some residents combining their statements and hiring an attorney, and others filing individually.

“I’ve entered about 365 parties so far, and I’m not done,” said water court clerk Connie Coppes on Feb. 3.

Jill Duvall, who helped organize the public meetings, said residents have filed out of a need for self-preservation, since the majority of residents in Elbert County rely on well water.

“More than 90 percent of us out here are on wells. If they run dry we’re done,” said Duvall. “I think the main concern for all of us is them taking the water off the property. And we would like to see them take the water from the lower aquifers for construction.”

The water in question comes from five bedrock aquifers in the Denver Basin aquifer system, with Upper and Lower Dawson being in Elbert County.

Other aquifers include Denver, Arapahoe and Laramie-Fox Hills, all of which have their eastern extent in Elbert County.

Susan Schick, a member of Independence Water Warriors, agreed that the potential to take water off site is a big concern, but also said many don’t trust county commissioners to stop it from happening if the time comes.

“Primarily we don’t want the water

to go off site,” said Schick. “The county commissioners have confirmed that a public hearing would be needed before that could happen, but we don’t trust that they would respect the wishes of the public if that time came. I don’t think our commissioners are planning for those of us who are already out here.”

Commissioner Chris Richardson has maintained that no water will ever leave the county.

“Bottom line is that there is to be no transfer of water out of the county, and any use/sale off the development but within the county can only be approved in a public hearing with the BOCC,” Richardson stated in a previous interview.

With so many statements of opposition filed with the water court, it could be quite a while before Craft’s request for a water amendment could be approved, or denied.

“The water court has to go through all the protests, which will take a while,” said Duvall. “Then they have to schedule a hearing with each party, which are most commonly done through a phone conference. The water court referee will attempt to mediate between what the protester wants and what Craft wants. If the referee can’t come up with a solution that works for all parties, then it will go before the water court.”

Craft representatives have expressed

a willingness to speak with concerned citizens, both during public meetings and in previous Elbert County News stories. They issued this statement regarding the filing of statements of opposition.

“We have repeatedly offered to answer any questions regarding the Upper Dawson amendment by listing our outreach representative’s contact information (Peter Wall) on social media and in two local community articles (Elbert County News and Ranchland News). To date, our representative has not received a single inquiry from those opposing this amendment. As we’ve stated, we used standard language in the Upper Dawson amendment — language that is well within our rights. In fact, the language we used is the same language that has also been used in many of our opposers’ decrees.

“It is hypocritical that our rights are being challenged when those who are opposing the amendment have the same rights written into their decrees.

It is also unfortunate that they have not responded to our multiple offers to discuss the amendment with our outreach representative. We have tried to address this issue neighbor to neighbor. Instead, our opposers have chosen to follow a vocal minority that continues to spread misinformation without any effort to understand the facts or go directly to the source.”

ship is for graduating seniors looking to attend a trade school. Careers that qualify for the scholarship may include automotive and diesel mechanics, plumbers, electricians, carpenters, cosmetologists, aviation mechanics, nurses, legal assistants and many other careers. One recipi-

ent and one alternate will be chosen from each county.

Impeachment elevates Crow’s profile in election year Prosecuting president thrusts 6th District Democrat into nationwide spotlight

The seven U.S. House Democrats who made the case for President Donald Trump’s removal from office during his Senate trial included wellknown party leaders and members of committees that led the impeachment inquiry.

And, unexpectedly, Jason Crow.

The freshman Democrat from Aurora made for something of an anomaly on the team that acted as prosecutors against the president in the Senate impeachment trial, which weighed whether the House’s impeachment Crow of Trump — akin to an indictment or formal charging of a crime — would result in the president’s removal from office.

Aside from one lone Republican voice in favor of removal — Utah Sen. Mitt Romney — the Senate voted along party lines Feb. 5 to acquit the president, or find him “not guilty,”

on both charges: abusing his power in pressuring Ukraine to investigate a presidential election rival, and obstructing Congress’ probe into that matter.

“I did my duty, both constitutional and to uphold my oath and represent my country, and again, to stand up and make sure we’re maintaining the rule of law and checks and balances, and pushing back on abuses of power,” Crow said in a Feb. 7 phone call.

Crow, a former Army Ranger who served in Afghanistan and Iraq, brought “a certain gravitas” to the Democrats’ arguments with his military experience, said Floyd Ciruli, an independent pollster and well-known political analyst in the Denver area.

One angle Crow lent the Democrats was to describe in dire terms Trump’s withholding of previously approved military aid from Ukraine around the same time that he asked that country to investigate former Vice President Joe Biden, who is among the frontrunners in the Democratic nomination for this year’s presidential race, and his son.

“I’m kind of cynical — I don’t think that anything the House managers did was going to sway any Republicans,” Ciruli said. But if anything stood a chance, focusing on military arguments was the ticket, he added.

Although Crow’s performance didn’t move the needle among Senate Republicans, it established the lawyer as an “up-and-coming” Democrat,

Ciruli said.

But the results aren’t likely to be positive across the board in the 6th Congressional District, a sprawling, backward C-shaped slice of the south, east and north Denver suburbs that includes conservative strongholds such as Highlands Ranch, decidedly blue Aurora, and rural stretches near Brighton and farther east, among other areas.

Steve House of Brighton — a former Colorado Republican Party chair and Crow’s top opponent in this year’s election — argued that some thought Crow reflected poorly on the military.

“Vets said they don’t know why he questioned the commander-in-chief,” House said.

Crow said that, by and large, that isn’t the response he’s hearing and that he’s received positive feedback from veterans, both from those who are friends of his and who are from his district.

Congress is “not a branch of the White House,” Crow said. “We are not rubber stamps of the commander-inchief — a very critical role is for us to hold the president accountable.”

Veterans speak out For Brad Sindt, an Aurora resident and member of a local veterans’ organization, the impeachment process gave him a worse opinion about the Democratic Party in general.

Thousands still waiting for disability program DD Medicaid waiver program doesn’t hit 2020 goal, but advocates welcome progress

Like most people in their 20s, Brennan Froehlke wants to move out of his parents’ house and share a place with friends.

His parents, Margaret and Bob Froehlke, have been meticulously planning for the day for more than 12 years. That’s how long ago they signed up for a developmental and intellectual disabilities program — called the DD Medicaid waiver — that would provide 26-year-old Brennan, who has Down syndrome and autism, with 24/7 care and would enable him to live with the support he needs outside the family home.

“We have worked hard to make a plan for Brennan, but we can’t act on it until we get the waiver,” said Margaret Froehlke, Brennan’s mother and primary caregiver. “We can’t set a timeframe or goal. We have no answers, and we don’t know if we are planning for a pipe dream. It’s very frustrating.” “… I haven’t lost hope. I know a lot of families have, maybe I should, too,”

Six years ago, Colorado lawmakers set 2020 as the year the state would clear the waitlists for all Medicaid waiver programs for people with disabilities. That didn’t happen.

In 2014, when lawmakers crafted the plan, analysts predicted it would cost $190 million per year for five years to end the waiting. The legislation, however, did not come with automatic funding. At the time, a combined 10,862 children and adults were waiting for one of six programs, which range from occasional in-home help and transportation to round-the-clock care.

Today, there are still 4,213 people waiting for a waiver — 2,895 of them for the DD Medicaid waiver, the most intensive program for adults.

Average wait falls to eight years The average wait time is now eight years for that waiver — down from 15 in 2014, when the law was passed.

The number of people waiting for the waiver almost doubled in the same period, to 2,895 people from 1,454.

But, in good news, as the waitlist has grown, so has the number of adults enrolled in the program. Today, 6,029 individuals with developmental or intellectual disabilities receive the DD waiver, up from 4,848 six years ago.

“The developmental disabilities waiver, because it is so comprehensive in terms of providing residential support, is especially important in terms of providing families with the security that their loved one will be cared for into the indefinite future,” said Ellen Jensby, public policy director for the disabilities advocacy group Alliance Colorado.

The adult, round-the-clock program is the most expensive of all the waiver programs, with an expected cost of $507 million this fiscal year.

“The DD waitlist is an issue that’s been a problem for a very long time.

It’s the most fundamental service the state should provide for our most vulnerable population,” said Rep. Alec Garnett, D-Denver, who helped draft the bill in 2014.

“The (Joint Budget Committee) has shown a willingness to dig in to put a pact in place to address this issue. I’m hopeful that we will get to a place this year to make it happen.”

It would cost $315 million to eliminate the DD waiver waitlist within six years, by 2026, according to a recent presentation to lawmakers by the Colorado Department of Health Care Policy and Financing. The depart-

ment’s budget request for next year includes a $35 million increase in program funding, in part so people with o the most severe needs can continue to t jump to the head of the line. o “This has been a longstanding prior- j ity for the disability community in t Colorado, going back to 2008, but even earlier than that,” said Josh Rael, ex- a ecutive director of Alliance Colorado. h “I hope that this is the year.” h

Regarding Trump’s alleged hold-up of aid to pressure Ukraine to investigate the Bidens, Sindt said: “Some of it might be lies or not true, so I’m just going to say you know … I wasn’t there — I didn’t hear it.”

Sindt, who voted for Trump in 2016 and plans to vote for him again, said he doesn’t care much for Crow, whom he didn’t support in 2018.

Donny O’Connor, a Centennial resident who served in Vietnam, wasn’t familiar with Crow relating his own military experience to the situation surrounding Ukrainian aid, but he waxed skeptical of the argumentative strategy.

O’Connor, 74, believes Trump wanted to make people aware of potential improprieties surrounding Biden’s son, who served on the board of an energy company in Ukraine. O’Connor doesn’t think the president wanted to use information against anyone.

And “if it’s true that he withheld some money, I’m not sure he withheld it long enough to make any difference,” O’Connor said.

In Highlands Ranch, Vietnam veteran Ray Ross said he supports Crow and that tying in his own military experience in discussing Ukraine “really struck home with me.”

Ross, 71, said he has had conversations with some who believe the president pushed for investigations out of concern for corruption in Ukraine. He

“I worked in the government my whole adult life, and no one would ever survive — they’d be booted out — for doing the things he’s doing” in terms of defying standard procedures, said Ross, who said he worked at the county, state and federal levels.

During a Jan. 21 debate on the ground rules of the impeachment trial, Crow invoked his military service.

“Although some years have passed since that time, there are still some memories that are seared in my brain.

One of those memories was scavenging scrap metal on the streets of Bagh-

dad in the summer of 2003 that we had to bolt onto the side of our trucks because we had no armor to protect us against roadside bombs,” Crow said.

“So when we talk about troops not getting the equipment they need when they need it, it’s personal to me.”

As House, the Brighton Republican, gears up in hopes of running for the 6th District seat this fall, he argues that a single package of aid being held up temporarily isn’t a problem.

“I thought it was really out of context,” House said.

Ross felt the impeachment process was necessary and was proud of Crow, he said.

Wait and see Crow’s prosecution of the president is likely to draw the Democrat more negative attention, Ciruli said.

But “the tradeoff to him was more than worth it,” said Ciruli, adding that the Republican base in Crow’s district has diminished in recent years. And “the tradeoff is worth it, frankly, with unaffiliateds.”

Although approval of Trump among voters in Crow’s district is likely “upside-down” — lower than Trump’s disapproval — the president has seen a recent uptick in support nationally, said Dick Wadhams, political strategist and a former chair of the Colorado Republican Party.

Wadhams argued the impeachment process “backfired on the Democrats” but also pointed to the health of the economy as factors that explain Trump’s bump.

“I think it’s conceivable that Trump is in a better position in the 6th Congressional District than he was in 2018, but we have no numbers to show that yet,” Wadhams said.

House generally doesn’t like to campaign negatively and said he’s met Crow and had civil conversations.

He wants to keep focus on Trump’s economy, feeling it’s a winning strategy with voters.

“I want to focus on the economic possibilities,” House said.

Free dress store aims to ease prom burden Parker Secret Closet provides outfits for special night

$15 to $25, but the point of the store, Frey said, is to normalize thrift shopping for dresses.

“We’re trying to really encourage kids to not spend $500 on a dress when you can use that money for AP classes or college or a car,” Frey said. “Our whole purpose is to allow kids who don’t have any means to be able to shop for free with dignity.”

Frey, Ryan and Jones are responsible for bringing the store where it is today. None, admittedly, has had any experience running a nonprofit or a thrift store — Frey said she worked at one briefly in high school — but are all driven by the same purpose: to give every kid a prom night.

“There are a lot of families where that’s just not in the cards to have a night out like that,” Jones said. “Especially for families that are in need, to be able to have a night and feel like a teenager without this financial stress and without worrying about what’s going on at home and getting to be a kid, is really where the passion is for us.”

The store does not ask for any personal information prior to shopping.

Shoppers are asked to sign up for a “library card” online to help keep tabs on the communities they’re serving.

Many of the dresses are donated from local families—a few still have their original tags.

Standing in a labyrinth of dress racks, in a walled-off corner of a warehouse in Parker, Kiva Frey stopped to enjoy the light she finally found at the end of the tunnel.

“I feel like I’m at a place now where I feel I’ve done what I wanted to do,” Frey said through tears.

Two years ago, the Parker Secret Closet bore more resemblance to its name. What grew out of Frey’s basement, only accessible through an appointment, the specialty thrift store found a suitable storefront. The nonprofit, founded by Frey, began with the mission to give every teenager a dress to wear on prom night.

After a couple temporary locations in various vacant spaces around Parker, the Parker Secret Closet moved into a 1,000 square-foot space at the new Solomon Centre building at 17151 Pine Lane, completed just last year. The store opened the doors to its storefront Feb. 1, a side entrance around the corner from the Southeast Community Outreach (SECOR) free food market leading to the makeshift,

Colorado is gearing up to hold the state’s first presidential primary in 20 years, and it falls on what political junkies call “Super Tuesday” — when the largest number of states and territories hold a presidential primary or caucus.

This year, it’s March 3.

Steve Hurlbert, spokesman for the Colorado Secretary of State’s Office, said there’s “no question” that Colorado holding its contest on that date will give the state a bigger spotlight in the primary season.

“Where we fall on the calendar is really important,” said Hurlbert, whose office oversees elections. “Also, the nature of what Colorado is: We’re definitely a purple state and (one) that both parties see as up for grabs.”

Here are some important things to know before the primary elections, which will choose parties’ nominees to compete in the November general election. Ballots were to be mailed out

for the March primary the week of Feb. 10.

Back in vogue Colorado’s last presidential primary happened in 2000 — since then, presidential nominees were voted on at caucuses, which are overseen by political parties.

In primary elections, voters submit ballots in favor of their chosen candidate.

A caucus is a system of local gatherings where voters decide which candidate to support — engaging in discussions at places such as highschool gyms — and select delegates that will ultimately cast votes at conventions to nominate candidates.

Hurlbert, referencing the recent news of a chaotic Iowa caucus marred by technological issues, argued the primary system has advantages.

“A primary system is run by the state election officials and not through a political party,” Hurlbert said. “That’s the key thing — they’re done by people who do this for a living and are some of the best at it in the country.”

Unaffiliateds can participate In 2016, Colorado voters passed two initiatives, Propositions 107 and 108, which established a presidential primary system and allowed unaffili-

ated voters to participate in primary elections.

In the typical caucus — and some other states’ primaries — voters are limited to the contest of the party with which they are affiliated.

Colorado’s unaffiliated voters — those not registered to a political party — will receive both parties’ ballots in the mail.

They can only vote and return one ballot, though — if they return both, neither will be counted, Hurlbert noted.

Unaffiliated voters who vote in a party’s primary will remain unaffiliated. However, the primary they in which vote — but not who they voted for — will be a public record.

If there is a minor party contest — for parties other than Democrats and Republicans — those affiliated with that minor party can vote for those candidates.

17-year-olds good to go An interesting aspect of Colorado’s elections this year, Hurlbert said, is that it’s the first year that 17-year-olds who turn 18 by the November election will be able to vote in Colorado’s two primaries (the one for presidential candidates and other in June for more local races).

Voter service and polling centers will be open for the March 3 primary starting Feb. 24. The state also allows same-day registration, so if voters

District aims to keep students from again missing test Roughly 3,500 juniors lost chance to take PSAT in October

Roughly 3,500 high school juniors in the Douglas County School District missed out on their chance to take a college readiness exam that can significantly affect students’ odds at scholarships.

A scheduling conflict and an unexpected snow day in mid-October led to the situation, and district officials are exploring how to prevent it from happening again. One possibility: rescheduling fall break in 2020.

The district’s fall break in October 2019 coincided with the few dates available to take the PSAT. The test, part of the SAT suite, can determine if students are admitted to a school’s AP classes, according to its website.

Students must also take the test to enter the National Merit Scholarship Program.

Students were on fall break last year over two of the three dates available to take the PSAT. That left only the alternative test day, Oct. 30, 2019, for them to take the test. The district had to cancel the test altogether because of snow. District leaders said the college

board did not allow them to reschedule, partially because of test security.

“Looking ahead to next year, we have the same situation,” said Matt Reynolds, chief assessment and data officer.

Staff recommended the board move fall break 2020, now scheduled for Oct. 12-16, to one week later. PSAT test dates are Oct. 14, Oct. 17 and an alternate day on Oct. 28. The Oct. 17 test is a Saturday and technically part of fall break, Reynolds said.

At the Feb. 4 school board meeting, Emma Peters, a junior at Castle View High School, told directors she planned to take the test in October to qualify for the National Merit Scholarship Program. She’d prepped for two years and doesn’t want future juniors to miss out like she did.

Highlands Ranch High School Principal Chris Page read a letter from a teacher in support of the calendar change, adding that he believed it was important to learn from the error.

“When we see a mistake happen, if we don’t learn from that mistake, we are definitely doomed to repeat it,” he said.

School board directors noted some families and staff have already booked trips for the week now planned as fall break. Some schools have class field trips or programs scheduled to travel during the week staff are proposing directors make the new fall break.

That left several directors questioning how many families would be burdened by changing the calendar.

Although the chance of another weather event foiling the test date this year is low, directors said, students have much to lose if they cannot take the test. Page said the PSAT brings in about $2.5 million worth of scholarships for district students.

School board Director Kevin Leung asked why the district’s calendar committee didn’t take the PSAT dates into closer consideration when drafting calendars for approval.

“The PSAT date is not unknown at that time,” he said.

The calendars were proposed in May 2018 by a calendar committee and approved by the board for the next two years. The committee of school leaders, teachers, classified staff and parents developed three calendar options for board consideration.

Reynolds said the committee considers numerous issues when drafting calendars, including alignment with neighboring districts.

“Up until this year, we had never experienced a weather event that would lead us to believe that having that alternate day would be impacted,” Reynolds said. “It had never occurred before.”

Kim Herman, a member of the calendar committee, cautioned the board against amending this year’s calendar. She worried about the

impact to classrooms if families and staff with trips planned continue with their travels even if the break is rescheduled.

She does recognize the risk for students who could lose out on taking the test in the event of weather problems, she said.

Some directors want to explore administering the test on Oct. 17, even though it’s on fall break. Other said they did not have enough information to decide at their Feb. 4 board meeting.

Leung and Krista Holtzmann motioned to table the discussion until the board’s next meeting and directed staff to gather more community input and estimate the cost and feasibility of administering the test on Oct. 17.

Directors in a 5-2 vote approved the motion. Directors Anthony Graziano and Christina Ciancio-Schor dissented. Ciancio-Schor said she felt they had enough information, and Graziano sided with prioritizing students who need to take the PSAT. School board President David Ray said the board needs to make a decision soon. The board urged community members to contact the district with input.

“The sooner families can know about this, the better,” Ray said. “I feel like we really haven’t been given a lot of opportunity for our community to react.”

“There’s a lot that goes into the grants,” said Cohrs. “Some larger cities have grant coordinators, but we just had to get through it ourselves.”

Construction on the trail began in January, and when completed, the trail will start on Elbert Street in front of Running Creek Elementary, then head east to the floodplain, then north behind Main Street.

The trail will go under the Kiowa Avenue bridge and follow the floodplain farther north, then will wind east again and end at the ballfields at Evans Park.

“The 1.5-mile trail will provide direct connectivity with Old Town/ Main Street to events at Evans Park and the Stampede without having to cross 86, so families, exercise seekers and event attendees can safely go back and forth,” states the town’s

Frey recalled the feeling of the first prom dress she bought when she was a senior in high school and was moved to tears.

“I just remember how magical I felt. I was a princess,” Frey said.

“This kind of evens the playing field and gives everybody the opportunity to be part of something.”

“You can go down there and sit among the trees and pretend you’re in the middle of nowhere, even though you’re not that far from Highway 86,” said Cohrs.

The total cost for the project will be about $1.5 million, and according to Cohrs the bulk of that has been financed through grants, leaving the town on the hook for less than $300,000. Barring any extreme cold or snow conditions, the expected completion of the trail is sometime in April.

“This is going to be a really cool amenity for everyone who lives in Elizabeth, or comes here to visit,” said Cohrs. “We really wanted to provide an amenity for the entire community.”

Program needs more money, providers Rep. Daneya Esgar, a Democrat from Pueblo who is chair of the Joint Budget Committee, said lawmakers are drafting a bill to address the waitlist.

She was not ready to give specifics.

“In 2014, the legislature asked the state to come up with a plan to move people off the waiting list,” Esgar said in an email. “Our bill is following through on that promise.”

Since 2014, Colorado has cleared the waitlist for four waiver programs. The two that still have waitlists are the DD waiver and the family supportive services waiver, for parents raising children with disabilities.

The Medicaid waiver programs, part of a national effort beginning in the 1970s and 1980s to serve people with disabilities within the community instead of institutions, are called “waivers” because people are eligible for Medicaid funding to live in a hospital or facility but would rather live in the community.

About 86% of those waiting for the DD waiver are receiving services through one of the other Medicaid programs, most often a program called supportive-living services, which includes personal care, transportation and life skills training, and costs on average about $17,000 per year per person. That compares with $79,500 per year for people in the adult developmental disability program, which includes 24/7 care in a group home or a family home.

Brennan Froehlke currently receives the supportive-living services waiver, which helps pay for his day programs at the Wellspring Community in Castle Rock.

“A lot of families have not made plans for their loved ones because of the uncertainty of the DD waiver as a resource,” said Margaret Froehlke.

“And it’s hard to think of not having the resources our adult children will need well beyond our lifetime. It’s really hard, and I can’t imagine what it would be like with just one parent.”

“Families saw, for the first time in decades, that this list is worth getting on,” she said.

Jensby, with Alliance Colorado, says that by having a waitlist to begin with, the state has created a scarcity mentality for people and their families.

“What has historically happened is that as soon as a child is identified as having an intellectual or developmental disability, families are encouraged to put them on the waiting list, so that a decade down the road or however long, they can be closer to the top of the list to get one of the waivers once they reach adulthood,” Jensby said.

Some recent changes to the waitlist aim to make the process more equitable, and meet the needs of the most vulnerable individuals first.

The department used to let new people in the program just once a year.

Now, thanks to better budget forecasting, a new person is added when someone in the program dies or moves away. The department also set new rules to allow individuals to skip to the front of the line.

Children who are in the most intense program, with in-home support services, instantly move into the adult program when they turn 18. In the past, those children had to join a waiting list that was years or decades long.

Others who can jump to the front of the line include children with disabilities who age out of the foster care system at 18 and people who otherwise would face homelessness. The department can also authorize immediate enrollment for adults whose parents are growing too old to care for them.

Before the rule changes, Colorado didn’t “have a way to be responsive to this crisis until it was full-blown,” said Silva, with the Medicaid program.

The waitlist of 2,895 does not even include everyone who is eligible. The department keeps what state officials call a “safety-net list,” which now has 4,221 names of those who are eligible for the program but are not yet on the waitlist.

“The 2,895 number is not the entire landscape of people who need those services,” Silva said.

Finding workers is challenge for program She says the bill, which she expects to be introduced in late February or early March, will also look to increase the pay for the service providers who provide in-home care or operate group homes for people with disabilities and are paid by Medicaid. Part of the reason the waitlist is so long is that there aren’t enough providers.

For years, providers have complained about low reimbursement from Medicaid. The state has invested $65 million in the past five years to boost those rates.

Minimum wage increases and inflation have made it harder for Medicaid providers to recruit and retain employees, said Jensby, of Alliance.

“Our members compete with the same employment pool as fast-food restaurants or other minimum-wage employers, but the job duties of these direct-support professionals are so much more complex and come with a much higher degree of responsibilities. They are literally protecting the health and welfare and life of the person they serve,” Jensby said.

Any plan to eliminate the waiting list should come with pay increases for workers in the disability community, she said.

It’s hard for Margaret Froehlke, 61, to imagine the day when Brennan finally receives the waiver that would allow him to live on his own. She said she feels conflicted. But she knows that she and her husband won’t be alive to take care of their son forever.

“I want to know that Brennan will be in a stable and healthy living situation when we are gone,” she said. “But it’s going to be very hard … to not have him with me. It will be hard, but it will be an absolute relief.”

VOICES You want buzzwords? Buzzwords we got

y hope this year is to rebrand my brand with some brand new words, while holding on to such dependable ones as “go-to” and “vibe” and “sustainable.”

Listen, my go-to restaurant in Lone Tree is still the place QUIET to go to, because the vibe really vibes and DESPERATION the food is so goshdarned sustainable.

I know rebranding will empower me because my influencer told me so.

I am living the dream, and now that I know what my allergies are there’s no Craig Marshall GMO for CMS. For the time being, Smith I have leveraged “infrastructure” out of here.

What’s super neat is that my brand is matching readers with the emerging technologies that implement

ongoing optimism. No kidding.

Listen, I mean, take a selfie. It lasts longer. Literally.

I want to go on your journey with you and help you to formulate a security posture.

Side by side, you and me. Or is it you and I? I can never remember.

I want to assure you I offer a discreet set of services and all of them are as sustainable as pygmies in the rain forest.

is Cassandra Peterson. I was living the dream in LA when she replaced a dude named Sinister Seymour who hosted a weekend horror show called “Fright Night” with her own series of bad horror movies.

Peterson, now 68, plans to release her autobiography this year.

The worst bad horror movie she presented was “The Thing With Two Heads.” It starred an Academy Award winning actor and a former member of the Los Angeles Rams’ “Fearsome Foursome.”

I kid you negative.

Ray Milland’s head and Rosie Greer’s head headlined the cast of this potato. The plot centered on a disagreement about where to go for lunch.

Milland wanted Mexican and Greer wanted Chinese.

They compromised and went to a French restaurant. “Faire des compromis.”

Robert Louis Stevenson said, “Compromise is the best and cheap-

est lawyer.”

And that brings me to lawyers.

They know how to use words to their advantage better than anyone I can think of.

They can downsize a crime and turn it right around faster than you can say “Ish Kabbible.”

“My client’s only crime was to perpetrate a diagnostic misadventure on his former employer because there had been a fourth-quarter equity retreat that abbreviated his earnings.”

Listen. No, seriously. What I meant to say I didn’t say, but it’s no problem.

Right?

It’s my bad. I guess it’s in my DNA. At the end of the day, it’s awesome.

By the same token, I want a holistic life just as long as it’s sustainable.

You know the paradigm shift is not rocket science. It’s just a difference without a distinction in my book.

Momentum is game changer for success

A

shift in momentum is usually extremely palpable.

Sometimes the momentum swings in our favor, and sometimes it feels like we have lost it, and lost it quickly. In both cases, we know exactly when it happened.

And when momentum does shift, we feel it. I mean it’s either this massive WINNING surge of energy, or WORDS it feels like a gut punch.

Here’s what I have learned about momentum, it’s tied to our effort and our attitude. Momentum is a success game changer and the good news is that we are the ones who Michael Norton can have the greatest impact on that momentum when it comes to our success.

In business, especially when I am working with or speaking with highly motivated and super successful selling professionals, I often hear stories of how they move from

winning one opportunity right into winning their next one. Even if they had been in a bit of a slump previously, as soon as they get one or two new wins, the momentum energizes them, and they continue to pursue their next opportunity with even more excitement and greater enthusiasm.

A winning attitude, fueled by a belief system of success begets success, has propelled many salespeople and businesses to meet and exceed their goals.

In our personal lives, as we pursue our individual goals, momentum plays a huge role for us too. Whatever goal or dream we are working toward, once we start meeting with a little bit of success, oftentimes we tend to ramp up and amp up our effort and allow our positive and winning attitude to drive us forward.

In sports, sometimes it seems as if all the momentum is going in one team’s direction. And then, suddenly, a freak play happens and there is a shift or change in momentum. One minute it looks like the team will move on to an easy win, and before

they know it, they are the team trying to make a comeback or just hold on to a slim lead.

It could be that way for us too. We are cruising along in life, riding the wave, building more and more momentum, and out of nowhere a freak play happens in our lives. An injury or illness, a change at work or loss of work, bad or sad news about a loved one, something happens that just stops our momentum in its tracks.

It’s that feeling of a gut punch.

Recognizing that this happens to athletes, businesses, and everyday people and that usually it is never planned for and more likely completely unexpected, we must have our own plan for how we will respond when something or someone attacks our momentum. That’s where our effort and our attitude must work together. When the shift in momentum seems to be going against us, one or the other will suffer first. Sometimes it’s our effort, we just give up and give in a little.

And before we know it, our poor effort drags our positive attitude down with it. And other times it’s

our attitude, and as soon as that happens, our effort slows and eventually stops.

If it’s our attitude that takes the first hit, we need to do as Zig Ziglar always suggested, “give ourselves a check-up from the neck up, and get rid of that stinking thinking.” Get our mind back in the game by calling up our most recent wins and successes. And if it’s our effort or actions that fall off, we simply must put our bodies back in the game. Get back to the day-to-day behaviors we were doing when we had all the momentum on our side.

Parker Arts and the Parker Symphony Orchestra will honor women composers with a Valentine’s Day concert of their symphonic works.

“Works by Women Composers” features music written by women as early as the Middle Ages all the way to the twentieth century. The concert begins at 7:30 p.m. Feb. 14 at the PACE Center, Musical selections will include “Fanfare for the Uncommon Woman” by Joan Tower, “Overture in C” by Fanny Mendelssohn, “Rissolty Rossolty” by Ruth Crawford Seeger, and “Mississippi River Suite” by Florence Price.

Environmental benefit, vintage popularity boost interest in thrift stores

rvada resident Eddie Marin has a passion for finding vintage items, and he shops at

thrift stores at least twice a week. He looks for vintage sports T-shirts, old VHS tapes, hats, sweaters and more.

Marin has found Star Wars lunchboxes from 1980, original Wheaties cereal boxes that feature Michael Jordan and vintage golf cleats from the early 1990s.

He’ll keep some of the items he’ll find at thrift stores, usually Denver Nuggets and Jordan apparel, or he’ll sell them at ThriftCon, a vintage clothing and collectible convention that

takes places in Denver.

“Every vintage T-shirt or piece of clothing is unique. Nowadays, everyone uses the same designs and same material for their items,” said Marin.

“Everything (from) back in the day feels much better, I think.”

Marin’s passion for vintage apparel and items is an example of why thrift stores have become more popular, according to Elena Karpova, a professor at the University of North Carolina at Greensboro’s Department of Consumer, Apparel and Retail Studies.

The online resale marketplace thredUP estimates the resale market in 2018 hit $24 billion. Other than vintage apparel being trendy, Karpova says there’s another drive for interest in thrift stores — helping the environment.

“You continuously hear about climate change and people realize, in my opinion, that we should do something about it. While few of us are able to make big sweeping changes in regulations, all of us as consumers and citizens can do some small changes in our daily lives that will help us to be more sustainable,” said Karpova. “Food and clothing are things we use daily. We can make a big impact and people real-

ize that more and more.”

Social media has charged consumers to purchase new and cool trendy items, Karpova says in the book she helped co-author “Going Global: The Textile and Apparel Industry.” The demand for those items has led to fast fashion — cheap clothing made by mass-market retailers responding to what is trendy. Think of stores like H&M, Forever 21 and others.

The result of fast fashion leads to clothing becoming disposable like plastic bags, plastic utensils and paper plates, and according to the Ellen MacArthur Foundation, a charity that works to accelerate the transition to a circular economy, one garbage truck of clothes is burned or landfilled every second.

“What is fashionable? Our perception has to change,” said Karpova. “If being sustainable and environmentally friendly becomes fashionable, it will completely change the consumption patterns. Just shopping secondhand isn’t going to solve it, but if I’m not buying new and I’m buying secondhand instead, I prevent clothing from going to the landfill.”

Thrifting to connect and make a difference You never know what you’re going to find at a thrift store. At Treasure Trunk Community Thrift Store in Wheat Ridge, which supports the human-services organization Family Tree, a pair of vintage handmade spurs came in this month, according to Rebekah Hawthorne, the store’s manager. The spurs were made in Colorado and featured a woman’s leg, complete with crosshatched fishnets.

Treasure Trunk Community Thrift Store put the spurs for sale on eBay, and they sold for $500.

“Beyond the benefits of reducing and reusing, being involved in your local thrift store is a great way to connect with your community. Donating items you no longer need is a very direct way to help your neighbors and frees up your space in a positive way,” said Hawthorne. “Plus, it’s fun to see your stuff get new homes.”

Becky Watson, manager of Global Thrift in Arvada, says she sees familiar faces walk through the store’s doors regularly, making the location more personal.

“It’s their own community thrift store, and that’s kind of special,” said Watson. Global Thrift is operated by volunteers and benefits Global Refuge, an organization that carries out international projects for refugees.

It’s reusing and being wise with your finances.”

FAA gives final green light to flight-path changes Metroplex plan to be implemented in March; Centennial Airport to refile legal action

After nearly four years since the federal government put plans in motion to reroute airplane traffic in the Denver metro area, the changes are now slated to be implemented this spring.

The Federal Aviation Administration’s plan to optimize arrival and departure at local airports is called the Denver Metroplex project, and it includes Denver International Airport, Centennial Airport and some others.

An FAA study, called an environmental assessment, looked at impacts the project could have on noise, air quality, wildlife, and historic and cultural resources.

The proposed change in flight paths is expected to have “no significant impacts” on those aspects of the project’s area, including metro Denver and the Greeley area, according to the study.

Now, the FAA has released an official final word — a “Finding of No Significant Impact” and “Record of Decision” — which enables the agency to move

forward with the Metroplex project.

The decision was announced Jan. 24.

The finding means the FAA has determined that a further review, called an environmental impact statement, isn’t necessary before the plan is put into action, according to the FAA’s website.

No significant impacts have been found to be expected by any environmental assessment of the 11 active or completed Metroplex projects around the nation, and all projects have been reviewed with EAs, as of December, according to FAA spokesman Allen Kenitzer.

While the plan would directly impact only a handful of airports, potential effects could be felt in an area that includes all, or portions of, 31 counties in Colorado — although the FAA’s analysis indicates only a few dozen people would experience notable noise increases, located in unincorporated Jefferson County and unincorporated Elbert County.

Conflicting accounts “The FAA’s environmental review for the project indicates some people will experience slight noise decreases, some will see no changes and some will experience small noise increases,” the FAA said in a news release. “Additionally, some people might see aircraft where they did not previously fly after the Denver Metroplex procedures are implemented.”

WHAT WOULD METROPLEX CHANGE? Older methods to direct air traffic in the metro area largely depend on navigational aids on the ground or radar by air traffic controllers, according to the Federal Aviation Administration.

Area navigation, or RNAV, can put pilots on more direct routes, generally through satellite technology. It requires less communication between air traffic control and pilots and makes for more efficient use of airspace, according to the FAA. RNAV changes have been part of NextGen, a set of updates the FAA is making in the Denver area and around the nation.

The Metroplex plan is another part of the NextGen updates. It aims to make further changes with new flight paths for airports in metro areas like Denver.

Littleton, Centennial, Cherry Hills Village, Lone Tree, Castle Rock and other nearby cities could experience effects, but it’s unknown how much, Robert Olislagers, executive director of Centennial Airport, has said.

“As has been stated before, the FAA completely ignores impacts below 3,000 (feet above ground), which makes any noise modeling deeply flawed,” the airport wrote in a Dec. 18 letter to the FAA. That means the final part of flight wasn’t adequately analyzed by the agency, the airport argued in a June 5 letter to the FAA. Kentizer, the FAA spokesman, said in December that noise modeling was done in the environmental assessment

for the portion of flight that occurs below 3,000 feet above ground for all proposed paths in the Metroplex plan, and said that includes the final portion of flight.

It’s unclear what explains the discrepancy between the airport’s and FAA’s statements.

“We respectfully disagree with the FAA,” Olislagers said. The airport intends to argue that point as part of its upcoming legal action against the agency.

As for where exactly people could see more intense traffic, Colorado Community Media has previously reported that flights would have the same landing angle in the area around Centennial Airport and will fly the same altitudes as today, according to the FAA.

The 05CW261 Decree established an augmentation plan for Sky Ridge that utilized the Upper Dawson aquifer for a water supply for sixteen residential lots with individual wells withdrawing water at a rate of 15 gpm. The 05CW261 Decree set forth the water use as 0.85 acre-feet for in-house use within one single-family residence, irrigation, and stock watering. These uses were to be augmented by return flows from the individual non-evaporative septic systems on each lot during the pumping life of the wells. Post-pumping augmentation obligations are met by the reservation of the entirety of the Laramie-Fox Hills aquifer. C. The 05CW261 Decree was amended by the decree in Case No. 13CW3123, District Court, Water Division 1 (“13CW3123 Decree”). The 13CW3123 Decree amended the plan for augmentation to utilize reserved water from the 05CW261 Decree in order to increase the number of lots in Sky Ridge from sixteen to twentysix. The 13CW3123 Decree also decreased the amount of water allocated to each lot from 0.85 acre-feet to 0.65 acre-feet. The uses for each lot were amended to in-house use, irrigation, and allowance of a water feature. Stock watering was removed from individual lot use and instead included as a general allowance for the entire subdivision utilizing a total of 1.6 annual acre-feet that was not dedicated to individual lots. The augmentation source during pumping remained the non-evaporative septic system return flows. The augmentation source for postpumping depletions kept the reservation of the Laramie-Fox Hills aquifer but added a reservation of water from the Arapahoe aquifer. D. The 05CW261 Decree and the 13CW3123 Decree were amended by the decree in Case No. 15CW3005, District Court, Water Division 1. The 15CW3005 Decree took 0.7 annual acre-feet of the 1.6 annual acre-feet that was generally allocated for stock watering throughout Sky Ridge and specifically allocated it to fourteen of the twenty-six lots. Therefore, fourteen lots were allocated 0.7 annual acre-feet while the remaining twelve lots maintained the 0.65 annual acrefeet. The 15CW3005 Decree maintained the same uses as the 13CW3123 Decree except the fourteen lots that were provided the additional 0.05 annual acre-feet were now allowed to use that additional water for their own individual stock watering. III. Proposed Amendment. By this application, Applicant requests the amendment of the plan for augmentation set forth in the 05CW261 Decree and as amended in the 13CW3123 and the 15CW3005 Decrees in order to allow usage of their 0.7 annual acre-feet interest of Dawson aquifer water within two single-family residences on Applicant’s Property, as opposed to one single-family residence. The deed to the 0.7 annual acre-feet of Upper Dawson water is attached hereto as Exhibit B. No other provisions of the 05CW216 Decree as amended by the 13CW3123 and 15CW3005 Decree will be changed. As the requested change is only to allow use inside another single-family residence on Applicant’s Property, there would be no change to the rate, timing, or amount of withdrawal as set forth in the 05CW261, 13CW3123, or 15CW3005 Decrees.

As such, there is no change in the depletion amounts and consequently, no change needed to the during-pumping or reserved post-pumping replacement water. IV. Remarks. A.
