Advocates aim to ease shortage of child care Elbert County Early Childhood Council gets funding from state, private grants

Elbert County is a child-care desert.

“There is only one licensed family child care home in Simla, and there are no centers that will take infants,” said Llan Barkley, executive director of the Elbert County Early Childhood Council. “Little Indians day care just opened in Kiowa, but they take children starting at 12 months.

Elbert County is considered a childcare desert.”

According to Barkley, many parents have to drive to Parker or Castle Rock to find day care for their infants. That’s a problem she hopes the ECECC can help remedy by offering financial assistance and continuing support for people in Elbert County who want to open an in-home day care.

Elbert County commissioners voted to approve the Elbert County Industrial Hemp Cultivation and Processing Ordinance at their Jan. 22 meeting.

The biggest change now allows for hemp growers to process their product on site, with an approved application from the county. Land use regulations were also updated to clarify the required zoning for production and processing, and the local permitting requirement was removed.

are interested in ensuring that children are happy, healthy, and in environments that further their development whether it be in their homes, preschools, or at a neighbor’s house.

It is funded by the state of Colorado and private grants.

“The council is always available to help them start an in-home childcare center,” said Barkley. “We also support the family, friend and neighbor program.”

The family, friend and neighbor program is when community members take care of children to help their family members, friends or neighbors out, which, according to Barkley, is the most common place for parents to find infant care in the county. The ECECC would like to help with funding for taking care of the children.

“We are working on trying to network with our family, friends and neighbors and support them and help them have resources they need to help support kids,” said Barkley.

The ECECC is working on an outreach program to help parents find neighbors, family or friends to take care of their infants, which typically is done by word of mouth. They are also encouraging anyone who has ever thought of opening an in-home day care to do so.

and financial support as much as possible,” said Barkley. “We can help them apply for different grants.”

One grant that is available through the Early Childhood Council Leadership Alliance and the Buell Foundation helps new child-care centers get started by helping with pre-licensing

costs, supplies and home modifications. Existing licensed providers can use that money to buy new supplies, update space or expand their facility or hire new staff.

The ECECC also provides funding for training for providers, such as paying for conferences and training workshops, or providing scholarships for those who want to become a preschool teacher.

Barkley said the ECECC has worked with the Elbert County officials and the Department of Human Services to make opening an in-home day care easier and more affordable.

“If you are opening an in-home child-care center with six or fewer children, it is a use by right, so there is no rezoning necessary, so no additional fee applies,” said Barkley. “It keeps money in our county and helps take care of the children.”

In addition to supporting in-home child-care providers, the ECECC also supports the Nurse Family Partnership Program, which pairs first-time, young mothers in Elbert County with a nurse, who provides home visits throughout pregnancy and support until the child turns 2. They also sponsor Swaddling Clothes in the county, which is held the second Saturday of each month at the Christ our Savior Lutheran Church in Elizabeth. Swaddling clothes provides free clothing, toys and supplies for children.

DA travels to Malaysia to HEMP give human rights training FROM PAGE 1

George Brauchler, 18th Judicial District attorney, recently traveled to Malaysia on behalf of the Department of Defense to conduct human rights-related training.

Brauchler, a colonel and military judge in the Colorado Army National Guard, worked with members of the Malaysian navy, teaching courses on use of force, gender violence and human trafficking under the auspices of the Defense Institute of International Legal Studies.

The defense institute is the “lead DoD security cooperation resource for global legal engagement and capacity-building with international defense sector officials” and regularly works with militaries around the globe, according to a news release.

“I have spent a career doing nearly everything in military law, and I was happy be able to work with our partner countries on the important work of upholding the law of armed conflict,” Brauchler said in the release. “The United States is a global democracy leader, and we

are actively engaged in working with our military partners to uphold international standards.”

Brauchler’s commitment to service extends beyond his actions and includes the district attorney’s office, the release said. When hiring, he actively seeks qualified applicants with military service. The office supports its prosecutors while they deploy to Afghanistan, Iraq, Kuwait and elsewhere, and two of its prosecutors are on active duty, the release said.

“As a veteran of the Iraq war, and as member of the Colorado Army National Guard, I know well the value these women and men bring to any organization, especially one dedicated to upholding our Constitution and seeking justice,” Brauchler said.

In 2017, the 18th Judicial District Attorney’s Office was awarded the Secretary of Defense Employer Support Freedom Award, the first DA’s office to be honored in the 22-year history of the award.

“I am proud to have created the most veteran- and militaryfriendly office in government,” Brauchler said in the release.

“Several years ago we had listening session with some hemp growers in the state, with about eight or nine of them being in Elbert County,” said Sam Albrecht, Elbert County manager. “I think we had 22 applications last year, and at least that many again this year.”

The previous ordinance was created to address the issues of potential opportunity for illicit marijuana grows, misuse of water and potential public nuisance.

Now that hemp cultivation has become legal on a federal level, the county’s ordinance needs to evolve to encompass new regulations.

“Cultivation of hemp provides an opportunity to further diversify agricultural production in Elbert County,” said Commissioner Chris Richardson.

“We welcome the State opening this opportunity to our farmer under the pilot program in previous years.

There are now new federal

requirements placed on the state as hemp production has been fully legalized nationally. These requirements cover many of the concerns we addressed in our previous hemp ordinance. For those reasons, the newly adopted updates to the county ordinance remove the local permitting requirement.”

The new ordinance will allow the processing of hemp, which allows for “production or processing of any byproducts of hemp to include Cannabidiol (CBD) derivatives, oils, or CBD oils of any kind, and any foods, sugars, solvents, plastics, fibers, textiles, insulating/ insulation, rope or fuels derived from hemp.”

Cultivation or processing of THC in any form is strictly prohibited, and any hemp grown must contain no more than 0.3% THC. New federal requirements require more frequent and stringent testing of THC levels.

The Elbert County ordinance outlines approved methods for hemp processing, which are designed to keep residents safe, and prohibit certain methods that have been deemed dangerous.

Prohibited methods include “extraction of hemp

using butane solvents, or other combustible materials or such methods prohibited by the State of Colorado for processing as expressed and/or described within C.R.S 18-18-406.6. This means that extraction is prohibited using any liquid chemical compressed gas, or commercial product that has a flash point at or lower than 38 degrees Celsius or 100 degrees Fahrenheit.”

Applications for hemp processing need to include a safety plan, and processes must provide proof of testing certifying that every shipment meets the state and federal requirements.

Hemp processing is considered light industrial, and falls under the zoning of Special Use Review.

County officials said the ordinance will continue to evolve and be updated as the industry grows and to keep up with state and federal guidelines.

“Hemp is an agricultural product and the county is glad to see the recognition of this at the federal level,” said Richardson. “We have confidence that the Colorado Department of Agriculture will be diligent in exercising their responsibilities in regard to the health, safety and welfare of our citizens.”

A union-backed bill that would create a fund that cash-strapped districts could tap for teacher pay raises advanced out of the Colorado Legislature’s Senate Education Committee Jan. 29 on a party-line vote, though not before lawmakers of both parties raised questions.

Republicans on the committee said that by also including hourly workers like bus drivers and school secretaries, the money in the fund would be stretched so thin it wouldn’t do much for teacher pay. And state Sen. Jeff Bridges, a Greenwood Village Democrat, asked whether the bill would inadvertently create incentives for local communities not to tax themselves.

The bill calls for at least $15 million a year to be set aside from state lands proceeds. Districts with low teacher salaries or hourly wages could apply for those funds to raise pay. Those districts would eventually be responsible for assuming the ongoing costs of the raises. The specific criteria that would be used

to determine eligibility is still being discussed.

A few hours later, Democrats on the Senate State, Military, & Veterans Affairs Committee rejected a different teacher pay bill that would have given out bonuses up to $12,000 to highly effective teachers who took jobs in schools with persistent low test scores. State Affairs is known as a “kill committee,” a place where bills die for largely partisan reasons.

Though the bonus bill had a Democratic co-sponsor, the outcome largely reflected ideological differences over the best way to pay teachers: raising wages across the board or targeting state funds to teachers who are making the most difference.

Teachers unions generally oppose bonus pay or performance pay, instead preferring more predictable salary schedules that reward longevity and educational credits.

Colorado Education Association President Amie Baca-Oehlert said the teacher rating system was never designed to be used for merit pay and that teaching is a team activity, in which no one person is responsible for the success or failure of students.

State Sen. Kevin Priola, a Brighton Republican and sponsor of the bonus pay bill, said he had hoped the idea would get a fair hearing.

“If this were to be adopted, I

believe it would help, at the margin, those teachers who decide to stay (in challenging schools),” he said.

“This will create a ripple effect that will benefit not only the students in the room but the culture of the school.”

The bonus bill would have created a $4 million fund for bonuses for teachers who get top ratings and either move to or stay in a low-performing school.

“As an instructor, I believe that all students and all schools deserve good teachers who can push them to improve their performance,” said Anne Keke, a teacher at Colorado Early Colleges in Aurora and a member of the African Leadership Group, as she testified in support of the bill.

Katie Martinez of the advocacy group A Plus Colorado pointed to research that has found bonus pay effective in keeping good teachers at high-poverty schools. Bonus pay was a major point of contention in the Denver teachers strike last year, with research showing mixed results and teachers divided. The Aurora school district has also experimented with bonuses or stipends for certain hard-to-staff positions.

A third teacher pay bill sponsored

by Republican state Sen. Paul Lundeen, which also calls for bonuses for highly effective teachers, has yet to receive a hearing.

A perfect place for those who love cats and toes rnest Hemingway kept six-toed cats at his home, now a museum, in Key West, Florida.

They’re called “polydactyl

cats.”

The Ernest Hemingway Home and Museum currently has 40-50 polydactyl cats roaming around.

Cats normally have QUIET five front toes and DESPERATION four back toes.

Six-toed cats were often taken on ships for two reasons: They were good at ridding rodents, and they were thought to be lucky.

Hemingway was given his first polyCraig Marshall dactyl cat, named Snow White, by a Smith ship captain.

In general, people are thought to prefer dogs or cats, not both.

I prefer dogs, and I prefer a specific breed. I am on my fourth (and final) Dachshund.

I don’t hold much with folklore, as

fascinating as it is. I doubt if Hexe, Badger, Smitty or Harry have brought me greater luck than the fortune of knowing them.

Harry has allergies. Determining what they were was expensive.

Bloodwork was done and sent to a laboratory in Mesa, Arizona. The results came back in a book that looked like the one Ralph Edwards used to read from on “This Is Your Life.”

There were pages of possible allergies with checked and unchecked boxes next to them.

The main culprit, we determined, was oats.

But there were others: rap music, Fox News, hat check girls who wear tons of makeup, and wedding receptions.

Harry now eats a prescription diet.

The dry and hard food cannot be purchased without a prescription.

He takes a pill a day too.

None of this has brought me luck.

But, as I said, knowing him does.

How does your dog or cat look to you these days?

My guess is your dog or cat looks

better than ever.

Harry and I read the newspaper together each and every morning.

I look at the front page and moan, groan, mumble and mutter, and all he does is give me two brown eyes that shine with the bliss of joyful ignorance.

Ignorance in the sense he is uninformed.

Harry is smart, but he’s not in the Top Ten. Here’s the list: Border Collie, Poodle, German Shepherd, Golden Retriever, Doberman Pinscher, Shetland Sheepdog, Labrador Retriever, Papillon, Rottweiler and Australian Cattle Dog. Dogs at the bottom of the list will be listed at the bottom of the column.

As for cats?

Who cares?

Oh, OK: Abyssinian, Burmese, Cornish Rex, Siamese, Scottish Fold and Eartha Kitt.

Remember Cat Stevens?

He was born Steven Demetre Georgiou. He changed his name to Cat Stevens and then to Yusuf Islam.

Like Cher, he now goes by a mon-

onym: Yusuf. That’s four names in one lifetime.

My name isn’t very cool. And cool is the word you want.

There are no hyphens, apostrophes or nothing. And it is easy to spell and to pronounce.

I have a boomer name.

If you have ever wondered about “Boomer” Esiason, here’s the skinny.

He was born Norman Julius Esiason in East Islip, New York.

He was given the nickname “Boomer” before he was born because of the loud noises he was making in the womb, not because he attended “Boomer Sooner” Oklahoma. He went to Maryland and was, therefore, a Terrapin.

When intent is more important than technique

ave you ever heard a really bad joke? Or maybe just a very funny joke told really poorly? We can probably all say yes to that one, couldn’t we? We have also probably been told a story that missed its desired mark or that was shared in such a way that we didn’t WINNING quite make the conWORDS nection.

But sometimes we just have to put things in the right context. What if the intent of the joke or story being told, regardless of how poorly it was told, was to lift the spirits of someone who Michael Norton was feeling down or needed encouragement? When we think of it in those terms, maybe we can start to see where intent could be equal to or even more important than technique.

Now you might be thinking, is that kind of like, “It’s the thought that counts”? Yes, I am sure that it is in

some way. However, is it always true?

Some may argue that it cannot always be true. Again, let’s put perspective and context ahead of judgment for a moment. Let’s pretend that it is always 100% true, assuming of course that we are all in agreement that we are discussing the intention of a positive nature, not malintent. Then again, we are talking about our readers and community here, so we know that the readership here is always operating with positive intentions.

“Put your heart into it.” “How about we try that again, this time with feeling.” We have heard and know these sayings and others all too well. When used as a weapon or spoken with harsh words and tonality of sarcasm, they are demoralizing and demotivating. But, when used properly and spoken with love and hope, they evoke heartfelt feelings of encouragement and inspired motivation.

Could we imagine what our world, our lives, and our relationships would be if we focused on our intent as much as we focused on our techniques, processes, and skills? I am not talk-

Let’s add one more word to our formula for today, gratitude. Good intentions fueled by a positive attitude and founded on the basis of gratitude.

By acting with the very best of intentions, each and every one of our experiences and relationships could be altered for the better. Good intentions foster trust, and trust is better than good at work and at home.

Even when we falter or stumble in our attempts, even when someone may feel initially hurt, angry, or upset because of our best of intentions plans, words and actions, when the positive intention is ultimately recognized, understanding and appreciation will almost always win the day.

Here’s the other thing, a positive attitude and intention go hand-in-hand.

It would be hard to have a negative attitude and a positive intention at the same time. A positive attitude is very important, and sometimes we can have a positive attitude without taking any action. Comedy shows adjust to outlying audiences

hen local comedian Michael Jeffries stepped up to the mic at Max Taps Brewery in Highlands Ranch, the room was filled with a variety of suburbanites.

Folks just getting off work, couples young and old, friend groups and beer lovers filed into the seats in the back room of the brewery on Jan. 25. Minutes before, the room was occupied by a crowd from a funeral reception.

Jeffries, 29, who produces and hosts the show, opened with a joke apologizing for his appearance.

“I made the mistake of sleeping on my hair last night,” he said. “I know I should start sleeping on a mattress instead, but mattresses are expensive and the hair is free if you don’t ask any stupid (expletive) questions.”

When Jeffries first started the suburban showcase, he was asked to only book comics who will remain clean and non-political. The crowds in the suburbs tend to skew older and more conservative, after all.

The problem, he said, is that leaves almost no one to perform. So, he asked the owner to trust him and after one show, he was given full authority to just book the funniest people possible.

“Just because you live in the suburbs doesn’t mean you don’t like to laugh,” Jeffries said. “Even if the joke is dirty … or even against your political beliefs.”

Jeffries is just one of the Denverbased comedians capitalizing on the fact that while everyone enjoys laughing, not everyone wants to sit in an hour of traffic to do it.

A world away While solid comedy is generally successful everywhere, there are some big differences between the suburban and urban comedy scenes. Those distinctions just might be the reason downtown’s shows are experiencing huge growth and the outskirts are seeing a slower uptick.

For starters, the suburbs are much more spread out, meaning ride-sharing services can get expensive quickly, said Wende Curtis, owner of Comedy Works, which has locations in downtown Denver and Greenwood Village.

Michael Jeffries hosted and produced the standup show at Max Taps Jan. 25. He began the show about two years ago.

Curtis opened up Comedy Works’ suburban club in 2008 after market research showed that’s where the bulk of people are moving, she said.

“It’s 13 1/2 miles from the original location downtown … but it’s a world away,” she said.

Even if suburban crowds still like to laugh at the not-so-clean jokes, producers still tend to book people who lean away from dirtier humor in their sets.

“My philosophy is on a Saturday night if I’ve got tickets available and people can walk in and buy a ticket, I want to appeal to (our audience),” Curtis said. “Chances are you might

get somebody a little edgier walking in downtown and you’re going to get somebody a little cleaner if you go south.”

Another factor challenging the comedy scene in the suburbs is the demographics. Josue Flores, a Denverbased comedy producer, describes his target ticket buyer as between the ages of 21 and 34. In the city center, there’s a higher density of this group. A few miles from downtown, the crowds tend to skew a little older, more conservative and less diverse, Flores said.

That’s why the suburbs tend to be a place where local comics can really put their jokes to the test said Korey David, a local comedian and producer.

“The suburban rooms are where you find out what your material actually is,” David said. “It’s easy to pander to audiences in the urban area because everyone agrees with you.”

David, who hosts a traveling show called “Rotating Taps” at breweries in places like Centennial, Lakewood and Parker, has realized you often have to start safe at the suburban shows, he said. That’s because many people in these areas have never seen a show like this.

“You’re just dealing with different types of people who are going to find different types of comedy funny,” he said. “Once you start getting repeat customers, then you can take more risks.”

David also hosts a regular show in Arvada called Hootenanny, which combines live music and comedy.

“A lot of times people think it will be rough (in the suburbs) but it’s actually quite the opposite,” he said.

In Parker, stand-up comedian Rion Evans and improv comedian Grant Garrison are also both working to distinguish the small town as a strong place for comedy.

“I want to turn Parker into the city that’s known for having the best comedy scene in Colorado,” Garrison said. “I don’t want to commute for my comedy.”

Build it and they will come While the audiences tend to be extra appreciative of these live shows close to home, they can also be pickier.

“When you’re older, you’re more selective,” Curtis said. “You just want to see who you want to see.”

Another reason the community hasn’t taken off more is because of a lack of open mics for people to try out comedy for the first time, said Harrison Garcia, another local comic working the suburban crowds.

“I wouldn’t say that any places in (suburban Denver) have their own distinct scene,” he said, “Most of the time a comedy scene needs a few venues that are willing to regularly host not only shows but open mics allowing new comics to try things out.”

As Denver and its comedy scene continue to grow, spaces like the ones Garcia described will continue to pop up, Curtis said. But will the same happen in the suburbs?

“I think the more urban (shows) are going to have a better success rate than the suburban ones, but you know, eventually something’s going to stick,” Curtis said. “Build it and they will come and if it’s strong enough … they’re going to come back.”

Broncos hire new quarterbacks coach Mike Shula brings decades of experience to Denver ASSOCIATED PRESS

The Denver Broncos completed their U-turn on offense in late January by hiring veteran NFL assistant Mike Shula as their quarterbacks coach.

Shula and new offensive coordinator Pat Shurmur bring more than four decades of combined NFL coaching experience to Denver, where they’ll shepherd QB Drew Lock into his second season in 2020.

Shula and Shurmur, who are both 54 years old, replaced T.C. McCartney, 29, and Rich Scangarello, 47, respectively.

Scangarello and McCartney both brought zero experience into their roles a year ago as the Broncos tried to modernize their long-languishing offense. The Broncos (7-9) averaged 17.6 points and didn’t display the innovation that was expected but they did finish on a high note with Lock starting the final five weeks and going 4-1 in those starts.

initially saying he planned no staff shakeups. That thinking changed after Shurmur became available following his ouster as head coach of the New York Giants.

Shula has been a QB coach or offensive coordinator in the NFL for the past 20 years, including the past two seasons in New York where he served as Shurmur’s offensive coordinator.

“Mike is a well-respected coach around the league, especially when it comes to developing quarterbacks.

The familiarity he has with Pat is an added bonus, but what’s most impressive is Mike’s proven track record coaching quarterbacks at many different stages of their careers,” Fangio said in a statement.

Under Shula’s tutelage last season, Daniel Jones became the second rookie in league history to throw for two dozen touchdowns with 12 or fewer interceptions.

A year earlier, Eli Manning, who retired last week, completed a careerhigh 66 percent of his passes and registered the lowest interception percentage (1.9) of his career.

Before joining the Giants, Shula worked with Cam Newton for seven seasons as Carolina’s QBs coach (2011-12) and offensive coordinator (2013-17).

COLORADO NEWS IN A HURRY ASSOCIATED PRESS

Hemp compounds to be studied A research center at Colorado State University dedicated to studying the chemical compounds in hemp is expected to open this spring, school officials recently said.

The announcement comes after the university received a $1.5 million donation from a Golden-based company that makes products out of CBD, a popular cannabis compound with unproven health claims. The money would be used to fund research, cover operating costs and purchase equipment, university officials said.

The facility would allow faculty and undergraduate and graduate students to study the formulation of cannabinoids, separation efficiencies, efficacy testing and more, The Denver Post reported. Cannabinoids can include CBD, also known as cannabidiol.

The research center will be in the College of Natural Sciences on the Fort Collins campus. The university is renovating part of the chemistry building to house the research center, officials said.

Jobless rate hits 44-year low Colorado’s seasonally adjusted unemployment rate dipped to 2.5% in December, the lowest level in at least 44 years.

An unemployment rate of 2.6% in October and November tied the previous record low rate in early 2017.

The reports help the state determine whether the companies have paid the correct tax amounts.

The audit said 10% of operators also filed reports with missing information.
