Q&A with County Commissioner Grant Thayer

Republican Grant Thayer was elected Elbert County commissioner for District 3 in November and took his seat on the board Jan. 10.

The former county planning commissioner has an engineering degree from the University of Wyoming and a master’s in business administration from Southern Methodist University. He lives 15 miles east of Kiowa on the ranch he shares with his wife, Patti.

I have over 40 years of experience as an engineer and a senior corporate executive in the oil and gas industry. I served 14 years on the planning commission and two years on the library board. Patti and I have owned and operated Jumping Cow Ranch for over 25 years.

It is well-recognized that Elbert County will continue to grow. That is good. The reality is, however, that we need to update many of our land use regulations and adopt a strategic plan that builds a roadmap for our future. The plan needs to include a vision for infrastructure, water, lifestyle and other positive outcomes.

What are your thoughts on bonding, mill levies and tax increases? Are there certain instances that you might support tax increases? If so, under what conditions?

It is easy to declare that there are no circumstances that would justify any increased taxes. I will not make that declaration because I cannot see into the future.

I do not support any increase in the mill levies on property taxes.

There may be some circumstance in the future that the public may request bonding for a specific project.

Let the public decide!

We do need to review the tool tax issue. It would only impact activities such as pipeline construction, oil and gas and other industrial activity. It would not impact agricultural equipment.

Master Gardener Program is way to get down and dirty 11-week learning process leads to yearlong apprenticeship

To scan the earth as it produces life, deciphering signs of disease, drought, and invaders, this is the skill of a master gardener.

Agriculture Extension Agent Kali Benson supervises the Master Gardener Program for the Colorado State University Extension office in Elbert County.

“People employed in the green industry find that a master gardener makes them better employees,” Benson said. “It’s like a horticulture degree on a very fast-paced basis.

“To be a master gardener you have to apply, have a background check, interview, and once we accept you into the program, that first year you’re an apprentice.”

The 11-week program requires one full day on-site per week, at either the Douglas County or Arapahoe County campus. The coursework drills into “the science behind things,” Benson said, including botany, pathology, identifying diseases and pests, irrigation, growing vegetables, and when to

Two levels of master gardener training are offered: the Master Gardener and the Colorado Gardener Certificate. Both require the 11 weekly hands-on sessions, but volunteer work is an essential part of the Master Gardener Program.

“To become a master gardener people pledge to do `x’ amount of hours of volunteer work,” Benson said. The number of community service hours for a master gardener

apprentice is about 50 for the year.

“The master gardener is the same coursework (as the certification) without the volunteer aspect, so it costs more (for the student) because they’re not volunteering time outside the program,” Benson said.

One volunteer opportunity involved a project with the Future Business Leaders of America at Simla High School. “We’ve done some assistance with them for a wild scape garden. Eventually,

CDOT speeds up project to widen stretch of I-25

Construction on two-lane interstate “gap” between Castle Rock and Monument could begin in 2019

It’s known as “The Gap” to government officials and a bottlenecked mess to law enforcement, but construction to widen a 17-mile, two-lane stretch of Interstate 25 between Monument and Castle Rock could begin as early as 2019.

The Colorado Department of Transportation announced Jan. 6 it is accelerating the environmental and planning processes for the project, which in total, spans from C-470 to Colorado Springs.

With those studies prepared, construction can begin in 2019 and possibly end as early as 2021, CDOT Executive Director Shailen Bhatt said.

“A lot of these interstates are still in their original configuration,” Bhatt said.

That’s a problem with a growing state population, officials say. A letter of support from the El Paso County Board of Commissioners stated a 2015 traffic study found more than 64,000 vehicles pass between Castle Rock and Monu-

ment daily.

A bottleneck effect unfolds when traffic condenses from three to two lanes in that corridor.

“You give us hope that a solution will occur sooner rather than later,” Douglas County Commissioner Roger Partridge said of CDOT expediting the project.

The county contributed $250,000 to a study done for improvements to I-25, and promises to find additional project funding.

CDOT was able to move up plans after reallocating $15 million for environmental and pre-construction work. The money was previously reserved as a “backstop” for loans on the C-470 Express Lanes project. Those loans were finalized in recent weeks and freed the reserves for use elsewhere.

The catch is total-project funding — a hunt for somewhere between $300 million and $400 million dollars, or more, will ensue between now and then.

Partridge said the board plans to work with Colorado’s federal delegation, and Colorado Springs Mayor John Suthers urged the state Legislature to find bipartisan funding solutions.

If the dollars come through, shovels can hit the ground in 2019.

“We have to keep the pressure on to not just do the planning but to make sure that the plan comes together,” said Sallie Clark, chairman of the El Paso Board of Commissioners.

Castle Rock teacher has kept feet dancing for decades Joanne Meade, 85, who has been a dancer and teacher for 70 years, says she has no plans to retire soon

Nestled in a corner of Castle Rock — past a hotel, a body shop and Douglas County Firearms along Park Street — sits a dance school that’s lived the ages.

The building seems to exude a sense of nostalgia and looks to be as much a museum of its owner’s life as it is a school.

But that’s not surprising: For Joanne Meade, dance has been a constant companion for 70 of her 85 years. And for more than the past 25 years, she has shared her passion day in and day out with the students who have walked through the dance studio’s doors.

“Ballet has always been my life,” said Meade, a lively woman who pairs dark-rimmed glasses with her long white hair. “I don’t think I’d want to do anything else.”

She could have pursued her music degree or stuck with nursing, which she did for 18 years.

But Meade knows what she loves, she said, and has given her days to it.

Nurturing her passion Between the front entrance and the classroom, students must first pass through a hallway lined by memorabilia of her past.

There are photos of Meade’s mentors, many now gone, and other renowned names in dance history.

JESSICA GIBBS Illinois, began teaching ballet in the summers as a junior in high school on the second floor of her grandmother’s barn.

She charged 50 cents a lesson and gradually raised fees to 75 cents.

In the following years, she studied music at Illinois Wesleyan University School of Music and dance at Millikin University in Illinois.

Then came a year in Naples, Italy, dancing for the San Carlo Ballet Company before stints with Chicago dance companies. Meade said she studied under names like Annette Van Dyke, a longtime dance instructor at Millikin, and renowned Chicago tap dancers Tommy Sutton and Jimmy Payne.

Dances like tap and jazz were necessary to learn, she said, if she wanted to build a well-rounded school. That she has steadily done for the past few decades — and she’s not slowing down.

Meade has a list of classes she wants to add among her traditional offerings like ballet and tap. Those ideas include a class where new mothers can dance with their infants and classes for the blind or children with special needs.

Students come to her mostly through word of mouth and have ranged in age from young children to high school students to adults in their retirement.

‘The real dance’ Geri Domareck, 70, began studying with Meade before her son’s wedding.

“We always promised ourselves dance lessons,” Domareck said of she and her husband.

They began with ballroom but over time Domareck added new styles to her repertoire. A couple of years ago she took up tap and roughly six months ago began a ballet stretching class and beginner ballet.

Students say Meade is strict on technique.

On a recent Tuesday afternoon, Meade led Domareck and two other

classmates through their beginner ballet training.

Classical music filled the room as the three women poised themselves in front of a bar. With Meade demonstrating the moves, they flowed through ballet positions and stretches.

Meade was quick to correct bad form, making sure legs were straight when necessary and toes kept on the ground.

“She’s fabulous,” Domareck said.

“She teaches you the real dance.”

Betsy Gubbels of Franktown began taking classes after enrolling her three children in Meade’s classes.

Her son Adam, then in junior high school, had tried sports but didn’t find his niche, she said. One of his friends was a student of Meade’s and so he decided to try dancing. Soon after, his older sisters joined in their freshman and sophomore years of high school.

Gubbels began to notice her son’s feet never stopped moving.

“She knows where she wants to be with a student and if she hasn’t gotten there she doesn’t just lay back and say, `Close enough,’ ” Gubbels said. “She can be the iron maiden sometimes, but by golly she gets results.”

Today, peering at the history on her walls, Meade said she isn’t looking at retirement anytime soon.

“I haven’t died yet,” Meade said with a laugh.

K, here we are a couple of weeks into the new year. And over the past year we shared thoughts and conversations around dreams and goal setting, personal successes and achievements, challenges we have faced in our own lives or with family members and friends, hope and encouragement, and so much more.

The community has responded in so many ways, and thankfully most of those responses have been very positive. For some, although they appreciated the insights and encouragement, they are very satisfied right where they are now. Others replied and shared their successes achieved and/or their plans for pursu-

ing their goals and dreams on their way to success. And finally some of you shared your powerful stories about moving beyond being satisfied and successful as you journey toward significance.

Synonyms for “significant” could include “notable,” “noteworthy,” “important” or “of great importance,” and even “remarkable.”

And many authors and experts have talked about the move or journey from success to significance. For those who want to push beyond success and move toward significance the question is this: How do we make that leap?

Now as you read this column you should know that you are already significant. You are

already significant even if you can’t see it or believe it about yourself. Many of us tend to be modest and would rather not be recognized for our significance. And for some who just can’t see it or believe it yet, it could be because we haven’t heard it enough from others or maybe we have never really read the definition of significance before. You are remarkable, you are noteworthy, and you are of great importance.

Other factors are also involved, but operating within someone’s OK Zone greatly improves your odds of success in getting your way. My dreams are now directed by Salvador Dali.

I don’t know how that happened.

I dream about people I haven’t seen in decades, doing unimaginable things.

One dream occurs several times a week, and I wish it would go away.

I’m teaching again, trying to manage a roomful of modern college students, and it’s always a blackboard jungle of disrespect.

I am mightily relieved to wake up.

My belief is that these dreams were cursed on me by disgruntled former students. There were more than a few.

I wish I could tell you who invented naps, but no one knows.

Perhaps it was someone at a bored meeting.

There have been some famous naps, none more memorable than Alice’s.

The best way to get what you want is to spend a little time learning more about the person you wish to get on-board with your idea/concept. Do a little exploring and listen to their responses. Ask open-ended questions to get the prospect to tell you their beliefs.

Take a few minutes to get to know the person. Ask a few general questions to establish common ground, while throwing out the occasional pointed question to help you better define their OK Zone. With a little practice you can easily determine someone’s OK Zone on any subject.

This pays huge dividends in the long run by not only getting your way, but doing so with ease.

Now that you have this information, begin moving forward in baby steps. Apply a little lateral thinking and customize your presentation to adequately address their issues/ concerns. Provide incremental bits of information that slowly stretches their zone. Get their buy-in as

schedules we keep, we can easily overlook an opportunity to stop and talk with someone. And that someone could be someone we know or work with, could be a friend or family member, or it could be a complete stranger. And in our busy-ness, it is always much easier to just keep our heads down, eyes focused straight ahead, and ear buds in so that we can avoid some of those encounters or conversations. But what I learned in reading “Divine Opportunity” is that if I am going to make an effort at really moving beyond success and towards significance, I should learn

to listen to my instincts more when I feel the nudge or calling to reach out to someone or respond to someone dealing with a situation.

We never know where our opportunities will lead us, but if we start paying more attention to the nudges and the callings and start connecting on a more personal level where and when we can, I do believe that this will help us take the very first steps from moving success and towards significance.

So how about you? Are you happy and satisfied right where things are?

My research about naps confirmed what I hoped would be true. They are beneficial, for lots of reasons.

There have been numerous studies, and not a single one warns against them.

One said that someone who naps regularly is 10 times less likely to say use the word “infrastructure” in public.

That’s good enough for me.

My roommate approves of my naps too. Smitty takes a nap with me, wakes up, checks his messages, and takes another nap.

Ronald Reagan (no jokes, please). And my dream director, Salvador Dali.

When I was younger, I avoided naps if I could, because napping during the day affected sleeping at night.

Somehow or other, that was taken care of.

However, I haven’t gotten eight hours of uninterrupted sleep at night since Mookie Wilson was president.

No. That was one of my strange dreams.

It’s been years, and probably my retirement had something to do with it.

I might be abed now at 9 p.m., and

This demonstrates you’ve been paying attention and further reinforces their beliefs. This “exploring process” helps you determine their OK Zone and then use this information to your advantage.

While it can be difficult to shift someone’s perspective to your point of view, it’s not impossible.

It depends a lot on their mindframe at that moment, so choose your time wisely and stack the cards in your favor. Be patient and come back at a better time. By exploring their OK Zone you will not only learn more about them, they will begin to see you as an ally because you’re taking time to establish a relationship.

“It’s a fun time to build memories, get away from the phones and spend some time in the fresh air and wilderness,” Scheid, of Denver, said after spending the day skiing with his family at Winter Park.

Scheid and his wife, Kim, both learned to ski at a young age and are now sharing the pastime with their children.

“My mother-in-law always says a family who skis together, stays together,” Scheid said. “One of the hard parts is the kids are at different levels and you have to care for each other while you do it.”

Scheid, who has been skiing since she was 6, said she enjoys spending time in the beautiful mountains and having fun with family.

But not all families come together on the slopes.

For Golden resident Abby Gardner, it’s about finding activities the whole family enjoys.

“My daughter hasn’t yet been bitten by the skiing bug,” Gardner said. “But (the kids) love to go sledding and just be out playing in the snow.”

Sledding is also the activity of choice for Laura Simpkins and her family because it is low cost and can be done anywhere there is a hill. The Simpkins family, who lives in Denver, also enjoys snowshoeing, which they do a lot of when visiting their

OFF-THE-SLOPE FUN A weekend in the mountains doesn’t have to be on a slope. Colorado is home to many hot spots for snowshoeing and fat tire bike riding.

The versatility of snowshoes, their ability to put people in places they wouldn’t otherwise see at this time of year, explains much of the pastime’s growing popularity.

Rocky Mountain National Park — on the other side of the Rocky Mountains away from the traffic and big resort ski crowds along the I-70 corridor — offers several winter hiking trails to explore on snowshoe. West of Boulder, the Brainard Lake area near Ward offers snowshoeonly trails created by the Colorado Mountain Club. Many ski resorts also offer snowshoeing and other activities at their nordic centers.

Fat tire bike riding is one activity that is growing in popularity at nordic centers. The fat tire is designed to ride on loose surfaces, the obvious one being snow. The sport has been picking up over the past nine years and bikes are now readily available to buy and rent.

“They’ve started making kid versions, so users as young as 6 can ride,” said Jordyn Drayton with the Golden Bike Shop, which sells and rents fat bikes. “Less obvious is some older demographics that ride — the bikes are confidence-inspiring because they are very stable and very fun.”

Travelers can pick up a carpooler wristband at the CDOT station to receive discounts from participating resorts.

CDOT has partnered with the Front Range Ski Bus and Colorado Mountain Express to offer special discounts for Mountain Rideshare Day.

“Preserving the History and Tradition,” they say, is the purpose of The Colorado Cowboy Poetry Gathering.

Twenty-eight years ago a group of theater and history fans decided to celebrate a particularly Western American tradition with a weekend focused on cowboy heritage, as remembered in words and music — and storytelling.

The earliest performances were held at the Arvada Center. Then the event moved around a bit before finding its current, hopefully permanent, home at the American Mountaineering Center in Golden, where it will run from Jan. 19 through Jan. 22 with the theme “Where the West Lives — Golden, Colorado.”

There will be three evening performances, two full days of theme sessions and a final-day Sunday matinee featuring a cast of cowboy poets and musicians from the American West, Canada and Australia, according to publicist Jerry Cunningham.

The tradition of cowboy poetry developed on cattle drives and at ranches, where workers would gather around a campfire at night and entertain themselves and each other with folk songs and stories — sometimes tall tales about adventures.

Performers this year include Floyd Beard, Jon Chandler, Doc Mehl, D.W. Groethe, Kristyn Harris, Suzie Knight, Liz Masterson and more, some of whom we have seen/heard at the Littleton Museum over the years.

The gathering begins on the evening of Jan. 19 with a membersonly “meet and greet” reception and sampler showcase at Miners Alley Playhouse, 1224 Washington Ave., Golden.

Ready to ride with mounted horse patrol Parker police department debuts equestrian unit

A horse is a horse, of course, unless it’s also a new member of the Parker Police Department, in which case it’s a mounted patrol unit.

The unit — two horses and two skilled equestrian officers — debuted during the Christmas Carriage Parade. It will keep the peace at special events and increasingly patrol the streets, trails and open spaces of Parker as warmer temperatures arrive.

“Horses have been a big part of this town for as long as I can remember,” said Officer Troy Gordon, a police officer for 15 years and a horse rider since he was 8 years old.

Gordon and his partner, 19-yearold quarter horse mare Bobbie Sue, have known each other since Gordon bought her 10 years ago.

They’ve worked cattle together on Gordon’s Centennial ranch and took their first patrol training together a year ago.

Serving beside Gordon and Bobbie Sue are Sgt. Joe Cummings and his 16-year-old quarter horse gelding, Alaska. The pair have attended trainings together as well as spent leisure time on mountain trails and roping cattle since Cummings brought the horse home to his Elizabeth property in February.

With their extensive backgrounds in the saddle, it seemed a natural fit to Cummings and Gordon to bring their horses into the department’s fold. Both men own their equine partners and they use their own trailers to bring them to

“It’s amazing how cost-effective this program is,” Cummings said.

Costs aside, Cummings and Gordon hope to prove the horses’ effectiveness in the field. Mounted officers can be valuable assets for patrolling open spaces and trails in the area, as well as for search-andrescue operations, they said.

“One mounted officer is basically equal to 10 people in a search party,” Cummings said, touting the advantage of having a set of eyes elevated 10 feet or more.

Another advantage of riding atop a horse instead of inside a cruiser is community interaction.

“phenomenal,” Cummings said. He added that it’s important to connect personally with children, parents and others in the community who are drawn to their well-groomed partners.

“A lot of people are kind of standoffish when we roll up in the black and whites,” Gordon said. “This gets us out of that car… we can build that bond.”

Approachability and community policing are benefits to the mounted patrol program, but Cummings said their first priority is still to serve and protect.

And he, Gordon and their partners are ready to do just that.

“We’ve cinched up our saddles,” Cummings said. “We’re ready to ride.”

Little League now requires background checks New rules also make changes in player eligibility, pace of game

Little League International announced mandatory criminal background checks for its volunteer coaches, new eligibility requirements for players and a host of new rules on Jan. 4 intended to increase the pace of play.

Under the rules changes that take effect this year, local leagues will have the option to force batters to keep one foot in the batter’s box during regular-

season games and allow intentional walks by announcing the decision to the umpire rather than throwing four balls. Umpires will also be able to eject a player and manager determined to be stealing signs.

Leagues will now be required to conduct nationwide background checks of sex offender registry data and other criminal records for its coaches and others involved with running teams.

“No local league shall permit any person to participate in any manner whose background check reveals a conviction, guilty plea, no contest plea, or admission to any crime involving or against a minor or minors,” Little League said.

Little League also changed its eligibility rules nearly two years after a residency scandal cost Chicago-based Jackie Robinson West its national

title. The rules remove a school report card as proof of residence, replacing it with a school enrollment form and documents from each of three residency categories.

While a report card has been removed as proof of residence, Little League is continuing to use the same 17 accepted documents to prove residency — three of which are required along with a birth certificate and school enrollment form. They include examples such as employment records, tax records and utility bills.

On the Little League website, the organization wrote that it put the documents into different categories — requiring one from each — to make sure forms came from multiple origins.

In the case of Jackie Robinson West, Little League court filings said the

original league boundary map submitted when the team began tournament play accurately reflected the league boundaries — but showed only five of the team’s players lived within them.

Maps submitted later by Jackie Robinson West then showed that all players lived within the boundaries, according to the court documents.

In the court papers, Little League contended that as accusations of impropriety began to surface after the team’s title run, a district administrator and a team director met with officials from surrounding leagues “to attempt to persuade them to retroactively agree to boundary changes” so players would not be found ineligible.

Eventually, the team’s district, Illinois District 4, was disbanded and its six teams assigned to different districts.

People hooked on prescription painkillers were able to use a drug at home to curb cravings and prevent abuse while waiting to get in a treatment program, according to a small study that gives hope for a new way to fight the opioid problem.

The drug used in the study is usually only given under supervision of a doctor or in settings like jails or treatment programs, but waiting lists are often months long at many clinics.

“Folks are dying, overdosing, contracting HIV and hepatitis on wait lists,” said Stacey Sigmon, a psychologist and drug abuse researcher at the University of Vermont.

She sought a way to tide people over, using a tamper-resistant electronic pill dispenser to allow home use.

The drug, buprenorphine, also sold as Suboxone, attaches to the same brain receptors that opioids like OxyContin, heroin and Vicodin do, so it eases withdrawal symptoms and prevents a “high” if those other drugs are used. Buprenorphine itself is an opioid, so it, too, can be abused at high doses, but it is chemically different and has somewhat less potential for that.

“We programmed the device to make each day’s dose only available in a three-hour period,” she said.

Results were dramatic. Of the 25 people given the device, 88 percent tested free of illicit opioids at four weeks. At eight weeks it was 84 percent and at 12 weeks, 68 percent.

None of 25 others in the study who got no anti-addiction care tested clean at any point.

“It’s a huge effect. It is a remarkable difference in outcomes,” said Dr. Nora Volkow, director of the National Institute on Drug Abuse.

A grant from the U.S. government paid for the pilot study; researchers are seeking a larger one now to look at longer home treatment.

Just over half of participants were able to get into a comprehensive addiction treatment program by the end of the pilot trial. Results were reported in a letter in

the Dec. 22 New England Journal of Medicine.

In a second letter in the journal, doctors working with the Gloucester, Massachusetts, police department report on a project to curb overdoses — the Angel Program — which offers referral and transportation to treatment programs without arrest.

Gloucester’s program averaged more than a case a day in its first year of operation. From June 2015 through last May, 376 people sought help a total of 429 times.

About 37 percent of them lived in Gloucester or the surrounding county, 40 percent were from other parts of the state, 17 percent were homeless, and the rest were from other states.

Similar projects have been adopted by 153 other police departments in 28 states, researchers report.
