The dollars are part of a $56.6 million tax increase voters approved last November. This school year, the district allocated $273,000 to buy bus passes for 630 additional students at two schools: Northfield High and Denver School of Innovation and Sustainable Design.

Local breweries have solid showing at beer fest

Every year, the Great American Beer Festival brings hundreds of breweries from all over the country to the Mile High City to duke it out over who creates the best ales, IPAs, lagers, German beers and more.

And while the real winners are those who were lucky enough to score a ticket, being awarded a medal in one of the festival’s 96 categories is quite the feather in the cap of any brewery.

The 2017 event ran from Oct. 5-7 at the Colorado Convention Center.

Air quality improving, but still not ideal Population growth means residents need to do their part, experts say

When to be aware of the air The CDPHE issues an action alert when it is forecasted that ozone concentrations might be at or exceed orange level on the Air Quality Index, a colored-coded resource that demonstrates six levels of health concern.

Orange is the third level, and it means the air is unhealthy for sensitive populations such as people with lung disease, including asthma, seniors, children and teenagers, and people of all ages who spend a lot of time being active outdoors.

For the 2017 calendar year, as of Sept. 20, the state recorded 39 action alert days. Of those, 29 days had ozone concentrations at an orange level.

Although progress is being made toward cleaner air nationwide, 125 million people in the U.S. still live in a community with poor air quality, said Paul Billings, national senior vice president of advocacy for the American Lung Association.

“Anyone can be harmed by air pollution,” Billings said. “There are far too many people breathing far too much air pollution on far too many days.”

According to the American Lung

There are some days, primarily in the summer months between May and September, when Coloradans should re-think partaking in vigorous exercise outside.

But that doesn’t mean the air quality here is so concerning that everybody should feel they need to move out of Denver, said Anthony Gerber, an associate professor of medicine at National Jewish Health.

“On the days when ozone is high, people should take it seriously,” he said. “We’re not where we need to be, but on most days, the air is safe.”

Loosely defined, ozone is a powerful respiratory irritant, commonly known as smog, which is formed by pollutants in the air that react in the presence of sunlight. It is one of the most complex pollutants we deal with, said Jeremy Neustifter, a planner with the Colorado Department of Public Health and Environment.

“Colorado has come a long way in improving air quality since the days of the notorious brown cloud,” Neus-

Association’s 2017 State of the Air report, released in April, the Denver area experienced fewer unhealthy days of high ozone in this year’s report compared to years past. Still, Adams, Arapahoe, Douglas and Jefferson counties each received a failing grade of F and Denver County received a D. However, Neustifter argues that although the report can be a useful resource to help people to better understand air quality more easily, the CDPHE has some concerns regarding the American Lung Association’s methodology for grading.

For example, he said, the vast majority of the days that counted against Colorado counties for the State of the Air report’s grading system were orange, the level considered unhealthy for sensitive populations. The report cites few days in Colorado where ozone concentrations were red, the level above orange when the air quality is considered unhealthy for everyone and all exposed may experience health effects, Neustifter added.

Gains and losses Colorado, in general, has made some major gains with cleaning up the air.

For example, cars are getting cleaner, Gerber said. But, even though they’re cleaner, the Front Range population is growing and there are more on the roads, meaning more pollutants entering the air.

But, he added, the problem is multipronged — there’s not just one contributor that can be blamed for poor air quality.

“As the Front Range grows, we need to be vigilant on helping the problem,” Gerber said, “rather than making it worse. That responsibility should be shared by everyone, from individuals to corporations.”

One factor holding back Colorado’s progress in cleaning air — as compared to other states — is increased oil and gas extraction, Billings said.

Agencies such as Denver’s Department of Environmental Health are aware of this. In fact, a bulk of the department’s workload includes figuring out how to reduce ozone, said Gregg Thomas, environmental director in the City and County of Denver’s Department of Environmental Health.

Currently, the department is working on a policy that could help to reduce emissions in the oil and gas industry, Thomas said.

But it’s important for the general public to understand it also can help improve air quality on a daily basis by doing little things, such as using public transportation more often, Thomas said.

“When there’s a million of us doing it, we can make an impact,” Thomas said. “Even if you don’t think it’s a lot, that collective impact can make a difference.”

Denver plan aims for availability of healthy food for struggling residents Community and school gardens, reduction in waste among key elements

Denver Mayor Michael Hancock recently unveiled the city’s big-picture plan for addressing food insecurity and sustainability over the next 13 years.

The new Denver Food Vision plan calls for adding more than 300 new community and school gardens, reducing food waste by 6,800 tons per year and cutting the number of households struggling with food security by 55 percent by 2030.

Denver is expected to release its

near-term strategy for accomplishing those goals later this year, according to the Denver Food System Development Division.

The Denver Food Vision lays out a dozen key priorities for making Denver, as Hancock put it, “more inclusive, healthy, vibrant and resilient for current and future generations.”

“Numerous low- to moderate-income neighborhoods lack convenient access to grocery stores. And as housing costs have escalated, the family food budget is often cut first and the most deeply,” Hancock writes in the plan.

“Nearly 1 in 5 children suffer from food insecurity and hunger, and an astounding one-third of families eat less than one serving of fruits and vegetables per day, contributing to poor health.”

The city received more than 6,000 comments from 1,052 residents and

businesses around food insecurity and stability while developing the Denver Food Vision. The final version directs the city where to invest its resources going forward, said Blake Angelo, manager of the Denver Food System Development Division.

“Having a healthy food system impacts every aspect of one’s life, including the availability of what they’re able to eat and the location and geography of their produce,” said Gabriella Warner, a program director for Livewell Colorado.

LiveWell is a Denver-based nonprofit focused on healthy eating and active living. The organization hosted community events and industry focus groups for the plan and is also listed as a sponsor of the document.

for LiveWell, both said they were happy with the strategies outlined in the food vision plan.

“The important thing now is, is Denver really going to invest in this plan so it can do the things it says it wants to do?” Peters Moschetti said.

There are some concerns that investing in the goals of “resiliency” and “vibrancy” are just code for gentrifying neighborhoods in the city.

“That’s what’s really going to matter,” she said, “is if residents actually see that this is plan is activated and actually starts changing things but also secures people’s neighborhoods in a way that doesn’t only lead to gentrification.”

Children’s Museum receives Ball Foundation grant STAFF REPORT

A program created to promote recycling and environmental stewardship in children was awarded a grant from the Ball Foundation, the philanthropic arm of Colorado-based global sustainability leader Ball Corporation.

The Healthy Planet Heroes program at Children’s Museum of Denver at Marsico Campus is an interactive program focused on the importance of reducing, reusing and recycling, and one key component is to communicate the value of aluminum and its unparalleled sustainability.

“The Ball Foundation is excited to partner with the Children’s Museum to promote sustainability and inspire the next generations of Healthy Planet Heroes, helping address the plastic crisis and other pollutants that harm our planet,” said Chris Chavez, executive director of The Ball Foundation. “This includes promoting the benefits of aluminum. Cans are the perfect package for the environment because they are 100 percent and infinitely recyclable.”

The program includes a singlestream aluminum recycling initiative at the museum, all proceeds of which will purchase trees to plant in Joy

Park, the museum’s outdoor exhibit, an extension of Gates-Crescent Park and an ongoing partnership with Denver Parks and Recreation. Cans recycled and proceeds to date will be measured through a dynamic sculpture, made almost entirely from aluminum cans, displayed in the museum café.

The Ball Foundation’s support will extend to the museum’s active sponsored admissions and memberships program, a longstanding initiative that identifies classrooms in Title I schools to receive outreach programs, museum field trips and yearlong family memberships.

The gift will enable more than 2,000 students from elementary schools serving low-income communities to receive the Healthy Planet Heroes school program, along with yearlong memberships for each participating student.

“Sustainability is very important to us as an organization, and we are in the wonderful position of being a resource for families and schools in our community — one which helps support the curricula and messages we provide our future leaders, innovators and problem-solverS,” said Mike Yankovich, president and CEO of the Children’s Museum.

Vaccinations help prevent flu While the 2017-18 influenza season officially began Oct. 1, 27 cases of hospitalized influenza had already been reported to the Colorado Department of Public Health and Environment between Aug. 1 and Sept. 30.

That is more than double the typical number of cases for this time of year.

During the first official week of flu season, from Oct. 1-7, six hospitalizations were reported. Last year, the first report of hospitalized flu patients did not start until Oct. 24 and peaked in mid-March.

The seasonal flu vaccine protects against the influenza viruses that research indicates will be most common during the upcoming season.

Trivalent vaccines are made to protect against three flu viruses — two influenza A (H1N1 and H3N2) viruses, and an influenza B virus.

Quadrivalent vaccines protect against four viruses; the same viruses as the trivalent vaccine, plus an additional B virus.

“Each year the seasonal flu vaccine protects against the influenza viruses that research indicates will be most common during the upcoming season,” said Alice Hughes, infection prevention manager at St. Anthony Hospital. “That’s why we encourage everyone in our community to get an annual flu shot for their health.”

A person develops antibodies approximately two weeks after vaccination and these antibodies provide protection against infection from viruses that are the same as or similar to those used to make the vaccine, Hughes said.

Flu vaccines cannot cause the flu, because the vaccines are made with either killed or weakened viruses.

FACTS ABOUT INFLUENZA People with flu can spread it to others via by droplets made when people with flu cough, sneeze or talk. These droplets can land in the mouths or noses of people who are up to about 6 feet away or possibly be inhaled into the lungs. Less often, a person might get flu by touching a surface or object that has flu virus on it and then touching their own mouth or nose.

Most healthy adults may be able to infect others beginning one day before symptoms develop and up to 5-7 days after becoming sick. Children may pass the virus for longer. Symptoms start 1-4 days after the virus enters the body. That means that you may be able to pass on the flu to someone else before you know you are sick, and while you are sick. Some persons can be infected with the flu virus but have no symptoms. During this time, those persons may still spread the virus to others.

Some people, such as older adults, pregnant women, and very young children, as well as people with certain long-term medical conditions are at high risk of serious complications from the flu. These medical conditions include chronic lung diseases, such as asthma and chronic obstructive pulmonary disease, diabetes, heart disease, neurologic conditions and pregnancy. You see, it’s not just about baseball, light bulbs, and running for a political office, it is about our ability to be resilient and take those second chances, maybe even multiple chances in life.

Even if we have felt the despair of loss and disappointment, even when we feel like we have already tried and failed, it’s in those very moments that we need to find our resilience and get after it again.

Whatever “it” is.

This is also about giving others second chances or third chances or fourth chances or more chances.

Sure, there are situations where one too many chances is enough to give anyone, especially if they have hurt us or others.

That is not what I am talking about here. I am talking about recognizing that people who we love and who love us, people who we work with or who work for us, people who have the heart to want

Choices abound for a family-friendly Halloween Cities, libraries, high schools and more celebrate the most haunted night of the year

Trunk or treats are family friendly Halloween events where residents, businesses and nonprofits gather to decorate their cars for trick or treating.

It can be a bit nerve-wracking for parents to send their children out trick-or-treating when Halloween rolls around every year, with strangers around and visiting places they might not be familiar with.

But more and more cities, libraries and other organizations have stepped up over the years to provide a family-friendly experience that allows children to load up on candy, parents to keep an eye on them and hopefully have some fun themselves.

“We have businesses and families who come back year and year and get so creative,” said Ashley Holland, marketing and events coordinator with Wheat Ridge’s Localworks, which organizes the city’s Trunk or Treat event. “It’s a total community effort that brings everyone together to make something fun for everyone.”

There are a variety of options for a family searching for something to do. There are options like Wheat Ridge and Thornton, which offer trunk or treats — where people open up the trunks of their cars and decorate them — merchant trick-ortreat streets in cities like Arvada, Littleton and Golden, and community sponsored parties and trick-or-treat streets in cities like Highlands Ranch, Thornton and Castle Rock.

In Northglenn, the high school is transformed into a different theme every year — this year’s (the event’s 19th) theme is Beetlejuice, said Renae Lehr, public infor-

“It’s free and safe, which is great for everyone,” she added. “In previous years, more than 5,000 kids have received about 3,000 pounds of candy.”

Olde Town Arvada celebrates Halloween with its small businesses, who gift out candy to the children who come knocking.

There’s also music and a costume contests with prizes.

“More than half of our business participate and give out candy,” said Samantha Geerdes, events manager with the Arvada Chamber. “Not only is the event safe for everyone, but it brings people in to see our businesses. And maybe they stay after the event and have dinner.”

In Wheat Ridge, the trunk or treat at Stevens Elementary is a way for businesses, nonprofits and individuals to gather and decorate cars in a variety of themes, from scary to Disney and much more.

“It’s so humbling to win a medal, especially when you consider there are like 800 breweries and 3,900 entries.”

Metro area breweries fared well in this year’s competition. Lone Tree Brewing Co. scored a gold medal, while breweries from Arvada, Castle Rock, Golden, Lakewood, Littleton and Parker also earned medals.

“This years festival was nothing less than magical,” said Josh West, head brewer at Lone Tree. “To be the only brewery in Colorado to win two medals this years is a huge accomplishment not to mention becoming the first craft brewery to ever win a gold in the American Lager category.”

However, it’s not all about the competition for attendees — the festival is also an opportunity to meet customers and fans, as well as fellow brewers.

“Much of GABF is about what goes on around the convention. We were busy as ever giving tours at our brewery and hosting ‘meet the brewer’ tasting events downtown,” said Todd Usry,

However, it earmarked the remaining $127,000 to pay for transportation for special needs students.

Superintendent Tom Boasberg announced Oct. 16 that the $127,000 set aside for special needs transportation would be immediately reallocated so that all $400,000 is being spent on bus passes for high school students.

“We’ve heard loud and clear from the community,” Boasberg said.

Parents and other advocates say that while the reallocation is a move in the right direction, it doesn’t relieve all of their worries about how the money will be spent.

“That’s great,” parent Karen Mortimer said. “But what is your next step?”

Transportation under scrutiny Transportation is a hot-button issue for Denver Public Schools. The district has been nationally recognized for its school choice system, which allows its 92,000 students to request to attend any one of its more than 200 schools.

However, DPS does not provide transportation to most students who choose a school that is not the assigned school in their neighborhood.

Critics argue that not providing transportation to all students leaves families who don’t have a vehicle or the means to transport their children across town with no choice at all.

Nearly half of the district’s 20,623 high school students — 9,256 — don’t qualify for DPS transportation because they don’t attend their assigned schools, according to numbers presented to the school board at a work session Oct. 16.

Another 4,394 don’t qualify for transportation because they live within three and a half miles of their assigned schools, a distance the district considers walkable.

In a bid to reduce those numbers, a committee of 75 parents, students, teachers and taxpayers tasked with recommending how to spend the tax revenue

The brews that are entered in the competition are often group choices, as both Hill and Josh Robbins, president and brewmaster at New Terrain, said their staffs discussed what should be entered in the competition.

“Most entries are judged on how it fits the style guidelines for specific types of beers,” Robbins explained. His brewery’s Suntrip took silver in the BelgianStyle Witbier category. “We often don’t follow guidelines, but we entered Suntrip because we thought it would fit.”

Beers are judged by a panel of industry professionals from all over the world, and evaluated without knowing the brand name. Eventually, all the entries are whittled down to three that best exhibit their category.

“Beating all the macro breweries in the American Lager category is nothing

less than a monumental accomplishment,” West said. “It proves that us craft beer guys can do it just as good if not better than them and that we are relevant, consistent and here to stay.”

The bronze Breckenridge received for its Mountain Series: Maibock this year was the brewery’s fifth medal, and both Odyssey and New Terrain received their first-ever medals.

“Suntrip is one of our most popular beers that’s not an IPA,” Robbins said.

“The win helps us to expand on our reputation for having great beer and atmosphere.”

It’s not unusual to get a run on winning beers after the results are announced, which means those interested in sampling all the winners should hurry.

“Maibocks are traditionally brewed in the late spring and early summer, but we brewed a special small batch just for GABF,” Usry said. “We have it on tap now at our Farm House restaurant, and it’ll be bottled again for our Rocky Mountain Sampler Pack in the spring.”

The festival is as much fun for the brewers as it is for visitors, and everyone comes away inspired for the next year.

the loop,” said Matt Samelson of the Denver-based Donnell-Kay Foundation, which has been pushing for the district to come up with a plan for how to use the $400,000 before February, when families must make their school choices for next year. (The foundation is a financial supporter of Chalkbeat).

District spokeswoman Nancy Mitchell told Chalkbeat that most of the 630 passes went to students at Northfield High, a comprehensive high school that opened in northeast Denver in 2015.

The district had been providing yellow bus service to Northfield because the Regional Transportation District didn’t serve the area. But it does now, Mitchell said, so Northfield students who meet the district’s criteria for bus passes got them this year.

To qualify for transportation, high school students must attend their assigned schools and live more than three and a half miles away. District policy allows other students to receive transportation, too. That includes those learning English as a second language, for example, or those attending certain types of schools, including magnet and Montessori schools.

Students at Denver School of Innovation and Sustainable Design, which also opened in 2015, received a portion of the 630 passes because the district “determined DSISD most resembles a pathway school for purposes of transportation, as they do not have an enrollment boundary,” according to a statement from DPS spokeswoman Jessie Smiley.

“Pathway” schools are alternative schools that serve students who’ve struggled elsewhere. DSISD is not a pathway school. It was rated “blue” this year, the highest rating on the district’s five-color scale.

Committee launched idea Whereas most ideas for how to spend the $56.6 million in tax revenue came from DPS staff, the idea to expand transportation originated with the committee members.

The final recommendation, which was adopted by the school board, said DPS would “work with community stakeholders to secure matching funds, and design and implement a test effort to positively impact students,” which has not yet happened.

If the test effort wasn’t working, the recommendation said, the district could use those funds “for other efforts to increase access to educational opportunities.”

In a recent statement, superintendent Tom Boasberg said the district was using the funds “as promised,” a contention advocates disputed, to pay for transportation for high school students and students with special needs. DPS saw an increase this year of 78 students whose needs exceed the district’s capacity to serve them and who are being bused elsewhere by third-party companies, according to a district spokeswoman and information provided to the school board.

But Boasberg said Oct. 16 that as of this month, the $127,000 that was earmarked for special education transportation would be spent on high school students instead. District officials estimated that sum would buy an additional 370 bus passes. Boasberg said they “look forward to a discussion with the community” about how to distribute them.

“Just like everyone else, we come back to our booths really excited,” Hill said. “The goal is to tell someone, ‘You have to try this beer I just had.’” qualify for yellow bus service because they attend a school in an “enrollment zone,” which is essentially an enlarged boundary that contains several schools.

Boasberg said that while the district would like to provide transportation to even more students, it must balance spending money on buses with spending money in classrooms. DPS already spends $26 million of its nearly $1 billion budget on transportation, according to information provided to the school board. Even if it wanted to hire more drivers, district officials said they’re having a hard time finding them in a thriving economy; DPS is down 40 drivers this year.

To come up with a solution, Boasberg said the district must collaborate with the city and the Regional Transportation District, which has commissioned its own task force to come up with new pricing recommendations. DPS officials have been participating in that group.

“Ultimately, RTD has assets and abilities as a transportation entity to specialize in what they specialize in,” Boasberg said at an Oct. 16 school board work session. “Our specialty is in educating students. The more we can be collaborative with RTD … the better.”

Advocates lean on district But advocates said participating in other agencies’ processes isn’t enough.

DPS should be leading its own investigation into how to expand transportation options by gathering parents, students and community members to come up with ideas, they said.

“There have been lots of conversations but DPS hasn’t led any of them,” Samelson said.

Unlike other programs and initiatives funded by the tax increase and suggested by district staff, the transportation expansion proposal hasn’t gotten the attention it deserves, he said.

“We’re trying to help the district increase access to schools for students but we feel pushback, we feel stonewalled, we feel like we have to argue our way into this premise that increased transportation is good for kids,” Mortimer said. “We just don’t understand it.”

The Secretary may grant an extension of time within which to deliver the remainder of the payment. All extension will be for 15-day increments for a fee of $500.00, paid in advance. The extension fee shall be in the form of certified or cashier’s check made payable to the Secretary of HUD. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due.

If the high bidder is unable to close the sale within the required period, or within any extensions of time granted by the Secretary, the high bidder may be required to forfeit the cash deposit, or at the election of the foreclosure commissioner after consultation with the HUD representative, will be liable to HUD for any costs incurred as a result of such failure. The Commissioner may, at the direction of the HUD representative, offer the property to the second highest bidder for an amount equal to the highest price offered by that bidder.

There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act. Therefore, the Foreclosure Commissioner will issue a Deed to the purchaser(s) upon receipt of the entire purchase price in accordance with the terms of the sale as provided herein, HUD does not guarantee that the property will be vacant.

There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act.

The amount that must be paid if the mortgage is to be reinstated prior to the scheduled sale is $365,589.20 as of October 20, 2017, plus all other amounts that would be due under the mortgage agreement if payments under the deed of trust had not been accelerated, advertising costs and postage expenses incurred in giving notice, mileage by the most reasonable road distance for posting notices and for the Foreclosure Commissioner’s attendance at the sale, reasonable and customary costs incurred for title and lien record searches, the necessary out of pocket costs incurred by the Foreclosure Commissioner, and all other costs incurred in connection with the foreclosure prior to reinstatement.
