“It has been really incredible. Participants love it. They learn a new skill, receive emotional support and healing and they meet other veterans,” said Erin Bird, Denver Botanic Gardens’ communications manager.

Denver Botanic Gardens offers two farming programs to veterans.

One of them is a six-week program that is more of an introduction to farming. The other program lasts 10 weeks, and it helps provide a pathway to a farming career for military veterans. Participants learn farming and business planning skills, and they develop a farm business plan as a group.

“We’ve had graduates of the program go on to start their own farms.

We do have some great success stories,” Bird said.

Veterans have continued on the agriculture business route upon completing the program. Others have gone on to work at nurseries and other entities.

These farm stands are a part of

an effort to bring fruits and vegetables to neighborhoods that don’t have easy access to such things.

“Making fresh food accessible to underserved communities is central not only to the Gardens’ overall mission but is a building block for our Urban Foods Initiative Program,” said Botanic Gardens’ CEO Brian Vogt in a statement.

If people use their SNAP food assistance program benefits card, then they can receive additional discounts. Among those discounts is the Double Up Food Bucks program, which allows people to purchase twice as much food.

“Local nutritious food is crucial to improving health, safety and happiness for all Denver children and families,” said Denver Human Services’ Executive Director Don Mares in a statement.

DispatchHealth is rolling ER that visits patients’ homes Denver-based company aims to increase connectedness, save money

An acute case of bronchitis is no fun for anyone, but when Grace Lamb, a 91-year-old resident at Lakewood’s Eaton Senior Communities, came down with a case of it, it was debilitating.

“I was too sick to even go to the doctor,” Lamb remembered. “I just had to stay in bed.”

For a long time, the only option in situations like this would be to call an ambulance and go to the emergency room, both of which are among the highest healthcare costs a person can incur, often costing thousands of dollars.

But DispatchHealth, a Denver-based company, is changing that by bringing the ER to patients’ homes.

“So many people didn’t have any options when an emergency happened, and so they would go to the ER, which can be very expensive,” said Kevin Riddleberger, co-founder and chief strategy officer with DispatchHealth.

“What we do is not your typical house call. Seventy percent of what they have in the ER, we bring with us when we’re called.”

Denver-based DispatchHealth brings high-quality acute medical care to homes all over the metro area.

CARL BOWER Operating from 8 a.m. to 10 p.m. year-round, DispatchHealth has six fully stocked cars that can be booked by phone, online or by the company’s app, to come to a person’s home or workplace when acute medical care is needed, instead of going to an ER or hospital.

There is a nurse practitioner or physician assistant and emergency medical technician in the car, as well as an emergency department physician on call in case support is needed.

Employees can provide IV fluids and

medications, blood tests and rapid infectious disease tests.

It usually takes about 45 minutes to an hour for a car to arrive once it is called.

“When we started, we asked how we could take an ER from a hospital to a person’s home,” said Caren Misky, a nurse practitioner and DispatchHealth’s national director of advanced practice providers. “We provide the same kind of medical care in a different way. When you’re in a person’s home, it’s much more personal and

you get a glimpse at their lifestyle, which might change what treatments you provide.”

Once a patient receives treatment, DispatchHealth follows up with primary care physicians and can recommend one to people who don’t have one.

According to Riddleberger, the most common conditions treated since the company started in August 2015 are urinary tract infections, nausea, vomiting, diarrhea, dehydration, falls with extremity pain and upper respiratory infections.

Since its inception, DispatchHealth has dealt with 6,469 cases.

“DispatchHealth is the next iteration of emergency care,” wrote Dr. Phil Mitchell, the company’s vice president of medical affairs, in an email interview. “We are very data driven. We track as much as we can in regards to patient care, escalation of SEE DISPATCH, P7

BuCu West continues to bring growth to Westwood community Morrison Road nonprofit plays role in solidifying corridor as creative district

A Mexican immigrant cabinetmaker striking out and opening his own business. A dilapidated, crime-ridden abandoned building transforming into a park. A whole commercial corridor turning into a cultural destination for Denverites miles around.

These are just some of the makeovers Bucu West Development Association, a nonprofit on Morrison Road in Westwood, has helped realize.

“I really feel like Westwood feels like a small town,” said José Esparza, executive director of BuCu West. But with his organization’s help, the area is building itself up to be known as more than just a neighborhood in southwest Denver.

Esparza looks forward to the day when Westwood isn’t talked about as a low-income community — he’d rather highlight its grit and tight-knit nature.

“My hope is that when I leave BuCu West, Westwood would be an economy that supports local youth and local businesses,” said Esparza, a 30-yearold, small-town Michigan native who went to graduate school at the University of Colorado Denver. “And somewhere people can learn from across the country.”

BuCu West — the BuCu stands for business and culture — is dedicated to helping the Morrison Road corridor become a “destination,” its website says. Esparza and its staff work to support the area’s businesses and create a vision for how it continues to develop.

For instance, the plants in the median on Morrison Road? That’s BuCu West. The street art on buildings and sidewalks? BuCu West had a hand in that. And there’s more development on the horizon.

“A big part of (development) is making sure the community is involved in supporting local businesses and that local businesses are involved in supporting the community,” said Esparza, who’s led the nonprofit for more than four years.

Working with the people Started in 1987 as the Morrison Road Business Association, the organization donned the name BuCu West in 2010.

Since the name change, it’s been a community development corporation.

That means it can ask for larger, sometimes federal, grants and be involved in commercial real estate and business operations. BuCu West works to connect businesses, and those looking to start businesses, with resources that can get them off the ground, Esparza said.

Before the change, the organization depended mostly on business owners’ contributions and volunteer efforts, but the community needed more resources than that.

As a community development corporation, it involves residents that bring a wide variety of skills to the table, Esparza said. Rather than only assisting businesses, BuCu West can search for resources to help the area in other ways.

“For example, we started a façade improvement program in 2012, and that was started with the (Denver) Office of Economic Development,” Esparza said. “We involved community members on what they wanted to see and worked with architecture students at the University of Colorado Denver.

That’s just an example of how the broad resources around Denver can

support local businesses ... rather than just seeking funds on Morrison Road.”

Expanding opportunities BuCu West administers the local maintenance district for the Morrison Road corridor, which performs functions like trash services and planting trees and plants with money from businesses in the area. The district, recognized under City of Denver laws, was created in 2004, Esparza said.

Other government designations have given opportunities to the corridor, too.

In July 2016, Denver City Council approved a formal designation to make Morrison Road a cultural and business district as part of the Westwood neighborhood plan. The plan hopes to

bring more street art, retail stores that reflect Mexican-American culture and street spaces for art and music.

On June 13, the state of Colorado also recognized the area as a creative district, placing it among the 21 districts around the state in total. With that comes a $10,000 grant from Colorado Creative Industries — the state’s economic support agency for the arts — that BuCu West will match with another $10,000 in the next few years.

In all, the new designations should bring expanded sidewalks, new streetscape construction designs and marketing support along with retail and art additions.

Why did you decide to run?

I’m a concerned mother that cares.

I’m well aware of what’s happening and the issues that are occurring right now in DPS. As a kid, I was undocumented, born in Mexico. And now I’m a proud U.S. citizen... We moved around a lot — we lived in poverty. I attended four elementary schools, two middle schools and two high schools, all in DPS. So

What are the most important issues facing DPS? Overall, we’re seeing stagnant academic performance. We’re not seeing the graduation rates that we should have. There’s just been too much of a focus on testing our children and overtesting.

Our 9-year-old had to go through two weeks of testing, and that’s outrageous. It takes an entire household to prepare a child for that when that comes around. Making sure your child gets fed a good dinner, gets rest, gets up early enough to have breakfast … to be able to start his day of testing, because it’s an all-day thing for many days in a row. Who’s to say that other houses, single-parent or with kids being raised by their grandma, that those children are getting the dinner and rest that they should have to be able to have a good outcome from that test?

People are asking, where’s the money? We’re not seeing it in our neighborhoods in District 2. The traditional neighborhood schools in southwest Denver have been overlooked in the last three bonds in 2008, 2012 and 2016.

Most of the big money has gone to charters like Denver School of Science and Technology College View and STRIVE Prep Ruby Hill.

Xochitl Gaytan said she’s not afraid to get into the boardroom and “fight for those issues” she thinks should be at the forefront of conversation in Denver Public Schools.

A mother of two children — one who attended DPS and a 9-year-old who still does — she’s a real estate agent who works and lives in southwest Denver’s Harvey Park neighborhood.

Gaytan said she wants to support undocumented students and rectify what she says are inequities in how money is allocated. She said District 2, which encompasses southwest Denver, doesn’t get its fair share.

Gaytan is “a product of DPS” herself, she said, a graduate of Abraham Lincoln High School.

The District 2 seat is currently held

by Rosemary Rodriguez, who passed on her option to run for a second term.

MY Denver Card fills summer recreation gaps for kids Program offers free rec center programs, admission to pools, other amenities

The Denver metro area features hundreds of organizations — religious and secular — offering summer camps for kids, but parents know: It’s expensive and it’s a scramble.

Good programs fill up early in the spring, tuition balances get carried on credit cards, kids get schlepped across town. Parents who make less money might lean harder on family and neighbors. And as kids enter middle school, there are fewer options.

For my family and for many others, summer isn’t the open-ended free time I remember from my own childhood.

It’s not just that I work full-time — that was true of my mother as well. It’s also that our norms around what it’s OK for kids to do on their own and at what age have shifted. I imagine applying my home-alone summers to my own children, and pretty soon my mind conjures a social worker asking a lot of questions.

And it’s not just fear of state intervention that sends us hunting for something, anything for our kids to do in the summer. We want more for them.

“There is the logistical part of summer break and what you do when your kids don’t have school,” said Bridget Kaminetsky, lead organizer for 9 to 5 Colorado, an organization that advocates for working women and their families. “Many parents are piecemealing it. A lot of kids end up staying in unsafe situations because they can’t afford child care, or they stay in situations that may not be unsafe but they are not enriching.

“A lot of parents aren’t necessarily thinking, ‘Oh, I’ll get caught.’ They’re thinking, ‘Oh, my kid isn’t getting the experience that he or she deserves.’

They’re bored. They stay with a grandparent all day, and you get home and they’re wound up and they’re wild. This is across economic lines.

People want their kids to be engaged and learning and eating good food and getting physical activity.”

“Back in 2013 and 2014, we were really involved in identifying properties that were key for this community to develop,” Esparza said.

Rec centers have provided a place for kids to just hang out for a long time before MY Denver Card — that’s not new — but three years ago, the city started hiring staff members whose specific job it was to design and implement programming for children.

And last year, MY Denver Card started including programming aimed specifically at teens, like airbrushing and cooking classes. Even younger teenagers will start to avoid activities they perceive as being for “little kids,” so rec center staff wanted to make sure they were still drawing in this demographic.

“Sometimes people wonder, ‘Can this really be quality if it’s free?’” said Nick Chesak, MY Denver Card program administrator for recreation.

“We are lucky to have really great instructors. People come to us because either they can’t afford other options or they really like what we do.”

You might know the MY Denver Card best as your kid’s ticket for free admission to city pools.

Or maybe you’ve used it as a library card or to get free admission to a Denver museum.

If you don’t know MY Denver Card, allow me to introduce you. If your child attends Denver Public Schools, there’s a good chance they’re

already registered, but the cards won’t go out in the mail. You have to visit a rec center — and get a picture snapped — to get the actual card. If you live in Denver but your child isn’t enrolled in DPS, you can apply online or visit a rec center.

MY Denver Card is funded through Measure 2A. In 2012, Denver voters gave the city permission to keep all the tax money it was already collecting instead of issuing refunds under Colorado’s Taxpayer’s Bill of Rights. Mayor Michael Hancock cited the program as one of his proudest achievements when he ran for re-election in 2015.

Through the MY Denver Card program, the city offers four hours a day of programming for kids from kindergarten through high school in 20 rec centers around the city. Kids can stop in any time, but structured programming generally runs from 10 a.m. to 2 p.m. or noon to 4 p.m., depending on when the center sees the most need.

center, and you can see the programming they offer: robot-building, dodgeball, friendship bracelets, drumming, playing cards, hiking, basketball, Legos, karate and so on. It depends on the interests of the kids at that rec center and the talents and interests of the staff members running the program.

“The goal throughout is really to have a safe place for kids,” Chesak said.

There are also special programs, like field trips to Rockies games and, in July, MY Denver Bikes. Weeklong workshops in five Denver rec centers allowed kids to learn bike safety in an urban environment, how to plan a safe bike route and basic bike maintenance. Participants got a free bike, courtesy of DaVita.

Denver looks at neighborhood demographics and tries to target programming where it’s needed most, but these programs aren’t means-tested, and there’s no application process.

Everything is drop-in, which provides some convenience for parents, but keep in mind: This isn’t licensed child care. Rec center staff can’t stop kids from coming and going.

“The onus is on the parent to know their kid,” Chesak said.

once called the O K Thriftway store. In the neighborhood, the neglected building was known as the “Old Thriftway” and once housed a laundromat and dry cleaner.

It was “derelict and abandoned and a target for violence, drug use, squatting — all kinds of stuff,” Esparza said.

Some residents described it as one of their main concerns.

The building went through various levels of foreclosure and was difficult for anyone to purchase, Esparza said, so BuCu West worked with Denver City Councilman Paul López to raise awareness about the problem. Urban Land Conservancy bought the land

and demolished the building in 2014.

And in June 2017, it opened as the new Thriftway Pocket Park, featuring a futsal court and community gardens.

But sometimes, BuCu West makes an impact just by giving a hand to a small, unassuming future business.

“I was a cabinetmaker for 10 years,” said Hector Medina, a 44-year-old Westwood resident who came to the United States from Mexico in 1989. “I got tired. I decided to open a store.”

Medina had BuCu West’s help with getting a business license and applying for a loan. After being denied for

the loan, Medina saved money and opened his convenience store, Abarrotes Medina’s, about a year later in 2015, just a block south of BuCu West on Morrison Road. Esparza said his organization worked with Medina for a year and a half, looking at resources and giving his family financial advice.

“I just didn’t want to work for nobody — except my wife,” Medina said, laughing.

Esparza, 30, hopes to keep helping people develop and “build deep roots.”

“It’s something that only happens naturally,” he said. “You can’t just buy a plot of land and build a Westwood.”

With rising rent in Denver and concerns of gentrification, is DPS seeing enrollments fluctuate? Are student demographics changing?

There is fluctuation in enrollment, and that totally affects student demographics. Parents are taking their kids out of DPS in general. We’re finding that DPS is

undermining rather than investing in our traditional neighborhood schools.

The fluctuation happens because families look at neighborhood schools and see a lack of resources, and they take their kids to JeffCo Schools.

We’re seeing some racial and economic segregation when that happens. And when that happens, we’re going to see the achievement gap. I’m courageous enough to have those conversations and

encourage those conversations on the board.

Some DPS schools will have air conditioning installed this summer. Are there other renovations necessary for District 2 schools?

Some of the hottest schools in the entire district are in southwest Denver. Many old schools, some range from 40 to 60 years old; I think the average age is 43.

But I can tell you our southwest Denver schools are being neglect-

ed. I’m that candidate that’s going to hold (DPS) accountable to their tax dollars.

What else do you want people to know about you?

I am the candidate for change. I believe that education can lead us all into prosperity, and that equitable education is key. Equitable education creates civic-minded leaders. I also believe if we strengthen our neighborhood schools, we can strengthen our community.

care to a higher level, and documentation transfer to the patients’ care team.”

DispatchHealth takes all major insurances in Colorado, as well as Medicaid, Medicare and TRICARE, and for those without insurance, the average rate is around $200 for a visit, which is analogous to a visit to urgent care. The actual cost will vary based on a person’s insurance and coverage plan, Mitchell added, but it will almost always be cheaper than an ER visit.

The company estimates it saved $8.5 million in 911 and ER diverts, as well as other services, since it was created.

Both hospitals and other businesses are taking note of DispatchHealth, and taking use of its services. St. Anthony Hospital and Centura Health recently partnered with the company for their patients.

“DispatchHealth isn’t meant to replace primary care but, rather, serve as an expansion to coordinated care,” wrote Wendy Forbes, St. Anthony’s director of communications, in an email interview. “We viewed this partnership as a way to create easier access and convenience to people in our service community in an innovative way. It furthers our ‘care everywhere’ strategy where we want to be a partner for life with our patients.”

The City of Lakewood included DispatchHealth visits in its coverage about nine months ago, said Nancy Rhode, the city’s benefits and compensation manager, and has saved about $15,000 in claims in the first quarter of 2017.

“It’s a no-brainer for us because it really doesn’t cost us any more and comes right to people’s homes,” Rhode added. “So many times you

can’t get into the doctor or it’s the weekend and the only places open are hospitals, but with this service, you can get the care you need right at your home.”

DispatchHealth has become very popular with senior care facilities and special care locations all over the metro area, especially since the average DispatchHealth user is about 66 years old.

“We’re available to everyone, but we do see many older people making use of our services,” Riddleberger said. “You just let us know your symptoms, and we’ll let you know we’re coming, if it’s a situation we can treat.”

Eaton Senior Communities started working with DispatchHealth in the fall of 2016, and Sarah Schoeder, the wellness director at the community, said it’s visited Eaton about 164 times, saving about $200,000 in Medicare claims. In 2016, West Metro Fire Rescue responded to 249 calls to Eaton for lift assist, non-medical and medical emergencies, and smoke alarms, she added. The hope is DispatchHealth will reduce the number of calls to West Metro.

“Eaton residents have called for every illness outlined in DispatchHealth’s brochure and it’s not unusual to see them in our community four times a day,” she said. “Residents are seen in the privacy of their homes.

This is critical as our residents tend to be low-income and transportation is the biggest challenge to accessing medical care in a timely manner.

Many here cannot afford costly ambulance rides when the services of urgent care is more appropriate.”

Not only did DispatchHealth come and take care of Lamb when she was fighting off bronchitis, but they also came back a few months later when she had a bout of the flu.

“They were so well equipped, and able to deal with anything I needed,” she said. “I’d recommend them to anyone with a heartbeat.”

Art group considers opening Denver venue Popular, immersive exhibit from Santa Fe caters to families

“OED has been proud to work with Meow Wolf and to support their possible expansion into Denver,” said Derek Woodbury, spokesman for the Denver Office of Economic Development.

After initially not being considered at all, Denver’s moved to the “top of the list” of possible cities where Meow Wolf is looking to expand, the head of the New Mexico-based art organization told Denverite on July 20.

Meow Wolf has narrowed its search to three properties in the Mile High City, but even so, the creator of the wildly popular immersive exhibit “House of Eternal Return” is unsure if it will ultimately call Colorado home, said Vince Kadlubek, CEO and co-founder of Meow Wolf.

“We really hope to make a decision and secure a site within the next couple months, but it’s all business,” Kadlubek said. “These are big real estate deals. When you have a big real estate deal you have a lot of moving parts.”

Kadlubek and other artists and creative types in and around Santa Fe started working together in 2008.

In 2014, they started a business that would eventually lead them to transform a bowling alley in the area to a 20,000-square-foot art complex in March 2016.

About 400,000 people visited the complex during its first year and so far, Kadlubek said, another 200,000 have flocked to the site in 2017. Those numbers easily make Meow Wolf one of the top attractions in New Mexico, even ahead of well-established institutions like the Georgia O’Keeffe

Sports Castle site ruled out Kadlubek was tight-lipped about the spots in Denver he’s considering.

One place he’s not thinking about — at least not anymore — is the vacant Sports Castle building along Broadway.

“We looked at Sports Castle. The team nearly fainted when we saw it …

At first glance it was like, ‘This is the best building we’ve ever seen,’ ” he said. “Some of the biggest variables for us have to do with parking, accessibility and size. Sports Castle was

great, but a little smaller than what we’re looking for and its accessibility was not as clear as maybe we wanted.”

Meow Wolf wants to draw 1.5 million annual visitors to wherever it puts its new site, and the company predicts many people will need a place to park.

“We would love to be in a downtown zone, but if there’s not obvious, immediate parking, it makes it really tough especially because our main demographic is going to be families — families coming from suburbs and driving from Littleton or Globeville or whatever,” Kadlubek said.

Well-known Denver developer Dana Crawford, local artists and the city of Denver are all trying to find Meow Wolf a home in Denver. So far the city has not offered any cash to lure the company.

Several cities being considered Santa Fe has offered financial incentives to help Meow Wolf start and grow. Kadlubek said while the company will likely apply for incentives that are available in the markets where it’s looking, Meow Wolf is not “trying to strong-arm or see something on the table in order to make a decision.”

“Part of the strategy right now is we don’t want to say we’re definitely going to any city. We have opportunities in many cities. The cities we have the best opportunities right now are Denver, Austin, Houston and Las Vegas, Nevada,” he said. “Any one of those cities could be the next city we go to.

We still don’t know which city is going to be home to the next Meow Wolf.”

Meow Wolf currently has about 150 employees and is looking to grow, but partly due to its limitations it could be anywhere from 2019 to 2021 before the new location actually opens. Once a site is selected, Kadlubek said, Meow Wolf will go out and raise more money for the expansion.

That optimistic little red-headed girl, Annie, part of our cultural fabric since Harold Gray’s popular comic strip started in the 1920s, will once more overcome the difficulties of life as an orphan in the Depression era this summer — in Phamaly Theatre Company’s production of the musical, “Annie.”

The popular, family-friendly piece,

Gough, 48, who is new this year, said she overheard the previous artistic director’s wife talking about Phamaly at a restaurant and received an enthusiastic “yes” when she “timidly asked” if she might join. She says she has not acted onstage since grade-school days, although she attended CU Denver as a vocal performance major. She has modeled and been a vocalist, but suffered from a brain injury and the trauma of childhood sexual abuse. “I am emotionally retarded,” she said. An 80-pound German shepherd named Angel is her service dog, an alpha-dog who keeps Gough connected as she finds a family in Phamaly, volunteering as well as performing. “I just sometimes don’t have a filter … Whatever life throws at you, there are always people who see you for who you are,” she concluded in a June phone call.

Councilmembers decry lack of money for housing in bond package Proposal focuses on seven areas, including transportation, safety, recreation

The $937 million bond package that Mayor Michael Hancock presented to Denver City Council in July represents the maximum that the city can safely and responsibly borrow without raising taxes, Chief Financial Officer Brendan Hanlon told the Denver City Council on July 24.

“I would recommend we do not push it any further,” Hanlon said.

That means Denver City Council will have a hard time adding any additional projects and likely will have to find cuts somewhere in the package if they want more money for, say, sidewalks or libraries.

In their first discussion of the bond package last week, councilmembers said the limitations of the bond, and the resulting projects left behind, speak to the need for new ongoing revenue sources for parks and roads.

Put housing on that list, too.

“Help me understand why there is no housing money in here given the crisis we are facing,” Councilwoman at-large Debbie Ortega said, adding that she is “really disappointed” that money for supportive housing for homeless people was cut from an earlier iteration of the project list.

“I’m really disappointed because we really are in a crisis,” she said. “And the ironic part is that we’ve never seen more housing be constructed. It’s just not for the people who are struggling with affordability.”

Even though the city is collecting new money from property taxes and a linkage fee for a dedicated affordable housing fund, tax-credit financing for affordable housing is falling short, and cities are bracing for cuts to Housing and Urban Development grant programs. The affordable housing fund could end up just replacing old money rather than adding to and leveraging that money as was intended. And the cost of construction keeps going up.

Evan Dreyer, Hancock’s deputy chief of staff, said the mayor’s office is aware of the need for more money for housing and is looking at other potential revenue streams — just not this particular bond program.

“It’s really important to me that we be crystal clear that we’re making a choice, and it might not be the right choice,” Councilwoman at-large Robin Kniech said of the decision to exclude housing from the bond.

The final project list might still be in flux — but just a little.

Meeting as a committee of the whole, the Denver City Council voted July 24 to move forward seven separate project packages for further discussion and votes in August. However, several coun-

cilmembers abstained from particular packages in an indication they aren’t happy with the way the money was allocated and may introduce amendments before the package is finalized.

Councilman Chris Herndon said he wants to find $12 million so that the Denver Central Library can build a teen center, along with the new children’s section and safety enhancements that will be covered by the $38 million recommended by the mayor’s office. Councilman Rafael Espinoza said he may bring forward as many as four amendments, and in an interview last week, he indicated one of those would restore the $12 million to the library by taking money from the Denver Art Museum.

Councilman Paul Kashmann, who wants to see more money for sidewalks, abstained from votes on the transportation package and the cultural facilities package; Espinoza joined Kashmann on the cultural facilities package and also abstained on the public facilities package. Councilman Kevin Flynn abstained from the public safety package. Flynn lamented the exclusion of a new District 4 police station from the project list, and he’s also concerned about the total size of the bond program.

“I am somewhat disappointed that we maxed out our credit card,” Flynn said.

The bond package will be organized into seven categories.

Each of these will be on the ballot as a separate item.

• Transportation and mobility: $430 million • Cultural facilities, such as the Denver Art Museum, Denver Botanic Gardens and Denver Zoo: $116.9 million • Denver Health: $75 million • Public safety: $77 million • Library system: $69.3 million • Parks and rec: $151.6 million • Public facilities system: $16.5 million The totals assume a $50 million contingency that is divided among the categories, which is why it’s higher than the numbers that have appeared elsewhere. The city is not asking for an increase in the tax rate, but property owners will be paying more for debt service than in the past because their property generally is worth more.

The city’s financial analysis assumes interest rates between 4.4 percent and 5.8 percent. The city has a AAA bond rating.

The next steps Denver City Council holds a first reading and public hearing on the bond package at its Aug. 7 meeting.

The meeting starts at 5:30 p.m. This is the public’s last big chance to influence the final project list.

This vote will determine the package that goes to voters in November.

VOICES Coupons that offer discounts are more than a little bit off

Take this column to any fast-food restaurant in the metro Denver area, and it will be good for one free askance.

If it weren’t for coupons and inserts, my Sunday newspaper would look like a Sunday newspaper.

Do you want my coupons? I don’t care for the thought behind them. I don’t like to be lured into buying something by a coupon or a sale. Just tell me how much it is.

First of all, is it “koo” or “cue”? I vote for “koo.”

Who originated coupons and when?

Was it Coca-Cola in 1888? Procter & Gamble in 1900? Or Heidi Fleiss in 1987. Answer to follow.

“Ten for $10s,” it says instead of $1 each.

“Buy five and get one free.”

“This is a limited-time-only sale. It will be followed by another limited-time-only sale.

And then another one.”

Automobiles are never, ever sold at face value. The “Manufacturer’s Suggested Retail Price” is the punch line of every automobile advertisement.

Some things are never negotiated. Have you ever negotiated at Denny’s?

Have you ever negotiated at Nordstrom?

Are you sick of the unhealthy healthcare debate?

s we’ve seen over the past few months, (if paying attention to any headlines), the leadership GUEST in the U.S. Congress COLUMN has been struggling to pass a variety of versions of bills to repeal and replace the Affordable Care Act Linda Newell in order to please the base voters in their home districts. Even adding in the vice president as a tie-breaker with some of those votes, still no bill has passed both chambers.

Why? And what can we do as seemingly insignificant individual citizens to help?

Why haven’t any of these attempts worked? The party in leadership has the presidency and leadership in both chambers. Why can’t they get anything through? Well, as Einstein said, the definition of insanity is doing the same thing over and over again and expecting different results.

So let’s look at how unhealthy the process has been.

to no protocol followed that we know works at the state level. Unlike Washington, in the state Legislature, we can often (not always) get things done because we do what we know works — we use civility, the chamber procedural rules and bipartisanship.

But what we’ve seen in D.C. recently is none of those.

There have been countless jabs, pokes and sneers right under the Capitol dome, modeling to the whole country how uncivil many of our congressional members have become. Breaking with decades of history, there have been political games abusing procedural rules to sidestep the usual voting procedures and avoid transparent public committee policy hearings.

And, sadly, there has been no attempt to reach across the aisle and work with the other party to come up with win-win viable solutions to our healthcare coverage challenges.

Maybe naively, I used to believe that all of the people in Congress were fully acting in the true spirit of public service of the common good.

Now I’m not so sure. But I can’t believe they actually want to see people suffer or die, right? So what can we do as lowly citizens?

We can (and should) demand that just as a doctor starts with her patient, they need to get to the root causes of the symptoms with a diagnosis and then come up with a treatment plan.

It’s time congressional leaders drop their egos and apparent need to do “something” and just do the “right thing” for the health of all Americans, not just a few.

If our communal goal is to have a healthy society and fiscal responsibility, then we need to operate with healthy processes, and that includes all voices at the table for transparent brainstorming and listening to each other respectfully. Only then will we be able to truly heal the sick and begin to restore our dignity as a nation.

Some things are always negotiated.

Art, for example. I am here to tell you that you can negotiate the price of a painting in a commercial gallery. It’s expected. Prices are above retail, to allow some negotiation room.

The collector makes an offer, and if it’s accepted, leaves feeling like he accomplished something. Chances are, the collector paid retail or over.

It’s an aspect of the art world that I won’t miss when I retire from it in about 18 months.

As Ginger Rogers said, “You’ve got to know when to fold ‘em.”

Does it matter what other people hold as opinions?

There is certainly no shortage of opinions out there today. As a matter of fact, some would argue that I give my own opinion about someWINNING thing every WORDS week through this column.

The way I see it, I am simply sharing my observations each week. But then again, that’s just my Michael Norton opinion.

One of my mentors in life once told me that the opinions of others should be respected, regardless if we agree or disagree.

However, if we are going to base our future decisions or actions on the opinions of others, we should really trust and respect the source of where that opinion is coming from, take the time to understand the basis for such an opinion, and then make sure we are fully aware of the potential outcomes, positive or negative, of the action or decision we are about to make based on that opinion or point of influence. It was great advice.

Now I do love hearing the different thoughts that people have when it comes to any number of topics. And again, I don’t necessarily have to agree with those opinions, but the entertainment value alone is sometimes worth the discussion. And then again, sometimes it’s not.

The problem is the amount of opinions available to us at any given moment. The access to those opinions, and the velocity with which the opinions come at us and the frequency with which they change, can sometimes make it impossible to form our own opinion and stick to our belief system.

So much so that we take the risk of compromising our beliefs and our own character because we bought into what someone else has said or based on someone else’s thoughts or personal agenda. And when that happens, we may even react too quickly and do or say something out of character.

Catching waves at River Run Trailhead

Even on a Monday, residents from all over the Denver metro area caught some man-made waves on the South Platte River at River Run Trailhead.

More than a dozen people brought kayaks, boards and some dogs to enjoy the water the afternoon July 17. Some skilled water-sporters rode the wave — others jumped in and floated downstream.

The recreational area near South Santa Fe Drive and West Oxford Avenue opened nearly a year ago, Aug. 25. It features wave-shaper technology that controls the flow and

shape of the current at two places.

The area is a product of the South Platte River Working Group, which included individuals representing Englewood, Sheridan, Littleton, Arapahoe County, South Suburban Parks and Recreation District, the Colorado Water Conservation Board, Urban Drainage and Flood Control District and the Army Corps of Engineers.

The River Run Recreational Project took about three years to complete and, along with the wave technology, includes a playground, restrooms and paved trails along the river.

with or the author who presented their views? We could say that all we really have to do is look for the facts, but sometimes the facts seem to be harder to find these days than unicorns and leprechauns.

OK, so here it is, you knew it was coming, didn’t you? This is my opinion. Opinions make a terrific starting point for a conversation; however, they make for a horrible starting point to draw a line in the sand that could seriously damage or even destroy a relationship. I mean sometimes we react or defend an opinion of someone we don’t even know. Or we overreact to an opinion that we “think” someone else has of us or maybe we heard something that

was said about us. And as my good friend Frank always says, “Other people’s opinions are none of your business.”

This was just my opinion, and I am sure that the irony of that isn’t lost on you. And how about you? Have you figured out a way to escape the overwhelming noise of opinions and focus on what you know and believe to be true? get good reviews. Then I compare prices.

But I never clip coupons.

The argument against this is the family trying to make it on low income. I appreciate that.

I just get an uncomfortable feeling when a vendor tries to woo me with discounts.

Sales? I am mindful of bargains online, but I will give you a new Schwinn if you ever see me waiting for the doors to open.

If I want to save money, I don’t spend money None of this means I am good with money. Artists aren’t good with money.

We spend money to make money, and we don’t make money.

The high point for coupons was 1992, although how would anyone know for sure? According to Time magazine,

“7.9 billion discounts were granted via coupons.”

When it’s time to check out, do you check out the shoppers ahead of you, to see if any of them are packing coupons?

I do.

If a homemaker has a sheaf of them, I get into a different line.

Black Friday sales? Cyber Monday sales? Memorial Day, July 4, Labor Day sales? As the Beatles said, “You won’t see me.”

JC Penney had the right idea, remember? They abandoned sales and coupons and switched to everyday low prices in 2012. No one bought it. It took away the consumer’s “small feeling of achievement,” a shopper complained. JC Penney is still trying to recover.

Coca-Cola introduced coupons in 1888.

Metro-area residents urged to be bear aware

In the middle of the night, Cheryl Matthews, a Larkspur resident, woke up to the sound of her dogs “barking like crazy.” While expecting to see a raccoon, she looked outside and saw a black bear tearing down her bird feeders and proceeding to do $350 worth of damage to her property.

“We saw the bear meandering through our yard,” Matthews said.

“We have a fenced yard with mesh wire around it. It is unusual for us to see bears.”

Matthews is not alone in her recent encounter with bears.

On July 9 in Boulder County, a camper was awoken by a bear biting his head, and the animal proceeded to drag him several feet before being scared off — the camper sustained only minor injuries, but the 280-pound bear was later caught and euthanized.

Three days earlier, in south Jefferson County, a bear climbed up a tree near South Wadsworth Boulevard and West Bowles Avenue, an area heavily populated with people, and was relocated.

A Colorado Parks and Wildlife news release said recent dry weather is leading to a decline in bears’ natural food sources, causing them to seek food from other places. Bears are looking to human trash and birdfeeders as a way to fatten up for their winter hibernation.

While officials do not count bears like they do deer and elk, Jennifer Churchill, public information officer for the northeast region of Colorado Parks and Wildlife, said there is a “robust” population of the animals on the Front Range.

Though they typically stick to the foothills, black bears — the only type of wild bear in the state — can be found anywhere west of I-25, Churchill said.

Adult black bears generally weigh between 100 and 450 pounds, with males typically under 300 pounds and females under 200 pounds, according to Colorado Parks and Wildlife’s online species profile. And they are not always black — they can also be brown or tan in color.

Keeping bears away Bears consume up to 20,000 calories a day, said Andy Hough, environmental resource specialist for Douglas County, who formerly worked for Colorado Parks and Wildlife.

In the metro Denver area, a bear eats a diet that is 90 percent vegetarian and the rest is usually from insects. Bears will eat smaller animals, like chickens and goats, if they are available.

To avoid attracting bears, Churchill suggests taking down bird feeders.

The nutrient-rich food is full of calories that draw bears. It is also important not to leave out trash overnight, Churchill said.

For campers, Churchill suggests tying food up, putting it in bear-proof lockers and even having campers changing out of the clothes that they cooked in.

If you see a bear Black bears are not known to be aggressive, Hough said. Animals get aggressive when they feel threatened or when they are surprised, Churchill said.

“Give them a chance to escape,” Churchill said. “To avoid surprising an animal on a trail, make noise while you are hiking.”

Churchill said it is important to make the animal uncomfortable and feel unsafe when it comes to a campsite or back yard.

Hazing the animal is important, Hough said. If someone sees a bear near their home and is in an area where they can get to their home,

Hough recommends making noise and throwing rocks at the animal to de-habituate the bear.

“Bears that regularly interact with people, especially if they are eating human food, are trained into bad behavior that will eventually get them killed,” Hough said.

Hough recommends speaking authoritatively to the animal and looking directly at it, but not in its eyes. He suggests that people raise their arms above their heads to look larger and back away slowly, never turning their back to the animal.

“In the very rare case that you are attacked, it is important to fight back,” Hough said. “Swing at it with anything you’ve got. They don’t want to get hurt themselves and if they have something fighting back and causing trouble, they instinctively will be less likely to continue the attack.”

Colorado health marketplace sustainable for now, audit finds

Colorado’s state health insurance exchange is in a position to be financially sustainable through 2019, though changes to the federal health care law could easily change that scenario, state auditors reported July 25.

An audit presented to lawmakers warned that changes to the Affordable Care Act could cut revenues for the exchange known as Connect for Health Colorado , which launched in 2013 and currently enrolls 178,000 Coloradans.

State insurance marketplaces were authorized and, initially, federally funded, under President Barack Obama’s healthcare law. Federal grants to Colorado totaled nearly $190 million before they ended in June 2016.

The Senate voted July 25 to debate legislation to overhaul the nation’s health insurance rules.

Auditors determined that Connect for Health will have $19 million in hand in 2019 if it continues to cut administrative costs and if enrollment doesn’t decline. The exchange receives no state general funding but generates income in part from fees

and donations paid by participating insurance companies.

Over the past two years, the exchange reduced costs by more than a quarter by reducing staff and renegotiating its call center and information technology contracts, the report found.

Auditors did urge exchange staff to more closely document any changes in contracts with private vendors. And at the urging of GOP state Sen. Tim Neville, a member of the Legislative Audit Committee, exchange CEO Kevin Patterson pledged to eliminate a requirement that consumers filing formal complaints with the exchange do so via the Postal Service, instead of electronically or by phone.

The exchange reported $41 million in income and nearly $50 million in expenses between July 1, 2016 and May 31 — but the roughly $9 million deficit is eliminated by discounting depreciation costs, auditors said.

The report on July 25 did not address a federal audit in January that recommended Colorado repay nearly $9.7 million in federal grants used to set up the exchange after concluding that the money was misspent or not properly accounted for. The exchange disputed that finding.

From Broomfield to Golden to Castle Rock, bands endure struggles for love of music

he struggles can be many for teen bands: They can’t book gigs in traditional bar venues because they’re too young. They have to juggle their music with school, athletics, family and jobs. They can’t guarantee they’ll stick together after graduation.

But their passion — and perserverance — quickly makes the challenges fade away.

“All these kids have dreams of becoming a musician, so it’s important for

people to support them,” said Cadence Fisher, 15, a bassist with Skeleton Dolls, a Golden-based alternative rock band that consists of herself and her two sisters. “Just because we’re young, it doesn’t mean we’re going to be terrible.”

Skeleton Dolls, which recently performed at the Buffalo Rose, is one of many teen bands livening up the music scene across the metro-Denver area: On the north end of town you can find bands such as Broomfield-based Oblivate, and south in Castle Rock the band Over the Castle holds court.

“Starting early gives aspiring musicians the experience to become more motivated and driven to continue with music,” said Abby Cracraft, 16, a bassist with Obliviate. “We will be contributing to the music scene for years to come.”

Obliviate’s five members range in age from 15 to 17.

Leadville train rides are trip into wonder Mountain scenery, wildflower views take breath away

Leadville was once the largest mining town in the state, shipping out tons of ore.

Performances are planned out well in advance, Cracraft said, and because Globalsound Studio — the band’s manager and producer — takes care of all the booking, “all we have to focus on is the music.”

Being in a band creates a special kind of unity, said Aria Fisher, 12,

“Anything we can get our hands on, we’ll take,” he said. The band usually performs in public, family-friendly events such as community festivals.

“A lot of people don’t take you seriously until they see you perform. But then afterwards, they

Rocks along the tracks hold large patches of brilliant yellow and orange lichen, and glacial debris is evident in some cuts. The literature about the train trip speaks of sightings of assorted animals along the way, but our articulate young conductor/ tour guide speculated that since the train is so noisy, he imagines they all watch from afar!

The Leadville train departs daily at 10 a.m. and 2 p.m. in the summer and at 1 p.m. weekdays from Aug. 18 to Oct. 8 — two trips on weekend days. The round trip takes two and a half hours. Cars are both roofed and open and kids romped through the aisles happily, stopping in the box car for snacks, souvenirs and bathrooms.

Changing lanes Bowling attracting more people as a social activity than as a sport

A

s time wears on, all sports evolve — and bowling has definitely changed.

Nowhere is that more evident than in the facilities themselves. Bowling used to be primarily a blue-collar sport that was driven by league and tournament bowlers, with food and beverage sales boosting the profitability. Now many bowling centers are social, family entertainment centers that appeal to the younger generation.

At least one study says the number of people who bowl has been on the upswing in recent years. But for those who come to the lanes to focus on rolling a high score — often as part of league play — the trend of bowling alleys becoming social centers isn’t a selling point.

“It’s always neat to see what they are doing new, but I’m a traditionalist when it comes to bowling,” said Wes Yelvington, a 182-average bowler from Littleton. “I like places that are bowling alleys. You didn’t have the arcades and pool tables. That’s cool and fun. It’s like an indoor amusement park for kids — but I want a little more.”

high school sport, but not in Colorado. There were 141 colleges in the U.S. during the 2015-16 season that had men’s varsity bowling teams and 139 schools had women’s bowling programs.

It’s just ‘Let’s go bowl a couple games and go play pinball machines.’ To me it’s almost like making a joke of bowling.”

For a typical Friday or Saturday night outing, bowling costs more than $5 a game, not including shoe rental. Toss in video games and food and the dollars add up.

To that end, today’s bowlers tend to have higher-than-average incomes. A 2016 Experian Simmons National Consumer Survey found the annual median income of a bowling household was more than $76,000, while more than 28 percent of all bowlers had household incomes of over $100,000. The median household income in the nation is about $56,000, according to the U.S. Census Bureau.

Bowlmor AMF was created from the merger of Bowlmor and AMF. The company acquired Brunswick bowling centers in 2014 for $270 million.

Atairos, a private investment fund, recently acquired a substantial ownership of Bowlmor AMF for an estimated $1 billion, but the management structure will remain, which means little change in the philosophy — which is more of a party, nightclub atmosphere with mostly open bowling.

One of the Denver-area bowling centers that has adopted the Bowlmor philosophy is Bowlero Lone Tree, which has a big arcade, laser tag, big-screen televisions and glow lights.

Boondocks Food and Fun is another entertainment center that features bowling. It has locations in Utah, plus two in the Denver area: one in Parker at 18706 Cottonwood Drive, and the other in Northglenn at 11425 Community Center Drive. There are bowling lanes plus plenty of games for youngsters, including go-karts, bumper boats and miniature golf.

“At Boondocks, bowling is one of the main attractions for our guests,” said John Schnerbarth, general manager of the Parker Boondocks location. “Guests can purchase bowling time by itself or as part of our unlimited day pass. We are trying to put a Wednesday evening league together that will run for 12 weeks. Hopefully we will get enough interest and teams to create this league.”

Some metro-area centers manage to attract a crowd focused more on the sport than on the atmosphere — even while being part of the big chain.

Five questions: Sam Adams From clerking to sports writing to stand-up comedy

Parker residents may be surprised to learn one of their neighbors is a veteran Midwestern comedian who worked his way up from a clerical position to the world of entertainment.

Sam Adams, 57, moved to the Stonegate Metropolitan District 11 years ago. He first moved to Denver from Ohio in 1986, working as a clerk for an insurance company, a job in ready supply at the time, before working his way into covering sports at The Denver Post, then at the Rocky Mountain News, covering everything from high school sports to the Denver Nuggets and the 2000 Olympic Games in Sydney, Australia.

Not long after becoming a journalist, Adams tried his hand at standup comedy and got hooked on making audiences laugh. Now in his 16th year behind the mic, Adams recently opened for nationally known funnyman Sinbad and

Parker comedian Sam Adams says if there were a list of the 20 funniest people in his family, he wouldn’t even make the list. Adams, who has been performing stand up comedy since 2001, says he still enjoys going to gigs that don’t pay just so he can meet with, and learn from, up-and-coming comedians.

How did you go from being a clerk at an insurance company to writing for The Denver Post?

I started writing a sports newsletter on my own on lunch breaks. I made copies and just passed them around to my buddies at work. We were like sports geeks. One of my co-workers said “if you know so much, why don’t you work for a newspaper?”

I went from working at the Tech Center to the 16th

Street Mall, and one day I was going to Arby’s and saw The Denver Post building across the street, and I remembered what (he) said. I had kept a couple things I had written and just went in to see what would happen.

What came next?

In 1990 there was an opening for the Nuggets beat. I didn’t have a journalism degree, but the guys were encouraging me to put in for it.

Woody Paige was the deputy sports editor at the time. He said, “I like what you’re do-

ing kid, but don’t quit your day job.” I told myself, “I’ll show him,” and I quit my day job. He started me out as a freelancer, and I started doing feature stories about local players with interesting backgrounds.

Eventually, Woody said “I’m just going to hire this guy because we’re paying him more for his freelancing than we would if he was a staff writer.”

Me, I don’t want a 15-minute speech about politics. You can’t please everybody, but you have to realize: “are people coming to get jokes about it or to get away from it?”

I want people to feel comfortable. I never have been a political comedian, so why start now? I still have my political views, I just don’t bring them to work.

How did you break into comedy?

On May 15, 2001, I did an open mic night at the Comedy Works. I didn’t bomb, I didn’t dazzle them, but I got applause.

Around 2006 I started doing more open mics, taking it more seriously. I was cutting my teeth from about 2006 to 2007 touring clubs whenever I had accrued enough time off, or if I could write my column at night in my hotel.

I still didn’t think I would quit my day job, but then the Rocky closed, so my day job quit me.

What’s the toughest part of the job?

For me it’s about coming up with and sharpening my material so that it isn’t just making people laugh, it’s making them laugh hard. I’ll jab you like Muhammad Ali, but I want my punchline to knock you out like Mike Tyson.

Another thing is when people know you’re a comedian, they think you’re just “on” all the time. I always say “I am not funny in real life.”

But for some reason, when the lights go on, and the crowd is there, the fear of not being funny just carries me through.

Biden’s son, Joseph Robinette Biden III, died in 2015 after a long fight with brain cancer.
