CCM joins effort to document hate and bias incidents STAFF REPORT

In Lakewood, following the recent terrorist attacks in Manchester and London, police increased patrols around a local mosque after it received a series of threatening calls.

The two incidents are among many nationwide as reports of bias, discrimination and hate crimes surface.

The FBI and civil rights organizations are tracking many higher-profile incidents.

“But no government agency documents lower-level incidents of harassment and intimidation, such as online or real-life bullying,” says ProPublica, an independent, nonprofit newsroom dedicated to investigative reporting. “Documenting and understanding all of these incidents — from hate-inspired murders to anti-Semitic graffiti to racist online trolling — requires new, more creative

approaches.”

With that in mind, ProPublica’s Documenting Hate project is working to create a national database of all incidents that can be used by journalists, researchers and civil rights organizations. Colorado Community Media has joined the more than 70 media organizations, academic institutions and civil rights organizations partnering with ProPublica to collect, verify and analyze reports by victims across the country.

“I’ve had a lot of traumatizing things in my life, after so many years of living on the sidewalk, abandoned buildings to buildings, jails to jails and prisons to prisons,” he said, snacking on a muffin outside a chain bakery on the 16th Street Mall.

“My mind don’t stay straight. I see and talk to dead people. It’s like my

Being a bicycle tourist is the closest you’ll ever get to being a cowboy of old, if you ask Steve Hetterich. That kind of makes him and his wife, Lynn, the proprietors of the dusty old saloon.

For almost five years, they have hosted people for free who are bicycling across the country using a platform called Warm Showers. It’s kind of like couchsurfing, except just for touring cyclists.

For the Hetterichs, hosting offers an opportunity to pay it forward to touring cyclists who are often young and traveling on a budget.

“That kind of energy, Lynn and I have experienced that a lot in our lives,” he said. “We’ve been really, really fortunate. When you’re around that infectious curiosity and joy, it’s just delightful.”

Warm Showers has been around since 1993 and grown steadily over that time, according to statistics kept by the organization. Last year was its biggest year ever.

And now is the time of year when touring cyclists are coming to Colorado the most, in the experience of Denver hosts. For one, summertime is the only time that you can count on decent weather for the mountain passes.

“They’re almost going out of their way because it’s not on the typical cross-country route,” Hetterich said. “(Most) cross-country routes typically go through Pueblo. The maps don’t take them through Denver. So a lot of people are taking a side trip to Denver just to visit Denver.”

But hosting on Warm Showers isn’t exactly like Airbnb — for one, Warm Showers doesn’t have the same emphasis on amenities and comfort.

“We don’t get paid for this at all, but we do a nice job getting it up,” Hetterich said. “Most of these people couldn’t care less about that. What they’d love to have is lots of food, homecooked food would be even better, lots of drinks because they’re dehydrated a lot of the times.”

Fellow Denver host Alison Gwinn agrees. She’s a host because of her daughter, who herself has used Warm Showers. And though her daughter encouraged her to join, she also told Gwinn to make sure that she’s hosting for her own pleasure. That’s something Gwinn has taken to heart.

“If I felt I’d resent it, I won’t do it,” she said. “I don’t want to put myself or the guest in that situation. I want them to feel welcome.”

And though Gwinn hasn’t done any bicycling touring yet, her experience with cyclists has piqued her interest in trying it herself one day. Maybe after she’s retired.

“My favorite memories are just sitting around and chatting with the bicyclists about where they’ve been and what have been the most interesting places that they stop,” she said.

“There’s something about a bicyclist that makes you warm up to them. You know what they’re doing is hard, so I like the feeling that they arrive at our house tired and sweaty, and they have a day or two or more to get their bearings,” Gwinn said.

Both Gwinn and Hetterick say that their experience hosting has been mostly positive and that’s borne out in the statistics kept by Warm Showers. For the first eight years of data, there’s not one negative complaint.

Even now, over 99 percent of feedback is positive, according to Warm Showers.

“You have to have a certain level of trust, but I do — I believe most people are trustworthy,” Gwinn said of her hosting experience. “Particularly this group of people.”

“Who the heck want $9 tacos? Carrots don’t belong in tacos ...,” Denver City Councilmember Paul López quipped while talking about the cultural landscape of the city.

He was humorous, but he wasn’t joking. López, a Mexican-American Denver native born and raised on the west side of the city — he’s lived in the Westwood, Barnum and Valverde areas — has led the push to entrench Westwood’s natural Mexican-American heritage as a cultural landmark that shows no sign of fading away.

“If you look around the country, other major cities, they have these enclaves, these beautiful cultural districts — Little Italy in New York, Chinatown in San Francisco,” López said. “Denver has a lot to offer, and it’s not just the 16th Street Mall.”

López López led the Denver City Council to approve a neighborhood plan — in which residents and businesses give input to the city on how they want their area to be developed — for Westwood, which included a proposal to make Morrison Road a cultural and commercial district.

That would involve more street art, a mix of retail stores that would reflect the Mexican-American culture of the area and using street spaces as a place for art and music, according to the plan. The last Westwood neighborhood plan was passed in 1986.

And although the city approved the new plan in July 2016, López said it’s an extension of culture in Westwood that was decades in the making.

Gang activity, violence leave mark on Westwood Neighbors differ on whether crime impact is getting better or worse

Two months after 15-year-old Kashmier Lujan-Taylor was fatally shot while asleep in her home, the Rev. Scott Carranza said despite that incident, gang activity has declined in the 15 years he’s been in Denver’s Westwood neighborhood.

“I think it’s actually gotten better,” Carranza said. “But you have these recent things happen, all of a sudden, and that makes people think (it’s worse).”

Carranza’s Grace and Life Church held community meetings May 4 and 5 regarding the Lujan-Taylor shooting.

The meetings were put on by Gang Reduction Initiative of Denver, an organization started by clergy members in response to what they said is a rise in gang violence, mostly in the Montbello area. Carranza said he used to see more gangs in the Westwood area.

Lujan-Taylor was shot in the early morning hours of May 3, when multiple bullets hit her family’s home in the 4200 block of West Dakota Avenue.

Denver police said they believe the house was targeted and that there have been no arrests made related to the incident. The investigation is open and ongoing, police said.

Of 11 neighborhoods in southwest Denver’s police District 4, all but two have seen less gang-related or gang-motivated crime from January through May 2017 compared with the same time frame in 2016, according to Denver police data.

Declines ranged from 17 percent to 65 percent, while two neighborhoods — Barnum West and Bear Valley — saw increases from two to four incidents and from one to four incidents, respectively. Westwood, the neighborhood with the most gang-related crime incidents in both years, saw a decrease from 21 to 17. The data did not include the Fort Logan and Marston neighborhoods. Citywide, Denver has seen a decrease of 14 percent in the same time frame.

While Westwood’s homicide rate is higher than the average among Denver neighborhoods, police statistics do not show a trend of increased killings in recent years. The number of homicides has fluctuated between one and three since 2010, except for 2013, which saw no homicides.

While the numbers tell one story, some neighborhood residents tell another.

A woman who lives on the same street as Lujan-Taylor said she heard gunshots one night last month and said criminal activity has increased since the teenager was killed in May. “Before that, everything was OK,” said the woman, who wished not to be named and said she’s lived in her house for more than five years. “It seems like there’s a lot more going on now.”

The intersection of South Stuart Street and West Virginia Avenue in the Westwood neighborhood of Denver, where gunfire rang out the night of June 26. Denver police said it received no calls related to the gunfire, but it was picked up by the ShotSpotter microphone technology they’ve used for a few years.

Jan Marie Belle, executive director of the Westwood community organization Southwest Improvement Council, said people are sometimes intimidated in reporting crime in the area.

“Sometimes fearing retaliation, people do not call the police when they suspect something, see something, experience something,” she said.

The organization has posted notices on its front door saying it is a “Denver Police Department Safe Place,” Marie Belle said, which means it calls 911 for people and waits with them for police assistance when a person does not want their voice to show up on 911 recordings or to have their information on crime reports.

Robert Vigil, a Westwood resident who lives a few blocks away, said there were more gangs in the area when he was younger, but now, “it’s slowing down.”

“There were a lot more shootings back then,” said Vigil, 19.

Vigil mentioned that gunshots also rang out the night of June 26 near South Stuart Street and West Virginia Avenue. Denver police said there were no calls related to the gunshots, but it was picked up by the ShotSpotter microphone technology that the police use to detect gunfire.

TJ, a mid-20s Westwood resident who wished not to give his last name, said he’s heard shots in his three to four years in the neighborhood, but hasn’t heard of much gang violence.

“Our garage got tagged after we moved in,” TJ said. “But the city came in and painted over it, no big deal.”

Molly Garcia, a 70-year-old resident who’s lived just a block away from the Lujan-Taylor shooting location for nearly 27 years, said gun violence has gotten worse in the last five years and that there’s been some conversation about the issue among residents.

“I just see it as violence all over,” she said. “Where you thought it was a good neighborhood, it seems to be getting worse all the time.”

perfectly matches the common idea of homelessness: a bearded older man, beset by mental illness and alcoholism, who has nearly given up hope of a different life.

In fact, chronically homeless people are only a small subset of Denver’s homeless population: They are about 20 percent of the Denver metro area’s 5,116 homeless people, according to the latest survey of local homelessness.

But chronic homelessness comes with disproportionate costs both for the people living it and for society. A widely cited study found that emergency services and jail time cost $40,500 a year for each chronically homeless person with a severe mental illness in New York.

Those costs have inspired a long and somewhat successful campaign by local and national governments.

The federal government has increased spending on permanent housing for the chronically homeless by almost 50 percent since 2009.

Meanwhile, federal money for the “transitionally” homeless has been reduced, arguably at the cost of homeless families, as Kriston Capps reports for the website CityLab, which explores issues of urban life. (However, the government has ramped up support for rapid rehousing of newly homeless people and families to a lesser extent.)

Overall, that focus on chronic homelessness may be working.

Chronic homelessness across the nation is down by 35 percent from 2007 to 2016, according to federal statistics.

Denver also has seen something of a decline. The chronic numbers reported today are about 25 percent lower than those recorded in 2004.

However, the Denver metro area as a whole reported just more than 1,000 chronically homeless people in the one-day survey, its highest number in at least a decade.

We don’t know yet if that spike will show up in the national figures or what drove it. It’s extremely difficult to reliably count people who don’t have a steady residence, and the data is collected on just a single night.

So this may be an anomaly — but it does illustrate the fact that chronic homelessness is not disappearing.

What’s being done?

Here’s one interesting approach to chronic homelessness: The Colorado Coalition for the Homeless is intentionally tracking down the people who end up in the hospital, jail and other services more often, then placing them in housing.

They’ll be placed in 210 new housing units. Most are under development, including 100 units to be managed by the coalition near its 21st and Champa headquarters and 60 units by the Mental Health Center of Denver near South Federal Boulevard and West Iowa Avenue.

HOMELESSNESS AROUND DENVER The following statistics came from this year’s point-in-time report for the Denver metro area.

Chronic homelessness: • About 56 percent of the chronically homeless reported a mental illness.

• About 47 percent reported substance abuse.

• About 22 percent said they were the victims of domestic violence.

General homelessness: • About 75 percent said their last permanent residence was in the seven-county Denver metro area.

• 52 percent are part of a household with a working income.

• 43 percent were in transitional housing, defined as short- to medium-term living situations, often provided by nonprofits. (It still is counted as homelessness.) That’s a significant increase from 2004.

The City of Denver is coordinating the money for the program, which comes from philanthropic institutions. It will use $8.7 million from the institutions and $15 million in federal funds.

And the big catch is that if the program succeeds, Denver will take the money it saves on jail and health care and repay it to the philanthropic lenders. So, the lenders are incentivized to help the city drive down homelessness-related costs.

“They’re looking at, ‘Do the costs go down when you house people?’

We have always found that that’s true,” said Cathy Alderman, a spokeswoman for the coalition.

“Once someone’s stably housed, they may access more health care up front. They eventually stabilize and get into more regular routines.”

Reggie, 57, got his own apartment through the program. He’s been there for nearly a year, resting and recovering from decades of on-andoff homelessness.

Reggie has been to the hospital more times than he can count for injuries sustained in fights and for long-developing injuries from a lifetime of hard work. His place is immaculate, and he’s working on meeting the criteria for his hip replacement surgery: no drinking, no smoking. He looks back on dark days and sees something different ahead.

“I’m not a part of the environment, so to speak, that’s out there with the filth and the muck and the scum and everything else they throw at you,” he said. “I didn’t need a program. I needed a place to stay, or I’d be dead or in jail.”

Overall, the city expects up to a 40 percent reduction in jail time for participants.

Teacher contract nowhere on the horizon Denver negotiations generate much heat, little apparent progress

The Denver teachers union is taking a more bullish approach this year to negotiating its teachers contract, aided by a relatively new state law that requires bargaining sessions be open to the public and fueled by the notion that educators are fed up.

Its demands are lofty and its presence at bargaining sessions is palpable. Dozens of teachers have been showing up, and they aren’t sitting passively. They’re taking the microphone and telling Denver Public Schools negotiators how proposals would affect them and their students.

“It’s supposed to be about the kids,” a teacher said at a recent session, her voice trembling with emotion. “And we can’t serve our kids adequately if we’re not being treated fairly.”

The union is also live-tweeting the sessions, and when it streamed a session about the teacher evaluation system using Facebook Live, 2,200 people tuned in to watch, union leaders said.

Those actions have ramped up the tone of negotiations in a school district where the union has for years been losing political power as voters continue to elect school board members that back DPS leaders’ brand of education reform, which includes closing low-performing schools and expanding homegrown, high-performing charter school networks.

The union’s contract demands include a moratorium on charter school expansion, more transparency in school closure decisions and a $50,000 starting teacher salary.

“In order to make big change, you have to think big,” said Corey Kern, deputy executive director of the Denver Classroom Teachers Association and a member of the bargaining team.

Instead of nibbling around the edges, proposing things they think they can get, the union decided this year to ask for what it thinks teachers and students deserve, he said. Teachers unions in Chicago and Seattle employing similar tactics can point to some victories, including winning concessions on issues such as charter schools and recess time.

“If we never ask for it, it’s never going to happen,” Kern said.

Meanwhile, lead district negotiator Michelle Berge said DPS hasn’t changed its approach.

“Our strategy has been from the beginning that we will do everything we can to be generous to teachers,” she said. “We haven’t taken the position to start low so we end up in the middle somewhere. We’ve tried to be open and

The district’s salary proposal, for instance, would increase teachers’ base salary by a flat $572. Teachers would also get raises based on years of experience and education, as they have in the past, plus the district would contribute more toward their pensions. The proposal would also expand the number of teachers who get bonuses for working in low-income schools. The current base salary for a first-year teacher with a bachelor’s degree is $40,289.

Berge said the district bargaining team appreciates being able to hear directly from teachers, though she said the conversation can devolve when the two sides are having tough conversations about hot-button issues and passions flare.

“The emotions have always been a part of bargaining,” she said. Knowing what teachers feel strongly about helps DPS negotiators identify the most critical areas of the contract and push harder to come to a mutually agreeable resolution, Berge said.

But after nearly 40 hours of bargaining since negotiations began in January, the district thinks those resolutions have been too few and far between. Two weeks ago, DPS took the rare step of declaring an impasse in negotiations, which means a mediator will be brought in. Berge said the two sides haven’t made progress on the major issues, such as teacher salary and benefits.

The district hopes the mediator will speed things up. The union sees it as a ploy to move the meat of negotiations behind closed doors. Although the sessions will still be public, the mediator could meet separately with each side in private to help them craft proposals.

“I absolutely think it’s a sign that we’ve been successful in public bargaining,” Kern said.

Denver Public Works plan could see department split Transportation, mobility needs may undergo change in approach

If all goes according to plan, Denver Public Works will be split in two to better address the city’s transportation and mobility needs, Mayor Michael Hancock announced July 5.

First, the next chief of public works will create two divisions within the department — public works and mobility. Then, the city plans for a “a smooth transition to a new Department of Transportation and Mobility,” according to a release from the mayor’s office.

Naturally, there’s more to it.

The new department will eventually handle “mobility policy and planning, parking, right of way and traffic engineering operations and maintenance,” according to the city. The public works division will keep responsibility for waste, water quality and other services.

Also worth noting: Councilwoman Mary Beth Susman has talked about a new transit office before, in the context of adding microtransit to the city. Last October, Susman cited Bridj as one example of this concept, which essentially acted like an on-demand bus for up to 12 people. Bridj has since shut down.

But before the new department decides just how they’re going to increase mobility options in the city, we’re all going to need to sign off on this department’s existence.

The hope is to create a “cabinetlevel” department, meaning that there will be a new department

head to join the rest of the mayor’s appointees. To do that, there needs to be an amendment to the Denver city charter, which is something that requires approval from Denver voters.

Several big steps are needed before this can become a reality. DPW needs a new executive director, this Denver city charter amendment needs to go through city council, and then it needs voters’ OK. All told, this process will take at least a year and a half, says Jenna Espinoza, deputy communications director for the office of Mayor Michael Hancock.

The DPW reorganization could take at least 12 to 18 months, then the transition to a new department could take another six to 12 months. The biggest uncertainty is how long it would take to get a new executive director for public works, though the process has

already started.

“Hopefully, we’ll find that person in the next few months,” Espinoza said.

It sounds like the hope is that the new department would be able to capitalize on the possible upcoming general obligation bond funds, which are focused on transportation.

“The mayor’s announcement comes as the city prepares to seek voter approval in November for a $900 million general obligation bond. The largest portion of bond proceeds will fund improvements to Denver’s street, bridge, pedestrian and bicycle networks,” said a press release on the subject.

And for López, the solidifying of the culture goes beyond Morrison Road.

“It’s reflected through (the) art, through the cuisine of the neighborhoods,” he said. “You see these (yard) gates that are now iron and from Mexican culture. It doesn’t necessarily need a formal designation, it just is what it is.

And all we’re doing is recognizing it.”

López said gentrification is a citywide concern — especially in the north — but efforts like the plans for Morrison Road can be a part of combating that.

“How do you revitalize a neighborhood without gentrifying it?” López said. “It encourages local participation, local purchasing — it prioritizes people who are there.”

López, who supported a similar push to make a traditionally Vietnamese area at the west end of Westwood into a business and cultural center — it became the Little Saigon Business District in 2014 — said it’s all about continuing what’s already happening the neighborhood.

“It’s not as formal as you think it is,” López said. “Just know that it happens naturally.”

am auditioning role models next week.

I need a role model like I need a carton of mewing kittens.

A role model is generally thought of as someone whose behavior is favorable, and who is a good example for others, especially, but not always, younger people. These often include athletes, entertainers, super heroes, politicians and priests.

However, I never wanted to be like Mike, Missy, Captain America or Miss America.

There’s not much of a chance of it, but I would never want to be anyone’s role model.

If I were elected, I would not serve.

Your idea of a role model is probably not the same as mine.

I have been reading about a new film that “empowers” women and offers young women and girls someone to look up to. Is it about Helen Keller? Not exactly. Maya Angelou? Not quite. It’s about a woman who wears Lynda Carter’s old clothes, which amounted to a push-up, a sword, and not much else.

Trying to ID a man or a woman as a role model would be a good way to get myself in trouble.

Let me throw out some names: Kylie and Kendall, Anderson Cooper, Hans Christian Andersen, Wayne LaPierre, Ted Nugent, Warren Buffett, Mark Zuckerman, J.K. Rowling,

George Washington, George Washington Carver, Aimee Semple McPherson, Madalyn Murray O’Hair, Phyllis Schlafly, Fred Phelps, Fred Rogers.

Bob Dylan.

I am not being disingenuous about any of those names. There are people who look up to each of them.

Can we agree 100 percent about anyone?

am a bit of a nerd. I love science fiction and fantasy stories, my favorite movies are mostly all about the supernatural — or at least the superheroic, and even the best baseball movie ever, in my opinion, was actually about bringing the dead back to life to make things right again.

Some of that is a child-like hope that there is still the possibility, in this cynical world, that magic exists. That

there is an energy that it would be possible to tap in to that could help fix what is broken and right what is wrong.

And, it turns out, there really is magic in the world.

It shows up in the face of a too-cool-for-school 16-year old who runs across a crowded store to grab a giant stuffed version of one of her favorite cartoon characters.

o the other day I was reminded of something I had heard a few times before and always enjoyed as a new way to think about things. And WINNING when I heard it WORDS this time it gave me a little cause for pause because it really was just so relevant to where we are now as a culture and society.

I bring this up now because a Michael Norton couple of weeks ago I had written an article about happiness and joy. The column received so much raw, yet positive feedback from our community as many of you thought through the message of not just seeking happiness, but pursuing true joy or trying to find that joy again. And many lamented on the feeling that somehow the feeling of joy, even simple happiness had become lost somewhere along the way.

We are not an isolated community when it comes to this feeling.

All you have to do is speak to a friend, family member, or co-worker who lives in a different part of the country or maybe even in a different part of the world and you

will get the sense that too many people are living on the edge. Frustration, sadness, and even anger have substituted a place in people’s lives, homes, and hearts where happiness once used to dwell.

That is why when I was reminded of this philosophy; it rang so true in our current times. What I was reminded of was this: “Anger is only one letter away from danger.” Let that sink in for a minute because even though I had heard it before also, it seemed to be more important this week for me than maybe it had in the past. One letter, the letter “D,” has the potential to turn an unhealthy emotion into a scary situation or event.

Perhaps we can think of other words where one letter can make a difference as well. As an example, when we are tired, sad, and frustrated and we feel like we want to cry, maybe change out the “C” in cry and replace it with a “T” for try. Try one more time, try one more path, try one more idea, or try to be more loving and kind, even in the face of the difficulties and challenges certain people or life can throw our way.

It is so very easy to become cynical and hard-hearted. I mean we can shut out the world and those closest to us, can’t we? We can be-

Building the perfect farmers market requires endless fine-tuning to get the right mix of vendors, location and atmosphere.

Every year, Edgewater’s summer Market and Music program finds a way to change things up a little, and with a new location in the city’s historic shopping district at West 25th Avenue and Sheridan Boulevard, organizer Anthony Murray is hoping this will be the market’s best year yet.

“When most people think of farmers market, they don’t think of Edgewater, but we’re really pushing to bring more and more people in,” Murray said. “We say the more the merrier, and since we started eight years ago, we’ve never stopped growing exponentially.”

And sooner or later that hard-hearted and hard-headed thinking will end up in resentment and maybe even anger, just one letter removed from danger. And that danger can include maybe losing those we love the most.

Instead, let’s change one more word by adding one more letter and removing another. I am sure you have heard someone say it in the heat of an argument, or on a TV show or in a movie at some point, “You want a piece of me?”

They say it with such hostility and bravado, inviting the other person to a fight. Well, if we happen to

Yes, my family just went on vacation to Southern California, and, I have to say, as a “grown up”—and yes,

I use that term advisedly—the trip was mostly about the kids. But, when I was able to step back and relax a little from the stress that huge crowds put on a dad, it was hard to miss the incredible magic all around me.

The Main Street Parade transported me through time. Not just the lights, and the characters, either; the whole idea of a “main street” had the power to evoke an earlier time, a simpler time, a time when an entire town would turn out to watch the fire department and the high school band parade down the street on a July Fourth just because they could and should honor their country in that way.

because I want to support local markets,” said Edgewater resident Aaron Casey. “And with the music, it’s become something we all look forward to, especially because it’s so full of families.”

If I were pressed on this, I would say that all I needed was Harry and Shirley. The country is full of Harrys and Shirleys. Unassuming parents, who love and protect their children, feed them, and send them to school.

My Harry and my Shirley provided me with a Dickensian gamut of behavioral traits, dispositions, and temperaments that continue to serve as good examples of good examples and good examples of bad examples.

My father was objective, rational, honest, industrious, and humorous.

My mother did a good job of preparing me for unbalanced people.

If it had only been one or the other, or if they had both been the same, I am certain I wouldn’t be writing a column like this — like this.

Making sure every stroke counts Before they get to roam the course, rules officials must pass rigorous training

They drive around the golf course in carts and get good views of the action.

They are the rules officials who volunteer at the various levels of golf, both professional and amateur.

And while some golfers would rather not see them, officials say they are not out to marshal players — just to help them follow the rules.

“We can’t run a tournament without rules officials because their job is to enforce the rules of golf and provide assistance to those golfers who do not know the rules and decisions on the rules of golf,” said Laura Robertson, executive director of the Colorado Women’s Golf Association.

“Rules officials are there to help.

We’re not there as a police force trying to find rules violations.”

Workshops, seminars, tests and ride-alongs are among the training that takes a number of years for volunteers before becoming certified United States Golf Association-certified rules officials.

Tom Kennedy, a retired Colorado Springs district judge, is a USGA chief rules official and said of the tutoring, “I hadn’t studied this hard since I took the bar exam 48 years ago. They made me work to become a certified rules official.”

It’s demanding to be a rules administrator since there are 34 rules of golf, but every two years a large book is published concerning decisions on the rules. That’s to help clarify any ambiguity that might arise from the rules to allow rules officials to correctly interpret the rules.

JIM BENTON rules but understand the decisions,” Kennedy said. “Sometimes you have to use a judgment call. I’m used to making decisions, but I want it to be in a positive way.

“I’ve made a lot of decisions sending people to prison for a very long time and those were never fun decisions. The decisions we are making out here on the golf course are to help educate the players. So if they make a mistake on the rule, they won’t make it a second time.”

Brad Wiesley, a lawyer who lives near Indian Tree Golf Club in Arvada, is another chief rules official.

“None of us like when a penalty is involved,” he said. “Some people think the rules official is handing out penalties. We never do that. The penalty is because of the rules of golf.

Audience participation This isn’t the first time DPS and the union have bargained in public.

Public bargaining between school districts and employee groups has been required by state law since 2015.

Nor is it the first time teachers in Colorado have turned out in droves to watch.

But this year is different in Denver.

In the past, the union and the district established ground rules about public participation (limited), and tweeting and recording sessions (not allowed).

This time around, the union didn’t agree to any ground rules.

“Our union’s power is in the activism of its teachers,” Kern explained.

At first, the public participation was formal. The union would tap certain teachers to give short testimony on a particular subject at a set time.

But over the months, that feedback has become more spontaneous. Berge said district negotiators have gotten used to it.

At an afternoon session last week, teachers fanned themselves with homemade signs in a stuffy elementary school cafeteria as they listened over a whirring fan to the discussion between the six people on the union bargaining team and the five people on the district team. In the cafeteria’s “allergy friendly area,” denoted on posterboard by a drawing of a crossed-out peanut, a cell phone on a tripod broadcast the session live on Facebook.

Nearly two hours in, talk turned to a section in the contract about when a principal must notify a teacher of a complaint. Berge argued the union’s proposal to require notification within 24 hours wasn’t needed because long delays were uncommon.

Teacher Margaret Bobb raised her hand.

“Can I give some examples?” she asked from her folding chair in the audience.

The 25-year science teacher and longtime union representative stood and talked about how she’d seen principals hold off on telling teachers about complaints so they could investigate, only to have their efforts thwarted by the school’s rumor mill.

“This ‘Don’t tell the teacher, keep it a secret’ just creates more angst,” Bobb said.

Other people in the audience nodded in agreement. Berge promised to take what the teachers said back to principals on the ground, get their feedback and come back with another proposal.

Bobb, who’s been to every bargaining session this year, said afterward that she thinks it’s been generous of the district to allow teachers to share their experiences and opinions. But she’s frustrated because it seems like no actual bargaining takes place at the table.

“They say, ‘Thank you for that information. We need to talk about it,’” she said.

Dixie Lingler, a 28-year vocal music teacher who’s been to most sessions, agreed.

“The district’s response often is,

‘It’s tough to defend every single practice from the district, in front of 100 people.’

Michelle Berge, lead district negotiator ‘We hear you,’” Lingler said. “In fact, I think in the last bargaining session I went to, I put a mark down every time they said that. … You can hear people but if you don’t take that into consideration in how you respond, what value is it?”

Both teachers said they like that the union is making bold demands for higher salaries, lower class sizes and more, including that each school have at least one community liaison, one full-time nurse and the equivalent of one full-time mental health specialist.

“There has been a lot of frustration in the teaching force,” Lingler said. The demands are “not necessarily what we want,” she said, but what is necessary to do the job.

Berge said the district is indeed listening. But the contract is complex. “There are few things in our universe that are simple enough that we can make quick decisions on,” Berge said.

She added that, “I feel like people leave dissatisfied because they feel they’re not getting a response. … It’s tough to defend every single practice from the district, in front of 100 people.”

From opposition to opportunity The ballot measure that required public bargaining, known as Proposition 104, passed in 2014 with 70 percent voter approval and became law in January 2015. It was championed by libertarian think tank leader Jon Caldara, who said the goal was to move negotiations into the open so the public could watch, not open them up into a public back-and-forth.

“If the union wants to show up, even en masse, if they want to tweet, that’s their prerogative,” said Caldara, president of the Denverbased Independence Institute. But, he said, “I’d suggest they run it like any negotiation. This is not a public participation session.”

At least 12 other states allow public oversight of government collective bargaining, according to the Freedom Foundation, a think tank in Washington state whose website says it is “working to reverse the stranglehold public-sector unions have on our government.”

Jami Lund, a senior policy analyst for group, said that in the states he’s most familiar with, public comment is not allowed. While audience members will sometimes make a show of force by wearing the same T-shirt or sighing loudly, he said, outbursts are not tolerated.

The Colorado Education Association was among several groups that publicly opposed the ballot

measure in 2014. (The Denver union is part of CEA.) Statewide union leaders were wary of the measure’s intent and didn’t like that it was drafted without input from educators.

But CEA vice president Amie Baca-Oehlert said the union now sees public bargaining as a great way to engage teachers, parents and taxpayers in the process. Open sessions have helped members stay informed about the latest proposals,

she said, although she admits that most negotiations around the state aren’t nearly as well-attended as Denver’s.

“It’s not always the most exciting thing,” she said. “In some places, they struggle to get people to come.

It doesn’t always have the fireworks that DPS and DCTA would have.”

In Denver, the two sides are scheduled to meet again on July 24 for the first of seven four-hour sessions set to run through the middle of August. The contract expires Aug. 31.

Berge said she doesn’t envision the dynamic will change just because a mediator will be there to help when the parties get stuck.

“We want this process to continue,” she said. “We want the public comment.”

And it appears the union is ready to deliver it.

“Right now our plan is to go about business as usual at bargaining and continue to do the things we’ve been doing,” Kern said. “We’re committed to making sure this process stays in the public.”

How to plan a last-minute family vacation Some tips for anything from traveling abroad to taking a day trip

or families who hope to take a family vacation this summer but have put off the planning and the budgeting, there are still plenty of options. Organizing a last-minute family trip can be fun without breaking the bank, if you know what steps to follow. Here are tips from local travel and tourism experts about planning a getaway in a hurry.

Do your homework Before pulling out the credit card, make sure you’ve done thorough research on vacation deals, packages and the location of wherever you hope to go. This is not only the trick to finding great deals, but also avoiding scams, said Joy Ross, who runs a travel agency, Travel Journeys, in Castle Rock.

“There are so many scams out there,” said Ross, who has been a travel agent for 33 years.

Too often, families pay to rent someone’s home as their lodging, only to arrive and learn the home does not exist, she said.

Jean Gordon, director of the Arvada Visitors Center, said families should check ahead of leaving for a vacation and ask hotels and restaurants what specials they’re offering. Often, businesses run promotions “on the fly,” she said. Scan an attraction’s website, and never hesitate to pick up the phone and call, Gordon said.

“I just don’t think you can say it enough: Do your homework before you leave,” Gordon said.

Travel at the right time Visiting vacation destinations during the off-season can save a few dollars, as well as booking flights during periods of low travel. Many mountain towns and popular winter destinations offer summertime specials, Ross said, noting Breckenridge in particular. Resorts in Mexico or the Caribbean also offer lower prices in August and September, she said.

If flying, Ross recommends families avoid flying over the weekend.

Book flights on Tuesdays, Wednesday or Thursdays, which are the lowest days for travel and typically the cheapest.

Finally, Ross advises families to check with the tourism board for where they are traveling to see what big events — such as concerts, festivals or sporting events — are scheduled throughout the year.

Consider a travel agent Like most travel agents, Ross said, she works in a particular niche or specialization. She focuses on family and couple vacations, and specifically beach vacations outside of the United States. As part of her job, she receives roughly 100 emails a day about discounts and special packages for her clients.

— they know what the last-minute offers are. When families want to plan a trip in a hurry and score the latest deals, she recommends they find a travel agent specializing in the type of trip they hope to take.

Mostly, Ross said, working with a travel agent saves families time and stress.

“When I do a package I put everything together. It’s going to include everything for them. They don’t have to search,” she said.

Day trips and weekend getaways Although trips abroad are her

specialty, Ross says families needn’t go far to plan a good vacation. The perfect family trip could be right in your backyard, or just a few hours drive away.

“If it’s really last minute, you just need to get away, summer is getting long and the kids are getting bored,” Ross said, “pack up the car.”

Gordon said people in the Denver metro have a great nearby resource through the visitor centers in Arvada and nearby towns. The Arvada center alone places between 600 and 800 events on its calendar a year and has about 200 brochures on things to do in and around Arvada.

“Every weekend there is something going on. We are very festivaldriven and event-driven,” she said.

“We are positioned so well to have communities around us with great things to do as well.”

Hannah Button, the community marketing manager for Visit Golden, said a great resource for families looking to plan day trips or weekend trips are the websites for visitor centers in nearby communities.

There, families can find information about local attractions, such as the Buffalo Bill Museum and Grave, Red Rocks Amphitheatre, Coors Brewery and hotels to stay nearby.

“We always say it’s like a mountain town that’s right here in the metro area. You feel like you’re a world away but you’re only a short drive from home,” Button said of Golden. “It feels like you get an actual vacation but it’s still really close to where you might live.”

“Golfers sometimes get confused over the relief they can take from a direct water hazard and lateral water hazard,” she said.

Competitive golfers are used to dealing with rules and generally accept the decisions.

“Most golfers know the rules and understand the rules are there to treat everybody playing in the event with equality,” Wiesley said. “Every once in a while people get frustrated when things don’t go the way they intend them to go. That can happen, but it is pretty rare. You understand somebody is frustrated. They are not mad at you personally.”

Jack Tickle, a junior-to-be at Arapahoe High School, is a promising junior golfer who isn’t intimidated when he sees a rules official watching.

“They don’t much get involved unless we ask — and they are helpful,” Tickle said. “I’ve never really had one say ‘I don’t know what that ruling is.’

They always know. They don’t help unless we ask. They let us play.”

“The reasons there are so many decisions is because golfers find interesting situations to get into. Sometimes there is not a decision to cover exactly what happened. So you have to do some interpretations. Similar situations are treated alike.”

There are many rules that might be misinterpreted or broken. And golfers have a knack for getting themselves in odd — and sometimes, truly hazardious — situations.

Rules official Sandy Schnitzer recalls that twice in the past few years a ball has landed on mating snakes.

It happened once at Riverdale Dunes in Brighton, she said, when a tee shot on a par 3 landed on top of two bull snakes. The other time was at Murphy Creek in Aurora and rattlesnakes were the landing spot for a ball. Those were deemed “dangerous situations” and the golfers were allowed to move the ball without a penalty.

Wiesley recalls a situation in which a player hit a ball near a tree by the green with a nest of swarming wasps.

As with the snake situations, the golfer was allowed to move the ball without penalty.

But most rulings aren’t as dramatic.

“The junior tournaments, I find, give you the most rulings because a lot of times the younger people don’t know enough,” said rules official Andrew Snyder, of Greenwood Village.

“It’s a learning experience for them and for us.”

Colorado Golf Association Executive Director Ed Mate says advice other than public information — like yardage, hazards and where the flagstick is located — can be a violation.

“Probably the rule that gets broken a lot of times unwittingly is advice, anything you say to somebody that can influence their play,” Mate said.

“Like I noticed something in your swing or boy that breeze sure is blowing hard. Things like that. There’s a line that you have to be really careful about.”

Castle Rock native brings immersive dance to Denver theater ‘Sonder’ leaves decisions on character’s path in hands of audience

Makena Sneed, 19, knew from the age of 10 she wanted to become a professional dancer.

So, the 2016 Castle View High School graduate danced competitively and trained with Boutique Dance Academy while growing up in Castle Rock. After graduation, she was set to attend the Marymount Manhattan dance school to pursue that dream.

Until, that is, Sneed said she had a last-minute change of heart.

The young performer realized her biggest passion lay not with dancing, specifically, but rather with creating. She’d always loved choreography, said her mother, Tricia Strahler, and so it was no surprise to her when Sneed chose to forgo her plans at Marymount Manhattan and take a gap year.

She’s since spent that year working with a series of mentors, producers, a screenwriter and organizations throughout the Front Range to create an immersive dance theater production that

The show, “Sonder,” for which Sneed was the artistic director and choreographer, follows an unnamed protagonist who is at a crossroads, choosing between pursuing her passion for art or following in her father’s footstep by taking a job in the corporate world.

The roughly hour-long production is grounded in dance but features actors with speaking roles as well.

But it’s the experience, not the storyline, that Sneed hopes will be unlike what most audience members have come to expect from the theater. In an immersive dance production, show goers don’t watch a stage from their seats.

Instead, each scene takes place in a different room of the theater.

Spectators walk through each one as they string together the storyline, and are invited to interact with actors along the way.

“You’re allowed to see and smell and even in one scene taste,” Sneed said. “We see a series of memories that describe what she’s kind of learned in her childhood and we learn her values and what she fears and what’s important to her.”

Based on those glimpses into the protagonist’s life, the audience can decide which path they believe she should choose.

“It’s left open-ended very intentionally,” Sneed said. “Since it is interactive and immersive we don’t answer the question for you because, based on your background, you might think that a certain thing is a better option.”

An immersion dance theater production will play at The Studio Loft at the Ellie Caulkins Opera House from July 7 through July 15. All performers are professional dancers or actors under the age of 18.

Sneed and her production crew worked to develop the storyline throughout the summer of 2016 and performed a workshop version of the show in December.

The 11 cast members they’ve brought on board are all professional actors or dancers under the age of 18. Sneed said the immersive dance component to the production has stretched the boundaries for her young performers.

One such cast member, Kayla Engelhardt, is a 13-year-old Castle Rock native who hopes to pursue a career in performing arts.

Engelhardt studies at the Colorado Ballet Academy and auditioned for Sonder to gain new experience as a performer.

“I had never done immersive theater before so I thought it was really interesting when Makena told me about it,” Engelhardt said. “It was a nice challenge — to change things up and try to grow my career.”

Engelhardt, who is primarily a dancer, took on acting for the first time in her role with Sonder, where she plays a playground bully who discourages the protagonist from pursuing her dreams.

“It’s been amazing trying to portray a character through my words and not through my movements.

That’s all I’ve ever done,” Engelhardt said. “I really hope I can do more things like this.”

Most performers have studied

as dancers like Engelhardt, Sneed said, and were able to build a more multi-faceted skill set throughout rehearsals by beginning to focus on acting skills as well.

As Sneed’s mother, Strahler said stepping into the role of artistic director and choreographer was a natural next step for her daughter.

Even when she was focused on competitive dance, Sneed had a knack for dreaming up moves.

“It’s been amazing to watch her at such a young age make it all happen,” Strahler said about the making of Sonder.

She and Sneed hope that if people aren’t interested in seeing the performance alone, although they predict people will want to come twice, they buy tickets as a way to support aspiring artists.

Ahead of the show’s opening, Sneed said she was confident people would “see something and be a part of something that will impact their hearts.”

Her last-minute decision to divert from her longtime plan of becoming a performer was the right choice, she said, noting that this fall she’ll continue working in dance performance while also pursuing a business degree online with Temple University.

Taking a year to redefine her plan for the future, she said, was a year well spent.

“I don’t regret for a minute,” she said, “having taken a gap year.”

The stated mission is to unlock the courage and creativity of refugees through a multicultural sewing community. A refugee is defined as a person who has been forced to leave their country in order to escape war, persecution or natural disaster.

In the spacious studio/boutique on the second floor of a large business building at 5250 Leetsdale Drive (at Forest Street), 50 women at a time learn basic sewing skills-and more when they wish. The studio also has a colorful boutique with items for sale, shelves

filled with bright — including ethnic — fabrics and large cutting tables where we met designers Sweeta and Jessica.

Sweeta Afrooz, originally from Afghanistan, learned about the sewing program from Lutheran Family Services. (She arrived in Colorado with her family in 2014.) Named as “One to Watch” by the Denver League of Women Voters, Sweeta has showed such skill and good work ethic that she has graduated from the initial program, been rewarded with her own sewing machine and now teaches new students in the program. She also cares for her family: her husband and four

children.

She has paired with professional area designer, Jessica Shaver from Littleton, a Pratt Institute graduate, in the Designing Women program. Each team is given six yards of fabric (some specially printed locally for this project).

The artists will design and produce a garment to be introduced at the July 21 event. Sweeta chose one, from five or six designs she sketched, with a flared skirt, fitted top and interesting panel in the front. She has made a paper pattern, and draped a size 8 with a muslin prototype. Wide-ranging season at Lakewood Cultural Center

Every year when its time to start laying out the Lakewood Cultural Centers performance season, Susan Martin, the center’s administrator, looks for one thing — diversity.

“I want an eclectic mix, with something for everyone,” Martin explained. “We want a little dance, some jazz, something classically based. Just as wide a range of good stuff as we can get for people.”

With the reveal of the 2017-2018 season, it’s clear Martin and organizers are bringing one of the most wide-ranging line-ups to date to the center, 470 S. Allison Parkway.

Attendees will be transported to Scotland with the music of Julie Fowlis, go on a multisensory multimedia journey with Miwa Matreyek, visit Broadway with “The Producers,” and learn about the new meaning of chamber music with SHUFFLE. “The intimacy of the Lakewood Cultural Center makes it the perfect place to experience new art in a way that fosters artistic adventurousness and creates dialogue in the community,” said Ben Cohen, director national booking with Cadenza Artists, which represents two of the season’s performers.

The theme of many of the performers in the season is a reimagining of a familiar genre or performance style, Martin said.

Season opener Cristina Pato is a Galician bagpipe player who is a member of a quartet that blends jazz, classical and world music.

Matreyek blends animation and shadow play to create a unique blend of film and the stage, and SHUFFLE takes chamber music to new areas by blending classical,

baroque and romantic to jazz, pop and Broadway. Audiences get to select the songs SHUFFLE perform off a “menu” before the performance begins.

“The animations (Matreyek makes) are stunning, her movements are brilliant and incredibly precise, and each piece carries its own unique message,” Cohen said.

“For SHUFFLE, it’s always exciting to see how the evening develops — no two concerts are the same, and that sense of spontaneity allows each community to leave its own unique imprint on a given performance.”

The season isn’t all new — perennial favorites the Performance Now Theatre will be returning with a production of “The Producers,” and Timothy P. and The Rocky Mountain Stocking Stuffers will be performing their holiday show.
