Westwood rec center could become reality Proposal on city’s final projects list, which still must be approved

In 2007, Councilman Paul Lopez first found himself advocating for a recreation center in the Westwood neighborhood. It’s taken 10 years, but that vision is finally drawing close to fruition.

“It didn’t happen overnight,” said Lopez. “There have been people who have been organizing and working in the neighborhoods for the rec center for a very long time.”

It’s not final, but a $37 million proposal for a west Denver recreation center is on the final list of projects recommended for a $749 million spending package. Mayor Michael Hancock and the Denver City Council still have to approve the list, and local voters will make the final call in November on whether the city should be allowed to spend all that money.

“The rec center is a much-needed tool in order to change the direction in terms of childhood obesity, cardiovascular disease and diabetes for a lot of folks who are living in poverty,” Lopez said.

A recent city assessment highlight-

ed concerns about people’s health in the area. The report said children who live in chronically disadvantaged neighborhoods struggle with lower health outcomes. Westwood is no different, as 20 percent of children in the neighborhood are considered to be obese. Westwood residents’ lifespan is statistically 12 years shorter than people in other Denver neighborhoods.

“One could say it’s a matter of life or death,” said Lopez. “It is a matter of living those years healthier.”

Center a necessity, not a luxury Along with an effort from Councilman Lopez, Westwood residents made sure their message was heard loud and clear by those in charge of the bond. Denver’s government reported that a possible Westwood recreation center received more comments than any other topic regarding parks and recreation.

Norma Brambila, the community connector for the nonprofit Westwood Unidos, emphasized the importance of the neighborhood having a recreation center.

“The recreation center is not considered a luxury, it is considered a necessity,” Brambila said through a translator. “There is no after-school programing. There is nothing available for students.”

The recreation center may also include a track, dressing rooms, community meeting rooms and offices.

These details would be determined during design, which would include community input and take about 12 months once the project’s approved.

Construction could take another year.

Mayor Hancock addressed the bonds committee following its presentation and briefly touched on changes in Denver.

“The city is in the midst of transition,” he said.

As the committee closed out its final recommendations to Hancock, the mayor referred back to an equity map that categorizes districts by inequity levels. District 3, where Westwood is, was ranked as having a high inequity rate.

“This map reflects the … critical needs in the city,” Hancock said. “It is exactly where we have identified the greatest physical, civic educational needs at. I’m not surprised by some of the geographic distributions.

There is huge potential, but no one had it scoped out yet.”

“Equity is an important stick to measure by,” said Lopez.

Next, the mayor and council will determine if any adjustments to the list of funded projects are needed. This process will see Denver City Council vote and refer the final project recommendations to the ballot in August.

Following this, the project recommendations will be presented to voters in November.

“What I notice here is the balance of new and deferred maintenance,” Hancock said. “Every bond effort that I have been a part of pretty much reflects this.”

neighborhood is facing. Among those issues was the absence of a recreation center and other space for physical activities.

Bermudez said some residents currently walk nearly two hours to reach a recreation center. The recreation center cannot only provide opportunities for exercise, but Bermudez hopes that it will keep children out of trouble.

“We have been working for 10 years — a lot of folks in the neighborhood — to identify this as a priority and to match dollars,” Lopez said.

Finding parking and translation services made it all the more difficult for some in Westwood’s heavily Hispanic population to keep pushing for the project, but they kept at it, Bermudez said. Bermudez credited Jesús Orrantia, a council aide to Lopez, for providing resources to residents so their message could be translated.

“They pay taxes like everyone else, and there is nothing for the kids to do,” said Bermudez. “They turn to technology, doing things that they shouldn’t be doing and having problems.”

The Denver school board voted unanimously June 19 to revise its student discipline policy to limit suspensions and expulsions of preschool through third-grade students.

Although some Denver Public Schools teachers and staff expressed concern about receiving too little district support in handling extreme behavior from young students, board members spoke of the importance of disrupting the socalled school-to-prison pipeline.

“We are telling our students they are here in school to learn and that’s where we want them to be,” said board member Rachele Espiritu.

Advocates say the policy changes, which will take effect for the coming school year, put DPS on the forefront

of efforts nationwide to change early childhood discipline practices and address the disproportionate use of suspensions and expulsions on young boys of color.

They also say removing kids from school for disruptive or aggressive behavior results in lost learning time, contributes to long-term school disengagement and doesn’t work to change behavior.

The approval of the policy changes comes just two months after legislation that would have established similar suspension and expulsion limits statewide died in a Republican-controlled Senate committee.

DPS officials say $11 million from a recent voter-approved tax measure is earmarked to help schools support students’ mental health.

On average, district-run elementary schools will receive $47,000 from that pot next year.

Councilmember, community seek voice in university closing After accrediting body’s loss of recognition, Colorado Heights has uncertain future

After Colorado Heights University, long one of the most opulent sights in southwest Denver, announced its closing in November, the future of the campus is still up in the air.

Denver City Councilmember Kevin Flynn is pushing to keep the southwest Denver community in the conversation on the not-for-profit, private university’s campus.

“I think a lot of folks who’ve been in area for long time have some anxiety over potential changes that could be coming to the campus,” Flynn said.

“It’s not what they’re used to seeing.”

Flynn doesn’t know who’s in the running to buy the campus — that’s confidential information the school can’t disclose, he said — but its real estate firm asked interested buyers to submit qualifications by late July, Flynn said.

The university is expected to close in October, he said.

Flynn organized a community meeting about the future of the campus and development in southwest Denver as a whole, where residents aired concerns about affordable housing, retail and open space. It drew 130 people May 16 — likely the highest turnout at such a meeting in many years, Flynn said.

The meeting, held at Denver School of Science and Technology’s College View High School — which sits on the Colorado Heights campus — focused largely on that land, Flynn said.

The 76-acre campus at 3001 S. Federal Blvd. sits at one of the highest points in Denver and houses 14 buildings, including a 1,000-seat theater, an interfaith chapel, a swimming pool, a cafeteria, residence halls and recreational amenities, a Westword story said.

“People are concerned about the tower building being (possibly) torn down — people are concerned about the cemetery and it being respected and preserved,” said Xochitl Gaytan, president of the Harvey Park Improvement Association and a meeting attendee. “Tower building” is a reference to its six-story, historic administration structure.

Gaytan’s group gathered about 30 people at the Sheridan Recreation Center April 12, where they expressed those concerns, she said. Residents said that if a new developer builds housing, they want to see affordable housing rather than expensive condos and townhomes.

They also wanted to see a community garden space, she said.

Under current city rules, multi-unit housing is already permitted on the property because there are college dorms there, Flynn said. That could open up the possibility of affordable housing.

The university has offered to donate the cemetery to the Catholic organization Sisters of Loretto, which founded the campus, and discussions are continuing, said Bronson Hilliard, a university spokesperson.

Hilliard also said potential buyers will be evaluated on their commitment to preserving the administration building and the chapel.

Although Flynn said Denver City Council has “very little” role as to who will buy the property — the city would only get involved if a buyer wanted to add uses that currently aren’t permitted — he wants the buyer to know what the community wants and said he’ll reach out to meet with the buyer to see if what it wants to do “is compatible” with that. He said he’s had multiple meetings with the Teikyo leaders in Denver.

“We’re willing to work with the new owner to help fund the preservation (of our heritage),” Flynn said. “As a 127-year-old building, it’s gonna need a lot of work.”

Pioneering institutions The campus, once called Loretto Heights College, is steeped in Denver history that goes back more than a century.

Originally owned by the Sisters of Loretto, Loretto Heights Academy opened in 1891 after their original building in downtown Denver — the Catholic girls’ school St. Mary’s Academy of the Loretto Order, which opened about 1864 — grew to take up nearly the whole block by 1880, a 1985 school newspaper article said.

Loretto Heights Academy, the first incarnation of the campus in southwest Denver, was a Catholic elementary and secondary school. In 1918, it began offering college curriculum, and in 1948, it became solely a four-year Catholic college for women. In 1970, it began admitting male students, and in 1988, it closed, and three of its academic programs moved to what was then called Regis College in Denver, according to a Regis article.

The main building — now the administration building — has been on the National Register of Historic Places since 1975 and still was as of July 2015, according to register documents.

“The administration building on the campus is a Frank Edbrooke design, probably the most famous architect of Denver of the 19th century; some would argue he’s the most famous ever in Denver,” Flynn said. Edbrooke worked to design the Oxford and Brown Palace hotels and was the final architect for the Colorado Capitol, according to historical society History Colorado.

Teikyo Loretto Heights University opened on the campus in 1989 and focused on international students, according to a Westword article. The Japan-based Teikyo University Group opened Colorado Heights University in 2009.

Denver Public Schools bought six acres of campus land on May 1, Flynn said. He said DPS built its DSST high school and middle school there in 2012. “(The campus is) one of the first institutions ever in southwest Denver,” Flynn said. “I think the only older institution is Fort Logan.”

Future of the campus “A combination of factors” led to the decision to close, the university said in a November news release. “An insufficient student population” in “past and current enrollments” made it difficult to sustain the university, the release said.

Also a factor: the decision by the United States Department of Education not to recognize the Accrediting Council of Independent Colleges and Schools, which approves the university’s academic programs to receive federal financial aid.

“There were a lot of red flags with how ACICS was doing business as a quality assurance agency, and it did not seem likely that the agency could possibly fix them all in a reasonable amount of time,” said a Dec. 12 Department of Education letter, which referenced uneven monitoring of schools and concealing of information from the department by the group. A senior department official issued the decision, and it was solidified Dec. 12.

Schools have until June 2018 to find new accreditation or close. Colorado Heights chose the latter and successfully transferred all its roughly 100 graduate and bachelor degree-seeking students in business disciplines into other universities in the area that are accredited, said Hilliard, the school spokesperson. Due to student privacy concerns, Hilliard could not say which universities received the students.

Hilliard said there are currently only students studying English as a second language on campus, who are expected to finish in early fall. The Englishlearning program is a 12-month certificate program, and it served the university’s other roughly 400 students as of November.

All students who graduate from the university will still have their degree recognized by the Department of Education, Hilliard said. For others, transferring credits is an option, according to the department’s letter.

As for surrounding community members, they’re holding another community meeting on June 29 at 7 p.m. at the Veterans of Foreign Wars building at 5220 W. Warren Ave. A news release for the event said it could include southwest Denver-area residents, state and local elected officials, Sisters of Loretto members and university faculty, staff and alumni.

“Recent redevelopments around the city have demonstrated that Denver residents have little to no voice in what happens right in their own neighborhoods,” the release said. “Residents are taking the initiative now with the hope of producing a ‘win-win’ for everyone involved, including the new property owner.”

Flynn said he’s been urging the city to acquire the 1,000-seat theater or find a way to retain it as a community building, saying it could be a “revenue stream” and host actors, artists, concerts and the like.

“I’m anxious to see who the buyers are,” Flynn said. “Will it be residential development, mixed use, retail development, education institutions? I’ve learned not to worry about things I can’t control. But what I can control is, does the buyer know what the community wants?”

As pot comes out of black market, regulators face scrutiny, temptation Cash-heavy industry has little track record to guide officials

Take a black-market business that relies on cash. Move the business out of the shadows by giving it government oversight. Hire new regulators to keep watch on the business, all without any experience regulating a brand-new industry.

The result can be a recipe for government corruption.

Recent cases in Colorado and Washington are the first known instances of current or former pot regulators being accused of having improper dealings with the industry. The two recreational marijuana states are the nation’s oldest, approving legal weed in defiance of federal law in 2012.

A pair of cases several years into the legal-weed experiment might not seem like much, but they give a black eye to all marijuana regulators and fuel old fears about the criminal element’s influence.

In a case that has caught the U.S. Justice Department’s attention, former Colorado marijuana enforcement officer Renee Rayton is accused of helping pot growers raise plants for

illegal out-of-state sales.

State investigators say the marijuana warehouse inspector quit her job last year and immediately went to work for the illegal pot ring, taking an $8,000-a-month job.

A June 7 indictment says Rayton told the pot growers she could help them “get legal” through her contacts at the Colorado agency that oversees the marijuana industry. The indictment says Rayton had “vast knowledge” of marijuana regulations and “must have been aware” that other defendants in the case were growing pot illegally.

She is charged with conspiracy to illegally grow pot. Rayton’s attorney told The Associated Press she is innocent.

In Washington, the state agency that regulates pot recently fired an employee who leased land to a prospective pot grower.

Marijuana licensing specialist Grant Bulski was leasing 25 acres to a marijuana entrepreneur for $2,834 a month, The Spokesman-Review newspaper reported. That violated Washington rules prohibiting state pot regulators from having a financial stake in the business. Bulski was not charged with a crime.

Messages left at numbers for a Grant Bulski in Olympia weren’t returned.

Pot isn’t the first product in the U.S. to go from illegal to legit. Alcohol and

gambling made similar transitions last century.

But since recreational pot remains off-limits in most states and in the U.S. government’s eyes, a massive black market remains.

“Marijuana is unique because it’s so front and center in the public eye,” said Lewis Koski, who became Colorado’s top marijuana enforcement officer after regulating the gambling and alcohol industries.

Now a government consultant who teaches public policy at the University of Colorado-Denver, Koski said government employees who regulate any business face tension. Regulators know the industry they’re monitoring well. And in the case of the marijuana business, those regulators have no guidance from federal authorities and little precedent to rely on.

And because the federal government considers all pot business illegal, making it difficult for those businesses to access banking products as basic as checking accounts, the pot industry remains cash-heavy.

U.S. Attorney General Jeff Sessions cited the Colorado case last month when he asked Congress not to renew a spending provision that prevents the Justice Department from spending tax money to interfere with state marijuana laws and businesses.

“It would be unwise for Congress to restrict the discretion of the Department to fund particular prosecu-

tions,” Sessions wrote in the letter first obtained by cannabis social network Massroots.com.

The Colorado and Washington cases were uncovered by state officials, not federal drug authorities.

They highlight how critical it is for states to tightly regulate a business still coming out of the black market, Koski said.

“Both sides — government agencies and the industry — are working hard to establish credibility,” Koski said. “So it makes it more concerning when you have people going back and forth.”

Ethics watchdogs say the Colorado and Washington cases should spur pot states to beef up ethics commissions charged with monitoring conflicts of interest by government employees. Michigan, a medicalmarijuana state, passed a 2016 law banning even relatives of its pot oversight board members from having any financial stake in the weed industry.

Poorly staffed ethics offices in some marijuana states aren’t prepared to stop regulators leaving to work for the industries they once monitored, said Aaron Scherb, national legislative director for the government watchdog group Common Cause.

“It’s like trying to keep water out of a sinking boat — you can do it for a while, but it’s only a matter of time,” he said.

E-books affect Denver Public Library’s pocket, philosophy But although demand for e-books is rising, print books are holding steady

Borrowing an e-book from the library is a wonderful thing. A tap of the finger can deliver a digital title straight to a Kindle. But it only works if you can find a book to borrow, and that’s more difficult than you might expect in the information age.

At one recent check, all the new releases on the homepage of the e-books catalogue were running a wait-list. Only a portion are available for Kindle. And the waitlists on popular e-books never quite die down, unlike their print versions, says Joan Hansen, who supervises the development of Denver Public Library’s circulating collections.

“The waiting lists are really frustrating,” Hansen says.

But this isn’t an article about waitlists. This is an article about how the rise of e-books is changing the core philosophy and purchasing power of American libraries.

The popularity problem Don’t get me wrong: Denver Public Library has a convenient and lovely e-book system, especially if you have some patience. (The catalogue is at denver.overdrive.com.)

In fact, the surface-level issue is that it’s a little too good. People are devouring e-books.

Originally, Hansen and her fellow librarians expected that e-books would only be popular as textbooks that we read on our desktop computers. Funnily enough, it was romance publishers that first really figured out their potential. (Stephen King also had an early smash with a digital-only release in 2000.)

The other genres eventually followed suit, and the introduction of the Kindle in 2007 opened the floodgates.

Considering the library only has about 40,000 e-book titles, you can see how supply is running ahead of demand.

Yet there’s also something deeper at play here.

Library economics, philosophies change “E-books are sort of fundamentally different for libraries than bookbooks,” Hansen explained. Physical books run under a century-old precedent that says that if you own a book or other title, you’re free to give it away, lend it or sell it. That’s the “first sale” doctrine, established by the Supreme Court and Congress.

But that freedom doesn’t apply to digital information, for the simple reason that in lending the book, “a copy would exist on both the library’s system and the user’s system,” as Matthew Chiarizio explained in Vanderbilt Law Review.

Anyway, the net result is that the library can’t just buy one e-book and make it available to everyone simultaneously. That’s probably good,

since unlimited distribution would destroy the publishing market.

“If they want to sell e-books, they need to create some friction,” Hansen said.

However, the rules allow publishers to get a lot more demanding about how e-books are used.

In fact, the library rarely “owns” a digital title.

“We’re really purchasing licenses,” Hansen said. And those licenses come with restrictions. Generally, she only gets to lend the book so many times before the publishers want another payment. A typical license from HarperCollins grants 26 lends for about $12 to $25, Hansen said.

Frustratingly, she can’t lend it out to all 26 people at once, which is part of why the waitlists happen.

If Hansen wants to buy permanent rights to an e-book, it might cost about $60, she says. A physical copy would cost only $14 with her library discount. The result is that DPL constantly has to ask whether it’s worth keeping a title in the collection, limiting the overall supply of e-books.

“We pay lots of money each year for access to tens of thousands of books but we don’t own anything.

We cancel our subscription and those books are gone,” wrote librarian blogger Meredith Farkas.

Overall, Denver spends about $850,000 a year on e-books and $1 million on books, but the gap’s far from closed. “We still have a lot more circulation in print,” Hansen said. “I think we keep the e-book circulation kind of artificially low because of budget.”

And, moreover, the publishers can simply take away access to books and other digital titles. Amazon, for example, has pulled audio that the library once could access through the service Brilliance Audio, which Amazon bought.

Benefits of e-books Now, in fairness, e-books come with some benefits for the library.

You don’t have to pay for physical space to store them, and you don’t have to pay staff to rack them, though the library does pay the vendor OverDrive to maintain its collection. They also don’t fall apart, which is another reason that publishers don’t like to sell permanent copies.

And the licensing system also allows the library to quickly get hold of and later get rid of excess copies of popular new books.

Still, the increasing popularity of e-books will put more and more power into publishers’ hands, creating an ongoing dilemma for libraries.

Hansen anticipates that acquisition costs will stay high for e-books.

And despite decades of efforts, including a couple of proposals in the U.S. Congress, there’s no sign that the current interpretation of the law on lending will change.

But Hansen is optimistic about e-books.

“I think as long as we can keep the dialogue open with vendors and publishers about what will work with us — hopefully they see some benefit to this relationship too and we can keep it reasonable,” she said.

“We’re a physical space where people can come and discover content. There aren’t that many bookstores anymore. So hopefully they realize it’s mutually beneficial.”

Oh, and one more thing: While e-books are gaining in popularity, Hansen said, demand for print in Denver is holding steady.

Coffee shop that opens doors for immigrants may close Located at Emily Griffith, it needs $50,000 by June 30 to stay open

Right inside the downtown Emily Griffith Campus is Emily’s Coffee.

For years, this Denver coffee shop has helped refugees and immigrants like Diana Dmytrychenko make the transition to the United States.

When Dmytrychenko immigrated from the Ukraine two years ago, the immigrant and refugee program at Emily Griffith gave her valuable work experience and taught her how to make it here.

“We immigrants, we really need to find some support here,” Dmytrychenko said. “We feel alone here.”

The program was funded through a three-year grant from the Department of Education, but when Emily Griffith recently re-applied, the technical college was turned down. Now they are in need of $50,000 by June 30 in order to keep the program running.

About the program Emily’s Coffee employs recently arrived refugees and immigrants. These people are given an opportunity to work as baristas in “All of the people are new to the country,” said Kandyce Pinckney, program director at Emily’s Coffee.

“They come from Iraq, Nepal, Israel, Mexico.”

Students involved in Emily’s Coffee’s program are not only diverse in their backgrounds, but they are also diverse in their age. Refugees and immigrants who have been involved in the program have ranged from 18 to 60.

Students learn a variety of work skills when working at Emily’s Coffee.

For example, they learn how to make drinks, how to use a cash register, how to give change and how to follow food safety regulations.

“I was meeting people, I was serving them coffee,” Dmytrychenko said. “It was really amazing.”

“I think the skills students gain are invaluable,” said Pinckney. “It is a great way to learn work culture and to learn to work in the United States. It gives them an opportunity to learn by doing.”

The work experience opens doors for participants in the program: Dmytrychenko was able to find a job as a barista at the Tattered Cover Book Store.

“I got the experience from school, what they taught me,” Dmytrychenko said. “The instructors helped us build confidence. I was not afraid to talk to people.”

People are taught the importance of arriving to work on time, asking clarification about something they don’t understand, how to call into work sick and how to make small talk.

“The idea was to help non-English speakers have an opportunity,” Kevin Mohatt said. Mohatt is the community outreach coordinator for Emily Griffith Technical College. “This gives them an opportunity to practice their language skills and practice what it’s like to work in an American business setting.”

Program participants also have the chance to apply for scholarships through Emily Griffith Technical College. The school offers a variety of programs such as culinary arts and automotive repair. Pinckney said one barista was hired into an accounting firm by conversing with someone at Emily’s Coffee.

“The outcome is to provide people a pathway to new opportunities,” Mohatt said.

What’s next?

You can help support the program by donating to a GoFundMe page created by Shoshana Zohari. Zohari is not connected to Emily’s Coffee or the Emily Griffith Foundation. She created the page because she believes the work Emily’s Coffee is doing is important.

“It’s a proactive and effective way to give people the tools to empower themselves to get a better job and to make the most of their life in America,” Mohatt said.

The school is also exploring other options besides trying to raise funds.

“At this point, we’re probably looking at a business that would be willing to support,” Mohatt said.

“It’s so upsetting,” Dmytrychenko said of the potential closure. “I’m trying to tell other people how it is important, how it was important to me, share my story.”

Kickball Classic brings fellowship to neighborhood churches

Thirteen teams totaling 150 people vied June 17 for the title of the first Mile High Vinyard Kickball Classic Champions on the fields at Campbell Elementary in Arvada.

The teams were all made up of neighborhood churches with locations in Arvada, Westminster, Lakewood and Denver.

“Our church loves to have fun,” said Nathan Salley, who is on staff at Mile High Vinyard’s Highlands location. “We have a number of neighborhood churches around the city and it’s rare that we get to bring them together to be in the same space.”

That’s one reason why the churches’ Kickball Classic was born. The other was to connect churchgoers with city partners and places to serve in their neighborhoods.

Some organizations the church partners with, which had representatives at the event, were Young Life, Whiz Kids Tutoring, Lutheran Family Services, Growing Home, Open Door Ministries, Head Start, Save Our Youth Mentoring, Ralston House and International Rescue

Artists take hard look at business of financial survival Experts share insights on tough task amid rising rents, internet sales

A gallery became a classroomof-sorts for dozens of artists at a business development forum tagged “Connect. Develop. Thrive.” The June 20 event brought creativity and practical marketing know-how together at Space Gallery in the Art District on Santa Fe. “The backbone, the untold story of the Denver art scene, is plein air and realist painting,” said Daniel DiGriz, marketing and education director at The Clark Hulings Fund, an organization that helps visual artists find their way in the market. “There are a lot of hidden gems here — you might not see them at every hip show.”

DiGriz, who came from New York for the forum, spoke to artists from Denver and beyond about how to better market themselves in a changing economy — something he said isn’t talked about enough.

“If you just pay attention to art scenes, you’ll hear that abstract expressionism is (all people want),” DiGriz said. “You’ll hear realist art is antique, outdated.”

The scenery in Denver is rife with natural beauty that lends itself to more realist, less currently popular visual art, DiGriz said. Combine that with an upheaval of rising rent and internet sales, and artists are facing challenges that require them to think

That box, for most artists, is spending all their time working and not enough time putting their work out in the public eye, DiGriz said.

“Often, they’re faulted for not spending 100 percent of their time in the studio,” said DiGriz, who said that stigma keeps artists from taking time to market themselves. DiGriz’s organization tells artists how to form local and regional groups to influence the market and “control their own destiny,” he said. That includes educating them about business practices.

“Artists need to collaborate and not

just rely on one (method) of selling art — hire a marketer, split it 12 different ways,” said Shannon Robinson, chair of Windows to the Divine, a Denverbased nonprofit that hosts art shows and connects artists to collectors.

Robinson, an Evergreen resident who formerly lived in Denver, said Denver has to “grapple with rising rents” for galleries and studios.

DiGriz said galleries are taking a hit due to art viewing and buying on the internet, but Robinson said demand worldwide has gone up because of the internet, and that can be an advantage.

other artists’ work on Facebook, said Rebecca Tolle, an artist who moved to Minnesota from Erie, Colorado, three years ago.

Tolle was involved in Next Gallery in the Navajo Street Art District in northwest Denver — a gallery that moved to Lakewood this year amid rising property values in the area.

Tolle said that’s a problem in the Art District on Santa Fe and across the metro area.

“My strategy is to do more social marketing, more online, more Instagram, and more setting up pop-up galleries with other artists,” Tolle said at the event’s end.

New project will evaluate effectiveness of government programs Finding homes for foster kids, keeping former inmates out of prison may be key focuses

Colorado will try to figure out if government programs are actually working with a big grant and a new research lab.

This work will take place at the University of Denver’s Barton Institute for Philanthropy and Social Enterprise, with the effort being funded over the next four years by a $4.5 million grant from the Laura and John Arnold Foundation.

“You should clap,” Gov. John Hickenlooper said June 19 as he announced the grant and the creation of the Colorado Evaluation and Action Lab (CEAL).

“It’s an opportunity to really look at what are the components that make good government a reality,” Hicken-

looper said. “How do we get the measurements? How do we do that?”

DU’s Barton Institute will hire someone to run the initiative this summer, while the governor’s office will lay out its priorities for which programs should be studied.

Project expands beyond auditor’s office Hickenlooper said he’s particularly interested in finding ways to get more foster kids into permanent homes and ways to keep prison inmates from returning to crime and then prison after their release. Work should begin in earnest in the fall. According to state officials, the research lab will have the capacity to run high-quality, controlled studies of different policy options and find out which programs are working, which can be improved and which should be disbanded.

Hickenlooper said he expects the project to provide “blunt assessments based on facts, not politics.”

Colorado already has a State Auditor’s Office that regularly studies and issues reports on the function of various state departments. What will CEAL do that the auditor doesn’t?

The auditor looks at things like

whether money is being properly spent and whether programs are being implemented in accordance with state law. This new lab will look at whether state programs are effective in achieving their goals and whether Colorado has the best policies in place.

Hickenlooper said the auditor’s work is largely directed by the legislature’s priorities and “broader budgetary issues and doesn’t have as much of a focus on specific policy issues.”

And the auditor’s office doesn’t have the “luxury” of doing a lot of original research, he said.

“There are an awful lot of things we’re working on that we haven’t done before,” he said. “Before we do it, we want to say, `What are we trying to accomplish? What are the indications?

How do we know if we’re going in the right direction, and how do we know when we’ve arrived?’”

David Miller, executive director of the Barton Institute, gave examples from a similar effort in Rhode Island: Of dozens of programs in the state prison system that aim to teach inmates work skills, which ones are actually effective at helping people walk the line once they get out of prison?

And would people using food stamps make different and healthier purchasing decisions if they got two payments a month instead of one payment at the beginning of the month?

Facts will help decision-making Miller and Hickenlooper said the research wouldn’t necessarily result in requests for new programs (and new spending) and should save money in some areas.

“It will help us make better decisions about how we fund programs, and it may be that there are programs where we have met our goals or we decide, `We can’t possibly meet those goals,’ ” Lt. Gov. Donna Lynne said.

Hickenlooper and Lynne also promised that the recommendations from CEAL would not end up like so many studies, sitting in a binder on a shelf somewhere.

“With a low-tax state like Colorado, that efficiency is at a much higher premium,” Hickenlooper said.

Doctors hope to create ‘revolution’ in opioid crisis Pilot program across Colorado has focus on finding alternatives

Opioid misuse is at an all-time high and doctors are part of the problem — and, hopefully, the solution.

That’s according to those participating in a new program in Colorado aimed at stopping opioid abuse.

“Medicine as a whole is starting to look at the mistakes of our past — to look at the fact that we have been over-prescribing these medications,” said Dr. Don Stader, an emergency physician at Swedish Medical Center in Englewood. “A clinician’s desire is to do well by our patients.

We never want to see our patients suffer if we can help it, but now we are seeing that (opioids) are a shortterm solution with lots of long-term, adverse effects.”

Stader, chair of the American College of Emergency Physicians opioid task force, is part of a state pilot program started by the American Hospital Association that seeks to combat the way pain is treated with opioids in hospitals, especially in emergency rooms.

Eight hospitals, including Swedish and Sky Ridge Medical Center in Lone Tree, and three free-standing emergency departments across Colorado are participating.

The program’s goal is to lower the number of opioids prescribed at the pilot locations by 15 percent.

“We are on the leading edge in creating this program in Colorado,” said Dr. Adam Barkin, chairman of emergency medicine at Sky Ridge Medical Center. “A study like this has not been this widespread anywhere in the country.”

Alternative treatments Opioids are synthetic or partially synthetic manufactured drugs that mimic the properties of opiates, such as OxyContin and Vicodin. Opiates are drugs directly derived from the poppy plant, such as morphine and codeine.

The Centers for Disease Control and Prevention counted 15,000

overdose deaths from prescribed opioids in 2015. Stader believes today’s opioid problem started 20 years ago when there was a rise in opioid-prescribing patterns. Opioids are prescribed four times more often today than they were in 1999.

“Opioids over the last 20 years have been used for more and more minor conditions,” Stader said.

“People over the last 20 years have been getting Percocet for ankle sprains. We never used to use opioids for these conditions in the past.”

Stader and Swedish Medical Center pharmacist Rachael Duncan created a program called ALTO, or Alternatives to Opiates. This program created medication guidelines that pilot clinicians will use to treat specific types of pain in place of opioids.

“We are looking to understand if we can prove the accuracy of alternatives to opioids,” said Diane MacKay, clinical manager for the Colorado Hospital Association.

The Colorado Hospital Association is hoping the pilot will expand out of Colorado.

“This is about what we can do, not just in the state of Colorado but across the nation, to take responsibility for this epidemic and to offer a solution,” MacKay said. “We want to get doctors and nurses really excited about this.”

An important approach to the future treatment of pain, Stader said, is how those in the medical field look at pain. The goal is not to immediately eliminate pain, but instead to manage pain so people are comfortable enough to function in their daily lives.

“Pain is sometimes appropriate and people may need to weather it for a bit,” Stader said.

‘A revolution’ in pain control Training, which started in the spring, is a vital part of the pilot program. Stader has created podcasts and videos, and conducts onsite training.

“We will communicate about our strategies as well as make sure we all understand what we are doing,” Barkin said. “That trickles up into the entire hospital. It is key for there to be education surrounding this effort. If it is isolated, then we will never achieve the success that we

“What we really want to do is create a revolution in how we control pain,” Stader said. “This is a crisis that medicine has created and a crisis that medicine has to solve.”

lfredo Hidalgo has been cutting my hair since 1977.

I have been unfaithful to him, because of weather or location, fewer than 10 times.

Alfred cut my hair when it was over my ears and the color of Masonite, when the Grays started to move in, and when the Grays completely took over the block.

Across 40 years, I have heard about his loving marriage, his accomplished children, his devotion to fishing, his days at West High School, where he was class president and a star athlete, memories of mouth-watering Rockybilt hamburgers, and riding his bicycle from the area that is now the Auraria Higher

Education Center to Red Rocks — something I find hard to believe.

I asked Alfred what his job title is, and he said, “hairstylist.”

No one went to a hairstylist in the 1950s or 1960s, but by the 1970s, men were ready for stylists and salons. Barbershops started to disappear.

There are still some barbershops all over the country, in small towns primarily, where you sit and wait for Floyd.

However, there are over 4,100 Great Clips in the United States, to go along with a slew of other salons that can get the job done, one way or another, in under 10 minutes.

Alfred owns and manages The Hair-Porte.

If you call during working hours, you will speak directly with Alfred, or one of the other five stylists. If you call after hours, you won’t get an answering service.

His appointment book is all handwritten, and he doesn’t keep track of your birthday.

That means you won’t get a computer-generated birthday card that makes you feel about as special as a used saltine.

ome people use the words happiness and joy interchangeably and do not see much of a difference between WINNING the two. For WORDS me, joy is happiness taken to a whole new level.

As I looked up the actual definitions of both words, I did Michael Norton see that the definitions were very close. Happiness is defined as “the state of being happy.” Joy is defined as “a feeling of great pleasure and happiness.” Some of the synonyms of happiness included: pleasure, contentment, satisfaction. These words are good, but when you put them up against the synonyms of joy, they seem a little softer.

Some of the synonyms of joy include jubilation, exultation, rejoicing and bliss. So as much as I would like to be in that state of happiness, what I really want is to live with the feeling of joy.

I know you picked up on

the words in each definition, where happiness is a “state” and joy is a “feeling.” So it’s a great goal to want to live in a state of being happy, or a state of contentment or satisfaction. I think my stretch goal is to live with that feeling of exultation, bliss, jubilation and rejoicing, I want to fall in love with joy.

Sadly, we fall out of love with things and people all too often. But then we hear stories of people who have found their love again and saved a marriage. And many times, it’s because they no longer settled for contentment and satisfaction, they went deeper and found the things, places and activities that brought them joy. Of course, there are many other things people do to re-ignite their fire, and find each other again. I am certain that really good counselors or pastors and close family and friends help too.

As I considered writing this column I thought about my own life and the areas of my life where I was satisfied, content, and basically happy. And then I looked at

Veteran gets free bike from initiative to help get back to work Effort carried out ahead of Bike to Work Day

Matthew Schafer was once a soldier stationed in South Korea near the Demilitarized Zone. After three years in the Army, he came back to the United States in 2012, and moved to Littleton from Illinois last year.

After a job search and getting career service help with Denver Human Services’ Veterans Services office, he said he’s starting a new job in Littleton within days, and he’ll have a new bike to help him get there.

The Way to Go program of the Denver Regional Council of Governments, which supports Bike to Work Day — this year’s was June 28 — surprised four people with new bikes June 21 in the Denver metro and Boulder County areas.

Bike to Work Day in the Denver metro and Boulder County areas featured more than 200 areas that provided breakfast in the morning, water in the afternoon and “bike parties” — some with beer or barbecue — in the evening.

Alfred went to barber college and beauty school. I looked at him quizzically when he said “beauty school,” and he explained that’s where a student learns how to color hair, and it’s where a student learns how to work on wigs and hairpieces.

He said a wig or hairpiece customer would come in and be taken to a back room, behind a curtain. The customer would sit in one chair, and the wig or hairpiece would sit in another chair.

(That’s not entirely true, but that’s how I pictured it.)

Alfred uses electric trimmers and clippers, just like the ones he used in 1977.

Shakespeare said, “There’s many a man has more hair than wit.”

Alfred never hands you a calendar, a coupon, or a comb with his name on it. He does his job, day after day, the way jobs used to be done.

I would have found somewhere else to go to a long time ago, if all I wanted was a haircut.

That should tell you something.

Where can you catch hundreds of kids and adults playing alongside bouncy houses, putt-putt courses and former Denver Broncos players?

The 40th anniversary event at the City of Englewood’s Broken Tee Golf Course drew golfers of all ages June 21 for the celebration of the end of Broken Tee’s junior golf program for the year as well as the anniversary itself.

On a sweltering first day of summer that broke 95 degrees, kids from ages 5 to 15 in the Hole-n-One program capped off 2 1/2 weeks of lessons at the course. The junior golfers let loose by playing makeshift putt-putt courses, hitting balls into a bouncy house and getting autographs from Rocky the Mountain Lion, the Denver Nuggets’ mascot.

More than 100 adults joined in the fun and played in a separate event, which included a chance to “Beat the Bronco” — they faced off against Billy Thompson and Larry Brunson, former Broncos players from 1969-81 and 1980, respectively.

“This one is one I’ve done with Larry for a long time,” said Thompson, who works as the Broncos’ director of community outreach.

Thompson said they come to Broken Tee every year for events where adults can golf against them.

They also help with putting and chipping events on the course’s ninehole par 3 in which young golfers compete against them — to get young people interested in golf, he said.

“Golf is dying; golf isn’t growing,”

said Shannon Buccio, program and facility supervisor for the golf course.

“Juniors are key.”

At one time, Buccio said, the Holen-One junior program had about 600 kids participating — this year, it had 184. This is the program’s 17th year, according to the course’s website.

Buccio said Broken Tee reached out to Applewood Golf Course in Golden — where Broken Tee got ideas for their junior golf program — and officials there said more juniors are going to courses closer to their homes because more courses have programs like that now. Buccio said it would make sense if that was a reason for the decline.

But there was no question that kids were engrossed in golf at the event.

Amy Calonder, an Englewood resident of 14 years, stood at the edge of a green as her 12- and 10-year-old sons putted.

“They enjoy the instruction in particular (in the junior golf program),” Calonder said. A mother who’s been to the event a few years, she remarked that the blow-up holes — which resemble large blow-up slides designed with golf holes in them — are new. Chick-fil-A, TruMoo and Sport Clips had tents, and booths auctioned off golf gear and gave juniors medals.

For the 40th anniversary, Buccio said the course got more sponsors for the event, which always features activities for kids and a barbecue for families. Last year, there were about 700 people in attendance, and Buccio said there would be more at this year’s due to more adults coming for the anniversary.

One of them was a volunteer, Ruben Allen, a Centennial resident who said his kids did the junior program 14 years ago.

“The joy I get is seeing the kids — a lot of them got the swing down already,” Allen said. “This day, it’s the ultimate for them.”

LIFE Meet the creators at Denver Comic Con Local authors share stories, meet fans

hen visiting Denver Comic Con, it’s easy to get caught up in the extraordinarily detailed and arresting cosplay costumes, celebrities and vast array of memorabilia.

But what makes the Con so special is the opportunity to meet the makers of the worlds so many people get lost in — writers like Highland Ranch’s Wendy Terrien and C.R. Richards and Parker’s Corinne O’Flynn.

“For me, the thing I love about the con is the atmosphere,” O’Flynn wrote in an email interview. “In many ways, it’s like looking behind the curtain into another world. It’s the world of the artists who draw the things that stir our emotions, the actors who play those iconic roles, and the creators who compel fandoms.”

About my writing: I took some creative writing when I was in college, but it wasn’t until 2010 when I was laid off from a job that I had a career counselor ask what I wanted to. I said I wanted to write, but couldn’t do that, and at that moment I realized how much I wanted to write. So I started doing research, going to classes and critique conferences because I believe you should continue learning.

My first book took five years

to write, but I kept at it, working on story structure and character development. And it paid off, because it received a starred review from Kirkus Reviews.

I also had to learn as much as I could about the publishing world, which is a hugely complicated process. So eventually I decided to publish independently, and started my own publishing company.

Comic Con culture: I love talking to people and getting their perspectives on the worlds they love. It’s great learning about how they picked their costumes and what went into them.

There’s a whole other level of creativity you find at Comic Con, and this is a place where people can really shine.

Really, it’s all research and inspiration for my writing.

About my writing: I have been enthusiastic about writing as far back as I can remem-

ber, but I wouldn’t consider myself a lifelong writer. I was definitely raised to love reading, so the interest was always there, but not as a creator.

Now that I am an author, I write what I love to read. I write fantasy, paranormal and mystery.

Comic Con culture: I’ve been to Comic Con a few times since it’s been in Denver, but always as an attendee. Last year was my first time attending as an author, and what a different experience that was.

The cosplayers are, by far, the most incredible thing about Comic Con, but I love wandering around and seeing all the artists and makers. I am blown away that I get to be part of all of it. I love meeting readers and fellow fandom-dwellers at Comic Con. It’s especially fun to meet a new reader who is interested in reading my book. I am still in touch with many people who I met last year at DCC. Cons offer a unique opportunity connect with readers and genre enthusiasts...there’s nothing like it.

Going back and editing your book is much harder than starting from scratch, but it’s important to me to be true to the story.

Comic Con culture: Going to Comic Con is a great experience because I love addressing questions and talking with people. I can’t wait to see some of the artists and see what they’ve done. There is so much creative energy out there, and you get to see so much of it at cons. I love walking through the aisles and seeing all the artists and people dressed up.

‘Annie’ gives audience chance to see red in downtown Denver Beloved musical first ran on Broadway 40 years ago

That optimistic little red-headed girl, Annie, part of our cultural fabric since Harold Gray’s popular comic strip started in the 1920s, will once more overcome the difficulties of life as an orphan in the Depression Era this summer — in Phamaly Theatre Company’s production of the musical “Annie” at the Denver Performing Arts Complex.

Even the pair of canine actors who alternate as Sandy, Annie’s stray dog companion, conform: Daisy is an amputee lab mix and Sonny, a small mix who lost his eyes to glaucoma.

(The last time Phamaly had a canine actor was in “The Wiz” — which featured Leonard Barrett making his entrance on stilts as the lead.)

South area cast members are Leonard Barrett and Lisa Gough of Littleton and Lucy Roucis, of Englewood, whose Phamaly membership goes back many years.

Gough, 48, who is new this year, said she overheard the previous artistic director’s wife talking about Phamaly at a restaurant and received an enthusiastic “yes” when she “timidly asked” if she might join. She says she has not acted onstage since grade school days, although she attended CU-Denver as a vocal performance major. She has modeled and been a vocalist, but suffered from a brain injury and the trauma of childhood sexual abuse.

“I am emotionally retarded,” she said. An 80-pound German shepherd named Angel is her service dog, an

alpha-dog who keeps Gough connected as she finds a family in Phamaly, volunteering as well as performing.

“I just sometimes don’t have a filter … Whatever life throws at you, there are always people who see you for who you are,” she concluded in a June phone call.

Annual Henry Awards honor outstanding local theater STAFF REPORT

The Colorado Theatre Guild’s annual Henry Awards, which honors outstanding achievements during the past season in theaters all over the state, has announced the nominees for the 12th annual awards.

The Arvada Center, Buntport Theater, Denver Center for Performing Arts (DCPA), Edge Theater Company, Lone Tree Arts Center, Miners Alley Playhouse, PACE Center and Town Hall Arts Center all received nominations.

The awards ceremony will take place on July 17 at the PACE Center in Parker.

The number of eligible shows for 2016-17 totaled 204. Last year the Colorado Theatre Guild expanded the number of nominees to seven in each category.

Jeffco Vietnam vets search for platoon members

Neither Joe Sleevi nor Donald Emmot spoke much about their time in the service during the Vietnam War to their families.

There was the unwelcoming reception they received upon their return, as well as some unhappy memories.

But, mainly, they just wanted to move on with their lives.

“Some good soldiers came out of the war, and some gave the ultimate sacrifice,” Sleevi, a Lakewood resident, said. “But most soldiers were in between, and that’s where some very heartfelt stories of their experiences remain to be told.”

So, in February, Sleevi began thinking that June 28, 2018, would be the 50th anniversary of when he, Emmot and about 43 others from Jefferson County were sworn in as the Jefferson County Platoon.

“One of my best friends knew Joe from when they worked together, and he connected us,” Emmot, a Bear Valley resident, said. “After basic, all of us went to different places, and no one kept in contact after that, so I haven’t seen any of these guys since then.”

Through word of mouth, social media and the internet, Sleevi and Emmot, who were both platoon sergeants during basic training, have been working to find the other members of their platoon to invite them and their

families for a reunion in June 2018.

“My mom saved all kinds of stuff from when I was in the military and I’ve finally been going through that material,” Emmot said. “It was amaz-

ing at the time how ashamed people made you feel that you joined the military.”

The Jefferson County Platoon was unique, Sleevi and Emmot explained, because its members were allowed to join in the buddy system, which meant they would stay together all the way through basic training in Fort Bliss, Texas.

“We had kids from pretty much every high school in Jeffco,” said Sleevi, who had graduated from Alameda High School before enlisting. “There was a big celebration when we took our oath of enlistment at the Westland Center, including a congressman.”

Both men having been trying to collect the names of all their fellow platoon members, which is proving difficult without any records or idea of what happened to them during and after the war.

“This was all in 1968, so many of us went right to Vietnam after basic and advanced individual training,” Sleevi said. “We don’t know much about what happened to the guys when they went there, but I think most spent at least a year in Vietnam.”

During his time in Vietnam, Emmot, who graduated from Wheat Ridge High School, was a combat engineer who did mine sweeping on roads and explosive ordnance removal, and then became an instructor at the Combat Leadership school in Cu Chi, Vietnam.

He was stationed at Fort Riley, Kansas,

after returning from the war. After he left the service, he worked for phone companies, and recently retired from Xcel Energy.

Sleevi served as a member of a forward observer party with an infantry unit while he was Vietnam. After he left the service, he was a firefighter and retired from West Metro Fire and Rescue.

As part of the planning for the reunion, Sleevi and Emmot reached out to local organizations and legislators like Congressman Ed Perlmutter, a Democrat in Colorado’s 7th District, for any help they can provide.

“I look forward to do what I can to help Joe and the members of the Jefferson County Platoon reconnect,” Perlmutter wrote in an email interview. “As I’ve seen from hosting several Vietnam 50th Commemoration Ceremonies, it means so much for veterans with shared experiences to meet and reconnect after all these years — they finally feel welcome home.”

So far, the duo has made contact with about a dozen members of the platoon, and is working on fundraising efforts to pay for the event, as well as help pay for travel expenses for any members who live out of state.

“The more stuff I found rummaging through old boxes looking for clues about these guys, the more memories started coming back,” Emmot said. “I just started telling stories about my time in the service for the first time.”
