Dine-in service shut down through end of April Non-urgent surgeries, medical procedures halted in effort to save medical equipment to fight COVID-19

Colorado extended its shutdown of dine-in restaurant and bar service through the end of April, also ordering horse track and off-track betting facilities, hair and nail salons, spas, and tattoo and massage parlors to close during that time in an effort to slow the spread of COVID-19.

The updated order from the Colorado Department of Public Health and Environment on March 19 does not affect take-out, drive-thru and delivery service for restaurants and bars, which are still allowed.

The order excludes university dining hall services — and gyms, spas, salons and parlors that are part of hotels or condominium or apartment complexes.

Initially, the state on March 16 ordered bars and restaurants to stop dine-in service for 30 days, still allowing delivery, take-out and drive-thru. Theaters — including movie and performance venues and concert halls — along with casinos and gyms were ordered to close under the same action.

Those businesses also must remain closed for the updated time frame, which can still be still be extended further.

The affected businesses that offer food or beverages can allow up to five people inside at a time to pick up their orders as long as customers are at least 6 feet apart from one another, the state’s order says.

Airport food courts are exempt from the closures, as is room service in hotels.

Spas, salons, parlors and gyms that are part of hotels or housing complexes — and university food services — must maintain at least 6 feet between people, the order says.

State orders more social distancing Colorado schools will be closed at least through April 17

With Colorado’s number of COVID-19 cases continuing to spread to more counties — with two deaths as of March 18 — Gov. Jared Polis announced the state will issue more “social distancing” guidance and that school likely will not resume this spring.

“In the short term, the social distancing is likely to get more severe,” Polis said at a March 18 news conference. Social distancing means taking steps to put more space between people and avoid the spread of COVID-19, the disease caused by a widespread coronavirus.

Later that day, the Colorado Department of Public Health and Environment ordered that all gatherings be limited to 10 people or less, including any kind of events as well as “leisure” gatherings, according to the order.

It doesn’t apply to normal operations at airports and transit stations, the state Legislature or Colorado courts, or stores and pharmacies — or work environments where people maintain at least 6 feet between each other. Restaurants may continue to offer delivery and take-out food service.

The order is effective for 30 days starting March 19 but could be extended.

The governor’s office also announced an executive order that suspends normal classes for all public and private P-12

schools, including public preschools on public school campuses, from March 23 to April 17.

The governor’s comments came a couple days after the state ordered a month-long shutdown of dine-in service at restaurants and bars, along with the closure of theaters, gyms and casinos. Without even further measures, the damage to Colorado’s economy and the loss of life caused by the virus could be “far worse” in the long term, Polis said.

Bay Area counties in California announced a shelterin-place order for all residents from March 17 until at least April 7. People were advised

to leave their homes only to take care of essential errands.

Polis said if Colorado needs a shelter-in-place order, the state needs to consider how long people can endure life under such restriction.

“You can’t shut down everything forever,” Polis added.

The White House on March 16 issued guidance that people should avoid social gatherings in groups of more than 10 for the rest of the month. Shortly before, Colorado had updated its statewide guidelines, at the time recommending that events of 50 people or more should be canceled or postponed.

It’s possible that school might resume this spring but it’s increasingly unlikely, Polis said.

“That doesn’t mean learning stops,” Polis said, adding that remote learning should ensure students are ready to advance to the next grade level.

The Colorado Department of Education released a statement March 17 saying end-ofyear assessments including the Colorado Measures of Academic Success, or CMAS, “will be paused” for the rest of the school year due to extensive school closures

throughout Colorado.

Polis’ executive order closing classes also suspends state assessment requirements for this school year “to ensure assessments administered are able to produce valid results,” the order says.

The state Department of Education will also pause the state accountability systems for schools and districts, which communicate performance on state tests, this year.

As for the PSAT and SAT, the department is collaborating with College Board to determine if the tests could still be administered, the news release said. The department will provide updates when available, and the public can access school-related information on COVID-19 at cde.state. co.us/safeschools.

The governor also announced he would extend the suspension of downhill ski area operations through April 6, according to a news release from his office. Previously, Polis issued an executive order suspending ski area operations until March 22.

COVID-19 has spread throughout many mountain communities that include ski resorts, the release said.

Polis announces statewide donation-based COVID-19 relief fund Efforts target workers who lost jobs, child care for hospital staff, first responders

These are among the targets of a new COVID-19 relief fund announced by Gov. Jared Polis on March 18, a donation-based system called Help Colorado Now. “We’re doing the right thing together, and we will be back together. Coloradans are good-hearted people,” and the state needs to harness that energy, Polis said at a news conference.

Mile High United Way, a metro Denver nonprofit, is the system’s “fiscal sponsor,” Polis said, and in just the last two days,

The fund aims to address numerous affected areas of life amid the spread of COVID-19, including helping small businesses and affected workers, supporting technology that helps Coloradans connect to each other — for working from home but also for socializing — and for support for mental health and substance use disorders, Polis said.

The governor asked for donations as small as $1 or as large as hundreds — whatever people can afford — or for Coloradans to volunteer their time for causes such as health care assistance, food delivery or mental health support.

“By working together, we can build a cohesive network that makes sure no one falls through the cracks in this difficult

time,” Polis said. The system’s website is www.helpcoloradonow.org.

People on the front lines of the coronavirus public health crisis face a compounded challenge with their kids home after widespread school district closures, and Polis called together a group of child care providers, advocacy groups and school districts to partner with the Colorado Department of Human Services to arrange emergency child care for those workers.

Those who qualify include doctors and nurses; hospital maintenance workers, including janitorial staff; police, firefighters and emergency medical technicians; correctional officers; and workers in long-term care and mental health facilities. The state hopes to continue this benefit based on its ability to fundraise and acquire federal funds, Polis said. The website for that program is covidchildcarecolorado.com.

BLOOD DONATIONS NEEDED Gov. Jared Polis urged Coloradans to donate blood as the health care system becomes strained amid the spread of COVID-19.

Patients with that disease don’t need blood, but others who were already fighting ailments do, and blood drives saw cancellations amid COVID-19 concerns, Polis said.

Despite current public health concerns, donating blood is safe, Polis said.

Apartment association RELIEF offers resources to renters

Polis sent a request on March 17 to the U.S. Small Business Administration, a federal agency, asking that small businesses across Colorado can qualify for economic relief loans.

The assistance would also apply to the Southern Ute Tribal Nation and Ute Mountain Ute Tribal Nation if the federal agency approves Polis’ request, which is expected to sail through.

Colorado’s state government also offers a “work share,” a layoff-prevention program that allows employers to split the cost with unemployment insurance to retain employees.

The program can pay employees up to 26 weeks of work-share benefits as long as their hours are reduced by at least 10% but by no more than

Following news of mandated closures throughout Colorado in the restaurant and hospitality industry, the Colorado Apartment Association has created a guide to help Colorado renters in the face of income shortfalls.

“The basic shutdown of much of our economy in Colorado creates hardships for many Coloradans. Fortunately, there are resources available to those who are at risk of not being able to pay their rent,” Mark Williams, executive vice president, Colorado Apartment Association, said in a news release.

“It’s important that renters pay as much of their rent as they can, because our industry is dependent on rent payments to pay employees’ salaries, vendors, and loan payments. While the city has placed a temporary hold on evictions, it is not their intent

that residents avoid paying rent if they have the ability to do so. Rather, it is to prevent residents from losing housing during the pandemic and deploy city resources in a way they believe is better for Denver.”

Residents should contact these resources to determine whether they qualify for subsidies or help from the government or from various nonprofits such as Brothers Redevelopment or TRUA. Many government programs and nonprofits grant funds to tenants on a first-come, firstserved basis, so residents who believe they are at risk should start getting in line as soon as they realize they are at risk.

If a resident does not qualify for subsidies or help from any nonprofit or a government entity, then he or she should ask the rental housing provider to allow a payment plan to pay over a 30-day period or more. Payment plans should be in writing.

Holding onto housing, jobs As thousands of workers across the state face the fallout from the state’s shutdown of dine-in service at restaurants and bars and closure of theaters, gyms and casinos — lasting until at least mid-April — Polis is looking at “every option” to ensure people don’t lose housing.

“We’re looking at ways to do that and (to ensure) eviction orders aren’t processed the way they normally are,” Polis said.

The governor said he “strongly supports” federal cash payments of $1,000 or more dollars per month to citizens, an idea that has been

ACTIONS YOU CAN TAKE IF YOU HAVE COVID-19 SYMPTOMS If you have symptoms of COVID-19, first call a health care provider, clinic or hospital. The provider will give instructions on whether you need to be tested and on where to go to for care and testing.

If instructed to seek care, follow the precautionary advice of the medical provider before going into any health facility, the state advises.

Certain people are at higher risk of getting very sick from COVID-19,

including older adults, especially those over 80; and those with chronic medical conditions such as heart, lung or kidney disease.

Older adults who have chronic medical conditions are at the highest risk.

Illness can be severe and require hospitalization, but most individuals recover by resting, drinking plenty of liquids, and taking painand fever-reducing medications, according to the state.

Other advice from public health

officials: • Stay home if you are sick.

• Wash your hands thoroughly and frequently for at least 20 seconds. If soap and water are not available, use hand sanitizer with at least 60% alcohol.

• Clean and disinfect frequently touched objects and surfaces such as desks, phones, doorknobs and rails.

• Avoid touching your eyes, nose and mouth with unwashed hands.

Colorado receives disaster relief for small business amid COVID-19 State also offers ‘work share’ program to prevent layoffs

The federal government declared Colorado a disaster area as the economic damage of COVID-19 continued to ripple throughout the state, and small businesses may be eligible for loans that can ease the pain.

Colorado applied for the disaster designation March 17, as thousands of livelihoods were being upended by the state’s shutdown of sit-down service at restaurants and bars and the closing of theaters, gyms and casinos amid the spread of COVID-19, the disease caused by a widespread coronavirus.

Gov. Jared Polis sent a request to the U.S. Small Business Administration, a federal agency, asking that small businesses in all 64 Colorado counties can qualify for economic relief loans. The agency announced that it approved the request March 19.

“Businesses across the state have already experienced significant economic losses and are anticipated to continue

UNEMPLOYMENT CLAIMS SOAR The Colorado Department of Labor and Employment saw a surge in unemployment claims from 400 on March 7 to more than 6,800 on March 17.

The high traffic to the unemployment call center and file-a-claim website caused slow processing times for applications, the department said in a news release. The department is conducting maintenance to increase the system’s capacity and stability.

The department also encourages workers who are experiencing a reduction in hours or wages to to lose revenue due to this pandemic,” Polis wrote in a letter to the SBA. Who may qualify Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 may qualify for Economic Injury Disaster Loans of up to $2 million through the SBA. The loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact, the SBA said in a news release.

U.S. Rep. Jason Crow, an Aurora Democrat, and Colorado’s other members of Congress had urged the Trump administration to quickly grant relief.

“The coronavirus is taking a toll on Colorado’s vibrant small businesses,” Crow said in a March 17 news release. “With over 1.1 million Coloradans employed by small businesses, we must do everything we can to help Colorado’s workforce and quickly approve Colorado’s request.”

Layoff-prevention program Colorado’s state government also offers a layoff-prevention program that could help businesses impacted by the state’s 30-day ordered closure of dine-in service at bars and restaurants — or businesses that have been economically impacted by the pandemic in general. Colorado’s Work Share program allows employers to split the cost with unemployment insurance to retain employees.

Economists: ‘We’re in uncharted waters’ but no reason to panic Local economists weigh in on impact of COVID-19

March 17 was the first day of Yume Tran’s new normal.

The owner of Indochine Cuisine in downtown Parker, a Thai and Vietnamese staple of 17 years, sat at one of the dozens of empty tables in the dining room of what would normally be the Tuesday evening dinner rush.

It was the first day of a 30-day ban on dine-in services as ordered by Gov. Jared Polis to slow the spread of COVID-19. Except for the kitchen staff and a host, the entire restaurant was empty, serving only the occasional customers trickling in to pick up takeout orders.

Energetic and light-spirited, Tran said she is taking it one day at a time.

“We’re still not used to not seeing certain regulars that come in certain days,” Tran said. “Now, it’s sort of strange.”

Economists say it is too soon to tell what the long-term effects of the COVID-19 outbreak will have on Colorado’s economy. The short-run effects have been evident. The order to stop sit-down service has severely hurt bars and breweries, forcing some to close, at least for now.

The spread of the novel coronavirus

NICK PUCKETT prompted the state to order the temporary closure of other businesses, including ski resorts, gyms, casinos and movie theaters.

Employers have been forced to reduce employee hours and sometimes make pay cuts or lay off staff.

“The local business community, particularly small businesses, are at the forefront of the crisis, as their revenues decrease significantly,” Leigh Seeger, vice president of the Jefferson County Economic Development Corporation, wrote in an email March 18.

Other at-risk industries with significant impacts include mining, oil and gas, transportation, travel/tourism and leisure/hospitality, Seeger wrote.

On March 17, the Colorado Department of Labor and Employment reported unemployment claims increased from 400 on March 7 to more than 6,800 March 17. The CDLE stated in a March 17 news release it had experienced unprecedented traffic to the unemployment call center and file-a-claim website, leading to application processing delays. The department stated it is implementing system maintenance to keep up with the demand.

“We’re in uncharted waters.” said Patrick Holwell, workforce economist for Arapahoe/Douglas Works! Workforce Center. “Nothing like this has happened in most of our lifetimes.”

Holwell delivered a message of optimism, however, saying Colorado’s approach to stopping the spread of the virus, and the strong leadership from the governor’s office down to local levels, will help the entire state pull through the pandemic.

“We’re going to make it through this because Colorado is not only a great place to live, but it’s filled with a lot of great, bright people who are proactive in the face of all this,” Holwell said.

Gov. Jared Polis and members of Colorado’s congressional delegation urged the Small Business Administration to designate small businesses in

counties across the state eligible to qualify for Economic Injury Disaster Loans. The Small Business Administration approved the disaster declaration March 19.

Still going strong Not all industries have been been hurt by the virus. Delivery, logistics, transportation, health care and some retail industries, like grocery stores and warehouses, have seen an increase in demand for goods and services, according to the CDLE. The CDLE plans to work with those industries to help workers who have had permanent cuts to their wages or hours find part-time work.

King Soopers and Safeway list hundreds of job openings across the Front Range, as some stores are spread thin due to the sudden panic shopping that has emptied store shelves.

Uber, a ride-sharing company, announced on its website March 16 it will be working to encourage orders from independent restaurants on its subsidiary app, Uber Eats, “to help make up for the significant slowdown of in-restaurant dining.”

Local chambers of commerce and economic development partnerships are stepping up to provide resources for how businesses can respond to the virus.

Tom Brook, CEO of the Denver South Economic Development Partnership, said communication will be critical to help local businesses stay informed on federal, state, local and private-sector business support initiatives and resources.

“We are best served by falling back on what has served us well historically and making sure we stay in communication and collaborate with each other,” Brook said.

Surgeries, procedures halted Other state actions also were announced in a March 19 news release, including a special enrollment period for people without health insurance, and suspending surgeries and medical procedures that are not urgent.

Gov. Jared Polis signed an executive order suspending surgeries and procedures that can be delayed without risk to the current or future health of the patient. The order is in effect from March 23 to April 14.

The order is a bid to preserve medical equipment, such as personal protective equipment and ventilators, needed to combat COVID-19, the news release said.

It includes medical, dental or veterinary surgeries or procedures, and it makes an exception for rural and critical access hospitals.

Special health insurance enrollment The state also announced a special enrollment period for uninsured Coloradans to sign up for health insurance, according to the news release.

People without insurance will be allowed to enroll in individual plans — meaning plans not provided through an employer — from March 20 through April 3. Coverage will be effective starting April 1, regardless of when someone enrolls during that window. This is not a period for people with coverage to change plans, the release said. Uninsured spouses and children will also be allowed to enroll during the period, even if one spouse or a child’s parent may already be insured.

For Coloradans who lose their jobs, or who may lose it in the coming weeks, loss of employer-based health insurance allows a 60-day window to enroll in individual coverage, whenever that might happen throughout the year, the release said. The state directed people to www.connectforhealthco.com for details.

Procedural changes The state also announced an updated executive order reducing in-person contact regarding elections and other operations under the Colorado Secretary of State’s Office, which oversees elections and the filing of certain types of official documents.

The order also suspended the requirement that county clerks’ staff must physically deliver and return ballots to group residential facilities. It directs county clerks and other election officials to register voters and deliver ballots to such facilities by mail, electronically or by other methods that don’t require entering the facility.

County canvass boards are also to meet and conduct duties remotely, using any technology available, the order says.

The order also directs the secretary of state to outline the time, place and manner in which hearings will be conducted under the Title Board, which finalizes the language for ballot initiatives — changes to law that citizens vote on. The board considers whether the language adequately represents the proposed changes to law and whether it would be understandable to voters.

The order lasts for 30 days from March 18.

OPTIONS FOR AFFECTED WORKERS, EMPLOYERS Thousands of livelihoods were being upended by the state’s shutdown of businesses amid the spread of COVID-19, the disease caused by a widespread coronavirus — and the new closures are sure to broaden those hardships.

But some resources are available.

Colorado’s state government offers a layoff-prevention program that could help businesses impacted by the state’s ordered closures — or businesses that have been economically impacted by the pandemic in general. Colorado’s Work Share program allows employers to split the cost with unemployment insurance to retain employees.

The program can pay employees up to 26 weeks of work-share benefits as long as their hours are reduced by at least 10% but by no more than 40%, according to the state Department of Labor and Employment.

Any Colorado employer may request a work share plan — not just those affected by the recent public health orders — but see www.colorado. gov/pacific/cdle/layoffassistance for more information and requirements.

Employers of any size may request a work share plan as long as the plan covers a minimum of two workers.

Employees who see a reduction in hours, or layoffs, are encouraged to apply for unemployment benefits, which can provide partial wage replacement, at www.colorado.gov/ cdle/unemployment.

There’s no reason we can’t have a little fun

t’s springtime in the Rockies. Try to keep that in mind.

It may not be anyone’s idea of an ideal spring, but it’s the only one we’re going to have this year.

A year that’s only three months QUIET old is already history-making.

DESPERATION Your children will reminisce about 2020 in 2050.

I won’t be around. I do hope to be around in 2021, however.

I am already looking forward to the day when the adage about humor being “tragedy plus time” allows us to kid about what the world went through. That day will come, but when?

tered it myself.

Yet. The stories that will come from this time period will be never-ending. Some disturbing, some heartbreaking, some comical.

Parents unexpectedly have their children at home, and it’s not summer vacation yet.

One mother said her children were “bored.”

Therefore, I have decided to provide a little community service in the form of brain teasers.

Let’s start with an easy one: “What has to be broken before you can use it?”

Answer: an egg.

OK, now for some that are a little more difficult. Answers below.

1. “Sammy ran away from home. He ran a ways and then turned left, ran the same distance and turned left again, ran the same distance and turned left again. When he got home, there were two masked men. Who were they?”

8. This one is my favorite. “A cowboy gallops into town on Monday, stays for two days, and leaves on Monday. How can this be?”

Patience and diligence as we find missing pieces of puzzle

ave you ever put together a jigsaw puzzle?

If you have, you know exactly what it feels like to be working through it and then finally finding that one piece of the puzzle that had haunted you for WINNING the past couple of hours or maybe even days. And most times, at WORDS least for me, when I did finally find the elusive piece, it had been right in front of me the whole time. It’s frustrating and rewarding all in the same moment.

During this time of staying home in self-quarantine mode, we are passing the time in several ways, and one of those ways is assembling jigsaw puzzles. So, I Michael Norton am currently and acutely aware of the scenario above. One of the first things that happens when putting together a jigsaw puzzle is that we typically find all the edges and begin building the perimeter, don’t we? Then, we start to fill in the middle. And with each added piece the image takes shape and we build momentum as we know that completion is getting closer. But somehow, the temporary sense of accomplishment and joy we feel as we look at our completed puzzle is replaced by a certain sadness, the puzzle is finished.

The world seems like a bit of a jigsaw puzzle right now doesn’t it? Maybe our lives feel like a little bit of a jigsaw puzzle too. The health crisis has brought with it all kinds of uncertainty, missing pieces, and missing information. Disruption in employment, empty shelves in the grocery store, shortage of health-care resources and hospital beds, travel restrictions and bans, work and school closures, and worship services and gatherings being canceled. Throw in the various levels of compliance and non-compliance with social distancing and the puzzle gets even harder.

Here’s the thing. Just imagine if we were given all the pieces of a jigsaw puzzle but not a picture of what the finished product was supposed to look like. It wouldn’t be impossible to finish, but it just might take a little longer and be a bit harder. It’s kind of where we all are right now. We are looking at this giant pile of puzzle pieces and we don’t know what it is supposed to look like in the end.

Right now, what is happening is that country by country, state by state, city by city, and home by home, we are all building our perimeters. We are finding, defining, and connecting all the edges so that we can start to fill in the interior of the puzzle.

Some of the pieces seem obvious to us, and others are still elusive and that’s okay. You see, with each new piece we find and connect, and with each new piece that we understand where it goes, we get that

much closer to solving the puzzle.

For us, it’s just my wife and me working on our jigsaw puzzles together at home. However, this worldwide jigsaw puzzle has many more people trying to put it together. There are a lot of really smart people and organizations working towards solving the puzzle. There is a lot of money and focus being applied to getting everything reassembled. This is a puzzle that is going to take longer than we had thought, will be harder than we anticipated, and will cost more than we had planned for. But in the end, it will be solved as all puzzles eventually are.

And unlike the personal jigsaw puzzles we work on in our homes and for fun, this is a puzzle that when we do solve it, there will not be any sadness or remorse when it is over.

For homebound seniors, COVID-19 means loss of visits from Meals on Wheels Volunteers will still bring meals but must stop home visits; phone calls planned

Hundreds of homebound seniors and people with disabilities in the south metro area are losing a regular source of human contact this week, as Nourish Meals on Wheels transitions to a no-interaction model of food delivery in response to the COVID-19 outbreak.

“We hate this,” said Diane McClymonds, Nourish Meals on Wheels’ director. “It breaks our hearts. Our clients and volunteers look so forward to the opportunity to visit, but this is what we have to do to keep people safe.”

Nourish Meals on Wheels, previously called TLC Meals on Wheels, delivers food and companionship to hundreds of clients around the south metro area. Clients are invited to pay for their meals, but more than half pay less than the full cost or nothing at all.

In previous interviews with Colorado Community Media, clients have called the group’s volunteers their guardian angels. Many say

Brook noted the economy was in a good position — high wages, near-record-low unemployment rate —at the start of the pandemic as opposed to just before the 2008 financial crisis, the most recent recession in American history.

“To the extent we are able to effectively contain this from a medical standpoint quickly, we should be able to rebound quickly,” Brook said.

The mass closures and cancellations have forced businesses to adapt their workflow. The Centers for Disease Control and Prevenh tion has recommended people stay home to work, if they can. Many employers across the country fol. lowed suit, providing work-fromhome options for office employees.

“The face of American work will possibly change,” Holwell said. “I think there’s going to be a lot more reliance on things like GoToMeeting” and other virtual meeting

The group is also accepting donations of nonperishable food, which can be dropped off just inside the entrance of the group’s headquarters, the old Las Delicias restaurant at 92 E. Arapahoe Road in Littleton.

People wishing to volunteer can apply through the website, but must go through a screening process first.

“It’s their connection to the community,” McClymonds said. “It’s validation that they’re not forgotten. That someone cares.”

Now, McClymonds said, in light of a pandemic that is forcing unprecedented “social distancing,” drivers are instructed to leave meals hanging on the doorknob and ring the doorbell while leaving.

In place of the visits, Meals on Wheels is instituting a program called “Client Care Calls,” where clients can add themselves to a list to receive regular phone calls from volunteers.

“This way we can check in and see if they need anything,” McClymonds said.

The group may face other hardships: with a small staff, the group could be hard-pressed to keep food production up if an employee becomes infected with COVID-19 and must be quarantined. The group may be forced to reduce the number of delivery days, or switch to only frozen meals rather than hot food.

McClymonds said there are so many unknowns.

“How long will this go on? I naively put out that I thought this would last just two weeks. Now I’m afraid that’s overly optimistic.”

The public can help by donating funds to the group, McClymonds said. They will also be accepting donations of nonperishable food at their headquarters at Broadway and Arapahoe Road. Volunteers can apply to make deliveries or phone calls at nourishmealsonwheels.org.

In the meantime, McClymonds said everyone can help people in their lives.

“Call your mom,” McClymonds said. “If you know someone who might be quarantined or isolated, call. Check in with people. Don’t let social distancing become social isolation. And pray.”

WHAT IS CORONAVIRUS? Coronavirus is a family of viruses named for the microscopic view of crownlike spikes on their surfaces, according to the federal Centers for Disease Control and Prevention.

These viruses can cause the common cold or more severe diseases such as SARS (severe acute respiratory syndrome) and MERS (Middle East respiratory syndrome), which have seen outbreaks in the past, according to the CDC. COVID-19 — standing for “coronavirus disease 2019” — first appeared in late 2019 in Wuhan, China.

Symptoms of COVID-19 can include fever, cough and breathing trouble. Most people develop only mild symptoms, according to Denver Public Health. But according to the CDC, some — usually those with severe underlying health conditions or older adults — develop more serious symptoms, including pneumonia, which can be fatal.

Technically, COVID-19 is caused by a virus named SARS-CoV-2. applications.

A bright side Holwell has seen is the amount of support from community members to help one another.

“We all know how vital it is to keep all these businesses going through the worst part of this so they can hit the ground running,” Holwell said. “People are starting to pull together. Nobody I know is giving up hope.”

Brook agreed it, saying he does not believe there is reason to panic.

“We’ve been through challenges before. Let’s see how each day un-

folds,” Brook said. “It’s going to be a challenge. It’s incumbent on us to say together, work together and have faith.”

Tran seconds that.

“We’ve been very positive,” Tran said. “When you’re a business owner, you have a responsibility to your team. Not just to give them a paycheck. They look at you as their future. They want to know: ‘Am I going to be OK?’ “You want to tell them: ‘We have a plan. We don’t know if it’s going to work or not, but we darn well have a plan every single day.’”

‘The panic is here’ in stores around area Locals scramble for essential items amid outbreak of novel coronavirus

Lori Gifford approached the milk refrigerator at the back of a King Soopers Marketplace in Parker March 13 and scanned the empty shelves that once held a variety of products, looking for organic milk to no avail.

The King Soopers at 117761 Cottonwood Drive was bustling with shoppers stocking up on food at the end of the first week when the country saw mass cancellations and closures due to the spread of COVID-19. Entire aisles of products were decimated that Friday afternoon as workers carried cardboard boxes up and down walkways to replenish what they could.

A lifelong Coloradan from Parker and a health care professional, Gifford said she has never seen a reaction like this to a contagion. The number of COVID-19 cases continued to rise in Colorado and throughout the United States, prompting schools to close and events to be canceled.

“The panic is here, and that’s what we have to deal with now,” Gifford said.

“They exited Douglas County Schools now, so we have to plan for family being home and eating.”

Grocery stores and supermarkets throughout the Denver metro area were quickly running out of certain products, including toilet paper, hand sanitizer and cleansing wipes. As the spread of the novel coronavirus forced school closures and event cancellations and prompted employers to encourage work-from-home options, people began scouring shelves for essential food items as well. Shelves with items such as flour, milk, dog food, bread and canned goods quickly emptied over the course of one day, March 13.

Bryant Nguyen, of Centennial, said the COVID-19 outbreak has affected his day-to-day life. Instead of going to his gym, he works out from home.

He works from home now as well. He said he didn’t stock up on anything in particular, except some frozen foods to store for later.

“It’s definitely affecting all aspects of life,” Nguyen said. “It’s been pretty comprehensive. Just trying to stay safe, wash hands. Purell and Lysol wipes are hard to come by, but we’re trying to get our hands on that.”

One King Soopers customer service representative said the store ran out of toilet paper the morning of March 13 and did not anticipate restocking until the next truck arrived the following night.

A Target representative said the store in Lone Tree had been out of toilet paper since about an hour after opening and recommended people get to the store early if they want to buy the item.

Walmart announced March 10 on its corporate website that it will work to stay stocked and keep prices fair. The

The largest private employer in the United States, Walmart is also taking measures to protect its employees.

Workers are asked to stay home if sick and the store will provide pay options and support if a worker is diagnosed with COVID-19.

Major supermarket outlets, like Walmart, King Soopers and Target, have all authorized managers to decide on a consumer limit on certain products. Items like bottled water and toilet paper are available on an item-percustomer limit.

Bonnie Lee, a mother of seven from Elbert County, said she expects her adult children to come home if the

spread of the virus continues because they may not be as prepared as their mother.

“I’m just going to get groceries while I can and I’m going to go home and wait it out,” Lee said. “And put my trust in Jesus.”

Kevin Donovan, of Englewood, said he wishes people would be more considerate of their neighbors when shopping during this stressful time.

“We live in an individualistic society, where everybody is out for themselves,” said Donovan, who was shopping for produce March 13 at the King Soopers at 3495 S. University Blvd. “I would like to see more of a community approach. We shouldn’t hoard all of the toilet paper. We shouldn’t hoard all of the paper towels. Let’s just share with

Josh Shepard, assistant manager of the same Englewood King Soopers where Donovan was shopping, said the day was “absolutely nuts,” listing numerous items the store was out of or that were almost gone, including meat, water, frozen foods and, of course, toilet paper. He also brought light to what many store workers are going through during the recent shopping frenzy.

“I live out in Aurora, so I have not been able to see my family a lot, because I am here,” said Shepard, adding that he gets one day a week off. “But making money is what I have to do.”

Denver Animal Protection earns premier accreditation Shelter takes any kind of animal except primates

Primates need not apply.

But all other animals needing help are welcome at Denver Animal Protection, which operates the Denver Animal Shelter at 1241 W. Bayaud Ave., south of downtown.

The shelter takes in about 7,000 animals each year and can hold about 450 at a time.

“We are open admission,” said Dr. Louisa Poon, DAP veterinarian. “We’ll take any animal, except for primates.”

And that has included dogs, cats, fish, turtles, pigs, goats, sheep, rabbits, guinea pigs and others.

“We only treat strays and shelter-owned animals,” Poon said. “Our business model is to provide the best care we can with our resources for homeless and strays.”

Some are victims of cruelty or neglect, she said.

Poon said the only treatment they can’t give is setting broken bones. For that, she reaches out to

DAP made a number of changes in order to meet the criteria, such as getting new equipment, including a full-body X-ray machine that cost $50,000 — raised by donations and grants — and a dental X-ray machine. It also re-trained staffers, initiated new protocols and took other steps to satisfy the criteria.

“We tried to implement everything recommended,” Poon said.

“The AAHA comes out and does an evaluation, on-site, to make sure you’re compliant with their mandatory criteria before you get accredited. It took a little while longer than I wanted, but in the end, we got it done - while maintaining a full load and taking care of our stray animals.”

AAHA is the only organization that accredits vet practices in the United States and Canada. Fewer than 20% are accredited, according to DAP. DAP earned its accreditation on Dec. 30, 2019. Its next application for renewal is scheduled for December 2021 “and if all goes well, then after that, it’s every three years,” Poon said.

Poon’s staff includes Dr. Beverly Chua, a part-timer; three full-time vet techs and one part-time vet tech.

Under the Denver Department of Public Health & Environment, DAP is a governmental entity, but also relies on donations and grants to help it take proper care of animals, perform lifesaving surgeries and find homes for them. In 2019, DAP raised about $300,000 in the community.

“We don’t turn away any animals, and it (treating animals) may exceed our city budget,” Poon said, explaining the importance of donations.

DAP recently was accredited by the American Animal Hospital Association, and is one of three municipal shelter clinics in the nation to earn AAHA accreditation.

One of the other shelters is also in Colorado: the Humane Society of the Pikes Peak Region.

Unlike hospitals for people, not all animal hospitals and shelters have to be accredited.

The nonprofit AAHA determines criteria — some mandatory, others highly recommended — for vet clinics. It evaluates entities on about 900 quality standards that go beyond state regulations.

Spring sports now suspended through at least April 18 STAFF REPORT

The Colorado High School Activities Association has extended the suspension of spring sports and activities through April 18. On March 12, CHSAA ordered games, practices and events to be suspended through April 6 due to concerns over COVID-19.

“In light of Governor Jared Polis’ announcement Monday (March 16) afternoon where new restrictions were mandated to slow the advance of the COVID-19 virus narrowing the minimum standards for public gatherings, we are announcing that the Association will follow the guidelines that went into effect at 8:00 a.m. today and will remain in effect for 30 days,” CHSAA Commissioner Rhonda Blanford-Green said in a March 17 news release. “This media and school advisory is to keep the membership

apprised of the latest decisions from the CHSAA office.”

In addition, CHSAA encouraged schools to set stricter standards on student gatherings outside of high school; all CHSAA-sanctioned music events have been canceled; and the state speech tournament and Student Leadership Advisor U were postponed until later in the spring, without a specific date.

CHSAA also said it will recognize individual participants from the state basketball championships with “a memento in the coming weeks to recognize their leadership and resolve during that week.” Following the completion of several girls games on March 12, CHSAA ordered the cancellation of the remainder of the girls and boys state basketball tournaments, meaning no champions were crowned this season.

On Littleton’s Main Street, merchants in ‘uncharted territory’ Business owners in downtown Littleton face uncertain futures amid coronavirus shutdown

Downtown Littleton merchants are reeling after escalating measures against the COVID-19 outbreak left Main Street all but deserted.

Numerous downtown restaurants were experimenting with their first day of carryout service on March 17, a day after the state ordered all restaurants to stop dine-in service until May 11.

Nearly every business had a sign on the door asking sick people to stay away, and detailing the business’ cleaning procedures. Some retail stores were closed, and those that stayed open saw little foot traffic amid public health orders to minimize unnecessary travel.

“Business is hell right now,” said Greg Reinke, president of the Historic Downtown Littleton Merchants Association, and the owner of the Reinke Bros costume and novelty shop. “I made $183 in the

last seven days. Most of the merchants are scared to death. Their dreams and their hard work could be wiped away overnight.”

At businesses along Main Street, anxiety was in the air, but so were calls for unity.

“We’re just all trying to figure out what to do,” said Holly Wheeler, a server at Smokin Fins, a seafood restaurant. “Lots of us will probably be laid off for now. Some of us are thinking of trying to go to work for Amazon and Costco.

I just hope when this is all over, people can come together.”

At Bradford Auto Body, owner Mickey Kempf said business has plunged.

“It’s slower than the dickens,” said Kempf, a community fixture noted for his charity work who served as the grand marshal in the 2019 Western Welcome Week parade.

Kempf said he’s hoping to stay open, though he already had to furlough one full-time employee.

“We’ve had so much anger and division in this country,” Kempf said. “Let’s move past being Democrats and Republicans and remember we’re all human beings.”

At EVOO Marketplace, which sells gourmet oils and vinegars, owner Mike Major said the future was uncertain.

“We can sustain ourselves for

maybe a month, but after that it’s dicey,” Major said. “But as long as Fed-Ex keeps going, we’ll gladly ship to our customers.”

Major said he used to work in biotechnology, and said the shutdowns “are what we have to do as a society. I just hope we can have more appreciation for each other after this.”

At Curds Cheese, a gourmet cheese shop, owner Garret Palecek said he was giving to-go orders a try.

“We’re all in this together,” Palecek said. “Our plan is to smile, be kind, do our best, and hope it works out.”

A sandwich board outside General Store 45 advertised “Quarantine supplies.” Clerk Kyle Steele said board games, jigsaw puzzles and novelties made for good ways to pass the time under quarantine.

Steele, who said he’s been living with a friend while between apartments, was planning to leave the next day for his home state of West Virginia.

“My grandparents have a house on five acres in the woods,” Steele said. “That sounds like a better place to ride this out than my buddy’s couch.”

It’s too soon to say what the fallout of the coronavirus crisis will be, said Reinke, the head of the merchants association, but he

hopes business owners can unite to help each other out.

“We’ll all owe money, and we won’t have income,” Reinke said.

“What if we came together and pretend like nothing’s happening for two months? My tenants don’t pay me, maybe I don’t pay the mortgage. If the banks can get on board, we can save a lot of businesses.”

Reinke said local businesses may also become eligible for Small Business Adminstration loans, but there are a lot of moving parts to figure out first.

In the meantime, Reinke said his insurance company won’t enact his policy’s business interruption clause, because he hasn’t been given an order to close.

Kal Murib, who owns numerous buildings along Main Street with a variety of tenants including McKinner’s Pizza, Jackass Hill Brewery and Grande Station Bistro, said he’s waiting for the end of the month to gather more information before deciding whether to suspend rent.

“I think of my tenants as my friends too, and if help is needed, I’m available, I’m ready, but we need mortgage companies and banks to work with us,” Murib said. “Nobody knows where this is going. We’re in uncharted territory.”
