A bill introduced in the state Legislature by the Democratic speaker of the House and the Republican Senate president would seek voter approval to raise the state sales tax to help pay for Colorado’s transportation needs. Colorado’s growing population and overburdened roadways have put transportation at the forefront of this legislative session, which began in January and ends in May. House Bill 1242, if approved at the Capitol, would request a 0.62 percent increase in the state sales tax on the November ballot, raising the tax to 3.52 percent. A joint news release issued by House and Senate leadership said about $680 million would be generated, and much of that would be distributed to city and county governments for local transportation priorities. Members of a coalition of business and community leaders called FixItCO applauded the introduction of HB 1242. “The announcement today is good news for Coloradans,” said Arvada Mayor Marc Williams, who is the chairman of the Metro Mayors Caucus Transportation Task Force. “Without a significant investment in our infrastructure, our economy is at risk, our safety is at risk, and the Duran cost to Colorado families in both time and money is increasing.” The measure’s sponsors include House Speaker Crisanta Duran, D-Denver, and Senate SEE LEGISLATURE, P2

Open houses will address changes to regional airspace Events will be held throughout the metro area in April and May STAFF REPORT

The Federal Aviation Administration has scheduled 11 public information workshops in April and May to provide information to the public concerning proposed airspace improvements in the Denver metro area. A component of the Denver Metroplex project, the changes will use streamlined satellite navigation to move air traffic more safely and efficiently through the region. Existing

air routes may be modified with new satellite-guided routes. Community feedback from these workshops will help the agency determine whether changes to the preliminary designs are needed. The Denver Metroplex project, one of 12 such projects across the United States, includes Denver International Airport, Centennial Airport, Rocky Mountain Metropolitan Airport, Buckley Air Force Base, Northern Colorado Regional Airport, Front Range Airport and Greeley-Weld County Airport. The workshops will be held in the evenings in an open-house format. Citizens can arrive any time during the publicized time range to learn about proposed improvements from FAA representatives. Preliminary

route designs will be displayed on poster boards and iPads. Spanish interpreters will be provided if city officials request them at least one week before the event. that lists ways to cope with the birds. Among the suggestions are hazing — using devices that move erratically or employing noisemakers. The idea is to scare them away. In the south metro area, a large parks and rec department is doing just that. The South Suburban Parks and Recreation District controls geese by “hazing” them when they become a nuisance — using air horns or The Goosinator, a remote-controlled “predator,” to scare them away. But hazing must be done constantly in order to keep the geese at bay. “Resource-wise, it’s taxing,” said Dave Brueggeman, parks manager for South Suburban, which encompasses more than 2,000 acres of open space in the Littleton, Centennial and Lone Tree areas. Colorado Parks and Wildlife spokeswoman Jennifer Churchill said it is hard to tell if the goose population has risen in recent years, but, anecdotally, there does seem to be more lately. The fact that the metro area’s largest bodies of waters don’t freeze over during the winter is an attraction for the geese. “We have open water all winter long so we have a heck of a lot of geese,” she said. Tim Davis, superintendent at Englewood’s Broken Tee golf complex, said in an email that the problem seems bigger this year. “It seems like every other golf course superintendent I talk to is dealing with a bigger mess than usual,” he said. Davis said that Broken Tee currently uses pyro-

technic devices to scare the geese away, but that doesn’t prevent them from landing on the course in the first place. Flashing strobe lights help deter them from nesting on the course’s ponds. Brueggeman said another thing that South Suburban can do is to control nests, with permitting from Parks and Wildlife. This is done by coating the eggs with corn oil, preventing them from hatching. The district is legally permitted to oil 200 eggs per year. An alternative method to controlling geese that has emerged is to scare them away with trained dogs. Tim Eubank, owner Littleton’s of Up & Away Goose Control, said that border collies are particularly effective because their behavior mimics that of the Arctic fox, a natural predator. Eubank said he currently contracts with 12 apartment complexes, including one where an elderly woman was knocked down by an attacking goose, three golf courses, four churches and a business park. He has also developed and marketed The Predator, a remote-controlled device similar to The Goosinator. Davis said Broken Tee is working on a program to allow owners of herding breed dogs to train them on the course. He said dogs are typically the most effective form of goose hazing. He is also considering purchasing a remote-controlled device, which he says he has used effectively at another course he worked at. Churchill said trained dogs have proven successful and are allowed as long as they don’t harm the geese. Eubank’s dogs are trained not to touch the geese, but the geese don’t know that. “We’re just politely asking the geese to go hang out somewhere else,” Eubank said.

President Kevin Grantham, R-Canon City. But while it has bipartisan support, that doesn’t mean all Republicans in the Legislature are backing it. House Republican Leader Patrick Neville, of Castle Rock, and Assistant House Republican Leader Cole Wist, of Centennial, came out strongly against HB 1242 on March 9, a day after the bill was introduced in the House. “A $677 million tax increase is not the solution to Colorado’s problems and I will aggressively oppose the passage of this bill,” Neville said. “I am very disappointed that House Republican leadership and the House Republican caucus was excluded from the discussions of this bill and expect significant opposition from House Republicans as a result.” Wist said the Legislature “needs to be spending time evaluating how it spends existing revenue” before it asks voters for a tax increase. While Republicans hold the majority in the Senate, they are the minority in the House, which will make it tough to block the bill’s passage there. The Colorado Department of Transportation issued a statement from Executive Director Shailen Bhatt on the bill, saying it shows promise. “We look forward to evaluating the proposal and participating in the crafting of the final legislation,” he said. “Colorado’s state transportation system is faced with a $1 billion per year funding shortfall, which limits CDOT’s ability to address congestion, mobility, and safety challenges. “This initiative has the potential to save lives and improve the state’s economic vibrancy. It will fund projects that address mobility issues on our major interstate highways as well as rural roads, add transit and transportation choice around the state, and provide local communities the flexibility and resources for their needs.” A summary of the bill says the revenue generated from the tax increase would be used “solely for transportation infrastructure funding purposes.” CDOT would be allocated $300 million annually for the state highway fund. Of the remaining money, 70 percent would go to counties and municipalities for local projects. “Every county and city in Colorado will share in the benefits from this transportation package,” Duran said. “And we will insist on transparency and accountability, so that voters will know where their dollars are going and how they will be used. This package ... would be a major step forward for this state and firmly position us for growth and prosperity for the next 20 years.”

Greater hope and deeper faith are needed in a world crimped by fear

here is a quote by William Shakespeare, “A coward dies a thousand times before his death, but the valiant taste of death but once. It seems to me most strange that men should fear, seeing that death, a necessary end, will come when it will come.” We seem to live in a fear-based world these days. The question is why? What is it that we are fearing most? Is it the economy? Is it a fear that there are wars raging in the world and soon enough we could have a war right here? Is it a fear based on the wars and battles that are going in right here already? Political battles, the war on political correctness, the war on drugs, and the war we wage within ourselves as we strive to get by? Most of us have probably heard the phrase, “Hope is not a strategy.” Maybe, maybe not, I think it becomes a matter of personal belief and the role that hope plays in our lives. I believe that although hope might not be a strategy for everyone, we all must have a strategy of hope. Without hope, fear can easily consume our thoughts and actions.

Zig Ziglar turned the word fear into an acronym and he said, “Fear, FEAR, stands for False Evidence Appearing Real.” So how do we know what is real and what is false? Some of us are consumed with reality TV, which in many times isn’t reality at all and has been scripted or staged to enhance the entertainment value. And as we live at a time when we can have instant access to anything and everything in the world via our news feeds, we now must also decide what is “real” news and what is “fake” news. So as we watch these reality shows and when we are watching or reading the news, aren’t we watching or reading with some amount of hope? We are typically rooting for something good or bad to happen to one of the characters or people living out their lives through the lens of a camera, or we are hoping for some kind of real news, good news, and in some cases believe it or not, there are people who hope for some bad news. Either way, we are all hoping for something so “hope” is somewhere in our

belief system. The more we can fill up our hearts and minds with hope and encouragement in a fear based world, the more we will be able to see that fear really is just FALSE Evidence Appearing Real. Moving from fear to hope, and hope to faith gives us a solid foundation to counterbalance the negativity and things we may fear the most. It really is a simple formula, the stronger our hope and the deeper our faith, the less we have to fear in this life. So how about you? They have to be posted on Twitter. Turns out Brian Cullinan, the PricewaterhouseCooper accountant who handed Warren Beatty the wrong envelope, had been “tweeting like crazy” backstage minutes beforehand. Perfect. I heard the news on the car radio when I was trying to get past a young woman in an SUV on Quebec Street, who was swerving in and out of my lane. On the phone. This is the same nail that I have been hammering for years, and I know it’s a lost cause, like gun control and sideline reporters. We need sideline reporters, who are mostly nice-looking haircuts, like we need to watch a giraffe 24 hours a day prior to giving birth. But that’s where we are. We wander out

I don’t write one of these nonstop, like columnists did at one time, in a smokefilled news room. Messages are checked, I walk the dog, find out how the Bruins did last night (they trounced Washington), write to Jennifer, beg a friend to get me under-the-table Colorado Symphony Yo-Yo Ma tickets, arrange a special gift for my best friend’s 70th birthday, reminisce about meeting him 57 freaking years ago, and change Roger’s water. Roger is a betta. Roger is a narcissist. I bought him a compact mirror. I placed it on the outside of his bowl, and he stares at his reflection all day. Bettas are commonly known as “Siamese fighting fish.” Male bettas cannot be roomed with male bettas. Therefore, there are three bachelors in the house. Man, dog, fish. Not a one of us has a mobile phone.

We all have to learn to tolerate things that we cannot tolerate. In my case, the ubiquity of mobile phones and guns, and Adele in my dentist’s office. I wish there were a designated day when no mobile calls are made, no selfies are taken, no tweets were tweeted in public. Make it illegal and binding. Anyone caught making a call? Make them watch “Seven Brides for Seven Brothers.” (I acknowledge that there may be nothing better, however, in a true emergency than a cell phone.) There has never been a less discreet generation. Couth took a hike, meandered into the woods, never came out. I watched a man walking his dog on the greenbelt. Man was on the phone. Dog had a bowel movement. Man left bowel movement. National Alpaca Show brings adorable animals to Denver Soft fleece of animals is popular material for clothing, crafts BY SONYA ELLINGBOE SELLINGBOE@COLORADOCOMMUNITYMEDIA.COM

Colorado is among North American areas claiming a growing number of alpaca owners and breeders, as well as being home to many skilled fiber artists. Both contingents will focus on the National Alpaca Show, scheduled March 17-19 at the National Western Complex in Denver. Admission is free. Hundreds of these animals will be shown, bought and sold and enjoyed on the long weekend. And many weavers, spinners, knitters and others will also visit to shop and to display and sell their soft, silky handcrafts, as well as skeins of yarn for those who want to produce their own sweaters, socks, scarves, gloves, throws and more. This is yarn that people sensitive to wool can often wear, since it doesn’t contain lanolin. Material from the Alpaca Owners Association tells us that the alert, intelligent animals, members of the camelid family, indigenous to South America, average about 36 inches at the withers and generally weigh 150 to 200 pounds. Fleece is silky and fine and can be shorn without harm to the animals every 12 to 18 months (five to 10 pounds of fleece per year). They have been domesticated for thousands of years. There are two types of alpacas: the fluffy huacaya, the more common (about 90 percent), and the suri, with its gsilky fleece that grows in pencil locks. Both like to be part of a group and communicate with a soft hum at times. The owners association, which includes a national registry of animals, was incorporated in 1991 and is located

Everything Alpaca in Castle Rock sells beautiful handmade sweaters, socks, baby and children’s clothing, toys, blankets, rugs and of course, yarn. The shop’s website lists eight Colorado breeders who contribute to stock. A look at an interactive map of Colorado breeders shows a great many across the state, including numerous Douglas County locations.

“Mi Tierra” has been three or four years in the making, according to Denver Art Museum Director Christoph Heinrich, inspired to an extent by the experience of “Embrace,” which challenged artists to design sitespecific works as feedback in the then-new Hamilton Building, with its angles and oddly shaped display spaces. “Mi Tierra: Contemporary Artists Explore Place,” in the fourth-floor gallery through Oct. 22, is the first major exhibit curated by Rebecca Hart, new curator of modern and contemporary art. Thirteen emerging and mid-career Latino artists were invited to create sitespecific installations that express experiences of a contemporary life in the American West, near the border, in Mexico, in Latin America, Hart said. “Some worked in the public eye the last three months,” she said. (As with “Embrace,” the public was invited to watch as installations were created, and talk with the artists.) “Place, home, country, borders, migration, labor, memory, visibility, displacement, expected and not, traditional and not. Diverse creative voices to the front,” Hart said. “No single viewpoint can represent being Latino

in America today.” Hart arrived in Denver 18 months ago and Latino leaders helped her, as did a committee of advisors. The all new large scale installations are in many media—“some bilingual, some dissonant, some harmonious …” The entire fourth floor is filled by “Mi Tierra” and each installation is distinctive and in most cases, colorful.
