About two-and-a-half years ago, Loveland’s Morgan Boltz was visit-

ing the Dumont area for a ziplining daytrip when, on a whim, she and her friends stopped by Charlie’s Place just to look around.

Boltz ended up adopting Sophie, a 4-year-old cattle dog mix.

On Saturday, the two returned to Charlie’s Place for the first time to participate in the Canine on the Creek fun run.

The annual event raises funds for Charlie’s Place — the animal shelter

for Clear Creek and Gilpin counties — and the Clear Creek Metropolitan Recreation District’s youth programming. This year, the event featured a dog costume contest, a silent auction, a barbecue and a raffle in addition to the usual 5K and 1-mile courses.

“I thought it would be good to support the shelter she came from,” Boltz said of participating in her first Canine on the Creek. “Plus, is a

good excuse to come up to the mountains for the day.”

And Boltz and Sophie were far from the only Charlie’s Place alumni in attendance.

Dumont’s Jamie Kochevar and her 6-year-old son Cole Hoffman previously adopted their dog at Charlie’s Place, although their dog was injured and unable to run Saturday.

Debora (Debby) Kay Krupicka of Lakewood Colorado died at Denver Hospice Care Center on April 27, 2021 after battling leukemia for nearly six years. She was born to Loren Robert Breeding and Beverly Ann Binggeli on September 28, 1950 in Marysville Kansas. Debby attended elementary and high school in Marysville until her junior year when her parents moved to Manhattan Kansas where she graduated from Manhattan High. Wanting to serve her country Debby enlisted in the US Navy to study computer data entry. Later she worked and studied at Kansas State University and became supervisor of the data entry department. Debby later moved to Lincoln Nebraska to work for Dana F. Cole & Co. in their data processing department where she met her future husband Larry Krupicka who had recently completed his active duty in the US Army. Together the couple joined the First Plymouth Congregational Church in Lincoln and were baptized on April 19th, 1973. Debby and Larry were later united in marriage on June 2, 1973. They remained in Lincoln for their first seven years of marriage and Debby worked for the Patchen Public Accounting firm and in office administration at Leon’s specialty grocery store.

They then moved to Colorado to pursue new opportunities and lived in Thornton Colorado for a short time before moving to Idaho Springs in the mountains west of Denver. They lived there for seven years before moving to take jobs in Kansas City Missouri for two years before returning to Idaho Springs where they lived until 1997 when they moved to Golden to be closer to Debby’s parents. In 2017 after Larry retired, they move to Carmel Oaks 55+ retirement community.

Debby was a kind and loving soul that viewed the future with optimism and made friends wherever she

lived and worked. During their time living in Idaho Springs Debby was a member of the Lady Elks, Social Ethics Club and Garden Club. She also served as a member of the board of directors and managing agent for the Riverside Townhomes Association for several years. When they moved to Golden, Debby helped her Mother and Father with their business affairs and later helping with them so that they could continue to live at home.

Debby cherished her relationships with family and friends and was always interested in their endeavors.

She was also great animal lover and believed that home was not a home without a furry companion.

Debby was preceded in death by her parents Loren and Beverly Binggeli Breeding.

She is survived by her husband Larry Krupicka, her brother Howard Breeding. Sister-in-law Sue Ellen Ericson Breeding, nieces Ellen Breeding, Emma Breeding Chandler and husband Brian, their children Max, Mady and McKenzie. In-laws David & Linda Oye Krupicka their children Jeffery (JD), Jason and Jennifer. Mark and Carolyn Krupicka Brock their children Amanda and Andrew. Scott and Judy Krupicka Hulse their children Mariah and Mitchel. In addition, many cousins in the Breeding and Binggeli familys.

Debby donated her body for medical research as her final wish, with the hope that she could contribute to finding a cure for Acute Myeloid Leukemia which took her life. In lieu of flowers the family has requested donations be made in her name to Leukemia Lymphoma Society or the Max Fund Animal Adoption Center.

A memorial service is planned later this year.

Clear Creek avoided parts of transparency law in hiring new county manager

In hiring its new county manager, Clear Creek did not publicly announce the names of its three finalists at least two weeks before making an offer to the selected candidate, which the Colorado open meetings law requires.

On April 30, the county announced Brian Bosshardt as its new county manager after the Clear Creek Board of County Commissioners approved a contract with Bosshardt the previous day.

However, at no point during the selection process did the county publicly announce — in a press release, on social media, on its website, etc. — its finalists before hiring Bosshardt.

Clear Creek officials maintain the county remained in compliance through other means.

Under Colorado law, the county must make public the list of all finalists under consideration at least 14 days before appointing or employing any of them. This is only required when a government entity hires its chief executive officer, such as a school district superintendent or city manager.

Only after Bosshardt’s hire was announced on April 30 did the county release the three finalists’ application materials to The Courant as required

under the Colorado Open Records Act, known as CORA. In separate interviews with The Courant, the commissioners stated they were unaware of the statute, and they look to the county attorney to ensure Clear Creek is in compliance in such matters.

County Attorney Peter Lichtman said Clear Creek complied with the public notice requirement by stating on Board of County Commissioners meeting agendas that the county manager hiring process was to be discussed in executive session.

He also said that had anyone submitted a CORA request for the finalists’ names and materials before Bosshardt’s hire was announced, the county would have released them. But no one did.

“In retrospect, I still think we complied with the law,” Lichtman said.

However, while the commissioners ultimately are the ones to make the hire, the law allows time for public input on the decision, Jeff Roberts of the Colorado Freedom of Information Coalition said.

“That’s a proactive thing (government entities) are supposed to do — make the list public,” Roberts said. “… There’s no transparency in the way (Clear Creek County) went about this.”

Roberts said he’s never heard of a government entity in Colorado

interpreting the law this way, explaining that the statewide debate now is whether naming a sole finalist is sufficient or whether there must be multiple finalists. The 14-day publicnotice requirement remains, though, he emphasized.

The three finalists were: • Bosshardt, who runs his consulting firm for leadership development and previously served as the city manager of Bedford, Texas; • Abel Montoya, who’s been Gilpin county manager since August 2018; and • Jeffrey Durbin, the former town manager of Fraser, Colorado, who withdrew before final interviews.

Outgoing County Manager Keith Montag, who remains on staff in an hourly consulting capacity, officially retired May 1.

Recent examples Last fall, when the Clear Creek Metropolitan Recreation District was hiring a new general manager, it announced its five finalists in a press release shared on social media.

While not required in the Colorado open meetings law, the community was invited to watch and listen to the finalists’ interviews on Zoom. Search committee members later described how an overwhelming amount of community support for the nowgeneral manager solidified CCMRD’s

decision to hire her.

Although not required by law, Idaho Spring followed the same process earlier this year and publicly announced three finalists for police chief. The city had short biographies of each candidate available on the city website and social media. It also hosted a virtual public forum so the community could ask the finalists questions before City Council hired a chief.

Commissioner George Marlin said he was aware of how CCMRD and Idaho Springs conducted their searches, adding, “In our case, we had the need to move a little faster. The decision (to hire Bosshardt) became pretty clear, pretty fast for us.”

County’s process According to Commissioner Randy Wheelock, the county received 51 applications for the county manager job, and the commissioners asked staff to pick 10 candidates to advance.

Of the 10, Wheelock said some withdrew to take other jobs, and the county conducted preliminary interviews with six candidates.

The commissioners narrowed the list to the three finalists, though Durbin withdrew.

Last month in this column, I reviewed Silas Marner by George Eliot – a one-hundred-and-sixty-year-old classic about blessings, second chances, and the myriad consequences that one person’s actions can have on others. Gabrielle Zevin’s book The Storied Life of A. J. Fikry is a reimagining of Silas Marner, taking the same basic plotline and themes, transplanting them into the modern day, and reexamining them through the lens of modern sensibilities.

This style of retelling has become increasingly common in the last couple of decades. The format has much to recommend it: for those who dislike older books because they struggle to connect with the characters or find nineteenth-century attitudes frustrating, these reinterpretations provide a way to experience the excellent storylines that have enabled classics to endure for as long as they have in a more accessible way.

The popularity of the recent books which take their inspiration from classics also serves to illustrate just how timeless and unchangingly relevant their stories are.

The story of Silas Marner and A. J. Fikry, for example, is one that could never be unwelcome. The importance of love, community, hope, and accountability in our lives does not change or fade with the passing decades – but the surrounding details do. Where Silas looks at these topics as weighty and complex, A. J. takes a more straightforward and humorous approach. Peppered with comedic scenes, snappy dialogue, and the kind of “adult content” unheard of in the literature of George Eliot’s day, A. J. makes for an altogether quicker and

lighter read than its predecessor.

But that’s not the only way in which The Storied Life of A. J. Fikry distinguishes itself from Silas Marner. Silas is a weaver, but A. J. is a bookseller, and with that change in the protagonist’s profession comes a unique thread running throughout the book.

Each chapter is named after one of A. J. Fikry’s favorite short stories and mirrors or references that story in some way. Other literary allusions and discussions about favorite books appear on almost every page, making this not only a book for those who want to see a new take on an old story, but one for lovers of stories of all kinds.

You can enjoy this fun and modern novel on its own, read both books and compare them yourself, or stick to the original – there’s no right or wrong way to encounter the story.

However you come to it, may you find meaning and hope in it to carry with you into the summer months ahead.

Plans to develop the former Golddigger Stadium and bus barn properties in Idaho Springs are still on track despite the developer withdrawing its formal development application with the city.

Representatives from Four Points Development, the Clear Creek School District and city of Idaho Springs spent three hours on May 6, sharing their visions for the properties, discussing smart growth, retail and residential development, and greenspace to benefit Idaho Springs and the county.

School board President Mitch Houston said delaying closing on the sale would not have a negative impact on the school district. The district had hoped to close on the properties this summer.

Stephanie Copeland with Four Points and Quanbeck sent a letter to Idaho Springs officials on April 29, requesting to withdraw the development application, noting that another one will be filed later.

Four Points withdrew its development application because once it is filed with the city, the developer is prohibited from discussing the proposal with elected officials, who will eventually vote on the proposal.

Idaho Springs Administrator Andy Marsh said the requirements for limited communication between city officials and developers in general is an important rule, which is why it made sense that Four Points pulled its application.

“This is a huge project for our city,” Marsh said. “We want to make it the best it can be. I think we are all looking out for what is best for the community.”

Clear Creek school board President Mitch Houston agrees with Four Points’ decision.

“The school district believes it will be easier to work together if the development application is pulled,” he said.

The properties are complicated because there are road rights-ofway that run through the football field, the properties will need to be rezoned, access agreements must be negotiated, and it is important that the community is looped into the discussion. Copeland said city

officials originally suggested that Four Points file the development application.

According to the letter, the two months since the application was filed on March 1 had been difficult because necessary conversations couldn’t be held with city representatives.

“We believe the best way to work with and for the residents of Idaho Springs is the withdrawal of the development agreement,” the letter says. “We have been assured this will not restrict the submittal of a new development agreement for this site, and that withdrawal will allow the team and school district to communicate openly with council and commissioners regarding details of the project as they may impact the needs and desires of our community. Our goal with these conversations is to ensure that any resulting decision are made with a full set of information and data.”

He also posited that putting a notice on a board meeting agenda and mak-

ing finalists’ names available only by request does not meet the “shall make public” requirement in the open meetings law.

“The public is still entitled to know who the finalist or finalists are, so they can see who’s being considered for the job and do any vetting of their own,” he continued. “… There are all sorts of reasons for a transparent process.”

Getting to know you New ISPD chief spends first month meeting employees, community members

The first few weeks at a new job is all consuming.

There are dozens of new names and faces to remember, and titles and protocols to memorize, and doing most of it virtually doesn’t help.

Plus, if the new job is police chief, there’s a lot to juggle — keeping the public safe, taking over supervisor duties and meeting employees, and becoming a stakeholder in communitywide conversations.

Bipartisan plan to hopefully finish redistricting state After the census in both 2000 and 2010, the redistricting process in Colorado was broken. After the legislature was unable to pass legislation to create new legislative districts either time, the issue was thrown to the courts to establish district boundaries.

Those failures, coupled with public mistrust that politicians would gerrymander district lines, led to the passage of Amendments Y and Z in 2018. The amendments created independent commissions to draw congressional and legislative district lines.

The processes established are very prescriptive and include details about the criteria to follow, how the public is able to participate and timelines to make sure new district boundaries are in place by the end of the year the census is released. The resolu-

tions that referred the measures to voters passed the GREG legislature unanimously and were ROMBERG approved by voters overwhelmingly. It looked like Colorado would have the gold standard for a public process that would remove partisan politics from the process of determining boundColumnist aries for congressional and legislative seats.

The census to be released in 2020 became delayed in ways no one could have anticipated. Former President Donald Trump suggested changes about who would be counted that were blocked by the courts and slowed the process.

COVID concerns further delayed

the count. Final numbers that were intended to be delivered to states in March are now not likely to be received until September. All of a sudden, the Colorado deadlines, which are constitutional and can’t be changed without a vote of the people, can’t be met.

Bipartisan legislative leadership has introduced a bill to allow the independent commissions to begin their processes and produce initial maps based upon preliminary census data and then true up final maps after the final census is released. Because of questions about the constitutionality of this approach, final approval of the bill is on hold as the legislature has asked the Supreme Court to review the bill and provide guidance if the provisions in the bill are constitutional.

Given the alternatives, the pro-

posed legislation seems to be the only way to move forward and get new lines drawn in time for candidates to mount campaigns for 2022. It’s hard to imagine what will happen in the Supreme Court rules the independent commissions cannot move forward as the proposed legislation suggests.

What this dilemma shows us more than anything is that entirely too many things that should be in statute are in Colorado’s constitution. While there is comfort that having things in the constitution precludes the legislature from overriding public wants and desires, we’re better served when problems can be solved without a vote of the people.

Wildfires across the West: Lessons for the Foothills As wildfires raged across the western United States, destroying homes and lives, the fires left behind a curious checkerboard of destruction.

One neighborhood was reduced to ashes and twisted metal. But houses nearby suffered little more than scorched grass and singed trees.

Many of the homes that survived had little flammable brush in the area immediately around them. But others had dry grass and shrubs within feet of the walls. Often, those are the ones that unfortunately were lost to the fire.

The difference between a surviving house and a charred husk could come down to details as small as screens over attic vents, trimmed trees, or pine needles in the gutters.

Scientists have gained a whole new understanding of factors that can help a home survive a wildfire. And it turns out that saving a house has less to do with stopping a forest fire cold or creating a nonflammable moonscape for a hundred feet in every direction. It’s more about lots of minor modifications and regular maintenance.

As wildfires grow bigger and more intense — the product of drought, disease, climate change, and buildup of flammable material from decades of extinguishing nearly all fires — and annual federal spending on firefighting surpasses $1 billion, the new science of fireproofing has some experts asking if federal, state and local agencies should be steering more money toward making homes and communities fire resistant.

The tiny embers, or firebrands, as they are known among firefighters are often the culprits. Blown far from a wildfire by the wind, these bits of burning debris can wreak havoc if they collect in flammable spots around a house: a gutter filled with pine needles, an unscreened vent leading into an attic, or a trash can left open against a wall.

That’s different from an older belief — one often still widely held by the public — that a wildfire’s dramatic, towering flames march through a neighborhood, incinerating buildings in their path. But firebrands can shower a house that’s

Wildfire home fire losses differ from typical residential fire losses.

Residential fires usually involve one structure with a partial loss, wildfires in the Wildland Urban Interface (WUI) can result in hundreds of totally destroyed homes. Particularly during severe WUI fires, multiple homes can ignite in a very short time. The usual result is that a home either survives or is totally destroyed; only a few structures incur partial damage.

The WUI fire commonly originates in wildland fuels. During dry, windy conditions in areas with continuous fine fuels, a wildland fire can spread rapidly, outpacing the initial attack of firefighters. If residences arc nearby, a wildland fire can expose numerous homes to firebrands.

A rapidly spreading wildland fire coupled with highly ignitable homes can cause many homes to burn simultaneously. This wildfire involving many homes can overwhelm fire protection capabilities. Severe WUI fires can destroy whole neighborhoods in a few hours. Whether a home survives depends initially on whether it ignites. Home survival begins with attention to the factors that influence ignition.

Each year more Americans move into WUI: zones, including the foothills of the Front Range, where

human habitation meets forests or grasslands. Many wildfires start in such places; under the right conditions, flames or embers can easily spread to nearby homes. Fortunately, there are ways to make a house in those zones less vulnerable to fire, from the choice of building materials to the landscaping decisions: 1. Improve the Roof – Fire-resistant ceramic tiles, slate or composition shingles, and metal sheets provide better protection than wood.

2. Seal Off Openings – Put metal screens over vents and other openings to block embers.

3. Prune Branches – Flames can jump from branches hanging over the roof of the house.

4. Mow the Lawn – Keep grass short and well-watered to hinder the spread of flames.

5. Pick Up Debris – Remove leaf litter and pine needles from gutters and remove dead limbs from around the house.

6. Lighten Landscaping – Spacing out trees and shrubs makes it harder for flames to travel and easier for firefighters to work.

The firefighters of your local fire district urge you to take steps toward improving fire safety in your home.

Ted Lasso, the fictional footballturned-soccer coach, has posited that it’s possible for teams to outscore their opponents and still lose, and conversely, score fewer points and still succeed.

Clear Creek volleyball coach Karin Thomsen and her players felt similarly during their end-of-season banquet on May 5, as they reminisced on how much progress they made despite a 4-9 season.

“We had our mountains and our valleys. That’s what makes us a

program; that’s what makes us human,” Thomsen told her players, emphasizing that personal growth and making memories as a team is more important than wins and losses. “ … The memories that you make stick with you.”

Thomsen added that because Clear Creek had such a short season — 13 games in one month — she and the upperclassmen players decided they were going to focus more on teamwork and building confidence on the court, and not put as much pressure on themselves to win.

Aiden Kocol, a junior setter on the varsity team, said that while it was short, it was one of the better seasons Clear Creek has had “Everyone worked well together,” she said.

McKown, who played on the junior varsity team, described it as a good bonding season because there were so many new players.

During the banquet, the coaches recognized all the players in the volleyball program for their hard work throughout the season, including awarding Most Valuable Player and other honors, to members of each of the three teams.

The players and coaches also honored the program’s four seniors.

Kocol said that, while she’s confident the current juniors and sophomores will step up next year, it will be hard to replace this year’s seniors.

“On senior night, we played really hard for them,” she said of the final home game against Gilpin County, which the Golddiggers lost.

Among the awards, Thomsen announced that senior Zeda Taylor unanimously made the Mile High League’s 1st Team All-Conference and led the league in digs this season. Additionally, Luna Weaver received Honorable Mention AllConference.

Thomsen said it’s unusual for a team that finished ninth in the conference to have one player, let alone two, receive all-conference honors.

Taylor said that making the Mile High League’s 1st Team was “pretty cool,” and that she and Weaver plan to play volleyball at community college next year.

“I think we had a good season for how short it was,” she continued.

“We had a great team and a great coach.”

Library district ‘excited to see patrons again’ as it reopens May 17

After a year of appointments and curbside pick-up, Clear Creek’s libraries will be reopening to the public on Monday.

While there will be capacity and time limits, patrons no longer have to make an appointment to stop by, Clear Creek County Library District staff clarified.

“We’re excited to see our patrons,” Director Libby Caplan said. “Some people don’t want to make appointments.”

Other local library districts, such as Jeffco’s, reopened with capacity and time limits months ago, but Caplan explained that Clear Creek wanted to be cautious to protect staff and patrons, especially because so many are seniors and children.

Overall, Caplan said that as the district reopens, a lot of programming will either remain virtual or move outdoors, commenting, “That’s how we all feel safest right now.”

With the doors unlocked and open, the library’s biggest item this summer will be its “Tales and Tails” summer reading program.

“It’s the most fun part of the year,” program coordinator Holly Grant said of the summer reading program. “I think everyone loves animals and loves learning about animals.”

This year, the program starts June 7 and runs through mid-July, Grant described, and will entail a lot of animal-themed crafts and outdoor

excursions. There will also be virtual visits with a zoologist and veterinary students, with Grant saying, “COVID has broadened our ideas of who we can bring in to talk to kids.”

For adults, Grant said the district will hold weekly contests where participants fill out a book log and then do a prize drawing for gift cards to local businesses.

As it kicks off, participants will pick up supplies for all their activities in pet carriers at local libraries, which Grant said can either be decorated or donated to Charlie’s Place.

Then, the district will host a virtual pet meet-and-greet on June 9 where participants can show off their reallife pets or stuffed animals.

Along with the summer reading

program, the library district will continue its regular programming, including crafts and Storytime with Miss Honeybun.

Courier, Courant staffers win 11 SPJ awards Top of the Rockies contest picks winners from four states in Mountain West STAFF REPORT

The staff at the Canyon Courier and the Clear Creek Courant won 11 awards in the 2021 Top of the Rockies regional contest that includes journalists in Colorado, New Mexico, Utah and Wyoming.

The other papers owned by Colorado Community Media took seven awards. The Courier and Courant were purchased by CCM in November.

The Courier and Courant won awards for their coverage of the Elephant Butte Fire and teachers figuring out how to teach virtually in the spring. They also took awards for page design, feature writing, obituary, business and arts and entertainment reporting.

CCM’s other writers and designers tallied five first-place awards and five second-place awards.

pandemic, she explained, as it’s more convenient and people can rewatch it multiple times.

Youth and adult crafts have also grown during the pandemic, library assistant Courtney Reynolds said, with 20-30 more adults joining over the past year. Those doing crafts simply pick up supply kits at their local library and then join virtually from home, she explained, adding, “Coming up with all the kits is cool; it’s a fun challenge to overcome.”

Crafters were scheduled to make tie-dye socks recently, and the next activity will be making lemon sugar scrub on May 20, Reynolds described.

The library district’s other summer plans include continuing curbside pick-up and home delivery, expanding hours, and continuing design work for Georgetown’s John Tomay Memorial Library renovation so construction can begin next year.

Police Blotter: Crime Calls from April 26-May 2 Monday, April 26 — Empire police assisted another agency on a traffic contact at mile marker 232 of eastbound Interstate 70.

Monday, April 26 — The Sheriff ’s Office received a report of theft in the 2000 block of Old Squaw Pass Road. The incident involved stolen or lost license plates.

Tuesday, April 27 — Idaho Springs officers contacted a woman regarding suspected fraud. She stated a friend on Facebook told her to send in some paperwork and a copy of her driver’s license to claim a $100,000 prize. The woman sent in the materials and later saw those messages between her and the friend were deleted. She called the friend, who stated their account had been hacked. The woman wanted to get a new driver’s license but

needed to file a police report first.

The case is inactive pending other leads.

Wednesday, April 28 — The Sheriff ’s Office received a report of suspicious activity in the 4400 block of Chicago Creek Road. The incident involved a person calling for their dog.

Thursday, April 29 — Idaho Springs officers were dispatched to an area near the river for a report of a man urinating in public. Officers arrived and observed a male party matching the suspect’s description.

The man threw his hands up and appeared agitated. The man reportedly admitted to the urination and was issued a summons for disorderly conduct.

Thursday, April 29 — Idaho

Springs officers were dispatched to mile marker 240 of westbound Interstate 70 for a report of at least 7 vehicles that had tires and/or wheels damaged while driving.

Officers learned there was a large pothole in one lane, just east of the 13th Avenue bridge. The pothole was approximately 36” long, 8” wide, and 4” deep, allowing it to tear the tire sidewalls and damage wheels upon impact. Officers assisted motorists in changing out their damaged wheels at the westbound 239 exit ramp. One needed to have his vehicle towed due to two blown tires. Clear Creek Dispatch contacted CDOT about an emergency repair of the pothole, which was fixed quickly.

Friday, April 30 —Idaho Springs officers were told to be on the lookout for a black Dodge Dakota

on westbound Interstate 70 for a possible suspect with a warrant.

Dispatch advised that Lakewood Police had been following the vehicle, and was now suspected to be in the Idaho Springs area. Officers on patrol immediately observed a vehicle matching the description, traveling westbound in the 2900 block of Colorado Boulevard. Officers confirmed that it was the same vehicle Lakewood Police had been looking for.

During contact, officers arrested the suspect who had three felony warrants for his arrest for suspected domestic violence.

Saturday, May 1 — The Sheriff ’s Office received a suspicious-activity call about someone camping near mile marker 271 of U.S. Highway 40.

Mayor Mike Hillman was confident that Buseck will be a great asset to the community, saying the new chief is easy to talk to and very knowledgeable.

Hillman said he hopes Buseck and the department’s long-term goals include addressing the city’s drug abuse and mental health needs, and transient population.

While it’s certainly been an adjustment for Buseck — moving from a city of 70,000 to a small mountain community — and he acknowledges that there’s still a lot to learn, he commented: “Police work is the same.”

So, the two got permission to take Felix, a puppy up for adoption at Charlie’s Place, with them on their 5K. And Felix was more than happy to go, with Kochevar saying, “I’m hoping he’ll focus once we get going.

Hopefully, he pull me along as we go.”

Saturday marked Kochevar’s third time at Canine on the Creek, although it was Cole’s first 5K. As a

big proponent of pet adoption and as someone who adopted from Charlie’s Place, Kochevar explained that she wanted to support the shelter and spend quality time with her son.

Idaho Springs’ Jeff Amann said he and his family enjoyed their first time at Canine on the Creek after seeing the event promoted on social media. The Amanns adopted their cat from Charlie’s Place, and Jeff said they’d like to come back for next year’s event to continue supporting the shelter.

“I’m thankful the weather held out,” he continued. “The kids wanted to see the dogs.”

Introduction Clear Creek County is inviting qualified for-profit or not-for-profit developers to submit development proposals for the purchase and redevelopment of property at 445 West Dumont Road (Parcel 5), currently owned by Clear Creek County. These proposals must include an affordable housing component.

Background In 2015 Clear Creek County purchased 445 West Dumont Road (Parcel 5) with the intent of developing the property, or selling the property to a developer, in a way that advances the public good, supports the goals of the Community Master Plan, with a particular interest in providing affordable housing.

Purchase and Redevelopment Parameters The County is interested in selling the land at 445 West Dumont Road (Dumont, CO) contingent upon project proposals that will accomplish the following goals: • Provide permanently affordable housing • Satisfy the interests of the local community • Support the fiscal stewardship responsibilities of the County • Elevate the quality of life of our residents and the residents of the proposed project.

• Reflect the culture of the community and the aesthetic and environment of the location of the property Site Overview - 445 West Dumont Road (Parcel 5) Dumont, CO 80436 The Property is located on the south side of Dumont, south of I-70 and Clear Creek. Access from the east or west is off the Dumont exit on I-70 or directly from Dumont Road.

Basic Information about the Property • Purchased by the County in 2015 for $450,000 • Estimated improved value in 2021 is $915,000 • Approximately 4.6 acres • Existing building (Built 1976, 3,600 SF, well maintained) • Existing paved parking lot • Commercial well • Sewer – Central Clear Creek Sanitation District • Surrounded by Open Space/County property and private home owners • Current Zoning is MR-1 for single-family residential development but the County is amenable to rezoning.

Proposal Requirements Proposals should include: 1. Cover Letter summarizing the prospective purchaser’s interest in the property and planned use.

2. Background summary of the developer submitting the proposal - services provided, experience (design, construction, and operation), personnel (include resumes), capacity. Please include examples of prior projects, particularly experience with the type of project(s) being proposed.

Clear Creek County is looking for developers with significant experience in affordable housing and/ or complex development projects.

3. Description of the proposed development of the property. Prospective purchasers are encouraged to submit schematic or conceptual renderings of the proposed development, site plans, floorplans, site access, parking, landscaping, elevations and supporting market analysis, etc. to aid Clear Creek County in its review.

4. Summary of the economic benefits of the project, including the following: a. Total project investment b. Other direct economic impacts 5. Summary of the community impact of the project, including the following: a. Number of new residents and/or daily workers b. Publicly accessible space c. Other community impacts related to the goals of the project (see Purchase and Redevelopment Parameters, above) 6. Financials: a. Proposed purchase price for the property b. Preliminary pro forma c. Financing plan for the project d. Any request for public assistance in developing the site including proposed property tax abatements, TIF’s, historic tax credit applications, or other public financing requests 7. Infrastructure analysis and needed infrastructure improvements for the development, including estimated costs and proposed funding sources

Proposals may be discussed specifically or generally at one or more town hall style meetings concerning the future development of the property.

Those town hall(s) will likely occur in early July 2021, and responders to this RFDP may be invited to have a representative appear to discuss their respective proposal. No final selection decision will occur before input is received from members of the Clear Creek County community.

Interviews by a Clear Creek County RFDP selection committee may be scheduled; but, the timing of those interviews, should they occur, has not been determined and may occur before or after the aforementioned town hall(s).

NOTE: Proposals, correspondences, and other information submitted as a part of this Request for Development Proposals to Clear Creek County may be subject to the Colorado Open Records Act. Colorado Revised Statutes establish certain exemptions from disclosure of public records; please specify in writing if any information submitted should be exempt from public record requests and the basis for the requested exemption.

To ensure a fair process, copies of submitted proposals will not be made available until Clear Creek County has reviewed all proposals. All questions regarding the RFDP or the site shall be submitted via email only and the responses will be shared with other responders and the public, such as via a FAQ page on Clear Creek County’s website. Clear Creek County will not engage in any discussions with responders outside of this public forum.

Clear Creek County reserves the absolute right to accept or reject any and all proposals submitted, and the County’s final acceptance of any proposal will be based upon the negotiation of terms that are acceptable to Clear Creek County.

Clear Creek County may require the recording of deed restriction and execution of an agreement to perform the proposed work. The deed restriction will allow Clear Creek County to inspect the project and revert ownership of the site if the buyer fails to complete the project.

(A) Until paid in full, all fees, charges, rates and assessments imposed for any City service or function shall constitute a first and perpetual lien on and against the lot, land, building and/or property served or benefited by the service, and in the event the same are not paid when due, the City may certify the same to the County Treasurer to be collected in the same manner as taxes, together with the costs of collection, as permitted

by C.R.S. §§ 31-20-105 and 106, as existing or as hereafter amended.

(B) The certification of a lien as provided in this Section shall not relieve a responsible party from liability for the payment of the delinquent fee, charge, rate or assessment, and the City may continue to pursue all other available collection remedies, including but not limited to an action at law or equity or any other appropriate legal proceeding.

Section 3. Should any one or more sections or provisions of this Ordinance or of any Code provision enacted hereby be judicially determined invalid or unenforceable, such judgment shall not affect, impair or invalidate the remaining provisions of this Ordinance or of such Code provision, the intention being that the various sections and provisions are severable.

Section 4.

Any and all Ordinances or Codes or parts thereof in conflict or inconsistent herewith are, to the extent of such conflict or inconsistency, hereby repealed; provided, however, that the repeal of any such Ordinance or Code provision or part thereof shall not revive any other section or part of any Ordinance or Code provision heretofore repealed or superseded.

The Water/Wastewater Superintendent plans, organizes, administers and supervises the Water/ Wastewater Department. This managerial and hands-on position is responsible for Water and Wastewater infrastructure including a Water Treatment Facility and a Wastewater Treatment Facility, with a major improvements and expansion project underway. The City’s Water Treatment Facility utilizes three state-of-the-art skid-mounted Evoqua Memcor CMF-L low-pressure ultrafiltration membranes to produce high-quality effluent water. The Water Treatment Facility has a firm capacity of 1.53 MGD and a total capacity of 2.28 MGD. The City’s Water Resource Reclamation Facility (WRRF) is nearing completion of significant upgrades to increase capacity to 0.995 MGD and produce an exceptional effluent. Once complete, the WRRF will be operating the second, independent, full-scale NeredaTM aerobic granular sludge (AGS) facility in the United States. The improvements include a new headworks with mechanical bar screen and grit removal, influent equalization and pumping, AGS reactors, tertiary filtration, UV disinfection, aerobic digestion, and screw press dewatering.

High School Diploma or GED and three or more years of supervisory experience in a related field. Bachelor of Science in Environmental Science or Civil Engineering preferred. Must possess and maintain current Colorado Class B level Water and Wastewater Operator Certification or higher and Colorado Class II or higher Water Distribution and Collections Operator Certification. Ability to obtain Colorado Class A level Water and Wastewater Operator Certification as may be required.

This is a full-time, exempt position. The salary range is $86,709-$125,393/year plus health, dental, vision, life, deferred compensation, and retirement benefits.
