On Oct. 21, Chuck Coughlin was visiting his wife’s grave in a Boulder

cemetery when he noticed a woman visiting her husband’s grave.

He saw her name — Marj O’Reilly — on the tombstone next to her husband’s and made a comment about how her first name was similar to his mother’s.

Not the best pick-up line, O’Reilly later joked.

The two struck up a conversation and found out they had a lot in common, and decided to meet again

Before long, the two were in a relationship, and on New Year’s Day, Coughlin proposed. They recently set a date — June 11 — for their wedding.

All because they bumped into each other at the cemetery last October, O’Reilly said.

Just like their meeting, Coughlin and O’Reilly’s relationship during the pandemic has been unique.

Barbara Marie Verrone

May 5, 1936 – January 28, 2021

Barbara Marie Verrone (née Bateman) 84, of Mt. Kisco, New York and Conifer, Colorado passed away peacefully on Thursday, January 28, 2021 at the Methodist Home in the Bronx.

to rescue dogs and horses. She was a talented seamstress and knitter. She also loved gardening and square dancing. She was a thoughtful friend to everyone who had the pleasure of knowing her. She became “Aunt Bugsie” and “Grandma Bugsie” to her nieces and grandchildren and was always smiling and laughing in their presence.

Barbara was born on May 5, 1936, in Jersey City, NJ, the daughter of John and Kay (Moran) Bateman.

She was raised in West Orange, NJ. She graduated at the top of her class from West Orange High School and earned a scholarship to attend college. She married Robert Verrone and raised two children, Samantha and David Verrone. Following a divorce years later, as many women did, Barbara resumed her education, earning a bachelor’s degree and a Master’s Degree in Business Administration from Pace University, graduating summa cum laude in 1982.

Over the years, she worked for NBC and Bradbury Press before a 22 year career with Pepsi where she rose from a junior accountant to the facility finance manager of their headquarters in Somers, NY. Upon retirement, Barbara moved to the Rocky Mountains where she could pursue her love of sport and the great outdoors.

Barbara was an avid tennis player and competitive dressage equestrian. An avid sports fan, she loved cheering on her grandchildren at the fields in New York and Massachusetts. She loved animals and volunteered her time and home

Surviving Barbara are her sister Susan von Roedern, Golden, CO, daughter, Samantha Verrone (Jonathan Genkin) Bronx NY, and son, David Verrone (Marcy) Mendon, Massachusetts, grandchildren, Aaron and Sofie Somoroff, Reuben Genkin and Matthew and John Verrone, nieces Gabriella, Meredith (Larry Natke) and Christina (Jan) von Roedern and grand nephews Calvin Natke, Theo and Oliver von Roedern.

Barbara is predeceased by her beloved brother-in-law, Bolko von Roedern.

Barbara’s family wishes to extend their heartfelt gratitude to the staff of the Methodist Home, especially Phyllis Hibbert, her hospice caregiver these last five months, for all of their kindness, care and compassion during a most difficult time.

Due to the current pandemic conditions, a memorial service will be postponed.

Arrangements are with Riverdale-onHudson Funeral Home, Bronx, NY. Barbara was a longtime volunteer and supporter of Harmony Horseworks, founded by her dear friend, Barbara Wright. Horses were her touchstone and grounded her in a unique way.

Leon H. Sweetland

MAY 11, 1927 – January 9, 2021

Leon H. Sweetland passed away on Jan. 9, 2021. He was born in Hayes, Kansas, on May 11, 1927.

Stories about growing up in El Paso, Texas, Estes Park and La Junta, Colorado, Mitchell, South Dakota, San Francisco and San Diego, California, were always ready to be told. After serving in the Navy aboard the U.S.S. Alabama, Leon met the love of his life Margaret Jeane Snyder while attending La Junta Junior College.

After marrying Jean, he earned an electrical engineering degree from what is now Colorado State University. Public Service Co. of Colorado hired Leon as an electrical engineer in Fort Collins upon graduation. In 1962, he transferred to the Evergreen Public Service office as manager of operations, retiring after 35 years on the job.

Leon and Jean joined Church of the Hills Presbyterian in Evergreen in 1963.

They enjoyed singing in the choir, being

members of the Mariners group and also attending Spares and Pairs functions.

Leon lost Margret Jean 10 years ago and his youngest child Susan a year ago.

Leon is survived by son Robert and daughter-in-law Anita of Oklahoma, and son Thomas and daughterin-law Victoria of Littleton.

His grandchildren Toni of Longmont, Rob of Houston, Texas, Brian of Littleton and Josh of San Diego, California, have given Leon eight great-grandchildren.

Leon was a founding member of the Blue Spruce Kiwanis of Evergreen. He loved to cook pancakes for various civic events sponsored by Kiwanis and tried to foster a legacy of one-of-a-kind pancakes.

Walking the trail around Evergreen Lake was part of Leon’s daily rituals for many years. He was observed chasing an aggressive cow elk away from a frightened female jogger on the north side of the lake. He was humbled and honored to be a 32 degree Scottish Right Mason.

Susan A. Stearns

June 30, 1953 – January 29, 2021

Susan A. Stearns, 67, of Evergreen, Colorado passed away from complications of ovarian cancer on January 29 , 2021. At her passing, Susan was surrounded by her husband, sister, and brother.

Susan was born on June 30, 1953 in Evanston, Illinois. She grew up in Shaker Heights, Ohio and graduated from Shaker Heights High School in 1971. Susan’s love of skiing and the mountains led her to enroll at Colorado State University, where she graduated in 1976 with a B.A. in History. Susan went on to law school at the University of Colorado in Boulder, graduating with a Juris Doctorate in 1979.

While at CU law school, Susan met the love of her life, Frank O’Loughlin, who ultimately became her husband. In 1979, Susan and Frank moved to Red Lodge, Montana to begin their law careers. In 1981, Susan and Frank moved back to Colorado to pursue their legal careers.

Susan worked in elder law and estate planning. She began her own law firm in 1990 and retired from her legal career in 2013. Susan then worked part time as a Gift Manager for Mount Evans Home Health Care & Hospice in Evergreen until 2018, fully recycling more than her pay back into the hospice.

Much of Susan’s life revolved around charitable work and volunteering, the importance of which she learned at a young age. Susan spent more than

twenty-five years on the Board of Directors of Mount Evans Home Health Care & Hospice, ultimately being made a life-time member. Other volunteer activities and favorite organizations included Blue Spruce Kiwanis, the Triple Bypass bicycle tour, the Evergreen Alliance for Sustainability, the Mountain Area Land Trust, the Center for the Arts Evergreen, and Bootstraps (supporting education).

Susan was a passionate outdoor recreationalist, and she skied for over fifty of her 67 years. Much of her and Frank’s recreational and social life revolved around skiing at Vail. Susan first skied at Vail in 1970, a mere eight years after the ski resort opened, when taken there by long-time family friends. Other outdoor passions were bicycling and golfing. In recent years, Susan enjoyed travelling as much as she could, both with Frank and other close friends.

Susan is survived by her husband Frank O’Loughlin of Evergreen, CO, sister Sally Stearns of Chapel Hill, NC, brother Chuck Stearns and his wife Rita Braun of Whitefish, MT, nieces Erica Thomas and Rachel Thomas, and numerous in-law relatives on the O’Loughlin side. In lieu of flowers, Susan wishes that any memorial donations go to the organization of your choice or her favorite organization, Mount Evans Home Health Care & Hospice.

Notably, the hospice provided excellent and comprehensive care during Susan’s last year of life. A celebration of her life will be arranged, likely in summer 2021, in Evergreen for family members and close friends once an in-person service is considered safe.

Five Star still in limbo

The county commissioners have decided to punt discussing a Five Star State Certification Program again until it has better testing data. Clear Creek reinstated a local testing site on Feb. 2 after not having one for at least two weeks.

Despite proponents asking for a program that’d only be implemented if Clear Creek returned to Level Red, the commissioners said that they felt it prudent to wait, not only for updated testing data but also to see how the new statewide COVID-19 Dial 2.0 will work.

Tim Ryan, the county’s public health director, said he’s asked state health officials to give Clear Creek a week or two to gather real testing data and then move it based on those numbers, adding, “We could be at 75% capacity in a few weeks without having to do anything.”

Five Star proponents Lindsey Valdez and Amanda Cooper, speaking on behalf of a larger group, said implementing the program in Level Red only would help protect the community’s health, restore restau-

rants’ relationships with vendors, save jobs, and generally create a partnership between public health and businesses.

They asked the county to assemble and submit the application to the state for approval soon, adding that they hope it’d never have to be implemented but it’d be ready if Clear Creek returned to Level Red. Commissioner George Marlin said that if case counts started increasing to the point where Level Red looks likely it will re-examine the Five Star program.

Georgetown cancels spring election

Georgetown has canceled its April 5 election as all the candidates for the four Board of Selectmen seats are running unopposed.

Lynette Kelsey will retain her office as police judge, along with Ward II Selectman Jon Jennings, according to Town Clerk Jennifer Yobski.

Additionally, at the April 13 board meeting, Dienne Powell will take over Keith Holmes’ Ward I seat, and Jill Marble will take Tim Allen’s seat for Ward III. While the police judge has a twoyear term, selectmen’s terms are four years.

Broadband towers approved in Echo Hills, Yankee Creek

The Clear Creek Board of County Commissioners unanimously approved rezoning portions of three parcels in the Echo Hills and Yankee Creek areas to allow for telecommunications towers. These will provide broadband internet to 775 homes along the eastern edge of Clear Creek where access is difficult, if not impossible.

County staff confirmed that Clear Creek Broadband will still need to apply for and receive building permits before the three towers can be installed.

The structures will range in height, from 60 to 125 feet tall, and will be painted green and brown to blend with the surrounding trees, according to applicant Clear Creek Broadband. They will also be positioned not to sit directly on top of ridgelines, but to extend above the surrounding tree canopies.

The board’s approval on Feb. 2 was conditional. If the applicant wishes to increase the height of the towers, it will have to return to the board for another public hearing.

Federal law allows companies to increase height up to 10% without additional rezoning.

The three towers, to be built on willing homeowners’ properties, are a much cheaper and more realistic option than putting in fiber optic cables in the rocky terrain, Clear Creek Broadband representative Stephan Androde said. They’re also more readily available than geosynchronous satellite networks.

He and some residents submitting public comment said that while satellites might be an option eventually they likely won’t be ready for years. And, even if they’re available later this year, broadband will just be another option for residents, Androde commented.

“At the end of the day, if people have a choice, that’s usually a good thing,” he continued. “That gives them a competitive advantage as a consumer … in terms of price, speed and service.”

Clear Creek Broadband anticipates about 400 homes in the coverage area will eventually sign up for service. The company will offer 50mbps download speed and 20mbps upload speed for $70 a month.

Weighing the pros and cons

While impacts to local viewsheds have been an ongoing consideration, Androde pointed out that the respective heights are necessary to reach as many homes as possible while still having structures that will support the equipment’s weight against the wind.

“Given time, it’ll be fairly innocuous,” he said of their visual impact.

and that these towers are merely another utility.

“Poles are a reality of the world we live in today,” Echo Hills resident Michael Raber said. “ … It’s the lifeblood of communication.”

Many who made public comment during the virtual meeting remarked that they had to do so from work or another location because their speeds at home were too low to stream it.

Having high-speed internet is a necessity to work, teach and learn at home, they described. It’s also critical for emergency communication — as most with cell phones use Wi-Fi calling at their residences — and homes without internet don’t sell as quickly.

Andrew Campanelli, an out-ofstate attorney, spoke against the project, saying that companies wanting to put in 5G transmitters will probably offer Clear Creek Broadband money for the towers’ heights to be increased. He said this scenario has an 80% likelihood, and increasing their heights would further impact views and property values.

Androde said Clear Creek Broadband has no interest in having towers higher than the heights that were approved last week.

A few residents also voiced their opposition, saying the towers were incompatible with the area’s recreational feel.

Ruminant digestion for dummies: Why feeding corn to deer is mean You can boil it, grill it and scorch it in the microwave. Make succotash. Buy it dried in the husk and use it for home décor.

Just don’t feed it to deer. (It gives them diarrhea.)

Deer have fancy stomachs with four chambers. While this may cause you some serious stomach-envy (you only have one chamber), this very specialized digestive system is high maintenance.

While diving into the names and operations of each chamber is tempting (not really), I’ll describe them in an overly simplified, corny way for better absorption of the facts: Step 1: On your hands and knees, please. Now, cram food into your mouth and don’t chew it a lot. You can get to that later. Just keep on cramming while the gettin’s good.

(Remember, you can’t use your hands).

Step 2: That first stomach (the rumen, but we’ll call it S1 to simplify) takes all that cellulose you just swallowed, ferments it and sends it to S2, where there’s more processing. S1 and S2 get along well and help each other out. Which is a good thing.

I was able to get my first vaccine Cshot late last month. It didn’t hurt, I had no reaction, and I’m delighted to receive this protection. I have to admit that I have taken this health threat seriously. The pictures of people on ventilators and seeing that 434,696 Americans have lost their lives as of late January because of this pandemic have gotten my attention. I have lost three personal friends and none of them had any serious health issues before the virus took their lives. I have noticed in Evergreen that nearly everyone wears their mask and tries to observe social distancing. That is great, but not surprising given the good folks who live here.

At the same time, our numbers in America are not good. Simply put, had our death rate been the same as the European Union, 79,000 more Americans would still be alive; 225,000 if we matched Canada’s death rate; and 361,000 fewer deaths at the Australian rate. The death rate per 1,000 citizens shows only Belgium and Great Britain with higher rates.

These statistics were gathered by Pew Research.

Election polling by pollster FiveThirtyEight shows that only 38% of American voters approve of the prior administration’s handling of the pandemic.

Interestingly, the numbers vary by political party JIM affiliation, with ROHRER Republicans givCOLUMNIST ing the administration a 76% score while Democrats are at 8% and independents give a 35% approval rating. The point is that almost two-thirds of voters don’t give the past administration good marks.

So, it seems fair to blame the administration’s dismissive rhetoric and hesitance to take more decisive action for our very bad performance.

At the same time, I believe that the American spirit which says, “no one will tell me what to do” and our

love of freedom are part of our poor performance. We don’t seem to have the will and discipline to follow the guidelines given to us by our health officials.

In November, the U.S. Centers for Disease Control and Prevention urged Americans not to travel for Thanksgiving, but since the warning was issued nearly 6 million travelers passed through airport security according to the Transportation Security Administration. After Thanksgiving deaths spiked to more than 3,000 a day, reaching 4,406 deaths on Jan. 12.

In my opinion, those record-setting deaths are on us. It would be an oversight not to acknowledge that our medical community has done a wonderful job at affecting excellent survival rates according to statistics from Johns Hopkins. Our medical folks are simply the best.

Great news, though, the vaccines are on the way. The world’s drug companies have allowed the biggest vaccination campaign in history to commence. In the first quarter, the Clear Creek Golddiggers looked every bit the match for eighth-ranked Denver Christian on Feb. 2 at Clear Creek High School. They were hitting 3-pointers and attacking the basket at will.

Then came the second quarter.

A cold spell that lasted 8 minutes, 46 seconds netted Denver Christian an 18-0 run, a double-digit lead and all the

momentum it would need in a 63-46 Mile High League boys basketball victory.

“We just couldn’t knock down a shot and then we tried to shoot our way of it from the 3-point line,” Clear Creek head coach Scott Haebe said. “We needed to get to the rim a little bit, get to the line a little bit. … We just went cold, literally cold.”

Ice cold as a matter of fact.

Clear Creek (2-1) couldn’t buy a basket. Meanwhile, it was Denver Christian (2-1) who was scoring at will with most of those points coming from Hendry Vandenberg, who scored 14 of his team-high 21 points in the first half.

“We need to work on our positioning on the other big guys in the league,” Clear Creek senior Reese Onago said.

“He’s a very good one. I’ve played against him for four years now. He just

improves and improves.”

“I don’t know how many runout layups they had and how many fastbreak 3s, but that changed the game right there,” said fellow senior Seattle Schuessler, who finished with a gamehigh 23 points, 15 of those in the second half. Onago was the only other Clear Creek player in double figures with 15 points.

Clear Creek went from ahead 18-13 after the first quarter to trailing by eventually 22 points - 54-32 - by early in the fourth quarter.

The Golddiggers, who got two 3-pointers each from Schuessler and Onago in the first quarter, didn’t hit another one the rest of the game.

And by the time Kiefer Zabel scored his lone basket of the game in the final minute of the first half, Clear Creek had gone from a five-point lead to start the stanza to down by 13.

Girls focus on positives after 0-3 start

The Diggers struggled for most of the game against Denver Christian, but turned the tables in the fourth quarter

There was Megan Septon’s inside passing. Or the fact that the Clear Creek girls basketball team, which struggled for most of the game on Feb. 2 against Denver Christian, actually outscored the Thunder in the fourth quarter.

They were small tokens of success that the Golddiggers could latch on to in a 47-18 defeat at Clear Creek High School, but they are invaluable for this relatively young squad.

“When you’re 0-3 you have to find things to be positive about. …

Otherwise, whatever the number of games are we will have lost that many,” Clear Creek girls basketball

coach Emily Buikema said. “If you cannot walk away from the game feeling positive about something what’s the point.”

So, the Diggers focused on the positives.

Yes, there were some negatives, in particular after a nip-and-tuck first quarter that saw Denver Christian (1-2) only up 9-6. The Thunder ran off 18 straight points in the second quarter to go up by 21 points —27-6 before Kim Pappen ended the streak to close out the first-half scoring.

That, however, would be the last points Clear Creek would score for the next 10 minutes and 17 seconds.

By the time Campbell Hargitt scored to open the fourth quarter, the game was out of reach at 40-10. But this was where the Diggers showed their mental toughness.

Instead of closing up shop, they found an offensive rhythm, particularly with ball movement in the offensive court.

Schuessler said. “… We’re a great shooting team and that’s a good mentality to have, but when you have two points in a quarter you need to go back to the basics. You need to go to the foul line and get buckets. After we didn’t score for an entire quarter, we have to start scrambling. We have to start putting pressure on and make easy baskets.”

By the time the Golddiggers did, it was too late. They never got closer than 10 points in the second half.

Clear Creek outscored Denver Christian 10-7 in the final quarter, going on a 10-2 run at one point.

“We were really strong together,” said Pappen, who finished with a team-high eight points for CCHS. “By the fourth quarter, we got a little more together.”

Having a heart for love

Valentine’s Day means making time, finding the perfect gift for loved ones

Love and romance sum up Valentine’s Day. Yet, showing our love has taken on new meaning in a pandemic world.

People can celebrate at home together, purchase gifts and get creative for the Feb. 14 holiday, and it’s possible to get away, said Gail Sharp, owner of TallGrass Aveda Day Spa on Upper Bear Creek Road in Evergreen.

“It is possible to celebrate together and enjoy each other in a safe environment,” Sharp said. “You just need to pay attention to where you are going and who you are trusting.

Love is love, and it can be all sorts of things, not just couples — mothers and daughters, two good friends” and more.

Gail Riley, owner of Highland Haven Creekside Inn in Evergreen, agrees.

“Primarily, it’s getting away from whatever you’re getting away from — being housebound, working hard — and acknowledging love,” she said.

“There’s nothing more important than love, and we strive to enhance people’s love.”

Riley said it was important for people to feel pampered so they can relax and spend quality time with loved ones.

“Valentine’s Day is a wonderful time, and it’s kind of our thing,” Riley said. “It’s Valentine’s Day all year ‘round for us.”

She said the pandemic has made it even more important for people to get out in nature to spend quiet time together.

“More than ever, we need to be outside taking big deep breaths and seeing something beautiful,” she said.

“Everybody needs that, especially those living in the city.”

While clientele at Highland Haven come from all over, Riley says they also come from the foothills to get away from their regular routines.

Sometimes they run home to let out the dog, but they return for the pampering.

Getting away can also include a nice meal at a restaurant or takeout if that is a more comfortable option nowadays. Gifts such as flowers, jewelry, books and other items — available for in-person or virtual shopping at foothills stores — can also say “I love you” to a special someone.

Ian Smith, co-owner of Idaho Springs Mountain Gems, said business has been picking up as the days count down to Valentine’s Day. “People still want to take care of their loved ones,” Smith said.

Flowers and plants are another great Valentine’s Day gift option, and Brandy Knott, floral designer at Southern Lilies Florist in Conifer, said flowers are the perfect way for people to feel loved. The Valentine’s Day orders started trickling in in late January and are picking up as people send flowers and plants to loved ones near and far.

her boyfriend virtually last spring. “… We often joke that we’ve been together almost nine months, and it feels like we’ve been together for three years.”

Meanwhile, how to meet each other’s friends and family has varied from couple to couple, with many saying they’re taking precautions while others said they haven’t taken any.

Coughlin and O’Reilly, who live in Lakewood and Broomfield, respectively, have taken precautions by meeting loved ones virtually or outside with social distancing.

“Our families live so far apart,” Coughlin said, “I’m not sure it would’ve been any different (without the pandemic).”

O’Reilly felt that, by now, they at least would have connected more with their family members who live in Colorado, particularly over the holidays.

Nelson and her boyfriend, Patrick Marlin of Idaho Springs, have taken similar measures. Marlin met most of Nelson’s friends and coworkers virtually while Nelson met Marlin’s family outdoors at hikes and bonfires.

However, Nelson described how Marlin met her parents much earlier when her parents were in town while driving from Texas to Seattle for the summer.

Nelson and Marlin have also

February 10, 2021 driven to Texas twice, and quarantined both times.

“We’ve been very careful when we’re in public or traveling,” Marlin said, adding that they wear masks and clean their hands frequently. “We haven’t gotten COVID yet, but some of that is probably luck.”

Finding things to do

Nelson said the pandemic prompted her to take a more serious look at her love life and have a greater interest in a relationship.

However, while other couples said they met through dating apps and websites during the pandemic, Nelson knew that wasn’t for her.

Instead, she took the premise behind online dating, and applied it to her professional network. She described how, in May, she sent out a very honest and vulnerable newsletter-like email about herself and what she was looking for in a partner to 110 people, asking if they knew anyone who would be a good fit.

Marlin’s cousin was one of the recipients and set them up virtually, as Marlin was actually in North Carolina.

As someone in business-to-business sales with a part-time bartending gig, Marlin recalled spending a lot of time alone in his apartment during the shutdown, and getting an email one day about Nelson.

The two described how they texted for a few weeks before their first phone call.

In July, Marlin packed everything he could in his car and headed back to Colorado. The two had planned The Station with a Variety of

their first in-person date on July 17.

It didn’t go well.

Marlin recalled how the restaurant they went to had terrible food and drinks, so they left, got groceries and cooked at home.

“I think it was too much pressure after months of talking,” he continued.

However, things went much better after that, and because of the pandemic, Marlin described how they would spend a few days together rather than a few hours on a date.

Hiking, biking, skiing and camping have been very popular activities for Marlin and Nelson, as well as others. As for indoor activities, couples said they’ve also spent time cooking; doing puzzles and coloring books; and playing card, board and video games together.

“It’s hard to get reservations and capacities are limited,” Nelson said. “We didn’t have ballgames or concerts or the ease of spontaneity.

We really had to plan and be intentional about things.”

In each other’s bubble

While they hadn’t contracted COVID-19 as of late January, Marlin and Nelson said they’d dealt with a few potential exposure scares and subsequent quarantines. They’ve discussed the likelihood of both of them getting it if one of them contracts it, and decided they’re going to support each other if that happens.

Arguably, the bigger concern has been keeping their loved ones safe, explaining that they were going to quarantine for a week before visit-

Other individuals in relationships, especially those who live alone, consider them and their significant other as in the same bubble, so if one of them gets COVID-19, they’ll probably both get it.

Coughlin and O’Reilly had to confront that reality in mid-November, when O’Reilly tested positive for COVID-19. Coughlin never had symptoms but later tested positive for antibodies.

While they’ve certainly been concerned that they gave it to each other, Coughlin explained that, at that point, they’d never spent time in close quarters together. All their meetings had been outside or socially distanced. Thus, they’re not sure where O’Reilly contracted it.

All throughout their relationship, the two have been emailing and video-chatting almost every day.

They also went hiking and walking together a lot.

“I think (COVID-19) made us more cautious with each other,” O’Reilly said of their initial interactions.

Now the two, who are both in their 70s, have received their second doses of the COVID-19 vaccine, and are looking forward to getting married in June.

Both of them came from very happy marriages, and their widowhood was something that helped them bond so quickly and deeply.

Coughlin and O’Reilly also both lost their spouses to cancer-related complications in March 2020 and December 2018, respectively.

Finding someone who understood that loss and who was able to support them through it was providential, they described.

“I was so blessed to find this woman,” Coughlin said. “The chances of finding each other are so low.”

Likewise, Marlin and Nelson described how, after spending months alone in their apartments, they were thankful to have someone in their lives to support them, especially through job loss, stress and anxiety, and other pandemiccaused issues.

“I think we are so much stronger,” Nelson said of being in a relationship during the pandemic. “… It’s hard but it’s definitely been worth it.”

Bids and Settlements REQUEST FOR PROPOSAL Clear Creek County Sheriff’s Office Study Purpose: This Request for Proposal (RFP) is for the selection of a qualified consultant or consulting firm to conduct a comprehensive evaluation and analysis on the current organizational and service delivery configuration of the Clear Creek County Sheriff’s Office. • Review and Document Current Business Practices and Operations: The review should include a detailed organizational and operational assessment of current Sheriff’s Office systems and services including, but not limited to: o Dispatch and Call Strategies – managing calls for service; call classification, prioritization and call diversion. o Current services including a cost benefit for each program area. o Appropriate staffing levels with emphasis on officer safety, workload, and the use of existing resources and overtime. o Organizational Structure and Management – the effectiveness and efficiency of the organizational structure, strategic planning, crime management processes, detention operations, performance measures, budget practices, and information technology. o Internal controls and oversight, including supervisory span of control.

• Best Practices and Innovations: Identify best practices and innovations for those areas outlined above: o The practices and innovations should be consistent with agencies of similar size and characteristics. o When identifying best practices and innovations, focus on those that are relevant and practical for meeting public safety goals within the budget for the Clear Creek County Sheriff’s Office. o Cost considerations and organizational capacity to implement should be evaluated as well as the potential to achieve measurable results.

• Gap Analysis: Identify areas of high performance and areas that present opportunities for improvement. Gap(s), if any, should be clearly identified and recommendations made as to program refinements, new strategies, budgeting and fiscal considerations, and resource modifications that might be required to better achieve community safety objectives and better fiscal responsibility.

• Initial Observations/Draft Report: The initial observations will be presented in an informal report containing preliminary findings. The report should also identify any issues or opportunities outside the scope of work that may impact the Sheriff’s Office and require further analysis or actions. Following review of the draft report with the Project Team, the report will be amended as needed.

• Final Report: The consultant will work with the County Project Team to refine recommendations and develop potential strategies, outcomes, and cost. This will result in final copies of the written report that will be presented to the Sheriff, the Board of County Commissioners, and the County Manager.

Required Submission Information: • Qualifications: o Brief overview of the history and structure of the firm including structure, time in business, number of employees, and other data to assist in characterization of the firm. o Statement of the particular expertise and experience in performing law enforcement evaluation and advisory services, particularly as these relate to similar types of projects. o Brief description of 2 – 3 similar evaluations

completed for law enforcement clients completed within the past five years. Please provide contact information for these clients.

• Project Team: o Listing and resumes for the project lead and any others that would support the completion of this project with a summary of each team member’s area of responsibilities, expertise, experience and qualifications for this work. Provide an organizational chart of the project team. o Indicate the number and scope of projects that will be managed by the lead person(s) during the same timeframe as this project.

• Project Approach: o Based on the information in this RFP and your professional knowledge, please provide a description of how the firm proposes to execute the project. How do you intend to accomplish the assessment and what specifically will you be reviewing? o Provide relative timeframes for the project. o Provide an itemized menu of services broken down by project components and cost. o Provide total project cost.

Evaluation Criteria and Consultant Selection: A screening committee will evaluate proposals based on the following criteria: • Qualifications and prior experience in performing similar work • Approach and process to be used in performing the work • Ability to communicate in writing as evidenced by information provided in this RFP response • Examples of similar work completed • References • Proposed cost and timelines The screening committee reserves the right to solicit additional information from applicants should the committee deem such information is necessary during the evaluation process.

Coach #70’s restoration could take years

Community members would hardly recognize Colorado and Southern Coach #70 sitting inside Historic Rail Adventures’ Silver Plume workshop.

The exterior on the previously south-facing side was completely removed, and the seats were taken out as well. The general frame, the north-facing side, roof and most of the interior remain — for now.

For the past several weeks, railroad employees have been assessing Idaho Springs’ Coach #70 to determine what needs to be done to preserve the car. City officials were scheduled to discuss Historic Rail Adventures’ findings early this week.

The coach, which once ran on the Colorado and Southern Railroad in Clear Creek, is the last of its kind.

City officials said it’s an important community asset that needs to be preserved.

Jonathan Cain, assistant city administrator, said staff will hold a City Council work session in the coming weeks so that council can decide how extensively it wants to restore the car and how much it’s willing to spend.

Cain added that he intends to apply for a History Colorado grant to help fund the project, which will be due in August and requires a 25% match.

Step by step

Mike Horner, project manager for Historic Rail Adventures, estimated that about 25% of the coach’s total structure will have to be replaced.

The beams and part of the roof have rotted, the wooden trusses are bad, and much of the siding and sub-siding will have to be replaced, Horner and Georgetown Loop Superintendent Phil Johnson said.

It’s not all bad news, though, as most of the coach’s heavy framework is intact.

Horner and Johnson estimated that restoring the car will take a minimum of 10,000 man-hours, and the price will depend on how quickly the city wants it done and to what degree it wants the coach restored.

Horner, who also worked on Coach #70 in 1982-83, spent 1,500 volunteer hours just restoring its roof and south-facing wall without getting into any structural work. Given that he recently finished a three-year restoration project for the Georgetown Loop’s caboose, Horner said he wouldn’t be surprised if Coach #70’s restoration also took a few years to complete.

“It’s a labor of love,” he said of

restoring train cars. “ ... You take it step by step and in order.”

Cain said the city could opt to have the coach repaired to the point that it could operate again, as Historic Rail Adventures has previously expressed an interest in hosting the car at the Georgetown Loop, which the community might support.

However, the less expensive option would be to have it restored to be display-only.

An estimate done two years ago by another company said that restoring the coach would be in the $300,000$500,000 range, Cain described, adding that the city has $200,000 set aside for the project. Along with that and any grant funds, he said the city’s also considered hosting a fundraiser for the restoration work.

Once the assessment is complete and the city figures out the finances, Cain said Idaho Springs will put out a Request for Proposal from companies that could do the restoration work.

While Historic Rail Adventures is a candidate, Cain noted that there are facilities in Golden and Wyoming that do similar work. It could also be a collaborative approach, he said, depending on what work is required.

Coach #70 was built in 1896 for the Union Pacific, Denver and Gulf Railroad by the St. Charles Coach

Company of St. Charles, Missouri. It was ordered along with three other narrow-gauge coaches that also operated in Colorado. These four were built at the same time and cost $3,000 each.

It eventually ran on the Colorado and Southern Railroad, which ran from Denver, up Clear Creek Canyon, through Idaho Springs, and ended in Silver Plume.

Idaho Springs’ coach is the only one of the four that survived as the other three were dismantled in 1939.

In 1941, crews pushed the coach from Denver up to Idaho Springs and then dismantled the tracks around it as the rail line was abandoned, Johnson and Horner described.

So, Coach #70 and Locomotive #60, which is still in its usual spot behind Idaho Springs City Hall, were gifted to the county by the railway.

The coach was restored in 1983, and both were given to Idaho Springs shortly thereafter.

Cain said the city eventually wants to have Locomotive #60 restored as well and has discussed building a cover to preserve it and the coach from rain and snow.

“That train basically brought the whole of downtown Idaho Springs into the city and helped start the Gold Rush,” he continued. “ … We want to make sure we do this (restoration) the proper way ... (because) that coach is the last one there is.”
