According to Recovery Coordinator Alyssa Dinberg, Clear Creek can’t implement a Five Star State Certification Program until its COVID-19 case counts and incidence rates decline, noting, “While Clear Creek is technically in (Level) Orange, our numbers are actually in (Level) Red.” Counties in Level Red are eligible to implement the program but must show a sustained decline in case count and incidence rate for at least two weeks, which Clear Creek has yet to achieve, Dinberg said at the Jan. 19 county commissioners meeting. The commissioners seemed undecided on whether to pursue it and directed staff to gather more information while Clear Creek waits for its numbers to decline. While a Five Star program would allow participating businesses to have less restrictive capacity caps, Dinberg outlined a host of hurdles
