he Outlets at Castle Rock celebrated its 15th Annual Tree Lighting celebration on Nov. 14. During the event, Santa Claus counted down to the lighting of the tree as socially-distanced guests sipped hot chocolate.

The 55-foot white fir Christmas tree is decorated with more than 8,000 lights and 5,000 ornaments. The tree arrived at the shopping center on Nov. 3 from the Shasta-Trinity National Forest in California and takes multiple weeks to trim and prepare.

Guests at the tree lighting event were allowed to bring their own camping chairs and place them in designated areas spaced 6 feet apart.

The tree will remain lit through the end of the year.

New rules prohibit indoor dining, personal gatherings Denver metro counties move to level red on COVID-19 dial

As Denver metro counties continue to inch closer to local stayat-home orders under Colorado’s system of coronavirus-related restrictions, the state announced a new level of rules that prohibits indoor dining and personal gatherings — a change that applies to the majority of the Denver metro area and many counties in other regions.

The state’s COVID-19 dial, which has been in effect since September, is the set of different levels of restrictions that each county is required to follow based on the severity of a county’s local virus spread.

The dial grew out of the state’s safer-at-home order, the policy that came after the statewide stay-athome order this spring and allowed numerous types of businesses to reopen.

The state recently switched to color identifiers — levels blue, yellow and orange rather than numbered levels — to avoid confusion. Until Nov. 17, level red meant a stay-at-home order. Now, level red — “severe risk” — is the second most restrictive level. The purple level, deemed “extreme risk,” amounts to a stay-at-home order.

Health chief ‘cautiously optimistic’ about level red

The counties that moved to the new level are Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas and Jefferson in the metro area.

“If we are not careful now, we risk plunging into the deep end of the dial, where hospitals are not able to serve everyone who needs care, whether they are COVID-19 patients or other types of patients,” Jill Hunsaker Ryan, executive director of the CDPHE, said in a news release.

“It’s up to all Coloradans to help our essential health care workers save lives.”

Some of the key changes that come with counties moving from orange to red: • Personal gatherings of two or more people — whether in public or

private — are prohibited. Nothing in the updated public health order prohibits gatherings of people who live in the same residence.

• Restaurants are closed for indoor dining. Takeout, curbside and delivery are allowed. Dining in outdoor spaces with members of a person’s own household is allowed.

• Indoor events, both seated and unseated, are closed.

• Outdoor events, both seated and unseated, are now allowed to be attended only by groups that consist of people from the same households.

A spokesperson for the State Joint Information Center, which takes questions for the state publichealth department, provided the new thresholds of virus spread that would trigger a county to move to the new level red. Similar to a threshold for the old level red, the line a county would have to cross is 350 new cases per 100,000 people over a two-week period — a metric known as a county’s “incidence rate.”

Q&A with Michael Agostinho, Legend High School teacher

Michael Agostinho is a history teacher at Legend High School in Parker and an executive board member of the Douglas County Federation, the local teachers’ union in the Douglas County School District. Here are Agostinho’s thoughts on the district’s switch back to remote learning, which will begin Nov. 30.

How have preparations for remote learning been going?

Honestly, switching back to remote teaching has been OK due to the systems we already had in place at Legend High School. We were already using the online platform Canvas, creating class homepages and weekly

to continue rising in the coming days, a spokeswoman said.

What issues are most top of mind for educators during this transition?

The issue myself, my colleagues and DCF feel is the same: We miss the kids.

I feel for them all, but especially the freshmen and the seniors. Everyone has dealt with a great deal of uncerthe purple phase, the highest level, it would essentially be given a stay-athome order.

The governor said one of the top three goals of the new dial was to get children back to in-person learning, adding time was of the essence for elementary-age students, including those in red-level counties.

“We encourage preschool through fifth-grade students to continue learning in-person or restart if the districts have taken a hiatus,” Polis said.

Middle school students attending school in red zones could attend inperson, hybrid or remote, while high schools in areas of high risk should conduct hybrid or remote learning, Polis said.

As remote teachers, the learning continues as we head into the holiday season. We have a plan in place for finals, and hopefully cases will reach a peak, trend down, and then we can get back to at least a Hybrid model in January 2021. The bright side is that eventually things WILL get back to normal!

How are you helping students during this time?

Myself and my colleagues have also been working hard to connect with our students. Sometimes, just asking them how their day is going is a great way to start class. It is nice to see their faces without masks as well. On Nov. 18 and 19, I am going to end each class

What supports are available to educators during this time?

The union has been there to support staff dealing with mental stress and strain. They have also supplied resources to improve all of our media literacy in order to separate fact from fiction.

Lastly, teachers are grieving the loss of this semester as we wanted it to be. It’s not what any of us wanted, but as interim Superintendent Corey Wise explained very well in the Nov. 10 board meeting, this is necessary as the system just can’t continue to function under these circumstances.

The Douglas County School District on Nov. 12 announced all students will transition back to remote learning after Thanksgiving Break amid a spike in COVID-19 cases that placed unprecedented strains on its system.

That remained the plan following Polis’ update, including for pre-K and elementary students.

Paula Hans, a spokeswoman for the district, provided a statement in response to an interview request with interim Superintendent Corey Wise.

“Making the decision to transition to remote learning was difficult. We know it is better for our students to be in school, with peers and our amazing educators,” the statement said. “However, the high number of cases and quarantines in Douglas County is creating an environment where many of our students and teachers no longer have a predictable school routine.”

The district had more than 6,300 students and staff quarantined as of Nov. 17, and “it appears those numbers will continue to rise in the coming days,” Hans said.

The scope of quarantines has created a “tremendous staffing shortage”

and consequently a significant barrier to conducting in-person learning, Hans said.

The district has been forced to transition several schools to remote learning temporarily during the first semester as quarantines kept more teachers out of the classroom than there were available substitutes.

Polis said the state education and health departments were working to provide school districts with additional federal funding in the coming days and weeks to help students return to in-person learning “sooner rather than later.”

Those resources could include personal protective gear, funding for outdoor classrooms and other supplies.

Polis said it is especially important preschool and elementary age students return to in-person learning so that “our children’s future is not yet another casualty of this pandemic.”

“We want to make sure we emphasize the need for K-5 especially to return to in-person instruction,” Polis said. “We feel that based on the data, for many families and for many kids, that is the safest place they can be with the safety parameters that we have at school.”

The Douglas County Housing Partnership is participating in a new program helping Coloradans gain access to local housing resources, including financial assistance and legal services.

The Housing Counseling Assistance Program, organized by the Colorado Department of Local Affairs, the Colorado Division of Housing and Brothers Redevelopment, a Denver nonprofit providing housing and housing-related services to low-income, elderly and disabled residents, launched in October.

Residents can call the state’s centralized housing helpline, Colorado Housing Connects, at 1-844-926-6632, to be connected to local housing resources like legal services, financial assistance and long-term solutions for sustainable housing solutions.

The program aims to prevent foreclosures.

Residents can also access housing

counseling services through Brothers Redevelopment.

The program is funded by the Colorado Department of Local Affairs.

The service is free to residents and operated through Colorado Housing Connects, a free, centralized helpline run by Brothers Redevelopment that helps residents navigate through nonemergency housing services and resources.

Other partners include Boulder County, the Douglas County Housing Partnership, NEWSED, Denver’s Southwest Improvement council and others.

“Renters and homeowners in crisis often don’t know where the first place to start might be. As the state’s sole centralized housing resource, Colorado Housing Connects is a great first place to start to connect you with the resources to help with eviction and foreclosure prevention in the spirit of keeping people housed,” Colorado Housing Connects Manager Patrick Noonan said.

County’s COVID-19 restrictions could tighten or lessen in coming weeks

Douglas County was included on a list of counties that, based on skyrocketing COVID-19 cases, have been moved to the state’s new level red. The 0second-highest level of restrictions ebans indoor dining at restaurants and limits capacity at gyms, among other things.

The state plans to re-evaluate Douglas County’s level in mid- to late December, according to a Nov. 17 letter from the state to the county.

“Should transmission levels continue to escalate, we may revisit additional restrictions sooner, conversely if the trend is reversed, we can discuss moving the county back down the dial,” according to the letter.

Douglas County’s move to the red level was effective Nov. 20. The county had been moved to level orange on the state’s dial just a week earlier.

“Given the increase in incidence rates in Douglas County and across

the state, the implementation of COVID-19 Dial Level Red restrictions is more suitable at this time,” according to the Nov. 17 letter from the state.

As of Nov. 18, the latest, highest single-day case counts in the county were almost seven times higher than the highest single-day counts in the spring. The county’s 14-day incidence rate, as of that same day, was 800 cases per 100,000 people. That’s more than seven times higher than it was at the start of October.

Also as of Nov. 18, 11 Douglas County residents had died of COVID-19 this month. Seven residents died in all of October and one person in September.

In a Nov. 18 work session, county commissioners Lora Thomas and Roger Partridge directed county staff to look into the state’s reasoning for moving Douglas County to level red while not doing so for some other counties that also meet the threshold.

Commissioners also discussed accelerating a round of funding for county restaurants.

Based on that standard, in roughly 50 of Colorado’s 64 counties, the rates of new cases cross the line for the new level red based on the state’s data as of Nov. 18, but many appear likely not to move to that level for at least a few weeks, if at all. More than a dozen of those counties sat in levels lower than orange as of Nov. 18.

For example, Costilla, Custer, Lake, Montezuma, Pitkin and San Juan counties are moving to level orange on Nov. 20. Those counties’ incidence rates exceed the limit of 350 aside from San Juan, whose data appears to be evaulated differently due to its small population.

As COVID-19 cases continue on a steep spike across Colorado, several public-health agency directors signed a Nov. 5 letter to the state public-health department, urging the state to speed up the process of moving counties to tighter restrictions on the dial.

The letter included signatures from health agency leaders from Denver, Jefferson, Broomfield, Boulder, Lincoln, Prowers and Kiowa counties, along with Tri-County Health, which serves Adams, Arapahoe and Douglas counties.

Legislature eyes small-business, housing relief Lawmakers also plan support for child-care providers, broadband access for remote school

As Gov. Jared Polis announced a new round of coronavirus-related restrictions that harken back to the kinds of orders Coloradans saw near the start of the pandemic, the governor announced he would call state lawmakers back to the Capitol in hopes of providing economic relief for Colorado residents and small businesses.

Lawmakers were to come to the Capitol “in the near future” as part of a “special session” of the Legislature called by Polis, according to a Nov. 17 news release. The Legislature’s regular session — the roughly four-month period in which bills are passed — typically begins in January.

The final specifics of what the state Legislature will work on were still in the works, according to the news release, but the bills are expected to include the following items: • Small-business assistance, including “direct aid and tax relief.”

• Housing and rental assistance.

• Support for child-care providers.

• Expanding broadband access for students and school staff.

Colorado’s new level red of coronavirus-related restrictions is sure to put a strain on the state’s economy: Among the new changes are a shutdown of indoor dining at restaurants, a ban on indoor events, and a tightening of capacity limits at some officebased businesses and gyms.

The new round of restrictions comes on the heels of Colorado’s COVID-19 hospitalizations hitting the highest levels ever recorded during the pandemic. Colorado’s previous re-

cord, or “peak,” of COVID-19 patients was 888 in April. As of Nov. 9, more than 1,000 people were in the hospital statewide for COVID-19.

In the absence of new federal action to bring businesses and workers relief, state lawmakers must fill a gap, state House Speaker K.C. Becker, D-Boulder, said in the news release.

“With COVID-19 cases reaching daily new records and winter just around the corner, Coloradans can’t wait any longer for Congress to provide relief — they need us to act now to help small businesses, families and students get through the challenging months ahead,” Becker said.

Rep. Alec Garnett, D-Denver, the incoming state House Speaker who will take the helm in January, echoed Becker in the news release.

“We need an economic recovery where every Coloradan has a fair shot, but this can’t happen if restaurants and bars close, families lose their homes, students can’t get online and day care centers shutter,” Garnett said in the release. “We need to act now to bridge the gap where Washington has failed, or our economy will falter.”

Because government is considered an “essential service,” it is exempt from most public health orders, according to a Colorado Department of Public Health and Environment news release. The state House and Senate can adopt their own rules to govern procedures and enforce compliance by members, according to the release.

CDPHE recommended that the Legislature abide by the following guidance: • Conduct legislative business remotely as much as possible.

• Everyone who will be physically present for business at the Capitol, including legislators, security and press, should undergo a health screening and symptom check daily upon arrival.

• Lawmakers and staff should undergo COVID-19 tests before and during the session.

One big step for Douglas County, 132 regular steps for you Rueter-Hess incline open to public

The Rueter-Hess Reservoir hiking incline opens to the public Nov. 26, another milestone for the north Douglas County recreation area. The reservoir is located south of Hess Road/Castle Pines Parkway and east of I-25.

Before the pandemic, the recreation site allowed visitors by reservation only and has offered limited access on weekends in the summer. The compound lacks the necessary staffing and infrastructure to accommodate regular public use.

The Rueter-Hess Incline Challenge is an outdoor staircase of 132 steps — roughly equivalent in height to a nine-story building.

The incline is located north of the reservoir and accessible off Heirloom Parkway near the Rueter-Hess Water Purification Facility. A parking lot west of the water purification facility has been designated for visitors at the bottom of the Incline Challenge. A one-mile trail, the Rosie Rueter Trail loop, leads to and from the parking lot and incline.

The incline has one-way access, up the steps and down the service trail.

Dogs are allowed on trails only and must be leashed. Dogs are not allowed on the incline.

The incline will be open from sunrise to sunset, seven days a week.

The opening of the incline marks the finish of the first phase of the fivephase Rueter-Hess Recreation Master Plan.

‘It’s helping my brother’ Chicken Shack owner seeks Marine recruits for hire

Gus Velez, coowner of Chicken Shack in Parker and Aurora, is a retired U.S. Marine who served from 1985-89. Velez and his wife, Molly, keep their doors open to new military recruits needing work. Finding work for the few months before shipping out can be difficult for recruits, Velez said. The Velezes have a partnership with the local Marine recruitment office for new recruits who need a job.

Before young Marine recruits in Parker ship out to boot camp, a lot of them find jobs at The Chicken Shack.

Co-owner Gus Velez has a partnership with the local Marine recruiting center, and any new recruits in need of work go to him. The Chicken Shack has three employees going into service currently.

“It’s helping my brother,” Velez said.

“That’s what I tell them when they leave. `When you come back, you’re going to be my brother, and you’re going to be brother forever because we’re both Marines.’”

Velez was a lance corporal in the Marine Corps from 1985-89.

Velez said, from his experience, recruits are often turned away from hourly jobs in the months prior to leaving for bootcamp.

“Once the employer finds out they’re getting ready to go to bootcamp, they don’t hire them because they’re going to be gone,” he said.

Gus and Molly Velez opened The Chicken Shack in Parker in 2015. It has since become a mini-pipeline for recruits to work before beginning their service.

On Nov. 12, one day before the county moved to stricter safer-at-home orders, Gus Velez sat at one of the few unoccupied tables at the Chicken Shack feeling unfazed by the changes ahead. COVID-19 cases are surging

throughout the metro area. Douglas County moved to stricter Safer at Home orders Nov. 13, requiring restaurants operate at 25% maximum capacity, or 25 people, according to the Tri-County Health Department.

“The transition from dine-in to carry-out and delivery wasn’t a difficult one because we already had that,” Velez said. “We are ready for it because we understand what we’re getting into, compared to last time.

Before the pandemic, the Chicken Shack, 11211 Dransfeldt Road, made roughly half its sales from take-out orders. The restaurant is still making only 30% to 35% of what it did last year.

“It’s not as scary as it was the first time around because the first time around, the first couple of weeks, our sales were down 70%,” Velez said.

“We didn’t know how much longer we could keep the doors open.”

Velez employed the use of delivery apps and online sales. Employees are getting used to running in and out

of the restaurant to deliver curbside meals. Wearing a mask in the kitchen gets uncomfortable. Sanitizing efforts have increased to satisfy new public health requirements.

“It’s changed the way we do our business,” Velez said. “Now that the pandemic is starting to escalate again, it’s putting us back to where we were, back in March, where we didn’t know what to expect, they shut everything down and were back on our heels wondering `Now what do we do?’”

Velez believes some of these changes are here to stay.

“I feel like it’s going to be a part of us from now on,” Velez said.

Gus Velez, coowner of Chicken Shack, managed to keep 100% of his staff through the first wave of the pandemic in the spring, he said. Transitioning to a heavy reliance on take-out and to-go meals, Velez is confident they are more than ready to bear the winter and any impending government shutdown orders.

VOICES Going forward and looking back

I

t won’t be long before we’ll start to see trees strapped to cars and colored lights outlining houses; maybe a few front lawn inflatables; countless advertisements; QUIET and familiar holiday DESPERATION songs.

But it won’t be the same or even close.

The projections — if you believe in science — are grim: as bad as the Spanish flu numbers, by the fall of 2021.

The fall of 2021?

Have you, like me, Craig Marshall looked back? At first Smith the virus seemed disconcerting; then it became pernicious and deadly.

One thing after another was canceled or rescheduled.

We were ordered to stay at home, asked to wear masks.

Some adamantly refused and still do.

Large gatherings were discouraged

LETTERS TO THE EDITOR Give up one gathering out of respect After over 30 years of hosting Thanksgiving dinner, this year I canceled. As a retired medical technologist, and parent of an emergency room nurse, I have too much respect for front-line healthcare workers. They are exhausted professionals who continue to care for patients while too frequently given inadequate PPE, compensation, or support.

I have too much respect for all the educators who have been valiantly teaching in person, remotely or hybrid, with too little pay, inadequate public concern for their safety, and little public understanding of the their untenable workload.

I have too much respect for firefighters and law enforcement. I have too much respect for workers that keep our food supply chain functioning and deliveries on time. I have too much respect for small business owners forced to adapt to everchanging mandates and guidelines while fully comprehending their businesses cannot fully recover or maybe even survive until the pandemic is controlled.

I have too much respect for the elderly, who have endured months of isolation and been forced to forgo visiting with children, grandchildren and greatgrandchildren. The exhaustion, health and safety of essential

workers, small business owners and the elderly are being ignored by a public that is too willing to put their own wants before the needs of fellow citizens.

All of us need to examine the consequences of our actions. It’s time we give those who give their all the respect they deserve. We can do that by giving up a large Thanksgiving dinner for one year.

Patricia Crowley Lone Tree Biden brings hope for immigrants The past four years have been trying for Deferred Action for Childhood Arrivals (DACA) recipients, also known as Dreamers, and many other immigrants.

Since 2017, President Trump has sought to deport the nearly 700,000 DACA recipients in the U.S., including the 15,000 here in Colorado. These young immigrants have called this country home since they were children, and they contribute immensely to our communities and economy.

The green house was just to the left of the white one.

The owner of the green house drank coffee.

The Pall Mall smoker kept birds.

The owner of the yellow house smoked Dunhill.

The man in the center house drank milk.

The Norwegian lived in the first house.

The Camel smoker had a neighbor who kept cats.

The man who smoked Marlboro drank beer.

The man who kept horses lived next to the Dunhill smoker.

and then prohibited.

But “What, me worry?”

Thousands of Notre Dame students filled the field after the football team upset Clemson.

Weddings have gone on. Parties.

Religious services.

Some businesses have suffered irreparable losses.

Care to go on a cruise?

Amid all of this, traditionalists will nevertheless observe and celebrate as always in the weeks ahead.

Undoubtedly, there will be some adjustments and compromises.

My own plans are next to none.

But for years, I made travel agent (remember?) arrangements to fly into Traverse City, Michigan, and spend a week under cloudy skies.

That part is not missed, but the irreplaceable opportunities to be around our little family is missed.

Home-cooked meals, bowl games and the constant drone of judgment.

“Don’t you own a comb, Craig?”

And along with all of the festivities, I’ll miss their unusual neighborhood.

Behavior clears path and motivation follows

O

ne question that I seem to be getting more of these days is around motivation. Not only are people asking how to get mo- WINNING tivated, but they are WORDS also asking how they can stay motivated.

“People often say that motivation doesn’t really last.

Well neither does bathing, that’s why we recommend it daily.” - Zig Ziglar Mr. Ziglar certainly knew a lot about how Michael Norton to motivate us and more importantly how to keep us motivated. And he would also be the first one to remind us that motivation is temporary unless it is coupled with action. It is one thing to be motivated about setting a goal or getting inspired by the thought of a new project, and it is something completely different in taking the actions necessary to achieve our goals or complete our projects.

Sometimes we can use a motivated mindset as the spark that leads us

to take the actions necessary for our productivity or success. For some of us, this how we are wired. When we are feeling good and life is better than good, finding sources of motivation is easy, our creativity is inspired, we are filled with hope, and we end up crushing our tasks and to-do lists. When we are feeling motivated, we may exercise a little longer and push a little harder.

When we are feeling motivated, we may make better choices in what we do, what we eat, and how we treat our bodies.

But what happens when we aren’t feeling so good, or when life isn’t going quite the way we want it to be going? What happens when we really don’t feel like exercising, going to work, or staying on our eating plan?

And let’s face it, we all have those days from time to time, don’t we?

Again, for some of us, we can adjust our thinking, fill our minds with powerful and positive thoughts, and motivate ourselves to get after whatever it is that needs getting after. We can turn on a song that gets us fired up. We can listen to a motivational

Looking hard for good things as a hard year ends

s people like to say, time flies — especially for some of us.

The past eight months have obviously dragged along with the COVID-19 pandemic, but Thanksgiving is here and it’s time for all of us to think about why we are thankful.

I am thankful 2020 OVERTIME is about to end. It has been a bad year, but hopefully 2021 will bring us back to some sense of those normal days when we didn’t have to worry about going out, meeting with people and going to Jim Benton games with more than a handful of people in attendance.

I am thankful for family and

talk or read an inspiring book or quote. For many others, it’s just not that simple.

Motivated behavior happens when we are first motivated by behavior.

David Sandler, and many other experts have written and spoken about doing the behaviors even when we don’t feel like doing them. David Sandler said it this way, “It’s not how you feel that determines how you act. It’s how you act that determines how you feel.”

How many of us have had the experience of not feeling like getting our workout in, but after the first few minutes on the treadmill, we were fired up to keep going. For those of us in the profession of selling, we have all had those moments or days when we knew that we needed to prospect but we just didn’t feel

friends, who are always there to offer comfort, support and to be a person who will listen. And also I am grateful for the little things that are often taken for granted. I could enumerate a lot of them, but high on the list are hugs.

And there is a huge reason now to acknowledge those little things during the current pandemic.

The last eight months have been frustrating, and I am wishing for the return of normalcy and would be thankful to see that back even in an abbreviated form.

In sports, I’m happy and thankful for the return of some sports with the shortened seasons and different formats. It took a lot of courage to play in the unusual seasons.

I am also grateful for concussion protocols, which were long overdue.

There is no more shaking it off and returning to action after an athlete

identifies the number of fingers shown to him or her.

That’s the way it used to be and the long-term repercussions were overlooked. However, I would also look forward for officials and those in charge of rules to keep in mind the intent of the rules. Sometimes it seems like football and other sports are not the same because of the safety rules.

Comebacks are great and another thing to be grateful for — especially when the team you are rooting for is the one making the comeback. And game-ending baskets, touchdowns, field goals, home runs, goals and saves to win a game will always remembered.

Instant replays are neat. I confess there have been many times when I have been wrong about the outcome of a play until I watch it on replay.

And a good, close overtime game is another item in sports that I applaud. And once again, it depends on if the team you favor is the one that wins. College football overtime games should be the blueprint, but if the NFL used the same format, I admit there would probably be fourovertime contests.

Upsets are yet another thing that gets sports fans excited.

It’s good some high school sports were played, and are being played, this fall. I will be thankful if the winter sports season gets started, with COVID-19 cases showing a major decline.

Even the act of picking up a motivational book and choosing to read it is doing a behavior. Spending a few minutes to think about what motivates us is a behavior. Selecting our most energizing song and pushing play is a behavior. This underscores that motivated behavior happens when we are first motivated by behavior. And once we become committed to doing the behaviors that will motivate us the most, layering in some form of daily motivation as Zig Ziglar mentions in his quote above, it will help us along our journey of becoming motivated and staying motivated.

The Biden administration must commit to protecting immigrants, saving DACA, and passing comprehensive immigration reform that includes a pathway to citizenship for the undocumented population in this country. Food bank is grateful for help Saturday, Nov. 14, 2020 was a special day at the Parker Task Force food bank. During our drive-up food drive the community donated 317 cases of food, enough to feed 150 families. We have not been able to have our usual community food drives at the grocery stores because of the pandemic, so the drive-up food drive was essential to restock the shelves of the food bank. We are assisting a record number of clients and project that to continue.

‘Not for the lighthearted’

efore the pandemic hit, Kim Mangle’s nonprofit consultancy business was booming. Then, COVID-19 arrived and her income dried up almost overnight.

“I had this 48-hour period where I went from super busy to having no clients whatsoever,” said Mangle, a Golden resident. “I started to panic.”

When a friend working as a nurse asked her if she could help out by sewing some masks, Mangle used her newfound free time to start making the sought-after product.

Before long, Mangle realized she enjoyed the work and began getting compliments on the masks, which she also made for friends and family. In August, she decided to launch her own business: 5280Masks, LLC. With the help of her grandmother’s vintage sewing machine, Mangle has now made and sold more than 800 masks.

“It’s been a lot of work, but for me it’s been a really positive outlet,” Mangle said.

Across the metro area, businesses have shuttered left and right since the beginning of the COVID-19 pandemic. But not all doors are closing. Some businesses, like Mangles, have actually been sprouting up during this financially tumultuous time.

Grocery opens doors While Mangle is capitalizing on demand of a new product, other businesses opening up are seeking customers looking for more traditional goods.

The Gold Line Grab and Go, for example, is a new convenience and grocery store that opened in Olde Town Arvada.

When the owners of the shop bought their storefront in February, not a single confirmed case of COVID-19 had entered the state yet.

A month later, owners had to make an impossible choice: to open their doors in the middle of a pandemic or give up on their vision of bringing this type of store to Olde Town, said Josh Schwartz, co-owner and manager.

“We had to have a big decision to see if we even wanted to open it,” Schwartz said.

“Then we recognized that there was a need for basic essentials that you couldn’t get from stores at that time.”

The store is also owned by Sheena and Drew Gordon, who also own and operate the two Bluegrass Lounge locations in Arvada. Because of the Bluegrass Lounge, the owners were able to secure

products like toilet paper, hand sanitizer, rice and other high-demand items through distribution chains separate from other grocery and convenience stores.

Still, the pandemic has dragged on and business has been hard to come by.

“Things have been tough, to be honest,” Schwartz said.

“The amount of people working in the area has diminished quite significantly.”

Eatery sees up and downs Alfred Wilson, manager at the new Cuca’s Eatery in Highlands Ranch, has felt hard-core ups and downs while opening a business during this time, he said. The American restaurant, with a bit of Latin influence, serves breakfast and dinner.

“If you’re not a seasoned person … I could see how it would really bring you down and make you want to close your shop up,” he said. “This unique scenario is not made for the lighthearted.”

Wilson said while it’s difficult to see negative numbers coming in, he and the owners of the store have had a bullish attitude about their venture since they first decided to take the plunge. Originally, they were set to begin serving customers a month before the pandemic began, but the opening got pushed back and then the pandemic set them even further back. They finally opened in late September.

“It would have been dumb not to open,” Wilson said.

“We’d be giving up and all three of us aren’t the kind to give up, so we took it as a challenge, and our mentality was if we can survive through this, we can survive through anything.”

Pair stayed positive RPO Framing in Denver is another example of a business that opened in the midst of the pandemic. Owners Bob Platz and his wife Julie Lizak had their eye on the Platt Park location for about 25 years before they were able to move in.

The couple started talking to the previous owner — who also had a frame shop and gallery — about a year ago about buying the shop. The deal was moving forward until the pandemic hit.

“And then the city shut down and we had to put it on the backburner for a couple months,” Platz said.

By Sept. 1, the couple had finalized the deal and opened their store, focusing on handmade, custom framing made from scratch. The store also serves as a gallery space for Platz’ paintings and Lizak’s photographs.

Both Platz and Lizak were somewhat hesitant about getting started on this project in the middle of a pandemic, he said.

“When the opportunity presented itself, we just stayed positive and kept moving forward believing that this is our time to make this happen and opportunities like this don’t come along very often,” he said. “We were hesitant … but this may not happen again, this opportunity. So we had to take it. And we’re really excited that we did.”

Platz, who is thrilled to be working in a field where he can be creative all day, feels optimistic about the future of his business, he said.

“I know these are tough times,” he said. “Take the chances when they’re given to you. We feel really positive and excited about the future and are excited to be here finally.”

Outdoor rec is economic bright spot amid pandemic Industry says spending took off after spring restrictions were lifted

Outdoor recreation is emerging as a critical element in the economic recovery from COVID-19 as the recreation economy delivers a larger share of U.S. economic output for the second consecutive year.

The federal government’s latest tally of the outdoor recreation economy showed a $787.6 billion economic impact from businesses supporting 5.2 million jobs. The report from the Bureau of Economic Analysis issued last week showed outdoor recreation’s businesses and participants supported 2.1% of the nation’s economic output, or gross domestic product.

This is the third annual report on the U.S. recreation economy. The 2017 report — released in 2018 — was the first to quantify the growing role of recreation in the national economy.

Each year since, the recreation economy has grown, often at a faster rate than the national economy.

The 2019 report from the BEA showed the recreation economy providing $459.8 billion in “nominal value” — spending minus the costs of goods and services — to the gross domestic product, which the bureau counted as $21.4 trillion in 2019. The bureau’s 2019 study showed the recreation economy’s “real gross output,” which covers consumer and business spending as well as wages, reached $787.6 billion, up from $776.8 billion in 2018 and $759.6 billion in 2017.

The outdoor recreation economy in the U.S. is “bigger than mining and bigger than agriculture and on par with broadcasting and telecommunications,” said bureau economist Dirk van Duym in a presentation on Nov. 10 after the report was released.

In Colorado, outdoor recreation accounted for more than $12.2 billion in economic impact, or about 3.1% of the state’s total economy. Outdoor recreation businesses in Colorado employed 149,140 workers who earned $6.4 billion.

Not surprisingly, winter activities in Colorado delivered more than any other state, with a $1.7 billion contribution to the state’s economy. At a national level, winter sports was the sixth largest economic contributor in

the outdoor recreation industry, with a $6.3 billion impact.

Boating and fishing — the most popular outdoor activity in 30 states — led the outdoor recreation economy with a $23.6 billion contribution to the nation’s gross domestic product.

Touring in recreational vehicles — or RVing — was next, with an $18.6 billion contribution, followed by hunting and motorcycling.

The Bureau of Economic Analysis said the outdoor recreation economy was led by the arts, entertainment, recreation, accommodation and food services industries. Other industries driving the recreation economy include retail and manufacturing.

In Colorado, accommodation and food services led the state’s recreation economy — which is driven largely by private businesses — followed by arts, entertainment, recreation and retail shops. (The bureau analysis considers attendance at festivals and concerts as outdoor recreation.)

All the industries that drive the country’s recreation economy are the ones that have suffered most during the pandemic, which settled hard on the West during the busy spring ski season and saw resorts, hotels and restaurants shuttered from mid-March into May. Outdoor recreation was ranked nationally among impacted industries in the pandemic, alongside food, lodging

and hospitality. Recreation industry losses came not only from closures of outdoor areas, shops and manufacturing plants but also impacts to domestic and international supply chains.

But as shutdowns lifted this spring, outdoor recreation boomed “like never before,” said Jessica Turner, the head of the Outdoor Recreation Roundtable, a coalition of 33 outdoor recreation organizations representing more than 110,000 businesses.

Participation in outdoor activities has hovered around 48% to 50% of the population in the last 15 years of tracking by the Outdoor Industry Association. Surveys of participation from this summer and fall suggest participation has climbed to all-time highs near 69%, the association’s executive director Lise Aangeenbrug said, pointing to health and wellness contributions beyond dollars that are tied to people getting outside to play.

Erik Pritchard, the head of the Motorcycle Industry Council, said sales of motorcycles, all-terrain vehicles and side-by-side, off-highway vehicles during the pandemic are setting records with double-digit percentage growth in 2020 over 2018 and 2019.

Outdoor recreation is “one of the few sectors holding up the economy during COVID,” said Frank Hugelmeyer, president of the National Marine Manufacturers Association, noting “a remarkable shift in how consumers

are spending” during the pandemic.

Between March and June this year, the boating industry sold 44,000 boats, a 10% increase over the same period of 2019, Hugelmeyer said. In Colorado, sales of rafts, paddleboards and kayaks boomed in the spring as rivers and lakes swelled with socially-distanced paddlers.

The campground industry is on trajectory to surpass 2019’s record traffic, even after the spring shutdown, said Paul Bambei, the head of the National Association of RV Parks and Campgrounds, which represents about 3,000 privately-owned RV parks.

Citing the Kampgrounds of America “Growth of Camping Amid COVID-19” report issued last week, Bambei said the campground industry saw a 185% increase in cancellations through April. But the industry has rebounded, with tens of thousands of first-time campers, Bambei said, noting a 19% increase in campground reservations in September and a 20% increase in deposits on RV and camper purchases for 2021.

“This was a break-out year to get behind the wheel,” he said.

Miniature arts show is kind of a big deal Arts guild members offer small works in assorted media

Town Hall Arts Center’s Stanton Gallery in downtown Littleton is an inviting and quiet spot to do some holiday shopping and you can take any art purchased with you on the day you visit.

Members of the Littleton Fine Arts Guild, who will offer a revolving series of exhibits at Town Hall throughout the year, now offer “It’s a Small World” through Jan. 3 — miniatures in assorted media: paintings, photographs, drawings, collages ...

It was not known at press time whether the gallery would be open as the COVID-19 restrictions are tightened, but the artworks can be seen online at www.depotartgallery.org/its-a-small-world.

Prices are reasonable, everything is nicely framed and ready to hang. Some examples: Just inside the west door on the right is Loren Gilbert’s poetic photo of a single stalk of slightly drooping grass, titled

“Never Surrender.” It falls in the category with simple, elegant botanic drawings, which I especially enjoy.

Proceed around the corner to Bobbi Shupe’s four small, colorful abstract paintings — one could hang a single one or the group of four.

Next along the wall are Mary Clark’s smiling, colorful cats. “Listen to the

Music” includes a pair of blue whiskered creatures with a singing robin perched between them. It would make me happy in the morning.

On another subject, Dorothy Jalluch’s “Casa Taos” (10”x12”) would bring happy memories to someone who loves to travel there — or an invitation to someone who hasn’t.

“Turkish Trolley,” a watercolor by Robert Eilert, shows one of the many that crisscross lovely Istanbul. Wish I

could join the folks waiting to board! Even on a rainy day the colorful city is appealing.

(I didn’t see any of the hundreds of cats that roam the streets — or the shopkeepers who keep food out for them.)

Pat Dall’s soft, quiet “Fall at Hudson Gardens” shows bright yellow leaves, ready to fall from a grove of trees.

Photographer Peggy Dietz loves to photograph scenes in Ireland when she visits there.

Her three cottage windows with lacy curtains look wonderful together, but would stand happily alone, as well.

Another interesting architectural photograph is “Egalite — It’s Time is Past Due,” which focuses on carving on an older stone edifice — als0 by Loren Gilbert.

Sally Van De Camp has created several small hangings from stained glass and Harvey Whitcomb’s small metallic pieces could also hang singly or as a grouping.

ARTICLE 3 – SAFETY CLAUSE The City Council hereby finds, determines, and declares that this Ordinance is promulgated under the general police power of the City, that it is promulgated for the health, safety, and welfare of the public, and that this Ordinance is necessary for the preservation of health and safety and for the protection of public convenience and welfare.

Notice of Registration means a notice issued in accordance with Section 18-10-30.

Owner means the owner of record of a property as shown in the public records.

Properties with multiple addresses means those consecutive properties which are connected through their interiors into a single commercial space which have multiple addresses as part of the public record. Such properties may register as a single vacant property.

ARTICLE 4 – AMENDMENTS TO MUNICIPAL CODE The Code is hereby amended as follows:

Public records means records held by the Douglas County Assessor’s Office, the Colorado Secretary of State or any records of a public agency or entity, including the City.

A. Subsection (1) of Section 16-2-210 of the Code is hereby amended as follows, with additions in underline:

Registration fee means the fee described in Section 18-10-40.

(1) All improvements on the property shall be maintained in a state of good repair consistent with the approved SIP. This includes proper upkeep and maintenance of all structures, paved surfaces, access, parking areas, lighting, signage and similar improvements. All improvements must be kept free from trash, debris, litter and graffiti.

B. Section 16-2-210 of the Code is amended to add subsection (5), to read in full as follows: (5) Trash enclosures shall be maintained in a state of good repair with operable enclosure doors. All access into the trash enclosure must be comprised of a metal gate system that is closed at all times except during trash collection. All trash and debris placed in the trash enclosure must be located off the ground and placed in metal dumpsters. Trash containers or dumpsters must be in a state of good repair with operable lids. Lids must be kept closed to keep litter contained.

Safety Program means a program employed by the City to promote public health and safety of vacant properties and prevent crime through environmental design criteria.

Vacant property means land developed with utilities and structures that meets the criteria constituting evidence of vacancy and has been determined to be vacant by the Community Development Director or is registered as vacant pursuant to this Article. Undeveloped land shall not be considered vacant property under this Article.

Vacant Property List means a list of registered vacant properties to include: the vacant property’s street address and a legal description of the property; the name and address of the owner, and if the owner is a business entity, the name of its registered agent; and, if applicable, the name and address of the nonresident owner’s agent pursuant to Section 18-10-30(c).

Sec. 18-10-10. - Findings, purpose.

Sec. 18-10-30. - Vacant property registration. (a) Owner Registration. The owner of a vacant property shall register the property with the City and pay the registration fee within thirty (30) days after it becomes vacant or within thirty (30) days after written notice by the Community Development Director of the requirement to register based on evidence of vacancy. (b) City’s Unilateral Notice of Registration. The Community Development Director, based on his or her finding of evidence of vacancy, may issue a written notice of registration to an owner of vacant property. The Community Development Director shall make such determination based on the evidence of vacancy criteria set forth in Section 18-10-20. Upon such determination, the Community Development Director shall provide written notice sent via U.S. mail and certified mail, return receipt requested, to the last known address of the owner based on public records, and to the property address. The notice must include:

(a) Findings. The City Council finds that the overall property values, economic vitality, and unique character of the City are negatively impacted

(c) Registration of property owners and agents.

(1) The registration filed by the owner of a vacant property in accordance with subsection (a) of this Section shall be on a form provided by the City and must include:

i. The property’s address and legal description of the property; ii. The name and current address of the owner, and if the owner is a business entity, the statement must also contain the name and address of its registered agent listed in Colorado Secretary of State records; and iii. If the property owner is a nonresident owner, the name, address, and phone number of the agent designated to accept service for matters pursuant to this Article. By designating an agent under the provisions of this Section, the owner is consenting that the agent is authorized to receive any and all notices relating to the property issued by the City pursuant to this Article or other applicable provisions of the Code.

(2) It is the duty of each owner to ensure that all of the information as part of the vacant property registration is kept up to date at all times. It shall be unlawful for an owner to fail to provide updated information to the City within thirty (30) days after the date upon which any information is no longer accurate or within thirty (30) days of the City requesting an update or supplement to the vacant property registration. The owner shall notify the City of any changes in the information of their vacant property registration within thirty (30) days of the change.

(3) A new owner(s) shall register or re-register the vacant property with the City within thirty (30) days of any transfer of an ownership interest in the vacant property if the property continues to remain vacant after transfer.

(d) Vacant Property List. The City will maintain a Vacant Property List. (e) Inspections. At the time of registration of a vacant property, the owner shall arrange with the Community Development Director or Building Official for the inspection of the property for the purpose of addressing any immediate life safety and/or public welfare concerns with the exterior structure or the property. (f) An owner of vacant property shall annually renew registration with the City on or prior to January 31 of each calendar year for as long as the property remains vacant.

Sec. 18-10-40. - Fees and rebate of fees; City Safety Program. (a) At the time of registration, the owner of the vacant property shall pay a registration fee as set by resolution of the City Council. The fee shall not be prorated for any properties registering as vacant more than 45 days before the end of each calendar year. (b) Fees for renewal shall be remitted at the time of registration renewal no later than January 31 annually. (c) The Community Development Director shall rebate fifty percent (50%) of registration fees paid for participation in the City Safety Program as evidenced by a written agreement, the form of which is available on the City’s website. The rebate shall apply only if the City receives evidence of participation in the City Safety Program within thirty (30) days of vacant property registration or renewal, as applicable. (d) If a vacant property is found to be in violation of Section 16-2-210 of the Code in the year preceding payment of a registration or renewal fee under this Article, the owner of such vacant property shall not be entitled to a rebate under subsection (c) unless such violation was cured within five (5) days of issuance of notification of the violation.

Sec. 18-10-50. - Exemptions. (a) A vacant property shall not be included on the Vacant Property List or subject to registration or renewal fees pursuant to Section 18-10-40 if the City approves an exemption following a written request by the owner based on one or more of the following criteria: (1) The property is under active construction or undergoing active rehabilitation, renovation, or repair, and there is a building permit to make the property fit for occupancy that was issued, renewed, or extended within six (6) months of the required registration date for the vacant property; or (2) The subject property has suffered fire damage or damage caused by extreme weather conditions within the prior ninety (90) days. (b) A request for exemption must be filed with the Community Development Director within ninety (90) days of the issuance of a Notice of Registration or within thirty (30) days of occurrence of one of the criteria for exemption and shall include the names and addresses of the owner or owners, and a statement of the basis for exemption, as set forth in Subsection (a) above.

Sec. 18-10-60. - Maintenance and on-going inspection of vacant properties.

(a) The owner shall keep the property secured against trespass and safe and the building and grounds properly maintained in accordance with all applicable laws including but not limited to Chapter 18 and Articles I through V of Chapter 7 of the Code. Nothing in this Section shall be considered to conflict with or abrogate any and all other property maintenance requirements set forth in the Code. (b) Vacant properties shall comply with the following standards:

(1) All exterior signs, awnings, and lighting systems, if not removed, shall be maintained in a completely operable, clean, nondeteriorated, and safe condition.

(2) The property must be posted with “no trespass” signs visible from public access points.

(3) All exterior features or appurtenances thereof,

Public Notices including but not limited to gutters, rain guards, ornamental trim, ornamental decorations, cornice, brickwork, lettering, and light fixtures shall be maintained in a nondeteriorated and safe condition.

(4) Doors, windows, and other openings shall be weather-tight and secured against entry by birds, vermin, and trespassers, and no doors, windows, or other coverings shall be missing or broken.

Broken windows or doors shall not be covered with plywood or similar boarding material except as an emergency measure lasting no longer than thirty (30) days. Doors, windows, and other openings shall not be obscured by vegetation.

(5) Structural components shall be maintained to resist and prevent deterioration.

(6) The walking surface of passageways, stairways, or other surfaces near exits shall be maintained in a condition so as to provide safe and adequate means of exit in case of fire or panic.

(7) The grounds on which a structure is located shall be clean, safe, and sanitary, and not threaten the public health or safety. Grounds shall be maintained in a manner similar to surrounding properties, with grass mown and landscaping watered regularly.

(8) The grounds shall be kept free of excess debris and litter. Any handbills, circulars, newspapers, advertisements and similar materials deposited on the property shall not remain for more than five (5) days.

(9) No property or structure shall be left in a state of incomplete construction, partial demolition, or damaged by vandalism, fire, or other acts for a period of greater than six (6) months, excluding such time when work is in progress pursuant to a valid building or other construction permit.

(10) No property shall be maintained or kept in such a way that it is likely to attract, contain, or harbor vermin, debris, trash, illegal dumping or other conditions that are detrimental to the public health, safety, and welfare.

(11) No property or structure shall be kept in a state in which the roof or walls are leaking water into the interior of the building as evidenced from the exterior of the structure. (c) Notice to correct. If the Community Development Director or Building Official has a reason to believe that an owner has violated Section 18-1060(a) or (b), such official shall send written notice to the property owner or agent, as applicable, in accordance with the notice procedures specified herein. The City shall issue a notice to the owner or agent, as applicable, and deliver such notice either by personal service, with a copy sent by regular mail, or by certified mail, return receipt requested.

The notice shall also be posted in a conspicuous place on the property. The notice shall state the condition which constitutes a violation of this Section 18-10-60 and order that the property be brought into compliance with this Article by a date specified in the notice. The notice shall also state that in the event the property is not brought into compliance with this Section 18-10-60 by the date indicated, the City may cause the abatement of the violation and may impose the costs of such abatement, along with inspection and administrative costs against the owner. The notice shall further state that any person who fails to comply with the notice and bring the property into compliance shall be subject to the penalties provided in Section 1810-70 of this Article, including fines and revocation of license. (d) Regular inspections. The Community Development Director shall regularly inspect vacant properties in the City for the purpose of enforcing and assuring compliance with the provisions of this Article in compliance with law.

Sec. 18-10-70. – Violation; Penalties.

Any person who violates a provision of this Article or fails to comply with a Notice of Registration, a notice to correct, a written agreement pursuant to Section 18-10-40(c) above, or any requirement thereof may be subject to any one (1) or more of the following penalties: (1) Prosecution in Municipal Court in accordance with Section 1-4-20 of the Code.

(2) Denial, revocation or suspension of any license or permit, including but not limited to a business license, or building permit.

(3) Abatement of the conditions cited under Section 18-10-60 of this Article in accordance with the procedures for the abatement of nuisances specified in Sections 7-1-40 through 7-1-60 of the Code, except that notice shall be provided in accordance with Section 18-10-60(c) above. If an owner fails to pay any assessment of charges incurred by the City for abatement within thirty (30) days, the assessment shall become a lien against the property and the lien shall have priority over all other liens except general taxes and prior special assessments. Any amount remaining unpaid may be carried over and charged on the tax roll of the succeeding year, and any unpaid balance so carried over shall bear interest at the highest rate allowed under state law.

(4) A mandatory fine equal to the applicable annual fee for registration of the vacant property shall be assessed for each day the property is found by the municipal court to be in violation of any provision of this Article.

Sec. 18-10-80. - Administrative review and appeal.

Within twenty (20) days of a Notice of Registration or a notice of denial of a request for exemption, the owner may file an application for appeal. An appeal will proceed in accordance with the procedures for appeal specified in Section 18-1-80 of the Code, except that references to the building official therein shall mean, for the purposes of this Section, the Community Development Director.

ARTICLE 5 – SEVERABILITY If any part or provision of this Ordinance, or its application to any person or circumstance, is adjudged to be invalid or unenforceable, the invalidity or unenforceability of such part, provision, or application shall not affect any of the remaining parts, provisions or applications of this Ordinance which can be given effect without the invalid provision, part or application, and to this end the provisions and parts of this Ordinance are declared to be severable.

ARTICLE 6 – CAUSES OF ACTION RETAINED Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding pending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Ordinance.

ARTICLE 7 - CODIFICATION AMENDMENTS The codifier of the City’s Municipal Code is hereby authorized to make such numerical and formatting changes as may be necessary to incorporate the provisions of this Ordinance within the Lone Tree Municipal Code.

ARTICLE 8 –EFFECTIVE DATE This Ordinance shall take effective thirty (30) days following publication after the first reading if no changes are made on second reading, or twenty (20) days following publication after the second reading if changes are made upon second reading, provided that implementation and enforcement of the provisions contained in this Ordinance shall take place on the first day of the month that is at least thirty (30) days after the date of its adoption.
