Douglas County schools brace for $31M deficit next year District board poised to adopt budget, and millions in cuts

The Douglas County School District is poised to adopt its 2020-21 budget this month, but the school board is still weighing how to make millions in cuts amid the COVID-19 pandemic.

Staff presented a budget update at the June 9 board meeting, this time with a closer look at what local school districts can expect in state funding.

Officials now can more confidently estimate the district’s budget deficit will fall near $31 million, or a 6% reduction in per pupil revenue, Budget Director Colleen Doan said. Staff on May 26 had estimated the deficit could land anywhere between $30 and $60 million as they presented a proposed $666 million budget.

But it remains unclear how the Douglas County School District will bridge that gap as board directors dissect a laundry list of possible cuts recommended by district staff before a June 23 vote to adopt the budget.

JESSICA GIBBS of $7,084 and 1.95% inflation, according to Doan’s presentation. The bill would reduce some grant funding but not among any programs used by the Douglas County School District.

The measure passed the state Senate June 11 after earlier passing the

House. It was sent back to the House for concurrence on amendments.

The state also released the fiscal note and set the budget stabilization factor, near doubling the factor from the 2019-20 school year and bringing it to its highest point in the past decade,

Doan said.

“The budget stabilization factor really is key in understanding how much money we are going to have,” Doan said.

This month, Douglas County will get its first official glimpse of plans for reopening the Douglas County School District in the fall, when the district plans to return to in-person learning.

Board directors are set to consider a “reentry and recovery” plan on June 23 after a task force presents its recommendation for starting the 2020-21 school year, along with contingency plans in case the district needs to pivot course amid the ongoing COVID-19 pandemic.

“Each situation is Tucker going to be different from district to district,” Superintendent Thomas Tucker said.

The district launched its Fall 2020 Planning Task Force at the beginning

of June. Nearly 2,000 community members applied to serve on the task force. The district selected 200 applicants to work in focus groups within the task force.

Speaking at the June 9 school board meeting, Tucker said the district has not finalized the plan and was still considering themes emerging in reentry plans from across the country.

Board President David Ray announced June 13 the district plans to return to in-person learning in August, unless the district receives different guidance from the state or Tri-County Health Department.

“The safety and well being of our students and staff remain a top priority, thus we are working with our DCSD Restart & Recovery Task Force to create a restart plan which will guide us in welcoming students back to an ‘as close to normal as possible’ classroom experience in August,” Ray said in a written statement on his Facebook page.

Ray said the district will take safety precautions but that “specific safety precautions have not yet been determined.”

Farmers’ Market kicks off at Festival Park Visitors asked to ‘shop with your eyes’ as precaution

he Farmers’ Market at Festival Park in Castle Rock is up and running this season with a number of precautions in place amid the ongoing COVID-19 pandemic.

The festival kicked off June 14 with tents spaced 6 feet apart while employees working inside them wore masks.

Shoppers were encouraged to “shop with your eyes” as they browsed fresh produce and artisan crafts.

Justin Adams, who is running the A Sign of Change tent with his wife, Jennifer, said 2020 is going “to be a long year.” The Monument couple ventured to the Castle Rock market for the first time in a couple years, he said, “just trying to get in front of the public anywhere we can.”

The pandemic left them out of work since March, he said. Being at the market on June 14 felt good, and he felt comfortable with the measures taken to keep attendees healthy.

“I think the public just need to know that we’re doing our best to keep it safe, to keep it safe for them to come see us,” he said. “Ultimately we’re here to serve them.”

C-470 express lanes now open across south metro Project took 4 years; finished a year late

The newly built tolled express lanes on C-470 across the south metro area are now open for testing, during which motorists can use the lanes for free.

The opening along a 12.5mile stretch of the busy freeway comes four years after work began on the $276 million project -- and a year after the originally forecast completion period of spring 2019.

The project added two westbound toll lanes between Interstate 25 and South Colorado Boulevard across Lone Tree, Highlands Ranch and Littleton, and one westbound lane from Colorado to South Wadsworth Boulevard, near Chatfield Reservoir in Jefferson County.

Eastbound, a single lane was added from west of the South Platte River near Santa Fe Drive to I-25.

DAVID GILBERT off-ramps, widened or replaced bridges, added soundbarrier walls and straightened some curves, among other improvements.

The project was conceived as a way to address chronic commute-period traffic jams on the route, especially on the eastern stretch near I-25.

In 2016, when work began on the project, the Denver Regional Council of Governments said more than 100,000 vehicles were using the Wadsworth-to-1-25 segment of C-470, and those numbers

were forecast to grow 40% by 2035.

At the eastern end, the route connects with the E-470 tollway.

As of June 14, the lanes in both directions were open for free use. The test period is expected to extend into midAugust, at which time tolls will be charged on the new lanes.

The existing C-470 generalpurpose lanes -- two in each direction -- will continue to be free to use, but the Colorado Department of Transporta-

tion projects that travel on the new tolled lanes will be faster during congested periods.

Tolls will range from 65 cents to $3.60 along various segments of the route, depending on how far a driver travels and the time of day.

Motorists who don’t already have an ExpressToll account are encouraged to get a pass at expresstoll.com before tolling begins in August. Tolls will automatically be deducted from the ExpressToll account when a driver uses the toll lanes.

Drivers without an ExpressToll account will be billed at a higher toll rate -- 40% higher or more, CDOT says. Cameras will snap images of drivers’ license plates to identify who’s using the lanes for billing purposes.

On C-470, there will be no free carpool use of the express lanes. But motorcyclists can ride free, CDOT says.

Motorists can enter and exit the express lanes only at designated entrances and exits marked with a dashed white line.

The project was designed and built by a partnership of Broomfield-based Flatiron Construction Corp. and Los Angeles-based AECOM. Two years after work began, the state and the contractors agreed to extend the completion date from spring 2019 to August of that year. When the new deadline arrived, completion was delayed again, with the contractors citing bad-weather challenges and CDOT at one point holding the contractors in default, citing what it called misleading statements.

During the lengthy construction period, motorists had to contend with narrow, twisting lanes and, in some cases, fast merges into freeway traffic from shortened on-ramps. Media accounts reported complaints of gravel on the roadway.

Much of the construction work took place at night, and residents of neighborhoods adjacent to the route could hear beeping equipment and other noise as the project progressed.

Sheriff weighs in on Floyd’s death, protests, training Spurlock: ‘Those officers should have intervened’

After receiving many calls from Douglas County citizens concerned about the police-custody death of George Floyd, Sheriff Tony Spurlock has offered his opinion: The restraint tactic used by Minneapolis police never should have happened.

“There is no reasonable, rational reason for any police officer to use that kind of restraint on someone,” Spurlock said in a phone interview.

On May 25, Floyd, a 46-year-old black man, died in Minneapolis after Derek Chauvin, a white police officer, pressed his knee into Floyd’s neck for almost nine minutes. Chauvin has since been charged with second-degree murder. Three other officers who were present for the incident have also been charged.

Protests against police brutality erupted across the country, including in Denver, Douglas County and other metro-area communities, following the event.

Spurlock made similar comments before a recent state legislative committee.

“We are disgusted by the behavior of the officers in Minnesota,” he told members of the Senate State, Veterans and Military Affairs Committee, as Colorado Politics reported. “Those were bad cops, and if they work for any sheriff in this room they would have been fired just the same.”

In Spurlock’s view, what happened in Minneapolis would never happen in Douglas County, he said.

“The officers that work for me, that serve the people of Douglas County, they’re exceptionally trained to protect life,” he told Colorado Communuty Media.

tor protests in downtown Denver for the first four days of demonstrations protesting Floyd’s death.

“There were tremendous amounts of people peacefully protesting,” Spurlock said. “There were a number of people who were not peacefully protesting … They were breaking the law.”

In a public Facebook post about the death of Floyd, Spurlock called the riots that have followed some protests shameful and vicious. “(They) have diminished the purpose of peaceful protests and the memory of George Floyd,” he wrote in the post.

Inside the sheriff ’s office, deputies are somewhat frustrated with the nation’s reaction to the death of Floyd, Spurlock said.

“One bad apple, one bad guy doing something horrible has brought disrespect on the profession of law enforcement, which 99.9% of police officers across this country do with honor and dignity,” Spurlock said.

“We have lots of people frustrated and angry because people say bad stuff about the cops.”

In Douglas County specifically, many people have voiced their support of law enforcement, he said.

House candidate shares ideas Democrat Kyra Storojev, a candiate for state House District 44 from Parker, said she has never seen or heard of anything in Douglas County like what happened to George Floyd. Still, she says now is the time to work together to ensure that it never does.

“How can we work together best to ensure that we don’t have aggressive force against people of color?” she said. “That’s what’s heightened right now.”

Storojev suggested increased education for deputies in de-escalation techniques and possibly requiring all deputies to have at least an associate desgree. Right now, the sheriff ’s office requires a high school degree or an equivalent GED diploma.

“I would like to see a coordinated symposium from demonstrators and

groups against racial discrimination so we can come to some resolution together,” she said.

Kathy Boyer, a leader with the Highlands Ranch chapter of the activist group Indivisible, said the organization is working on a list of requests for the sheriff ’s office in response to the national calls for changes in policing.

The list, which has not been finalized, could include things like reallocating funding from the sheriff ’s office to areas like education and mental health aid, she said.

“I hope our law enforcement will look within and instead of checking a box that says they did their anti-bias training, I hope they see it as a daily way of operating,” Boyer said.

In response to Spurlock’s statement that what happened to Floyd would never happen in Douglas County, Boyer said it could happen anywhere.

“I think there are a lot of bad things that happen in the world and we all want to say that they would never happen in our community,” she said.

While Spurlock said he believes racism and discrimination are issues in the country, he doesn’t see what happened to Floyd as a part of a larger systemic issue — something that many protesters have asserted in the days following the man’s death.

“I think that there are some places that don’t train well,” he said. “And I think that that’s rare.”

Spurlock would like to see increased accountability for law enforcement officers who have acted outside of policies, making it more difficult for them to stay in the profession.

A bill that passed in the Colorado legislature June 11 calls for a database of officers who have been decertified, failed to follow training or been fired.

The Enhance Law Enforcement Integrity bill also would require all officers to wear body cameras; provide annual reports of force; outlaw the use of chokeholds; and require officers to have an objective justification when making a stop of a civilian.

Spurlock and other law enforcement leaders spoke out against some parts of the bill shortly after it was introduced.

“There are some things I support in the bill but there are greater issues I do not,” he said at the time.

GOP primary heats up in Douglas County commissioner election Supporters from both sides have slung accusations

The Republican primary for the District 2 Douglas County commissioner seat has developed into an intense race between Clint Dorris and George Teal, with accusations being hurled back and forth by the candidates’ backers.

In a letter to Castle Rock Mayor Jason Gray dated May 19, David Stone, state commander of the Colorado chapter of Veterans of Foreign Wars, said Stone objected to Teal describing himself as “a veteran of Operation Desert Storm,” adding that Teal served in Germany during the operation. An email sent from the Veterans of Foreign Wars showing that it terminated Teal’s membership has circulated on social media.

“That is categorically unfounded,” Lynch said. “He’s never once said ‘I was in combat in Iraq.’ He does say he’s a veteran of Operation Desert Storm.”

Registered Democratic, Libertarian or Republican voters will receive one mail ballot for that party’s primary election. Unaffiliated voters will receive a ballot for both major parties (one Democratic and one Republican) in their mail packet but may choose only one to fill out and return.

DouglasVotes.com and its “2020 Primary Election Frequently Asked Questions” page both provide additional information.

Anyone who doesn’t receive a ballot at the address associated with their voter registration by June 17 can contact the Douglas County Elections office at 303-660-7444, according to the release.

and says he doesn’t see this election as being overly contentious.

“This is small-ball pettiness,” he said.

Lynch, a political strategest in the state, said he’s not surprised at the level of contention in the election.

“Primaries are often contentious but I’ve never seen one where there is a concentrated effort to smear an honorable veteran,” he said.

A group called the Campaign Integrity Watchdog, whose director Matt Arnold is the designated filing agent for the Teal campaign, has filed two complaints against Dorris in the election, according to the state’s campaign records.

Both complaints claim that the Dorris campaign failed to include appropriate financial disclaimers on its website and in other materials. In the website complaint, the

Elections Divisions of the Secretary of State’s Office recommended that it be dismissed.

In the second case, alleging that the Dorris campaign didn’t disclose the finances behind a packet of materials handed out to delegates, the Elections Division filed a complaint with the Colorado Office of Administrative Courts. That case remained open as of press time, according to state campaign records.

“They have filed frivolous claims against me,” Dorris said of the complaints.

The Teal campaign has had three penalties for late filings of major contributor reports.

Roger Partridge, who currently holds the commissioner position, endorsed Dorris at the county assembly after watching him orchestrate the school safety committee that was formed following the STEM School Highlands Ranch shooting on May 7, 2019, he said.

“He was a very active chair of the school safety committee and I saw

Partridge sees the contention within the election as run-of-the-mill.

“Both of them want it and short of calling each other names, that’s

what you see as a common thing,” he said. “We also saw this this year with the Democratic presidential primary.”

According to finance reports submitted June 9, the Dorris campaign has so far raised about $12,700 and spent about $11,500. The Teal campaign has raised nearly $43,900 and spent about $51,000.

Elected county officials who donated to the Dorris campaign include Sheriff Tony Spurlock, Undersheriff Holly Nicholson-Kluth and Renee Anderson, a Highlands Ranch Metro District director.

State Rep. Kim Ransom, R-Acres Green, along with county Treasurer Dave Gill and Parker Councilmember Jeff Toborg, donated to the Teal campaign.

District 2 encompasses southern and western Douglas County, including Castle Rock, Castle Pines, Larkspur, Perry Park and Roxborough. (While they represent different parts of Douglas County, commissioners are elected at large.)

Castle Rock teen, a budding photographer, covers protests Olivia Morgan hopes to build career as a photojournalist

Olivia Morgan made sure she fully charged her Nikon D750. She checked that the camera had plenty of storage and attached a 50-100mm VR Nikon lens. Last, Olivia flipped the camera settings to black and white and practiced quickly switching back to color.

Around 2 p.m. June 7, she stationed herself at the Philip S. Miller Library in Castle Rock, where a crowd of hundreds was gathering to protest in solidarity with the Black Lives Matter movement.

Olivia, 15, is a rising sophomore at Castle View High School. Photography has “always been a part of me,” she said, and she saw the Morgan protests as presenting perfect training ground to work on her portrait and political photography.

She spent the day documenting her hometown’s event, which proved an impactful experience, she said, as she bore witness to her neighbors sharing their stories of racism and how they dealt with it.

She’ll remember most the children who participated.

“They had just a look on their faces of hope and respect and it was really cool to see the little kids experiencing such a global event, just being part of it,” she said.

During the protest, Olivia looked for moments in time that told a story — images that would inspire the viewer’s imagination.

That is what she always does when she is in the field photographing.

Olivia remembers past trips to Manitou Springs and New Orleans as particularly influential in sparking her love for photography. She instantly wanted to document the natural scenes of Manitou Springs and the urban vibrancy of New Orleans, she said.

“The culture is just amazing there, and I was like, I want to capture as much of this culture as possible and share it with the world,” she said of New Orleans. “Portrait photography

is my favorite thing ever.”

Olivia began working to hone her photography skills around age 10, she said. She took one photo editing class at Castle View but is mostly selftaught, turning to YouTube tutorials to learn about her Nikon D750.

She plans to keep improving. Olivia wants to attend larger protests in Denver, where maybe, she can “capture more portraits of people, more emotion.”

And for Olivia, photography isn’t just a hobby. She intends to forge a career as a photojournalist working in

Sheriff’s Office releases new composite sketch of shooting suspect The Douglas County Sheriff’s Office has created a composite sketch of a female suspect involved in an April 29 shooting in Castle Pines.

The Douglas County Sheriff ’s Office has released a composite sketch of the female suspect in an April 29 shooting in Castle Pines.

Deputies are also searching for the vehicle used in the incident and its other occupants.

The white, single cab Ford truck, last seen with a brown box in the bed, was photographed by a security camera while leaving the scene in the 200 block of Green Valley Circle in Castle Pines, authorities said.

The incident began in what deputies believe was an attempted burglary.

The suspects then fired at a nearby neighbor but did not hit anyone, deputies said.

The vehicle that deputies are searching for has older-style wheels, a silver grill and small hubcaps, according to a release from the sheriff ’s office.

2020 primary: Democratic race for district attorney Winner will face Republican John Kellner in November

Two Democrats -- Amy Padden and Matt Maillaro -- are facing off in the party’s June 30 primary for district attorney in the 18th Judicial District. The winner will face unopposed Republican John Kellner in November’s general election.

Ballots were being mailed to voters starting June 8.

The judicial district encompasses Arapahoe, Douglas, Elbert and Lincoln counties. The winner in November will succeed current DA George Brauchler, who is term limited.

Colorado Community Media submitted these questions to the candidates. At press time, despite repeated requests, Maillaro had not submitted a response, so only Padden’s replies are shown here.

What makes you the best choice for this office?

Both my opponents work for our current DA in leadership roles. I’m the candidate to bring change from the outside. Moreover, I’m the candidate with substantial, hands-on experience actually implementing criminal justice reform. I started an adult diversion program in another office, which I built from the ground up. These programs divert non-violent offenders from court, instead connecting them with mental health and substance abuse treatment and tools to turn their lives around, while at the same time repairing the harm to their communities. When they complete the program, charges are dismissed, and they’re not saddled with a felony record.

What would you say is the most important single issue facing the next 18th Judicial District Attorney?

Racial inequities. The 18th Judicial District is the most diverse district in the state and includes Aurora, which is my home. But we know that traditional policing and prosecution practices — such as profiling, stop and frisk, and mandatory minimums — disproportionally affect people of color. The most recent, limited data available on the 18th Judicial District DA’s website shows that blacks received prison

sentences at a rate approximately 2.5 times their representation within the district. We need a DA who will address these inequities and implicit bias who is unafraid to take a hard look at data, share the results, and implement change.

If elected, what must you accomplish in order for you to consider your term a success?

I will implement meaningful alternatives to incarceration, including a robust Adult Diversion program that is far more inclusive than the small program currently in the office. I will also stand up a Community Engagement Office, building on my community relationships to establish a strong connection between the DA’s office and community stakeholders and re-establishing trust with marginalized communities. And, I will establish a Conviction Integrity Unit with teeth, unlike the current unit which consists of unpaid volunteers, whose review is limited to claims of actual innocence. Not surprisingly, it has found no instances of a wrongful conviction.

What is most needed in a district attorney tasked with overseeing a district serving more than 1 million people?

True leadership, willingness to listen, and experience to implement

change. JD18 is extremely diverse, with people from all over the world and over 150 languages spoken. We know many of these people are not going to receive equal treatment under our current regime; we need someone who can bring real change. I was mentored by a federal judge who declared mandatory minimums unconstitutional in the 90’s. I have served in leadership roles under John Walsh, Obama’s appointed U.S. Attorney. And I will continue the conversations I’ve been having with our communities about the changes that they want to see.

What is your stance on capital punishment and Colorado repealing the death penalty?

I am opposed to death penalty and openly stated as much, before its repeal by our state legislature. We know the death penalty is not an effective deterrent, and we have witnessed cases where those sentenced to death have been exonerated. But we also know the death penalty cannot be fairly applied — it has been disproportionately sought and obtained against people of color. I support the Legislature’s repeal of, and will oppose efforts to reinstate, the death penalty. Its repeal will also prevent prosecutors from using it as a bargaining chip to obtain a life sentence, a tactic I’ve condemned.

The ‘new normal’ just might become old hat

T

he world may never resume the same level of normalcy as prior to COVID-19. Therefore, we need to define what the “new normal” is and what that means for investors.

covery. However, if that is not sustainable due to longer-lasting impacts of the economic shutdown, volatility will most likely continue.

One good example is working from home. Forty percent or more of workers could remain working from home, even after social distancing bans are lifted.² This equates to eating out less, lower car costs and little need for new apparel. The domino effect of that could be consolidation in retail stores and restaurants and higher gasoline prices due to lower demand. The true ripple effect can’t yet be determined.

There are also many industries benefiting from more people staying at home. Internet entertainment, online shopping, gaming and streaming services are all increasing. Home office supplies, computers, cameras and inhome cooking items have all profited from us staying at home more.

Many of these are already obvious, but travel, sporting events, concerts and large gatherings remain un-

known. According to Yale School of Medicine, as long as the virus exists, even at low levels, normal consumer behavior will be compromised. This leads to another perhaps silver lining in economic growth, through biotech, health care, testing, contact tracing and the race to create a vaccine.

Investors have a lot to process based on the level of uncertainty. What will stick forever? What will contact tracing and surveillance testing do to consumer behavior? What good changes will improve our world? We have already seen pollution virtually disappear and family dinners become the norm. McDonald’s CEO Chris Kempczinsi recently stated, “The world is going to look different coming out of this crisis, and we expect that many of those changes are going to be enduring.” I suspect that digital transformation across every industry is not going to stop. Education, entertainment, sports and religion will forever be available at your fingertips. Perhaps

You submitted “no problem,” “usual suspects,” “new normal,” Craig Marshall “social distancing,” Smith “tone deaf, “influencer,” “essential,” “synergy,” “these ones,” “marginalized,” “outlier,” “right-sized,” “down-sized,” “vibe,” “Seriously?,” “I know, right?,” “it is what it is,” “if memory serves,” and “snollygoster.”

“Literally” not only topped Lake Superior State’s list this year, it topped ours too.

Cathy Baldwin, Highlands Ranch, attended Lake Superior State when it was a college and submitted “whatnot” back then. It was rejected. I promised her I would include it, even though Baldwin acknowledged “whatnot” is a useless Michigan word that hasn’t made it to Colorado.

Iris Henderson, Lone Tree, cringes every time she hears “cringeworthy.”

Correspondences with Maureen Kasperek, Castle Rock, enlightened me about the French word “forte” and the Italian word “forte.” Spelled the same but pronounced differently.

Kasperek wrote, “The Italian word ‘forte’ (pronounced ‘for-tay’) should only be used as a term in music. The French word ‘forte’ (pronounced ‘fort’) SEE SMITH, P15

Choosing our words wisely in a time of change

I

n no time in history has it been more important to follow the guidance of choosing our words wisely. And I am not making that statement lightly or in reference to the sensitivity and divisiveness happening locally, nationally, or WINNING even globally right WORDS now. My belief has always been that we should choose our words wisely.

And regardless of whom we are speaking with, make each word that we use a winning word.

Coming slowly Michael Norton out of quarantine and isolation, many of us have become very comfortable speaking our minds and sharing our opinions of the current environment we are living in as we all deal with the health-care fallout of the pandemic, the ensuing recession, and the issues raised by the Black Lives Matter movement. Many of us are also

dealing with other personal situations that are causing heartache and stress. There are some very real and raw emotions coming from every direction as remaining healthy, financially stable, and feeling safe from harm are competing with the reality and expectations of justice and equality for all, and possibly the return of the coronavirus.

Our freedom of speech and freedom of expression has certainly been tested, stretched, and has even crossed the line in many cases.

Here is the hard question, if we are free to choose our words, why aren’t we choosing winning words when we speak with one another?

Even before the pandemic, the recession, or the issues raised by the Black Lives Matter movement, we seemed to be working ourselves up into a frenzy with our quick responses and heated replies. Building winning relationships within our families, our circle of friends, at work, across political aisles, and

It is our belief that diversity in educational environments and curriculum is a step forward in addressing institutional racism. Our community’s lack of racial diversity limits the perspectives that students develop in the classroom and contributes to racial hostilities and microaggressions. We

within society will never happen with words of anger, resentment, violence, revenge, intolerance, or injustice.

Healing and winning relationships can never take place with competing sources of media who seem to have very different agendas and priorities.

Healing and rebuilding relationships of any kind occur when we use words of love, grace, mercy, kindness, gentleness, hope, encouragement, inspiration and forgiveness. And remember, we have free speech and the freedom of expression, and that we get to choose our words and how we express ourselves. Whether we use those words or expressions in an email, in a text, over the phone, in a virtual meeting, in a social media post, at the local coffee shop, in a column or from a podium, we own

My strong suit is opposing silent letters. What if you named your kid or your dog with nothing but silent letters?

A number of readers share my dislike of “like,” a baleful, wicked, pernicious, dangerous, evil fungus that may have originated with 1950s beatniks.

Jerry Bennett, Highlands Ranch, reminded me that “Like, what’s happening?” is a line from “Alley Oop,” a 1960 one-hit wonder by the Hollywood Argyles.

Dana Oetting, Highlands Ranch, disapproves of “impact,” stating, “It seems that everything will have an impact, has been impacted, or is impacting. It’s enough to make a person have a `Here’s Johnny’ (Jack Nicholson) moment.”

implore educators to take action to dismantle overt and covert racism in our community with the following recommendations.

1. Petition the Douglas County Board of Education and Colorado State Board of Education to add diversity and inclusion as a priority agenda item at each future meeting.

2. Establish ongoing diversity and inclusion committees of students, educators, and community members in Colorado school districts to im-

prove K-12 curriculum to represent diverse cultural voices.

3. Require all teachers and administrators to undergo implicit bias and anti-racism training so that they are equipped to facilitate conversations about race and offer equitable educational experiences to people of color.

4. Mandate teachers and administrators address issues of systemic injustice on a regular basis, for example, through homeroom curriculum and schoolwide assemblies.

5. Offer tactical resources for students to recognize racial injustice, report it to the right authorities, and advocate for their peers to promote allyship and collective responsibility.

We remind the community that now is the time to initiate swift and decisive action that creates a new generation of racially-informed students and leaders. Please act now alongside students who are demanding change.

What are winning words? Winning words are real, sincere, and based on our true beliefs. Winning words are not manipulative, fake, or meant to placate anyone. And yes, if you have read this column at any time for the past 12 years, you are already aware of how often I speak to the importance of the vocabulary we should use and the word bank we should keep handy when we communicate with one another. A word bank that is filled with words that speak to solutions, opportunity, benevolence, charity, generosity, positivity, justice and goodness.

The times we are living in call for each one of us to choose our words and choose them wisely. It is a time to be direct, authentic, and just. It is a time to stand behind our convictions, and I stand behind the conviction that

the words we use can tear us apart, or they can be used to rebuild any relationship and even a society that is hurting, hurting as badly as our society is right now.

Francis Joseph Martorano, 78, of Castle Rock, CO, passed away on June 3, 2020. Born in Brooklyn, NY on September 11, 1941 to Joseph J. and Librina (Primavera) Martorano, Francis obtained his Bachelor of Science Degree from Notre Dame University and went on to achieve a Medical Doctorate from the Medical College of Virginia. He served in the U.S. Navy between 1963 and 1967. On March 18, 1977 Francis married Mary Margaret The Peck8 House in Name: Patton a007;atDepth: in; Ad Empire, Colorado. Dr. Francis “Frank” Obituarywas House Account Martorano a Pediatrician who practiced medicine in Denver, CO for over 30 years. It was believed by many that he “hung the moon” based on the love and kindness he showed the children he took care of, the communities he touched, and the family he loved.

Dr. Frank enjoyed every activity under the sun, including sailing, playing the piano, cross country skiing, hiking and cycling. Aside from his home “Cerrito” in Castle Rock, CO, he loved going twice yearly to Molokai, Hawaii

to stay with his spouse at their Kaluakoi residence. ndependence Day is still on the calendar for July 4 -- but this year’s holiday marking the nation’s birth won’t look like past celebrations.

Many of the usual community Independence Day celebrations have been canceled across the Denver metro area due to the state’s public health orders banning large gatherings of 10 or more, among various ongoing precautions to prevent the spread of COVID-19.

For that matter, communities have canceled most large events scheduled through the end of summer. Some remain hopeful late-summer events will return by August.

But that doesn’t mean that Independence Day will fizzle this year.

Here’s what to expect on the Fourth in several of the area’s communities, with plans subject to change on short notice.

Arvada: Porch Fest The City of Arvada is working with the National Porch Placemaking campaign, an effort encouraging people to decorate the fronts of their houses during the COVID-19 pandemic.

The city is asking residents to adorn their front porches and driveways with patriotic decorations.

Residents can compete in an online competition using the hashtag #ArvadaPorchFest on social media or by emailing neighborhoods@arvada. org. The winner will be awarded a prize.

Golden: Virtual festival Golden lost this year’s edition of its beloved, longstanding Buffalo Bill Days due to the COVID-19 pandemic, but the Golden Lions Club is determined to hold its annual Fourth of July Festival — albeit virtually.

The Golden Lions announced via Facebook it will be holding a Facebook Live event to give residents a show from the comfort of their homes.

The virtual Fourth of July Festival will begin at 9 a.m. Lions Club members will talk about projects they’ve done in the community over the years. Live bands will play and those tuning in can participate in virtual contests.

Local participating restaurants will be serving special dishes and Lions Club members will be at those restaurants handing out items for kids. The all-day affair ends with a recorded firework show from a previous year.

Parker: Porch Party The Town of Parker is hosting a porch party July 4. Residents are encouraged to bring their lawn chairs, grills, fire pits and picnic necessities to the front porch for a town-wide outdoor party. The event was created to celebrate while social distancing.

Parker’s Porch Party Series began May 18 to celebrate high school graduates. The next porch party the town has organized is for the first day of summer, June 20. Two other parties are scheduled, one for the last week of July and a second welcoming the new school year.

Lone Tree: Stay tuned City of Lone Tree officials canceled its annual Fourth of July celebration at Sweetwater Park due to limitations on group gatherings, budget constraints and safety concerns.

The city announced June 8 in a news release that the Independence Day fireworks display and celebration are canceled.

City officials are coming up with alternative ways to celebrate Independence Day, according to the release, and the city will notify residents and businesses once plans are final.

What about fireworks?

According to a June 8 post on the town Facebook page, Castle Rock still plans to stage a fireworks show on July 4 at about 9:30 p.m., weather permitting. The town website says the fireworks will be launched from Santa Fe Quarry Mesa, located south of The Meadows, above Red Hawk Ridge Golf Course. “This year, we recommend viewing the fireworks from your home or neighborhood if possible,” the website says. That makes Castke Rock an outlier in the metro area. According to a list compiled by KUSA-9News and updated June 11, these area communities have canceled their usual July 4 fireworks shows: Arvada, Aurora, Boulder, Broomfield, Denver, Englewood, Greenwood Village, Highlands Ranch, Lafayette, Lakewood, Littleton, Lone Tree, Louisville, Northglenn, Parker, Thornton, Westminster.

Tess Johnson, 17, a rising senior at Douglas County High School, echoed Lewis. The IB students at DCHS are a tight-knit community, she said. Her biggest concern was how cutting IB funding would affect seniors like herself, who had already put in a year’s worth of work into the two-year program.

Aside from the rigorous workload that comes with IB — a year-long research paper, evening meetings — the program teaches her lessons outside of school too, she said.

“IB has encouraged me to be more active in my community, to find more ways to participate in the things I am passionate about,” she said.

While special programming is no longer a budget cut recommendation, reducing or halting overtime, additional pay and salary raises for employees is still on the table.

That proposed cut was a concern for 17-year-old Ethan Reed, a student activist, supporter of the teachers’ union and rising senior at Legend High School.

Reed worries cuts to compensation will affect morale among teachers and the quality of education students receive in the classroom.

“They do such a wonderful job and so I believe they deserve this, and I would definitely include overtime pay, because many teachers do spend a lot of time at their school,” he said.

“They put their time into being teachers and so it’s important they are getting paid for their work and just the quality they put out for our schools.”

‘In This Together’ initiative helps build social closeness Mental Health Colorado program helps state residents connect STAFF REPORT

The coronavirus pandemic has driven home the message that our physical and mental health are not separate.

To combat the loneliness, isolation and stress, and to get through the pandemic with healthier minds, Mental Health Colorado has started “In This Together” as a way for Coloradans to connect with people and just to chat, according to a news release.

Residents can sign up on Mental Health Colorado’s website, and they will receive a supportive call just for the therapeutic sake of old-fashioned conversation.

“As a society, we shouldn’t have settled on the term ‘social distancing,’ which is the exact opposite of what’s best for our mental health right now,” Mental Health Colorado President

and CEO Vincent Atchity said in the news release. “What we need is social closeness, solidarity, and support. In This Together is a way to create a little bit of social contact, all over the state, with a friendly phone call.”

In This Together is for everyone, including older adults living alone, people who just recovered from a surgery, young people living in remote parts of the state, and new parents trying to put workable routines in place.

When people listen to and support each other, they feel and do better managing their way through challenges and have a better feeling for what it means to be strong and united as a community, the release says.

The shame of talking about mental health has taken a notable shift during this pandemic. It is not as uncommon now to ask a coworker or neighbor about their mental health or to video-chat just to admit that one is feeling lonely or anxious.

This is one positive outcome of the pandemic, the release says.

“People don’t have to go through this, or any, hard time alone,” Atchity said in the news release. “We need to be increasingly understanding and compassionate with ourselves and others when it comes to our mental health. Creating healthier minds is a cultural shift and an ongoing work in progress.

And everybody can do it.”

The purpose of In This Together is to provide social connectedness by phone, not to provide mental health services.

Anxiety is higher than usual worldwide due to the economic and health impacts of COVID-19, the release said. Many are predicting that the curve of infections will precede a curve of mental health needs.

“We cannot say if domestic violence is occurring but not being reported by either victims or mandatory reporters, who are not coming into contact with as many possible victims,” said DA spokeswoman Vikki Migoya.

By Colorado law, medical professionals are required to report injuries if they suspect they were caused by domestic violence. If the patient is 18 years or older, the medical professional must get their consent to involve law enforcement.

In other parts of the world, there has been a sharp increase in domestic violence during the pandemic. The United Nations in April called for governments to take action in what they predicted would be intensified violence against women and girls during the shutdown.

There is not yet a consensus of data on how the pandemic has affected domestic violence throughout the country but some local data elsewhere have shown alarming increases, according to a report from the Kaiser Family Foundation, a nonprofit focused on national health issues.

In North Carolina, one town reported a 116% increase in demand for shelter and services benefitting domestic violence victims. In Oregon, some organizations reported increases in calls for help and emergency shelter. The National Network to End Domestic Violence has also reported measurable increases in the need for resources.

“Understanding the full toll of the pandemic on (domestic violence) may take years,” according to the report from KFF. “Cases of (domestic violence) are known to be undercounted and collecting data during a crisis can be more challenging.”

Neighboring district Jeffco Schools shared its plan on May 22 and is collecting input through June. The proposal would require social distancing, and most notably, a hybrid model of remote and in-person learning. Students would complete at least 50% of their school days remotely, according to the plan.

Numerous Jefferson County parents on June 4 urged resuming school as normal. One Douglas County parent urged the Douglas County School Board on June 9 to resume school as normal in August.

Tucker cautioned that “this is a very, very fluid situation” and whatever the district approves this month could change by August.

The Douglas County School District’s Chief Academic Officer, Marlena Gross Taylor, said the task force will present recommendations on the calendar year and a staggered reopening.

A staggered schedule has proved to be the biggest point of interest among parents and the community, she said. Gross Taylor said the district will continue planning to provide remote education for students who are at high risk from the novel coronavirus and cannot safely transition back to in-person learning.

“We will have several contingencies, again not knowing where we will be,” she said.

Ray also said in his June 13 statement the district would provide “a robust, comprehensive DCSD eLearning option” at each school for students who prefer to continue learning remotely.

The district will also send a survey to families asking about their “plans and comfort level” with children returning to school in the fall, Ray said.

ORDINANCE OF THE CITY OF LONE TREE Series of 2020 Ordinance No. 20-04 AN ORDINANCE AMENDING SECTION 1-4-10 OF THE LONE TREE MUNICIPAL CODE CONCERNING VIOLATIONS AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LONE TREE, COLORADO: ARTICLE 1 – AUTHORITY The City of Lone Tree (the “City”) is a home rule municipality operating under the Lone Tree Home Rule Charter (the “Charter”) adopted on May 5, 1998 and a Municipal Code (the “Code”), codified and adopted on December 7, 2004. Pursuant to the Charter, the Code and the authority given home rule cities, the City may adopt and amend Ordinances and adopt codes by reference.

ARTICLE 2 – DECLARATIONS OF POLICY The purpose and legislative intent of amending Section 1-4-10 is to clarify the circumstances under which a violation of law may be enforced, including violations of duly adopted and published rules, regulations, and orders.

ARTICLE 3 – EMERGENCY DECLARATION AND SAFETY CLAUSE The City Council hereby finds, determines, and declares that this Ordinance is promulgated under the general police power of the City, that it is promulgated for the health, safety, and welfare of the public, and that this Ordinance is necessary for the immediate preservation of health and safety and for the protection of public convenience and welfare due to the COVID-19 pandemic which necessitates the City’s ability to enforce government executive orders and public health orders.

ARTICLE 4 – AMENDMENT TO SECTION 1-4-10 Section 1-4-10 of the Municipal Code is hereby amended to read as follows, with strike through showing deleted text and all caps showing additions: Sec. 1-4-10. - Violations.

It is a violation of this Code for any person: (1) to do any act which is forbidden or declared to be unlawful UNDER THIS CODE, OR UNDER ANY ORDER, RULE OR REGULATION DULY ADOPTED AND PUBLISHED PURSUANT TO THE AUTHORITY OF A STATUTE, CITY HOME RULE CHARTER OR ORDINANCE; or (2) to fail to do or perform any act required in this Code.

ARTICLE 5 –EFFECTIVE DATE In accordance with Section 8, Article V of the Charter, this Emergency Ordinance shall take effect upon adoption on first reading and shall be published in full immediately upon adoption.

ARTICLE 6 – SEVERABILITY If any part or provision of this Ordinance, or its application to any person or circumstance, is adjudged to be invalid or unenforceable, the invalidity or unenforceability of such part, provision, or application shall not affect any of the remaining parts, provisions or applications of this Ordinance which can be given effect without the invalid provision, part or application, and to this end the provisions and parts of this Ordinance are declared to be severable.

ARTICLE 7 – CAUSES OF ACTION RETAINED Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding pending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Ordinance.

Rusty but refreshing: Softball team reunites Colorado Cougars travel to play in Kansas after long hiatus

Debra Kortbawi, the head softball coach and administrative dean at Highlands Ranch High School, is also coach of the Colorado Cougars club softball team.

She finally got her club team together to practice and play a few games in two Wichita, Kansas tournaments during the first two weekends in June.

The 14U Jaguars’ 11-player roster is made up of eighth-, ninth- and 10th-grade players who will attend Highlands Ranch, Valor Christian, Mountain Vista, Cherokee Trail, SkyView Academy, Bennett and Elizabeth high schools when school resumes.

After the shutdown because of the COVID-19 pandemic, Kortbawi and the players welcomed the chance to get out on a softball field.

“Gosh, it was so good,” said Kortbawi. “It was such a good feeling. The girls got some fresh air, got out with their friends and had something to do. Our parents were thrilled to get them the heck out of their face for a little bit after being with them for a couple months.

“The players were so excited. Gosh we were so behind. Our first game the players were like: `Are we throwing?

Is this what we have to do?’ It just looked like the first day of February.

They were slow, sluggish and they were more chitty-chatty with each other more than anything else.”

The team stayed in Wichita for a week, found a field on which to practice and spent some time at a water park.

“The restrictions in Kansas were pretty much the same.” explained Kortbawi. “It was not a horrible

There were certain restrictions of ways we had to go in and out of their gates. When we are on defense we had to play with our ball so we kept our ball and the umpires didn’t touch the balls at all. If you hit a foul ball, the other team gives us the ball and we sanitize it and they do the same.

“They kind of restrict the bleachers. So the parents kind of had to bring their own seats. They really didn’t make us social distance in the dugout because they figure we are practicing and pretty close together and it is kind of stupid to make you separate in the dugout.

“They kind of leave that up to the team of how we handle it with each other on celebrations. We don’t shake hands at the end. We just kind of get in a circle and break down for them.”

and school can be more typical in the future.

“My hope is that we get to go back to school and we get to have a little bit of normalcy,” she said. “And we get to be a little bit more normal with softball. That’s still a big question mark.

“I think with softball the CHSAA is going to wait to see what Colorado is going to do. You have to see what is going to work and what is not going to work. We are not going to know if there is going to be a big spike.

“I do know we really won’t have a true idea of what we are going to do until July or August because you don’t want to make the wrong choice, bring all the kids back, and then have something go wrong and have kids be in harm’s way or harming a loved one that might be at home with them.

So what do you do?”

Kortbawi attempted to keep in touch with her club players during the COVID-19 lockdown.

“We would get together and have a team Zoom meetings,” she recalled.

“They kind of hung out and bonded with each other. We had them doing some hitting with their parents, hitting into nets, and they would send us videos and we would critique them and send them back to them. So that was kind of like our coaching over the winter.

“We were behind. I missed getting out on the field and getting dirty, the team bonding and getting to know each other a little more through learning the plays, learning first to third and just getting in that groove of feeling each other and trusting each other.”
