Castle View High School launches expansion Science labs, engineering shops coming

In the past 12 years, Castle View High School has more than doubled its enrollment, which today exceeds the school’s capacity.

Nearly 400 students swarm the front yard each period as they make their way to classes held in eight mobile pods brought in to add classroom space at the Castle Rock school.

The school’s enrollment waitlist fluctuates, but at its highest point in the 2019-20 school year, the list reached 100 students, Principal Rex Corr said.

Now a $14.5 million project is underway to bring a long awaited 28,000-square-foot expansion to the campus dubbed the “F-Pod.” The project is entirely funded by the 5B bond measure passed in November 2018 and was awarded to Eidos Architects and Adolphson and Peterson Construction for design and NV5 as the construction management partner.

Work is slated to wrap up in time for the 2021-22 school year and will increase capacity by 350 students from the current level, which is just shy of 2,100.

Board Director Anthony Graziano, who had a child graduate from Castle View in 2017 and has another set to graduate in 2021, said at a May 28 groundbreaking he knows well how crowded the school halls can get and described the F-Pod as desperately needed.

Board President David Ray recalled former Castle View Principal Jim Calhoun strategically inviting him to visit during passing periods so the board director “could enjoy the pain” of Castle View’s over-

crowding issues firsthand.

Seeing a 12-year-old item on the district’s wish list finally come to fruition is gratifying, Ray said.

“This is the reason why we signed up to be board directors, is for moments like this,” he said. Ray also credited the voters for making the project possible by passing the 2018 bond measure. “I can only shudder to think where we might be have been had that not happened.”

Superintendent Thomas Tucker said the expansion will enable more Career and Technical Education for students.

Castle Rock coffee shop files lawsuit over shutdown C&C Coffee and Kitchen drew national spotlight for Mother’s Day crowd

The Castle Rock restaurant that drew national attention for opening to in-person dining on Mother’s Day in defiance of state and public health orders is suing the governor along with state and local agencies.

Attorney Randy Corporon filed the lawsuit on behalf of his clients, C&C Coffee and Kitchen owners Jesse and April Arellano, on May 22 in Douglas County District Court.

The Arellanos are alleging shutdowns of the restaurant industry during the COVID-19 pandemic were government overreach and constitutional violations that created “economic catastrophe” for their operation.

The suit names Gov. Jared Polis, the State of Colorado, the Tri-County Health Department, the Colorado Department of Public Health and Environment and CDPHE Executive Director Jill Hunsaker Ryan as defendants.

Tri-County Health Department had ordered the restaurant to close and CDPHE indefinitely pulled C&C’s business license on May 11, the day after Mother’s Day. Polis and Hunsaker Ryan rebuked the business’ actions in statements and press conferences following the Mother’s Day incident, saying it could threaten lives and further the spread COVID-19.

The business’s reopening sparked a fierce debate regarding when to ease restrictions on small businesses experiencing economic hardships during the COVID-19 pandemic, while

also drawing strong criticism for the restaurant’s lack of social distancing that day.

Crowds packed the restaurant, masks were scarce and a line formed out the door.

The court filing refers to Polis’ categorization of essential and non-essential businesses during his pandemic response as arbitrary.

The lawsuit states that “given the governor’s unprecedented and unlawful exercise of executive authority” the court should “declare the defendants’ actions against plaintiff ultra vires (beyond one’s legal authority), unconstitutional and, therefore, void and of no effect.”

The Arellanos operate two locations of C&C Coffee and Kitchen, one in Castle Rock and one in Colorado Springs. The first opened in 2013 and the second in 2019.

The restaurants closed to dine-in on March 17 when the CDPHE issued a public health order closing all bars, restaurants, theaters, gyms and casinos, according to the filing.

The lawsuit states the Arellanos attempted to comply with the public health orders by offering curbside service until May 10, choosing to reopen its Castle Rock location then “due to several financial hardships.” The Castle Rock location has remained entirely closed since May 11.

The lawsuit says the coffee shop and restaurant earned a profit between Jan. 1 and March 14, but that revenue declined 55% the week of March 17 and it operated “at a further loss” from then on, despite laying off employees and cutting other costs.

The business is now in debt, the lawsuit states, and may not be able to reopen. The lawsuit asks the court to reverse the orders suspending its operation and award the Arellanos relief for attorney fees and costs incurred by suing.

How tragedy changed Douglas County school policing More SROs, new unit, detectives now serve county youths

Douglas County Sheriff Tony Spurlock was in the area of STEM School Highlands Ranch on May 7, 2019, when a harrowing call rang out from dispatch. A shooting was underway inside the K-12 school, with 1,800 students enrolled. Spurlock raced to the scene.

There, he watched his deputies descend on the building. He said he saw “the worry and the terror” in faces of parents who came searching for their children. The sight of injured students being carried from the school sticks with him.

Roughly one year later, Spurlock leans on the memory of his deputies delicately balancing the rescue of STEM School victims while preserving a crime scene.

“Those are hard to do together, because your first instinct is, let’s protect everybody,” he said.

Spurlock explained that when the first commander reached the site of the incident, the officer realized a suspect was not only alive but that an injured student, Kendrick Castillo, 18, was lying injured on the ground.

The commander “knew that we had a major crime scene,” the sheriff recalled. Castillo would be the sole fatality in the shooting in which eight students were injured, and is hailed as a hero.

As the first school year after the tragedy wound down, Spurlock spoke with Colorado Community Media about the tragedy’s toll on him personally, and how it impacted the law enforcement agency’s approach to policing youth and schools.

The sheriff ’s office launched a new unit called the JET team — Juvenile Enforcement Team — comprised of school resource officers who handle calls involving youth. The unit works when schools are on break.

The sheriff ’s office is also partnering with the county to run a Youth Community Response Team, which pairs a deputy and a clinician to handle calls involving mental health in children. Douglas County launched the unit in response to the STEM School tragedy.

With new county funding, the Douglas County Sheriff ’s Office’s School Resource Officer program more than doubled its number of SROs this school year. It expanded into middle and elementary schools.

Before the incident at STEM, Spurlock said the SRO program was robust but strained in certain areas — particularly at the largest high schools in Highlands Ranch, where a single SRO was responsible for more than 2,000 students.

“We were constantly playing catchup, making sure that we had appropriate resources there,” he said.

Expanding the program Lt. Lori Bronner has overseen the SRO program in the sheriff ’s office for four years and runs the new JET unit.

The sheriff ’s office has long wanted to get SROs into middle schools, she said, because before this school year, SROs with a middle school near their assigned high school served both buildings.

That could leave one SRO responsible for more than 5,000 students.

ally throws off the dynamics of what a true SRO is,” Bronner said. “They weren’t getting that deep connection of what a true SRO can do.”

During the 2018-19 school year, the sheriff ’s office provided nine SROs to local high schools, plus a corporal and a supervisor. That was the most it could do with the resources it had, Spurlock and Bronner said.

Police departments also provide SROs for schools in their jurisdiction and added SROs following the shooting.

from the sheriff ’s office. The new positions are funded by an annual $3 million that the Douglas County Board of Commissioners offered local schools after the STEM tragedy.

The cost of SROs is split between the school and the sheriff ’s office, and the county’s $3 million had to be matched by the district and charter or private schools that sought it.

The Douglas County School District declined to comment for this story. A spokeswoman said the district is not discussing issues related to STEM while the shooting case remains open.

Spurlock said the JET team, which launched in March during spring break, is critical because the SROs have connections and resources other deputies do not.

As an example, if an underage party needs broken up, Spurlock said they now dispatch the JET team. The unit’s SROs can access school databases, determine which local schools the partiers attend, and often already know the students because they work in schools.

Bronner said evaluating the impact of the bolstered SRO program and the JET unit will be skewed this year because of the COVID-19 pandemic.

She does know their patrol deputies saw a 56% decrease in calls for service involving juveniles when the JET team was in action. That relieves pressure on the patrol, she said.

The sheriff ’s office also added two juvenile detectives and a corporal to its ranks.

The juvenile detectives help SROs investigate threats against a school.

They can look into a student with a pattern of misbehavior and form plans to support the child.

Now when SROs or deputies with the department’s Youth Education and Safety in Schools (YESS) program conduct education in schools, “we are having much more conversations about mental health issues,” Spurlock said.

The sheriff ’s office in May transitioned away from its local Text-A-Tip program, which it began in 2009 before the state launched the Safe2Tell program, because the programs were near identical. Text-A-Tip and Safe2Tell allow students to anonymously submit tips about things like school threats or concerns for a friend’s well-being.

But officers encouraged using the programs when they both operated. Promoting the programs more enabled the sheriff ’s office to intervene in a number of teen suicides, Spurlock said, and led to child abuse investigations.

“That’s the goal,” he said. “To have these other kids say it’s OK to tell an adult, a responsible adult, this is what’s going on in a child’s life.”

The sheriff ’s office provided a breakdown of Text-A-Tips by middle and high schools for the year leading up to the STEM incident and the year after.

Numbers are not an exact total, as one tip could be recorded for multiple schools if it applies to more than one campus, but the sheriff ’s office recorded 798 tips between May 1, 2018 and May 31, 2019. From June 1, 2019 through March 23, 2020, the date Colorado Community Media’s record request was fulfilled, the sheriff ’s office recorded 530 tips.

The state compiles Safe2Tell data in a report for Colorado as a whole and does not release district and schoolspecific data publicly.

Guard’s actions questioned The tragedy also sharpened Spurlock’s views on working with private security companies.

The sheriff ’s office did not have an SRO assigned to STEM at the time of the shooting. Instead a private security guard was on duty.

STEM hired the security company after a dispute arose between it and the sheriff ’s office regarding SRO duties and fees. The two parted ways for the 2018-19 school year.

Arrest affidavits later showed investigators found the private guard mistakenly fired shots at responding officers during the shooting, injuring two students in the process. Spurlock told Colorado Community Media in February, when the younger suspect in the shooting pleaded guilty, that the guard caused avoidable harm.

“The key thing for me was that clearly the security guard was illtrained and ill-prepared, and in my opinion, acted recklessly and dangerously,” Spurlock said.

Although he’s ready for a worstcase scenario, he said, Uribe doesn’t want to perpetuate paranoia.

His job sometimes involves being an informal counselor for children.

Students know he is not an expert, Uribe said, but he has an open-door policy if they need to talk. His time at STEM has been the most rewarding of his career, he said.

“I’ve seen them from the beginning of the school year, very shy, very apprehensive, unsure about what’s going to happen,” he said, “To starting to see them smiling more, less afraid of being in class.”

STEM’s Executive Director Penny Eucker said in a prepared statement that the school community is grateful for Uribe. “Deputy Uribe is a model school resource officer, and he is creating strong and meaningful relationships with our students, staff and families,” she said.

Uribe’s approach to serving as an SRO echoed how Spurlock and Bronner described the spirit of their programs.

“The goal is not to arrest kids. It is to keep them safe and to guide them when they are out and also be there, so they don’t get themselves in trouble,” Spurlock said of the JET team.

For SROs, he said, the goal is to keep students safe and healthy, “not to be the security guy at the front door.” Bronner said the STEM tragedy allowed the community “to realize the importance of SROs and all that they do, more than just being a police officer in the school.”

Rewarding work As STEM’s 2019-20 school year began, the sheriff ’s office sent multiple deputies and supervisors, Bronner included, to the school during pickup and drop-off. Bronner said they handed out junior deputy stickers, focusing extra attention on the younger children, while welcoming students to STEM. “Letting them feel comfortable, that it’s OK to come back to school and that they’re going to be OK,” she said.

Spurlock said that was more for comfort than security. The sheriff ’s office stationed deputies at entrances so they could be visible across the campus.

Slowly, Spurlock said, the sheriff ’s office weaned those deputies off, leaving Uribe to keep watch.

In closing the school year, Uribe said “nothing compares” with getting close to STEM students or changing an “I don’t want to be here” attitude into a smile, and an “OK, I’m going to try.”

The work, he said, is rewarding.

“I want those kids to go back to being kids, to being children. I want them to go back to laugh, to cry, to have fun, to get into trouble, the regular trouble that you get into at that age,” Uribe said. “And I want parents to go back to being parents.”

Douglas County wants to reopen pools, playgrounds, event centers Commissioners are preparing nine requests for variance from state order

On the heels of getting state permission to reopen restaurants, gyms and houses of worship with restrictions, Douglas County Commissioners are preparing several new variance requests to submit to state health officials, including requests to reopen playgrounds and pools and hold the Douglas County Fair and livestock auction.

The commissioners agreed on nine new requests, Commissioner Lora Thomas said May 29.

“We know part of the success we’re going to have in getting these to open is convincing the state health department that because our (COVID-19) numbers are so low here, … we can increase our gathering size,” Thomas said.

The current state order limits social gatherings to 10. Thomas noted the Park Meadows mall can fit 175 people safely within its walls under the state’s safety guidelines.

The requests include permission to reopen pools, playgrounds, movie and performance theaters, bowling alleys, social event centers like the Highlands

The commissioners and county staff, led by community development director Terrence Quinn, will also submit a request for permission to hold the Douglas County Fair this summer and another one for permission to hold graduation ceremonies at individual schools.

“We want to give our kids back the sense of being kids,” Thomas said.

Thomas added the Douglas County Fair, held in Castle Rock, is important for kids in 4-H who raise livestock specifically for the annual event. The fair has run continuously since 1918.

All variance requests will follow the county’s suppression plan, which provides information on the county’s cases of COVID-19. Thomas said one person has been hospitalized due to the virus in the seven days ending May 29.

The state approved the Douglas County variance requesting a return to dine-in service at restaurants on May 22, five days before the health department allowed for the same throughout the state.

“Our staff said to us, ‘Commissioners, we have the bandwidth to keep writing these variances. We understand how to do it now. We’ve been successful, so why risk waiting when you could get things open for our citizens?’” Thomas said.

Thomas said commissioners’ top priorities were to get pools and playgrounds open again. The requests must convince the Colorado Department of Public Health and Environment that the county is capable of reopening certain facilities while managing social distancing guidelines and monitoring COVID-19 cases in the county.

Thomas said the county will wait on word from the state June 1 regarding large salons.

The variance requests were not submitted as of May 29. How soon the requests would be approved or denied is a mystery. The Park Meadows mall request to reopen its interior corridors took 10 days to approve, whereas the request to reopen restaurants, gyms and churches took four days.

The county is working closely with the Tri-County Health Department, Thomas said, to ensure proper safety guidelines are noted in each request.

Officials are working with business leaders and experts in various fields to establish guidelines for what is needed at a given facility.

“Our citizens are healthy and they take care of themselves,” Thomas said. “We started off in a better place than some counties because we’ve proven we’re ready, looking at our numbers.”

The Douglas County School Board pored over the first draft of a proposed 2020-21 district budget on May 26 during a five-hour special board meeting where budgeting — with a focus on millions in suggested cuts — was the only topic of discussion.

District staffers are projecting a $30 million to $60 million budget deficit for district-run schools and programs spurred by the COVID-19 pandemic.

The draft budget is far from final but offered an early glimpse at what district finances might look like once whittled down in response to pandemic-related revenue losses.

“Although everything is being done not to impact our classrooms, the reality is that there will be an impact to classrooms,” Board President David Ray said. “The significant amounts that we are needing to reduce creates a ripple effect that just makes it inescapable for us to think we can do business like we did a few months ago.”

Directors asked staff to return with a new draft that lessened the impact of cuts on high-risk students, such as students learning English as a second language or children receiving free and reduced lunch. Directors also asked to place a greater share of the burden on departments.

Some directors felt the initial proposals focused too many cuts at the high school level.

The board expects another budget update on June 9 and will approve the district’s budget on June 23.

The wide range in the Douglas County School District’s deficit projection is a reflection of the many unknowns regarding school funding in Colorado, DCSD Budget Director Colleen Doan said.

The state’s Joint Budget Committee recommended slashing the equivalent of $577 million from K-12 school district funding in the upcoming year, Doan said, but how that will translate at the local level depends on what the state education department does with the school finance act.

In the 2018-19 school year, the school finance act provided for more than $7 billion in funding to Colorado school districts, according to the Colorado Department of Education.

State has choice of options The state has several options for enacting the cuts, Doan said, such as repurposing local mill levies or increasing the budget stabilization factor to levels not seen since the Great Recession.

Public school districts in Colorado receive funding from numerous sources but mostly the Public School Finance Act, according to the Colorado Department of Education. The budget stabilization factor is a factor in the school finance formula created

by Colorado’s Legislature folllowing the Great Recession, according to the Colorado School Finance Project.

The tool reduces funding for school districts proportionately and reduces state aid, balancing the state budget.

Fire restrictions for 9 Douglas County teachers unincorporated county receive Boettcher recognition Open fires, open burning, use of fireworks banned STAFF REPORT

Stage 1 fire restrictions are now in place in the unincorporated areas of Douglas County by order of Sheriff Tony Spurlock, according to a news release. The ordinance restricts open fires, open burning and the use of fireworks.

Still allowed under the ban are fires in liquid-fueled or gas-fueled stoves, fireplaces in buildings, charcoal grill fires in developed residential or commercial areas, and fires in wood burning stoves in buildings only, the release said.

Also still allowed are professional fireworks displays and fire suppression or fire department training fires, the release said.

Small recreational fires at developed picnic or campground sites contained in fixed permanent metal/steel fire pits (rock fire rings are considered temporary and not permanent) with flame lengths not in excess of four feet, or the residential use of charcoal grills, tiki torches, fires in chimineas or other portable fireplaces or patio fire pits, so long as said fires are supervised by a responsible person at least 18 years of age, are also OK, the release said.

Violation of these fire restrictions is punishable by up to a $1000 fine and a $10 surcharge.

According to a news release, the annual award honors educators for their exemplary influence in educating some of the state’s top students.

Each teacher was nominated by a student, who

is a finalist for the Boettcher Scholarship.

The recipients of the Boettcher Teacher Recognition Award receive a plaque, a personalized tribute from the student who selected him or her, and a $500 grant to be used for a project or activity to benefit students.

Genealogists can get help looking for Lost Women STAFF REPORT

Genealogical researchers looking to find their great-grandmother’s maiden name or other information on women in their family trees can face challenges since most early records were made by men and were about men.

However, using the FAN research method and a wide variety of record types, researchers might get lucky enough to discover that illusive maiden name.

Polis notes restaurants’ ‘pain’ over shutdown orders Governor says state may look at relief fund

Eateries across Colorado are now allowed to resume sit-down service, but Gov. Jared Polis acknowledged “the pain our restaurants have been through” during the state’s closure of dine-in service.

“And that means everybody,” Polis said at a May 26 news conference. “It means, of course, restaurant owners, but it also means chefs, sous chefs, bussers, wait staff, greeters” and other workers associated with restaurants.

The day before, Polis announced that restaurants could reopen for limited in-person dining as of May 27.

In response to a Colorado Community Media reporter’s question during the May 26 news conference, Polis didn’t say the state could provide immediate financial assistance to help restaurants survive. But he expressed desire to work with the state Legislature on a small-business relief fund and hopes the federal government can offer more help.

“Many restaurants are participating in the (federal) Paycheck Protection Program, but as originally constructed, it didn’t work perfectly for them because they didn’t have a big payroll or any payroll in some cases during the time period where they were closed,” Polis said.

He added: “We hope there’s a piece in the next federal legislation that applies specifically to tourism businesses (and) to restaurants.”

Colorado’s restaurant industry accounts for more than 294,000 jobs, or roughly 10% of statewide employment, according to Polis’ presentation.

In authorizing restaurants to resume dine-in operations, Polis said in a May 25 statement that the state is “still a long way from returning to normal, but these updates are a step in the right direction because Coloradans are doing a good job so far limiting our social interactions.”

He added: “If we can continue staying at home as much as possible, wearing face coverings and washing

But he warned: “If not, it will cost lives, and the economic pain will also be worse.”

Colorado on March 16 ordered bars and restaurants to stop dine-in service for 30 days — still allowing delivery, take-out and drive-through service — in a bid to slow the spread of COVID-19.

But extensions of the shutdown have kept restaurants and bars closed — except in counties with waivers from state requirements — until now.

Restaurants are now able to open with limited seating, with different parties spaced at least 6 feet apart, and the state is encouraging local officials to allow expanded outdoor seating options. Polis has suggested cities and counties should consider seating on sidewalks, parking lots and even streets. Municipal parking areas could also be an option, he said.

“That’s really the only way, with

the spacing, that we’re going to have a thriving restaurant” industry, Polis said at a May 18 news conference. He added: Restaurants “simply can’t stay in business with a quarter or half capacity.”

Polis also hopes restaurants would expand on their own property outdoors and on adjacent or non-adjacent private plots nearby, as long as they have permission of the landowner.

Bars, however, don’t all have the green light to open for dine-in service. The state will evaluate in June whether establishments that do not serve food can open, according to a fact sheet from the governor’s office on the new guidelines.

“The intent of this guidance is to open establishments in which people traditionally associate only with those in their party,” the fact sheet says.

Whether a business can open as a restaurant depends on whether it is set up to host patrons for meals, the fact sheet continues.

“In many cases, this is straightforward when an establishment already

functions as a conventional restaurant and has a full-service kitchen,” the fact sheet says. “There may be some establishments, like breweries with large indoor and outdoor spaces, that want to change their business model to re-open and operate like a restaurant. In these cases, food must be provided by a licensed retail food establishment.”

A business could partner with neighboring restaurants to provide food or partner with food trucks, according to the fact sheet. Light snacks, such as bar nuts, or things that are commercially prepared somewhere else and heated up in a microwave don’t count as food service. Allowing patrons to bring their own takeout or order food from an app does not count either, the fact sheet says.

Any establishment that can adhere to the state’s guidelines and ensure access to food for on-premise consumption can open, the guidance from the Colorado Department of Public Health and Environment says.

With dire spread, restrictions could return The governor’s office’s fact sheet addresses the question: What if COVID-19 cases spike up after opening up more businesses?

“The governor won’t hesitate to take the necessary steps to protect the health and safety of Coloradans, including going back to the stay-at-home level” of restrictions or issuing other rules, the fact sheet says.

Under the state’s safer-at-home order — Colorado’s current set of social distancing standards — “we must continue staying home as much as possible, and take the necessary steps like washing hands and wearing a mask when leaving the house,” the fact sheet says.

camps must work with the Colorado Department of Human Services and their local public health agency for approval.

Day camps, including mobile, youth sports camps and outdoor camps, must operate with restrictions as specified in the state’s guidance at tinyurl.com/ColoradoCampGuidance.

Effective May 25, private campsites could open, according to the release. If a host county would like to keep campsites closed, county commissioners should consult with their local public health agency and then notify the Colorado Department of Natural Resources and the state health department in writing, the release said. Campgrounds in the state park system are already open.

The state’s Executive Order D 2020-049, which extended the closure of ski resorts, has expired, the release said. Ski resorts may work to secure approval from their local authorities in order to open.

State guidance for restaurants opening dine-in service, from the Colorado Department of Public Health and Environment, was released May 25. The state health department still encourages restaurants to continue pick-up and delivery service, including for alcohol.

For those that reopen indoor dine-in service, the following requirements apply: • Patrons can be served at 50% of the posted occupancy code limit and a maximum of 50 patrons.

• Patrons in different groups must be a minimum of 6 feet apart. Spacing of tables may need to be 6 feet or more to ensure proper physical distancing between parties.

• All employees must wear face coverings.

• “Ensure maximum ventilation” by opening windows and minimizing air conditioning to the extent possible.

• Deep clean and disinfect all shared surfaces between groups — at each turnover.

• Do not allow parties to mingle with each other, and limit party size to eight people or fewer.

• Encouraging, and preferably requiring, reservations. Waiting parties must not congregate in entrance areas and should wait in cars or outside until seating is available.

• Provide contactless payment or prepayment options whenever possible.

• Discontinue use of tablecloths, move to single-use or remove and replace laundered tablecloths between patrons.

• Use disposable single-use menus or menu boards, or create online menus for guests to review.

• Provide single-use or single-serving condiments.

• Disinfect restrooms every hour and provide hand sanitizer at check-in area and throughout venue.

The state encourages outdoor dine-in service, for which the following requirements must be met: • Patrons in different groups must be a minimum of 6 feet apart. Spacing of tables may need to be 6 feet or more to ensure proper distancing between different parties.

• All employees must wear face coverings.

Reuse program aims to meet demand for N95 masks Adams County site helps extend nation’s inventory of medical equipment

As it turns out, smeared makeup and lip balm might be the only things standing in the way of a 20-fold increase in the country’s supply of N95 masks.

Bartosz Koszowski is the site manager at the Federal Emergency Management Agency’s decontamination operation located inside the Adams County Fairgrounds’ Exhibit Hall. The operation is designed to clean used mask from health-care providers and get them back into service quickly.

Soiling and contamination of the masks is the main thing that will keep them from being reused. And while the contamination can be from dirt or bodily fluids, that’s not the most common.

“One of the main reasons for us to discard them is from soiling from makeup,” Koszowski said. “We actually work with the hospitals to encourage their workers to not wear makeup.

People need to feel comfortable wearing the masks, even if they are decontaminated, and soiling makes that difficult. So we have to care not only that they are clean but also about

“Right now, the system is still ramping up,” he said. “The health-care providers, they need a little more time to get their procedures in place. But Battelle is working with them to make the process easier.”

The Exhibit Hall contains four of the decontamination chambers, and Koszowski said his crew works in 12-hour shifts, keeping the location open and operating all day, seven days a week. They can process up to 80,000 used N95 masks a day, converting discarded personal protective gear into reusable safety equipment.

That’s a crucial task, according it Lee dePalo, the regional administrator for FEMA. “Being able to reuse what we have is incredibly important, because we are trying to increase production of the N95 mask,” dePalo said.

Supplies of the medically critical N95 masks remain tight during the COVID-19 pandemic, and FEMA had to withdraw a contract for $55 million worth of respirator masks May 14 when the Virginia company failed to deliver.

Reusing the equipment is a good alternative, he said.

“It’s a good system, and it’s good to see what we can do to help America fight this COVID,” dePalo said.

DePalo’s Region 8, covers Colorado, Utah, Wyoming, Montana and the Dakotas and he said it’s home to four of the decontamination sites: Adams County, a second Colorado site in Montrose, and one apiece in North Dakota and Montana.

The Adams County site is meant to bring in masks that have been used up and down the Front Range, especially from hospitals and medical centers in the Denver metro area.

$3M in Douglas County flood projects announced Much of the funding will go to stream restoration

$3.09 million is being funneled into Douglas County drainage and flood mitigation projects after the Mile High Flood District announced its 2020 budget priorities list. $1.4 million of the funding will go toward capital improvement projects such as stream restorations and street improvements, said Laura Kroeger, MHFD’s engineering services manager.

“We’re trying to reduce flood risks in Douglas County,” Kroeger said.

Streams, which aid in flood management, are sometimes degraded due to urbanization. “So we’re trying to bring back the natural and beneficial functions of the stream,” she said.

‘Every day is Memorial Day for me’ Remembering those who gave all for their country

n a mountainside in Afghanistan in 2005, Danny Dietz, graduate of Littleton’s Heritage High School and Navy SEAL, gave his life for his country.

Nearly 15 years later, his father, Danny Dietz Sr., spent Memorial Day in the shade beside his son’s grave at Fort Logan National Cemetery.

Danny Sr. greeted many visitors who thanked him for his family’s sacrifice.

“It’s hard for me to come here and see my boy lying in the ground like that,” Dietz said. “But on days like today, so many people come by and tell me they remember him. It means something. Every day is Memorial Day for me.”

Nearby, the Dauro sisters -- Grace, 5, Caroline, 3, and Vivienne, 1 -- wandered among the headstones, laying rose after rose on grave after grave.

The girls’ dad, Michael, a former Navy SEAL, said he brings them every Memorial Day. “These people shed their blood,” he said. “I want my girls to know that freedom isn’t guaranteed. It can be taken and lost, and people have paid the ultimate sacrifice to preserve it.

It’s worth defending.”

At Littleton’s World War II memorial in Ketring Park, Jan Merchant watched as the band of brothers from Veterans of Foreign Post No. 4666 honored the fallen.

For the first time, she was there without her father, Earle Reed, who served in the Army in World War II and died last year at age 103.

Reed only moved to Colorado at age 96, Merchant said, but made fast friends with the fellow veterans at the VFW. Stan McClure, who served with the Army in a remote jungle base in Vietnam, choked up as he remembered going to Rockies games with Reed.

Money is in the cards, and some will stay there

our million Americans will find a prepaid debit card in their mailbox soon, if not already.

I found mine. How QUIET about you?

The Economic ImDESPERATION pact Payment Cards are going to certain people who filed a tax return but don’t have bank information on file.

At first I thought it was a scam. No: It simply turned out to be a pain in the neck.

I guess they’re kind of busy. At least that’s what I was told over and

over and over. It was mind-numbing.

I thought it might be a tactic. One of many.

Eventually, I spoke with a customer service representative. She asked me everything except my birth weight.

Then came a series of questions.

She wanted to know what state someone I have never heard of lived in.

And who “Micah” was.

I correctly answered the question about the make, model and year of my car, but it wasn’t good enough and I was denied activation.

However, something else was activated: my aggravation.

I thought it was pretty clever to issue cards rather than a paper check, which could have been deposited directly.

Maybe you already know this: according to cnbc.com, “Half of Ameri-

cans currently own unredeemed gift cards or store credits and that adds up to tens of billions in unused money.

More than one-third with unused cards won’t use up all of the funds.”

The experience was so aggravating I thought about throwing the card away.

I counted to 10 and called the 800 number again.

For some reason, I was guided through a different menu and was able to activate the card without listening to the outgoing messages or talking with anyone.

Who knows?

Maybe your experience was or will be better than mine. In any case, read the letter that comes with the card, and take a look at the May 19 Forbes article that answers frequently asked questions about the cards.

She’s been dead these 12 years but I am still governed at times by her guidance.

We win when we expect more from ourselves

ave you ever wondered why sometimes we can get so frustrated and even angry at other people because they aren’t serving us fast enough, meeting our needs and demands, or just behaving in a way that we don’t agree WINNING with?

WORDS Maybe it’s our neighbor, our family, or a company representative who isn’t helping us fast enough. It could be a coworker, a customer, or even our boss.

Maybe it’s the confusion and neediness of our pets and their Michael Norton inconvenient timing during our virtual meetings as they jump into the picture or bark or meow in the background. And maybe, it’s someone who is or isn’t social distancing the way that we are.

Here’s the harder question: When was the last time we held ourselves to that same standard? That standard that we hold everyone else on the planet accountable to comply with. For many of us, that look

in the mirror is exactly what we need right now as we try and work through all the challenges we are facing today. Whether it’s within our homes, working from our homes, talking to friends and neighbors, or being a part of the community in any way, we should encourage one another to expect more from ourselves and maybe set the example for others.

Service will be slower, let’s expect that to happen. Confusion about the products we ordered and didn’t receive or when we received the wrong size or color can be controlled as we put ourselves in the headset of the customer service person on the other end of the phone or in your chat window. And as we walk together through the days, weeks, and months ahead, we will confront many moments where we will have a disagreement or a difference of opinion. And that’s OK, because as we begin to expect the best from ourselves, and make expecting the best from ourselves a habit, we really will not care how others choose to react, we only know how we will respond.

fight with COVID-19. Even the headline on page 6 missed the mark on the important issue of how this man’s struggle could help the community. I suggest the front page, large headline should have read something like: COVID SURVIVOR CHANGES STANCE ON PUBLIC SAFETY GUIDELINES. This man is quoted at the very end of the article (that should have been up front as well) “Early on, I complained about government overreach. Now that I’ve had it, I’ve shut up.” That is a powerful statement, and one that might grab the attention of those who feel wearing masks is all about messing with their personal rights.

The paper can be a tool to educate and clarify. In this case it seemed more of a political stump piece.

Success and winning are never measured in how we stack up against other people, success and winning are only defined by what we did relative to what we are capable of doing and what we expect from ourselves each day, in all that we do, and in all that we say. Success and winning have a magical moment when we can look in the mirror and know the good that we did and also identified what we still need to work on in ourselves.

A good friend and mentor of mine, Dr. Denis Waitley, created a program called The Psychology of Winning. And in his program, Denis talks about positive self-expectancy.

Here is what he says: “Positive selfexpectancy is the first, most outwardly identifiable quality of a top achieving, winning human being.

Positive self-expectancy is pure and , simple optimism: real enthusiasm for everything you do. And optimism is expecting the most favorable result from your own actions.”

Finally getting a chance to ask him about it last week, Clint responded by saying he made those comments months ago, before the economic crisis. I provided a link of his exact statements — ironically made on Tax Day — and pointed out he was being misleading, which prompted him to call me a troll and bully.

If that’s how he responds as a candidate to a simple question on Facebook, I can’t imagine how he’d behave if elected. Clint Dorris does not have the temperament to hold office and be trusted by our community.

Here’s the thing, the best part is that when we start focusing our efforts on expecting more from ourselves and live daily with positive self-expectancy, we will minimize reacting poorly and maximize how we respond favorably.

Patrick Boland perseveres, helps others despite ‘suicide disease’

or eight years, Patrick Boland, 16, has lived with a pain throughout his body that is so excruciating, it can feel as if he’s wrapped in barbed wire, doused in gasoline and set on fire.

He has had a headache for the past five years: It’s in his eyes, in his gums, everywhere.

He stopped attending school in person in the eighth grade and has had to relearn to walk four times when the constant, unimaginable pain — caused by a rare neurological condition — became too much.

But the Highlands Ranch teen never stays down for too long.

His passion for baseball gets him out of bed each morning. His treatment regimen propels him through each day. His mom, younger sister and several friends who understand his reality bolster his spirits.

And fierce independence and unwavering self-discipline form a bedrock of inner strength and have led him to want to create a community for others in his shoes.

Six years ago, Patrick, with his mother’s help, started the nonprofit Ferocious Fighters to connect those dealing with Complex Regional Pain Syndrome or CRPS. “CRPS is known as the suicide disease,” his mother Meg Boland said.

“Patrick was really in a bad place and didn’t want other people to feel as alone as he did.”

It has taken years of doctors’ appointments, experimental treatments and grit, but today, Patrick stands strong despite his physical suffering.

“I think I handle the pain really well at this point. But it took a really long time,” he said. “The pain doesn’t affect any functionality anymore — even if it’s as high as it can possibly be.”

The diagnosis Patrick was 8 when he jumped from a step in his front yard and twisted his left ankle. Four months later, he was still in excruciating pain. His ankle was cold to the touch. It turned purple.

“The doctors did an MRI and called me and said, ‘Everything is normal,’” Meg said. “And I said ‘Well, he hasn’t walked in four months.’ ...We went to the first physical therapy visit and within five minutes of being with Patrick, they said ‘This is CRPS.’” CRPS is a neurological condition that causes patients to experience constant nerve pain even after an injury has healed.

The illness is shrouded in mystery with very little known about its cause or how to treat it effectively, said Dr. Jeffery Kesten, one of Patrick’s physi-

tion to the disease, but there is virtually always an inciting event, such as

a minor injury or surgery.

Sometimes, patients will experience swelling, color or temperature changes and nail or hair growth changes.

“He used to describe it as being wrapped in barbed wire, doused in gasoline and set on fire,” said Meg. One pain scale, called the McGill Pain Index, ranks CRPS higher than amputation of a finger without anesthesia and unprepared childbirth.

After his initial diagnosis in 2012, Patrick continued to receive more and more diagnoses for other conditions sometimes related to CRPS, including a lacking immune system, weakened cartilage and ligaments, frequent muscle cramps and other issues.

He has been in and out of a wheelchair as the nerve pain and other symptoms spread to the rest of his body, as it often does for CRPS patients.

About 200,000 people in the U.S. experience the condition every year, according to the National Organization for Rare Disorders.

While specialists can offer a variety of treatments, there is no cure.

The best CRPS patients can hope for is finding subtle relief, functioning through the pain or, if they’re one of the lucky ones, remission. Patrick has never entered remission, he said.

People with a CRPS diagnosis also commonly experience suicidal ideations, Kesten said. That’s why the illness has been dubbed “the suicide disease,” according to the Reflex Sympathetic Dystrophy Sydrome Association, a nonprofit supporting people with CRPS, sometimes known as RSDS. “It must be a horrible place to be,” Kesten said. “I would be concerned if a patient did not have mental health support in a true chronic pain condition because I don’t have a clue how it would not get to you and those around you.”

But Meg explained that as a teacher at a Douglas County charter school, she couldn’t afford to send every kid with the disease a package.

“He said, ‘Well, how does Make-AWish do it?’ And I said well, they’re a nonprofit. He said ‘Well, let’s do that,” she remembers.

In 2014, Patrick registered Ferocious Fighters as a 501(c)(3) nonprofit.

Six years later, 1,253 kids in 19 countries are linked together through the organization. They range in age from newborns to 21-year-olds and live all over the world. Thirty kids are from Colorado, nearly all living along the Front Range. There are six in Douglas County.

That first year, the organization sent 70 care packages. In 2019, the number jumped to 350. So far, the organization has sent more than 1,000 packages total.

The packages include a blanket, a Ferocious Fighters T-shirt, a keychain, a hand-crocheted hat, a bumper sticker, a journal and rice hand warmers. All have flames on them to symbolize the burning pain that the kids experience.

They also include a hand-written, personalized letter from Patrick.

“I’m so sorry that you’re having such a great amount of sensitivity on your left leg,” he wrote in one letter.

“I know how hard that can be to deal with.”

Each letter ends with his sign-off: “Gentle Hugs, Patrick.”

There also are the quarterly encouragement letters and birthday cards. And every November, Ferocious Fighters organizes a virtual walk to encourage the kids to get moving, an important treatment for their disease.

The group also organizes dozens of support groups for kids and parents throughout the world.

In a note to Meg and Patrick, one mother expressed how much the package meant to her daughter.

“She will not be dancing at the dance or marching with the bands, she cannot keep up with friends and has missed out on several school trips and clubs,” read a note from Nina Nation, the mother of a 13-year-old in Nevada.

her name on it, for her. She smiled. ... She opened the box and cherished everything inside piece by piece.”

Patrick has tried dozens of treatments throughout the years, including a host of prescription medications and experimental treatments. He’s been in a hyperbaric oxygen chamber; tried medical marijuana; taken ketamine pills; attempted painful “exposure therapy” sessions, which try to desensitize the patients’ nerves by vigorously rubbing them with a coarse blanket; seen chiropractors and massage therapists and more.

After eight years, Patrick has found a cocktail of supplements, medications and treatments that work for him. On top of his daily pills, he receives weekly immune boosters through an IV and, every three months, he undergoes an intense ketamine infusion used to treat chronic pain conditions.

One morning in February, Patrick entered Kesten’s infusion clinic wearing a Mac Miller T-shirt, a beanie and sweatpants. At 6 feet 3 inches, he towered over his mother and the infusion director who is administering his treatment. As she prepared

the medication, the infusion director asked what pain he was feeling on a scale from one to 10.

“It’s at an eight, but that’s only in my back and the rest of the body is a five,” Patrick said. “So really, really good.”

His baseline of pain on a daily basis is about a seven out of 10, he said.

It’s Patrick’s second day of the infusion therapy and, already, he’s reporting improved comfort. The treatment isn’t without side effects, however. He vomited the night before and on the way into the clinic. In the past, he’s experienced hallucinations, inability to eat, anxiety and memory loss from the treatment.

Every baseball day is a good day When asked about what parts of his day-to-day life bring him comfort and joy, Patrick has two answers: medication and baseball.

Patrick, who plays a variety of positions including first base and pitcher, wants to play in college with the longterm goal of being on a professional team.

“Baseball keeps him alive,” his mom said. “This is his passion, this is what makes him want to get up in the morning.

To his coaches, Patrick is just another athlete, said Ron Quintana, Mountain Vista’s head coach. What makes him stand out isn’t his constant battle with his health, but his deep discipline and fervent work ethic, he said.

“The other day we were working out and he didn’t have a ride to practice, ... so he ran from home,” Quintana said.

“When I ask him to do something, he will sprint to it.”

It may not look like it, but as Patrick trots around the baseball field during practice, helping wherever he can, he’s still in pain.

In February, before his most recent ketamine session, Patrick was experiencing the most intense pain he’s ever endured, he said.

But, he said, there’s a bright side.

“I’m at my worst right now. And I’m so happy to say that,” Patrick said before the treatment. “I’m still playing baseball, I’m being a normal teenager, I’m still hanging out with friends, suffering through school work, everything.”

Doan presented three separate models of possible cuts to the district’s per-pupil revenue — 9%, 12% and 15% — and walked directors through a menu of 13 suggested areas they could choose to cut spending.

Doan said cutting per-pupil revenue does not impact the entire general fund, which comprises additional revenue sources. The general fund is roughly 77% per-pupil revenue this year.

“This isn’t a 9%, 12% and 15% cut to the entire budget,” Doan said.

Three-day furlough suggested Staff ’s first suggestion was an allstaff furlough of three days — which would save $6.1 million across all budget cut models.

The district could trim central and districtwide departments by reducing staff or cutting operational, nonsalary budgets, she said. Aside from furloughs, this option proposed the largest cut, ranging from $4.9 milllion to $12.9 million in reductions, depending on the model.

Staff suggested reducing transportation funding for field trips and athletics, possibly requiring schools to charter those services on their own using fees or donations. That would reduce spending between $2.9 million and $4.7 million.

Doan said the district typically holds 1% of its general operating budget as a contingency, in accordance with

board policy. Directors could choose to reduce that by a fifth to a quarter, she said.

Reducing overtime and additional pay is another option, either by prohibiting overtime alone or halting both overtime and additional pay, which Doan described as compensation for when employees go above and beyond duties. On the low end that could cut spending by $800,000 or on the high end, $3.7 million.

Some schools, although not all, have seen a reduction in enrollment but have not reduced staff accordingly, Doan said. Requiring them now to cut staffing to match lower enrollment could cut spending up to $2.9 million, according to the presentation.

The remainder of the 13 proposed cuts, such as eliminating mileage reimbursement or district-provided cell phones, would cut spending in the hundreds of thousands each.

Online petition takes aim at proposed cut Staff ’s suggestion to cut special program spending anywhere between $400,000 and $700,000, which includes International Baccalaureate programming, sparked ire with some community members. Kyle Lewis, a 2020 graduating senior from Douglas County High School, started a Change.org petition urging the district to preserve funding for IB programs. The petition garnered roughly 1,900 signatures as of noon on May 29.

Lewis is worried that cutting funding to the IB program “threatens the continued existence of the IB program in the district,” he wrote in the petition.

“Not only would this deprive future

students of IB’s incredible opportunities, but it would end the program prematurely for the students already participating,” Lewis’ petition reads.

The district is also faced with $7.9 million in mandatory expense increases, Doan said, or costs it will face regardless of available revenues.

More than half, or $4.3 million, is a loss of projected neighborhood perpupil count funding.

That means the pupil count for neighborhood schools is lower than the previous year and more funding is passing through the district to charter schools, as charters become a larger share of the district’s enrollment, she said.

Similarly, charter schools receive more of the district’s mill levy override dollars as they grow in enrollment. That will result in a $500,000 decrease to the district’s MLO share.

The district also expects a $1.5 million increase in special education school-based staffing and a $1.6 million increase to its employer-share of PERA rate costs.

Revenue ideas offered To increase revenue, Doan presented suggestions ranging from increasing instructional fees, corporate sponsorships fees at athletic stadiums or facility rental fees. Increasing transportation fees, the daily fee for each ride, could raise the current cost of 50 cents to $1 or $1.50 a ride.

The school district does expect to receive federal relief dollars or already has from some programs, Doan said.

From the CARES Act, the Douglas County School District will receive

$1.3 million that can only be used for COVID-19 response, and not to offset revenue shortfalls. The district has not received these funds yet.

DCSD has received $27 million from the Coronavirus Relief Fund, Doan said, but will not spend that money until guidelines for how it can be used are released.

The district also expects aid from the Governor’s Emergency Education Relief Fund, part of the CARES Act, but does not know how much.

Tracie Rainey, executive director of the Colorado School Finance Project, cautioned directors to budget conservatively this year and warned the worst impacts from COVID-19 may not come immediately.

“The out years when we had the Great Recession and the impact on K-12 came in years two and three,” Rainey said. “As anticipated by the governor’s office and by Legislative Council, they are anticipating the out years two and three to be harder than the current one.”

The budget will almost certainly need to be amended throughout the year, she said.

President Ray said the task is tall when schools were already underfunded before the pandemic.

“The reality is that even before this economic crisis, we live in a state where voters approve laws for a highly constricted government that is unable to effectively fund essential services and cannot save for a rainy day,” Ray said. “This has resulted in the Douglas County School District being underfunded by nearly $600 million in just the last few years.”

It’s been a quick turnaround for the federal agency and the logistics company. Their process for decontaminating the masks got Food and Drug Administration approval on March 29. The company signed a $1,465-per-day contract with the county to use the Exhibit Hall on April 18 and began moving in their equipment five days later.

Hydrogen peroxide vapor The decontamination chambers are heavily modified shipping containers enclosing racks, sealed doors and a ventilation system covered by multiple HEPA filters. Each can hold 10,000 masks, Koszowski said.

Once the mask are in and the doors closed, the chamber is pumped full of vaporized hydrogen peroxide, which is meant to kill any germs still on the masks. The masks sit in the chamber for four hours, at which point the vapor is pumped out and then the masks sit drying for another four hours.

Each mask, assuming it is free of soiling and other contaminants, can be run through Battelle’s process 20 times before it must be thrown away.

“When we inspect them, we are looking for soiling but also tears and other problems,” Koszowski said.

Once a hospital is registered with Battelle, it’s given an identification number. Hospital personnel mark each mask with that number after it’s been used and then put them inside

Each treated mask goes back to the hospital that sent it in, complete with a report detailing when it was treated and how many times it’s been treated.

“Our computer system is very important because the health-care providers are all pre-qualified,” he said.

“Compared on what you use on cuts, it’s a much higher percentage,” Koszowski said. “It’s pretty unstable, but the only byproducts for this are water and oxygen. That’s what hydrogen peroxide decomposes to. It’s considered a green chemical, so nothing nasty is going to get into the environment.”

The workers wear pressurized cleanroom suits when they are loading the masks in the chambers and are sprayed with isopropyl alcohol as soon as they step out to kill any viruses trying to hitch a ride. And once they have changed out of the clean-room suit, they go to a shower trailer to clean up and put on a fresh set of clothes.

The entire operation is modular and portable, made up of the shower trailer and eight shipping containers — four containing the decontamination equipment and four others for storage, office work, supplies and equipment.

The operation is meant to be in place indefinitely, but Adams County’s contract renting the space lasts through Oct. 20.

FEMA has been given the authorization to set up 60 of the sites across the country and has launched 45 so far, dePalo said, and is also looking at what other types of medical equipment can be decontaminated with Battelle’s process.

“Right now, it’s only approved for N95 masks, but there is an effort to look at a new emergency use authorization through the FDA for other equipment,” he said.

Douglas County inmate dies after suicide try Highlands Ranch woman spent 4 days in the ICU

A Douglas County inmate died of her injuries May 29 after spending four days in the intensive care unit following a suicide attempt, the county

sheriff ’s office said.

Michelle McGarry, 54, of Highlands Ranch was found inside her cell attempting suicide May 25 at about 1 p.m. during a routine welfare check, according to a statement from the sheriff ’s office. She was transported to Castle Rock Adventist Hospital and placed in the intensive care unit.

The official cause and manner of death will be determined by the Douglas County Coroner’s Office.

Soccer coach stayed busy during shutdown Rock Canyon’s Carpenter made videos, trained athletes from other schools

Aaron Carpenter, boys soccer coach at Rock Canyon High School in Highlands Ranch, had mixed feelings while filling time during the COVID-19 pandemic.

The Colorado High School Activities Association issued a moratorium against in-person contact for coaches and players, plus all spring sports activities were canceled.

So Carpenter conducted private training sessions, made videos for his class and did some fishing and hiking.

“I was hanging in there, doing a couple private training sessions,” said Carpenter. “I just did one player or two at a time. I couldn’t train them on campus. I had to do it off campus and they couldn’t be my guys. The guys I’m training now are from Mountain Vista, our rivals, so I’m making them better.

“I’ve done all the online teaching.

“I’ve got another great group of guys that are hungry to make their mark,” said Carpenter. “We had a lot of young guys that moved up to varsity last year and they are going to be upperclassmen this year. I hope for their sake we can get the season in and always try to win the conference. Our conference was really strong last year, with three teams making the Sweet 16 including us.

“You have to be positive. I was even giving the guys challenges all spring. On Fridays, we would have competitions, and when they come back I said I would buy them lunch if they won a challenge.

“There was everything from juggling on video to making your family dinner. One week during a snow storm, who could build the biggest snowman. I put all that on social media. They had fun and followed it.

We had a good time with it. We like to keep things entertaining. I think I have about 10 lunches that I have to buy.”
