It’s wildflower season in Clear Creek County!

While wildflowers at lower elevations have already made their debut this summer, those at sub-alpine and alpine levels are starting to bud and bloom. The blooms near the Clear Creek side of the Eisenhower Tunnel and along nearby Loveland Pass were just starting to paint the landscapes with their bright colors on June 30.

Wildflowers around Clear Creek County will likely be at their peak in terms of color and number in mid- to late-July.

Ready, set, play!

Carlson playground opens with plenty to do for kids of all ages

Carlson Elementary School’s new playground opens to the public on July 10.

The playground is available this summer from dawn until dusk on weekends and after the Kidz Korner program finishes at 5:30 p.m. until dusk on weekdays.

The playground, which has been in the works for two years, has a turf area, swings, a rope climber, a play tower with tunnel slide, log balance beam, five outdoor learning areas, basketball court and more. It was designed in large part by students and parents at the school.

The price tag for the playground was $605,000, with $450,000 coming from a bond approved by voters in 2018 and the rest coming from grants and donations, according to Carla Cole, who managed the project.

The project worked out to about $30 per square foot, which is similar to the per-square-foot cost for the Georgetown Community School playground, which cost $303,000 and opened in September. King-Murphy Elementary School will get a new playground, but the retaining wall first must be rebuilt.

Clear Creek school board chooses to build an elementary in the former middle school building, Cole said.

“It’s so fun to see the kids’ faces when they come out, and they’re excited to show you all the things they can do,” Superintendent Karen Quanbeck said, noting that the pandemic, the playground’s cost, frost in the ground and supply-chain issues that delayed equipment delivery were setbacks to completing the work.

“Everything that could have delayed it, did,” she said, explaining that it was worth the wait since the kids “deserve a great playground.”

Cole said she’s seen kids and adults trying out the new equipment on the 20,000-square-foot playground.

The equipment that was removed was 32 years old, and while it was well maintained, it was well beyond its lifespan.

“Because of donations and small grants, we have been able to significantly increase what we could do with the playground,” Cole said, “so we could add $60,000 worth of turf and a couple other small features that we didn’t think we could get.”

City Council to vote again on Habitat townhome proposal

The controversial Habitat for Humanity proposal to put townhomes on Virginia Street will be up for another vote by the Idaho Springs City Council on July 12.

The council decided to revisit the final development plan at the June 28 meeting after Andrew Peters, Habitat for Humanity’s legal counsel, asked the council to reconsider its denial of the project, stating that local governments are limited in what they can require of projects, which is based on city code.

Crime calls from June 21-27 Monday, June 21 — Georgetown police responded to a disturbance in the 900 block of Argentine Street.

Police contacted several people and determined one had an active warrant for his arrest. He was taken into custody and booked into the county jail.

Tuesday, June 22 — Georgetown police responded to a report of illegal camping near the back of Georgetown Lake. A campsite was located and dismantled. A man believed to be associated with the campsite was located and warned against camping within town limits.

Wednesday, June 23 — Idaho

If Idaho Springs wants to require more of future projects, it can change the code to reflect that, he said, adding that the city staff has confirmed that the Virginia Street townhome project already met all legal requirements.

Last month, council members voted 4-3 to deny the project’s final development plan, which proposes building eight units at 1628 Virginia St. Neighbors are against the project, saying it would worsen nearby road conditions.

City Attorney Carmen Beery explained that the council could reconsider its vote if one of the

council members who voted to deny the application made a motion to reconsider. If that motion passed, it would then be open for reconsideration. Then the council could vote to pass it as is, pass the application with amendments, deny it, or continue it, she explained.

Councilman Scott Pennell, who voted to deny the application on June 14, made the motion to reconsider. It passed unanimously as was the subsequent motion to continue the decision to July 12.

Residents against the project expressed their displeasure with the council’s plan to reconsider its

vote and emphasized that the project would exacerbate the terrible road conditions along Wall Street and 16th Avenue.

“Just because you can build somewhere doesn’t mean you should,” Wall Street resident Rick Scott said.

Michael Kastenbaum, who also lives along Wall Street, said he and his neighbors were against the current proposal and suggested Habitat for Humanity work with residents to find a version that would work for everyone.

Police Blotter Springs officers were dispatched a disturbance in the 2800 block of Riverside Drive. When officers arrived, two people seemed to have separated and were calming down. Officers determined that the disturbance had been over a dog owner having his dog off-leash and not picking up its waste. The dog owner was warned about both the leash ordinance and picking up after one’s pet.

Wednesday, June 23 — Idaho Springs officers were dispatched to the 2300 block of Colorado Boulevard for a report of a child losing consciousness and falling in the creek. When officers and EMS personnel responded, the girl had been quickly removed from the water and had regained consciousness.

After an EMS evaluation, she was released back to her parents.

Thursday, June 24 — Empire police and sheriff’s deputies responded to a 911 hang-up that apparently originated near mile marker 254 of U.S. Highway 40. Officers were unable to locate anyone in the area and eventually contacted a pedestrian and others on Morrison Lane, but no one had called 911.

Thursday, June 24 — Empire police followed up on a noise complaint in the 100 block of South Main Street.

Saturday, June 26 — Idaho Springs officers responded to an assault-in-progress report near

exit 241 of eastbound Interstate 70.

Officers found the call was about an altercation between a parent and child, the latter of whom was apparently having trouble controlling his anger. Officers remained on scene until the other parent picked up the child.

Sunday, June 27 — Over the past week, Idaho Springs police have taken two stolen vehicle reports.

One was a motorcycle that was taken from a resident’s garage in the 2500 block of Colorado Boulevard, and the other was a white Ford F-150 utility truck that was taken from the 2000 block of Wall Street. Anyone with information on these incidents is asked to call ISPD. — Corinne Westeman

County officials to request new congressional district as state commission redraws map

County officials believe that Clear Creek shouldn’t be in a congressional district with dozens of counties from the west half of the state.

Instead, two of the three county commissioners felt Clear Creek should remain in a district with other Front Range counties. During a June 29 work session, they directed staff to draft a letter to send to state officials.

Last month, the Colorado Independent Redistricting Commission released preliminary maps of the new congressional, state House and state Senate districts based on 2020 census estimates from the U.S. Census Bureau.

Commissioners didn’t see any major problems with Clear Creek’s proposed districts for the state House and state Senate. Clear Creek would be partnered with other Front Range and/or other Interstate 70 counties.

However, the proposed map for the congressional districts concerned two of the three commissioners because it showed Clear Creek being in CD-3 with two dozen counties in the western half of the state.

Clear Creek is currently in CD-2 with Boulder, Grand, Gilpin and Summit counties and others, including most of Jeffco.

While Colorado is definitely adding an eighth congressional district, the redistricting lines haven’t been finalized yet. The commission is waiting on complete data from the U.S. Census Bureau. In the meantime, it’s accepting public comment on the preliminary maps until mid-August.

While Commissioner Sean Wood wasn’t opposed to Clear Creek joining CD-3, Commissioners Randy Wheelock and George Marlin felt the county should remain in a district with Gilpin and/or Jefferson counties, as they have shared interests and issues.

“I think putting us in CD-3 is a pretty egregious mistake,” Marlin said.

The pros and cons of CD-3 While some western counties share

Clear Creek’s interest in I-70 funding and maintenance, Marlin and Wheelock said Gilpin and Jefferson counties are more closely aligned with Clear Creek on recreation management, fire mitigation, mental and physical health access, tourism, and the job market.

“We’re a mountain community, but we’re also proximate to the metro area and share the impacts of that with Gilpin,” Wheelock said. “… For East Slope interest projects, it seems like we’re likely to get more immediate attention from someone who’s representing more like five to eight counties versus 25 counties.”

Wood said he didn’t have any strong feeling on which district Clear Creek should be in. However, he felt it would be advantageous to wait for other entities to weigh in first, saying Eagle and Summit counties might not want to be in CD-3 either.

He said there was a possibility that, if the proposed CD-3 went forward, representatives could be from Eagle or Summit counties as they’d be two of the wealthier counties in the new district. In that case, Clear Creek would have a representative who understood the mountain corridor and its issues.

Wood also worried that the new CD-2 comprised of only Larimer, Boulder and Gilpin counties would

focus on college-town issues and the Interstate 25 corridor.

As far as aligning with Jefferson and Douglas counties in the proposed CD-7, he said both areas have major funding issues. Thus, Wood felt Clear Creek wouldn’t get any more attention in the new CD-7 than in the new CD-2.

Wheelock agreed with most of Wood’s comments, adding that he believes Clear Creek gets a lot of attention, relative to its population, in the current CD-2.

However, Wheelock stated that the county should remain with its Front Range counterparts rather than being in a district that’s focused on agriculture and destination resorts.

He also felt it would be better for Clear Creek to express its concerns early rather than waiting as Wood proposed.

“Once intellectual inertia gets so far down the line, it’s hard to turn it around,” Wheelock continued. “If we wait, it implies that we don’t care as much, and we’re not as engaged.”

C.J. Dalton, general manager for Convergint, said the reality in the world today makes school security necessary. To that end, employees are given a day off each year to do community service that includes installing the equipment.

“We’re passionate about keeping students safe,” Dalton said.

The Clear Creek School District applied to Convergint to receive the free equipment, upgrades and installation. King-Murphy was one of 80 schools nationwide selected to be part of this year’s program.

Grateful for positives in Clear Creek schools Although the 2020-21 school year was quite a challenge, the last month brought many celebrations!

The Clear Creek School District Board of Education approved a compensation increase for all educators, averaging 5.5% across employee groups. The Clear Creek County Education Association and the Clear Creek School District team worked together to also add an annual stipend for educational professionals who obtain their National Board certification, as well as an addition to the CCSD salary schedule for those who have earned a master’s degree + 75 hours.

What does this mean for students?

Other celebrations include an approved budget for the 2021-22 school year that includes multiple ongoing grants. Increased mental health support, work-based learning, computer science, clean water, school safety and outdoor learning are just a few of the areas our grant dollars support. Sometimes it feels like our eyes are bigger than our stomachs as we go after grants, yet we know

One of the best celebrations recently was the completion of Carlson Elementary’s playground.

A bond project hampered by COVID delays and supply chain issues,

pauses as we agonized over the future of Carlson’s location, and the not surprising surprises that construction projects often bring.

Challenges (finally) behind us, the playground at Carlson in Idaho Springs is now complete with a turf play area, climbing structures, beautiful pathways and more.

It is open to the community (as are all of our playgrounds and fields) whenever school is not in session. We are incredibly grateful for the generosity of the Clear Creek voters who in November 2018 approved a bond that brought more than $5 million in facility improvements to schools. By next summer, CCSD will have delivered more than $6 million in bond projects on the $5 million bond, thanks to grants, bond premiums & interest, capital reserves from the district, in-kind donations and monetary contributions from our local community. Grateful!

In the next few weeks, CCSD is hosting a series of community conversations focused on a potential bond question for this November’s election. What? Another bond as CCSD is finishing the 2018 set of projects? Yes, and it’s a big one: potentially $33 million.

That number is dwarfed, however, when we consider the $71.3 mil-

lion of needed facility repairs and maintenance identified by the state during recent facility assessments.

While it tends to be true in many school districts that needed repairs far outnumber the available resources, CCSD has been more cautious than most in going to voters for tax increases. This has created a long list of needed facility updates and repairs, more than the recent $5 million bond was ever intended to address.

Join us for one of the community conversations, 6-7 p.m. July 13 at Clear Creek Middle/High School; July 15 at Carlson Elementary School; July 19 at King-Murphy Elementary School; and July 21 at Georgetown Community School.

Community input will be essential as the Board of Education considers a bond question. CCSD cares deeply about the success of students; we want the very best for them! A look at the proposed redistricting maps If the initial staff-drawn maps for new legislative and congressional districts are any indication of what final maps will look like, the new redistricting process looks to have much more impact on legislative districts than on those for members of Congress.

While the criteria for drawing new lines does not change dramatically with the new mechanisms voters approved in 2018, the process that requires nonpartisan legislative staff to draw initial maps without outside input has resulted in initial congressional districts that look much more similar to what we’d have expected in previous iterations than is the case for the legislature.

The proposed congressional maps do not put any current representatives into the same districts and with one exception seem to provide very significant advantages for one party over the other. Conversely, the first legislative district maps create

significant opportunities for dramatic changes including the fact that of the 100 districts, 65 in the House and 35 in the Senate, 20 include district lines that place two sitting legislators into the same districts. If the lines Columnist are adopted as currently drawn, which almost certainly will not be the case, it will not lead to elections between sitting legislators in all 20 cases as several of them will face term limits the next time their seats are up.

The first time I watched redistricting carefully was after the 1980 census. It was explained to me that the first thing that was done was to map where all existing members of the General Assembly lived.

incumbents, and there was nothing evil or nefarious. It was just the accepted protocol to start that way.

Lines were then drawn to make sure all districts had the same number of constituents while members of both parties worked to maximize their advantages as much as they could.

There were times when incumbents found themselves in districts together, but they were few and are between.

The new criteria call for equal population with emphasis on respecting jurisdictional boundaries and grouping communities of interest. If possible, as many as practicable districts are supposed to be competitive. Now that the initial maps are drawn and available for public review and comment, a major public comment and participation process begins.

During July and August, there will be 32 public hearings around the state. People may also comment and

make suggestions on the commissions’ websites. Once that is done, and when final census numbers arrive from the federal government, revised maps will be prepared.

The final districts must be approved by super majority votes of the commissions and must include support from Republican, Democrat and unaffiliated commissioners.

Before the districts are finalized, the Supreme Court must find compliance with the constitutional requirements.

While there is a long way to go, the initial legislative maps suggest that if voters wanted the new process to result in fundamentally different legislative districts than would have otherwise occurred, that will likely be the case.

Georgetown saying goodbye to iconic evergreen tree

After so many years and so many memories, losing Strousse Park’s prominent evergreen tree is a little like losing a member of the Georgetown community.

The tree, which has been in the park for 50-plus years and has been a focal point of holiday celebrations, is dying from ips beetles and will be replaced later this year. Town officials want to find a tree that is being removed from another location and plant it at the same time the current tree is removed, which would be in August at the earliest.

On June 30, about two dozen residents and business owners gathered in Strousse Park to bid farewell to the tree.

Resident Pete Werlin recalled how in the summer of 1969, he and his family spent an entire day looking for a tree and eventually brought the white pine back to Georgetown. Later that year, the Strousse Park booths were installed.

Around 1983, Werlin said the tree was sick, and researchers from Colorado State University cured it, which helped it survive almost 40 more years.

“It’s been an amazing tree,” Werlin said.

Police Judge Lynette Kelsey described how the white pine has been the tree community members lit for the town’s annual holiday tree-lighting ceremony every Thanksgiving weekend. She recalled becoming a little teary-eyed some years whenever the community lit the tree and everyone sang “O Tannenbaum.”

Additionally, the white pine was featured in the John Denver movie “The

Strousse Park in 1969 with the newly planted evergreen tree.

Christmas Gift” for its tree-lighting ceremony, long-time resident Cindy Neely confirmed. She described how, when the movie was filmed, the crew decorated it with oversized bulbs.

“This is the center of … lighting the whole town for Christmas,” Neely continued.

The tree has also been prominently featured in artwork of downtown Georgetown, including promotional materials for the annual Christmas Market.

“It’s the heart of the market,” Neely said. “That’s what makes it so difficult to take it down.”

When the town does remove it, though, officials hope to replace it with an Engelmann spruce, which Werlin said can live to be 350 years old. One of the trees in City Park is an Engelmann spruce, he said, adding that he believes it’s one of the oldest trees in the county.

Idaho Springs gives go-ahead for VCMP trailbuilding Trail construction at Virginia Canyon Mountain Park should start in August.

The City Council has $350,000 in grant funding, $29,000 from fundraisers dedicated to the park and will spend about $7,000 of city funds for the work, which includes in-kind services. The city was expected to release a request for proposals to find a trail construction company this week.

The city and its project manager, the Colorado Mountain Bike Association, hope to make a recommendation on who to hire to the City Council at its Aug. 9 meeting.

Assuming the council approves hiring a contractor then, construction could start by mid- or late August, City Administrator Andy Marsh confirmed.

Officials were initially planning to wait until a $400,000 advance on ticket-sale revenues from Mighty Argo Cable Car LLC came through.

However, the company put gondola construction on hold until it can sort out its financial situation as it

filed a lawsuit against its debt fund and a title company earlier this year.

Earlier this year, the city received $100,000 from Great Outdoors Colorado and $250,000 from Colorado Parks & Wildlife to build the first several miles of trail, and has $29,000 from Feast on the Creek fundraisers dedicated to VCMP. At the June 28 meeting, Assistant City Administrator Jonathan Cain stressed that the GOCO and CPW grants were highly competitive, so if Idaho Springs wanted to look better in future applications, it should use those grants as soon as possible.

Mayor Mike Hillman commented: “I was concerned about losing these grants. We had to figure out how to move this project along with very little coming out of city coffers.”

Councilman Chuck Harmon said $7,000 from city funds was “a lot of bang for the buck” regarding VCMP trailbuilding.

director, said he hopes the federal government will authorize those under 12 to receive a COVID-19 vaccine early this fall, but that timeline is still unclear. Even if children were authorized and started receiving vaccines on Sept. 1, they wouldn’t be fully vaccinated until mid-October, he explained.

Some Colorado school districts have already stated they won’t require elementary students to wear masks, which Ryan felt was a premature decision, especially given the Delta variant’s current spread.

“None of those children will be vaccinated when school starts,” he said during a June 29 county commissioners meeting.

He said his department will continue working with the Clear Creek School District to make the best decisions for local students, independent of other districts’ plans.

“The decisions we made last year worked well,” he said. “We were one of the few districts in the state that was (in-person) as long as we were and had as many activities as we did.”

As far as the county’s vaccination rate, Ryan said 62% of eligible residents had received at least one dose and almost 58% were fully vaccinated. He stressed that anyone

who received Pfizer or Moderna vaccines should get their second dose because those who skipped it are susceptible to the Delta variant.

Ryan also noted that, in the two weeks before June 29, all the confirmed COVID-19 cases in Clear Creek were among the unvaccinated.

The county will continue to host weekly testing from 10 a.m.-2 p.m. on Tuesdays near the football field in Idaho Springs.

Sheriff’s Office awards annual scholarships The Clear Creek Sheriff’s Office has awarded $1,000 scholarships to Ceci Davies and Kian Gutierrez, both recent Clear Creek High School graduates, for the 2021-22 academic year.

According to a Sheriff’s Office press release, a citizens committee selected Davies and Gutierrez based on their leadership, merit, character, involvement, purpose and need, among other criteria.

Applicants were required to be full-time Clear Creek County residents who planned to attend a university, college or trade school in Colorado. Funds for the annual scholarships come from the office’s Education Support Program.

by Ordinance No. 6, Series 2021, on second reading by the City Council on May 24, 2021; and WHEREAS, upon annexing property, the City must bring the same under the City’s zoning regulations within ninety (90) days; and WHEREAS, the City Council finds that the Cemetery Property is currently and has historically been used for cemetery purposes, and that such use is desirable and appropriate for the property into the future; and WHEREAS, the City Council further finds that zoning the Cemetery Property as Park and Recreation (P) under the City’s zoning regulations would allow the property to be used only for cemetery, community gardening and other Park and Open Space purposes in the future, in the absence of a conditional use permit; and WHEREAS, the Council finds that zoning the Cemetery Property as P is generally in conformity with the City’s comprehensive plan, will preserve and promote property values in the area, will be in harmony and compatible with the surrounding land uses and present development in the area, and will generally promote the public welfare.
