dents when they are playing craps, for example, which bet has the better payout based on the ratios and mathematical odds, and how to calculate the probability of getting a specific roll of the dice. The game is fast-paced, and students cheer when they win and boo when they lose.

County vaccinates CCMS/HS students The county’s public health department was scheduled to host a COVID-19 vaccination clinic for 84 Clear Creek Middle School/High School students on Monday, May 17.

The county put in a special order for the Pfizer vaccine, which is currently the only one approved for people under 18, as Clear Creek doesn’t have the freezer equipment needed to store the vaccines longterm.

The department will continue to host other clinics with Moderna and Johnson & Johnson vaccines around the county, including in Empire, Silver Plume and the St. Mary’s area.

During the May 11 county commissioners meeting, Public Health Director Tim Ryan commented that his staff wants to make it as convenient as possible for people to get the vaccine.

For CCMS/HS students, Ryan said, “The more kids we can get vaccinated, the more life in and around school can get back to normal.”

Ryan also conjectured that once the federal government fully authorizes COVID-19 vaccines, rather than the current emergency authorizations, schools will mandate students be vaccinated for COVID-19 just like anything else.

He emphasized that the vaccine not only drastically reduces a recipient’s chances of contracting COVID-19 but dramatically reduces the possibility they can spread the virus

and infect others.

As the county works with state officials to get a more accurate count of how many residents are vaccinated, as Ryan believes the current 36% is an undercount, the commissioners stated they wanted to revisit the countywide mask order.

They were scheduled to discuss whether to require masks outdoors at the May 18 meeting.

Clinic construction remains on-schedule County staff and consultants said construction at the collaborative care center in Idaho Springs remains on schedule if not a little ahead of schedule.

The entire building and common areas should be completed in early July, consultant Jim Pisula said on May 11.

After completing its punch-list items, Clear Creek will likely host a joint grand opening with Centura Health in late August or early September.

Centura Health’s primary care clinic will occupy most of the first floor, and Clear Creek County will have most of the second floor for health and human services work.

School district officials continue to mull bond request, Idaho Springs elementary school

The Clear Creek school board continues to struggle with whether to ask voters for a bond measure in November and what to do with providing a new elementary school in Idaho Springs.

Board members wrestle with how big a bond should be, noting that a $30 million bond ask would only net the district about $18 million to spend, which would barely pay for a new elementary school — whether Carlson Elementary is remodeled or the former middle school called Building 103 is reconfigured. That would leave little additional money for the other approximately $6.1 million in projects that need to be done at the district’s three other school buildings and the bus barn in the next five years.

However, the $6.1 million project list is not “won’t even scratch the surface,” of needed district projects, warned Superintendent Karen Quanbeck at the school board work session, May 13.

Quanbeck said that only needed district projects under $1 million were included in the $6.1 million list.

Board members wondered if they should wait until 2022 for a bond ask rather than rushing to make a decision by early August to meet the state’s timeline for putting bond questions on the November ballot.

The board discussed using grants to help offset costs for some of the more immediate needed repairs.

The board will likely have to decide how to proceed with the Idaho Springs elementary school before it can decide on other projects what would be part of the bond request.

The state requires that bond requests specifically state how the money will be used.

To help provide clarity, the board has asked that its consultants — one on district buildings and the other on the bond — attend the board’s work session at 11:30 a.m. Thursday, June 10, to discuss their concerns.

The school board also discussed wanting the district to get to the point where once it received a bond from voters, it would ask to renew that amount every five years with

detailed plans for building construction and repairs.

Carlson vs. Building 103 The District has three options for a new state-of-the-art elementary school in Idaho Springs.

They could remodel the 82-year-old Carlson building, or there are two options for Building 103: remodeling the existing building, though probably only two of the four floors at the outset, or demolishing most of the existing building and constructing a new section.

While the demolition/renovation option is more expensive, it solves problems like providing Americans with Disabilities Act accessibility, providing easier technology access because the existing building is concrete and not conducive to wireless networking, and be safer because it would get rid of the many doors in the existing building.

Projects at district buildings The list of improvements at Clear Creek High School/Middle School includes kitchen and theater improvements, flooring replacement, security improvements, mechanical upgrades and a backup generator, and stadium lighting totaling about $2.1 million.

Georgetown Community School’s list includes kitchen, mechanical and security improvements, siding replacement, flooring replacement and concrete repair/replacement totaling $770,000. The list does not include an estimated $600,000 to complete roof replacement. The GCS list is incomplete because district officials have not spoken with GCS officials at the public charter school about other needs.

Carlson needs $1.3 million in immediate improvements if the district doesn’t move toward a new school: kitchen improvements, mechanical upgrades, flooring and roof replacement, door and door framing replacement and a backflow preventer.

King-Murphy’s improvements are listed at $1.85 million including roof and flooring replacement, kitchen improvements, a prekindergarten classroom expansion, mechanical upgrades, security improvements and door hardware replacement.

Even though the bus barn and maintenance facility in Idaho Springs is expected to be sold to Four Points Development, until that happens, the building also needs repairs totaling $75,000: maintenance equipment, abatement, plumbing repair and furnace replacement.

Idaho Springs continues public hearing for Habitat townhomes Community raises concerns about shade, road conditions

The Idaho Springs City Council has unanimously continued the public hearing for an eight-townhome project to investigate residents’ claims that the project would worsen road conditions.

Blue Spruce Habitat for Humanity has applied to build eight incomerestricted townhomes for workforce housing at 1628 Virginia St. behind the St. Paul Catholic Church parking lot.

The four duplexes with 20 total parking spaces would be along Virginia Street. The exteriors would be mostly pre-fabricated, so much of the volunteer work would be on the interior, Blue Spruce representatives said.

During the May 10 City Council meeting, city staff members said this final development plan meets all the criteria for approval, including the Residential-3 multi-family zoning.

However, community members raised concerns that the 31-foot-tall buildings would make an already dangerous intersection even worse, describing 16th Avenue and Virginia Street as “a blind corner.”

The City Council continued the hearing to June 14, with the coun-

cilmen saying they wanted more information about possible impacts.

Mayor Mike Hillman suggested the council could visit the site to see the intersection firsthand.

“Once these townhomes are built, there will be no opportunity to straighten out 16th (Avenue),” resident Rick Scott said. “I don’t think the steepness of 16th (Avenue) was accounted for in this project. … You need to come up with a solution to this intersection first before going through with this project.”

Resident Christina Wienke said the buildings’ shadows will impact Wall Street traffic.

“It will keep that slope slippery all winter,” she said.

Molly Wheelock, a representative for Blue Spruce, confirmed that the buildings will cast a shadow onto Wall Street, saying, “I don’t think we can prevent that even if we have a one-story building.”

City staff clarified that a shade study can be required for some projects but is not required for duplexes.

If the City Council wants to require that for any future duplex project, it must change city code.

Blue Spruce’s application has been in the works for at least two years as it first had to receive variances to fit the homes on the very shallow site.

Wheelock said Blue Spruce has worked to address the community’s concerns, such as moving parking from the back of the property to the front and decreasing the density from three buildings of three units to four buildings of two.

asset for working families in Clear Creek County,” she continued. “… I understand that there’s sliding (on Wall Street), and it is a dangerous road. But, I don’t think the dangers of managing that road should fall solely on the applicant.”

Councilman Chuck Harmon said that the application technically met all the requirements in city code for approval, but he and his colleagues were uncomfortable with approving it after hearing residents’ concerns.

The councilmen clarified they weren’t opposed to affordable housing projects or Habitat for Human-

ity, with Hillman saying the organization “does good work.” However, they felt obligated to investigate the impacts both for the residents already there and for the prospective townhomes’ residents.

Councilman Jim Clark stated that former Police Chief Chris Malanka described the 16th Avenue and Virginia Street intersection as the most dangerous one in town, adding, “If we allow (this project) just because it says so, it seems like we’re putting ourselves into a bad position if something happens.”

Carlson Elementary’s secretary, principal retire after a combined 75 years in education

If Tina Harkness’ third-graders are any indication, Carlson Elementary students will miss Rita Williamson, the school’s secretary, and Principal Marcia Jochim next school year.

The two are retiring this summer after a combined 75 years in education.

`It’s been wonderful’ “(Williamson) is a nice lady, and I’m sad she’s leaving,” third-grader Reina Murrieta Clark said.

Classmate Blake Sigward said he likes Jochim, commenting, “I’m cool with her and she’s cool with me.

We’re friends.”

Blake said Jochim helped him with a bully on the playground last year, and Reina and classmate Phebe Flenniken both recalled Williamson’s kindness, especially when they were injured.

Harkness also said she’s grateful to both Williamson and Jochim for all they’ve contributed to Carlson and the Clear Creek School District, describing both women as helpful and hard-working.

Williamson started working at Carlson 22 years ago, and has held several jobs at the school in that time. She’s been an instructional assistant, a kindergarten aide and — for the past 12 years — a secretary in the front office.

“I love this job,” she said. “I love working with the kids and parents.”

Once she retires from Carlson this summer, she will stay in the area for another year or so, she estimated. However, long-term, she wants to spend more time with her children and grandchildren in Montana, Virginia and Texas.

munity and getting to know all the families.

She especially liked working as a kindergarten aide, saying it was her favorite job at Carlson.

“The kids used to come in not knowing how to use scissors, and by the end, they’re reading and writing,” she continued.

Williamson said she really hopes whoever succeeds her as secretary likes the job, as it involves wearing a lot of hats, so to speak.

Weather and wildfire Weather plays a major role in the birth, growth and ability to control a wildfire. Drought leads to extremely favorable conditions for wildfires, and winds aid a wildfire’s progress — weather can spur the fire to move faster and engulf more land and homes. Wind can also make the job of fighting the fire even more difficult and dangerous. There are three weather ingredients that can affect wildfires: • Air Temperature • Wind • Moisture Air Temperature Air temperature has a direct influence on fire behavior because of the heat requirements for ignition and continuing the combustion process.

This heat warms up the surface of the earth, and the atmosphere close to the surface is in turn warmed by heat reflecting from the surface. For this reason, wildfires tend to rage in the afternoon, when temperatures are at their hottest.

Forest fuels, which include our homes in the Wildland-Urban Interface (WUI), receive heat by radiation from the sun, and less heat is required for ignition. The differential heating of the earth’s surface is the driving force behind most of the influences on the atmosphere. When sunlight strikes a solid object such as trees, grass or your home, the fuel is warmed. The surface absorbs some of the heat and reflects some in long-wave radiation that is absorbed by the water vapor in the air, thus raising its temperature as well.

Fuel temperatures also affect a wildfire’s rate of spread. Warm fuels

will ignite and burn faster because less heat energy is used to raise the fuels to their ignition temperature.

Fuels exposed to sunlight will be warmer than the fuels in shade.

They will also be drier. A quick look to our foothills will identify this effect. The fuels on the north-facing exposure are cooler in the shaded areas.

Fires also burn more intensely in the afternoon. The temperature is the highest at that time resulting in higher fuel temperatures. Consequently, less heat is needed to raise the fuel to its ignition temperature.

At the same time, rising temperatures result in decreasing relative humidity and fuel moisture.

Wind Wind has a strong effect on fire behavior due to the fanning effect on the fire. Wind can change direction and intensity throughout the day. Abrupt changes generally occur during the afternoon when atmospheric conditions are most unstable, further increasing safety risks associated with wildfire.

Wind is important to homeowners and firefighters alike because of three influences it has on fire behavior: • Supplying oxygen for the combustion process.

• Reducing fuel moisture by increasing evaporation.

• Exerting pressure to physically move the fire and heat produced closer to fuel in the path of the fire and carrying burning embers, firebrands, ahead of the fire.

LETTER TO THE EDITOR Four Points transparency Four Points recently withdrew their Development Application for the Digger Field and Bus Barn development to allow them to talk with public officials freely. When will they talk with the public freely? No rules against that. I am still waiting to see this “transparency” we were promised last year.

When I first saw Four Points’ resume at the online School Board meeting what jumped out at me was that some of their partners are venture capitalists (VC). A typical VC capital requirement is to get 10 times your investment within 5 years. Which works for something like the iPhone but not real estate.

That is one level from Tony Soprano money. Of course, Four Points is not applying VC expectations but I fear

burning more rapidly. It also removes the surface fuel moisture, which increases the drying of the fuel. Air pressure will push flames, sparks and firebrands into new fuel.

By pushing the flames closer to the fuel in front of the fire, the fuel is preheated quicker because of the increased radiant heat. More of the fuel becomes available for combustion since it is drier and can reach ignition temperature quicker.

Wind may cause the fire to crown into the top of the trees and to jump barriers that would normally stop a fire. Wind can carry sparks and firebrands ahead of the main fire.

Wind generally increases evaporation from damp surfaces by carrying away moist air and bringing in drier air. The major fires in Colorado in 2012 – Waldo Canyon and High Park – were driven by extreme winds.

Moisture Relative humidity (moisture) is the ratio of the amount of moisture in the air (in the form of water vapor) compared to the amount that the air can hold at the same temperature and pressure if it were saturated. A relative humidity of 95 percent (not often seen in Colorado) indicates that the air is nearly saturated with almost all of the water vapor it can hold. The air is much drier when the relative humidity is 30 percent, as compared to 100 percent.

Moisture is exchanged between the air and nearby objects, including dead and live fuels. For example, at low relative humidity the moisture moves out of fuels to the air, and thus, drying occurs. At high relative

humidity the dead fuels retain most moisture, i.e., less moisture moves out of the fuel into the air. When a fuel has more moisture, it is harder to ignite and burn. The dry climate of Colorado can dry out fuels on hot, windy days to the level of kiln-dried lumber purchased at a lumber yard.

The relative humidity of the air changes faster than an entire fuel particle can exchange moisture with the air. Fine fuels (such as grasses) can experience significant changes in moisture levels within an hour or two of large changes in relative humidity, whereas coarse fuels (large trees) require longer exposure to change moisture levels.

Understanding how weather affects fires can help firefighters predict how to cut off a fire from spreading, where to attack the fire, and how to put it out. Although some factors can be quite unpredictable — such as changes in wind direction and speed — there is still merit in understanding the relationship between weather and fires.

Firefighters used this knowledge to predict how a wildfire will grow and spread. Being able to predict the risks of wildfire is also useful to authorities as they can send out alerts during hot, dry days. At times, fire regulations may be put into place to prevent fires from ever starting.

For instance, if fire danger is high, campers will be prohibited from lighting campfires until the danger has subsided. This increases safety and reduces the need for extra resources for fighting potential fires.

In order to get higher rates of return you need higher building density and prices. This does not fit the more intimate scale and affordability of the Clear Creek Community. A good guide to nearby mountain adventure There is nothing inappropriate in venturing in the outdoors on your own, after all the whole outdoors world suggest a sense of adventure and offers exploring the unseen, the unknown, the new. `An ugly win’

Clear Creek soccer shuts out Twin Peaks 10-0

The May 13 game against Twin Peaks may have been an ugly win for the Clear Creek girls soccer team, but it was a win nonetheless.

The first 15 minutes involved a lot of brutal back-and-forth, but once Clear Creek freshman forward Rylie Young scored her first goal the rest was history.

The Golddiggers maintained pos-

session most of the game and scored 10 unanswered goals on Twin Peaks — five by Young and three by junior Breyda Spinner.

The final goal triggered the mercy rule, ending the game 13 minutes early. Clear Creek won 10-0.

Twin Peaks from Longmont, a conference foe, drops to 0-2 with the loss.

“It was an ugly win,” Coach Dan Ebert said.

He described how Twin Peaks’ players clumped together during the game, which prevented Clear Creek from syncing like normal.

disturbed Clear Creek’s play.

“It was a very physical game,” Ebert said, adding that tempers flared on both sides.

Young and junior midfielder Maxine Inman both felt that, despite the scoreboard, Clear Creek underperformed.

“We played down to their level,” Inman continued.

Inman said she and her teammates need to work on turning out against the defense rather than turning in.

While Young said it felt good to score five goals, she hadn’t played her best. She didn’t have as many assists as she would’ve liked, partly

because she played midfield much of the game, which isn’t her strong suit.

In the first three games of the season, Young has scored 11 goals, according to Ebert. He said the Golddiggers will need to maintain that type of firepower and stay healthy throughout the rest of the season as they face some of the best 2A teams in the state.

The May 26 home game against top-ranked Dawson will be a mustsee for soccer fans, Ebert said.

The 3-0 Clear Creek team was scheduled to play at Loveland Classical Tuesday, after the print deadline.

Berg created the gambling-probability unit because he worked in casinos after college and said math came alive for him as he thought

about the math principles involved.

The freshmen, sophomores and juniors in the precalculus class played craps on May 13 while the seniors took their final exam. The non-seniors agreed that it’s been fun to learn the games and to figure out how well they will do based on probability. They called the games handson learning, making understanding math easier than just filling out worksheets.

The group explained that in a real casino, the casino has the advantage in table games, and they also agreed that gambling was very risky.

“If you don’t play smart,” freshman Collin Hendrickson said, “it’s not going to go well. You have to learn to cut yourself off, so you won’t lose.”

Junior Sean Mauracher added: “Not all days are good. You don’t want to make impulsive decisions.”

Junior Mia Triplett called the gambling math lessons something she’s never done in a school class, noting that calculating the probabilities was much more complex than she imagined.

Sophomore Breyda Spinner called the unit a great way to end the school year.

“It’s interesting knowing that you can play better when you know probability,” she said.

I participated in volleyball since freshmen year.

What are your plans after graduation?

What memorable moment during the pandemic instilled a key value in you?

The moment I realized I got Peters separated from my friends put me into a different state.

I didn’t have the motivation I once had before the pandemic. When I heard we

were going back in person, it brought me back to life and now I am graduating high school and have a set path down the road.

What three adjectives describe your outlook going forward?

Motivation, kindness, and gratitude.

What do you see as your graduating class’ mission to better the world?

To help ourselves and others succeed.

Duncan Emmons Clear Creek High School Tell us a little about your high school career: Clubs, sports, activities and things you participated in during high school.

I have played football in 9th and 10th grade, basketball 9th through 11th grade, track and field 9th through 11th grade (got cut off by Covid), and participated in the Fall Plays 10th through 12th grade.

What are your plans after graduation?

I plan to go to University of Wyoming, where I will pursue a bachelor’s degree in Theater.

What memorable moment during the pandemic instilled a key value in you?

During the first month of quarantine I remember missing seeing people, and be able to socialize and live the way that I had before quarantine. During this time I realized that I Emmons had continually undervalued other people and the joy I get from connecting with them.

This realization pushed me through quarantine with the goal of being able to take full advantage of seeing other people again, and enjoying my last year in high school. The stress and disconnection from quarantine made me value every time I am able to see another person, and view every occasion to be social as a prize that has been earned.

What three adjectives describe your outlook going forward?

Positive, hopeful, and determined.

What do you see as your graduating class’ mission to better the world?

I see my senior class’s mission as spreading awareness and making the United States more progressive, forward thinking and inclusive, especially with the LGBTQ community. A big movement this year within our school was the Black Lives Matter movement, where in each class we had discussions and spread awareness of the struggles that ethnic people suffer everyday. Those discussions pushed myself, and likely many others to join the movement, and support the peaceful protests and petitions.

I’ve been in the Young Rotarians club since sophomore year and my senior year I became the president. We would organize social events for the community along with fundraisers and donating clothes and necessity items to the homeless community. I’ve also participated in planning events with student government and working

on activities with them, like homecoming and week without hate.

Throughout high school I played soccer, ran track, participated in Key Club, National Honor Society, and Foosball Club. I also interned as a Park Ranger for Jeffco Open Space and continued to volunteer as a Park Patroller for JCOS. What are your plans after graduation?

Montana State University, Double Major in Snow Science and Applied Mathematics What memorable moment during the pandemic instilled a key value in you?

Earlier this year, I hit a Pandemic Wall with all the zoom meetings, online school, online clubs, online everything.

I never thought I would have difficulty pushing through each day, each assignment, each session on the computer, but there I was. The most memorable moment for me was when Jeffco decided Gale we could return to in-person learning. From that point on I rebuilt my interest in learning, my ability to focus through adversity, and my goals for the future. I learned that, at my core, I am not necessarily indestructible, but I am definitely strong, resilient, and self-aware.

What three adjectives describe your outlook going forward?

Determined, wiser, optimistic.

What do you see as your graduating class’ mission to better the world?

Based on the colleges and degrees

my classmates have posted, I think my graduating class hopes to make the world a better place by finding roles that contribute directly to helping others.

My classmates are heading towards nursing, education, environmental, and engineering programs. For my part, I plan to attend Montana State University and earn a degree in Snow Science and Applied Mathematics. Although snow covers a small portion of the Earth, it impacts climate, weather, ecology, water use, wildlife, and people. As we saw in last summer’s wildfires, water resources are critical to our community. The more we understand our snowpack and snow accumulation, the more strategically we can design manage water use throughout the Rockies. I believe Snow Science will be on the leading edge of climate science and solving issues across communities, and I hope to be a part of that journey.

Camden Steber Evergreen High School Tell us a little about your high school career: Clubs, sports, activities and things you participated in during high school.

I participated in the the Engineering Club at school to help the look at different aspects of engineering and help understand it in the day to day lives of everyone. I also enjoyed chess club, eventually leaving due to the teachers inability to continue the club.

I worked hard at my job to make some money for post-secondary endeavors.

Most nights I would try to work to keep saving up for college. While not working, I liked to play basketball with a club team in Lakewood, playing with Gold Crown Basketball just to improve my abilities and have fun. I also participated in my local youth group with my church.

We did many community service events and activities that always helped to provide for the community. I was admitted to the National Honors Society and provided volunteer hours for the betterment of our community.

What are your plans after graduation?

I plan to pursue further education at the Colorado School of Mines in the Fall. I plan to go into either Chemical Engineering or Biomedical Engineering.

While at Mines, I also plan to become a certified EMT, as I am a certified EMR provider (Emergency Medical Responder)

and would love to learn more about the work they do and even gain some of the skills they have. After Mines, I plan to pursue Medical School, and going in for Anesthesiology. I hope to join the medical field one day.

What memorable moment during the pandemic instilled a key value in you?

Understanding and respect. Working at a grocery store throughout the pandemic, I saw many different people come in to buy different things. Each person I checked out all had different items, and some payed different ways. Some had cash, others had credit cards, some wrote checks, others had food stamps.

However, throughout the pandemic, I saw as more and more people begin to use government assistance than ever.

Normal people also began to have most if not all of their social interactions with the people at the grocery store. I began to try to bring in people and learn about them. I tried to understand what hardships they may have gone through.

What three adjectives describe your outlook going forward?

Ambitious, sensible, and empathetic.

I choose ambitious as I believe that we should always strive to live the best life possible and always works towards a better tomorrow. We should never be afraid of what may happen and must always

be ambitious and work towards our own success.

Sensible, as moving forward I must try to look at life and things in a more realistic manner and take into account all sides of the problem and be a more rational thinker.

The last one, and most important one, is empathetic. The trait of empathy and the ability to be empathetic are very important. Moving forward, being empathetic will help me to connect and work with others. I hope to instill this in my day to day life.

What do you see as your graduating class’ mission to better the world?

It should be to promote unity between people and embrace the people that they are surrounded by. Our world today has become so divided and individualistic.

Everyone has turned to their phones and devices, finding solace in apps that were originally made to connect people. So much of our world has moved onto these platforms and forgotten about the natural world around them. We no longer talk as we once did as a species.

I believe that we can do better. We can reconnect with one another. We can try to understand one another and talk rationally together. We as Coloradans should know just how beautiful the world is. Surrounded by nature brimming with life and beauty, we have so much to love. Put down your phone, go outside.

Loraine Swartz, the school’s instructional coach/librarian who was named Carlson’s new principal last week, said Williamson has been a wonderful connection to the community.

Swartz and Jochim particularly praised Williamson’s compassion, saying she always takes care of Carlson’s teachers and ensures new staff members feel welcome. Plus, Jochim added, she has a real nice way with children.

“The only time I didn’t want to come to work was the day I knew she would be absent,” Jochim continued.

Marcia Jochim Jochim’s first job in education was as an art teacher at 20 years old.

Since then, she’s been a teacher

and then principal in California, Idaho and Colorado for a combined 53 years. Before arriving at Carlson, she was principal at Bergen Valley Elementary School and KingMurphy Elementary School, both in Evergreen.

“In every place I’ve worked, I’ve learned something,” she said.

During her 13 years as Carlson’s principal, Jochim said she’s loved working with everyone. The staff members are dedicated, the students are resilient, and the parents are supportive, she described.

Plus, the community has been incredible in supporting Carlson’s various projects, including donating thousands of dollars to the school’s new playground, which she said remains a highlight from her time as principal.

Once she retires, Jochim is looking forward to gardening, camping and fishing more. Also, her first grandchild is only a few weeks old, so she hopes to spend more time with her family.

Williamson and Harkness both described Jochim as an excellent principal who supports staff and students. Harkness, who first worked with Jochim at King-Murphy, said she’s been a leader who empowers others to use their strengths and who works with her staff side-byside.

“She’s an elegant lady who’s tough,” Harkness continued. “She loves to learn, and that helps us (teachers) to want to learn. too.”

Swartz commented that Jochim

is leaving big shoes to fill and that she’s grateful for her mentorship.

“I’m thankful for her helping me grow my leadership skills,” she said. “ … I’m overjoyed with the opportunity to lead our school.”

Ultimately, both Williamson and Jochim said it’s been a privilege and an honor to have worked at Carlson for so many years with such amazing people.

“Altogether,” Williamson said, “it’s been wonderful.”

Police Blotter: Crime Calls from May 3-9 Monday, May 3 — Georgetown police responded to cold assault call in the 2100 block of Argentine Street. One person was issued a warrant in the case.

Tuesday, May 4 — An Empire officer conducted community relations along Sunny Avenue by meeting with a property owner about a proposal to build a home on the lot.

Tuesday, May 4 — Idaho Springs officers were dispatched to 2300 block of Virginia Street for a report of multiple vehicles being broken into. One vehicle had $2,000 worth of tools and camping equipment stolen from it; another was broken into but nothing was taken; and a third was broken into and the ignition cylinder was broken and had a broken screwdriver head in the key slot. Officers suggested that the third vehicle’s owner call a locksmith or have the vehicle taken to a dealership to be fixed.

The estimated cost to fix the ignition is $500. The case is inactive pending leads.

Wednesday, May 5 — Idaho Springs officers were dispatched to a construction site for a report of a cold burglary. The site manager reported two large propane tanks, space heaters, and multiple tools had been stolen. The items were estimated at $1,000. Officers have requested extra night patrols of the site. Case is inactive pending other leads.

Wednesday, May 5 — Sheriff’s deputies responded to a protection order violation along Park Avenue in Empire. A man reportedly entered the residence unlawfully as it was in violation of a protection order. He apparently left before deputies arrived, and the Sheriff’s Office obtained a warrant for his arrest. Empire police followed up on the call later in the week.

News briefs Miner Street Market is underway Idaho Springs has closed Miner Street downtown to vehicle traffic, as businesses set up for the Miner Street Market.

The cross-streets remain open.

The market will have an official grand opening on May 28. It will feature live music on Tuesdays and Thursdays as well as cornhole tournaments on Mondays throughout the summer.

Georgetown board appoints Ward III selectman The Georgetown Board of Selectman has appointed Richard Barrows as a selectman for Ward III. Barrows has lived near Georgetown Lake for 20 years and is the director of the Denver Broncos Boys & Girls Club. He’s married with two daughters who’ve gone through the Clear Creek schools, and enjoys running, fishing and mountain biking.

Barrows said he wants to use his experience to help the town, adding that he’s worked on everything from budgets to special events.

The board unanimously approved his appointment during its May 11 meeting.

The Ward III seat was vacant when no one signed up to run in last month’s election, and the board invited residents to express interest before April 30.

Town Administrator Kent Brown stated that Barrows and Janessa

Last year, the city’s March revenues were only $186,300 because of COVID-19 closures and the initial stay-at-home order.

So far, the city’s year-to-date numbers are almost 15% better than they were at this time last year. However, that data includes November and December 2020 sales tax revenues, as the city receives them from the state on a two-month delay.

Idaho Springs announces new city planner Idaho Springs has hired Jerad Chipman as its next community development planner. He starts June 1, the city announced Friday.

Chipman most recently served as a planner for Montgomery, Illinois, for 13 years, and has certification from the American Institute of Certified Planners, according to a city press release. He has a bachelor’s degree in community and regional planning from Iowa State Univer-

sity.

“Jared impressed the (city’s) selection board with his breadth and diversity of experience in the municipal planning profession,” Mayor Mike Hillman said in the press release. “He demonstrated that he had researched the City of Idaho Springs, and that he would be a good fit for our community’s planning and development needs.”

Since former planner Alan Tiefenbach resigned last spring, the city has contracted with Community Matters, Inc. to consult as its planner.

Springs’ March sales double last year’s March 2021 looked doubly better for Idaho Springs than March 2020.

In the city’s latest sales tax report, provided by Clerk Diane Breece, the city’s sales tax revenues for March 2021 were 56% better than last year’s.

Georgetown hires marketing/events manager Georgetown has hired resident Jenn Hisle as its new full-time manager of marketing and events.

The Board of Selectmen approved a contract with Hisle during its May 11 meeting.

The position was previously a part-time events coordinator.

However the Business Promotions Commission recommended making it full-time to help with retention and to complete promotional work BPC board members were doing as volunteers.

Hisle, who is originally from Minnesota, has 20 years of experience in sales, marketing and eventplanning. She moved to Georgetown about a month ago, and previously lived in Idaho Springs and the Evergreen area.

“This is my home now, and I don’t plan on leaving,” Hisle told the selectmen.

Colorado ends mask rule for many indoor spaces With proof of vaccination, masks also not required in prisons, health care facilities; schools set own rules

After 10 months of living under a statewide mask order, Coloradans saw a major step toward ending the requirement to wear masks in public spaces announced by Gov. Jared Polis, who made a point of emphasizing his maskless appearance.

“Today, I got to walk into our press briefing room without a mask, and it feels wonderful,” Polis, who is fully vaccinated, said during a May 14 news conference.

The governor announced changes to Colorado’s mask order following updated guidance by the federal Centers for Disease Control and Prevention as of May 13 that says fully vaccinated people no longer need to wear a mask or physically distance in any setting, except where required by law or regulations, or local business and workplace guidance.

“This has been a long, hard year for Coloradans, and it ain’t over yet, but we’re almost there,” said Polis, who added that while the pandemic isn’t done, vaccinated Coloradans can begin approaching it differently.

Colorado is making a move from a mask-wearing requirement to

“guidance,” Polis said. That means for those not vaccinated yet, state officials suggest — “not order, but suggest,” Polis said — that they continue to wear a mask in indoor settings around others.

In some settings, Colorado will still require masks unless people can prove they are vaccinated.

Those include prisons and jails, health care facilities, and schools, Polis said.

Businesses will choose whether to require masks on their own, and Polis anticipated that many will continue to ask that customers wear masks for entry.

“I’m going to bring my mask in my pocket, and when asked, of course, as a matter of respect, I’ll put it on,” Polis said, noting that may be the case in grocery stores.

Some businesses may have worker safety in mind for those that haven’t been vaccinated yet, Polis added.

Decision falls to schools In school settings, vaccinated Coloradans — including children who are eligible for a COVID-19 vaccine — may remove masks where the teachers or caregivers have provided proof of fully completed vaccination to their employer. But ultimately, allowing students and teachers to go maskless will be up to school districts, according to a fact sheet on the mask order.

When asked about school officials who say they’re not allowed to inquire about vaccination status, Polis said only people who can demonstrate they’re vaccinated can go without masks.

“If the teacher chooses to demon-

strate they are vaccinated, they’ll no longer need to wear masks,” Polis said.

Proving vaccination status The governor briefly touched on the debate over COVID-19 “vaccine passports” — paper or digital forms certifying that a person has been vaccinated against COVID-19 — saying Colorado officials do not believe there’s “any comprehensive way” to have a state vaccine passport system.

“It violates people’s privacy — there’s no practical way to implement it,” Polis said, noting some establishments may ask for vaccination status and some may have an “honor system.”

An earlier update to Colorado’s mask order on May 2 had said people are permitted to remove their masks in certain indoor spaces if 80% of the people in the space have shown proof of vaccination.

That exemption did not apply in places including schools, child care centers, indoor children’s camps, public-facing state government facilities, prisons and health care settings, according to the governor’s office.

A person can show proof of vaccination by showing their vaccination card, a picture of the vaccination card on a cell phone or a copy of their immunization records, according to the governor’s office.

In July of last year, Polis signed Colorado’s first statewide mask order generally requiring masks to be worn in all public indoor spaces.

The governor has extended the order every 30 days since then, accord-

ing to a state fact sheet.

Transportation, exemptions Individuals 10 years old and younger and those who “cannot medically tolerate” a face covering are exempt from the mask order.

People still must wear masks on public transportation. Federal law says that people must wear a mask on planes, buses, trains and other forms of public transportation traveling into, within, or out of the United States, and in U.S. transportation hubs such as airports and stations, according to the fact sheet.

That is true for both vaccinated and unvaccinated people.

Large indoor events still limited On the heels of the state’s COVID-19 “dial” of restrictions expiring in mid-April, Colorado issued a public health order that maintains some limits on large indoor gatherings.

Under the order, event venues may apply to their local public health agency for a “variance,” or permission, to exceed 500 people, which needs to be finally approved by the state public-health department.

Polis on May 14 announced the state is extending that public health order to June 1.

“I expect this will be one of the final if not the final phaseout of these mechanisms,” Polis said.

funding, which is facing a multimillion dollar shortfall over the next several years.

County officials are still exploring whether Clear Creek should go for a mill levy increase, a sales tax increase, both or neither on the November ballot.

During the May 11 meeting, Commissioner George Marlin said one constituent told him their property experienced a 50% increase in assessed value since the last evaluation two years ago.

“We might need to dig into the results of this most recent assessment,” Marlin said, adding that he’d like the county assessor to give an

overview at an upcoming meeting.

He emphasized that, if Clear Creek ultimately goes for a mill levy increase and/or sales tax increase to fund Road & Bridge, it needs to get the number right so it doesn’t ask for too much or too little.

In the meantime, Road & Bridge Director Karl Schell said his department is looking at a longer list of projects than previously estimated.

Along with typical maintenance, Schell said his staff has identified several bridge projects, rockfall mitigation work areas and problem intersections that will need to be addressed in the coming years.

Keith Montag, outgoing county manager, said he and the finance staff would examine whether property tax projections have changed with the latest assessment and bring findings back to the commissioners.

Tiny Town has its own post office, although it does not accept large packages.

“They come back year after year,” Nedoma said, herself in her 21st year at Tiny Town. “Some of them have been here longer than me!”

Eric Witulski, a seasonal employee now in his 13th season, was busy set-

ting up the gift shop with Bettiann on a sunny afternoon last week. After missing out on a season of work, he said he was happy to be back and expecting a busy summer.

“I think everybody who lives nearby and has kids should check it out,” he said.

Tiny Town was first opened in 1915

by George Turner. Originally named Turnerville, it survived the Spanish Flu pandemic of 1918.

Construction continues on the collaborative care center in Idaho Springs on May 12. The building is scheduled to be mostly done in early July, and a grand opening in late August or early September has been discussed.

On top of the current pandemic, Tiny Town has also had to deal with vandalism over the last few months.

Nedoma said overall, though, public support for Tiny Town has been heartening. She set up a fundraiser to support Tiny Town through the pandemic, which raised more than $30,0000 in donations and helped pay

the bills last year.

“Without that, who knows,” Nedoma said.

The future looks good for Tiny Town, according to Nedoma, with several day camp organizations already scheduling time to come up.

“Kids love this place, and they’ve been cooped up inside, staring at screens,” Nedoma said. “They just need to get outside.”

The primary industrial water supply for the surface facilities at the Henderson Mine is diverted from Butler Gulch, a small tributary of West Fork Clear Creek. Supplemental water is also diverted as necessary from the mainstem of the West Fork.

In addition, Henderson diverts surface water rights from Woods Creek, a tributary to West Fork Clear Creek, for industrial purposes associated with the URAD water treatment facility, which treats all of the mine and seepage waters associated with the Henderson and inactive URAD mines. A map depicting the general location of the Henderson Mine and relevant structures is attached as Exhibit A. By this application, Henderson seeks to relocate a diversion point on Woods Creek from the current decreed location, to a diversion location 616 feet upstream of the existing location. 3. Decreed Water Right for which Change is Sought. 3.1.

Name of Structure. Clear Water Diversion_. 3.2.

Date of Original Decree. The Clear Water Direct Flow Right was adjudicated in Case No. 98CW398 on November 8, 2000. 3.3. Legal Description of Point of Diversion. Located in an unsurveyed area which appears to be in the SE 1/4 of Section 30, Township 3 South, Range 75 West, 6th Principal Meridian, Clear Creek County, Colorado. The proposed change does not include any other changes and there are no intervening surface diversion points, inflows, or instream flow rights between the current actual point of diversion and the changed point of diversion, which is on the Subject Property. As such, the requested change will not injuriously affect any vested water right or decreed conditional water rights. The requested change will also not result in any increased consumptive use because the Applicant will continue to divert the amount originally decreed for the original decreed purposes. 5. The decree in Case No. 17CW3185 reflects that total storage between the Lebanon Mill Reservoir and GLRR Cistern under the water storage right decreed in Case No. 06CW37 will not exceed 1.65 acre-feet, with right to continuous fill and refill up to 3.3 acre-feet annually. Outline of work completed toward diligence: The diligence period for the Lebanon Mill Reservoir conditional water storage right described in paragraph 2 is April 2015 to April 2021. “When a project or integrated system is comprised of several features, work on one feature of the project or system shall be considered in finding that reasonable diligence has been shown in the development of water rights for all features of the entire project or system.” §37-92-301(4)(b), C.R.S. The Lebanon Mill Reservoir, GLRR Cistern, Lebanon Mill Well, decreed appropriative rights of exchange, and Georgetown Loop Well together constitute features of an integrated water supply system designed to provide a sufficient and reli-

able water supply at the Georgetown Loop Railroad. A detailed outline of what has been done toward completion or for completion of the appropriation and application of water to a beneficial use as conditionally decreed, including expenditures, during the previous diligence period follows.

This list is not intended to be exclusive and may be supplemented by additional evidence. a. CHS has undertaken many actions in beginning the process of permitting the Lebanon Mill Dam. These actions include a physical and topographic survey of the Lebanon Mill Dam site with a surveyor and engineer. CHS engaged the services of ERO Resources Corporation to assist with development and permitting for Lebanon Reservoir. b. CHS initiated the permit process with the U.S. Army Corps of Engineers to obtain the necessary Clean Water Act Section 404 Permit. In this effort, CHS conducted an alternatives analysis. CHS hired an engineer to draft the hydrologic and hydraulic section of the permit application. CHS developed erosion and sediment plan sheets and drawings.

CHS submitted its initial 404 Permit Application to the U.S. Army Corps of Engineers in December 2015. c. Following submission of the initial 404 Permit Application, CHS reviewed and responded to comments from the U.S. Army Corps of Engineers and revised key components of the application. ERO Resources Corporation also developed additional materials for the application. d. Public comment was received on the 404 Permit Application. CHS participated in meetings with commenters and with the U.S. Army Corps of Engineers in 2016. Following public comments, CHS drafted, revised, and finalized the preliminary design for Lebanon Mi1ll Dam and submitted the design memo to the State Engineer’s Dam Safety Division. CHS responded to the public comments, continued developing mitigation and sediment plans, conducted water sampling, and developed long term cost estimates for the project. e. In approximately May 2016, in response to an immediate need for the water to allow year-round operations at the Georgetown Loop Railroad Visitor Center, CHS and began planning the GLRR Cistern. f. In 2017, CHS continued its permitting effort with meetings with the U.S. Army Corps of Engineers and the Upper Clear Creek Water Association. On November 30, 2017, CHS filed its application in Case No. 17CW3185, which included adding the GLRR Cistern as an additional place of storage for the Lebanon Mill Reservoir Water Right and adding uses to the Lebanon Mill Reservoir Water Right. The final decree in Case No. 17CW3185 was entered on January 2, 2020. g.

As part of the 404 Permit efforts, during the diligence period CHS worked with the Colorado Department of Public Health and Environment to investigate potential water quality concerns related to the Lebanon Mill Dam and the location of the dam in relation to mine tailings. h. During the diligence period, CHS met with the Town of Silver Plume on multiple occasions to discuss potential use of the Town’s water and billing and delivery details. i. The Lebanon Reservoir is a key component of the appropriative rights of exchange decreed in Case No. 13CW3161. During the diligence period, CHS hired Applegate Group to serve as CHS’s expert witness and provide an expert report for Case No. 13CW3161. j. During the diligence period, CHS engaged the services of the Applegate Group to serve as engineering and water resources support for the Georgetown Loop Railroad water systems. Applegate Group evaluated Lebanon Mill Well pumping volumes and records for consistency with the relevant decrees. k. During the diligence period, CHS engaged the Applegate Group to design the GLRR Cistern and completed all permitting necessary for the GLRR Cistern. CHS built and began operating the GLRR Cistern in 2019. l. During the diligence period, CHS spent approximately $800,719 in its efforts to investigate, plan, design, and permit the Lebanon Mill Dam and to plan, design, and construct the GLRR Cistern. m. During the diligence period, CHS paid engineers approximately $61,000 for various water resources specific services. 4.
