hello Welcome to the third edition of the Centennial Community Guide. This guide contains listings for Things To Do, Dining, Shopping and Events, and provides information about City initiatives and the elected leaders who put them in motion. But first, let’s get to know a little bit more about Centennial. Known as one of the safest cities in Colorado, Centennial encompasses nearly 30 square miles and has something for everyone, offering breathtaking views, a vast network of parks and open space, distinctive recreational activities, advanced business opportunities and family-friendly neighborhoods. USA Today and Money Magazine have ranked Centennial among the “Best Places to Live” in America, and many who live here would agree. Residents of Centennial are served by the award-winning Littleton Public Schools and Cherry Creek School District, which are among the top school districts in the state. The City has emerged as an innovative leader in successfully using public-private partnerships to provide high-quality and cost-effective municipal services to the community and businesses. This includes contracting with the Arapahoe County Sheriff’s Office for our law enforcement services, Jacobs for public works and code enforcement, SAFEbuilt for building services, and Humane Society of the Pikes Peak Region for animal law enforcement services.

The City has been recognized for its extensive park system, much of which is overseen by the South Suburban Parks and Recreation District, Arapahoe Park and Recreation District, and Arapahoe County Recreation District. The award-winning Centennial Center Park includes a splash pad filled with water features, a beautiful amphitheater, climbing walls, picnic shelters, walking paths, and educational playground equipment. Within a few years of opening, the park was named Best Playground in 5280’s “Top of the Town” issue and earned Macaroni Kid’s Gold Daisy Award for the Best Park (2017). In addition to being recognized as one of the Best Places to Live, the City has received numerous other accolades, including one of the Best Places to Move/Open a Business from the Best of Colorado Business Choice Awards. The City continues to attract top employers, award-winning eateries, destination shops, and families with an eye for good living. It’s our hope that this guide helps direct residents to some of the places they’ve never visited and even ones they already have — those gathering places that make Centennial a unique and exciting City to call home.

Interaction Lab The Interaction Lab at Southglenn Library educates visitors about applying universal design principles in their homes. Universal design is the concept of designing buildings, products or environments to make them accessible to people of all ages and abilities. The Interaction Lab educates residents on how to stay in their homes for as long as they wish through making adjustments that will improve their home’s ease of use long-term. In addition to suggestions for increased visibility, enhanced access, and energy efficiency, the lab also features voice activated technology tools that can assist residents in living a more efficient, hands-free lifestyle at home. The Interaction Lab was made possible by the City of Centennial’s partnership with Arapahoe Libraries. Learn more at centennialco.gov/interactionlab.

FiberWorks In 2016, City Council allocated $5.7 million to implement the City’s Fiber Master Plan and build a 432-fiber strand backbone through the City. Since the completion of the fiber network in late 2018, the City has executed dark fiber lease agreements with Ting Fiber, Avata Networks,

Cherry Creek School District and SEAKR Engineering providing them the opportunity to create their own fiber connections. The approximately 50-mile fiber backbone was completed in 2018 and will connect and complete the City’s underground infrastructure, connecting to key City sites and other community anchor institutions. Intelligent Transportation System (ITS) Centennial is implementing its Intelligent Transportation System — or ITS — an integrated communications system that connects to the City’s fiber network and Traffic Operations Center. Part of this implementation involves the installation of 64 closed-circuit cameras at high-traffic intersections and traveltime monitoring equipment on major corridors. Centennial is partnering with the cities of Greenwood Village and Lone Tree to take a multijurisdictional approach to managing and reducing traffic congestion on Yosemite Street between Lincoln Avenue and Belleview Avenue. A private sensor vendor, Blyncsy, is installing their sensors in Centennial and Lone Tree (Greenwood Village already has similar sensors in place) to monitor traffic and collect volumes, travel times, and time spent waiting at a traffic light. After the adaptive technology is deployed, the software will tweak the signal timing and create more efficient travel times for drivers.

Energy Action Plan The City of Centennial has partnered with Xcel Energy to create an Energy Action Plan that outlines tangible steps for energy efficiency in the community. The planning team includes representatives from the City of Centennial, Arapahoe Libraries, South Suburban Parks and Recreation District, Colorado State University Arapahoe County Extension and Centennial residents. The Energy Action Plan focuses on resident, business, and community facility participation in Xcel Energy energy efficiency programs as well as free, educational workshops over the course of 2019 – 2020. The City’s vision for the Action Plan is to create a resilient future for its residents and businesses through improved energy efficiency, enhanced connectivity, education and cost savings. Lone Tree Creek Trail This trail will complete missing links within the current trail network in three phases. The Lone Tree Creek Trail will extend from Broncos Parkway North to Cherry Creek State Park. The City of Centennial is committed to providing a rich network of pathways and trails that

budget decision packages will connect residents, both regionally and locally, to Centennial’s amenities. The improvements and connectivity along this trail will provide trail users access to Centennial Center Park, the Cherry Creek Trail, the Cherry Creek Ecological Park, the Parker Jordan Open Space, and eventually the Cherry Creek State Park.

East/West Trail This project will connect Centennial’s neighborhoods from the east end of the City to the west end of the City through 17 miles of continuous bike and pedestrian trails that will extend from the Piney Creek Trail to the High Line Canal Trail.

Centennial Active Seniors The Centennial Active Seniors program was established in 2018 by the Centennial Senior Commission to offer free, engaging programs for seniors in our community. In 2018, Centennial Active Seniors provided 12 events serving a total of 519 seniors. Programs have ranged from caregiving workshops, music performances, live animal presentations, gardening classes and more. Learn more at centennialco. gov/activeseniors.

The Centennial City Council approved the following decision packages for the 2019 budget. Each decision package ties back to a key performance measure as part of the City’s strategic planning process.

Transportation & Mobility Centennial’s transportation infrastructure provides for the safe, efficient, and reliable movement of people, goods, and services through a variety of networks. City Council approved two decision packages for 2019 totaling $11.9 million, which includes continued roadway rehabilitation and maintenance, transportation studies throughout the City, new signal light installation and sidewalk construction.

Signature Centennial Centennial is dedicated to creating a unique sense of community pride by developing memorable places and experiences that bring us together. City Council approved decision packages totaling $2.0 million implement roadside improvements, parks and trails projects, and a new shade structure at Centennial Center Park.

Public Safety & Health Centennial will continue to be one of the safest cities in Colorado by delivering and supporting essential public safety services for its citizens. City Council approved two decision packages totaling $3.6 million to continue partnerships with others enabling access to public safety and health services that meet the needs of the community.

Future Ready City Government Our City government is attentive to the community’s current needs while anticipating future trends. Centennial embraces the infinite life cycle of technology and innovation to increase its competitiveness. The City will continue to be innovative, prepared to leverage our resources and respond to opportunities as they arise. City Council approved decision packages totaling $502,000 to conduct a street light audit throughout Centennial, continue the City’s innovation program and technology improvements to increase efficiency.

Economic Vitality & Fiscal Responsibility Our City is successful because of intentional anticipation of economic trends. By doing this, we are sustainable, adaptable, and resilient against economic change. Centennial is dedicated to remaining debt-free by maintaining an appropriate reserve level and continuing responsible budgeting, spending, and investment practices. City Council approved decisions packages to initiate two projects: the Arapahoe/I-25 Regulating Plan and retail and economic development strategies.

Creating Centennial By intentionally planning and investing, Centennial will be a desirable, inclusive community through the creation of a lasting built environment that is responsive to current and future generations. City Council approved a decision package to hire one additional full-time Planner.

serve you Libraries Arapahoe Libraries Arapahoe Libraries serves more than 250,000 people at eight library locations and a library within the Arapahoe County detention center. It brings the library to the community through daycare, school and business visits and even has a Library on Wheels that visits apartment buildings, assisted living centers, area businesses, schools and local events.

Transportation Regional Transportation District The Regional Transportation District provides public transportation in eight counties including all of Boulder, Broomfield, Denver and Jefferson counties, parts of Adams, Arapahoe and Douglas Counties, and a small portion of Weld County. As a public agency, its mission is to serve the public and provide for the transportation needs of over 2.8 million people located within 2,400 square miles. The transportation district’s services include bus, rail, shuttles, ADA paratransit services, demand responsive services like Call-n-Ride, special event services, vanpools, and more.

The ACSO has earned multiple accreditations and was awarded with the National Sheriffs’ Association Triple Crown Award, which goes only to agencies that have received accreditation with the American Correctional Association (ACA), the Commission on Accreditation for Law Enforcement Agencies (CALEA), and the National Commission on Correctional Health Care (NCCHC). The Arapahoe County Sheriff’s Office is the second agency in the county to receive the Triple Crown Award under three different sheriff’s. It is only the second agency in the country to receive this designation under three different sheriffs.

Fire Protection South Metro Fire Rescue South Metro Fire Rescue (SMFR) is committed to helping the community it serves, including 300 square miles in Arapahoe, Douglas and Jefferson counties. With 29 stations in the south metro area, SMFR provides emergency and prevention services to approximately 540,000 residents and thousands more who come into the communities to work. Specifically, SMFR serves the cities of Bow Mar, Castle Pines, Centennial, Cherry Hills Village, Columbine Valley, Foxfield, Greenwood Village, Littleton, Lone Tree, and Parker, as well as Castle Pines Village, Highlands Ranch, Louviers, Centennial Airport, the Denver Tech Center, Inverness, and the Meridian Office Park as well as unincorporated portions of Arapahoe and Douglas counties.

Law Enforcement Arapahoe County Sheriff’s Office The City of Centennial contracts with the Arapahoe County Sheriff’s Office (ACSO) for law enforcement services. The ACSO is committed to quality service with an emphasis on integrity, professionalism, and community spirit, the City of Centennial is one of the safest Cities in Colorado.

Parks & Recreation South Suburban Parks and Recreation District The South Suburban Parks and Recreation District (SSPRD) is a community-driven organization that provides both indoor and

outdoor recreation amenities to six communities and three counties in the south metropolitan area, including portions of Centennial. The District encompasses 42 square miles. Anyone who rents or owns property within the District boundaries is a District resident and enjoys resident benefits and pricing. South Suburban’s facilities, programs, and classes are open to those who live outside the District at nonresident pricing.

Arapahoe Park and Recreation District The Arapahoe Park and Recreation District (APRD) has developed 22 parks, 15 miles of trails, the Trails Recreation Center, Lookout Park and Pool and the APRD Skate Park. It also maintains over 300 acres of natural areas. The District shares elementary school play fields under a joint-use agreement with Cherry Creek School District at nine in-district elementary school locations.

Arapahoe County Recreation District The Arapahoe County Recreation District was created in 1988 by the Board of County Commissioners and encompasses roughly 30 square miles and serves approximately 52,300 residents. The District lies primarily along the Cherry Creek Corridor stretching north from the Arapahoe/Douglas County Line through the City of Centennial and unincorporated Arapahoe County to the 4-Square Mile Area in unincorporated Arapahoe County. The purpose of the District’s creation was to have a vehicle to hold and fund park lands and recreational facilities and was initially driven by a proposal to move the Denver Broncos Headquarters from Denver to Arapahoe County. Management of the District was transferred to the Open Spaces Program after the creation of the program in 2003 (which coincided with the passage of the Arapahoe County Open Spaces Sales and Use Tax).

9 Arapahoe County Water and Wastewater Authority

Public Works Jacobs (formerly CH2M) Jacobs has provided the City of Centennial’s Public Works services under a Professional Services Agreement (PSA) since July 2008. Jacobs has provided Maintenance, Facilities, and Fleet services, as well as Code Compliance services under separate PSAs since 2012. Centennial City Council adopted a resolution in early 2017 that renewed the City’s contract with Jacobs for 10 years.

Arapahoe County Water and Wastewater Authority (ACWWA, pronounced ‘aqua’) provides the drinking water and wastewater services to the people living and working within its service area. Its service area is eight square miles and is comprised of about 3,500 residences and businesses located primarily in Arapahoe County, and northern Douglas County.

Southgate Water District

When Arapahoe and Douglas Counties began to develop into residential communities, office and industrial parks, shopping districts and recreation amenities, water and sanitary sewer services were among the first basic needs.

Other Districts

There are numerous special districts that provide water and sanitation/sewer services to Centennial. They include Arapahoe Estates Water District, Castlewood Water and Sanitation District, East Cherry Creek Valley Water and Sanitation District, East Valley Metropolitan District, Havana Water and Sanitation District, Denver Water, South Arapahoe Sanitation District, South Englewood Sanitation District 1, Southeast Englewood Water District, and Inverness Water and Sanitation District.

Willows Water District

Schools Cherry Creek School District The Cherry Creek School District (CCSD) is one of the highest-achieving school districts in the state, consistently scoring above state averages on standardized assessments and above state and national averages on SAT and ACT exams. The District educates more than 54,600 children and serves more than 300,000 residents in 108 square miles that spread across eight municipalities: Cherry Hills Village, Centennial, Foxfield, Glendale, Greenwood Village and portions of Aurora, Englewood and Denver.

Littleton Public Schools Littleton Public Schools serves 28 square miles and includes the majority of the City of Littleton, Town of Columbine Valley, and portions of the municipalities of Bow Mar, Centennial, Greenwood Village and the City of Englewood.

Special Districts Southeast Metro Stormwater Authority Since 2007, the Southeast Metro Stormwater Authority (SEMSWA) has provided stormwater management services for drainage and flood control facilities within its service areas in the City of Centennial and unincorporated Arapahoe County.

Willows Water District is a distributor of Denver Water. For more than 85 years Denver Water has supplied fresh, safe water to its customers. It safeguards its mountain water supplies and, before the water reaches the tap, its chemists and biologists sample and test Denver’s water every day to make sure it meets the highest state and federal standards for safety and quality. It serves some but not all of the residential neighborhoods north of County Line Road and south of Orchard Road between Quebec Street and University Boulevard.

Cherry Creek Basin Water Quality Authority

The Cherry Creek Basin Water Quality Authority is tasked with preserving, protecting and enhancing the beneficial uses and water quality of Cherry Creek and Cherry Creek Reservoir, and achieving and maintaining the state water quality standards for the reservoir and watershed. Funded primarily through property tax, the Authority is required to spend at least 60-percent of its revenues on the construction and maintenance of capital projects that improve water quality in Cherry Creek and the Reservoir. Since 1985 the Authority has conducted extensive water quality monitoring of Cherry Creek, its tributaries, the alluvium, and Cherry Creek Reservoir. It has also developed and updated models for both the reservoir and the watershed that help understand and predict water quality.

Smoky Hill Metropolitan District

The Smoky Hill Metropolitan District is a public governmental entity and political subdivision of the State of Colorado. Established in 1976 by vote of the property own-

Animal Services Centennial Animal Services

The City of Centennial contracts with the Humane Society of the Pikes Peak Region (HSPPR) to provide Animal Control and Care for the City. HSPPR is a local, independent nonprofit with animal control offices in Centennial and Douglas County. Centennial Animal Services (CAS) is responsible for protecting and preserving public health and safety as it pertains to domestic animals. CAS responds to dangerous animals, animal bites, at large and contained animals, barking dogs, animal neglect and cruelty, injured animals and other domestic animal issues.

Building Services SAFEbuilt

SAFEbuilt has provided building services to the City of Centennial since 2002. SAFEbuilt conducts plan review of all building permit applications and performs field inspections within the City and administers the City’s contractor licensing program. Whether it’s a new building, an addition to an existing building or new site development, chances are a permit is required. Permits and follow-up inspections ensure building and site development occur in a safe manner.

“In our day-to-day job, we don’t cut corners, don’t take the easy route,” said Andrew Duvall, community manager for Resolute Brewing Co. “That theme permeates the staff.” They searched for a location in the “underserved” area of the Denver Technological Center and found a perfect space on Yosemite Street near Alton Way that caters to both the professional crowd and the suburban homeowners just down the street from the brewery. The final piece of the Resolute Brewing Co. puzzle was placed when head brewer Zac Rissmiller, winner of the 2015 Great American Beer Festival Silver Medal for his hefeweizen, joined the team. Duvall said the reaction to Rissmiller’s creations has been “extremely positive,” with many customers noting the beers’ approachability.

Eagle St. Since 2010, the Centennial Senior Commission has encouraged older adults’ involvement in community issues by, among other things: • Advising the City Council on matters affecting seniors; • Serving as a forum for the expression of ideas, needs, concerns and goals relating to community issues, particularly as they may affect seniors; • Offering hands-on experience and learning by and for seniors of our community; • Enlisting community-wide participation in resolving senior concerns; and • Providing senior opportunities to participate with other citizens in activities and programs that benefit all of the citizens of Centennial. In 2019, the Commission is focused on developing senior programming, increasing outreach, and advising City Council on issues pertaining to seniors in Centennial.

The Centennial Youth Commission meets at 7 p.m. on the second and fourth Thursdays of every month and participates in City-wide events, develops community programs, performs community service projects and participates in the policy-making process. The Commission has been very busy in the Centennial community helping raise awareness about mental health issues. For someone who skis less than 20 days a year, the ability to improve under this format is slow, inconsistent and extremely challenging. A typical hour at SNÖBAHN is much different. One half-hour of continuous skiing or snowboarding on the revolving slopes at the average speed is the equivalent of skiing the distance of over 20,000 vertical feet. Regional Parks Cherry Creek Valley Ecological Park 7600 E. Jasper Ct. Step into a natural riparian area right in the middle of town and learn about the native plant and wildlife species that thrive in this educational nature preserve along the Cherry Creek Regional Trail. Enjoy the crusher fine trails that wind to overlooks of the small pond or Cherry Creek. Stroll along the wood boardwalk that crosses the wetlands and view the pond up close. Interpretive signage within the park gives the visitor a glimpse of local natural and cultural history.

Centennial Center Park 13050 E. Peakview Ave. The 11-acre, award-winning Centennial Center Park is located on the north side of Arapahoe Road, between S. Revere Pkwy. and S. Vaughn St., adjacent to the Centennial Civic Center. In addition to its expansive playground and splash pad, the park has been named “Best Place for Live Music” Colorado Community Media Best of the Best Awards (2017). Four areas of the park are available for reservations: the coffee shelter, large shelter, plaza and amphitheater.

Parker Jordan Centennial Open Space

From spring to fall, this park is filled with athletes young and old. This sports park includes: eight soccer fields, one championships multi-use field, two lighted baseball diamonds, four sand volleyball courts, four picnic pavilions (with barbecues), one mile loop paved walking path and two large gravel parking areas.

This open space area consists of 107 acres of open space along Cherry Creek, which includes the 40-mile Cherry Creek Regional Trail extending from downtown Denver to Castlewood Canyon State Park in Douglas County. This open space, together with the Cherry Creek Valley Ecological Park and 17-Mile Park form a regionally significant network of natural areas where the public can enjoy the Cherry Creek ecosystem and natural history.
