Drive Sidewalk Improvement Project and the Final Design Contract for Jordan-Newlin Improvements.
e council rst approved a construction contract for the Pikes Peak Drive Sidewalk Improvement Project in the amount of over $2 million, including a 5% ($106,669) owner’s contingency held outside of the contract by the town for unforeseen conditions.
Contractor, Elite Surface Infrastructure, will work to improve sidewalks along Pikes Peak Drive, between Mainstreet and Sulphur Gulch Bridge.
e project will consist of undergrounding select overhead power lines to allow the widening of sidewalks to a width of six to eight feet, which will improve pedestrian mobility and capacity. Plans include improving street drainage, as well as reconstructing curb ramps, driveways and crosswalks to comply with the ADA and add lighting to improve pedestrian visibility.
“We will be maintaining the onstreet parking that’s there,” said Bob Exstrom, Engineering and Public Works.
In addition, Exstrom said the intersection of Pikes Peak Avenue and Pikes Peak Drive will be converted into a three-way stop.
e construction is set to begin in April. With a goal to keep two lanes of tra c open at all times except for the installation of storm water crossings transverse to the roadway, the construction will be divided into four phases, according to Exstrom.
Construction will start on the east side of the street, working south and is scheduled to be completed by the end of the year.
Councilmember Laura Hefta asked what Exstrom would consider “unforeseen conditions”.
“Buried utilities or say we get into some dirt that won’t compact and we have to use additional measures to get compaction,” said Exstrom. “ en we have money to draw and to pay for that.” e council also approved a nal contract with contractor, Felsburg Holt and Ullevig in the amount of $584,109 as the town is currently in the preliminary design phase for an upcoming capital improvement on Jordan Road from Lincoln Avenue to Stonegate Parkway. e project will include improving the drainage and water quality along the bridge and mill and overlay existing to increase pavement durability. At the end of the project, there will be a restripe and resign route to increase public safety. e estimated construction time frame is 2024/2025, to be done simultaneously with the Lincoln Avenue widening project. e property was originally built in 1913 and is now developed with two commercial buildings occupied by Cottage Veterinary Hospital.

Following the sidewalk project, the cultural department will add public artwork at select locations.
According to Patrick Burke, capital improvement project manager of engineering and public works, as the project is close to the Jordan-Newlin Gulch Bridge, the bridge must be widened to make operational improvements. is will involve an addition of a sidewalk between Village Center Dr. and Stonegate Dr., on the west side of Jordan Road, facilitating access to parks, trails, recreation amenities and activities.
In other business, the council approved the Gladys O’Brien House Minor Development Plat.
Located at 11017 S. Pikes Peak Drive in the Greater Downtown District, the approval of the plat creates a “legal lot of record” and reserves easement for future sidewalks and street light projects.
