Commissioner Summey reflects on first year

After 10 months of serving as an Arapahoe county commissioner, Leslie Summey said the biggest thing she has learned is that commissioners are involved in every aspect of the county.

“If it says ‘county,’ it’s our lane,” she said. “It really is so much of everything. But I love it. I love every moment of it.”

Elected in 2022, Summey serves District 4, which includes the unincorporated area in north Arapahoe County and portions of Aurora.

She is the first Black commissioner in Arapahoe County and one of three military veterans on the board. In addition, she is a mother of five and the wife of a veteran.

Summey grew up in El Paso County and spent her childhood visiting her aunt and uncle, who lived in Arapahoe County.

After serving in the U.S. Navy, meeting her husband and having some children, she returned to the area to help her aunt and uncle as they aged. Her family then moved into their house.

She started to get involved in the political scene because she thinks civic responsibility is important.

Ahead of Thanksgiving, Integrated Family Community Services, or IFCS, hosted a Fresh Thanks event to provide grocery boxes for holiday meal support to the community at Arapahoe Community College.

Todd McPherson, director of development, said the Nov. 18 event went well with great weather and community engagement.

McPherson said people were grateful for access to the food and resources “to prepare meals and gather family around them to celebrate the holiday.”

“They have extra ingredients that they can use for next month’s holidays,” he said. (People were) grateful for the King Soopers Gift cards to purchase other grocery items, toiletries and gas for travels. Glad that they have some food cost savings and that because of the food provided, they are able to have a little extra spending money for the necessities.”

McPherson said the best part of the event was seeing “the excitement of the volunteers, community groups, corporate teams and the community coming together to support each other.”

“The smiles and gratitude were very apparent. It was rewarding to see many diverse cultures getting the meal ingredients to create a celebration that is appropriate for them,” McPherson said.

About 250 volunteers assisted with

the event by packing boxes, managing traffic and loading up cars. Altogether, 500 boxes were distributed.

McPherson said it was great to see the energy and commitment to helping people and to know IFCS was meeting a community need.

“When many organizations are struggling to meet the unprecedented needs of our neighbors, IFCS was able to partner with the community and provide this event to nourish lives and bring people together for a time of celebration, reflection, and respite after a challenging year,” McPherson said. “We are indebted to Arapahoe Community College for their partnership and assistance in executing this event. ACC staff and students volunteered again to serve the community and were also served by the event.”

McPherson said IFCS will host other events, including the distribution of toys, decorations and seasonal food boxes to 159 families and 334 children in December.

“In addition, IFCS will help 25 home bound seniors get special gifts through affordable housing relationships,” McPherson said. “Many of these seniors have not opened a gift for years and are overjoyed by the privilege to have someone acknowledge them during a traditional time of celebration.”

McPherson said IFCS has distributed holiday food to people for nearly 60 years and this year’s event was the fifth holiday-food Fresh Thanks Food event which IFCS started during the pandemic.

What the legislature did during the special session

In the special legislative session that concluded before Thanksgiving, the Colorado General Assembly cut property taxes by $434 million and increased taxpayer refunds for most Coloradans by redistributing money that otherwise would’ve gone to higher earners.

They also redirected $185 million in surplus tax collections to expand a tax break for low-income workers, approved $30 million in rental assistance and authorized a summer meals program for low-income children that will bring in up to $42 million in federal funding.

It all happened in a span of four tense days as lawmakers rushed to wrap up before Thanksgiving.

Gov. Jared Polis called the special session earlier this month after voters overwhelmingly rejected Proposition HH, his sprawling tax plan that offered a complicated mix of property tax relief, school spend-

ing increases and an overhaul of the state revenue cap under the Taxpayer’s Bill of Rights.

In response, legislative Democrats went back to the drawing board on tax relief, directing more of it to low-income workers over the lockstep opposition of Republicans, but stopping short of any long-term solutions to Colorado’s cost of living crisis. Six of the bills they sent to the governor’s desk make only temporary changes to the state tax code, while a seventh assigns a bipartisan committee to study a more lasting solution.

All of the legislation was signed into law by Polis, whose office was intimately involved in the crafting of policy debated at the Capitol during the special lawmaking term.

Fire breaks out at construction site No injuries reported, cause is undetermined

A fire in an empty building under construction in downtown Littleton last night left several residents of a neighboring complex displaced. Authorities said no one was injured in the fire.

South Metro Fire Rescue was dispatched at 12:17 a.m. on Nov. 17 in response to several 911 calls reporting a three-story building engulfed in flames on the northeast corner of Main Street and South Prince Street.

The fire was a second alarm fire, meaning it required double the amount of resources and personnel that are called to a regular fire, South Metro Fire Rescue spokesperson Eric Hurst said.

Littleton police officers on the scene evacuated the residential building next to the fire, an apartment complex at 5464 S. Prince St. The apartment building sustained external damage, but firefighters were successful in stopping the fire

from spreading inside, Hurst said.

The six apartment units closest to the fire sustained water damage and their occupants will be displaced until dewatering and repairs are made, the department wrote in a post on Facebook.

Firefighters used water hoses to control the flames, attacking the fire from above and from the ground.

At the peak of the fire, there were about 60 firefighters responding, Hurst said.

At around 2:20 a.m., the department declared the fire under control.

Firefighters did not enter the structure due to its potential to collapse.

Instead, they used thermal imaging drones to locate and extinguish hot spots, Hurst said.

The building, which seemed to be constructed of wood and metal framing, sustained major damage, Hurst said.

“There’s one brick wall, pretty significant in size, that is not stable and is at risk of collapsing,” he said.

“Probably 50% of the structure’s wood was consumed in the fire.”

Reinke Brothers files Chapter 11 bankruptcy Reinke Brothers, Littleton’s Halloween and costume store, is facing an uncertain financial future.

The business, owned by Greg and Chris Reinke, filed a Chapter 11 reorganization bankruptcy at the end of October.

The business has operated for 55 years, first at the Cinderella City Shopping Center in Englewood and then on Littleton’s Main Street since 1999.

Greg Reinke declined to comment on his business’ bankruptcy filings, but said he wanted the community to know one thing.

“We’re not going anywhere,” he said.

According to its bankruptcy filings, Reinke Brothers has almost $14,000 in assets and about $326,000 in liabilities.

About 72% of its liabilities is in money owed to Statewide Roofing Consultants Inc., a roofing company based in Littleton.

Reinke Brothers owes the roofing company about $234,000, according to the bankruptcy filings.

The filings state that Reinke Brothers paid about $125,000 to Statewide Roofing in a levy on Oct. 24, the day before filing for bankruptcy.

The two companies have been involved in civil litigation since 2016. The legal dispute concerns a roofing project conducted by Statewide Roofing on the Reinke Brothers building.

Reinke Brothers has pursued

claims of breach of contract, negligence, negligent misrepresentation, fraud by concealment, civil theft and deceptive trade practices, according to court documents.

The roofing company has pursued claims of breach of contract and unjust enrichment against Reinke Brothers.

Reinke Brothers appealed the case in 2021 and the case is still open.

Greg Reinke declined to comment on his company’s legal history with Statewide Roofing Consultants.

According to the bankruptcy filings, Reinke Brothers’ secondlargest debt owed is about $42,000 to the Arapahoe County Treasurer.

The company also owes $38,000 to a company called TNT Construction Services, Inc.

Englewood schools to swear in new members in person

Englewood School Board director-elects Katie Wilberding Cross and Davon Williams will be sworn in to office at a regular meeting Dec. 5 at 6 p.m.

Prior to the meeting, the board will meet at 5 p.m. for headshots and group photos.

Board President Duane Tucker said both candidates are scheduled to attend the ceremony in person.

“Our process is to have the new member take the oath of office (verbally) and then go to a table that is set up by the Board Secretary

to sign the oath,” Tucker said.

“This is all done at a regular board meeting. Technically, a new board member can take the oath of office in front of a judge or a notary and then take their seat at the regular board meeting.”

However, Tucker said it would be unusual for a new board member to take the oath in front of a judge or a notary and it’s not the current practice of the board.

Additionally, Tucker said on occasion board members do participate in meetings remotely but only due to “extenuating circumstances.”

“We do allow this practice;

however, it must be communicated to the board president and superintendent at least three days prior to the meeting,” Tucker said. “It is in our board policy (BEAA) that board members may participate via electronic means a maximum of two times per calendar year.”

Williams, who has faced controversy for his criminal background and pending litigation against the city, also has a court appearance set for 8:30 a.m. on Dec. 6 for a felony car-theft accusation stemming from an incident in 2019.

The community expressed concern regarding Williams in the leadup to the election after the Englewood Herald reported that he had an active arrest warrant, two felony convictions and a litigious history, including an ongoing lawsuit against the City of Englewood.

The Glendale Police Department confirmed that Williams turned himself in to their agency on Nov. 6 for the outstanding warrant. He was processed and released that morning, the department said.

With a father who was involved in public service, Summey said she was raised to find ways to support her community.

“I’ve always kind of been in this space where if there’s something that you can do to help, you do it,” she said.

“And if there’s a way that you can serve, you serve.”

Proudest accomplishments

Since taking her oath of office, Summey said one of her

proudest accomplishments was voting in favor of a sixmonth moratorium on oil and gas drilling applications in April.

Although she and District 2 Commissioner Jessica Campbell-Swanson were the only board members to vote in favor of the moratorium,

Summey said she was proud that she stood up for the community and its health.

“We didn’t win that fight,” she said. “But Commissioner Campbell-Swanson and I stood firm and listened to our community, listened to the constituents that really had a concern, because

to serve as chair of the Racial Equity Subcommittee, which is part of the Arapahoe County Justice Coordinating Committee.

The subcommittee works to identify inequities, collect and analyze data on equity issues and develop preventative and rehabilitative strategies to address bias in the county’s justice system.

In October, Summey replaced District 3 Commissioner Jeff Baker as the subcommittee’s chair, per his nomination.

Summey was first appointed to the subcommittee as a resident before she was even an elected official.

She then served as a mother, talking about racial equity.

Now that she is chair, she is excited to continue this work.

“What I’m looking most forward to is that we actually get to a level of trust between community and our law enforcement,” she said. “I believe that it’s possible. I know that it is a heavy lift. I know that we have things happening in our community that are god-awful.”

She said she hopes the group can then work towards making changes to the nuts and bolts of the system.

“We do need systemic change,” she said. “We absolutely need systemic change. We also need trust.”

As the first Black commissioner in Arapahoe County, Summey said her first question is why it took so long for a person of her race to be in the role. She said missing this voice at the table meant the county missed a lot of possibilities.

She said she cannot generalize the experience of every Black person in the community, but she has lived experiences that relate to those of much of her community.

In this, she said she can give some valuable perspective to the board.

“I haven’t said things that are so far removed, or so very different, but a lot of times it’s little things that

you can say. Or little things that you can point out that lead you to a bigger impact or quantum change,” she said. “I just feel that there’s so much open because the voice has not been there. And now that the voice is there, a light is shone on other aspects.”

The importance of saying “thank you”

In addition to being Black, Summey said her voice as a mother, a veteran, a veteran’s spouse, and a person with LGBTQ+ children and a child on the autism spectrum give her the ability to represent diversity in the community.

As a veteran, she said she — along with veterans Baker and District 5 Commissioner Bill Holen — has an orderly way of thinking about operating procedures.

She said she also has a special

connection with other people who have served in the military. Even when she disagrees with her fellow veterans on the board, she said, they know they have that in common.

“We have a different level of understanding how to serve our constituents by having served our country,” she said.

In reflecting on Veteran’s Day, Summey said it’s important to celebrate and recognize those who have kept this country safe.

“We know that there are people that are watching right now to make sure that we can continue to live our lives here in the United States comfortably,” she said. “It’s just so important that we take time out and say thank you.”

As Summey looks forward to the next year of her term, she said she wants her constituents to know that she is here to serve all of them.

“I feel like we are all District 4 family,” she said. “I want people to know that we are a family and that they are valued and I want them to be able to thrive in Arapahoe County, as I want everyone to be able to thrive in Arapahoe County.”

Summey’s current term expires in January 2027.

Council approves 2024 budget

Littleton approves $144 million budget for 2024 Council devotes about $2 million toward proactive policing, plans to add several positions around city The City of Littleton is budgeting an additional $2.6 million for its police department next year, with plans to hire 10 new employees.

The investment in public safety is one of the most notable changes in the 2024 budget, which the city council approved on Nov. 21.

The total of all funds in the 2024 budget is about $144 million, roughly $2 million more than the 2023 budget.

The 16% increase in the police department’s budget will mainly go toward what the city calls “proactive public safety,” which refers to policing methods to prevent crime and emergencies before they happen.

In total, the police department will make up one-third of the city’s general fund expenditures.

“This budget is anchored in and advances council’s priorities, as articulated starting at your February retreat of this year,” City Manager Jim Becklenberg said to the city council. “Those priorities are proactive public safety with regard to homelessness and traffic enforcement education and better neighborhood connection with our police department.”

The city council’s other top priorities are implementing 3A capital sales tax projects, ensuring the city can facilitate upcoming development and supporting environmental stewardship, Becklenberg said.

Proactive policing

To bolster its proactive policing efforts, the city will hire seven police officers, one detective and two dispatchers.

The city hopes the additional officers will address staffing challenges and en-

sure the officers assigned to proactive policing units — including the special enforcement tactics team and the traffic unit — are able to stay in their assignments.

The special enforcement tactics team focuses on community policing, community outreach and issues related to homelessness, police spokesperson Sheera Poelman said.

The increase in police funding will also go toward a contract with AllHealth Network to provide expanded co-responder resources.

The co-responder program, which Littleton started implementing in 2016, pairs officers with mental health clinicians to respond to calls related to mental health, substance use and more.

Currently, an AllHealth coresponder provides coverage with Littleton patrol officers 40 hours per week, according to the department’s website.

The expansion to the program will fund a second full-time co-responder and a full-time crisis case manager.

Becklenberg said the case manager will follow up with individuals after their initial interactions with the co-responders.

“Right now, we don’t have any resource really to follow up with those folks to see if they got services,” Becklen-

berg said. “This person will be able to follow up and … focus more on the service coordination.”

The city budgeted $143,000 from its general fund to cover the cost of this program.

The money to support the extra positions and programs for the police department largely comes from an annual transfer that usually goes from the general fund to the capital projects fund.

After voters approved a measure to merge Littleton Fire Rescue with South Metro Fire Rescue in 2018, the city started to transfer about $3 million from its general fund to its capital projects fund each year.

This year, the city decreased this transfer, retaining $1.8 million of it in the general fund to put toward the proactive public safety efforts.

Becklenberg said the capital projects that would have been funded through the fire transfer will be funded through the 3A capital fund, money gathered from the 3.75% sales tax that voters passed in 2021.

New city positions and other items

The city plans to hire 29.65 full-time equivalent positions in 2024.

“We are a very lean organization and we have been for a number of years,” said Fi-

nance Director Tiffany Hooten. “I am happy to say that we have requested a number of (full-time equivalent positions) but they are critical to continuing the services that we provide as a city.”

The positions will include a forestry technician, a community development plans examiner, a housing plans analyst, a sustainability coordinator and a code compliance officer, among others.

The city will use its Lodger’s Tax to fund several new positions in the Bemis Public Library and the Littleton Museum, including a public art administrator, an English as a second language instructor and more.

The city designated $100,000 from its general fund to support planning for the future of Geneva Village and the transition needs of its current residents.

About 81% of the city’s revenue comes from sales and use taxes. A much smaller amount, around 4%, comes from the city’s property taxes.

The city’s mill levy is 2.0 mills, meaning $2 per $1,000 of assessed property value.

It will remain at this rate in 2024.

In 2024, the city predicts it will receive an estimated 25% more than this year in property tax revenue, due to 2023 reassessments.

Englewood students receive coats through Operation Warm

Englewood Public Schools, FedEx and Operation Warm provided hundreds of new coats to students at Bishop Elementary School and Cherrelyn Elementary School on Nov. 17.

Superintendent Joanna Polzin said the event went well and it was nice to see all the children receive new coats.

“I think it went beautifully. The kids were happy. They were smiling and they were sincerely appreciative of being able to receive new coats,” Polzin said.

Students received the free coats at Bishop Elementary and then coats were dropped off at Cherrelyn and distributed by district administrators.

Polzin said the mission of Operation Warm is to focus on “the whole child.”

“Our tagline, ‘more than a coat’ means that the coats and shoes we provide don’t just provide physical warmth, but also emotional warmth, the confidence to socialize and succeed, and hope of a brighter future,”

Polzin said. “Operation Warm is proud to say that over the last 23 years, these gifts have become a bridge between our partners and families in need to access critical resources.”

Polzin said FedEx sponsored and provided a donation to Operation Warm. Additionally, several volunteers from FedEx participated in the event and helped distribute the coats.

Lia Batchkoff, program manager at Operation Warm, said the program is based in Pennsylvania and the coats were manufactured at their warehouse.

She said the Nov. 17 event went well as FedEx helped the event run smoothly.

“The volunteers came with energy ready to go and the kids have been receiving them really well,” Batchkoff said. “They seem very happy with their coats.”

Patrick Little, a FedEx volunteer, said Operation Warm is his favorite initiative to be a part of.

“I just think it’s great to see kids that may have never ever had a new coat in their lifetime have the opportunity to get a new coat, pick out a

new coat and be proud of their new coat,” Little said.

Operation Warm began in 1998 and was founded by Dick Sanford, Polzin said.

Health Assistant Jennifer Johnson and Clarice Fourtunato, the district’s family, school and community liaison, coordinated the program by submitting an application to Operation Warm.

Johnson said her favorite part of

the event was watching students receive new coats for the first time.

“I’ve enjoyed most that the children have told me that they’ve never had a new coat of their own, so I am just loving every moment of this,” Johnson said.

Polzin and Johnson said they are grateful to FedEx and Operation Warm for making this event happen and supporting the students of Englewood.

Reducing disease risk in modern life

he speaker at the January meeting of the Seniors’ Council of Douglas County will look at why humans are at risk for disease and how to reduce that risk.

Whereas the 19th century was dominated by infectious diseases such as tuberculosis and pneumonia, the 20th century saw an emergence, and then overwhelming domination, of what has been termed the “metabolic” diseases.

Obesity increased from a prevalence in 1900 of 1% of adults to over 40% of adults today. Likewise, type 2 diabetes increased from just one case per 50,000 individuals to one in eight people today. The epidemic rise of these two conditions has also been accompanied by a remarkable rise in the frequency of hypertension, heart disease,

fatty liver, chronic kidney diseases, and Alzheimer’s disease. What is especially interesting is that these conditions tend to cluster in individuals, suggesting some underlying common risk factors for their development.

The classical thinking has been that these diseases reflect our success as a species, as we have been so successful with our technologies that we no longer need to exercise, and that with the grocery stores filled with readily available food, that we can simply overindulge on a daily basis. Too much food and too little exercise must follow the laws of physics — the excess energy from calories is stored as fat, and it is the reason we are becoming fat and diabetic. Unfortunately, if it was simply a matter of just changing our habits, it would seem to not

be that difficult to reverse obesity.

However, if one looks at the hundreds of books, podcasts, programs, diet companies, etc., that are in the market, it is apparent that preventing and or reversing these conditions remains a difficult task.

We then discovered that there is only one nutrient that activates this biological switch. Our discovery, and the fact that we can get (or make) this nutrient from a variety of foods, including foods that contain sugar or high fructose corn syrup, from starchy foods, from salty foods, and from certain types of meats is life-changing. The net effect is that there are ways we can help prevent, and even reverse, these serious metabolic conditions. Details will be presented at the January Seniors’ Council of Douglas County meeting on Thursday, Jan. 4 beginning at 10

VOICES A time to give

hile trying to kill time in between hockey games with my children last weekend, we FROM THE went into a few stores EDITOR in Colorado Springs.

It did not take long for them to start telling me what they wanted me to buy for them.

Frustrated, Thelma Grimes I had to make a rule that we were only there to buy gifts for others and not ourselves. I am not going to lie — there was some clear disappointment on their faces.

When I was a kid, one of my favorite Christmas traditions was my dad taking my brothers and me out to the stores to buy gifts for each other and, especially, for my mom. She stayed home and we shopped.

It was always a one-time thing.

I can’t say we always got my mom stuff she wanted or needed. As a mom myself, I now get it. My son bought me a wedding and engagement ring last year from a clearance rack. He made it clear it was big, so he knew I’d love it. It still makes me smile.

Now that I have children in a world where it seems they always want and forget to give — teaching this lesson can be tough. I want them to understand the importance of giving to others. I want them to understand it’s not always about them.

I can tell you it’s an uphill battle with my 10-year-old who was upset that I would not go upstairs in the sports store to look at the $250 hockey stick that he swears will make him play better.

All of this led to one of my

children asking me who I give to. I told them I give in many ways, including through my work at Colorado Community Media, where we are collecting food and toys this year to distribute throughout the organizations in our community doing good, important work.

We are also one of those organizations that will be asking for help this year. You see, it’s not cheap to provide news to our communities. Print costs are always high and paying our staff a living wage seems harder and harder every year.

o as far as you can see; when you get there, you’ll be able to see farther.” - J.P. Morgan We have all probably lived in that moment of asking WINNING ourselves what’s next in life. Whether we are ridWORDS ing the wave of success and are looking toward a future goal, or just wondering if there is something bigger in store for us, we need to look beyond where we are today to see even further.

In speaking with a Michael Norton young and successful salesperson who had already reached 200% of his quota, I asked him about his expectations for the last two months of the year, and what next year would look like. He shared two things with me. He was certain he would bring in at least one or two more deals this year, and that no matter what the quota assigned to him, he will look further and hold himself accountable to reaching an even higher quota.

When life feels mundane, challenges loom large, or dreams seem out of reach, it’s easy to get stuck in a rut of discouragement. We lose sight of the bigger picture.

But there is always something greater in store for each of us, if we open our eyes to see it.

The universe has grand plans that our limited human perspective cannot yet imagine. There are possibilities, adventures, and joys waiting around the corner that will dwarf current struggles. The next chapter contains wonder that we cannot possibly fathom.

Breakthroughs often follow breakdowns. In times of deep uncertainty, when we are tested most severely, we gain strength, wisdom and resilience that equip us for the journey ahead. Hardships transform us. And progress is rarely linear. Sometimes we must move sideways or circle back before we can move forward. But each step leads somewhere.

There are gifts hidden in every challenge.

The allure of the open road speaks to our deep human longing for adventure, exploration and new horizons. When we reach milestones or transitions in life, that yearning for “what’s next?” revs its engines. Though the unknown can feel daunting, embracing that open road mindset unlocks our potential.

After achieving a long-soughtafter goal, the question naturally arises — now what? We must rekindle our curiosity and set our sights on a new quest. Complacency is the enemy of growth. There are always new skills to build, contributions to make, and parts of ourselves yet unrealized.

When a relationship ends, a job loss occurs, or the nest empties, it can feel like we’ve hit a dead end.

But these openings are actually onramps to different routes. We regain the freedom to reinvent and redirect. Changing course realigns us with our soul’s true north.

On the open road of life, there will be detours and breakdowns. Plans sometimes unravel in spectacular fashion. But with resilience and optimism, we leverage obstacles to propel ourselves forward. In the rearview mirror, setbacks become signposts guiding us toward our purpose. At every age and stage, embracing the unknown with an open road mindset liberates us to evolve. We uncover capacities we didn’t know we possessed. Each new horizon expands our perspective.

There is always adventure awaiting around the next bend. The journey holds more than you can imagine. Lean into the mystery. Accelerate into what’s next. The open road of life promises surprise, joy, and the thrill of chasing dreams yet dreamt.

Second, a sense of loss of a premier voice for the arts in Colorado, and in Littleton particularly. Your work has been comprehensive, coherent, and complete. And finally, a sense of personal gratitude.

You were supportive of my career at Littleton High School as drama director, and as performing arts chair, from the moment I arrived in 1992. You thoroughly covered and promoted our productions, and the performances and competitions of the choral and instrumental music programs in a

way I had never experienced. I was recently inducted into the Colorado Thespians Hall of Fame, joining my former colleagues, Frank Early at Arapahoe High School and Stanford Paris at Heritage High School. I know your support of the performing arts throughout the district contributed to these honors.

You also favorably reviewed my two contributions to the Town Hall Arts Center: portraying Henry in “The Fantasticks,” and directing “The Last Night at Ballyhoo.”

Pauletta Elizabeth (Beckley) Kruger April 28, 1936 - October 22, 2023

Pauletta Elizabeth Kruger passed away October 22, 2023 at her home in Littleton, Colorado. She was born April 28, 1936 in San Francisco, California.

Her early years were spent in Santa Monica, California and she graduated from Samohi in 1954. She married her high school sweetheart Roger Totten in 1956 and they became parents to three daughters. Roger’s employment with Martin Marietta required multiple moves between California and Colorado, and the family ultimately settled in Littleton in 1967. Many happy memories were made as the young family enjoyed time spent camping, sailing, on road trips, and just being together. Once the girls were in school, Pauletta worked part-time as a teller for Columbia Savings, and later in the office of Joslins Department Store in Cinderella City. She eventually took a full-time position at the Arapahoe County DMV in Littleton, working in multiple positions until retiring as a bookkeeper in 1997. After retirement, Pauletta served on the supervisory board of Columbine Federal Credit Union and was a member of Red Hats.

In 1986, Pauletta married the love of her life, George Kruger. Together they built a warm and inviting home with beautiful gardens. They enjoyed traveling in the U.S.

and Europe, visiting family and historical sites. She was a loving stepmother to George’s three daughters and welcomed each member of their growing families.

Although faced with physical challenges, she never lost her positive attitude, sharp mind, sense of humor, caring heart, and gratitude for all life offered. Her beloved Shichon, Keeper, was her loyal and constant companion. Pauletta loved her family, neighbors, friends, and was genuinely interested in everyone she met. She will be missed dearly by those whose lives she touched.

Survived by daughters Kathryn (Brian) Kelley, Lincoln, Nebraska; Sandy (Robert) Frye, Steamboat Springs, Colorado; and Jeanine (Kelly) Bricker, Evergreen, Colorado.

Beloved Gami to grandsons Davis Frye, Jordan Frye, and Evan Kelley.

Preceded in death by parents, Paul and Etta (Bartholomew) Beckley, brother Gordon Beckley, and husband George Kruger.

Sturgeon Electric’s founder simply wanted to bring Christmas cheer to his ailing son and invented outdoor Christmas lights in the process

round Christmastime in 1914, David Dwight Sturgeon’s son fell ill and became bedridden.

Sturgeon, an electrician who would go on to start the Sturgeon Electric Company, devised a plan to dip light bulbs in red and green

paint and string them on a tree outside the family’s home on 34th in Denver.

The elder Sturgeon strung the lights up around the tree so that his son, David, could see them from his bedroom window. Though he may not have known it at the time, Sturgeon’s efforts would change the way that people celebrate Christmas the world over.

Though Sturgeon did not invent indoor Christmas lights — that designation goes to Thomas Edison, who did so in the 1800s, according to Sturgeon Electric’s Marketing Director Erin Stromberg — his innovation spread like wildfire throughout early 20th-century Denver.

“People went past the house and saw it and liked the look of it,” Jason Hansen, History Colorado’s director of interpretation and research said. “And we then as now knew

that they had to keep up with their neighbors.

“And so, the next year, there were a few more houses with Christmas lights, (and) after that even more houses had Christmas lights, and it spread really rapidly throughout Denver,” Hansen continued.

As the outdoor lights became more widespread, an intrepid reporter from the Denver Post took note. Francis “Pinky” Wayne picked up the story and wrote several articles on Sturgeon’s invention, according to local freelance writer and historian Rosemary Fetter.

The idea’s popularity spurred Wayne to organize the first outdoor Christmas lighting contest — which drew hundreds of participants.

Soon after, the tradition had gained a foothold across the front range.

By 1938, Denver had begun to display Christmas lights on the

City and County Building and Civic Center, and soon dubbed itself the ‘Christmas City,’ according to Hansen. City Electrician John Malpiede oversaw the decoration of city buildings for over 30 years.

Around the same time, the city began urging visitors from all over to come and see the festivities, which soon begat another local tradition: leaving Christmas lights up until the conclusion of the Stock Show.

“That’s really where the tradition that most of us still observe today, of leaving our lights up until the end of the Stock Show, because so many people were coming to Denver, both for the Christmas season and for the Stock Show,” Hansen said.

“It was an act of hospitality to leave the lights up so that everybody can enjoy them.”

In 1945, NBC did a broadcast tribute to Denver and the Sturgeon family for having originated the tradition, according to Stromberg.

Now, Sturgeon Electric — still in business after all these years — celebrates its Christmastime roots by partnering with Colorado Children’s Hospital to hang lights on the homes of kids who are ailing during the holidays.

“This will be the sixth year in a row that Sturgeon Electric gives back to our community by putting lights on the homes of a child who is currently at Children’s Hospital,” Stromberg said. “We’re glad to be able to give back to our community and carry that tradition forward.”

This year, for History Colorado’s Zoom In exhibit — which examines the Centennial State’s history in 100 artifacts — Hansen’s research team looked

into the claim that Sturgeon invented outdoor Christmas lights to see if they could verify what many Denverites know as a piece of local mythology.

“It’s one of those stories where it may just be urban legend,” Hansen said. “And so, we went in and looked into it. I had a team of researchers that were working on that exhibition, and we dug into it trying to disprove it. And we couldn’t. It’s one of those enduring traditions, which is why we wanted to include it in the 100 objects exhibition.”

Thus, there is a strand of Christmas lights on display at the Zoom In exhibit at History Colorado’s Denver museum.

The organization also puts on an annual Christmas light tour that takes merrymakers on a bus ride throughout the city to discuss the tradition’s history and look at lighting displays today.

Arvada Center hosts ‘Cinderella’ this holiday season

“Cinderella is a great holiday Clarke Reader show because it’s magical and larger than life,” wrote Lily Schmoker, who plays Charlotte, one of the sisters, in the production, in an email interview.

“The beautiful set design, the transformations and the huge group numbers create a spectacular experience which is perfect for the holidays. It’s a feel-good story that families can enjoy together.”

“I’m approaching her with some silliness,” Watters explained. “Because our costume design is not the traditional ballgown, the godmother has so much more silly playfulness to her that we get to transform into some elegance. She’s a bit more eccentric, zany and playful.”

That sense of fun extends to all aspects of the story, with Schmoker bringing a humanly comedic touch to Charlotte, who she describes as a product of her mother who just wants to be loved.

“I think she is the total contrast of Ella, but I really fell in love with her,” Schmoker wrote. “I’m trying to play her with as much honesty as I can while keeping all her comedic moments, since she’s written, I think, to be a main source of comedic relief throughout the show.”

While the show certainly has some changes, the crucial core story is still there and that’s the reason it has resonated with audiences for so long.

Which, as it turns out, makes it the perfect fit for the holiday season.

“I hope audiences have a beautiful holiday joy infusion,” Watters said.

“They will be entertained and get to laugh and those are important experiences to have as a family. These days it is so easy to get distracted by technology but I hope people will leave the show feeling joyful. It’s really fun to come be part of a show that is a real collaboration.”

amount of savings may be higher or lower based on your home’s value and your local mill levy rate.

Democrats used two levers to provide relief. They reduced the residential assessment rate for the 2023 tax year to 6.7% from 6.765%.

And they increased the amount of a home’s value that is exempt from taxation to $55,000 from $15,000.

Combined, that represents about an 8% tax cut for a home worth $550,000 — and more cuts are likely on the way. Many local governments will be legally required to cut mill levies due to local limits on revenue as they grapple with the 40% increase in statewide home values.

To be clear: Your property tax bill won’t be lower than it was. The relief lawmakers passed will limit the increase caused by higher property values.

Lawmakers didn’t pass any additional property tax relief for commercial properties.

You can use our calculator below to see how much you will owe in property taxes — and how much you would have owed if the legislature hadn’t acted: Democrats tried to help renters in a few ways. But unlike the property tax cuts provided to every homeowner, not all renters will qualify.

The largest relief measure comes through a $185 million expansion of the Earned Income Tax Credit, which primarily benefits low-income working families. Currently, Coloradans receive 25% of the federal tax credit of the same name.

The General Assembly doubled it

for this tax year only.

That translates to as much as $1,350 more for a family with three children making $25,000.

The federal program is designed to encourage people to work, so it rises over the first $10,000 to $15,000 in income, but falls after a certain point. No one making more than $63,400 is eligible. You can use the calculator found here to determine your federal credit, then divide it by two to determine your state credit for this income tax year.

Democrats also approved up to $30 million in emergency rental assistance for households making up to 80% of the median income for their area. To qualify, renters have to be able to show financial hardship that puts them at risk of eviction.

There’s a deadline to receive help: any money that isn’t distributed to landlords before July 1 will be sent back to the state coffers to spend on other programs.

Coloradans who make less than $104,000 — the majority of Colorado taxpayers — will get a larger Taxpayer’s Bill of Rights refund next calendar year, while higher earners will get less than they would have otherwise.

That’s because Democrats passed a bill making TABOR refund checks the same for everyone, a temporary change from the usual system, which ties refunds to income, with higher earners getting more.

The refunds are owed for excess revenue collected over the TABOR cap, which is set by annual increases in inflation and population. The state has to refund any money collected over the cap.

The checks will be $800 for single tax filers and $1,600 for joint tax filers.

The refunds would have been $47 larger per person, but lawmakers used $185 million of the state’s $3.6 billion surplus to fund the expansion of the earned income tax credit.

Schools will be reimbursed for all the money they would have gotten had the legislature not exempted $55,000 of a home’s value from taxation and reduced the residential assessment rate. That totals about $145 million.

Fire, ambulance and hospital districts, like schools, will be reimbursed for all the money they would have collected had lawmakers not passed property tax relief. That totals about $50 million.

Counties, cities and other local agencies like water districts and libraries will only receive state assistance if their local property values are increasing by less than 15%.

Even then, the reimbursements may be only partial.

The legislature also formed a bipartisan, 19-member task force to come up with a long-term property tax solution.

The task force will include state lawmakers and local elected officials, as well as representatives from education, firefighting and business advocates. Property owners will also be on the panel.

Appointments to the task force will be made by Dec. 4 and the commission will start meeting the next day. Meetings will continue at least twice a month through at least midMarch, when it is required to present its findings to the governor and the legislature.

The panel is set up with the goal of either passing a long-term property tax solution at the Capitol next year, or crafting a measure to place on the 2024 ballot.

The bill forming the task force was originally drafted to be dominated by Democrats, but it was changed in the Senate to be more politically and geographically diverse. For majority Democrats, it’s a bet on bipartisanship, after a special session that was otherwise deeply divided along party lines.

If the plan that comes out of the task force can win some Republican support in the legislature, there may be enough votes in the Capitol to refer a constitutional amendment to next year’s ballot.

Placing a constitutional amendment on the ballot takes the support of two-thirds of the lawmakers in each the House and Senate.

Democrats have a supermajority in the House but are one vote shy of that threshold in the Senate.

Democrats had to scrounge to find funding for their proposals after state budget analysts reported last week that the state could face a shortfall this year.

They got some help from revised property tax forecasts. Local property taxes are now expected to generate $262 million more for schools this year than anticipated, enabling lawmakers to delay a state reimbursement to schools until the 2024-25 budget year, which starts July 1.

If Proposition HH had passed, lawmakers would have been required to spend that money this year.

They also used $15 million in leftover federal stimulus funding to cover half the cost of the additional rental assistance.

framing is left standing. If the building had been entirely constructed of wood, it likely would have completely collapsed and burned, he said.

At around 4 a.m., the department gave permission to the building management team for the apartment complex next door to work to get their residents back in the building. The management team started working to secure doors that had been broken down before residents could return.

Residents who live in the waterdamaged apartments will likely be displaced until their units are repaired, Hurst said.

West Metro Fire Rescue assisted in response to the scene of the fire.

American Red Cross was also on scene to assist displaced residents.

The Littleton Police Department was used as a temporary shelter to keep people warm and safe until their building could be reoccupied.

Cause undetermined

Officials returned to the scene of the fire this morning to search debris for potential unknown victims and evidence related to the cause of the fire.

Hurst said investigators specifically wanted to make sure no po-

tential individuals were caught in the fire while using the building as shelter, which sometimes happens in vacant buildings during colder months.

After searching the scene, officials found no evidence of victims and said it is likely the cause of the fire will be undetermined.

“Unless there’s new information that comes forward … the fire will remain an undetermined cause status,” Hurst said. “(Investigators have) reviewed all of the available evidence that they can and, at this point, they’ve not been able to determine a cause.”

Hurst said the fire marshal’s office did not say the fire was suspicious, so it is equally as likely that it was an accident as a crime.

Hurst said if anyone was in the area and saw something fire investigators should know, they should reach out to South Metro Fire Rescue at (720) 989-2000.

The fire is a good reminder for people to have a fire safety and evacuation plan, Hurst said.

He also advised people to sign up for ArapAlert, a system that sends emergency phone notifications from first responders to people in affected areas.

Although there is no exact cure for diabetes, the chronic condition that affects how the body turns food into energy, there are ways to help manage it and prevent a diagnosis.

Rebecca Warren, a dietitian and clinical nutrition manager at UCHealth Highlands Ranch Hospital, said that a well rounded diet and healthy lifestyle plays a huge role in a person’s overall health.

Diabetes is the eighth leading cause of death in the U.S. with more than 37 million U.S. adults having the condition, according to the Centers for Disease Control and Prevention, and one in five of those adults don’t know they have it.

Types of diabetes

The body breaks down most of the food eaten into sugars and goes into the bloodstream. When a person’s blood pressure goes up, it signals the pancreas to release insulin, which releases the blood sugar in the body for cells to use as energy.

For someone with diabetes, the body doesn’t make enough insulin, or doesn’t have the ability to use the insulin as well as it should.

As a result, too much blood sugar stays in the bloodstream.

“When we think about nutrition in terms of preventing diabetes, we’re really looking at preventing prediabetes and type 2 diabetes,” said Warren.

Prediabetes, in which an estimated 96 million adults have, occurs when blood sugar levels are higher than normal but are not high enough to reach the level of an official type 2 diagnosis as it can be reversible through exercise and diet.

Oftentimes people who are diagnosed with type 2 diabetes later in life are commonly due to poor dietary habits, obesity and lack of adequate physical activity, Warren said.

In this case, the pancreas might be able to produce insulin, therefore, exogenous insulin may or may not be required and oral medications are often prescribed.

However, oral medications are not used for type 1 diabetes.

Type 1 diabetes is thought to be autoimmune and occurs when the cells of the pancreas are unable to produce insulin on its own, therefore, insulin from an outside source such as an injection is used.

Diabetes can be managed through maintaining a healthy weight, being physically active, choosing healthier meals and limiting processed food intake.

The five food groups

When it comes to preventing diabetes and having a well rounded lifestyle, dieticians tend to consult the U.S. Department of Agriculture MyPlate Method.

However, it is important to contact a registered dietitian and physician for recommendations based on your individual health needs and specific health conditions, said Warren.

The five food groups are fruits, vegetables, grains, protein and dairy.

Ideally, for the average healthy adult, half the plate should be fruits and vegetables.

Warren said it’s beneficial to eat a variety of fruits and vegetables (especially different colors) as they each contain different vitamins and minerals, this includes edible peels.

While vegetables contain potassium, vitamins A and C, iron and calcium, fruits contain vitamin C, which is essential for tissue growth, repair and healing.

Warren said people should avoid canned fruits and vegetables because they contain added sugars and sodium.

With grains, at least half should be whole grains. These include foods like brown rice and whole wheat bread.

In addition to magnesium and B vitamins being important for the nervous system and metabolism, whole grains are less refined and contain additional protein that helps manage blood sugar.

“Typically the way our blood sugar works,” said Warren. “When we have a refined grain, such

as white bread, our blood sugar shoots up and then it shoots down fast.”

When a whole grain is added, it has the additional protein and fiber content that allows the blood sugar to slowly rise, plateau and lower. This gives the body a bit more control.

Among the many benefits of proteins, they also include B vitamins, which helps build tissue and blood cells.

Vegetarian proteins include beans, nuts, seeds and soy.

“When we look at these plant based sources of protein,” said Warren. “They’re high in fat soluble fiber, which can help manage cholesterol but also help with blood sugar control.”

Blood sugar control can also be managed by ensuring you are not eating one component of food at a time.

This includes snacking. By adding a protein source to a snack,

such as a low fat cheese or peanut butter, the protein source can pair with the carbohydrate and gently release blood sugar through the bloodstream.

If lactose intolerant, Warren said people can choose lactose free products or fortified dairy alternatives as well as low fat or fat free options for reduced intake of saturated fats.

Additionally, some foods such as fruits contain natural sugar and fiber, which helps the body absorb sugar at a slower and desirable rate, said Warren. Many processed foods that contain added sugars are absorbed faster and can result in blood pressure spikes.

What to look for

According to the National Heart Lung and Blood Institute, portion sizes have grown over the past 20 years. Many foods that serve as a single portion contain multiple servings.

While the USDA MyPlate is a helpful guide in knowing how many servings to have in each food group, Warren suggested the use of Berkeley, the University of California’s handy guide to “How big is one serving?” This can be found at https://rb.gy/wqbsfa.

The number one thing to look at on a nutrition facts label is the serving size, said Warren as it indicates an appropriate amount to eat at once and everything listed in subsequent rows is reflective of that specific amount.

“What you need to look for on a nutrition label is specific to your personal health and nutrition goals,” said Warren.

Therefore, common things to be aware of are calorie intake when being mindful of weight, saturated fat content in regards to heart disease, sodium levels in terms of high blood pressure or heart failure and added sugar for preventing diabetes.

Tears were shed at the Littleton City Council meeting on Nov. 21, as Jerry Valdes said farewell to the dais where he has served for over a decade.

He and Kelly Milliman, who finished her term as the District 4 representative, wrapped up their time on the council to welcome two newly-elected members to the dais.

New District 2 Councilmember Robert Reichardt and District 4 Councilmember Andrea Vukovich Peters took their oaths, officially kicking off their terms on the city

council.

Pam Grove, who was re-elected to serve in an at-large seat l, swore into her second term.

“Congratulations to Councilmember Pam Grove on your reelection,” Valdes said. “Also, to the new council members – congratulations. Have fun, enjoy this. It’s a great time, it really is. Be civil to each other on your council and be prepared for every meeting.”

During his tenure, Valdes voted approximately 1,763 times, he said.

He served alongside 20 different council members on seven different councils.

He thanked his colleagues, friends, family and the Littleton community for their support during his decades of service.

“Thank you to my incredible wife … for encouraging me and supporting me to be involved in our city,” he said. “Thank you, City of Littleton.”

City Manager Jim Becklenberg recognized Valdes for always being well-prepared, asking important questions and having fun.

“I, along with the rest of our staff, will remember Councilmember Valdes as a consummate Littleton cheerleader and advocate who really guarded our history and our values and prioritized keeping Littleton safe, clean and attractive for all of us,” he said.

In reflecting on Milliman’s service to the council, Becklenberg highlighted her “all-in” attitude and her passion about making progress

happen.

Specifically, he highlighted her fearless commitment to housing initiatives and her support of the arts community.

“Kelly, your staff will remember you for your strong support and empathy from the dais, for fearlessly advocating for the most important issues for the last few years,” Becklenberg said. “Most of all, I will remember your superpower as a listener to citizens who need help.”

Milliman thanked Peters and Reichardt for running for office and gave some advice for their time on the council.

“I would like to say thank you, to you two, for being conscientious and wanting to run for council and (advocate) for our community,” she said. “Be open-minded, thoughtful, kind and work well with these council members and also with the staff.”

Once the new council members were seated, they chose their new mayor pro tem. The person in this role, chosen after each general election, acts as mayor during absences of the mayor.

The city council chose District 3 Councilmember Stephen Barr as their next mayor pro tem, replacing At-Large Councilmember Gretchen Rydin in the role.

“Thank you to the council for vesting that trust in me,” Barr said.

Strong demand among undocumented Coloradans for health coverage

Colorado’s Omni-Salud program - which allows low-income undocumented Coloradans and Deferred Action for Childhood Arrivals recipients to enroll in affordable health insurance plans with financial assistance - saw a surge in demand at the start of the state’s open enrollment period.

Raquel Lane-Arellano - communications manager with the Colorado Immigrant Rights Coalition - said the rush to enroll shows that word is getting out about the program, now in its second year.

“It also shows us that there is such a great need for the pro-

gram,” said Lane-Arellano, “given that the capacity - which is currently at 11,000 for the Silver Enhanced Savings Program insurance plan - filled up in two days, which was absolutely a record.”

Lane-Arellano said the strong demand should move lawmakers to expand investments in OmniSalud - which aims to reduce costs to taxpayers, including expensive emergency room care when patients without insurance can’t pay their bill.

Critics say the program forces Colorado taxpayers to subsidize undocumented immigrants’ health insurance against their will, and have called it a violation of the Affordable Care Act. Undocumented Coloradans are also taxpayers, paying nearly

Lane-Arellano said as the pandemic made very clear, it’s important to ensure that everyone - including front line low-wage workers - can access health care.

“Our communities are healthier and stronger when everyone can get the care that they need,” said Lane-Arellano. “A lot of the folks who are here have been a part of our communities for decades, paying taxes, working, and contributing to our state and local economies.”

Undocumented residents can still enroll for coverage through Omni-Salud. But unlike some other low-wage workers in Colorado, they will have to pay market

prices without financial assistance.

Lane-Arellano said she worries that people may put off seeking care if they can’t afford insurance, which can lead to a cascade of bad outcomes.

“They’re forced to take leave from work,” said Lane-Arellano.

“They may need to seek emergency services, which costs more. And they may also end up in crushing medical debt due to the severity of the progression of their illness which in a lot of cases is preventable with early treatment.”

Arapahoe County Proposal Public Notice ARAPAHOE COUNTY NOTICE OF PUBLIC HEARING CASE NO LE23-002, UNNAMED CREEK AMPHITHEATER / LOCATION AND EXTENT PROPOSAL: The applicant and property owner, Southeast Metro Stormwater Authority is requesting approval of a Location and Extent to construct an amphitheater. The project is proposed within parcel 2073-13-2-15-052 and is Tract D Blk 6 of The Bluffs at Saddle Rock Ridge Subdivision. The location is adjacent to Unnamed Creek near Eagle Crest High School and the nearest major cross streets are Copperleaf Boulevard and Picadilly Street. The proposed amphitheater will be approximately 0.09 acres when constructed and is intended to provide passive outdoor seating for area residents and other users of the surrounding open space.
