The 2012 Aurora theater shooting, which left 12 people dead and 70 others injured, prompted Colorado Democrats to immediately begin pursuing tighter regulations on firearms.

It’s now taking 10 to 12 weeks for Coloradans to get new unemployment claims processed by the state Department of Labor and Employment.

There hasn’t been a sudden rise in new claims. Rather, said Philip Spesshardt, director of CDLE’s division of unemployment insurance, it’s the older pandemic claims that are “now being adjudicated.”

An executive order at the start of COVID-19 required the agency to pay benefits first and review them later.

As of Monday, there were

19,982 issues under adjudication. That’s down from more than 800,000 issues at the peak. There are usually multiple issues per claim leading Spesshardt to estimate that between 5,000 to 10,000 people may be impacted.

Issues could include investigating whether the individual was eligible, whether it was COVID-19 related or whether there was a protest by a former employer. The agency must sort out claims of those who lost a job due to COVID from those who didn’t, which could impact an employer’s future unemployment insurance premiums.

Fort Lupton has plans for expanded rec center

Mary Jane (Morris) Talbot January 3, 1936 - July 17, 2022

Mary Jane Morris Talbot 86 of Brighton, Colorado went to heaven on Sunday, July 17, 2022. She was met by her late husband Don Talbot, her parents, siblings and many other loved ones. Janie considered anyone she met a loved one. She was also met by her numerous and various animals who she loved throughout her wonderful life.

Janie was born in Kansas City, Kansas on January 3, 1936 to Roy Morris and Patricia Overlin Morris. She was the third child of four of this union.

Janie’s family moved to Colorado while she was a young child. She lived in Denver at first. Later the family moved to a farm west of Brighton, Colorado. Janie’s mother passed away while she was young. Her paternal grandmother helped to raise her siblings and her. Her father passed away when she was a young adult.

She met her late husband Don on a blind date. They had many loving years together.

They enjoyed camping, hunting, shooting sports, traveling, fishing and their many beloved animals.

She loved teaching people of all ages.

Whether she taught preschool, elementary school or senior citizen painting classes at Eagle View Adult Center, she gave her all to educating her students. She considered everyone her loved student for all times.

She was very active in St. Elizabeth’s Episcopal Church here in Brighton. She attended the church for many years. She served on committees and planned events for the church. She loved helping out.

the Eagle View Senior Center. She was honored with a room dedicated to her at the center.

Janie was preceded in death by her husband Don, her parents Roy and Patricia, her sister Betty, Brother Don, her in-laws also preceded her in death.

She is survived by her oldest sibling Bob Morris of New York.

Her son Jeff (Sandy) Talbot of Brighton, CO survive her passing, their children Travis (Bridget) Talbot of Wellington, CO, Amanda (Daniel) Hamilton of Loveland, CO and Clay (Seaira) Talbot have many fond memories of Grammy.

Her daughter Dawn (Dean) Neill of Holly, CO also survive her. Their Children Garrett Neill of Paducah, Kentucky, Kelli (Matt) Kemp of Colorado Springs, CO and Amy Neill of Aurora, CO remember many fun times with Grammy. She had one great grandson, Raylan Kemp of Colorado Springs, CO whom she was able to meet recently.

November 1, 1931 - June 17, 2022

Lois was born in Colorado Springs, Colorado to Helen Siehls and Clarence Charles Bushner on November 1, 1931.

Though her birth name was Gladys, she preferred the name Lois and went by that for most of her life. She moved to Brighton Colorado in 1946 where she met Robert Seltzer, and married him on August 13, 1949. Robert and Lois lived on the Seltzer family homestead where they had four children. Jack Alden (Patricia), James George who died at birth, Terri Lee Bell (Kenny) Kuhn, and Timothy Robert ( Jennifer).

Lois worked for the Extension Service in Adams County for over 25 years. She loved working with young people and their families in the 4-H, Catch-it-Calf and exchange programs. She was also involved with the

National Western Stock Show and was integral in the revival of the Adams County Royalty program. Lois loved to travel. She and Robert visited many places throughout the world. Lois especially loved going to Hawaii and to the Navajo reservation.

Lois was preceded in death by her husband, Robert and her son, Timothy. In addition to being survived by her children Jack and Terri and her daughter-in-law Jennifer, she is survived by five grandchildren Andrea (Chris) Blindheim, Jennifer Seltzer, Kristi (Fernando) Colbert, Megan (Ethan) Berg, Garrett (Jenna) Seltzer and 3 great-grandchildren.

As requested by Lois and her family, no services will be held. Everyone’s support and understanding is greatly appreciated.

Janie cared more for everyone she met more than herself.

Frank married his high school sweetheart and the love of his life Lila Skinkle in 1959.

Frank ran a farm and milked cows until 1976. In 1976 Frank sold the farm and began working for Amoco Oil retiring in 1994.

In 1979 Frank joined the Fort Lupton Fire Department as a volunteer. Frank served as Chief of the Fort Lupton Fire Department from 1986 to 1989 retiring from the Fire Department in 1994. Frank was elected to the Fort Lupton Fire District Board in 2002 and served until 2010. Frank enjoyed fishing, golfing, traveling to Hawaii, Mexico and loved all family activities. He was adored for his ability to make people laugh and feel comfortable. He will be missed by family and

Brozovich, former Fort Lupton fire chief, dies

Former Fort Lupton Fire Chief and district board member Frank Brozovich died July 15 at his home.

He was 82.

Brozovich joined the department in 1978 and was chief from 1986 to 1989. He retired in 1994. His election to the district board was in 2002, and he stayed on the board until 2010.

Brozovich “Our thoughts and prayers are with the family and everyone who knew and loved Frank,” said present Chief Phil Tiffany in a Facebook post.

“Frank loved the community, the fire department, and his family with all of his heart. We will miss his big heart and smile.”

According to legacy.com, Brozovich was a Colorado native and longtime resident of Fort Lupton.

He graduated from high school in 1958, joined the U.S. Air Force, serving from 1958 thru 1963. Brozovich married his high-school sweetheart and the love of his life, Lila Skinkle, in 1959.

Brozovich ran a farm and milked cows until 1976. In 1976, Frank sold the farm and began working for Amoco Oil Co. before retiring in 1994. Big Boy roaring back through area Train to pass through on way to Denver for rail company’s 160th anniversary

through exhibition that provides a glimpse of the past while telling the story of modern-day railroading.

Union Pacific planned a longer West Coast Steam Tour for Big Boy this summer, according to a written statement from the company.

That tour was canceled so Union Pacific could focus its efforts on improving network fluidity and service to customers amid ongoing supply chain challenges, the statement said.

“Both the communities of Denver and Cheyenne have a rich history that goes almost as far back to the foundation of Union Pacific Railroad,” said Scott Moore, senior vice president – Corporate Relations and chief administrative officer. “We are disappointed we cannot have our longer Big Boy tour this year but rekindling our great history with Denver and the Cheyenne Frontier Days Rodeo will give us an opportunity to share No. 4014 with the public in 2022.”

The train will carry passengers the next day as it returns to Cheyenne. This excursion is the annual

Big Boy is coming back through Brighton July 28, on its way to Denver’s Union Station.

Union Pacific’s famed Big Boy No. 4014, a massive locomotive engine dating back to 1941, will make the trip from Cheyenne to Denver before 10 a.m. July 29.

The train last roared through the area last August.

The train will be on display and available for public viewing at Union Station from 10 a.m. to 3 p.m. July 29 to honor Union Pacific’s 160th anniversary and the historical role railroads serve in America. The Denver display day will include viewing of the Big Boy locomotive and access to the “Experience the Union Pacific” rail car, a multi-media walk-

gala fundraiser for the Union Pacific Museum, a nonprofit organization, and is a rare opportunity for the public to travel on this historic heritage equipment. Passengers must be 18 years or older to attend.

Twenty-five Big Boy locomotives were built for Union Pacific to haul heavy freight during World War II. It was delivered to Union Pacific in December 1941. Around the country, there are seven Big Boys on public display in St. Louis, Missouri, Dallas, Texas, Omaha, Nebraska, Denver, Scranton, Pennsylvania, Green Bay, Wisconsin, and Cheyenne, Wyoming. No. 4014 is the world’s only functioning Big Boy. Big Boy No. 4014 traveled about a million miles in 20 years of its service and retired in December 1961 at the Rail Giants Museum in Pomona, California. Union Pacific inherited it and relocated it back to Cheyenne for years of major restoration. They brought it back to the tracks in May 2019 to celebrate the 150th anniversary of the Transcontinental Railroad’s completion -- May 10, 1869.

Luxury homes going up in Fort Lupton

Developers behind a luxury housing development targeting Fort Lupton invited residents to come and select where they want their next home built.

Eastman Properties will build the first Epcon community in Northern Colorado, called the Courtyards at Lupton Village, in Fort Lupton. The project calls for 27-lot units of luxury ranch homes with private courtyards on South Rollie Avenue.

“After starting my real estate journey, I came to the realization that the 55-plus market has been tremendously underserved. I knew there had to be a way to capitalize on this market. And that’s when I

found Epcon,” said David Krafsur, owner and managing member of Eastman Properties. “I thought to myself, ‘I want to do something that makes people happy, and what better way to do that than with beautiful homes with amenities that appeal specifically to your demographic.’”

The company hosted a lot-selection meeting July 12, allowing prospective buyers to pick out which lots in the development they want to build on.

Fort Lupton passes independent financial audit Despite lower revenues, city financial position strong, auditors say

Fort Lupton City Council approved an independent audit of its financial standing during a July 19 meeting.

General fund revenues come from sales tax (27 percent, according to a report from Finance Director Leann Perino) and 47 percent from property tax. Most of the city’s economy comes from the oil-and-gas sector.

Perino said four of the city’s top 10 employers are in that part of the economy.

Property tax valuation for 2020 (and collected last year) dropped 19 percent because of a decline in oil and gas extraction, the report said.

Sales tax increased by 8 percent last year, thanks to the pandemic’s effect on the economy.

Even so, the firm of CliftonLarsonAllen said the city’s financial position “...continues to be strong and improving.” The city’s net position (city capital and assets minus liabilities and long-term debt) grew by almost $13 million last year.

Sales tax revenue increased, as did charges for services. Capital grants declined. Most of the increase in

expenses was in the utilities and public works budget. There was a small increase in recreation.

The golf course fund increased 11 percent. The accounting firm attributed that to a full year of operation.

The recreation center fund went up 21 percent last year, largely due to an increase in property tax revenue, the accounting firm said.

Almost 70 percent of the city’s net position is in capital assets, such as land, buildings and machinery.

City ordinances dictate 9 percent of the net position. Two percent is set aside to pay city debts.

Water bond rating The city’s water bond rating could be sitting at A-plus in a few weeks.

Perino told the council that the firm Standard & Poor’s was in the process of rerating water bonds for the first time in three years.

“They are using a different process,” she said. “They asked a lot of questions about cybersecurity and how we are trying to protect our water system.

Perino said the new rating is a combination of the city’s debt load and its ability to pay off its debt.

City Administrator Chris Cross said the highest ranking a city can achieve is AAA. Perino said the final rating will be out in four to six weeks.

“We worked hard to get that A-plus rating,” he told councilors.

Public works updates Fort Lupton road work

Fort Lupton public works crews are getting ready to begin work at Weld County Road 12 and the Union Pacific Railroad tracks west of Hillside Cemetery.

tor Roy Vestal said the city and Union Pacific “are starting the process,” which includes a $35,000 engineering piece for the railroad’s part of the crossing, plus new crossing arms.

“We’ve done a sketch plan,” Vestal told councilors during a July 12 town hall discussion. “We’re try-

ing to package it in a project where we cover parts that haven’t been covered in other developments.”

Vestal said an employee from Union Pacific was on a small go-cart at the intersection recently.

“This lady came screaming around and stopped in the middle of the tracks,” Vestal said. “The guy told me if there had been a full crane there, she’d have been toast.”

Vestal said new safety signs – including “the biggest one we could find” – are in order for the grade crossing, plus warning signs. Work could begin next year.

Harrison Avenue design During a July 19 meeting, the council approved a $26,000 change order request for the redesign of Harrison Avenue from First to Ninth streets.

Most of the change order deals with stormwater flow issues. Vestal said stormwater flows — with cross pans — across Second and Third streets and continues across Fourth Street. Vestal said the present design has caused flooding problems before.

“Design was originally intended to catch flows at Fourth (Street) and convey in pipes to the existing

storm drainage on Pacific Avenue,” Vestal said. “Value Engineering Design will convey each street to the Pacific Avenue storm sewer with new pipes.”

By email, Vestal said Harrison Avenue has a low slope.

“Reconstruction of the street section will provide a minimum of 0.4 percent fall with low points at the intersection to collect the storm drainage in a new inlet to get it off the street and prevent the massive flooding we have been experiencing,” he said.

“It (the water) can accumulate in a bigger pipe, which holds more water, as it flows toward Fourth Street,” public works engineer Monroe Peck told the council. “We can reduce the pipe size and reduce the overall cost.”

During a study session on July 12, Peck asked for the money to rework the design plan, As a result of the council’s action, the cost of the project drops by a sum of $76,000.

“We’d get rid of three or four inlets. That’s $10,000 right there,” Peck told councilors July 12.

Vestal said plans are about 75% complete. Construction on this project could begin next year.

Fort Lupton splash park project progressing

Fort Lupton Parks and Recreation Director Monty Schuman emphasized that the city’s new splash park is not part of hoped-for expansion to the city’s recreation center.

He made the comments during a July 20 meeting detailing plans for a larger

recreation center. If all goes well, the larger facility could be ready for business by June 2023.

“The city set aside a substantial amount of money,” Schuman said. “We’re applying for major grants. We’ll have new trails, concrete.

It’ll be an overhaul of (rec center) park. It’s a substantial project if we get the funding.”

Schuman is hoping to get an item on the November ballot to extend the sales tax that helped pay for the center in 2004. The tax sunsets in November.

“The reason this came up is the tax will be paid off in November,” Schuman said during the July 20 forum. “We’re looking at asking voters to extend the tax. If the voters are interested, we could get construction drawings by the first of the year.

If this passes, we could break ground in 2023. We’d need nine to 10 months of construction. It comes down to what the community feels comfortable with.”

Another area of interest was the aquatics program, particularly a pool for exercise and leisure. Kastela said it would work well for aqua aerobics courses.

“Those pools tend to be shallow and warmer. It’s not a lap pool with the hard gutters you have to climb through to get out,” Kastela said.

Kastela also touched on moving the changing rooms close to the front of the pool area.

A city survey in 2017 started the initial interest in the splash pad. COVID brought a halt to talk of the pad until late last year when City Council approved $400,000 for the capital improvement project for 2022.

“Council has been very supportive,” Schuman said, “They want to see that happen one way or the other.”

Most of the 17 people who took part in an online survey liked the current location of the facility, liked the pool and its temperature and appreciated the pool’s cleanliness. Suggestions to improve the center included building a better lap pool, more of a swim area for kids and a pool that could host high-school meets and partnerships.

The two most important poolbased activities, according to the survey, were exercise programs and recreation. Lap swimming came in a close third.

There was also a suggestion to put workout gear in places so it could be used safely. One person called for a bigger gym.

“If we expand the gym, we could have more room for more activities, such as pickleball.

We’ve been talking about a rubber floor,” Kastela said. “The bigger building, hopefully, is going to be able to adapt to those.”

The homes cost between $450,000 to $500,000 each with a homeowners association taking care of the shrubs and shoveling snow. He hopes to complete the project by the fall of 2023. For the next couple of months, Epcon will concentrate on reserving individual lots for buyers and beginning work.

VOICES Lighting the way

M

any people have a fascination with lighthouses, for some of us, it is even an obsession.

Over the years I have visited many lighthouses myself and also have a small collection of miniature lighthouses to remind me of a few of my favorites that I had a chance to see and climb. We are attracted to lighthouses for our own reasons, some love the dramatic coastline where the lighthouse is situated, and others enjoy visiting because it speaks to them of a time gone by while connecting them with their own past.

For many families, the lighthouse is a tradition as they plan vacations to the shores and lighthouses they have yet to see. They are really extraordinary structures with amazing stories of how each came to be. The earliest known lighthouse was Egypt’s Pharos of Alexandria built in 280 BC, with a huge open fire at the top and stood 450 feet tall.

When I think about the history, nostalgia, and individual meaning and significance that the lighthouse holds, I am reminded of their primary

purpose. The lighthouse was designed and built to keep ships from becoming beached in the shallow waters or crashing into the rocky coasts. Instead, ships avoided being shipwrecked and were guided safely into the harbor. They were invented to light the way for ships at

sea.

We may not be at sea, but we could still be adrift. As we consider what we use in our own life to light the way, many of us are grounded in our values and beliefs and we use those to guide our steps and decision making. Others find something that is their North Star, something whether a virtue or value, that they follow in good times and when times get tough, keeping them on the right path. And then there are those who rely on their principles and strong moral compass. And yet for others, they struggle because they have

yet to connect with their values, beliefs, virtues, their North Star, or moral compass. They struggle because they have yet to find what lights their way.

As we worked on developing a new leadership program, one of our consultants, Bryan Price, Ph.D., shared a concept that I had heard before, but hardly ever thought about again until now.

The concept is this, it’s about someone holding a candle, and how they can in turn light the candles of others around them. And then those people could continue to light the candles of even more people. As we thought about leadership, it would take a long time for a leader to visit each and every person in their company or on their team to inspire them or individually show them the way, but if they lit the way for a few, those few can then go and replicate the same effect throughout the organization or team.

If you have ever been to any candlelight service or vigil, you may have been the first one to light the candle and then pass the flame along to others.

Or, someone may have lit your candle first, and then you shared the flame

and light with others. Before we know it, the entire room, area, or church is completely lit up because we all shared T S the light with the person next to us.

Now, just imagine it isn’t a lighthouseF showing some captain the way around @ the rocks, or a candlelight service in F church or candlelight vigil being held D outside somewhere. Imagine that the light is each one of us, and that we have the ability to light the way for others.

And what if we just lit a couple candles each day for those around us? The compounding impact of this would be tremendously amazing.

Endless nonsense about the high prices of gasoline

W

hat a lot of complaining I hear about gas prices. I’ve done some myself. I also see a lot of blaming, especially of Joe Biden. “It’s all his fault.”

Hmmm, could Russia’s invasion of Ukraine have just a little bit to do with the latest surge in prices at our gasoline pumps?

Oil is a dense fuel, moved around with relative ease across the globe. The refining capacities and supply chains have great complexity. That’s why the United States produces more than it consumes and still imports oil. It’s also why the United States can never produce so much that prices will always be low. We’re in a global marketplace.

The blame-Biden game brazenly overlooks many facts. The average national price of regular unleaded in early June of $4.72 per gallon was, when adjusted for inflation, substantially less than the prices in 2008.

Prices then — again adjusted for inflation — would have been $5.40, according to Kiplinger.

Recall, too, that the president in 2008 during that price spike was George W. Bush, an oilman from Texas whose administration was known for its oil industry-friendly policies. We had high prices anyway.

Policies and decisions made by presidents can play a role, but they’ve been mostly on the margins. For example,

Biden’s policies of early 2021 had some impact on permitting of federal lands for drilling. But the bulk of U.S. production occurs on private land.

Oil is a boom-andbust, roller-coaster sector. Gasoline prices were incredibly low just two Allen Best years ago. Drilling was frantic in 2018. It skidded to a halt in 2020. First, Saudi Arabia and then Russia began a price war. Almost instantaneously the pandemic made us housebound, afraid that touching a doorknob would send us to early graves.

Drilling almost entirely ceased that year in the Wattenberg Field north of Denver, which is almost exclusively responsible for making Colorado the nation’s fifth largest oil-producing state. Now there seem to be drilling rights everywhere I look.

Our bounty of oil in Colorado can be attributed to improved technology, primarily horizontal drilling and hydraulic fracturing that has allowed extraction from the Niobrara, Codell and other formations. Those technologies took decades to ripen. No one president can be credited—or blamed.

that this is why the Keystone XL pipeline should be built. The politicians and propagandists who never let facts get in the way of their stories have been happy to trot this out. Even some very smart and honest people have been taken in by this canard.

The Keystone XL pipeline would deliver hydrocarbons from the oil/tar sands of northern Alberta to a hamlet in southeastern Nebraska called Steele City. Existing pipelines can then deliver the hydrocarbons to refineries along the Gulf of Mexico. (Some other pipelines distribute the product to other refineries, including—the last time I checked, about a decade ago— the Suncor Refinery north of downtown Denver).

What difference would the Keystone XL have made had it not been vetoed by Barack Obama? Very little.

It would have added just 1% to global production. Keep in mind, most of this would have been refined along the Gulf Coast, easily transported to world markets.

More valuable would be a little more conservatism in driving behavior. I’m no saint. I lost my driver’s license in 1976 because of speeding tickets in the wake of the oil embargo. Twice I got nabbed for going - brace yourself - 69 mph. Today, driving that slowly, you risk being rear-ended when driving on the interstates east, north, and south

For many vehicles, 55 mph is the optimal speed. Driving 100 miles in a Ford F-150 pickup, according to a Department of Energy website, will cost you 20 cents a mile in gas when driving 65 mph (and gas is $5/gallon).

Going 80 mph, you’ll save about 15 minutes in travel but pay $5 more.

Drive that fast and you’ll still get passed.

That’s not considering the greater air pollution caused by going faster.

You burn more oil, you produce more pollution. Colorado’s roundlevel ozone aggravates existing health conditions and causes shorter life spans. Then there’s the pollution in the higher atmosphere of greenhouse gases. Do you think they might have something to do with these summer C nights staying so hot? The science is D very clear. @ Electric vehicles will dent oil prices. C So far this year, EVS were responsible for 6.4% of all auto sales in Colorado.

This percentage will grow rapidly in the next few years as manufacturers deliver lower-cost models and expanding charging infrastructure further reduces range anxiety. A decade from now, this argument about high oil prices will look queer indeed.

Dancers dazzle to raise money for the Boys & Girls Clubs

Seven dancers from different organizations glided across the stage to raise funds for the Boys & Girls clubhouses and help the youth with after-school programs.

Fort Lupton’s Kelley Jackson and her dance partner Todd Teter took home the best performance honors. Dr. Deirdre Pilch and Keegan Wild were the 2022 champions.

“This was so much fun and it’s a lot of work dancing. It was just a pleasure to be able to do this for the Boys & Girls club,” Jackson said.

“It was an excellent opportunity to support and raise funds for Boys & Girls Club, and it was fun,” Teter said.

“Our dancers have received their training and come to us to continue their love and passion for dance and performance. Todd is an outstanding part of our company and family, “ said Wendy Sosa, Colorado Dance Collective, Executive Director and Ballet Company Director.

“His energy is limitless, and his joy for dance shows every time he walks through the studio doors. We are incredibly proud of Todd and our other members who participated in this event.”

The seven stars represent the various clubhouse across Weld County, and throughout a six-week campaign, the communities of Weld voted a dollar per star.

Dr. Pilch, superintendent of Weld School District 6, represented the Pawl Clubhouse. Pilch performed swing dancing with partner Keegan Wild with “Country Kickup” from Greeley.

Elizabeth Faris of North Behavioral Health Data Services represented the Boys & Girls Club Teen Center. Faris partnered with Debra Endres, owner of “Okay..Lets Dance with Debra” from Loveland, Colorado. They danced a country number with line dancing, country swing, and polka.

“Faris’s husband was her original dancing partner but he contracted COVID. Faris worked too hard to not be in the competition, so I led her,” said Endres.

Representing the Galeton Clubhouse was Lea Faulkner with Lea Live Podcast. Faulkner learned several dances from Greeley’s “Country Kickup.” With dancing partner Alec Helm, she performed a combination of different dance styles including salsa, country swing with some aerial moves.

Elizabeth Faris, led by Debra Endres danced a country number with line dancing, country swing, and polka.

“I’m excited to do this for the club and our commitment to the club.

This dancing is a lot harder than you think. It was challenging- but fun,” Faulkner said.

Trent Johnson, Creative Visionary Officer, represented the Monfort Clubhouse with Greeley Hats Works.

Johnson and his dance partner Lauren Craig with “Just for Kix” out of Windsor performed an eclectic summertime dance. Johnson joked about this skill as a dancer.

“My instructor, I really helped her shine and did not want to overshadow her,” said Johnson humorously.

“Even if I don’t win tonight, the cool thing is the kids get to win because of all the donations to the Boys and Girls Club of Weld County,” he said.

Paul Noffsinger, a magician, historian and storyteller, represented the Madison Clubhouse and performed a Hip Hop Freestyle with partner Sofia Mejia from Colorado Dance Collective.

Competitor Ryan Roth, representing the Art & Martie Barker Clubhouse, danced to some 1980’s disco with partner Ayn Blanton of the Colorado Dance Collective.

“I am thrilled to be here, and I can’t tell you how important the Boys and Girls Clubs especially during COVID. I saw that up close and personal with the “Be Great Boxes program,” which I think they mentioned tonight on how important that is for these kids in Weld County,” Roth said.

“To know that there are people looking out for them, people that love them and believe in them,” Roth said. “And someday maybe one of these kids will be up on stage.”

Weld Fair Royalty kick off the county fair countdown

The Weld County Fair Royalty kicked off the countdown to the county fair July 14, presenting copies of the 104th Weld County fair book to county commissioners.

“Agriculture is the fabric of our lives and of our communities here in Weld County,” said commission chairman Scott James. “Thank you for carrying on this tradition and being the face of agriculture for our county.”

The Weld County Fair runs through Aug. 3 in Greeley.

The royalty court presents a copy of the fair book to commissioners each year, detailing the Weld County events throughout the county and around the state. It’s considered a tradition, according to county officials.

The fair royalty court also participates in the parade and hosted the Royalty for a Day program July 24 to inspire the youth in Weld County that there is an opportunity to become fair royalty.

tendants are at all competitions throughout the fair week, handing out ribbons.

This year’s fair queen is Abby Perez of Keenesburg, an officer on the Colorado Future Farmers of America executive committee.

Perez will also show horses, pigs, and goats at the fair.

Town of Mead resident Sheridan McBee is the runner-up. She’s vice president of the Tailtwisters 4-H Club. She is a reporter for the Saint Vrain Valley FFA chapter.

McBee also shows horses, dogs, and market lambs. She also competes in Archery.

The two attendants on the royalty court are Avery Loveland from Loveland and Caitie Holcomb of Gilcrest. Loveland is with the Range Runners 4-H Club, and she will be showing her market goats, market turkeys, and chickens, as well as entering her canning.

Holcomb, president of the Range Runners 4-H Club, will show her market cattle and breeding sheep.

Suspect faces charges in Brighton teen’s death STAFF REPORT

A 16-year-old faces a firstdegree murder charge in connection with the fatal shooting of another teen in Ken Mitchell Park on July 12.

The Adams County District Attorney’s Office filed the charge

against Jonah Graham on July 20. The victim, Josiah Gonzales, died at the scene.

Graham also faces a misdemeanor count of possession of a handgun by a juvenile. His next court appearance is at 8:30 a.m. on Nov. 4 in Adams Country District Court.

Ten years after theater shooting, community gathers for midnight vigil 7/20 Memorial Foundation hosts special event

Ten years ago, on July 20, 2012, Stephen Barton and two friends attended a screening of “The Dark Knight Rises” at a Century 16 movie theater in Aurora and became survivors of a mass shooting that resulted in 12 deaths and 70 injured.

At the end of last year, Barton, who lives in New York, was contacted by Heather Dearman to inform him that the 7/20 Memorial Foundation, a nonprofit where she serves as CEO, would be hosting a series of events in light of the 10th year passing since the shooting.

“I’m not local to here, and so a little less, like, connected to the local network of survivors and family members. So, I’m really glad that she did reach out,” Barton said.

Barton and his wife, Sarah Barton, were among those who gathered at midnight July 20, 2022, at Aurora Water-wise Garden, located at 15151 E. Alameda Parkway, for a vigil.

Dearman was the first to present, welcoming people to the 10th annual midnight vigil and reflecting on the night that changed so many lives.

“Just after midnight on July 20, 2012, the city of Aurora, my hometown, was struck by tragedy when a gunman entered the Century 16 theater with ill intent.

including my cousin, Ashley, who was shot and paralyzed and also miscarried. Her 6-year-old daughter, Veronica, was with her that night and was also shot,” Dearman said.

“Sadly, Veronica succumbed to her injuries along with 11 other moviegoers whose lives were tragically cut short.”

Visiting the memorial: ‘A place of peace, hope and resilience’ For the first time, the vigil included a walkthrough tour of the 12 stones placed throughout the garden, the location of the memorial, that are dedicated to those killed in the shooting.

Fairy lights decorated the garden and a violinist performed as Dearman walked to each stone

and shared information about the victims. Attendees followed behind her, many carrying small electric candles with them.

“We’ve never taken people through the tour of each stone before, so we didn’t know how that would work,” Dearman said after the vigil. “But, I think it was beautiful.”

In addition to the stones, a main feature of the memorial is the sculpture, “Ascentiate,” which features a sculpture of 83 cranes. “All of the cranes are flying from all different directions. This represents the people in the theater that came from all over the world, in all walks of life,” Coon said. “It is where they meet in the center and rise together — that’s the ascentiate.”

The motivation behind the cranes was the action of genuine kindness, she said. Following the shooting, a young boy named Nate Williams coordinated with his community to send 1,000 cranes to Aurora with messages of compassion.

Chainsaw and Chuckwagons revv up in Frederick

The Town of Frederick powered up the chainsaws for its 10th annual Chainsaws and Chuckwagons event July 20 through July 23 in Centennial Park.

The annual Chainsaw and Chuckwagon event presents chainsaw carvers from eight states.

Once the sawdust fell, it revealed unique pieces of art carved out of large logs. The Town of Fredrick officials voted Saturday for the unique wood sculpture. The winner may land a spot as a fixture in the Town of Frederick’s public art displays.

Visitors went from tent to tent to bid on one kind medium size carving that was actioned off and watched a quick carve contest. In addition to browsing local vendors with homemade goods and jewelry, there was a beer garden and a variety of chuck wagons with food.

Lumberjills take center stage This year the event featured the Axe Women Logger of Maine, an all-female team of champion Lumberjills, experts in chopping, sawyers, log rollers and ax throwers.

“We been competing for over 20 years and started the axe women in 2011. Thirty ladies compete, so depending on the venue, we use three to five Lumberjills for each show,” said Alissa Weatherbee,

Axe Women of Maine timber sports owners. “All the ladies are amazing; we have world champions, record holders, and collegiate champions. Some have been doing it for four years in college, and some have done it for 20 years. We train when performing and the ladies competed against each other.”

The Lumberjills will be performing in several events in Colorado for a month and then traveling state to state, and performing until November.

Founder Weatherbee, Hanna Robarge and Andrea Robarge, mother-in-law to Hanna, performed a shock-and-awe performance for the families, friends, and kids.

Weatherbee holds titles in several Ironjill chopping, sawing, and logrolling in competitions. She competed in the New York World Open Lumberjill contest numerous times taking home the Peavy Log Rolling Axe Throwing title. She is the first woman to logroll the Skunk in Iowa in 2022, the Everglades in Chokoloskee Bay. Hanna Robarge has been log rolling since she was two years old, a professional log roller and chainsaw carver. She, too, holds the Ironjill title competing in Lumberjack competitions each year in Wisconsin. Also a world champion underhand chopper since 2016, a world champion single buck sawyer in 2017, she competed in the first STIHL Timbersports U.S. Women’s Division Championships.

Andrea Robarge is quite the Lumberjill, too, traveling the world and competing in logging sports for more than 30 years, including traveling to Australia six times as a chopping and sawing team member. In addition, she holds the world record in the Jack-and-Jill crosscut sawing with her husband.

She also competed in the first-ever STIHL Timbersports U.S. Women’s Division Championships in 2019.

Carvers on display Molly Wise is from Hackensack, Minnesota, and has been chainsaw carving since 2008, traveling around the world and entering chainsaw carving competitions.

Her motivation for her art is from nature. She has joined the chainsaw carving contest four times in Frederick.

“I’m an art teacher in northern Minnesota, where a lot of woodworkers work. A woodworker offered to teach me and I loved it,” Wise said.

Chris Foltz from South Bend, Oregon, is also world-class wood and ice sculptor and a culinary artist. He holds a culinary degree and has worked in kitchens all over the world.

The first wood carving competition he entered was the Oregon Divisional Chainsaw Sculpting Championship in Reedsport, Oregon, earning the title “rookie of the year.”

“I have been doing this for about

20 years and its my third year in Frederick. The first year I craved an octopus, the second year I carved an elephant head and this year I’m doing a Giraffe,” Foltz said.

Justin Driver from Farming, Kentucky, finds inspiration in nature, and it was the motivation to pick up a chainsaw and create sculptures.

“I’m carving a Sasquatch on a bench so anyone can sit with him,” Driver said.

Ryan Anderson from Salem, Oregon, is a performing artist with Sculptures in Motion in Reedsport, Oregon. To pay for Marine Biology school, he learned the craft of creating sculptures with a chainsaw.

Nate Hall from Lincoln, Nebraska, is a multimedia designer that has worked in the advertising industry as a creative director, art director, animator, producer, photographer, and chainsaw artist that loves working with wood.

Joe Srholez from Gypsum, Colorado, went from building log homes to being a full-time professional carver for about five years.

Joe Wenal from Orland, Maine, has been a carving artist for 12 years and has competed in the Chainsaws & Chuckwagons three times.

Philip “Blacka” Kajemusukwas was born in East Africa and migrated to America in 2006. He has been creating sculptures since he was a little boy.

GETTING TO THE FAIR Directions The Riverdale Regional Park is located at 9755 Henderson Rd., Brighton, one mile west of U.S. 85 on 124th Ave. (124th Ave. turns into Henderson Rd. when it crosses the South Platte River). Since 124th Avenue is closed this year due to construction, fair visitors should use the park entrance off of 120th Avenue.

Locally, from the south: Take 120th Avenue to Park Avenue. Turn north onto Park Boulevard, continuing until you cross 124th Avenue and arrive at the park entrance.

From Denver: Take I-25 N to I-76.

Take I-76 to U.S. Highway 85 N to 120th Avenue. Turn west on 120th Avenue and go a little more than one mile to the entrance of the Regional Park Complex on Park Boulevard. If you are visiting the museum, that entry is to the west of the Regional Park Complex entry.

Shuttle Skip the traffic and enjoy exclusive rapid entry into Riverdale Regional Park using the free shuttle service.

There are three locations to catch the shuttles which run untli 11 p.m. Aug. 3 and until midnight for the rest of the fair.

From Fort Collins: Take I-25 S to Highway 7. Take Highway 7 east to U.S. Highway 85 in Brighton.

Take U.S. Highway 85 S to 120th Avenue. Turn west on 120th Avenue and go a little more than one mile to the entrance of the Regional Park Complex on Park Boulevard.

Adams County introduced a single-stream recycling program throughout county facilities which has increased the amount of waste diverted from the landfill by 17% since 2011. Plastic bottles, plastic cups, aluminum, cans, paper, and glass can all be recycled while attending the fair.

drum attached. The gun jammed, preventing him from inflicting more carnage, but the circumstances of the shooting led state lawmakers to take a hard look at magazines and whether they should be regulated.

Opponents of the law have filed lawsuits trying to overturn it, arguing that the policy is unconstitutional, but have been unsuccessful.

Several states have passed similar magazine limitations since.

A 9News investigation in 2019 found that some Colorado gun stores were still selling magazines with a capacity greater than 15 rounds despite the 2013 law.

Universal background checks The other major regulation adopted during the 2013 legislative session was a bill requiring universal background checks for gun purchases and transfers in Colorado.

There are some exceptions, including when the gun is being transferred as a gift or loan between family members, or the firearm is being transferred temporarily for use at a shooting range or for hunting.

Violators of the background check requirement could be charged with a Class 1 misdemeanor and be barred from possessing a gun for two years.

A third bill passed in 2013 requires the Colorado Bureau of Investigation to recoup the costs of completing a background check.

Red flag law The passage of the 2013 gun laws resulted in political backlash for Colorado Democrats.

Two Democratic state senators, including the Senate president, were recalled as a result and a third resigned to avoid being recalled.

Democrats then lost their majority in the Senate in the 2014 elections and didn’t win it back until the 2018 elections.

During the period when Republicans controlled the state Senate, consequential gun legislation in Colorado did not pass.

When Democrats regained control of the legislature in 2019, they used their new majority to pass a so-called red flag gun bill, which lets judges order the temporary seizure of firearms from people deemed a significant risk to themselves or others. People subject to an extremerisk protection order are also temporarily barred from purchasing guns.

Here’s how the law works: Law enforcement or someone close to a gun owner petitions a judge to have that person’s firearms temporarily seized through the civil court system. If the order is granted, the judge must rule within 14 days whether to extend the seizure period and prevent the person from purchasing more guns for up to 364 days.

The policy has been used dozens of times in Colorado to temporarily seize guns from people.

Republicans again initiated recalls after the 2019 legislative session, in large part because of the red flag law, but all of those efforts were unsuccessful, empowering Democrats to keep pushing on gun regulations.

Safe storage No new gun regulations were passed in 2020 by the Colorado legislature, which had its hands full trying to respond to COVID-19.

In 2021, however, Democrats began pursuing new gun control measures with an eye toward preventing suicides and accidental gun deaths.

One of those was a bill that passed and was signed into law requiring Coloradans who own guns to store their weapons in a gun safe or with a trigger or cable lock when the owner knows or should reasonably know that a “juvenile or a resident who is ineligible to possess a firearm can gain access to the firearm.”

The guns don’t have to be stored in a safe or with a trigger or cable lock if the owner is carrying the weapon or if they place it in a “secure container which a reasonable person would believe to be secure.” Antique firearms are also exempt from the law.

Violators of the law could be charged with a Class 2 misdemeanor offense. People charged with the crime can argue that the gun wasn’t safely stored because a juvenile needed to gain access to the weapon for self-defense or to defend livestock.

The law also requires licensed gun dealers to provide a trigger or cable lock with each firearm they sell or transfer, except when it comes to the sale or transfer of antique firearms.

They also must post a conspicuous safe-storage notice developed by the state’s health department in their shop.

To meet the notice requirement, gun shops may also post a sign saying: “UNLAWFUL

Fort Lupton goalkeeper Hector Morales remembers his freshman year of varsity soccer.

“It’s more competitive, stronger style of soccer,” Morales said. “It’s harder. You have to play smart. It is a big change. I adjusted well. I always try my best.”

This year, he and two other seniors will take on the role of helping the incoming freshmen make that adjustment on a team that’s gone to the state playoffs the last two seasons.

“The hard part is having to rebuild this team. All the seniors we grew up playing with are gone,” midfielder Jonathon Gonzalez said.

“It’s not difficult. It’s something new.”

“They (the freshmen) look up to us because we are seniors,” said defenseman Juan Hernandez. “We

need to set an example for them. I think about it. Having the captain’s badge, it’s something we should do.

We’re playing for everyone on and off the field. It’s something to look forward to, being a leader.”

“When we’re playing, the coach is on the sideline. He’s the coach for everybody,” Gonzalez said.

“The captains are the coaches of the players. If they are losing their heads, we are the ones telling them to calm down. It depends on the person. If a person is hot-headed, he’ll be hot-headed the whole game.

The difficult part is getting them to calm down while worrying about yourself.”

“It’s hard to get some players to get their head out of the gutter,” Hernandez said. “If they are playing badly during games, that’s where we step in, get them to play as a team and have fun.”

The Bluedevils, who finished 14-4 last season, need to find replacements for eight graduated seniors.

A common theme among the Bluedevils is a need to change the overall mindset. FLHS lost to Jefferson Academy in the second round of the state playoffs last year. The two teams play each other this season in Fort Lupton.

“We need to keep working hard,” Morales said. “We need to spread the effort to the team every day, every single game.

It’s doable.”

Hernandez’ goal for this year was pretty simple .. win the state title.

“We want a good run in state this time,” Gonzales said. “We’re going to end that second-round curse. Ever since freshman year, we’ve been out in the second round. We need to be more determined.”

“And have a better mindset,” Hernandez said. “On and off the field, prepare yourself mentally and physically for every battle.”

“I want to do the best I can in every game,” Morales said. “It’s an easier year.

I’ve been here four years. I want to have fun on the field and help everyone I can.”

Morales’ advice to this year’s incoming freshmen was pretty simple.

“Do your best,” he said. “Never give up. It’s fun to be that extra coach. You’re interacting with your team.”

July 9 Police arrested a Hudson man, 25, in the 100 South McKinley Avenue on a Fort Lupton warrant for failure to appear on possession of drug paraphernalia charge. He was released on a personal recognizance bond.

A Loveland man, 77, reported his motor vehicle stolen in the 700 block of Sixth Street. The case was under investigation.

Police issued a summons to a Denver man, 41, for causing a disturbance and third- degree assault in the 300 block of Denver Avenue.

A Fort Lupton man, 27, was arrested in the 100 block of Fifth Street for domestic violence related harassment, child abuse and menacing charges.

He was held bond at the Weld County Jail.

Police arrested a Brighton man, 46, at U.S. Highway 85 & Weld County Road 16 for DUI and traffic offenses. He was held on bond at the Weld County Jail.

July 10 A Fort Lupton woman, 36, was arrested in the 1100 block of Mountview Avenue on a Weld County warrant for failure to appear on a robbery charge. He was held on bond at the Weld County Jail.

Two Fort Lupton teenage boys 14, and 13, were arrested in the 1300 block of Dexter street for attempted shoplifting $337.94 worth of property. Both juveniles was released on a summons.

July 11 An Aurora man, 30, was arrested at Weld County Road 16 and Weld County Road 21 on an Adams County warrant for failure to appear on a larceny charge. He was held on bond at the Weld County Jail.

July 13 Police arrested a Littleton woman, 20, in the 1000 block of Weld County Road 2 for domestic violence criminal mischief. She was held at the Weld County Jail.

July 14 Police issued a summons to a Fort Lupton man, 28, for causing a traffic accident in the 300 block of Denver Avenue.

July 15 Soul Dog Rescue reported their catalytic converter stolen in the 1200 block of Factory Circle. The theft was under investigation.

BRIEFS Free breakfast and lunch With school out for the summer, Weld Re-8 district will be serving free breakfast and lunch through July 29.

and resilience. A place to rise above your tragedies. A place where all of the community can come and heal,” Coon said.

Throughout the night, people cried, laughed, prayed and embraced one another. Others visited the 12 white crosses placed along the sidewalk at the entrance of the vigil.

These crosses were made following the shooting and placed across the street of the movie theater as a temporary memorial, said Jansen Young, the chief operating officer of the 7/20 Memorial Foundation.

Young is a survivor of the theater shooting. Her boyfriend, Jonathan Blunk, was killed that night.

“We now place the crosses here every year. These crosses still provide a memorial and a marker for the lives lost. They are not just names on a cross. They are individuals. They are our loved ones,” Young said.

For Dearman, one of the standout moments from the vigil was the procession of first responders, called the “Hero’s Procession.” Attendees gathered and applauded on the curb of the street as first responders passed by in their vehicles.

Viki Snyder was among those clapping during the procession.

Her daughter, Heather, was in the theater and was shot three times.

“We lost her five years later,” Snyder said. She said her daughter’s death wasn’t a direct result of the shooting. “She couldn’t get her head

back together.”

Snyder said her daughter was smiling all the time and was everybody’s friend. “She was an amazing person,” she said.

Stephen Barton, a survivor of the shooting, reflects on that night Stephen Barton had been traveling across the country with a friend for about six weeks when they stopped in Aurora to stay with another friend who offered to host them overnight on July 19, 2012.

“We offered, to her, to take her to the movies to thank her for hosting us,” Barton said.

Both Barton and the friend they were visiting were shot. The third friend was thankfully not shot, and all three survived, he said.

“I was shot with a shotgun,” Barton said. “And so, basically, my upper torso and my neck and face received like two dozen pieces of metal, about.”

He said the pieces of metal narrowly missed his internal organs and arteries, and he was bleeding heavily. Police did not wait for an ambulance and directly transported him to the hospital, where he was taken to surgery.

“I was just very fortunate, and I really credit them for the great job that they did that night,” Barton said about the police.

Barton still has some pieces of metal in his body today, but other than some nerve damage in his left arm and scar tissue, he mostly doesn’t have lingering injuries. His friend who was shot has also made a really good recovery, he said.

rial. He said it was hard to put into words how it felt to be at the vigil, because in some ways, it feels like what happened was in the distant past and had happened to another person.

Barton said the atmosphere casted his mind back to that “really dark and difficult time” and also showed how people have grown since then, which he said is something to celebrate.

Some good things came out of that night for Barton, he said. For example, he started a job advocating for stronger gun laws, and it was through that job that he befriended someone who later introduced him to his wife, Sarah, in 2016.

“It’s just a mix of many different feelings,” Barton said. “Because it could have just so easily gone in a different way. And being, you know, standing here and hearing the stories and seeing the crosses really drives that home.”

He said he feels really blessed and fortunate that his injuries were not more severe and that he had a strong support system. At the same time, both Barton and his wife expressed frustration about how mass shootings continue to be an issue in the U.S. “I think that back then, in the

immediate aftermath, I had more of a hope that things could change.

And the last few months have kind of driven home how much work still has to be done,” he said. “And it really doesn’t feel like we’re improving or making this problem any better.”

Sarah Barton said it was wonderful to see the community gather and interact with one another during the vigil, but that it’s hard to be optimistic because “these things shouldn’t happen in the first place.”

Although he doesn’t live in Colorado, Barton wanted to come and attend the vigil because he thinks there is something powerful in the act of remembering, and he has a soft spot in his heart for Colorado.

After walking through the memorial, he said it’s clear how much thought went into creating it, and that it’s inspiring to see so many people at the vigil who have been bonded through what happened.

“There’s no minimizing how unjust and senseless something like this is,” Barton said, calling the shooting horribly tragic. “But, I’m really glad that they’re keeping, sort of, this memory alive. And the memorial is really a beautiful physical tribute — physical manifestation — of that.”

“There was 10 years (worth) of work that came in the door of this building and (new complexities) which we never had to deal with before,” Spesshardt said. “Where we’re at now is certainly not acceptable to us. We certainly want to be further along on processing unemployment insurance customers.”

But the backlog has created delays for Coloradans filing for unemployment for the first time. This week, on the MyUI+ page, where unemployed people file for weekly benefits, a banner informs claimants that processing “is taking 10 to 12 weeks from the date of file due to high volumes.”

Some say it’s taking even longer than that. One unemployed worker who spoke on condition of anonymity said she applied April 1 and nearly 16 weeks later, is still waiting for her claim to be processed. She

had to take out a personal loan and get money from her 401(k) to survive.

Before the pandemic, new claims took about four to six weeks to process. After the start of the pandemic, an executive order by Gov. Jared Polis forced the agency to put applicant reviews on hold and pay benefits within 10 days.

Since April 1, there have been 32,273 new claims for unemployment benefits in Colorado, or an average of 2,300 per week, according to the U.S. Department of Labor. That’s higher than the pre-pandemic average of 1,500 to 1,800 per week.

More claims continue to tax staff, which has also been difficult to retain. Spesshardt said the labor department is not unlike other employers who have dealt with labor shortages in the past year. A recent new training class for new hires attracted 10 people instead of 20, he said. The agency now has 89 available staff to process claims, compared to 71 before the pandemic. Another 20 are being trained.

The labor department split up

its staff to handle older pandemic claims and new ones and is working on ways to prioritize new claims so those folks aren’t waiting three months for their first unemployment check. The goal is to get new claims processed within three to four weeks. In certain circumstances where there are no issues, a claim is processed and paid after the first week.

“We have a team that’s dedicated to working the old backlog and the remaining three or four teams are processing current claims as they (come in) right now. Again, right now, that requires some manual work for supervisors,” Spesshardt said. “They’re supposed to roll out an enhancement within the system that will allow the system to automatically do that so we hope to see better efficiencies moving forward.”

According to the U.S. Department of Labor, the number of new unemployment claims in Colorado was 2,289 for the week ending July 2, up about 215 from the prior week.

That’s also about the same number

as a year ago but higher than the average week in 2019, when weekly new claims were around 1,500 to 1,800. Continued claims were roughly the same as the prior week, at 16,566. Weekly continued claims have been declining all year.

People who are waiting on their unemployment claim to be processed should continue to document their search for work and request a payment each week. After their claim is processed and approved, all eligible weeks will be paid. For those who have been waiting more than 12 weeks, Spesshardt advised that they check spam filters and missed calls, and also call the customer service line at 303-318-9000 and ask that their case be escalated.
