Leo Lavern Avey

July 11, 1931 – September 13, 2021

LaVernne was born in Saratoga, Wyoming on July 11, 1931, the only child of Alfred and Viola (Dahl) Godel. She lived in numerous places throughout her childhood to include Scribner Nebraska, Como Colorado and various places throughout the South Park area in Colorado. She was the Valedictorian of West High School and graduated at the age of 16. She received a full ride academic scholarship to Denver University, where she completed a Bachelor of Business Administration. She completed her student teaching at Denver West High School with exemplary evaluations, and then went on to teach in Cortez, Colorado and then Northeastern Junior College in Sterling, Colorado. She married Don Flitner on June 10, 1956, in Denver, Colorado, and shortly thereafter moved to San Rafael California where her husband was stationed in the Navy.

While in California their son Mark (1958) and daughter Debbie (1960) were born. Upon returning to Colorado another daughter Mickey (1963) was added to the family.

LaVernne loved her work in accounting and truly and thoroughly enjoyed working with numbers. She worked most of her life in the accounting field working for a radio station in California, Charles A Taylor CPAs in Brighton, Harpel Oil, and her own business, Hudson Bookkeeping, Inc. LaVernne was proud to have both of her daughters work in her office at one time or another over the years. She was instrumental in the purchase and opening of Y-Knot Drive Inn in Hudson, Colorado where the family, including their three children worked learning to cook, take orders, make change, and develop a work ethic. LaVernne was a marvelous cook GAEDE

Leo Avey 87, passed away peacefully to be with the Lord on Saturday, September 25, 2021. Leo will always be remembered as a loving and caring husband, father and grandfather by all that loved him and knew him.

He was born on October 1st, 1933 to Leonard and Alice (Venard) Avey.

Later in life LaVernne became a home body and enjoyed spending her time at home with many visits from family members. She spent her last moments at home as was her wish surrounded by her loving family.

He married Colleen June (Kissler) Avey on June 7, 1953 in Brighton, CO. He started work with Public Service Company in December of 1953. In 1972, Leo was transferred with Public Service Company to Leadville, CO and in 1980 transferred back to the Denver area to manage the 38th and Holly location. At that time, he and his wife moved back to Brighton, where he retired in the summer of 1988 from Xcel Energy Company.

William (Bill) Joe Gaede

April 18, 1930 - September 26, 2021

William (Bill) Joe Gaede, 91, of Brighton, Colorado went to be with his Lord on September 26, 2021.

Bill was born on April 18, 1930 in Greeley, Colorado to Alonzo (Oscar) and Geneva (Gleason) Gaede. He was raised in the Greeley area with his sister Judy. In 1947, Bill graduated from College High School in Greeley Colorado, a part of Colorado State College of Education where he developed a love of printing. After graduating Bill worked for the Greeley Tribune until he joined the Navy in 1950. He served as a Radioman during the Korean War and traveled to Japan, Korea and Vietnam. Bill served 6 months in the Marshall Islands aboard the US Estes during Operation Castle (Hydrogen Bomb tests). He personally sent the message to then President Eisenhower that the H bomb had been detonated during the Bravo test shot. Bill also participated in the famous “Passage to Freedom” with Dr. Tom Dooley and helped move refugees to freedom from Vietnam.

Bill finished his time in the Navy, was discharged and returned to Greeley where he started a printing apprenticeship with the Greeley Tribune. Bill met Miriam at the First Baptist Church and were married there on June 12, 1955. After living in Greeley for several years they moved and lived in Livingston, Montana and Denver, Colorado before settling in Brighton in 1969 with their daughter Nancy and their son Alan.

and loved to try new recipes. She also enjoyed history, museums, impromptu camping adventures, fishing, square dancing, and crossword puzzles. To have her on your team playing any trivia game guaranteed victory. Her hair was always perfectly quaffed, as Thursdays were set aside to have her hair styled by her very good friend, Vicki, followed by lunch at the Pepper Pod in Hudson. This tradition continued for many years. LaVernne was a member of the Brighton Jaycees, the Green Valley Grange, and the Mile-High Rock Club. She enjoyed traveling, learned to play golf, began making jewelry with precious stones she unearthed, shaped and polished on her many rockhounding forays. She retired reluctantly at age 68 for the first time, then completely by age 80.

LaVernne is survived by her son, Mark (Jodie) Flitner; daughters, Debbie Chumley (Jason Gibb), Michele/Mickey (Alvin) Gray; and eight grandchildren, Amanda (Will) Hensley, Joseph (Mandy) Reger, J.D. (Lindsay) Flitner, Zach Flitner, Matthew (Shelby) Dill, Luke Dill, Kelsey (Ben) Whitcomb, and Jarrod (Lauren) Chumley; eight great grandchildren, Katie, Tasha, Cassie, Lindsay, Aubrey, Mazie, Charles and Chuck. She leaves us with the expectation of three more great grandchildren on the way. She is preceded in death by both of her parents; husband, Don; and son-in-law, Chuck.

Bill retired from the Denver Public Schools as the Foreman of the print shop in 1992. After retirement he worked part-time with the local mortuary and then with Avis Rental. Bill and Miriam enjoyed many years of traveling the world together, volunteering at church and spending time with family.

Bill is survived by his son, Alan (Sherri) Gaede, of Lakewood, Colorado; granddaughter, Nicole (Andrew) Bowman; grandsons, Shane (Bryanna) Gaede, Matt (Lauren) Linville and Ben (Laura) Linville; great-grandkids, Charlie and Ann Linville, Rylee and Jordyn Bowman; and nieces and nephew, Robin (Terry) Oldham, Julie McDaniel, Cindy Scott, and Dana Fox. He is preceded in death by his wife, Miriam Gaede; parents, Geneva and Oscar; sister, Judy; daughter, Nancy Linville; and a grandson, Wesley Linville.

Leo is survived by his lovely wife of 68 years Colleen June (Kissler) Avey and 4 Children: Lyle (Carolyn) Avey, Pamela (James) Fuller, Paula (Robert) Cook, and Alison (Erik) Keefer. He has 7 grandchildren, 14 Great Grand Children and 1 Great Great Grandchild on the way. He was preceded in death by his parents.

In 1951, Leo graduated from Brighton High School which he lettered in Basketball & was very active in sports.

Leo was involved with the Platte Valley Rifle Association in target shooting with his lovely wife. In 1964 they moved to Fort Lupton, CO to live on the Farm with his folks, which at that time they took up bowling and they traveled all over the United States bowling in the National Bowling Association tournaments. In 1987, Colleen took up archery hunting to participate with Leo. They were always doing things together. Leo retired in April of 2019 from bowling which he enjoyed very much. He was a member of the Elks Lodge, JC’s and the Brighton Senior Center where he was a driver for outings, which was very enjoyable for him. His competitive nature throughout his life was obvious to everyone who knew him in bowling, rifle shooting and family get togethers. Cribbage was his favorite game with family and friends.

A private funeral service will be held with the immediate family on October 9, 2021 at Olinger Highland Mortuary Heritage Hall.

Interment will follow at Olinger Highland Cemetery in the Mausoleum with a reception to follow at the Mortuary. In lieu of flowers, the family asks that you make donations to the Platte Valley Medical Center in Brighton, CO in Leo’s memory.

Services will be officiated by Mike Grebenik.

Lynn Ross Ferguson

November 19, 1948 – September 4, 2021

Lynn Ross Ferguson was born November 19, 1948 in Powell, Wyoming. His tired heart gave up its fight September 4, 2021. Lynn grew up in Powell and Meteesse Wyoming, graduated from Kenia Alaska High School, and attended college in Powell. He moved to Brighton, Colorado and went to work at Halliburton Services for the next 42 years.

He started out working on well locations, then retired from the Denver offices and the BBQ truck, and moved to Casper, Wyoming.

Along the way he married, raised two children and was blessed with three Grandchildren. Lynn was the busybody who

Changes to fire code moving forward

Fort Lupton City Council’s short version of an update to the International Building Code and International Fire Code was pretty simple.

Most other construction companies are following the guidelines set forth in 2018.

“Most of the builders have been using it for about a year,” said planner Todd Hodges during a Sept. 28 town hall forum. “Our understanding is when they first started doing this, they did meet the industry standards. They are finding few codes across the boards. The more they play with different codes, the more it costs them money.”

“Builders who are using the 2012 codes will be allowed to continue to use those?” asked Mayor Zo Stieber.

Hodges said that was true up to project conclusion.

“This is the best way,” he said.

“Mari (City Clerk Mari Pena) read the statute, and she laid it out for us.

I assure you that in talking to people for about a year, they haven’t had one issue with anyone.”

The two scheduled public hearings are Tuesday, Nov. 2, and Tuesday, Dec. 7. Without any delays, Hodges anticipated a start date of Jan. 14.

Volunteer award Council has to make a choice about who – or which group(s) – to nominate for the Small Town American Civic Volunteer Award. It recognizes the nation’s top 100 public service and public safety volunteers from towns and counties of less than 25,000 in population, according to its website.

During the Sept. 28 town hall, Emily Whittington, assistant city clerk, suggested the city’s senior advisory committee (for its efforts

around the Field of Honor program at Pearson Park), Hillside Cemetery (for its work with the annual Memorial Day program) and the Fort Lupton Urban Renewal Authority (for its grant program and work with the downtown streetscape program).

The city can make up to two nominations.

“My intent is to reach out to the nominees for information before I write it,” Whittington said. “Nominations are due Oct. 15.”

Stieber wasn’t sure if the city’s historical society was eligible for the award.

“The senior advisory committee makes a fair amount of money off the field of honor,” Stieber said. “I like the idea of them getting something, though they may not need it.”

The cash prizes total $35,000 -$20,000 to the winner, $10,000 to the first runner-up and $5,000 to the second runner-up.

Tutoring Helps Student Success Tutoring program expands to Weld County

In a year when students working remotely faced challenges learning on a computer screen, some have fallen behind in all grade levels. The Weld County United Way is expanding its Colorado Tutoring Corps in Weld County to help school districts recover re-engaging students to get ahead.

“For the 2020-21 school year there were 192 Reading Corps students in 10 Greeley-Evans schools. All of these children were behind in their reading skills,” said Sheri HannahRuh, United Way director of early childhood Initiatives. “After working one-on-one with their Reading Corps tutors, 84% of these students are now back at or doing even better than the expected reading ability for their grade. until age 8, and after this, they read to learn. A Colorado Tutoring Corps expansion is essential for school and lifelong success for our Weld County students that are behind in reading and math.”

The Colorado Tutoring Corps is expanding in Weld County in collaboration with Colorado Youth for Change, AmeriCorps, the local school districts, and United Ways Reading Great 8 initiative.

Its program is to help students catch up in reading and math. The Colorado Tutoring Corps is currently working with Weld Re-5J in the Johnstown and Milliken areas, and Greeley-Evans District 6.

With the expansion to help students the Colorado Tutoring Corps is hiring tutors. The tutor becomes an AmeriCorps member and will be trained in reading and math instruction. The tutors will receive a living allowance and earn an education award for college tuition and funding to pay for back college loans.

“Our programs are run with

AmeriCorps members who are trained in evidence-based interventions, Colorado Reading Corps and Colorado Math Corps,” said Mary Zanotti, Executive Director Colorado Youth for Change. “We are looking to hire up to 470 tutors across the state and are currently recruiting folks in Weld and Adams Counties. We have tutors placed with Greeley District 6 already and some tutors in Adams 12 and 27J but are looking for more. And are looking for more tutors in Fort Lupton, Milliken, Winsor, and Ft. Morgan.”

According to officials, an investment from Serve Colorado, the Governor’s Commission on Community Service, Colorado Youth for a Change will partner with Weld County school districts to offer the Reading Corps program for preK and Kindergarten through 3rd grade. The Math Corps program is offered for middle school students and the Corps for a Change in high schools.

“In partnership with Colorado Youth for a Change, AmeriCorps,

and Greeley-Evans School District 6, during the 2018-19 school year there were Reading Corps tutors in seven elementary schools. And more Greeley-Evans schools hosted tutors in the following two school years,” said Jeannine Truswell, United Way of Weld County president and CEO. “Creating this earlier involvement with Reading Corps through key partnerships and United Way donor support means Weld County can benefit significantly from the Colorado Tutoring Corps state-wide expansion. This response is critical for pandemic learning impacts.”

Public Works Director Roy Vestal told council he wanted to start negotiations with McDonnell & Burns, which has been the frontrunner in this process for several months.

Vestal cautioned council that if the two sides couldn’t agree on what he called “the highest

engineering fee,” he would go to another firm on his list.

“Let’s get started,” Stieber said.

The city has to make required improvements to its wastewater facility through an order from the Colorado Department of Public Health and Environment. At one point, the price tag for the repairs was upwards of $37 million.

Although there are those of us who prefer to work alone, the lone wolf mentality has slowly become a thing of the past. We now recognize and understand the value in collaborating with those around us, especially those who are a bit smarter and have additional insights to offer.

One of the key challenges that has plagued organizations of all sizes

LOCAL

is that of operating in silos, where departments, and individuals work independently with minimal communication. This is a clear recipe for disaster and yet it is still happening today. The frustrating thing for most companies is that this doesn’t need to happen. Even in the age of the remote workforce, managing and motivating the remote worker, and communicating remotely, it has never been easier to collaborate.

Shared information inspires shared thinking. And shared thinking is the foundation of productive collaboration. As one of my colleagues reminded me recently, we may not always agree, but if there is an understanding that there are no bad ideas, only better ones, we can increase our chances of coming up with new and better solutions or approaches to solving problems.

Collaboration goes a long way to ending the blame game. Instead, we lock arms as we collectively determine the best path forward. Everyone today is looking for an advantage. No one wants to start a new job and feel like they have a huge learning curve, enduring weeks and months of feeling inadequate until they learn the

products, processes, and systems of their new company. Job seekers are looking for organizations and teammates who will help expedite their learning and accelerate their success.

Think of it the same way that we see the Most Valuable Player awards given out in professional sports.

Whoever receives that award will first recognize their teammates and their coaching staff and typically never take any of the credit themselves.

They understand what NFL Hall of Famer Peyton Manning meant when he said, “The most valuable player is the player that makes the most players valuable.” Just imagine how awesome our companies, teams, and newly hired teammates could be if we all aspired to help one another to achieve the goals and objectives of the organization while helping to meet and exceed our personal aspirations.

Recently we hosted a leadership focus group. It was a very strong group of business owners and top executives. It was a 90-minute discussion on the current thinking around leadership training and the gaps in leadership development for today’s leader and the future leaders of tomorrow.

We also invited some students to par-

ticipate. One student was bold enough to share his thoughts and insights.

And as I watched the people in the Zoom meeting, many were taking notes as this young man spoke.

Sometimes it becomes so easy to think we have all the answers, and we don’t need anyone else’s input. It’s also easy to make the wrong assumption that others have all the answers and they do not need insights or input from us. We hope that they will figure it out, leaving them on an island. Our research tells us that the lack of collaboration and support is one of the reasons people leave their position, team, or employer.

Colo. needs the right plan to expand early education his summer, Gov. Jared Polis signed a historic bill to support universal Pre-K education in Colorado. The legislation’s passage represented a major milestone in a decades-long quest to expand educational opportunities for young learners.

But the hard work is not done.

The way we move the plan forward, and how we decide to use the funds for universal Pre-K, will have huge consequences for Colorado families and their children.

Our Pre-K program can set a positive example for other states, but only if we make the right choices now in our planning.

COVID-19 widened severe opportunity and achievement gaps for children from low-income families, children of color, multilingual learners, and other underserved populations. Currently, only 40% of eligible children are able to access preschool through the Colorado Preschool Program.

Funding for universal Pre-K will help, but only if all students have access to high-quality choices. Money alone will not be enough.

The state’s new Department of Early Childhood must start with a strong blueprint to design a highquality program. Our youngest kids have unique potential and unique needs that can guide these plans.

Supporting every child’s potential starts with improving teacher training and paying early educators what they’re really worth. Colorado educators who work with children ages 0-4 make an average of $26,875 a year — far below the state’s percapita income of about $41,000.

Clear definitions of quality and a streamlined bureaucracy also

will go a long way toward helping Colorado families find the best learning options for their kids.

To receive full-day funding for their child, parents may have to use money managed by two different state agencies — Colorado Preschool Program dollars, through the Department of Education, and the Child Care Assistance Program, through the DepartCathrine Floyd ment of Human and Deborah J. Services.

Many parents Leong don’t have the resources to identify high-quality programs in such a complex system.

High-quality choices should be readily available to every family.

Measures of quality should be grounded in the science of child development. High-quality programs should include consideration of equity, exploration, and other principles of ideal learning environments — both for the parents seeking the right program for their kids, and for the children in the classroom.

The best early learning programs use these principles to personalize learning and meet every child where they are. They champion play as central to a child’s growth and learning, and value childhood as a unique time when kids learn through close relationships with their teachers and peers. They’re committed to engaging and empow-

ering families as active participants in their kids’ learning.

Not all early childhood programs are the same. Many people assume that worksheets and flashcards teaching discrete math and reading skills are the best tools to advance a child’s academic success. But that’s not how young children learn best.

How we teach matters as much as what we teach, and the how has to honor what we know about children’s growth and learning. For example, play-based models have been shown to foster whole-child development and support literacy and math skills. The principles underlying these programs should be woven into the state’s early-learning plans.

Educators need robust training to create learning environments that set up 3- and 4-year-olds for success both in Kindergarten and in life. If we don’t give educators the resources they need, too many children will be left behind — even in a world with universal access.

Colorado is a diverse state, and our youngest learners have diverse needs. The good news is we already have a variety of models that support children, families and educators in their unique communities.

Programs like Tools of the Mind support teachers through professional development that includes individualized video coaching, small-group monthly facilitated professional learning communities, regular workshops and a range of digital resources including childassessment tools.

Educators can receive undergraduate or graduate credit for their professional development through Tools. Schools and districts pay for the training, building a talented

workforce while relieving individual educators of the cost.

Also, other programs such as EL Education, HighScope, Montessori and Reggio Emilia support children’s growth and learning through engaging experiences with objects, peers, educators, and the community. These ideal learning experiences build the academic abilities and social-emotional skills of wellrounded learners.

Colorado’s emerging universal Pre-K program could be a model for other states who want to set students up for lifelong success. But that will be true only if we build a system for all children and families.

It may sound complicated, but these comprehensive, inclusive, and highquality early childhood programs can help us build a Pre-K system that serves every young learner.

GIS creates the city mapping with population numbers. The mapping communicates to officials how many people are in an area and how many houses are impacted. It tells them how many shelters are available too.

Other support The test wasn’t just for fire crews.

A group of agencies, including the American Red Cross, set up in case a population needed to suddenly leave their homes if the fire turned more dangerous. The agencies are set up to move people to shelters, a school, or a stadium, etc. Also, it set up supplies such as oxygen for certain groups, or where to move people with animals, or transportation for people who can’t leave their homes.

The test included other functions as well. A finance group was on hand to approve expenses in an emergency such as water needed and helicopters for a fire. The Logistic section helped evacuate a school but they need an interpreter to help communicate with a couple of children.

Public Information Officers continue to send out press releases to the media to inform the public of the disaster and where to go to be safe.

When the emergency response exercise was completed Merrie Gardner, Emergency Management Coordinator at EOC, and her team evaluated what worked and did not work at the Frederick site.

“Communication between the field response and the EOC is often one of the most challenging aspects of exercises and incidents, and I was pleased with how well it went yesterday. At the end of the exercise, we compared our situation reports and they were very consistent. Another

The processes we have in place worked well in the exercise, but in a different type of incident this section is likely to be very busy, so we anticipate a need for more people to fill this role,” said Gardner.

The exercise also pointed out the need to improve some technologies in the Emergency Operations Center.

“We utilized some data and mapping display tools yesterday for the first time, and quickly realized

it would help to have additional screens and the ability to display information to participants in the EOC in multiple ways. We will also work on adding a more efficient printing capability and some paper maps to our EOC to make sure we build in some redundancy in case one technology doesn’t work,” said Gardner.

“Overall, I think everything went well in the Emergency Operations Center (EOC). One of our primary objectives was to maintain situational awareness and a shared operating picture, and I think we accomplished that,” said Gardner.”

Meanwhile at the EOC center in Community Support, Chris Cross, Fort Lupton city administrator, is working with Red Cross to prepare shelters to move people in case the chemical spill toxins move toward a population.

We cannot in good conscience keep asking citizens for more money for sewer treatment when there is a professional establishment just a few miles away. It’s a big investment to change, but it should set us up for decades to come.

Planning for the future. We have already missed properly budgeting to sustain compliance for our water treatment plant, thus incurring additional fees. Our Fire Department has accommodated for our growth by adding 2 new fire stations, we need to evaluate retaining our police force and whether additional locations are needed to keep the community safe.

Lastly, utilize resources such as grants and state funding, to improve the community and attract diversity in our business portfolio.
