Recruiting, retirement money hoped to help retain, find officers

The Fort Lupton Police Department got a boost in its efforts to recruit and retain police officers during the Aug. 17 city council meeting.

Four unanimous votes approved a retention bonus at a cost of $20,000, a recruiting bonus for four unfilled positions at a cost of $13,700, a change in pay structure to a merit plus progression program (it starts Saturday, Sept. 4) at a cost of $44,700 for the balance of this calendar year and a 0.5 of 1% increase in contributions to retirement pay.

The retention bonus comes in two equal parts. The recruiting bonus is temporary until the department fills the four positions. It also comes in two parts, one this year and one next year. Fryar said it’s payable once the officers “are able to work by themselves.”

“I’m OK with them as long as it doesn’t come out of the 2022 budget without us reviewing it,” said Councilman Tommy Holton.

The change in the pay structure came in two options. The adopted plan allows a police officer’s salary to cap at $88,400. The top salaries are

First two positive West Nile cases in Weld Co.

Two Weld County adult females came up positive for the West Nile Virus. As of late last week, one was in the hospital with the neuroinvasive disease, and the other was recovering at home with the febrile illness, according to a press release..

According to county health officials, it’s the first reported human case in Weld County in 2021. Three raptors and three horses also have been diagnosed with West Nile since July 18. The number of Culex

mosquitos has been higher throughout the summer in comparison to a five-year average.

When infected, most people do not show any symptoms. Only one in five could experience fever, headache, body aches, joint pains, vomiting, diarrhea and rash. About 1 percent could develop serious illnesses, such as meningitis or encephalitis, and end up in the hospital. Some people develop a form of the disease that could cause death or experience a weakened immune system for the rest of their lives.

GREELEY -- The Weld County Sheriff’s Office is giving folks a chance to take care of so-called “low-level” warrants through a new initiative.

It’s called “Operation Reset.”

“The county has seen since January 2020 a significant rise in the number of active warrants, primarily due to low bonds and softened arrest standards that were adopted statewide in response to the COVID-19 pandemic,” said sheriff’s office spokesman Joe Moylan.

At the end of last month, there were almost 6,600 active warrants, all of which were issued during the pandemic. Moylan said 920 were felonies and the remainder were for misdemeanors.

“Of the misdemeanor warrants, 4,299 were issued by the courts for failing to appear, and the vast majority of those are for failing to appear in traffic court,” Moylan said. “The Weld County Sheriff’s Office understands – as is reflected in the data

Fryar said the increase in retirement pay was an effort to match what other agencies offer.

“Their overall rate is 14.5 percent,” he told council. “The agencies we surveyed (Johnstown, Evans, Firestone, Frederick, Windsor and Erie) are at 14.5 percent.”

Marijuana ordinances on pause – again

City officials in Fort Lupton want to combine two proposed ordinances dealing with medical and retail marijuana sales.

As a result, Fort Lupton City Council scrubbed adoption of those matters on second reading during its regular meeting Aug. 17.

City Clerk Mari Pena said the new ordinance would come back to council at a later date.

“The fact that they never got a second reading makes them die,” Mayor Zo Stieber said.

When council approves, the two ordinances go into a new section of the city code concerning

regulations and licensing of retail marijuana stores and medical marijuana establishments. Voters approved those businesses in November.

Appointment In other business, council ratified the appointment of Evelyn Harlan to the Fort Lupton public &Y School Library board as a trustee.

Harlan’s term expires Aug. 17, 2025.

Weld warns of police impersonator

ERIE -- The Weld County Sheriff’s Office issued a warning to residents about a police impersonator who was targeting women near Erie on both the Weld and Boulder sides of the county line.

Spokesman Joe Moylan said the suspect is a clean-shaven Caucasian of average build and standing about 6 feet tall. He has averagelength brown hair and might be wearing a black, button-down, short-sleeve shirt, black pants and a utility belt with a button on his hip.

Deputies said the suspect has been targeting and pulling over female drivers.

“The most recent incident occurred shortly after midnight Friday when deputies responded to northbound Interstate 25 and Erie

car and drove away, reports said.

The call matches closely to two other incidents July 26 and July 27 in the Erie Police Department’s jurisdiction. The Boulder County Sheriff’s Office is also investigating a similar incident that occurred in about the last week, the Weld County Sheriff’s Office said.

If anyone thinks they are being pulled over by a suspicious vehicle, the sheriff’s office suggests calling 911 and turning on your hazard lights to acknowledge the stop and pull over in a well-lit area.

“Ask dispatchers to remain on the line for the initial contact,” the sheriff’s statement said. “Be sure to get a good description of the person and the vehicle, including a license plate number.”

The U.S. Census Bureau released the first detailed population counts from the 2020 Census on Aug. 12.

From a rail car to Foundation 100-years and still growing

Crossroads First Baptist Church got its start when Union Pacific dropped off a rail car in Fort Lupton on the side of the tracks in 1921 for its first church service.

“We are celebrated 100 years of God’s service working here and in the town of Fort Lupton,” said Kenneth Harnett, Crossroads Church volunteer.

The community gathered at the church for prayer, celebration, food, activities for the children and dedication of the opening of the time capsule on Aug. 15. The bright red capsule’s contents included a Fort Lupton newspaper from June 17, 1976, with the headline “First Baptist Church Raises Wall for Building.”

The chapel started from a rail car named Emmanual, then moved into a basement at First Street and McKinley Avenue that was dug with shovels and draft horses pulling a slip. Work completed in 1921.

The upper part of the building was completed in 1934. As the congregation grew, more space was needed. So, the church purchased property at Rollie Avenue and state Highway 52, where it sits today. First Baptist Church merged with Crossroads Church in 2012.

“They had the church in the basement for about five or six years. The upstairs part of the church started about 21 years ago. I think the church was called Calvary Baptist Church,” said Harnett.

The oldest member is native Bob Warner who lives on a ranch Northeast of Fort Lupton.

“I joined the church in 1949,” said Warner.

The Rev. Alex Stadler has been a member for about 10 years and started as a pastor in May 2020.

“Celebrating 100 years is a great reminder for everyone, especially for myself, that I’m a part of something bigger than myself,” said

Stadler, “to know this church has had such an impact on my story, especially my whole adult life, and has been formed by the people here.

“It’s not even just my story, it is how many other people have been changed by this place. And now I have the honor to get to lead and care for a whole community. It’s exciting.”

Rodney Knodel a youth leader at the church, said the youth members have grown to a group of 30 youths from about six.

“It’s amazing celebrating 100 years and the origins starting from a rail car. We continue to grow with over 100 members. We are also proud of how inclusive we’ve been with our Fort Lupton community and our youths. We have so many loving leaders showing God’s love, “ said Knodel.

The Weld County Fair’s Junior Sale Livestock sales raised a total of $1.3 million, setting a new record. The old mark of $1.1 million was set in 2019, according to a press release by Weld County Fair officials.

“The youth that shows at the Weld County Fair have put countless hours and dedication into preparing themselves and their animals for this sale,” said Weld County board of commissioners chairman Steve Moreno. “Our Junior Livestock Sale breaking a record is not only a testament to these hard-working kids, but it

also carries the support of families and community members. We couldn’t be prouder of these youth.”

More than 315 buyers purchased livestock from the youth Aug. 2. About 100 people were at the in-person sale, and more than 75 people watched the live-streamed event.

Jed Sidwell took home the grand champion prize for market beef that he sold for $24,000. Stetson Gabel is the reserve grand champion market beef, selling it for $21,500.

Northglenn alum promoted to four-star general Senate confirms Laura Richardson last for a key position as commander of the U.S. Southern Command

From her early years as an All America swimmer at Northglenn High School, through her studies and ROTC training at Metropolitan State University of Denver and then her steady rise through the ranks in the U.S. Army, Lt. Gen. Laura Richardson always gave a nod to her Colorado roots with each incremental milestone.

Late last week, she moved closer to another: The U.S. Senate confirmed Richardson’s promotion to four-star general and commander of the U.S. Southern Command.

Richardson, 57, will be only the second currently-serving woman to earn the rank of four-star general, the second female four-star general in the Army’s 246-year history, and the second female combatant commander.

The Southern Command oversees planning, operations and security for Central and South America as well as parts of the Caribbean from its headquarters in the Miami area.

Richardson has been serving as the

commander of U.S. Army North at Fort Sam Houston, Texas.

Richardson was part of President Joe Biden’s first slate of nominations for four-star command positions. He made the announcement in March, on International Women’s Day to underscore a commitment to enhancing opportunities for women in the U.S. military. Air Force General Jacqueline Van Ovost, who also has a Colorado connection through her undergraduate career at the Air Force Academy in Colorado Springs, was nominated for promotion to head the U.S. Transportation Command. Her confirmation is pending.

“Each of these women have led careers demonstrating incomparable skill, integrity, and duty to country,” Biden said in a White House announcement. “And at every step, they’ve also helped push open the doors of opportunity to women in our military — blazing the trail a little wider, a little brighter for all the proud women following in their path and looking to their example.”

Richardson charted a course through Northglenn High School, a commuter college career at Metropolitan State University of Denver — it was Metropolitan State College when she attended — and that school’s ROTC program, where she earned her commission in 1986.

She advanced through a variety of assignments, including several in which she was among the first women to hold.

the first woman in U.S. history to command an assault helicopter battalion of 320 soldiers and 30 Black Hawk helicopters. Her husband, Lt. Gen. Jim Richardson, commanded an Apache battalion.

Before and after, she also served in the political sphere, including a stint as a military aide to Vice President Al Gore and a later assignment as chief of the Senate liaison division for the Secretary of the Army.

Pentagon officials had identified both Richardson and Van Ovost as prime candidates for command positions months ago, but the promotions endured an unusual delay before the nominations advanced.

The Army did not make Richardson available for comment. RV Park uses loopholes, to detriment of Fort Lupton

nyone who has lived on the Front Range over the last few decades can attest to the rapid growth and pains associated with it. I grew up in Lafayette when it was still a small town, and I remember the day I noticed the horizon to the east of me had changed; the large, lone cottonwood I thought looked like a dinosaur had been replaced by the enormous subdivision which is now Anthem.

The shrinking of rural land has only accelerated since then, and unless we are thoughtful about development, there soon won’t be much left.

I am one of many who opposes the subdivision and RV park planned by Sheryl Been. Approval of this proposal would be reckless and should catch the attention of all Fort Lupton and surrounding unincorporated Weld County residents.

The land in question is about a seven-mile drive from the urban core of Fort Lupton and, like the surrounding properties, was considered unincorporated Weld County until earlier this year when Ms. Been annexed into the city. The zoning for her project will remain

AG (agricultural) and will rely on approval of a special use permit to allow for the construction of the RV park.

The categorization of this RV park as a “miscellaneous use” of AG land, as stated by planner Alyssa Knutson at the meeting July 20, highlights how the lack of definition and compliance with the Fort Lupton Comprehensive Plan creates expensive disagreements between neighbors, the city and the agricultural communities that surround the area.

The comprehensive plan states, “the City should take steps to prohibit adjacent incompatible uses. This should include updates to the zoning code in accordance with the Land Use Plan to eliminate the chance of adjacent incompatible uses.” Ms. Been has referred to this project as “commercial,” “short-term residential,” “longterm residential” and “low-income housing.” She also characterized our neighborhood to the City Council as having an “industrial feel,” ignoring the agricultural and rural livelihoods of her neighbors across

the fence. Creative interpretations of agricultural land uses might prove profitable, but if there aren’t any real benefits to anyone else, these loopholes might constitute an illegal practice called spot-zoning.

Aesthetics aside, an RV park seven miles from town without necessary infrastructure improvements and well-defined zoning would benefit no one but Ms. Been.

Emergency services, already struggling with the intense population growth, would now cover calls seven miles away from town.

Heavier traffic and lack of adequate road safety measures would decrease safety for everyone who drives CR 19, Highway 52 and other roads nearby. And don’t buy into this being a great option for lowincome residents, with the services of town far away. Residents will be isolated and far from the help they may need. Approval of this RV park would arbitrarily benefit Ms. Been at the expense of her neighbors, the taxpayers in Fort Lupton and the people she hopes to attract as an “affordable” option for living on the Front Range.

Special use permits and Use by Special Review (USRs) can be used

to bypass traditional rezones and dodge claims of spot-zoning. Call it what you want. If it looks like a duck and walks like a duck, then it’s probably a duck, and it is illegal in the state of Colorado.

The comprehensive plan has identified areas that are prime for development. The annexation and development of high-density, temporary dwellings seven miles from town makes no sense and fails to meet the city’s plans for contiguous development and dwelling density.

The city of Fort Lupton would best serve its residents and neighbors if it updated its municipal codes to include RV communities so that they can be zoned, regulated and thoughtfully located to protect the residents in and around them. “Miscellaneous uses” of agricultural land should be heavily scrutinized and definitely exclude uses which are related to housing developments.

These communities and their neighbors need the structure that zoning provides to create desirable places for everyone to live.

CHSAA optimistic after stretch that hurt revenue Association’s leadership, staff looking for boost in corporate sponsorship

Some of the COVIDsafety decisions were Blanfordmade by the state and Green not by the CHSAA, but people were polarized.

“The public, our legislators, some of our coaches and some of our community leaders make us realize why we are here which resulted in proSawchuk tests and it was said the CHSAA doesn’t get it,” she continued. “We get it. It’s student athletes, not athlete students.

“The public and parents and some of our administrators and some of our media want to exaggerate that athletics trumped education,” she said. “It became clear that we were going to have to look at what it meant. Nobody protested to me about cross country, nobody protested about volleyball. We had club volleyball playing indoors with masks but yet CHSAA couldn’t play.

“Nobody wrote a story about our girls. It was all about the 2.1% of kids that even played college football. We have more kids that get volleyball and soccer scholar-

ships than football. We struggled with the inequities of the public fighting for one sport and not student leadership.”

This year the state volleyball and basketball tournaments were moved to the Broadmoor World Arena in Colorado Springs. The state football championship games were played at CSU-Pueblo.

The wrestling state championships were held at the Southwest Motors Events Center in Pueblo while the state baseball finals were played at All-Star Park in Lakewood. The soccer title matches were in Colorado Springs.

The CHSAA was notified that the Denver Coliseum will continue to be a shelter until the first of the year, meaning this season’s state volleyball tournament will have to be relocated again. The 4A/5A boys and girls basketball finals hope to be played at the Coliseum and the 4A/5A state football championship games are set for Empower Field. The state wrestling tournament is seeking to return to Ball Arena.

This year, with the absence of executive public health orders from the state, local health departments and school districts will be making decisions on requirements for spectators and the number of fans allowed to watch.

Jeffco, for instance, will require masks to be worn by fans at volleyball and gymnastics.

Colorado High School Activities Association Commissioner Rhonda Blanford-Green and her staff have endured many difficult months with canceled seasons and state tournaments, COVID-19 quarantines, protests, masks, a large dip in revenues and sports seasons being switched.

Now, the CHSAA is feeling optimistic about the upcoming 2021-22 seasons.

The COVID pandemic forced the boys and girls state basketball tournaments to be canceled in 2020 and all spring sports seasons were also called off which helped create a CHSAA revenue deficit of $500,000.

Masks were required for athletes and the limited amount of spectators were allowed last fall for seasons with abbreviated schedules. Some sports had their seasons moved but all sports wound up with 2020-21 state championship meets, matches and games.

Without the state basketball tournaments and limited spectators allowed at other events, the CHSAA now faces a revenue shortfall that has BlanfordGreen’s staff working to secure existing and new corporate sponsors.

“We are in a recovery mode financially,” Blanford-Green admitted. “You get shut down in March and that’s one of your biggest revenue producers. You still have the overhead costs from renting those facilities and then you have spring sports with limited capacities. Our No. 1 goal is getting back to where we were prior to the pandemic. ... Yeah, we’re about a half million dollars down.”

Candlelight ceremony set for “The Wall That Heals” Brighton stop The city of Brighton scheduled a series of events during the “Wall That Heal’s” Vietnam Veterans memorial that’s in town Sept. 2-5, including a candlelight vigil at 6:30 p.m. Friday, Sept. 3.

Brighton’s Carmichael Park, 650 Southern St., will be the sole Colorado stop for the three-quarter scale replica of the Vietnam Veterans Memorial Wall in Washington, D.C. The traveling memorial honors the Americans who served in the U.S. armed forces in the Vietnam War and bears the names of the 58,279 men and women who made the ultimate sacrifice in Vietnam.

The wall will be escorted to Carmichael Park Aug. 31, and volunteers

will spend the day Sept. 1 setting it up. It opens to the public at dawn Sept. 2 and will be open for visits 24 hours per day until it closes at 2 p.m.

Fall clean-up day The city of Fort Lupton wants to have its annual clean-up day this year. But how that may take place is largely dependent on the spread of coronavirus.

Public Works Director Roy Vestal outlined some of his concerns to council during an Aug. 10 town hall. His main issue is the timing of when to call it a one-day event and when to decide on a voucher program for some time in October.

“If the running average is over 60 on Sept. 15, we will plan to have an October voucher issue instead of the one-day collection event on Sept.

25,” Vestal said by email.

As of Aug. 11, the running average was 133.1 per 100,000 residents.

The pick-up day for senior citizens and the disabled is Thursday, Sep. 23. City officials said that date won’t change. Call City Hall to schedule pickup at 303-857-6694.

“It’s a huge area, quite a lot of ground to cover,” Richardson said. “Just to use a sports analogy, you’ve gotta have your jersey on, gotta have your number and you gotta be on the field. And you can’t just be on the field once every couple of months engaging with countries. It’s gotta be consistent, it’s gotta be persistent, and constantly engaging with our partner nations.”

Groomed for success Growing up, Laura Jane Strickland almost literally woke up each morning ready to take on the world in the Northglenn home where her parents surrounded her with motivation and provided her the tools to stretch her potential to its limit. A chin-up bar awaited at her bedroom door. The sign on the bathroom door read: “A winner never quits — a quitter never wins.”

Her parents, Jan and Suzanne Strickland, sought to keep their four kids busy during the rebellious ‘60s and ‘70s with a structured environment and attention to both schoolwork and physical fitness. When they bought their home, they also purchased the adjacent lots intending to build rental properties. Instead, they wound up creating a self-contained training facility complete with a basketball court, tennis courts and rubberized running track. They also built an indoor lap pool.

Jan Strickland, a family physician, also created workout regimens for the kids from an early

age.

“My father, in terms of athletics and things like that, gave us different tools that you can put in your kit bag to make you better,” Richardson told The Denver Post in 2012, when she was promoted to brigadier general. “It’s a holistic approach, a mental approach.

And my stress cap was very much higher than other folks.”

At Northglenn High School, she earned All America status in swimming. She also found time to get her civilian pilot license by age 16.

Her success in the ROTC program at MSU Denver pointed her toward a military career — a path that younger siblings Darwin and Janis also followed. Another sister, Elaine, became a nurse.

In 2003, the three Strickland siblings, plus Jim Richardson, all found themselves deployed in Iraq at the same time — a nervous time for their parents, who also took on the responsibility of looking after the Richardsons’ then-teenage daughter, Lauren. Lauren followed her mother’s footsteps at Northglenn High.

By that time, the Stricklands’ indoor pool had long since been given over to storage, but the motivational slogans remained on the walls: “Think like a champion.

Work like a champion.”

“I’m a firm believer that growing up in that household has been a tremendous help for my success in the Army, particularly being able to keep up with my male peers,” Richardson told the Post back in 2003. “If I hadn’t been lifting weights, I don’t think I’d be in as

good of condition as I could be.”

Suzanne Strickland saw the leadership potential in her eldest daughter at an early age and wasn’t surprised when she won a spot in military flight school and then trained to fly Black Hawks.

“She was a natural leader,” her mother said as Laura and the siblings prepared to head to the Middle East, “captain of the swim team, a take-charge person. Of the four children, she was the leader.

Still is.”

The official promotion and change of command remain several weeks away, and in the meantime, Richardson continues to focus on a busy time on behalf of the Northern Command at Fort ES Sam Houston. There, she’s work- c ing in support of the repatriation sc of Afghan special immigrant ap- L plicants, supporting the ongoing F battle against COVID-19 and also LP keeping an eye on the brewing tropical storms.

“Until she’s promoted, and O even after that until she actuI ally assumes the command in a A change of command ceremony, F she’s still the commander here,” AR said U.S. Army North spokesman C Col. Martin O’Donnell. “So while 3O she’s looking ahead, her focus still C N remains here.”
