Clear Creek County announced on Nov. 28 the closure of Guanella Pass Scenic Byway for the winter season. The gates to the road closed early on Nov. 28, after a sweep of the summit parking lots and surrounding areas. According to a press release from the county, the pass is also inaccessible from the Park County side. Officials expect the byway to reopen for Memorial Day weekend in May 2023.
Dispersed camping along the pass is prohibited until reopening. There are multiple areas still open for winter recreation, including the Silver Dale Recreation Area and Leavenworth Creek Road.

and Dec. 10 and 11 from 10 a.m. to 5 p.m., features goods from local makers, warm food and drink, Christmas performances and a holiday experience like no other.
One artisan was Stephanie Cole, owner of Wildwood Designs. Her booth in the European-style market was decked out with dried orange garlands, mushroom ornaments and many of her whimsical paintings. Cole has been painting original gouache works for her company for 6 years.
Her works, Cole said, are “inspired by original dreams I’ve had.”
This was Cole’s second year sell-
ing at the market, but she’s spent many years coming to the Christmas market.
“(I have a) long family tradition of coming to Georgetown,” she said.
The Christmas market featured carriage rides through the streets, as well as appearances from St. Nicholas, the Santa Lucia Children’s Procession, Victorian carolers and more.
Shoppers meandered through the street, checking out vendor booths and looking into shop windows. Two of those shoppers were Peter McMillin and Karen Pingitore, who discovered the charm of Georgetown a week prior.
“I’ve driven through it many times driving the pass,” McMillin said.
The pair decided to stop and look in some shops last week, and knew they needed to come back for the Christmas market.
McMillin is from Genesee, Colorado and Pingitore is from Henderson, Nevada. That didn’t stop them from making the trip to the first day of the Christmas market.
“A town like this relies a lot on tourism,” Pingitore said. “It’s so important to support small businesses.”
Many attendees have been supporting the small businesses of Georgetown for years and make the Christmas Market a yearly stop.
Shannon Poole and Doug McGuire from Denver have a family tradition of coming to the Christmas market. Poole’s parents came into town this year to celebrate
their anniversary and attend the market like they have many times before.
“They’re in town from Florida,” Poole said.
Besides just the whimsy of being at the market, Poole said her mom had some things on her shopping list that she was planning to pick up on their trip.
“There’s a hummingbird feeder she’s been eyeing for years,” Poole laughed.
The first day of the Georgetown Christmas Market saw a mix of people from all over the country, some experiencing their first market and some coming back for a yearly tradition. Artisans and shoppers alike all said they couldn’t wait to see what the remaining days of the market would bring.

take a lot of manpower the county simply doesn’t have right now. He also said the seasonal closure can be considered a wildlife closure, giving animals a break from the usual pass traffic.
Dale Atkins is a longtime member of Alpine Rescue Team who knows the history of the area.
“It used to be open year-round,” Atkins said. “It used to be open because there was a ski area on the Park County side.”
The ski area was Geneva Basin, which was operational until 1984. Records show the ski area was built during a time of expanding interest in the sport.
In the present day, the lack of homes or a ski area up the pass makes it unnecessary to keep open and plowed during the winter months, a job that is dangerous to plow operators due to the avalanche-prone area.
Atkins said the closure of the pass makes a huge difference in safety.
“By closing it there, it basically removes 99% of the avalanche danger that affects the road,” he said.
With the pass closed to cars, the dangers of the area remain only to those who venture up into the area to backcountry ski, snowshoe, cross country ski and other similar activities.
Atkins reminded winter adventurers to “be searchable,” as in carrying an avalanche receiver and bringing gear to help in an
emergency (phone, whistle, warm clothes).
“It’s really important to let someone know where you’re going, when you’re gonna be back, where you parked and even what kind of vehicle you have. License plate number is even better,” Atkins said.

Former Clear Creek deputies involved in Christian Glass shooting to appear in court

Two former Clear Creek deputies have bonded out of jail and are expected to appear before a judge following their indictment in an officer-involved shooting.
Andrew Buen and Kyle Gould face charges of 2nd-degree murder, official misconduct and reckless endangerment related to the death of Christian Glass in June 2022 in Silver Plume.
Buen bailed out for $50,000 and Gould for $2,500.
The district issued arrest warrants for the two former deputies
on Nov. 23. Buen has been charged with 2nd Degree Murder, Official Misconduct and Reckless Endangerment. Gould has been charged with Criminally Negligent Homicide and Reckless Endangerment.
Buen’s bond amount was set at $50,000 and Gould’s at $2,500. Both parties posted bond and will be seen in court at 9 a.m. on Dec. 12 at the Clear Creek County Courthouse.
In a statement released by the Clear Creek County Sheriff’s Office, the office calls the indictment “part of a painful but necessary process.”
Further in the statement, the CCSO said Sheriff Rick Albers terminated Buen and Gould from employment in the department.
In a statement released by the Glass family’s attorneys, parents Simon and Sally Glass are said to be “relieved appropriate charges have
been brought against some of those responsible for the murder of their son.”
The Glass family said justice for
their son will require accountability from all involved in his death, including those who were present and failed to de-escalate the situation.

The owners at the studios — Peak Academy of Dance, Kinetic Arts,

A summer class went so well that

It’s never too late to save a river
An old river-running motto says, “Old boaters never die, they just get a little dinghy.” And some never lose their passion for keeping rivers wild.
Consider California’s Stanislaus River. In the 1970s, people of all ages and abilities reveled in running its 13 miles of rapids bearing scary names like Widowmaker and Devil’s Staircase. Not far from Sacramento and San Francisco, the limestone canyon offered renewal and adventure to people nearly year-round.
But back in 1944, the U.S. Bureau of Reclamation authorized 625-foothigh New Melones Dam for the Stan, though filling it would drown the beloved canyon. Dam construction began in 1966, and spirited opposition grew, giving rise to the grassroots organization Friends of the River. Advocates argued that a smaller, existing dam could meet flood control and energy production needs, without drowning the wild stretch of river.
Despite actions ranging from citizen’s initiatives to lawsuits and even a favorable Supreme Court ruling, New Melones Dam was built.
As water in the reservoir rose in 1979, Friends of the River co-founder Mark Dubois chained himself to bedrock below the high-water line to force dam operators to stop

filling. Fifteenyear-old Sue Knaup also went to work, “rescuing wildlife day and night for two months from flooded trees and islands.” But she could not save them all, and Dubois could not hold back the reservoir.
The river canyon and priceless prehistoric and historic cultural sites were inundated.
Now, with New Melones logging its fourth decade of broken promises in water delivery, flood control and energy production, hundreds of river advocates from the old campaign hope to reclaim the Stan. In their teens and twenties back then, and today in their sixties and seventies, they believe the timing has never been better.
“It’s now a matter of ‘well, of course,’” says Dubois, vice-president of the new nonprofit Restoring the Stanislaus River. “National momentum is growing for dam removal and expanding economically and ecologically wise floodplains.”
Knaup, president and chief instigator of the new group, has moved her activism into filmmaking.
“When Mark wanted the Stanislaus
story to be told as it should be — in pictures — I offered to create a movie about the 1970s fight.”
Beginning work on the film reawakened their long-held dream of reclaiming the river, so now, members are proposing a full-watershed approach: revegetating reaches of the upper river, removing sections of New Melones to maintain lower reservoir levels and working with downstream farmers to protect floodplains.
Promoting the deconstruction of large dams attracts plenty of media attention. Think of the Klamath River in California and Oregon, and the Snake and Columbia rivers in Washington. Taking down smaller dams receives less fanfare, though some 1,100 small dams have come down in the past 20 years in the United States alone.
As California becomes ever drier, many people agree that the New Melones Dam should go. Only 26 percent full today, the reservoir has been near capacity only five times since first filling. Power-production capabilities, based on 40 years of inflow data, have never been achieved. Even Interior Department engineers admit they underestimated the river’s drought and demand cycles “by a significant amount.”
Roy Tennant, a former Stanislaus River guide and now secretary for
Restoring the Stanislaus River, acknowledges that successful fullwatershed restoration will “take a ton of work and money … but we have to begin while we’re alive and have the passion to do it.”
Kevin Wolf, former river-guide organizer for the 1970s campaign and current treasurer of Restoring the Stanislaus River, says billiondollar ballot measures might be what it takes to change the state’s water infrastructure, but “big ideas like taking dams down start with small groups of wild-eyed activists moving ideas forward.”
Dubois, whose civil action in the 1970s inspired many river protection efforts, adds that it’s time “to repair the good intentions of the outmoded dam-building era — to restore the wild rich abundance that rivers have always been.”
As for Knaup, she says “healing has already begun as both the film and the push to restore the Stanislaus River have come alive.” And the river? “I have total faith that it will know what to do.”

How we are impacted by our beliefs about time
The cultural biases we place on time increase our anxiety for perfection during The Holidays. However, greater awareness of how your beliefs cause stress and anxiety can help alleviate mounting pressures.
Beliefs about what time is worth to you impact your relationships. Although you may think of time as ubiquitous, it’s an intensely personal experience. The more conscious you can become of how time impacts you, the more you can make choices that serve not only your well-being, but also those around you — chief among them the people with whom you live and work.
Here are a few questions you can ask yourself to begin having a more conscious relationship with time: What is there always time for and
what is there never time for?
Whose time is “worth” more than others?
Who can be kept waiting and who never waits?
What happens to you when you feel you’ve “lost” time?
At work, what are the costs when “optimization” and “streamlining” is placed above relationships?
How are you dehumanized by a system that tells you time is money?
Your answers to these questions can help you start to unlearn some tightly held beliefs you have about time.
During the holiday season in
particular, expectations run high: family is coming home, you want everything to look like a page out of a magazine, you dream the day will heal old wounds, be magical or make up for lost time. To take pressure off yourself, consider alternative ways of creating time as you look for the magic in celebration. Query traditions you brought from your childhood.
Share ideas together for new traditions and new ways to celebrate. Create a budget and stick to it – often, a severe cause of holiday anxiety is the amount of money spent to make it “perfect.”
Volunteer together as a part of your celebration — time spent doing something for someone in need. Ask family members to take on tasks – and make them group fun. Make a gratitude jar and leave
pens and paper for people to write what they’re grateful for. Share it with the group.
Take time for yourself – let everyone know when you’ll be unavailable and then, give yourself time — a bubble bath, a walk, a nap.
Most of all, allow yourself to be present to enjoy, moment by moment, the relationships time is affording you.

so well that Danielle Heller, owner of Peak Academy of Dance, wants to present the idea at the National Dance Education Association convention in a couple years.
“This shows us we can do things differently,” she said. “My hope is this Mountain Area Dance Collective becomes a flagship organization for a new way of looking at how to collaborate.”
Heller explained that by pooling their resources, the four studios can do something no single studio could do by itself.
“We are developing a more cohesive community that was not built on competition but built on support,” she said. “It’s been an amazing process. Everybody is bringing a different gift to the table.”
She said the studio owners chose “The Nutcracker” — with a cast of 80 — to provide a high level of artistry to the community, so families don’t have to go down the hill to see a high-quality show.
Four owners
The owners say that “The Nutcracker” has allowed them to collaborate on choreography and staging the show. Plus each has been able to bring her strengths to the process, making the show even better.
The dance teachers met over coffee, for example, where they came up with ideas for the show’s party scene — “turning hours of notes turning into movement,” as Shelby McKee, owner of the Evergreen Dance Center, explained.
The owners agreed that the col-
laboration allows dance students the opportunity to learn from more than one instructor, improving their technique and performances.
“We have a great staff of dance instructors that our students can bounce back and forth,” McKee explained.
Betsy Hoffman, owner of Kinetic Arts, called the studio collaboration a way for individual studios to offer
more to their students.
“What we are offering is more robust than we could do individually,” she added. “We can expose our students to different styles of teaching and choreography. We are showing our students it’s not a competitive thing.”
The studio owners, including Gabe Marshall, owner of Evergreen School of Ballet, say they have a lot
of respect for each other, and they work well together.
A learning experience
Students performing in “The Nutcracker” are happy with the studios’ collaboration, saying it has been fun to meet other dancers in the foothills, see other studios and learn from different instructors.
“It’s going great,” said Julia Wendel, a Peak Academy dancer playing Clara. “It’s been amazing to work with different dance instructors and see their styles of teaching.”
Jade Vin Lennep, a Peak Academy dancer playing the Sugar Plum Fairy, said she’s enjoyed watching the choreography develop as the dance teachers collaborate, while Eddie Ells, a Peak Academy dancer portraying the Nutcracker, noted that the different perspectives bring more to the show.
Milena Dambrosky, a Kinetic Arts dancer, said it’s been fun to meet dancers from other studios and other parts of the foothills, noting that they’re bonding during practices.
For Dava Krane, an Evergreen Dance Studio dancer, it’s about creating friendships and creating better performances by collaborating.
Aurora Farrant, who dances for both Kinetic Arts and the Evergreen School of Ballet, noted that she has enjoyed seeing other dancers grow through the process.
For the collaborating studio owners, it’s about trying something new that helps both their businesses and their dancers.
“When you start something new, you don’t know how the clientele will respond,” Heller said. “The directors and studio owners were willing to take the risk, and the result is more than we could have asked for.”

SALES TAX RATE INCREASE APPROVED BY CITY ELECTORS ON NOVEM
AN ORDINANCE IMPLEMENTING THE ONE PERCENT (1.0%)
BER 8, 2022, TO BE DEDICATED TO WATER AND WASTEWATER CAPITAL IMPROVE MENTS AND RATE RELIEF
WHEREAS, pursuant to Article X, Section 20 of the Colorado Constitution, the City Council of the City of Idaho Springs (“City”) is authorized to refer ballot questions concerning new and increased taxes to City electors at the City’s regular November municipal elections; and
WHEREAS, the City currently has a voterapproved City sales tax rate of four percent (4%), with revenues from one percent (1%) of such rate being restricted to fund certain street improvement projects; and
WHEREAS, on August 22, 2022, by Resolution No. 19, Series 2022, and for the reasons set forth therein, the City Council referred to City electors at a special election to be held on November 8, 2022, a ballot question concerning the imposition of an additional one percent (1%) sales tax to be dedicated to water and wastewater capital improvement projects and to reducing the im pacts of potential future rate increases to utility customers; and
WHEREAS, at said November 8, 2022 election, a majority of City electors voting on the referred question voted in favor of the proposed dedicated sales tax rate increase; and
WHEREAS, to fully implement said voter-ap proved change, the City Council finds it necessary to amend the sales tax rate Code section and table, as further set forth herein.
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Idaho Springs, Colorado as follows:
Section 1. The foregoing recitals are adopted as specific findings and determinations of the City Council.
Section 2. Section 8-3 of the Idaho Springs Mu nicipal Code, concerning the City sales tax rate, is hereby amended as follows:
Sec. 8-3. Tax imposed; rate.
(A) There is hereby imposed on all sales of tangible personal property; commodities and ser vices, as provided in Subsection 8-4(A) below, a tax equal to five (5) percent of the gross receipts, one (1) percent of which shall be used solely for the purposes of street improvements, paving, street drainage improvements, sidewalks, minor street repairs, pothole patching and street lighting, and one (1) percent of which shall be used solely for the purposes of funding water and wastewater capital improvement projects and reducing the impacts of potential future rate increases to customers.
(B) The tax imposed shall be in accordance with the following schedule:
Sales Brackets Tax $0.01 through 0.10 None 0.11 through 0.30 0.01 0.31 through 0.50 0.02 0.51 through 0.70 0.03 0.71 through 0.90 0.04 0.91 through 0.99 0.05
On sales in excess of one dollar ($1.00), the tax shall be five (5) percent on each full dollar of the sales price, plus the tax shown on the above schedule for the applicable fractional part of a dollar of each such sales price.
Section 3. Effective Date. As authorized by C.R.S. § 31-16-105, the City Council finds and declares that it is necessary for the immediate preservation of the public health that this Ordi nance become effective upon adoption on second reading, such that the voter-approved tax rate increase may be implemented upon the date the voters approved. Doing so in the timeframe ap proved by City electors will ensure that adequate funds are generated, accumulated and available in the timeframes necessary to construct needed water and wastewater capital improvement proj ects and to potentially provide the rate-increase mitigation indicated to voters in the ballot question. Accordingly, this Ordinance shall become effective immediately upon adoption after second reading, excepting Section 2 and the Code amendment set forth therein, which shall become effective on January 1, 2023.
Section 4. Should any one or more sections or provisions of this ordinance be judicially deter mined invalid or unenforceable, such judgment shall not affect, impair or invalidate the remaining provisions of this ordinance, the intention being that the various provisions are severable.
Section 5. Any and all Ordinances or Codes or parts thereof in conflict or inconsistent herewith are, to the extent of such conflict or inconsistency, hereby repealed; provided, however, that the repeal of any such Ordinance or Code or part thereof shall not revive any other section or part of any Ordinance or Code provision heretofore repealed or superseded.

WHEREAS, the Town of Silver Plume (the “Town”) is a home rule municipal corporation created and organized
and
WHEREAS, on July 11, 2022, the Board of Trust ees of the Town adopted Ordinance 348 concern ing the short-term rental of residential structures within the Town of Silver Plume; and WHEREAS, the Board of Trustees of the Town has determined that certain amendments to Ordinance 348 are necessary with respect to Section 3(a) concerning the definition of the “initial application deadline”, as more fully set forth below, and Sec tion 6(f) concerning the time period for the STR Administrator to issue or deny a license, as more fully set forth below; and
WHEREAS, Ordinance 310, Section 4 of the Town provides for expedited procedures to adopt an ordinance if it is necessary to the immediate protection of the public health and safety, and, in such instance, to adopt the ordinance at the same meeting of the Town Board during which it is introduced upon proper notice; and
WHEREAS, proper notice was provided of the proposed amendments to Ordinance 348 as more fully set forth below and a reasonable opportunity has been afforded to all persons attending the meeting to ask questions about or comment on the proposed amendments to the Ordinance;
WHEREAS, the Board of Trustees finds that the proposed amendments to Ordinance 348 are necessary to the immediate protection of the public health and safety. The Board of Trustees
finds, determines, and declares that the amend ments are necessary to preserve and protect the health, welfare, safety, and economic well-being of the Town and its citizens, and to facilitate the administration of the Ordinance for the welfare and economic well-being of the Town and its citizens.
The Board of Trustees further determines that the adoption of the proposed amendments to Or dinance 348 is in the best interests of the citizens of the Town. This Ordinance amending Ordinance 348 shall be effective upon adoption; and
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF SILVER PLUME, COLORADO:
Section 3. (a) under Definitions of Ordinance 348 is amended and replaced in its entirety to read:
(a) “Initial application deadline” means January 30, 2023.
Section 6. (f) of Ordinance 348 is amended and replaced in its entirety to read as follows:
(f) After reviewing the license application and any public comment, the STR Administrator shall issue or deny the license within thirty (30) days after the deadline for receipt of public comments. The STR Administrator shall deny the license if the application or supporting documentation does not comply with this ordinance. The STR Administra tor may also deny the application if it contains false, incomplete, or misleading information or if the posted notice is found to be inadequate.
A short-term rental license may be issued with conditions necessary to assure compliance with the policy of this ordinance and the development of standards of the Town’s Land Use Code.

and Dec. 10 and 11 from 10 a.m. to 5 p.m., features goods from local makers, warm food and drink, Christmas performances and a holiday experience like no other.
One artisan was Stephanie Cole, owner of Wildwood Designs. Her booth in the European-style market was decked out with dried orange garlands, mushroom ornaments and many of her whimsical paintings. Cole has been painting original gouache works for her company for 6 years.
Her works, Cole said, are “inspired by original dreams I’ve had.”
This was Cole’s second year sell-
ing at the market, but she’s spent many years coming to the Christmas market.
“(I have a) long family tradition of coming to Georgetown,” she said.
The Christmas market featured carriage rides through the streets, as well as appearances from St. Nicholas, the Santa Lucia Children’s Procession, Victorian carolers and more.
Shoppers meandered through the street, checking out vendor booths and looking into shop windows. Two of those shoppers were Peter McMillin and Karen Pingitore, who discovered the charm of Georgetown a week prior.
“I’ve driven through it many times driving the pass,” McMillin said.
The pair decided to stop and look in some shops last week, and knew they needed to come back for the Christmas market.
McMillin is from Genesee, Colorado and Pingitore is from Henderson, Nevada. That didn’t stop them from making the trip to the first day of the Christmas market.
“A town like this relies a lot on tourism,” Pingitore said. “It’s so important to support small businesses.”
Many attendees have been supporting the small businesses of Georgetown for years and make the Christmas Market a yearly stop.
Shannon Poole and Doug McGuire from Denver have a family tradition of coming to the Christmas market. Poole’s parents came into town this year to celebrate
their anniversary and attend the market like they have many times before.
“They’re in town from Florida,” Poole said.
Besides just the whimsy of being at the market, Poole said her mom had some things on her shopping list that she was planning to pick up on their trip.
“There’s a hummingbird feeder she’s been eyeing for years,” Poole laughed.
The first day of the Georgetown Christmas Market saw a mix of people from all over the country, some experiencing their first market and some coming back for a yearly tradition. Artisans and shoppers alike all said they couldn’t wait to see what the remaining days of the market would bring.

take a lot of manpower the county simply doesn’t have right now. He also said the seasonal closure can be considered a wildlife closure, giving animals a break from the usual pass traffic.
Dale Atkins is a longtime member of Alpine Rescue Team who knows the history of the area.
“It used to be open year-round,” Atkins said. “It used to be open because there was a ski area on the Park County side.”
The ski area was Geneva Basin, which was operational until 1984. Records show the ski area was built during a time of expanding interest in the sport.
In the present day, the lack of homes or a ski area up the pass makes it unnecessary to keep open and plowed during the winter months, a job that is dangerous to plow operators due to the avalanche-prone area.
Atkins said the closure of the pass makes a huge difference in safety.
“By closing it there, it basically removes 99% of the avalanche danger that affects the road,” he said.
With the pass closed to cars, the dangers of the area remain only to those who venture up into the area to backcountry ski, snowshoe, cross country ski and other similar activities.
Atkins reminded winter adventurers to “be searchable,” as in carrying an avalanche receiver and bringing gear to help in an
emergency (phone, whistle, warm clothes).
“It’s really important to let someone know where you’re going, when you’re gonna be back, where you parked and even what kind of vehicle you have. License plate number is even better,” Atkins said.

Two former Clear Creek deputies have bonded out of jail and are expected to appear before a judge following their indictment in an officer-involved shooting.
Andrew Buen and Kyle Gould face charges of 2nd-degree murder, official misconduct and reckless endangerment related to the death of Christian Glass in June 2022 in Silver Plume.
Buen bailed out for $50,000 and Gould for $2,500.
The district issued arrest warrants for the two former deputies
on Nov. 23. Buen has been charged with 2nd Degree Murder, Official Misconduct and Reckless Endangerment. Gould has been charged with Criminally Negligent Homicide and Reckless Endangerment.
Buen’s bond amount was set at $50,000 and Gould’s at $2,500. Both parties posted bond and will be seen in court at 9 a.m. on Dec. 12 at the Clear Creek County Courthouse.
In a statement released by the Clear Creek County Sheriff’s Office, the office calls the indictment “part of a painful but necessary process.”
Further in the statement, the CCSO said Sheriff Rick Albers terminated Buen and Gould from employment in the department.
In a statement released by the Glass family’s attorneys, parents Simon and Sally Glass are said to be “relieved appropriate charges have
been brought against some of those responsible for the murder of their son.”
The Glass family said justice for
their son will require accountability from all involved in his death, including those who were present and failed to de-escalate the situation.
Four foothills dance studios join forces to present ‘The Nutcracker’

For four dance studios in Evergreen and Conifer, there’s been a bright side to the pandemic.
The owners at the studios — Peak Academy of Dance, Kinetic Arts,
Evergreen School of Ballet and Evergreen Dance Studio — lost students during the pandemic, so they decided collaboration might be an innovative option to improve attendance and give dance students a new experience.
A summer class went so well that
they decided to collaborate on the holiday favorite, Tchaikovsky’s “The Nutcracker,” which will be performed in December. Since performances are sold out, they are offering two additional options to view the show: Purchase a DVD or view the show via a link between Dec. 21

It’s never too late to save a river
An old river-running motto says, “Old boaters never die, they just get a little dinghy.” And some never lose their passion for keeping rivers wild.
Consider California’s Stanislaus River. In the 1970s, people of all ages and abilities reveled in running its 13 miles of rapids bearing scary names like Widowmaker and Devil’s Staircase. Not far from Sacramento and San Francisco, the limestone canyon offered renewal and adventure to people nearly year-round.
But back in 1944, the U.S. Bureau of Reclamation authorized 625-foothigh New Melones Dam for the Stan, though filling it would drown the beloved canyon. Dam construction began in 1966, and spirited opposition grew, giving rise to the grassroots organization Friends of the River. Advocates argued that a smaller, existing dam could meet flood control and energy production needs, without drowning the wild stretch of river.
Despite actions ranging from citizen’s initiatives to lawsuits and even a favorable Supreme Court ruling, New Melones Dam was built.
As water in the reservoir rose in 1979, Friends of the River co-founder Mark Dubois chained himself to bedrock below the high-water line to force dam operators to stop

filling. Fifteenyear-old Sue Knaup also went to work, “rescuing wildlife day and night for two months from flooded trees and islands.” But she could not save them all, and Dubois could not hold back the reservoir.
The river canyon and priceless prehistoric and historic cultural sites were inundated.
Now, with New Melones logging its fourth decade of broken promises in water delivery, flood control and energy production, hundreds of river advocates from the old campaign hope to reclaim the Stan. In their teens and twenties back then, and today in their sixties and seventies, they believe the timing has never been better.
“It’s now a matter of ‘well, of course,’” says Dubois, vice-president of the new nonprofit Restoring the Stanislaus River. “National momentum is growing for dam removal and expanding economically and ecologically wise floodplains.”
Knaup, president and chief instigator of the new group, has moved her activism into filmmaking.
“When Mark wanted the Stanislaus
story to be told as it should be — in pictures — I offered to create a movie about the 1970s fight.”
Beginning work on the film reawakened their long-held dream of reclaiming the river, so now, members are proposing a full-watershed approach: revegetating reaches of the upper river, removing sections of New Melones to maintain lower reservoir levels and working with downstream farmers to protect floodplains.
Promoting the deconstruction of large dams attracts plenty of media attention. Think of the Klamath River in California and Oregon, and the Snake and Columbia rivers in Washington. Taking down smaller dams receives less fanfare, though some 1,100 small dams have come down in the past 20 years in the United States alone.
As California becomes ever drier, many people agree that the New Melones Dam should go. Only 26 percent full today, the reservoir has been near capacity only five times since first filling. Power-production capabilities, based on 40 years of inflow data, have never been achieved. Even Interior Department engineers admit they underestimated the river’s drought and demand cycles “by a significant amount.”
Roy Tennant, a former Stanislaus River guide and now secretary for
Restoring the Stanislaus River, acknowledges that successful fullwatershed restoration will “take a ton of work and money … but we have to begin while we’re alive and have the passion to do it.”
Kevin Wolf, former river-guide organizer for the 1970s campaign and current treasurer of Restoring the Stanislaus River, says billiondollar ballot measures might be what it takes to change the state’s water infrastructure, but “big ideas like taking dams down start with small groups of wild-eyed activists moving ideas forward.”
Dubois, whose civil action in the 1970s inspired many river protection efforts, adds that it’s time “to repair the good intentions of the outmoded dam-building era — to restore the wild rich abundance that rivers have always been.”
As for Knaup, she says “healing has already begun as both the film and the push to restore the Stanislaus River have come alive.” And the river? “I have total faith that it will know what to do.”

How we are impacted by our beliefs about time
The cultural biases we place on time increase our anxiety for perfection during The Holidays. However, greater awareness of how your beliefs cause stress and anxiety can help alleviate mounting pressures.
Beliefs about what time is worth to you impact your relationships. Although you may think of time as ubiquitous, it’s an intensely personal experience. The more conscious you can become of how time impacts you, the more you can make choices that serve not only your well-being, but also those around you — chief among them the people with whom you live and work.
Here are a few questions you can ask yourself to begin having a more conscious relationship with time: What is there always time for and
what is there never time for?
Whose time is “worth” more than others?
Who can be kept waiting and who never waits?
What happens to you when you feel you’ve “lost” time?
At work, what are the costs when “optimization” and “streamlining” is placed above relationships?
How are you dehumanized by a system that tells you time is money?
Your answers to these questions can help you start to unlearn some tightly held beliefs you have about time.
During the holiday season in
particular, expectations run high: family is coming home, you want everything to look like a page out of a magazine, you dream the day will heal old wounds, be magical or make up for lost time. To take pressure off yourself, consider alternative ways of creating time as you look for the magic in celebration. Query traditions you brought from your childhood.
Share ideas together for new traditions and new ways to celebrate. Create a budget and stick to it – often, a severe cause of holiday anxiety is the amount of money spent to make it “perfect.”
Volunteer together as a part of your celebration — time spent doing something for someone in need. Ask family members to take on tasks – and make them group fun. Make a gratitude jar and leave
pens and paper for people to write what they’re grateful for. Share it with the group.
Take time for yourself – let everyone know when you’ll be unavailable and then, give yourself time — a bubble bath, a walk, a nap.
Most of all, allow yourself to be present to enjoy, moment by moment, the relationships time is affording you.

“This shows us we can do things differently,” she said. “My hope is this Mountain Area Dance Collective becomes a flagship organization for a new way of looking at how to collaborate.”
Heller explained that by pooling their resources, the four studios can do something no single studio could do by itself.
“We are developing a more cohesive community that was not built on competition but built on support,” she said. “It’s been an amazing process. Everybody is bringing a different gift to the table.”
She said the studio owners chose “The Nutcracker” — with a cast of 80 — to provide a high level of artistry to the community, so families don’t have to go down the hill to see a high-quality show.

The owners say that “The Nutcracker” has allowed them to collaborate on choreography and staging the show. Plus each has been able to bring her strengths to the process, making the show even better.
The dance teachers met over coffee, for example, where they came up with ideas for the show’s party scene — “turning hours of notes turning into movement,” as Shelby McKee, owner of the Evergreen Dance Center, explained.
The owners agreed that the col-
laboration allows dance students the opportunity to learn from more than one instructor, improving their technique and performances.
“We have a great staff of dance instructors that our students can bounce back and forth,” McKee explained.
Betsy Hoffman, owner of Kinetic Arts, called the studio collaboration a way for individual studios to offer
more to their students.
“What we are offering is more robust than we could do individually,” she added. “We can expose our students to different styles of teaching and choreography. We are showing our students it’s not a competitive thing.”
The studio owners, including Gabe Marshall, owner of Evergreen School of Ballet, say they have a lot
of respect for each other, and they work well together.
A learning experience
Students performing in “The Nutcracker” are happy with the studios’ collaboration, saying it has been fun to meet other dancers in the foothills, see other studios and learn from different instructors.
“It’s going great,” said Julia Wendel, a Peak Academy dancer playing Clara. “It’s been amazing to work with different dance instructors and see their styles of teaching.”
Jade Vin Lennep, a Peak Academy dancer playing the Sugar Plum Fairy, said she’s enjoyed watching the choreography develop as the dance teachers collaborate, while Eddie Ells, a Peak Academy dancer portraying the Nutcracker, noted that the different perspectives bring more to the show.
Milena Dambrosky, a Kinetic Arts dancer, said it’s been fun to meet dancers from other studios and other parts of the foothills, noting that they’re bonding during practices.
For Dava Krane, an Evergreen Dance Studio dancer, it’s about creating friendships and creating better performances by collaborating.
Aurora Farrant, who dances for both Kinetic Arts and the Evergreen School of Ballet, noted that she has enjoyed seeing other dancers grow through the process.
For the collaborating studio owners, it’s about trying something new that helps both their businesses and their dancers.
“When you start something new, you don’t know how the clientele will respond,” Heller said. “The directors and studio owners were willing to take the risk, and the result is more than we could have asked for.”

AN ORDINANCE IMPLEMENTING THE ONE PERCENT (1.0%)
BER 8, 2022, TO BE DEDICATED TO WATER AND WASTEWATER CAPITAL IMPROVE MENTS AND RATE RELIEF
WHEREAS, pursuant to Article X, Section 20 of the Colorado Constitution, the City Council of the City of Idaho Springs (“City”) is authorized to refer ballot questions concerning new and increased taxes to City electors at the City’s regular November municipal elections; and
WHEREAS, the City currently has a voterapproved City sales tax rate of four percent (4%), with revenues from one percent (1%) of such rate being restricted to fund certain street improvement projects; and
WHEREAS, on August 22, 2022, by Resolution No. 19, Series 2022, and for the reasons set forth therein, the City Council referred to City electors at a special election to be held on November 8, 2022, a ballot question concerning the imposition of an additional one percent (1%) sales tax to be dedicated to water and wastewater capital improvement projects and to reducing the im pacts of potential future rate increases to utility customers; and
WHEREAS, at said November 8, 2022 election, a majority of City electors voting on the referred question voted in favor of the proposed dedicated sales tax rate increase; and
WHEREAS, to fully implement said voter-ap proved change, the City Council finds it necessary to amend the sales tax rate Code section and table, as further set forth herein.
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Idaho Springs, Colorado as follows:
Section 1. The foregoing recitals are adopted as specific findings and determinations of the City Council.
Section 2. Section 8-3 of the Idaho Springs Mu nicipal Code, concerning the City sales tax rate, is hereby amended as follows:
Sec. 8-3. Tax imposed; rate.
(A) There is hereby imposed on all sales of tangible personal property; commodities and ser vices, as provided in Subsection 8-4(A) below, a tax equal to five (5) percent of the gross receipts, one (1) percent of which shall be used solely for the purposes of street improvements, paving, street drainage improvements, sidewalks, minor street repairs, pothole patching and street lighting, and one (1) percent of which shall be used solely for the purposes of funding water and wastewater capital improvement projects and reducing the impacts of potential future rate increases to customers.
(B) The tax imposed shall be in accordance with the following schedule:

On sales in excess of one dollar ($1.00), the tax shall be five (5) percent on each full dollar of the sales price, plus the tax shown on the above schedule for the applicable fractional part of a dollar of each such sales price.
Section 3. Effective Date. As authorized by C.R.S. § 31-16-105, the City Council finds and declares that it is necessary for the immediate preservation of the public health that this Ordi nance become effective upon adoption on second reading, such that the voter-approved tax rate increase may be implemented upon the date the voters approved. Doing so in the timeframe ap proved by City electors will ensure that adequate funds are generated, accumulated and available in the timeframes necessary to construct needed water and wastewater capital improvement proj ects and to potentially provide the rate-increase mitigation indicated to voters in the ballot question. Accordingly, this Ordinance shall become effective immediately upon adoption after second reading, excepting Section 2 and the Code amendment set forth therein, which shall become effective on January 1, 2023.
Section 4. Should any one or more sections or provisions of this ordinance be judicially deter mined invalid or unenforceable, such judgment shall not affect, impair or invalidate the remaining provisions of this ordinance, the intention being that the various provisions are severable.
Section 5. Any and all Ordinances or Codes or parts thereof in conflict or inconsistent herewith are, to the extent of such conflict or inconsistency, hereby repealed; provided, however, that the repeal of any such Ordinance or Code or part thereof shall not revive any other section or part of any Ordinance or Code provision heretofore repealed or superseded.

WHEREAS, the Town of Silver Plume (the “Town”) is a home rule municipal corporation created and organized
of Silver Plume; and
WHEREAS, on July 11, 2022, the Board of Trust ees of the Town adopted Ordinance 348 concern ing the short-term rental of residential structures within the Town of Silver Plume; and WHEREAS, the Board of Trustees of the Town has determined that certain amendments to Ordinance 348 are necessary with respect to Section 3(a) concerning the definition of the “initial application deadline”, as more fully set forth below, and Sec tion 6(f) concerning the time period for the STR Administrator to issue or deny a license, as more fully set forth below; and
WHEREAS, Ordinance 310, Section 4 of the Town provides for expedited procedures to adopt an ordinance if it is necessary to the immediate protection of the public health and safety, and, in such instance, to adopt the ordinance at the same meeting of the Town Board during which it is introduced upon proper notice; and
WHEREAS, proper notice was provided of the proposed amendments to Ordinance 348 as more fully set forth below and a reasonable opportunity has been afforded to all persons attending the meeting to ask questions about or comment on the proposed amendments to the Ordinance;
WHEREAS, the Board of Trustees finds that the proposed amendments to Ordinance 348 are necessary to the immediate protection of the public health and safety. The Board of Trustees
finds, determines, and declares that the amend ments are necessary to preserve and protect the health, welfare, safety, and economic well-being of the Town and its citizens, and to facilitate the administration of the Ordinance for the welfare and economic well-being of the Town and its citizens.
The Board of Trustees further determines that the adoption of the proposed amendments to Or dinance 348 is in the best interests of the citizens of the Town. This Ordinance amending Ordinance 348 shall be effective upon adoption; and
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF SILVER PLUME, COLORADO:
Section 3. (a) under Definitions of Ordinance 348 is amended and replaced in its entirety to read:
(a) “Initial application deadline” means January 30, 2023.
Section 6. (f) of Ordinance 348 is amended and replaced in its entirety to read as follows:
(f) After reviewing the license application and any public comment, the STR Administrator shall issue or deny the license within thirty (30) days after the deadline for receipt of public comments. The STR Administrator shall deny the license if the application or supporting documentation does not comply with this ordinance. The STR Administra tor may also deny the application if it contains false, incomplete, or misleading information or if the posted notice is found to be inadequate.
A short-term rental license may be issued with conditions necessary to assure compliance with the policy of this ordinance and the development of standards of the Town’s Land Use Code.
