Mount Evans Scenic Byway opened on June 10. Originally set to open on June 3, it was delayed due to a snowfall.

Now cleared, the 28-mile byway is the highest paved road in North America, climbing 7,000 ft to 14,130 ft — almost the exact summit of Mount Evans.

It was no surprise to the Clear Creek school board that the cost to construct a new bus barn would be more than expected.

What is surprising is that projections show construction costs will be $4.2 million over budget.

The construction cost to build the Transportation and Maintenance Facility on the track south of Building 103 in Idaho Springs will be $5.8 million rather than the $1.6 million school district officials planned for, the school board announced at its June 8 meeting.

Now, district officials, along with the architect and consultants, are looking at ways to reduce the price, but with supply-chain issues, challenges with the site and the increased cost of materials and labor, it will be impossible to build something functional with the $1.6 million construction budget.

District officials are considering borrowing about $3.8 million to cover the cost, though that decision hasn’t been made yet.

Thomas Leonard Buckley April 29, 1943 - May 20, 2022

Thomas “Tommy” Leonard Buckley, 79, fell asleep in death May 20, 2022. A Colorado native, Tommy was born on April 29th, 1943 in Denver, Colorado.

The second of three sons, Tommy was born to Bernard and Martha Buckley of Georgetown.

Tommy graduated from the University of Colorado in Boulder and went on to pursue his love of building and property investments.

He was the Fire Chief in Georgetown for several years.

Tommy was predeceased by his parents, Bernard and Martha, and older brother, Jerry. He leaves behind one brother, Donald; good friends, Stephen Flecksing and “Tex”.

He also leaves behind seven nephews and nieces, Brook Buckley, Brent Buckley, Erin Ferdinand, Jessica Croft, James Buckley, Luke Buckley and Michael Buckley. Also, nine grand nephews and nieces.

Funeral services officiated by Donald Buckley, will be held June 18, 2022 at 11:00 A.M. at Alvarado Cemetery, Georgetown, Colorado.

back in 15 years or less. The $321,000 monthly payment would come out of the general reserves until the district found other sources to pay back the loan. It can be paid off after June 2025 with no pre-payment penalty.

“All of these factors are impacting us, yet we have a job to do and kids to serve, and a timeline to meet,” Superintendent Karen Quanbeck said.

Making the move The district is moving its Transportation and Maintenance Facil-

ity because it sold the current bus barn property across from the rec center in Idaho Springs and the football field to Four Points Funding in April, and the contract had a 21-month lease-back clause for the bus barn. Therefore, the new facility must be ready by Jan. 26, 2024.

District officials believed the proceeds from the property sale would pay for the new building. The district is not allowed by law to use any bond money approved by voters for the TMF because it was not listed as an expenditure.

The purchase price for the bus barn and football field was $2.3 million, and about $700,000 is being used for non-construction items such as architect/engineering fees,

permits, site surveys, utility taps, inspections and more. That leaves about $1.6 million for construction.

The new building is expected to be 6,953 square feet, smaller than the current bus barn, which is 9,700 square feet including the upper level. It is planned to have bus bays, a bus wash, maintenance and storage areas, restrooms and offices.

Facilities Director Justin Watanabe said the new building couldn’t be much smaller than planned because the district would likely need to find storage space offsite. He said the district could look at different building materials, likely costing less now but costing the district more in the future. The number of parking spaces could be reduced

to save money, too, he said, though there would be no parking for staff.

The district has 14 buses, and each would have a block heater to keep them running in the winter, plus other vehicles such as trucks and vans.

Of the construction costs, 53% of the money goes to the building itself; 37% for the money to build retaining walls, grade the property and deal with a rock outcropping on one corner; and 9% to finish the building such as fixtures and cabinets.

Jacobs, the consultant working on the project, reached out to subcontractors to get real numbers for the building cost, according to Rachel Rubenstein, K-12 program manager with Jacobs, so the price tag is firm.

Clear Creek County Department of Human Services (DHS) removed three toddlers from an abusive situation in the room of a motel on the 2400 block of Miner Street in Idaho Springs with the help of the Idaho Springs Police Department (ISPD) on June 2.

The children aged 4, 3 and 1 were found “sleeping within a rubble of trash, rotting food, human feces and dog feces that covered the floors,” according to ISPD Chief Nathan Buseck.

The parents offically were charged with three counts of felony child abuse, and their bonds are set at $10,000 each through the Clear Creek County Combined Court.

According to Buseck, who responded to the situation along with Sgt. Ryan Frost and Officer Ronald Bailor, the room was occupied by the three children, a dog and an adult man and woman — the parents.

They found that the room had been occupied by the parents and children for about a year and “contained piles of clothes, trash, doors pulled off their hinges, soiled diapers, mattresses pushed up against walls, as well fecal matter smeared across numerous walls and bathrooms.”

With the help of a relative, the children were taken away to the hospital. A judge gave a protection order to keep the parents from being in contact with children, and longterm foster care is still being figured out by the DHS. DHS would not comment as, it explained in an email, it will not share information on a case or family they are currently working with.

DHS did elaborate that since July 2021, the department has received 91 reports “alleging child abuse and/ or neglect,” the bulk being “alleged neglect,” and actual removal of children is rare. Only 1.8% of children involved in a report in the last three years actually were removed from homes.

Buseck elaborated that DHS knew to look into the motel room situation because the woman had given birth a week prior, and the baby tested positive for methamphetamine. The baby was taken by the doctors at the hospital, and this prompted DHS to

follow up with the man to administer a drug test before they could give back custody of the baby.

DHS asked ISPD for assistance, and this is how the situation was discovered, said Buseck.

“I’ve been in law enforcement for about 23 years: I’ve never seen the filth and such an unsafe environment for children to be living in. I’ve seen adults living in squalor, but never have I seen children, babies, forced to live in that sort of filth,” he said. “We suspect that narcotics were a part of that problem.”

When asked about the children’s reactions, Buseck said, to the kids, it was “unfamiliar.” As to the parents, he did not wish to comment and possibly skew the opinion of a jury for the case, but he stated there was no force necessary, calling it a “standard arrest.”

Buseck also expressed that living in a motel for long periods of time is not abnormal in Clear Creek County due to short-term rental needs, but that the ISPD is doing a “thorough review” of city ordinances about oversight on motels and hotels. “As it stands today, the ordinances have to be updated,” he said.

“What you start to do is look at all the calls for service you have, generated at these facilities, and you can start to see which places are being run in a professional manner, and others that emergency services are called to on a very regular basis,” Buseck elaborated. “Which is an indicator of potentially other things happening, whether it be narcotics use, prostitution or other cirminal activity.”

What he hopes to happen is some changes like a time restriction on stays — with exceptions possible for construction crews for example — or requirements for the hotel or motel to see inside a room on a weekly or monthly basis. “It doesn’t necessarily prevent, but it has the potential to prevent more circumstances like this in the future,” Buseck said.

SafeBuilt, Idaho Springs’ building inspector, also condemned the motel room, requiring another inspection before it can be used by patrons again.

The second annual Session Series mountain biking race at Floyd Hill finished on June 8. A snowstorm and rain caused multiple reschedules, but many people at the last race hadn’t given up, with this being their first of the series.

“I’m super, extra, duper stoked,” said Donovan Riley, 17, before the race. This last race was his first in the series this year because of the cancellations. He’s done cross-country biking too, as well as downhill

biking at Winter Park, but called Floyd Hill “pretty gnarly.” Riley came in ninth in the 14 to 18 category with a time of 5:28.75.

There are six categories people can compete in: 14 to 18 years old; 18 to 29; 30 to 39; 40 to 49; 50 plus; and the open pro where any age can enter. Each category has a first, second and third place for male and female.

Each competitor gets one shot down the track each race — the Sluice — with only the downhill counting for time, not the uphill climb to get there.

Davis Walter, 17, was there to

cheer on Riley, but had competed in the in the first and second race. “On the first race up I flatted, so I had to ride that down,” he said. He couldn’t compete in the final race as he’d already transferred his ticket, thinking he would be out of town.

For Emily Lachenmayer, 26, from Fort Collins, this race was a very first.

“I’m definitely nervous, trying to convince myself it’s excitement,” she said before the race. She’s been biking for five years total, but more seriously for the last two, she explained. She came in sixth out of

eight with a time of 6:29.65 in the female 19 to 29 category.

Starting the day a bit rough was Darin Peery, 56. Practicing the route before the race, he wiped out all three runs, but, “I’m feeling good,” he said. He may have taken a few falls, but he won first in the 50 plus category in the first race, a crash pulling him into fourth in the second race. For the final race he came in fourth again, with a time of 4:42.97.

The Miner Street Friday night cornhole tournaments began June 10 on the 1600 block, with about 18 players participating.

Michael Hill, who runs the tournament, said he’s sure it will grow, since it started at eight and got to 24 players last year.

This also was the initial trial run for open containers being allowed on the entire block itself for special events, as alcohol being served in outdoor seating areas was already recently approved by creating communal outdoor dining areas (CODA) that extended the area restaurants

could serve alcohol.

Organizers also have proposed allowing a CODA that encompasses the three closed-off blocks of Miner Street, Citizens Park and the Idaho Mall for Fourth of July celebrations.

Hill said he loves the idea.

“I hope they extend it to the whole street,” he said. Having only the 1600 block with open containers, but the tournament covering three blocks, causes some confusion as to where alcohol is allowed, he explained.

“It makes the whole experience more fun,” said Chris Gomez, who traveled all the way from Vail for the cornhole tournament, after competing last year as well. “Draws a bigger crowd, maybe a more inebriated crowd. Drunk people are easier to win against.”

Asked about the differences between backyard cornhole and a tournament, Gomez said winning in the backyard “doesn’t mean too much, bragging rights I guess.”

But, tournaments have “more rules, more strategy and you can’t fudge anything here.”

Cornhole tournaments will continue from 6-8 p.m. every Friday until the end of August.

first time. “I’m feeling great, a little tired,” he said. “The trip up here is iconic, I just did it to say I did.”

Cell phone coverage is poor, so the county asks that people have timed tickets ready before approaching the entrance. Road quality also is poor according to the recreation.gov site, saying, “...the road is in poor condition and has no guardrails, so be prepared for slow and possible difficult driving conditions.”

The site also warns that weather can change quickly, and “close any day throughout the summer due to winter-like conditions.”

VOICES Staying true to one’s moral North Star

I

n days of old, sailors navigated their courses across the vast expanse of the open seas by fixing on the North Star. That serves as an excellent metaphor as we navigate across the oft-times turbulent waters of our lives and are confronted by challenges about which course to follow.

In “Moral Clarity at High Noon,” I explored how Marshal Will Kane was able to act nobly and with conviction once the fog that initially engulfed him lifted. Kane had a critical asset working in his favor: He was a mature, sophisticated adult.

We don’t know much of Kane’s past, only that he brought law and order to the town in large part by taking on the most notorious of the town’s criminal element. Outside that, we’re left to conjecture about his past and how he developed a high sense of moral clarity, a virtue found wanting in the town’s morally bankrupt citizens.

We can only speculate about his past, but it is likely he floundered his way through his maturation process to reach the level he had. Thus, when he faced the ultimate test, Kane was able to right himself relatively quickly after being knocked

off-kilter.

Coming-of-age teens and young 20-somethings, who are relatively bereft of conditioning life experiences, don’t have the mettle Kane had. They must go through the proverbial school of hard knocks.

Columnist During that developmental stage of life, they are constantly challenged to remain true to what they intuitively know is right.

That is what young adulthood largely entails: moral maturation.

Education is not only about figuring out which career path to follow; it is also about defining their moral universe. Which path to follow?

The biblical myth of the three temptations Jesus faced serves as good model. In them, Jesus is tempted to turn stone into bread to relieve his hunger, jump from a high point to see if angels would catch him before he plummeted into the earth and worship Satan who would ensure that he would enjoy great power and riches. (A hidden gem of

a parable for materialistic capitalism in the last one.)

In his delightful, but thoughtful coming-of-age novel “Lawn Boy,” Jonathan Evison follows that three-temptation pattern through his protagonist, 22-year-old Mike Muñoz. Mike had nothing but crap piled on his plate through his formative years, beginning when he was five and his low-life father broke his heart and shattered his dream of an adventure in Disneyland. That experience became etched into his psyche and came to symbolize his sense of unworthiness. It also came to symbolize the unattainable.

His was only to dream, not to have.

Mike has an older, super-overweight, mentally disabled brother he becomes big brother to after their father abandoned them. Compounding it, Mike struggles with his identity in multiple ways including his ethnicity. While he becomes close to an older migrant worker from Mexico who serves as a mentor of sorts, Mike refuses to be called by his Latino name, Miguel.

Mike has a skillset that shows his artistic nature: He’s a topiarist. He can shape and mold hedges and shrubs into animal-like forms.

Jobs like that, though, are low-paid and unappreciated. He is offered and accepts several positions only to find himself in each experience facing a moral qualm: Compromise his integrity and cheapen his soul or remain true to his moral North Star and live nobly even if it means living in near destitution.

By remaining fixed on his moral North Star, Mike joins Marshal Kane. Both know right from wrong and refuse to weasel their way out of morally and ethically challenging situations.

It is for that reason “Lawn Boy” has landed on banned book lists. It is not because of Mike’s moral turpitude. In fact, it is very much the opposite, for all his earthy language, Mike models for coming-of-agers how to maintain personal integrity and accept the truth of their being.

It is by holding true to what young people know in their hearts is good and right. And that scares the bejesus out of book banners exuding the rarefied air of moral superiority.

What’s that buzz? A pollination syndrome in your garden

J

une is the time of year gardeners of the Denver-metro area are busy growing crops in hopes of an end-of-summer bounty of fruits and veggies to be harvested. Leading up to this harvest, gardeners tend diligently by fertilizing, pinching and, of course, watering. But there is one more thing that is essential to a good backyard harvest, and that is the right pollinator to finish the job. In this day of age, it is no secret that we rely on pollinators for plant biodiversity and crop sustainability. But did you know it sometimes takes a specific pollinator to be able to fertilize those veggie flowers in your garden?

Some pollinators, specifically certain species of solitary bees and bumblebees, use distinct vibrations made by contracting their flight muscles to help extract pollen from flowers. They hold on tight to the

flower and start vibrating away — in doing so, the bees incidentally fertilize flowers as they busily visit them.

This term is known as buzz pollination, or floral sonication.

This is important because in some flowers’ morphology, the pollen is crammed tightly into the anther the part of the plant that holds the pollen - and can only be released from the tip through pores or slits (the technical term is poricidal).

The classic example one can think of is by looking at a nightshade family (i.e. Solanum, or tomato) flower, where the pollen is tucked away in the center yellow, column-like tubes protruding from the flower. Without sonication, most insects are unable to access the nutritious pollen that is packed in this way. But, in buzzing and booming away at the perfect

blueberry. If your veggie garden is full of tomatoes and eggplant, that means a lot of it will necessitate bumblebees and solitary bees to ensure flowers are fertilized with resulting fruits being made. There is, however, still room for the bustling honeybee in the veggie garden.

Some crops do not have a need for those special mechanical vibrations to access pollen, including squashes and gourds.

Next time you hear those humble, bumbling bumblebees happily a-buzzing away in the garden beds, hopefully you will give some praise and remember their important role to the crops we grow and eat every day.

As mentioned above, not all pollinators are capable of this buzz pollinating. Only about half of all bee species can generate the frequencies required to release pollen — this buzzing mechanism is restricted to bumblebees and many types of solitary bees. Oddly enough, honeybees are unable to pollinate in this manner. Although the honeybees can do some of the pollinating, they are not as efficient in producing the same high crop yields that the bumblebees can.

The type of flower morphology that requires buzz pollination assistance is also limited to certain species of flowering plants — the more well-known ones include tomato, eggplant, tomatillo, kiwi and

Five ways to help reduce risk of cognitive decline During Alzheimer’s & Brain Awareness Month in June, the Alzheimer’s Association is encouraging all Americans to adopt healthy lifestyle behaviors that may help reduce the risk of cognitive decline.

There are currently more than 6.5 million Americans age 65 and older living with Alzheimer’s disease, including 76,000 Coloradans.

Age is the greatest risk factor for Alzheimer’s disease. In fact, one in three seniors age 85 and older will have Alzheimer’s disease. While some brain changes are inevitable as we age, there is a growing body of research to suggest having the necessary resources to adopt and maintain healthy lifestyle behaviors, including healthy eating, exercising regularly, not smoking and staying cognitively engaged may help us age healthier and help reduce the risk of cognitive decline.

“Understanding strategies to

reduce risk of cognitive decline is a robust area of research currently,” said Heather M. Snyder, Ph.D., vice president of Medical & Scientific Relations with the Alzheimer’s Association. “Researchers are working to determine what may be the optimal lifestyle interventions to reduce cognitive decline, but there are steps we can take now to possibly help reduce the risk of cognitive decline as we age.”

During Alzheimer’s & Brain Awareness Month, the Alzheimer’s Association offers five tips that may help reduce the risk of cognitive decline: · Keep your heart healthy – Studies have consistently produced strong evidence that a healthier heart is connected to a healthier brain. One recent study shows that aggressively treating high blood pressure can help reduce the development of mild cognitive impair-

ment (MCI). · Exercise regularly — Regular cardiovascular exercise helps increase blood flow to the body and brain, and there is strong evidence that regular physical activity is linked to better memory and thinking. · Maintain a heart-healthy diet — Evidence suggests a healthful diet is linked to better cognitive functioning and may reduce the risk of heart disease as well. Stick to a meal schedule full of fruits and vegetables and low in saturated fats.

The MIND diet – a hybrid of the DASH diet (Dietary Approaches to Stop Hypertension) and the Mediterranean diet – is a brain healthy diet that emphasizes whole grains, green leafy vegetables, poultry, fish and berries. · Get proper sleep — Maintaining a regular, uninterrupted sleep pattern benefits physical and psycho-

logical health, and helps clear waste from the brain. Adults should get at least seven hours of sleep each night and try to keep a routine bedtime.

Stay socially and mentally active — Meaningful social engagement may support cognitive health, so stay connected with friends and family. Engage your mind by doing activities that are challenging to you such as learning a new language or musical instrument.

“Incorporating these strategies becomes especially important as we age,” Snyder said. “Research suggests that these lifestyle interventions in combination may have the greatest benefit and are good to consider at any age, but even if you begin with one or two, you’re moving in the right direction.”

CLEAR CREEK SCHOOL BOARD BRIEFS

School district staff raises approved Staff in the Clear Creek School District will get one-time payments in addition to pay increases in the 2022-23 school year.

The school board on June 9 approved contracts with the Clear Creek County Education Association for both the teachers and classified staff. The teachers union still must ratify the contracts.

Teachers will get a 6.75% pay increase plus a step increase and a one-time payment of $1,800. Classified staff will get a 7.75% increase, plus a step increase and a $1,800 onetime payment.

In addition, the administration staff will see 5% pay increases, and the school board voted to give Superintendent Karen Quanbeck a 5% pay increase.

With the pay increase, a new teacher in the district with a bachelor’s degree and no experience will make $41,611 plus the $1,800 onetime payment.

The raises are not as much as the teachers originally asked for. In March, the union asked the school board for a 15% wage increase to provide them with a wage that

would allow them to live in the county and would make up for the years when they received no or limited raises.

In May, the teachers asked for an 11% raise plus step increases, which equals about a 2% increase, and a $3-per-hour increase added to every level of the classified staff salary schedule. At that time, the school board offered a 6.25% increase plus a step increase for teachers, and a 7.25% increase plus a step increase for classified staff.

District staff missed out on raises on and off over the last decade when the district didn’t have money in its budget to afford salary increases.

However, the district made salary increases a priority since 2016-17, when a teacher with a bachelor’s degree and no experience had a starting salary of $32,000.

McHugh named to school board Kerry Ann McHugh is joining the Clear Creek school board as the representative from District E, which is the far west end of the county.

McHugh was one of three candidates the board interviewed for the position that became open when Larry Pyers resigned.

“I was thrilled we had three amazing candidates,” said Superintendent Karen Quanbeck on June

9. “The fact that folks are willing to serve when things are not super easy in the land of education or anywhere in fact is amazing.”

Board President Sandi Schuessler said McHugh, as a longtime Georgetown resident, has a connection with the community that will be an asset to the school board.

Arts group wants to use Building 103 space As the Clear Creek School District creates a new elementary school in Building 103, Clear Creek County Arts & Education hopes it will be a player in the building.

The organization, which wants to bring professional theater and dance, along with classes for students and adults, to Clear Creek County, hopes to be able to access the fourth floor of the former middle school that has a theater, band and choir rooms and more.

Scott Lupinski, a 1981 Clear Creek High School graduate, recently discussed Clear Creek Arts & Education with the school board. He said the state-of-the-art Carlson Elementary School was paramount, but he hoped the arts could come in second as the district looks at what to do with the remainder of the building.

Voters approved a $33 million bond in November with the major-

ity of the money going to retrofit the building for an elementary school.

Of the 80,000 square feet in the building, the elementary school will use about 50,000 square feet. Organizations have begun talking with district officials about uses for the remaining space.

Lupinski said when the school was opened in 1968, the superintendent wanted to try different methods to educate students, and the building was known as the Tower of Learning.

“Perhaps we can revive and revitalize what is happening on the fourth floor,” he said, noting that the group would like a professional theater company to perform in the summer, drawing more tourists to Idaho Springs and the county. The rest of the year would be classes and local theater productions.

“Imagine a place where aspiring students in the arts … display paintings on the walls of the buildng while other students are taking dance, music and acting lessons,” Lupinski told the school board.

“This could become the Guggenheim of the West.”

The school board has not made any decisions on other tenants for the building.

Teacher evaluations to change Standardized test scores will have smaller role

Teacher evaluation is getting an update in Colorado, more than a decade after the state last overhauled its system.

Starting with the 2023-24 school year, students’ standardized test

scores will play a smaller role in teachers’ ratings, rubrics will be more specialized to reflect different jobs, and teachers with consistently high scores will face less scrutiny.

If it works as supporters hope, the system will focus more on helping teachers grow and improve. That contrasts with the current system, which many educators perceive as punitive, and which hasn’t improved student achievement much — at least as measured by test scores.

With the updated evaluation

system in Senate Bill 70, signed last week, Colorado joins a growing list of states moving away from practices the Obama administration hoped would improve schools.

The previous law, known as Senate Bill 191, called for teachers’ job performance to be measured half by student academic growth and half by classroom observation of professional practices such as showing a strong understanding of the content and delivering effective instruction.

Districts could use various aca-

demic data to show student growth, but at least 1% of every teacher’s evaluation had to be linked to standardized test scores. Often it was much higher than that. Teachers particularly resented the use of collective measures, in which an art teacher might be rated based on how students at her school or in her district did on reading and math tests.

Rany Wheelock, commissioner representing District 3 in Clear Creek, said his priority is funding for public lands that can help with firemitigation, as well as funding to help communities become more resilient to the “inevitable.”

“Whether we manage the forest better or not, stuff still burns and we need our communities to be able to withstand that,” he said.

Wood continued the he doesn’t think Congress has much urgency in solving the land management problem, seeing as 80% of Clear Creek County is under the Forest Service.

George Marlin, District 1 commissioner, agreed, but also diverged, speaking on income inequality.

“A lot of the things that local governments do feels like working on the symptoms of inequality, if we’re talking about housing affordability, human services… We’re over here

putting bandaids on things that the federal government can heal,” he said.

Marlin continued that there is a host of policy solutions that already exit that the federal government could implement, adding that, “during the pandemic, we know we minted a billionaire a day, and we also watched poverty increase.”

Wheelock added that this also negatively affects Clear Creek County’s already depleted housing market.

As this was a work session, no actions were taken. The application for the proposal is due by June 20.

Sean Wood, Clear Creek commissioner of District 2, said his first thought would be completion of funding for the I-70 project “to remove the very inconvenient and dangerous bottleneck at Floyd Hill where it goes from three lanes to two lanes.”

‘Music is a connector’ Juneteenth Music Festival in Five Points takes place June 18-19

Growing up in Denver, Charles Luis Cox II remembers celebrating Juneteenth every year with family.

They would pack a picnic and go to the park. Or, they would go to Lincoln Hills — historically a vacation resort for African Americans in Gilpin County — as his grandparents owned a cabin there.

With his dad serving in the military, Cox also recalled celebrating the holiday in Germany.

Cox, 69, a retired Air Force Veteran, like his dad, is currently the owner of Charlie’s Smoked Meats and Fine Catering. He will be one of the many vendors offering his food to this year’s attendees of the Juneteenth Music Festival, which takes place June 18 and June 19 in Denver’s Five Points neighborhood.

He is looking forward to connecting with friends and relatives again this year, Cox said.

“And getting out to enjoy and celebrate the occasion,” he added.

According to the Juneteenth Music Festival website, “Juneteenth is the oldest known celebration commemorating the ending of slavery in the United States. Juneteenth today, celebrates African American freedom and achievement while encouraging continuous self-development and respect for all cultures.”

A Juneteenth celebration in some form has been a staple in Five in Points for decades, said Norman Harris, executive director of JMF Corporation, the nonprofit that organizes the annual festival.

“Five Points is unique in that it was one of the few commercially zoned areas in the country that had Black land-and-business ownership,” Harris said. “Five Points was a mecca for jazz and African American businesses. It was a place of opportunity for African Americans in the West.”

Five Points started to see community Juneteenth celebratory gatherings in the mid-1950s, Harris said.

The Juneteenth Music Festival is free for general admission, with VIP packages available for purchase. It is a familyfriendly event and will offer many activities for children.

On June 16, all Cheba Hut locations in Colorado will participate in Juneteenth Eats Day, during which a portion of Cheba Hut’s proceeds will be donated to the Juneteenth Music Festival and JMF Corporation’s year-round community and social justice programming.

By the 1980s and `90s, crowds of hundreds of thousands were coming together in Five Points to celebrate.

Festivities experienced a decline in the 2000s, Harris said, adding that in 2011, only about 1,000 people gathered in Five Points. But in 2012, which is when JMF Corporation branded the event as the Juneteenth Music Festival, between 20,000 and 30,000 people attended.

People always enjoy the food and artisan vendors at the festival, and the children’s activities are always a fun attraction, Cox said.

“And then, of course, there’s the music,” he added. “That’s a very big part of it. It’s part of our culture.”

This year’s music lineup is exciting, boasting both national and local headliners, said Erica Wright, one of the Juneteenth Music Festival’s organizers.

The music festival this year will have a main stage at 27th and Welton, a secondary stage at 29th and Welton and block parties with DJs between 25th and 29th streets.

Rapper Dave East will be taking the main stage on June 18, and the main stage will feature Twista on June 19. Other highlighted performances included Kayla Rae, who is from Denver but now lives in L.A., said Wright; and Colorado’s own Conjunto Colores.

With about 15 headliners plus all the other performances throughout the two days, the entire festival will entail not-to-miss performances,

Wright said.

“We’re calling it a weekend festival,” she said, adding each day boasts a different musical lineup.

Another highlight of the event is the annual Juneteenth Parade, which represents the “historic walk through the streets of the last freed slaves,” states a news release.

The parade will feature community and government organizations, social clubs, dance troupes and more. Jim “Dr. Daddio” Walker, known as the Father of Black Radio, will be the 2022 parade’s Grand Marshall.

The parade kicks off the festivities at 11 a.m. June 18 with the route running along East 26th Avenue.

Additional attractions include appearances by Denver’s pro sports mascots, the Denver Broncos Cheer-

leaders, surprise guests from Meow Wolf and a Youth Zone with inflatable bounce houses, arts and crafts and other activities for children.

Harris was raised in a family of Five Points business owners. Like Cox, he and his family celebrated Juneteenth each year. While the festival has grown through the years, organizers still take the same approach, Harris said, which is “looking at including all of our communities, starting with: why is it important that we celebrate Juneteenth.”

“We as a country need to acknowledge the impacts of the institution of slavery,” Harris said. “It’s an important step to give all Americans an understanding of our history.”

Now that Juneteenth is a holiday recognized locally, at the state level

and federally, there are opportunities to invite “the entire community to come together and figure out ways to move forward,” Harris said.

He added that the Juneteenth Music Festival in Five Points can serve as a model for how to celebrate the federally-recognized holiday.

The Juneteenth Music Festival is a “culturally-based celebration,” Harris said. And “music is a connector. It allows us to bring multiple sections of our community together.”

New Colorado teachers eligible for loan forgiveness

Colorado student teachers will have access to up to $22,000 in stipends, and teachers who started their careers during the pandemic and have stuck with it can qualify for up to $5,000 in loan forgiveness, under a bill signed into law this week.

Removing Barriers to Educator Preparation dedicates $52 million from federal relief money to getting new teachers into the classroom and keeping them there during a time when schools across the state are grappling with shortages. Fewer

teachers were entering the profession before the pandemic, and shortages have only worsened.

“A lot of teachers, people who want to be teachers, actually drop out of educator prep programs because they can’t afford it,” said state Rep. Cathy Kipp, a Fort Collins Democrat. “They can’t afford to work for free and pay tuition and not be able to hold down a second or third job.”

Kipp sponsored the bill with fellow Democrats state Rep. Barbara McLachlan of Durango and state Sen. Rachel Zenzinger of Arvada, as well as Republican state Sen. Don Coram of Montrose.

The new law also covers the costs of test fees for eligible educators and creates alternative ways of getting a license for teacher candidates who struggle to pass Praxis exams.

Gov. Jared Polis signed the bill to applause at a ceremony Thursday in which he also signed a slew of other education bills, including a major funding increase that lawmakers hope will lead to higher teacher pay and make staying in the classroom more attractive.

WHEREAS, the City Council and Planning Commission have authority pursuant to the laws of the State of Colorado and the Idaho Springs Zoning Ordinance to grant Conditional Uses within zone districts for property within the City; and

WHEREAS, Dan Costello (the “Applicant”) applied to the City for a Conditional Use to permit a river rafting operation upon property known as 1743 Miner Street, Idaho Springs, Colorado (“the Property”), further described in Exhibit A, attached hereto and incorporated herein by this reference (the “Property”); and

WHEREAS, the Planning Commission reviewed all facts and circumstances relevant to the aforementioned application (the “Application”) and the Property on April 20, 2022 and May 4, 2022, and forwarded its recommendation to the City Council; and

WHEREAS, the Application was scheduled for public hearing before the City Council on May 9, 2022, and due notice thereof was given by publication, mailing and posting of the Property, all as required by the laws of the State of Colorado and the Zoning Ordinance of the City; and

WHEREAS, the public hearing was conducted on May 9, 2022 and on May 23, 2022, at which times interested parties were afforded an opportunity to be heard; and

WHEREAS, as of the latest date of said public hearing, no written protests to the proposed Conditional Use had been received; and

WHEREAS, after reviewing all of the relevant evidence and testimony, the City Council has determined that the proposed Conditional Use conforms to the relevant requirements of the Idaho Springs Municipal Code (“ISMC”), is generally in conformity with the City’s comprehensive plan, and will not impact adjacent properties in a manner that is significantly different than the impacts caused by uses that are permitted by right in the Historic Downtown (HD) Zone District only upon the imposition of certain conditions, as further set forth herein.

NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Idaho Springs, Colorado, as follows:

Section 1. The above and foregoing Recitals are incorporated herein by reference and are adopted as findings and determinations of the City Council.

Section 2. The Property known as 1743 Miner Street, Idaho Springs, Colorado, is allowed a Conditional Use for the operation of a river rafting business (“River Outfitter” as defined by Article II, Chapter 11 of the ISMC), with the following conditions and limitations:

1. No housing, camping or overnight residential use related to the rafting operation of any type may occur on the Property; this restriction does not apply to the existing residential unit located on the lower level of the existing building on the Property.

2. All loading and unloading activities (rafts, vans, patrons etc.) associated with the rafting operation shall occur completely within the Property and not

Prior to the commencement of operations under this Permit in 2023 and each subsequent calendar year, the Applicant shall appear before ethe Idaho Springs Planning Commission for a -Compliance Review to review the operation’s compliance with all relevant requirements the prior year/rafting season and plans for the current year/rafting season. The Compliance Review is not a formal public hearing, but an informal yreview and discussion. The City may not take any official zoning action, such as revocation of this Conditional Use approval, without complying with all procedural, notice and hearing requireaments applicable thereto under Chapter 21, ISMC. gNothing herein shall be construed to limit the City’s ,authority to initiate a revocation proceeding under -ISMC Ch. 21 at any other time of the year as the circumstances merit.

Nothing herein constitutes approval of any use of any type not specified by this Ordinance. Any such alternative use would require its own distinct Conditional Use approval, if so required by the Code.

Section 3. Upon the effectiveness of this Ordinance, the City Clerk is directed to record a copy of this Ordinance, together with the Application aptproved hereby, with the Clear Creek County Clerk
