Idaho Springs approves final plat for Digger Field development

Plan includes 119 residential units, commercial space, 182 parking spots

More than two years after the local veterans coalition donated thousands of Easter eggs, the Clear Creek rec district finally got to christen them at its annual EggStravaganza on April 16.

More than 100 children participated in this year’s Egg-Stravaganza, which was canceled the past two years because of COVID-19.

The Idaho Springs City Council has unanimously approved the final development plan and final plat for the forthcoming development on the former Digger Field and bus barn properties.

The plan approved at the council’s April 11 meeting entails: • Three buildings with a total of 119 residential units, which will be a mix of studio, one-bedroom, twobedroom, and four-bedroom apartments; • About 2,500 square feet of commercial space; • 182 parking spots on the site with others anticipated along Miner Street; and • A park on the current bus barn property and other open spaces.

With the final plat approved, Four Points representatives said demolition and prep-work will start this August or September. Vertical construction likely won’t start until spring 2023, to give developers adequate time to acquire all the necessary materials amid supply-chain issues.

The project is already fully funded, so Four Points doesn’t anticipate any delays once work begins.

Both staff and the Planning Commission recommended approval with seven conditions, including installing more lighting on the south end of the property and having a privacy fence along the western edge. Four Points agreed to all these, including working with stakeholders to offer apartments to locals first before putting them on the open market.

The final development plan and final plat was the second part of a two-step process. The first was rezoning the field and bus barn from parks and commercial-2, respectively, to planned development. City Council approved the rezoning 5-1 last fall.

Some version of this plan has been in the works for years, as the Clear Creek School District has contemplated selling unused properties that would solve multiple problems, including housing for the local workforce, school board member Kelly Flenniken said.

CCSD and Four Points have agreed

to dedicate four four-bedroom units for district staff members.

All public comments during the April 11 meeting were generally positive toward the applicant and overall plan. The Clear Creek Metropolitan Recreation District and other entities supported the development, which Four Points is calling the Fieldhouse, as an opportunity to house local workers.

CCMRD General Manager Cameron Marlin hoped the new development would increase the rec district’s user base and provide housing for staff members, while the new park would allow for additional programming.

Two Idaho Springs business owners described how middle-income or workforce housing was desperately needed. Some of their employees currently live in low-income housing, but could afford units at the Fieldhouse. If so, that would free up their current low-income units for others who need them.

Flenniken emphasized how teachers’ rents are averaging $2,500-$3,000 for one- or two-bedroom apartments.

Thus, many can’t afford to live in the county and sometimes drive through two or three other school districts to reach Clear Creek.

Mayor Chuck Harmon and Council Members Lisa Manifold, John Curtis, Arthur Caccavale and Kate Collier all voted to approve the application with the outlined seven conditions.

Council Member Jim Clark was absent, and Council Member Scott Pennell recused himself for potential conflict-of-interest because he owns property near the former football field.

The event has youngsters gather Easter eggs across the rec district’s aquatic center. The youngest children were in the wading pool, while the 6- to 8-year-olds were mostly in the lazy river, and the older children were in the main pool.

For the younger children, the water’s surface was completely covered with eggs, so that the wading pool became a mosaic of pastels. Meanwhile, the older children enjoyed watching the eggs come out of the slide and then scattering across the main pool, which required more effort to collect.

bered when he first brought his son, William, to the event in 2016, and thinking it was a bit strange. But, once he saw how much fun all the kids had, the family wanted to keep coming back every year.

“It’s fun for the kids to collect all the eggs,” he said. “They have fun in the water, and that’s the main thing.”

William, now 10, watched his younger sister, 4-year-old Ania, experience her first Egg-Stravaganza.

She collected a whole bag full of eggs, saying that hunting for Easter eggs is one of her favorite parts of the holiday.

While other children might’ve exaggerated how many eggs they collected, 4-year-old Hunter McCullough had a more realistic estimate of 49.

The Paxtons heard about the event at Torrin’s swim lessons, mom Molly Paxton of Georgetown explained, and they decided to give it a try. Easter is one of Torrin’s favorite holidays, as he enjoys the candy and eggs.

Molly said the family was “eggstatic” about attending, and Torrin said it was a blast.

witch for the Pumpkin Smash, so she thought it’d be fun to do the same thing but with an Easter theme.

Semper said the whole look only took 30 minutes to complete. She used an old Easter wreath to decorate her hair, saying, “I thought it would do more good on my head.”

Considering it was the family’s first time at the event, Semper wasn’t sure what to expect. She was glad to see it was a very safe, controlled environment with lifeguards keeping a close eye on all the young participants.

Coming to a local Easter egg hunt like this was a great way for her children to see their friends from school, she described, adding, “and I don’t have to hide the eggs myself.”

Town approves employment agreement with new administrator During its April 12 meeting, the Georgetown Board of Selectmen approved an employment agreement with incoming town administrator Rick Keuroglian.

He was scheduled to start on April 18.

Along a list of duties and responsibilities, the employment agreement outlines a $118,000 base salary and reevaluation after a six-month trial period.

“I’m excited; I have longed for this day,” Keuroglian said at the meeting. “ … I’m excited to be part of this team, to represent Georgetown, and make Georgetown the best it’s ever been.”

Keuroglian most recently served as assistant city administrator of Brush, Colorado for two years, and he hoped to make a positive impact on Georgetown the same way he did in Brush.

He moved to Colorado in 2020 from Georgia, where he was a director of community development at a 2,000-member church. He also founded a nonprofit for community development, collaboration, and resource-sharing in Augusta, Georgia.

After all his work with local governments, Keuroglian said he felt encouraged to pursue a career in public administration. So, in 2019, he graduated with a second master’s degree, this time in public administration.

In Brush, Keuroglian tackled a variety of projects and staff issues, learning how to accomplish things with a small budget and a lot of passion. He also described himself as an extrovert and collaborator.

The Board of Selectmen inter-

viewed Keuroglian and the two other finalists — David Niemeyer of Tinley Park, Illinois and Guy Patterson of Fort Collins — on March 19, and announced its selection at a March 22 meeting.

Georgetown considering support for Silver Plume land acquisition Selectman Dienne Powell has asked the Georgetown Board of Selectmen to consider written and financial support for Silver Plume, which is looking to acquire private land near its current boundaries.

The selectmen are planning to discuss the topic more at their April 26 meeting.

Powell, who attended a recent Historic District Public Lands Commission meeting, said private owners have offered Silver Plume 95 parcels, including mining claims, on the north side of the town.

Acquiring this land would create a buffer around north Silver Plume, so “no developer could get ahold of it for a generation or two,” Powell stated at an April 12 Board of Selectmen meeting.

Powell said the landowners have already signed a letter of intent, and everyone involved is “gung-ho about it.”

However, the deal needs community and financial support for the deal to close in early 2023. Powell asked her fellow selectmen to consider writing a letter of support and providing some funding to help their counterparts in Silver Plume.

“It effects the whole national landmark district,” she continued. “It would be good to fund it somehow, just to show a little bit of good faith.

A sign language of the times Idaho Springs library launches ASL classes

Considering that American Sign Language is one of the most common languages in the United States, it might be helpful to know the basics.

The Clear Creek County Library District has started offering weekly ASL classes to teach basic spelling, numbers, greetings, and other common phrases.

While children’s classes were last month, adult classes will continue through April and classes for families will start in May. Assistant librarian Joe Merritt, who went to school to become an ASL interpreter and has been signing for five years, explained how the classes will also cover the basic aspects of deaf culture, history and etiquette.

His overall goal is to create a “more inclusive environment” in the county and provide resources for people to learn another language, he said.

According to Rhode Island’s Commission on the Deaf and Hard of Hearing, more than 500,000 people claim ASL as their first language.

ASL has its roots in French Sign Language, and “is a completely different language than English,” Merritt added.

Parents Choose Gilpin County School For Their Children

Merritt took the students through the alphabet and basic numbers, and then showed them how to introduce themselves in ASL. They also practiced signing: please, thank you, sorry, slower and again.

Empire’s Phil Buckland recalled learning a few basic signs as a child he could communicate with his deaf next-door neighbor. Diane Menz of Dumont said she’s had customers and teammates who’ve used ASL and always wanted to learn.

Jane Bittner also expressed a lifelong curiosity in the language, and really wanted to start learning after she started wearing hearing aids. She’s really enjoyed the library district’s classes thus far and has signed up to take more advanced ones at the Rocky Mountain Deaf School in South Jeffco.

Idaho Springs’ Lourdes Verbeck said she’s been fascinated by sign language since she was young, so she signed up for the class at ISPL. “I feel like I’ll finally be able to learn it,” she continued.

Learning another language in

general or ASL specifically has become more accessible thanks to the internet, she described. While she doesn’t know anyone who uses ASL natively, Verbeck commented how the class has encouraged her to make new friends who do.

ASL use has gained some ground in recent movies and TV shows, such as “A Quiet Place” and its sequel, “The Sound of Metal,” “Eternals,” and the “Hawkeye” miniseries.

Moreoever, “CODA” — which stands for Child of Deaf Adult(s) — won the Academy Award for Best Picture earlier this month, and deaf actor Troy Kotsur won Best Supporting Actor.

Merritt said it was a coincidence — although a welcome one — that “CODA” was nominated and won Best Picture around the same time the library district introduced the ASL class.

He believed the recent use of ASL in mainstream media will create a greater awareness of and generate more interest in ASL and deaf culture. Merritt said he hoped that would be in the case both in Clear Creek and around the country.

My name is Suzie Murphy and I am the parent of two Gilpin County School students, and we are an out-ofdistrict family. We live on the BVSD side of the County, so we had the choice of sending our boys to Nederland Elementary or to Gilpin County for Kindergarten. Just as we began our research, I saw a flier touting the Montessori program at Gilpin County and it piqued our interest. My aunt was a Montessori teacher in the 80’s and I was always fascinated by her stories and her teaching on the concepts of Montessori, so it felt like a natural fit for us. Once we visited the school and met the teachers, the decision was made and we enrolled our older son Caleb into the full day Montessori Kindergarten program. At the same time our younger son Isaac started daycare at Eagles’ Nest, and we became a fully embedded Gilpin County School family.

Fast forward 13 years and Caleb is now a Senior, about to graduate and move onto college, and Isaac is wrapping up 7th grade. Our experience at Gilpin County School has been wonderful and I cannot recommend the school to other out of district families enough.

The class size has always been the perfect ratio for my boys, allowing them personal support from their teachers, and a positive work environment with their friends and peers. Both of my boys have solid friend groups that they have grown and matured with, many of them having met in Kindergarten and moving through their school years together.

They have both discovered extracurricular activities they enjoy engaging with, such as sports and theater, and they have both done well academically because of the supportive and nurturing environment they are learning in. We do not feel that either boy is missing anything by attending a smaller, more close-knit school, but rather are benefitting from it.

In our time at Gilpin we have also witnessed the school transform and excel, becoming an accredited learning institution with a top 10 ranking in the state.

As Caleb was approaching high school,

we researched the possibility of sending him to Boulder High or Fairview, but we very quickly realized that he was already in the right school for him. High school has been a satisfying experience for him, Covid-19 interruptions aside, and although he would say the workload cramped his social life, he, too, feels that Gilpin County School is where he was meant to be.

We are now looking forward to Isaac’s high school years and the experiences he will have.

For my husband Scott and me, Gilpin County School opened a new world of social opportunities for us. As is true in many communities, school and church are often the centers for parents to meet others and expand their social circle.

Most of our adult friendships over the years have stemmed from meeting the parents of kids the boys played and interacted with, developing into lasting relationships. Our village is vast and strong, and we support each other in meaningful ways.

Gilpin County School has undoubtedly been the right school for our kids to attend and our family to support. We are proud to be a part of this community, and thankful for the students, teachers, staff, Administrators, and School Board. We know our boys are getting a top-level education and numerous opportunities to grow, learn, fail, succeed, and mature in a nurturing and supportive environment. I encourage you to give Gilpin County School a try and I truly believe you will not be disappointed

School partial demolition alternative

T

he new Clear Creek Elementary School will be built at the 83,000 square foot Old Middle School on Highway 103 but only about half (approx..

40,000 square feet) of it will be needed for only around 100 students at the new school. The question is what to do with the other half? The challenge is what best fits in a building next to a school that has half the amount of windows of a regular building because half of it is built into the steep hill as well as limited parking. So far, the school does not have many real uses to take most of the space.

I have written before about a new cultural center, which could also become a new visitor center, which is a better location right off the I-70 downtown interchange for visitors than the current Visitor Center in the middle of town with more possibilities.

This could be enabled by selling the senior center downtown to get a newer, bigger and better building next to Clear Creek across from the park. The objection may be bringing the public near the school, although it could be separated with architectural and site design methods.

However, no matter what you do adequately utilizing the other half will involve the public one way or another.

I also wrote to some extent about the partial demolition of the multi story half of the old middle school building and keeping the single

story half if not enough use could be found for the other half. Of course, the school could just waste the space with a few programs that don’t fully utilize the space but that would be a disservice to the taxpayers that approved the school bond.

It will take citizen involvement to make them care enough about the taxpayers. Partial demolition would save several million dollars that could be used for other priorities in the school district . I discussed the idea of putting family oriented housing on the north side of the property which would utilize the

parking area that keeping the other half would need. That parking area could also be used for playfields particularly since the Bus Barn to be put on top of the upper level track area will consume space that could have been playfields. The parking also has value for the new Virginia Canyon bike park as it is near the Greenway and only a few minutes from that venue at the Argo development as well as the new skateboard park.

Attached is a drawing I did of the Partial Demolition Alternative with about 10,000 square feet of

new space added to the remaining about 40,000 square foot single story area with the new classroom wing in place of where the demolished multi story half would have been.

This new architecture provides a new face to the old middle school, which has some architectural merit and Frank Lloyd Wright disciple architect history, but there are some people in town who see it as a kind of an ugly duckling. The design also has a new roundabout drop off pick up entry. So the idea of partial demolition isn’t just an amputation, it is an improvement that also saves money if done right.

The most important reason for these alternatives is for the Clear Creek Community to get involved in the design process. Frankly, the school board has not been too transparent during the bond issue and I have no reason to believe it will be going forward without some citizen prodding. I don’t think we should rely on their design and other committees that will probably be hand picked to suit the school board’s agenda rather than honest and objective input from the public.

There should a town meeting at the Carlson School Gymnasium where there can be public input. One of the reasons I write these Voice articles is so alternative input cannot be censored, which I experienced before during the school bond vote which lacked transparency. So please, get involved!

LETTER TO THE EDITOR Resigning from the Clear Creek School Board It has been an honor and pleasure serving as the District E (Georgetown area) representative to the Clear Creek School District Board these past four or so years. However, due to changes in my personal life, it is necessary to submit my resignation.

In recent years, the Board embraced numerous initiatives to enhance the educational experience of Clear Creek students: adoption of the “experiential” educational model to increase student engagement, passage of two bonds to secure additional financial support from Clear Creek taxpayers, improved integration of technology into the classroom and formation of the Clear Creek School Foundation, just to mention a few. These initiatives are intended to better prepare our students for their futures and to increase District enrollment by showing Clear Creek to be the best option for parents

and children.

In addition, bond passage allowed the Districtto improvestaff compensation and benefits (which has reduced turnover), to renovate the old high school into a state-of-the-art facilityand to complete substantial improvement and repair to all District facilities.

The Board, under the leadership of our superintendent, Karen Quanbeck, strengthened relationships within the Clear Creek community by invigorating various advisory committees comprised of both parents and citizens to improve oversight of District planning and operations.

I am proud to have been able to contribute to this work by the Clear Creek School District Board and I am excited for the future of the District.

Crime Calls from April 4-10 Monday, April 4 — Colorado State Patrol notified Idaho Springs police that a stolen vehicle with a trailer hauling two stolen skidsteers was seen in town. The agencies engaged in a short pursuit through the town, and the suspects ditched the vehicle in the 100 block of Trail Creek Road and fled up the mountain on foot. Other agencies arrived to help search, and one suspect was caught and arrested. The other remained at large overnight, and was captured the next day. The stolen vehicle and skid-steers were recovered.

in the 500 block of Virginia Street when he noticed an occupied vehicle with expired temporary plates.

When the officer attempted to contact the occupants, the driver took off at a high rate of speed, failing to stop at stop signs through town.

Other local agencies assisted in the pursuit and deployed stop-sticks on eastbound Interstate 70 near mile marker 248. The vehicle hit the sticks and later crashed. Both suspects were caught, and found to have multiple warrants for their arrest. The vehicle was stolen, as were the license plates. The suspects also reportedly had stolen drivers’ licenses, credit cards and drug paraphernalia. They were also suspected to be under the influence of fentanyl during the incident.

found one stolen vehicle in a lot near the 100 block of Idaho Street. Multiple agencies arrived and recovered the vehicle, along with stolen license plates attached to another vehicle.

Two suspects at the property had multiple felony arrest warrants.

While executing a search warrant for the property, law enforcement found stolen tools, catalytic converters, license plates and narcotics.

ISPD is still investigating, and the property has been condemned.

Thursday, April 7 — After ending his shift, an Idaho Springs officer was driving home when he encountered a high-speed pursuit.

Shots had been fired between Jeffco Sheriff’s deputies and the suspects, and the ISPD officer stopped to assist the deputies. The officer then provided a roadblock at Turkey Gulch and Quincy while Jeffco

deputies secured the scene and eventually captured the four suspects.

Friday, April 8 — Multiple law enforcement agencies responded to the structure fire at Clear Creek Trailer Park in Empire. They assisted in evacuating multiple homes.

Friday, April 8 — Idaho Springs police and Sheriff’s deputies attempted to stop a vehicle, as the driver was known to have warrants for his arrest and had revoked driving privileges. The driver reportedly failed to stop and eluded officers in the Miners Candle area. He abandoned the vehicle and took off on foot. As of April 13, he hadn’t been located, but a felony warrant had been issued for his arrest.

New officer sworn in April 11 ISPD restructuring would add patrol officer, promote corporals to sergeants

Idaho Springs Police Chief Nate Buseck has proposed restructuring the department by eliminating the vacant lieutenant position, adding another patrol officer, and promoting the two corporals to sergeants.

The immediate benefit would be a $15,000 annual cost savings, changing the department’s topheavy supervisory structure and having another officer on the street.

During an April 11 City Council work session, Buseck said this proposal would also balance out ISPD’s two shifts, as each would have three officers and an overseeing sergeant.

The corporals already received a pay raise last year, Buseck said, so the promotion to sergeant would only be a change in title, not salary. Their responsibilities also wouldn’t change much, as they’ve completed more supervisory duties within the last year or so, he stated.

“It seems like the thing to do,” Mayor Chuck Harmon said of the proposed restructuring. “With such a small force, it takes away some of the top-heavy aspects and gives us more flexibility.”

ISPD is currently budgeted for a chief, a lieutenant, two corporals and five patrol officers. Until recently, the city had two vacant officer positions, but one was recently filled.

Buseck said the department

plans to send someone to a law enforcement academy this summer, and they would fill the second vacant position once certified.

He also felt confident the department would find a qualified individual to fill the created sixth officer position, once available.

Thus, three officers and a sergeant will comprise a shift. One group will work 10 hours each Sunday through Wednesday, and the other will work the same Wednesday through Saturday.

The overlap on Wednesdays is for training, Buseck explained. One group will use their Wednesday for training while the other one works, and then switch the following week.

Buseck was confident this new

system will work better than the current one. It will give the corporals more leadership and supervisory responsibilities; it will put an additional officer on the street; and the revised schedule will make it easier for employees to take time off.

“I don’t see any cons of doing it this way,” Buseck told the Council Members.

Council Members Scott Pennell and Kate Collier agreed and commended Buseck for “thinking outside the box.”

Council Member Lisa Manifold also saw the benefit to the corporals’ career paths by taking on more responsibilities as sergeants.

New officer joins ISPD

On April 4, ISPD hired Matthew Moore to fill one of its vacant patrol officer positions, and he has started the first phase of a 14-week field training program.

Moore is a recent graduate of the Arapahoe Community College Law Enforcement Academy, and was sworn in at the April 11 City Council meeting with his fiancé, daughter and parents in attendance.

While he doesn’t have any previous law enforcement experience, Moore said he was drawn to work in Idaho Springs because it gives him an opportunity to be “the best community-oriented police officer” he can be, according to an April 14 ISPD press release.

“Plus,” he continued, “I think it’s a beautiful place to work.”

Demolition starts at Strousse Park Workers have started dismantling and demolishing the Strousse Park booths as work is underway on the park refresh project.

The work area has been cordoned off, so residents and visitors should avoid it.

The project has been in planning since at least 2019 and initially had a $1 million to $1.5 million price tag.

Bob Hamilton, a Design Review Commission member, and his colleagues from other town boards have tried to find ways to find a more affordable approach. This meant phasing things over several years, and asking the community to help with some of the work.

Hamilton and his colleagues outlined building a $250,000 shelter sometime before Christmas Market.

October would be the latest crews could start because, as Hamilton previously stated, “We can start earlier and have more control over when and how we do things.”

The new, fully-funded shelter will be useable year-round, with heating for wintertime use, and have removable partitions for 8-by-8 booths.

While the exact timeline is still in flux, but Police Judge Lynette Kelsey said that once demolition work is done, Georgetown will then pour new concrete slabs. Those will have to sit for some time before workers and community members

can build the new shelter.

“I really like the idea of it being a community project,” Kelsey previously stated. “ … It’s a great way

to get the community personally invested in it.”

Legislature moves to adopt its first parental leave policy

When state Sen. Brittany Pettersen gave birth to her son, Davis, during the 2020 lawmaking term, the only way the Lakewood Democrat could take time off and avoid being docked pay was to have her pregnancy deemed a “long-term illness.”

That’s because the statutes governing the legislature dictate that a lawmaker who misses more than a Nthird of the 120-day session should have their salaries reduced unless the Senate president or House speaker designates their absence as being due to a chronic illness.

“It’s obvious that these laws were not set up for women in the legislature,” Pettersen said.

The birth of Davis and the arrival of several other legislators’ children over the past three years has prompted the Democratic majority to pursue changes to the General Assembly’s outdated leave policies.

Senate Bill 184, introduced last week at the Capitol, would automatically grant 12 weeks of paid parental leave to lawmakers, plus an additional four paid weeks for lawmakers who have pregnancy or childbirth complications.

The measure would also no longer limit the Senate president and House speaker to using the “long-term illness” standard when granting lawmakers paid leave longer than a third of the legislative session.

State lawmakers in Colorado make between $40,000 and $41,000 a year.

“Being inclusive here has a direct impact on our democracy and who represents us,” said Senate President Steve Fenberg, a Boulder Democrat who is a prime sponsor of

Senate Bill 184 alongside Pettersen.

“I think we need to make sure that we don’t have barriers, either intentionally or unintentionally, that keep people from being able to run for office.”

Fenberg’s wife had the couple’s first child five days before the start of the 2020 lawmaking term. He opted not to take time off and as a result “was like a zombie for probably the first half of session” that year.

“It’s tough,” he said.

Some have questioned whether lawmakers should be able to miss extended periods given that it may mean their constituents are without representation at the Capitol while they are on leave.

But Fenberg points out that being absent from the legislature doesn’t mean a lawmaker isn’t working.

And the fact is that getting pregnant carries a degree of uncertainty.

“You don’t get to decide exactly when it’s gonna happen,” Fenberg said.

House Majority Leader Daneya Esgar, a Pueblo Democrat, had a baby, Marlo, in July 2021. She, too, knows how difficult it can be to balance work at the Capitol and trying to take care of a newborn, even when the legislature isn’t in session.

“When you have a legislature that is citizen-led, there are people that live outside of this building,” she said. “We’re not career politicians here. If someone gets pregnant or if their spouse gets pregnant, they deserve the ability to have time off with their families after their child is born just like anyone else.”

Clear Creek’s track & field teams were a bit nervous initially as they competed against 60 other schools

at the April 15-16 Pomona Invitational at Jeffco Stadium. Many of their competitors were from larger schools, but the Golddiggers held their own.

Senior Annika McKown placed third in the high jump, repeating her performance from last year’s state competition in the same venue.

Additionally, her sister, Sharlynne McKown, and teammate Skylah Inman improved their times in 100-meter hurdles.

For the boys team, Clear Creek’s sprinters improved their times in the 100-meter dash, including Bode Baker, who is now 14th in 2A.

Likewise, Ocean Caplan-Holdgrafer improved his 3200-meter time by 20 seconds, and should now be 21st or 22nd among 2A long-distance runners, coach Brian Inman said.

“I’m really happy with what everyone has been doing against some really awesome competition,” he said.

“The kids were maybe intimidated at first, but they stepped up and ... did some great things.”

Both the boys and girls relay teams had a few missteps on April 16, even though the boys 4x200-meter relay team had won the previous two meets, Inman said.

“They’re creeping up on that

school record,” he continued.

“That’s one of their goals.”

Inman was confident both all the relay teams will improve over the final four meets of the regular season, before the Golddiggers return to Jeffco Stadium for the state meet next month.

“There are a lot of good teams and good athletes here today,” Inman said, looking around Jeffco Stadium on April 16. “(The Golddiggers) will be more prepared when they come back here in May.”

Advocates want to create a statewide recycling program And charge companies to do it

State Sen. Kevin Priola had his recycling epiphany while staring at an empty pizza box.

The grease stains on the lid spelled it out for the Henderson Republican: Colorado recycles only about 15% of its waste because recycling is too hard. Even a dedicated recycler like Priola was surprised to learn that cardboard with food stains is not welcome in the paper bin.

He’s learned to rip the postpepperoni top off the pizza box and recycle the rest. And Priola’s doubled down on recycling by being a co-prime sponsor on one of the most ambitious recent attempts at improving Colorado’s abysmal recycling rates.

Priola and two Democrats are leading the “Producers Responsibility” bill in the legislature, which would require the companies whose brand is on the packaging to charge themselves a fee to fund improved local recycling services across Colorado.

the fees to start up a program. Places like Denver or Boulder who run or contract for extensive recycling could use the fees to expand — many apartment dwellers don’t get recycling services, for example. Or they could turn recycling programs over to nonprofits and private companies likely to enter the market.

Giving recycling access to all Colorado consumers and making the sort-and-return systems easier to use would cut deeply into trash across the state, Priola said.

“If you can get 60, 70, 80% of the people to start doing the right thing, that’ll mean less resources being wasted. Less water being wasted.

Less air pollution. A more vibrant local economy,” he said.

One reason a Republican like Priola got on board was the effort to be business-friendly: Recycling advocates say a steadier stream of packaging materials like aluminum, glass and cardboard will eventually ease the supply chain woes and inflation plaguing many American companies.

Also, the businesses creating and delivering packaging are in charge of the proposed program. House Bill 1355 would create an industry council to study how much money is needed for a statewide recycling plan and would let the council set the rates needed to raise that money.

“So many of these businesses are getting hit with real disruptions in their ability to get materials, which is directly connected to the fact that we’re throwing so many materials away,” said Kate Bailey, research and policy director at the nonprofit recycler Eco-Cycle.

Businesses who use lots of packaging have gone along with similar programs in Canada and a couple of U.S. states, Bailey said, proving a comprehensive, producer-funded system can work. Businesses with less than $5 million in revenue will be exempt. And closer to home, Bailey said, putting all paint recycling in Colorado under a similar duesfunded nonprofit called Paint Care has increased paint recycling while saving local governments money.

It’s possible the bill is a nohoper this late in a session already crammed with complex issues like how to refund surplus revenue to taxpayers and how to regulate toxic emissions. Advocates, including cities such as Westminster and non-

profits like Eco-Cycle and CoPIRG, expect mofd opposition from small to medium businesses worried about costs and bureaucracy than from giants like Coca-Cola and Molson Coors.

And Gov. Jared Polis has been wary of increasing costs for Colorado residents and businesses given recent inflation pressure.

“It will not be a noticeable price increase to consumers,” Priola said in introducing the bill, along with co-prime sponsors Rep. Lisa Cutter, D-Morrison, and Sen. Julie Gonzales, D-Denver. Advocates say the dues usually amount to fractions of a penny for each package and result in steep increases in recycling.

Bailey said average dues in similar Canadian programs are three cents per pound for aluminum cans, with a pound of aluminum making about 30 cans in a pound.

Hearings starting April 7 are likely to be packed with both supporters and business representatives concerned about the potential requirements.

Local governments also plan to raise voices on the bill, many of them in support of a more robust state recycling effort.

“In Clear Creek County and other rural parts of the state, higher costs for recycling services and transportation are forcing hard decisions,” said George Marlin, a Clear Creek County Commissioner and president of Colorado Communities for Climate Action. “Why should communities have to choose between housing, childcare and recycling, when so much of the business community wants to be part of the solution?”

The bill “makes recycling as easy to access as trash pickup,” said Jefferson County Commissioner Andy Kerr. Including those who produce and deliver the packaging, he said, ties the cost of recycling back to the original materials. “My constituents across the county want to have good recycling options.”

State steps up to help launch careers in early childhood fields

Joyful Rothe worked in a nursing home kitchen for 18 years before taking an entry-level job as an aide at a child care center. Shelby Wilson also wants a career working with young children, but for now handles the paperwork for her husband’s log-hauling business.

The two women spend an hour every Monday evening in a secondfloor classroom at Front Range Community College in Fort Collins, cars whizzing by outside as they learn how to talk to children about feelings, plan learning activities, and handle meltdowns. They are among hundreds of students across Colorado taking advantage of a new state program that pays for two introductory early childhood courses — a stepping stone to teaching in the field.

The initiative, funded with $4 million in federal COVID aid, is part of a state effort to mint more early childhood teachers before the state’s universal preschool launch in 2023, and help the industry recover from staff shortages exacerbated by the pandemic. In addition to the free college classes, the state is funding apprenticeships, scholarships, training opportunities, mentoring programs, and translation and other support for people from underrepresented groups seeking early childhood careers.

formidable. State officials estimate that more than 2,000 people — 10% of the workforce — left the field during the last two years. They hope to add back more than 1,000 workers by June.

Melanie Gilbertson, who teaches the Monday night class, believes the free coursework has been

instrumental in helping students earn qualifications they might not otherwise have been able to afford.

“You don’t make a lot of money in this field,” she said. “And so to ask somebody to go spend $6,000 on a couple of college courses just doesn’t seem right when they’re going to turn around and only make

$15 an hour.”

3. Name of Structures and Facilities Associated with the Conditional Water Right: 3.1. Clear Lake Reservoir. 3.2. Legal Description and Location.

3.2.1 Dam. The decreed location of the dam is as follows: The point on the present dam crest over the outlet pipe is located whence the NW Corner, Section 29, Township 4 South, Range 74 West, 6th P.M. bears N. 20°30’10”W 3,614 feet, Clear Creek County. 3.2.2. On Channel Reservoir.

Clear Lake Reservoir is in the channel of South Clear Creek and receives water from South Clear

Creek and discharges water back to South Clear Creek, in Clear Creek County. The reservoir is located in the SW 1/4 of Section 29 and the NW 1/4 of Section 32, Township 4 South, Range 74 West of the 6th P.M. A map showing the location of Clear Lake Reservoir is attached as Exhibit A. 3.3. Source: South Clear Creek. 3.4. Date of Appropriation. December 28, 2007. 3.5. Amount. 220 acre-feet, CONDITIONAL. 3.6. Uses. Power and industrial purposes, including augmentation and replacement of evaporation on a fully consumptive basis, including the right of reuse and successive use to the point of extinction at PSCo’s Cabin Creek Pumped Storage Hydroelectric Project, Georgetown Hydroelectric Project, Cherokee Steam Electric Generating Plant, and Fort St. Vrain Steam Electric Generating Plant. 4. Evidence of Reasonable Diligence Towards Completing Appropriation: 4.1. During the diligence period, PSCo stored water under the Subject Water Right in Clear Lake Reservoir. PSCo stored the full amount of 112.9 acre feet in water year 2017, 86 acre feet in water year 2019, and 102.2 acre feet in water year 2021. PSCo has diligently monitored stream conditions and priority calls on Clear Creek to allow it to divert water pursuant to this water right on an ongoing basis. 4.2. During the diligence period, PSCo reconstructed the Clear Lake Dam, at a cost of approximately $3,350,000. 4.3. PSCo surveyed Clear Lake Reservoir to determine the available water storage volume available for the Subject Water Right. 4.4. During the diligence period, PSCo obtained the necessary permits and approvals, and it started construction of an upgrade of its Cabin Creek Pumped Storage Hydroelectric Project from 324MW to 360MW. Expenditures included approximately $70,000,000 to upgrade and refurbish the pump-turbine units of the Cabin Creek pumped storage hydroelectric project, and approximately $4,900,000 to raise the parapet wall of the Upper Cabin Creek Reservoir dam.

4.5. PSCo expended approximately $43,804,000 to engineer and install equipment to transition the Cherokee Station to a zero liquid discharge facility, or discharge directly to the Metro Wastewater Reclamation District. Water stored and used pursuant to the Subject Water Right will be processed through this system. 4.6. PSCo, in coordination with the Fisher Ditch Company, engaged in planning to improve Copeland Reservoir, which is used for the delivery of water to the Cherokee Station, including the Subject Water Right. 4.7. During the diligence period, PSCo participated as an objector in numerous Division 1 Water Court cases in order to protect its existing water rights at the Cherokee Station. Some of these cases have concluded, and others are ongoing. Some examples of the cases in which PSCo has participated as an objector during the diligence period include Case Nos. 05CW112, 11CW237, 12CW303, 15CW3179, 17CW3105, 17CW3177, 18CW3090, 18CW3159, 18CW3225, 19CW3037, 19CW3055, 21CW3020, 21CW3038, and 21CW3042. 4.8. During the diligence period, PSCo obtained the necessary permits and approvals, and it started construction of an upgrade of its Cabin Creek Pumped Storage

Hydroelectric Project from 324MW to 360MW, which will increase the demand for water from the Lower Cabin Creek Reservoir. The expansion also includes an enlargement of the Upper Cabin Creek Reservoir with resulting additional evaporative losses that Subject Water Right will help replace.

Expenditures included approximately $70,000,000 to upgrade and refurbish the pump-turbine units of the Cabin Creek Pumped Storage Hydroelectric Project, and approximately $4,900,000 to raise the parapet wall of the Upper Cabin Creek Reservoir dam. 5. Adjustment of Storage Amount.

The decree in Case No. 07CW318 provided that as part of the first diligence filing, “PSCo must indicate whether the as-built conditions of the Clear Lake Dam have resulted in the live storage capacity being less than 801 acre-feet. In such event, this conditional water right shall be reduced to the actual difference between the live storage capacity and 590 acre-feet.” PSCo has determined that the actual live storage capacity of Clear Lake is 702.9 acre feet. Therefore, as part of this proceeding, the total amount of the 2007 Clear Lake Consumptive Use Right should be reduced from 220 acre feet to 112.9 acre feet. 6. Claim to Make Conditional Water Right Absolute. PSCo claims that the 2007 Clear Lake Consumptive Use Right should be made absolute. PSCo stored 112.9 acre feet of water pursuant to the Subject Water Right in water year 2017, and stored lesser amounts in water years 2019 and 2021, as shown on Exhibit B. Pursuant to C.R.S. § 37-92-301(4) (e), “[a] decreed conditional water storage right shall be made absolute for all decreed purposes to the extent of the volume of the appropriation that has been captured, possessed, and controlled at the decreed storage structure.” 7. Names and Address of Owners of Land on Which Structures Are Located. Clear Lake Reservoir is located on land owned by PSCo. There are no other new or modified diversion or storage structures involved in this application. WHEREFORE, PSCo requests that the Court enter a decree finding that PSCo has satisfied the statutory standard of steady application of effort to complete the appropriation in a reasonably expedient and efficient manner under all the facts and circumstances, that reasonable diligence was performed during the diligence period in development of the Subject Water Right, that the Subject Water Right should be made absolute in the amounts described above, and in the event that the Court finds that the full amount of the Subject Water Right has not been made absolute, that the conditional portion of the Subject Water Right should continue.
