Truck crashes into Idaho Springs house

“That’s about all we had when I was a kid,” he said.

Now that hockey is officially in Clear Creek, Flenniken hopes it stays. His long-term goal is to have league play with more rinks and teams. The first step toward that, he said, might be floor hockey this spring at the rec center.

“I have always loved watching (hockey) and playing it,” Flenniken said. “ … I like that it’s consistently fast-paced.”

A suspect was identified later that morning, after the truck was found damaged.

The truck had left the scene by the time Idaho Springs officers arrived.

Officers determined that the truck veered off the roadway in the 1500 block of Colorado Boulevard, struck a flower container, and then drove into the side of the home.

Rec district, Georgetown host inaugural hockey camp

As far as Jon Flenniken knows, no one in Clear Creek County has ever hosted an official hockey event until Jan. 10.

Flenniken, a longtime recreational hockey player, has partnered with JoshSpinner- Broker, Owner Local Expert since1999

the Clear Creek Metropolitan Recreation District to host a youth hockey skills camp at Georgetown’s Werlin Park.

The camp is Mondays and Wednesdays through Feb. 16. Flenniken and CCMRD staff said they might host a second camp afterward, depending on scheduling and weather.

Flenniken, who grew up in the county, recalled playing pond hockey on private property in the Mill Creek area. For organized hockey competitions, Flenniken and his friends had to go to Evergreen Lake or down to the Denver area.

Jett Baker, son of Julie and John Baker, has been nominated as November Teen of the Month for the Idaho Springs Elks Lodge #607 Teen Scholarship Fund.

Baker is a senior at Clear Creek High School and was captain of the football. Jett also plays basketball and baseball, is a member of the National Honors Society, and drives a pedicab for the Mountain Youth Network. His hobbies are science and sports.

In April, Baker and five other

Teen of the Month nominees from CCHS will be up for the Teen of the Year Scholarship Award.

All Clear Creek County students graduating in spring 2022 can apply for Elks scholarship money.

“I want them to increase their skills and learn more about the game, so they can keep playing it,” he continued.

Throughout the one-hour session, the young hockey enthusiasts worked on their skating, passing, and puck-handling skills, among other things.

Georgetown’s Sage and Arwen Gibbons, 11 and 8, respectively, described how they’ve learned about hockey from their dad, who plays goalie for a Breckenridge team.

Both Sage and Arwen said they wanted to improve their hockey

skills at the camp. Arwen’s hoping to become a goalie like their dad.

Sage was open to playing either goalie or offense, saying he’s pretty good at both.

“I like the feeling of being on the ice, gliding around,” Sage said, adding that watching “The Mighty Ducks” trilogy inspired him to pursue hockey more seriously.

Along with being a gateway event for Clear Creek’s hockey fans, the camp was the first in a partnership between CCMRD and Georgetown.

Samantha Dhyne, CCMRD’s director of marketing and events, said the rec district plans to host more events in Georgetown. It’s collaborating with town officials to host “Winterfest: A Night of Fire and Ice” on Feb. 12, and Dhyne said CCMRD will host a broomball tournament in Georgetown in late February.

home, struck multiple parked cars and fled the area.

Multiple agencies responded and took the residents to hotels for the night because of severe damage. The home has a total of three separate apartments.

Chuck Harmon, the mayor of Idaho Springs, has partnered with the Clear Creek County Advocates to temporarily house the residents for at least a week to assist those that were impacted by this event.

Around 10:30 a.m, Sheriffs deputies were dispatched to a stolen vehicle call near Empire. Deputies contacted the owner of a silver Dodge 2500 truck, who wanted to report the truck as stolen. He said he had found the vehicle severely damaged that morning a few blocks from his home.

After further questioning by deputies, the individual ultimately confessed that his truck hadn’t been stolen, and that he was to the driver who had struck the Idaho Springs home.

The investigation is ongoing with charges pending, as of noon Jan. 17.

Second-half surge pushes Byers over Clear Creek girls

There was a sliver of victory for Clear Creek at the end of the first half and beginning of the second.

But like the phases of the moon, that crescent of light slowly vanished, and the Golddiggers were left with another loss.

On Jan. 15, the Clear Creek girls basketball team hosted the Byers Bulldogs, whose second-half runs helped them win 41-32.

“We stopped defending them in transition, and we fouled at the wrong time,” Clear Creek coach Emily Buikema said.

Before going into the Jan. 18 game at Dawson, the Golddiggers were 3-6 overall and 0-1 in league play.

Of the team’s losses thus far, Buikema felt this was one of the team’s better ones. The Golddiggers fought and played well overall, she explained. It was Byers’ late runs that did them in.

The Bulldogs were off the leash early, taking a 6-0 lead. After Clear Creek senior Aiden Kocol hit a three-pointer, Clear Creek was only down 5-9 as the first quarter ended.

Byers went on a 7-0 run in the second, and Clear Creek called a timeout to break up the momentum.

in the last three minutes of the half, and narrowed the gap to 15-18.

As the third quarter started, a Clear Creek basket put the Golddiggers within one point of the Bulldogs. However, Byers capitalized on its free throws while Clear Creek didn’t.

Another scoring drought put the Golddiggers down 21-29 as the fourth quarter started, where Byers kept Clear Creek at arm’s length for the rest of the game.

“I think we got in our own heads,” Murphy said. “… I think our defense was amazing. The third quarter was the best (defense) we’ve played all year.”

Buikema agreed that the Golddiggers’ defense was effective for much of the game, and both she and Murphy praised their shooting and shot selection. The latter particularly commended Kocol for her impressive outside shooting.

Compared to last season, Murphy thought the Golddiggers were shooting much better, but her and her teammates’ overthinking has been costly all season.

“We get in our own heads every single game,” she continued.

With the Golddiggers playing two tough away games before hosting Highland on Jan. 21, Buikema described how thankful she was having Murphy back after she was injured for about a month.

Murphy was eager to return, as she hated to miss any more games during her senior year.

Idaho Springs passes first reading of increased water, sewer rates In a 3-2 vote, the Idaho Springs City Council passed the ordinance first reading for increased water and sewer fees at its Jan. 10 meeting.

If the council passes the second reading on Feb. 14, city users’ water and sewer rates will increase 6% and 22%, respectively, starting April 1.

Mayor Chuck Harmon, Council Members Kate Collier and John Curtis voted to approve the ordinance, while Council Members Jim Clark and Arthur Caccavale voted against. Council Member Scott Pennell was absent, and the seventh seat is currently vacant after Harmon took over as mayor.

Several council members bemoaned that the 1% citywide sales tax hadn’t passed on the Nov. 2021 ballot, and said they’d like to reintroduce it this November.

Caccavale said he believed the increased rates will be hardest on older residents and others on fixed incomes, especially as prices on everything else keep rising.

Caccavale stressed that residents should pay more attention to City Council meetings and wanted to hear their ideas on how to keep the city’s water and wastewater system

running without increasing rates.

Harmon hoped that, if the 1% sales tax question is reintroduced, that voters will think differently.

The city still needs to pay off its bonds for its recent water and wastewater projects, and it can’t kick that can down the road forever, he continued.

Harmon pointed out that there are city resources to help people who struggle to pay their water and sewer bills, but Caccavale said many seniors find it difficult to ask for help.

Georgetown alters admin hiring timeline Only eight people applied to be Georgetown’s town administrator, and the Board of Selectmen has decided to readvertise the position and increase the salary range.

Previously, the town advertised with a $100,000-$119,000 salary range.

However, at the Jan. 11 meeting, the selectmen approved increasing the high end to $135,000.

The town will readvertise through Feb. 11.

Steve Rabe, interim town administrator, described how, of the eight applicants, two seemed qualified to advance. However, he thought that number wasn’t sufficient to continue the process. Either or both candidates might drop out, or the selectmen might not find them qualified enough to hire, he explained.

Idaho Springs honors longtime council members The Idaho Springs City Council has issued proclamations honoring Mike Hillman and Bob Bowland, outgoing council members who have served 30 years combined.

At the Jan. 10 meeting, Mayor Chuck Harmon and Council Member Kate Collier were sworn in.

Harmon said he was honored that his first act as mayor was to honor

Hillman — his predecessor — and Bowland.

Bowland has been a council member for 21 years, including eight years as mayor pro tem under Hillman.

Harmon read the proclamations, which recognized Hillman for overseeing $50 million in infrastructure and capital improvement projects and Bowland for his pivotal role in revitalizing Idaho Springs and preserving its historical character.

Along with the proclamations, city officials also virtually presented Hillman and Bowland with plaques to commemorate their time on council.

Hillman thanked the community members, current and past council members, city staff, and his family for all their support over the years.

Bowland was likewise grateful and wished the new council members the best of luck.

With Harmon taking over as mayor, his former Ward II council seat is vacant. City Council is conducting virtual interviews with candidates at 6 p.m. Jan. 16. Whichever candidate is appointed will serve until the next City Council election in Nov. 2023.

Harmon noted vacant seats on other city boards, including the Planning Commission, and encouraged interested residents to become involved in public service and local government.

Monday, Jan. 3 — Georgetown police took a report of theft at a residence. A car battery was stolen from an unlocked vehicle in a residential parking lot the previous night.

town police responded to a report of a vehicle’s tires being slashed. Officers believe it was an act of revenge from an ex-boyfriend, and arrested him the next day.

Tuesday, Jan. 4 — Idaho Springs officers responded to the 2900 block of Colorado Boulevard for a report of stolen firewood. During investigation, the suspect admitted to stealing the firewood the night before, but from another business in the 2400 block of Colorado Boulevard.

The business declined to press charges, and the firewood was returned to the rightful owner.

Thursday, Jan. 6 — Idaho Springs officers responded to the 2500 block of Colorado Boulevard for reports of an assault. The suspects had already fled by the time officers arrived, and ISPD is actively trying to identify the two male suspects.

He recommended altering the hiring timeline to accommodate readvertising. He also mentioned that, especially with Gilpin County hiring a new county manager, Georgetown might consider bumping up its salary range to draw more candidates.

Selectman Mary Smith said she was concerned by Gilpin County’s proximity, and pushed for the new $135,000 max.

However, Selectman Rich Barrows said that could backfire, as candidates might think they’re deserving of the max salary. If they don’t get it, they’ll drop out, and Georgetown will have wasted time and energy on them.

Smith responded that the town should be open to negotiations. Considering most city administrators are only at their jobs three to five years, she felt it’d be worth paying more for a high-quality administrator.

Tuesday, Jan. 4 — An Idaho Springs officer was patrolling in the 1300 block of Colorado Boulevard when he reportedly observed a vehicle fail to stop at a stop sign. The vehicle also apparently had expired plates, and the officer later found the driver had a suspended license.

The driver was cited for multiple offenses.

Friday, Jan. 7 — Georgetown police arrested an individual for violating a protection order.

Riding high CCHS’ Project Bike Tech teaches bike maintenance

If experience is the best teacher, then the Project Bike Tech program at Clear Creek High School is creating bike-savvy geniuses.

Project Bike Tech is a national program that creates a school district/community partnership in which students learn how to tune and repair bicycles in a special classroom at the school. Teacher Brian Inman calls the program, which is in its second year, a win for students because it teaches them skills to use in an internship or job, or for a recreational activity.

“I thought it would be great to have more classes like this that students can do as a trade, but it’s also a life skill for those interested in bikes,” he explained.

Project Bike Tech is one of the first programs implemented by the district as it moves students to more hands-on, authentic learning.

Inman said students think about riding their bikes, but they don’t think about the maintenance.

“It’s one more passion for them to pursue,” he added.

Inman, a CCHS graduate himself, said he never thought the school would offer something like Project Bike Tech.

“When they were talking about this class, I thought it would be fun,”

said Inman, who loves bicycle racing, and after Project Bike Tech, he has become involved with mountain biking. “I have learned as much as the students about bicycle maintenance. I’m still learning.”

There are many career possibilities in the bicycling industry: maintenance, sales, design and engineering, plus getting into the field of e-bikes, Inman said, adding: “It’s really cool for kids to learn these things.”

Biking has become more popular especially since the pandemic, Inman noted, because it’s an outdoor sport that can be done individually.

Project Bike Tech works in part because bikes are donated to the school, many of them old and beyond repair — the perfect bike for students to practice on. Students work at different stations, fixing bikes and then taking them outside to test ride them. A lot of what they learn is by trial and error.

“They’re learning problem-solving skills,” Inman said. “They adapt. If something is not working, they find a way to make it work.”

While no girls have taken the Project Bike Tech courses yet, Inman hopes they will see the fun and value in such a course.

Senior Jackson Williams said he enjoyed being able to work on bikes while at school, and he occasionally gets to ride on the trail that rings the school property.

it has turned out to be fun.

“The hands-on learning is pretty refreshing,” senior Camden Fahnline added.

Sophomores Dominic-Carl Troia and Xander Taylor collaborated on fixing a bike, noting that it’s fun to repair bikes during school.

“The class is all different things,

building, fixing and riding what we build,” Troia said. “I didn’t know the parts of a bike before this class.”

Taylor said the class could lead to a job and more involvement with biking.

“When we go home and have our own bike, we can fix it,” Troia said.

“I’ve learned a lot in this class.”

Persistence is more than just pushing through

o, we stopped doing what we needed to stop doing. And we started new and better activities and positively rewarding habits with an understanding of how important it is to build and maintain momentum in order to achieve success, exceeding our goals and dreams.

And then we hit the wall. What happens when we hit the wall? A dominant and driven attitude would have us think that we can just push through the obstacle, get it out of the way, just break through that wall when we hit it. Speaking from personal experience, I have tried this approach, and far too often I found myself bouncing off the wall and staring up at the ceiling.

The variable in this is the wall.

What kind of wall are we talking about? Is it a very tall wall that cannot be scaled? Is it a steel reinforced wall, the kind that hospitals build around radiology departments? Is it a cinderblock wall, the kind of wall we see in schools or military bases? Is it a sheetrock wall? And if we want to run through it, we just

have to choose our spot carefully, so we miss running into the beams. Or is it an imaginary wall, a wall we have created in our mind, a self-imposed barrier to success.

Persistence is absolutely a key factor when we Michael Norton think about achieving success. Those things we want most are those that usually take time or are achieved over time. Quick wins are great and fuel the fire and passion to continue, but those medium size goals and big dreams take time. And over time we will run into obstacles or at least speed bumps along the way. And staying with it in the face of adversity makes all the difference.

Persistence also is more than just pushing through. As noted above, there are walls that we just can’t push or break through, no matter how persistent we are, and regardless of how physically strong we

become. Persistence also means tapping into our emotional and mental strengths. These are extremely helpful to push through and work through those self-imposed walls and barriers. And leaning into and onto our emotional and mental strengths are vital to working our way through those tall, steel, cinderblock walls of life too.

A few years ago, I was skiing the trees in Beaver Creek, Colorado. It was a beautiful blue sky day and we had found a great little aspen glade with fresh snow. It wasn’t a very tight patch of trees, there was plenty of room to pick our way through and bounce through the snow. That was the idea until I missed a turn and instead of bouncing through the snow, I found myself hip-checking an aspen tree and bouncing backwards. I found out the hard way that mature aspen trees do not yield to 200-pound skiers.

And tall, steel reinforced and cinderblock walls don’t yield to us just because we are persistent. We need strategy, we need a workaround, and we need more than someone

telling us to “Just do it.” Yes, that does work sometimes, and when it does, we are back on our way.

When a pep talk or strong words of encouragement aren’t enough to do the trick, we have to stick with it in a different way, looking at how we can be smarter in our persistence.

How we can go deeper into our emotional resources to conquer and overcome whatever it is that is in front of, standing between where we are today and where we want to be tomorrow.

The old college try

I

love college athletics, and I bet you do too. Again this year we had an endless array of bowl games. Several times I found myself happily watching two schools I hardly knew. None was more exciting than the RoseBowl, in which my beloved Buckeyes came from behind to win in an exciting fashion. I think we are drawn to college games partially because the players are young men and women who are receiving an education opportunity in exchange for the many hours they donate to practicing and building their skills. Most will not go on to play their sport at a professional level.

But college sports is a big business. The television contracts allow universities to make significant amounts of money. For example, 26 football programs make between $28 million and $92 million annually.

The top earning programs come in with these millions annually.

The coaches who head up these programs are well paid. If you search the average salary of a college coach you find a modest $48,000 average. That includes coaches from all sports from divisions 1, 2, and

3 level programs.

Among division 1 football coaches, the average is $2 million. Within the top conferences, the pay is even higher. The Southeast conference average is $4.3 million. The Big Twelve average is $3.4 million and $3.1 Columnist million in the Big Ten. As of this writing, there are 27 college football coaching changes. If you have one of these top jobs, you better win. Although many coaches’ compensation can be seven or eight figures, the University pays only to about the mid six figures. The additional funds come from the University’s rights, deals and sponsorships. If a college decides to pay out a contract, it typically includes only the base amounts.

The playing field is about to become more complicated. For years, the National College Athletic Association has kept restrictions on college sports to prevent pay-forplay. The players are certainly aware

of the huge profits being made, particularly by football and basketball.

They see that they are the only ones not being paid. The president of the NCAA makes over four million dollars and billions are made from the NCAA basketball contract. So, NCAA athletes want to be paid. The scholarship no longer is enough.

The Supreme Court agreed unanimously, and so as of July 1, 2021, the NCAA is allowing players to be rewarded for the use of their names, images and likenesses. It works like this: Athletes of all three divisions are allowed to monetize endorsements, social media, autograph signings and other financial opportunities. They are allowed to use an agent or representative to broker these kinds of deals.

The most credible estimates forecast that athletes will make a few thousand dollars under the current interim policy. Athletes must report their deals to their colleges who are tasked with making certain that they comply with state laws. I believe that as the door opens wider, the amounts will skyrocket. Every athletic director across the country will develop what they believe is

their competitive edge. It also seems likely to me that the big programs flush with cash will have a distinct advantage. As the pay goes up, I look for fewer small school upsets and more ethics issues.

I know, I sound like a curmudgeon.

I do favor players being able to profit financially, but we may be opening a can of worms...or rattlesnakes. So, here’s my hypothetical question: If you were an athletic director who was about to hire a coach, what instructions would you build into the employment agreement? Would you tell your coach, “I want you to win the conference title,” or would you tell them to focus on teaching young athletes how to live a virtuous life? I think the answer is both. Winning is important and so is doing the right things. For what coaches are paid, we should expect no less.

‘We have big work to do’ School district reimagining instruction as it looks at test scores

The Clear Creek School District is working to revamp instruction for students at all grade levels.

The district has seen ups and downs in student learning for years as indicated by test scores, and now the downs are exacerbated by the pandemic: students who didn’t progress academically during remote learning and student mental-health concerns.

Many factors contribute to the latest MAP — Measure of Academic Progress — test scores, which show this past fall, in general, less than half of students are where they need to be in math and a bit more than half are where they should be in reading.

Superintendent Karen Quanbeck cautioned the school board

during a frank discussion about instruction at the board’s study session on Jan. 13 that the test scores were one moment in time and didn’t necessarily reflect actual student achievement.

She also noted that in a small district, one student’s scores can have a large impact on the results, and the district needs to work on aligning curriculum among all grades and creating more hands-on learning that engages students and more.

Principals at the district’s five schools shared school-specific test scores with the board. Their presentations are available at ccsdre1.org.

“Students are not where we would expect them to be compared with data in past years and over time,” King-Murphy interim principal Sandy Craig told the board.

Carlson Elementary principal Loraine Swartz added: “This shows that we have to change.

The elementary schools are working on big change.”

Swartz said in past years, dis-

trict officials have used a Bandaid approach to fix issues identified through test scores, but now it was time to provide deeper and more lasting instruction.

King-Murphy and Carlson were chosen for the nationwide Transcend program, which helps teachers revamp curriculum. In addition, both schools are moving toward a program called expeditionary learning, which is generally defined as learning by doing.

While Carlson has dived headfirst into expeditionary learning, King-Murphy is not fully on board yet, the principals said, noting that teachers must buy into the wide-reaching curriculum change for it to be effective.

Quanbeck noted that if both elementary schools decide to use the expeditionary learning curriculum, then all students would be on the same page in core subjects as they move to middle school, something she said would be a huge benefit. Currently the district’s elementary schools use different curriculums to teach language arts and math.

Chris Gould, principal at Clear Creek Middle/High School, said because so many students are suffering from mental health crises this year, his entire staff has become, in essence, the school’s counseling department.

“There are lots of cries for help from our students,” he said.

In addition, more interventions have been put into place at CCMS/HS: study groups, study hall periods that provide students with additional instruction in core subjects, looking at ways students can recover credits lost if they fail a class and more. He said the interventions are working, helping students master material and get better grades.

The district is making a big push toward hands-on learning and hopes that moving to a four-day school week starting in August will provide teachers with time to rethink lessons and to reimagine how concepts are being taught.

Quanbeck told the board: “This is our hard and fast reality. We have big work to do.”

Littleton schools study could help in fight against youth suicide Research links school culture to well-being, underscores need for resources

A two-year study focusing on the relationship between social environments and youth suicide could provide a “partial roadmap” for schools and communities looking to improve the promotion of mental health, according to its lead researcher. The Littleton Public Schools (LPS) district was part of the national study.

The findings of the Social Worlds and Youth Wellbeing Study are detailed in a 66-page report, published in October, that caps two years of research at four LPS high schools.

Leading the study is Dr. Anna Mueller, a professor of sociology at Indiana University. Mueller said schools are at the forefront of suicide prevention but need bolstered safety nets and resources to ensure students’ well-being.

“Schools really are taking on a world of burdens that kids are facing,” Mueller said. “We’re having schools do more and more to support our children … with less and less resources.”

Through 192 interviews with students, staff, parents and mental health providers as well as more than 2,000 surveys of parents, guardians and staff, Mueller and her team identified mental health pain points for students and the gaps in schools’ safety nets.

The study comes after years of tragedy for LPS. A 2013 shooting at Arapahoe High School left student Claire Davis and her killer dead. At the same high school, several students have since committed suicide, including two that were back-toback in 2018. It’s left the district eager to engage more in mental health promotion.

“I think those tragedies and challenging experiences had really primed the district to take mental health more seriously, perhaps

ahead of many districts across the United States,” Mueller said.

But LPS, and its community, still have room to improve, said Mueller, who added that while much of the study’s findings relate to aspects of LPS, the solutions it presents are universal.

“All districts need this research,” she said. “Because there’s this tremendous gap in our understanding of how to prevent suicide, and even prevent other types of tragedies, like school shootings.”

The study comes as teen suicides continue to climb in Colorado and across the country. According a report from the Centers for Disease Control and Prevention (CDC), rates of suicide for those aged 10 to 24 increased nearly 60% between 2007 and 2018. The COVID-19 pandemic has exacerbated the crisis, with hospital visits for mental health-related emergencies among those aged 10 to 17 up 31% in 2020 compared to the year before, according to the CDC. Colorado has seen a similar trend.

In 2020 there were 213 suicides among those aged 10 to 24, a record high since 2004, according to the Colorado Department of Public Health and Environment.

Making mental health a ‘priority of schooling’ Mueller’s study found that one of the main drivers of teenage mental health problems was feeling pressure to meet expectations as students. This mostly came from parents, students said, who hold their children to high standards given the LPS district’s reputation for academic success.

But this push for straight As and high test scores can create an unhealthy strain on students’ well-being, the study found, and can leave a teenager’s mental, social and emotional health pushed to the wayside.

“If we want to support children’s mental health, we need to make that a priority of schooling,” Mueller said.

LPS students described “piles of homework, no free time and expectations to juggle multiple AP or IB classes,” according to the study.

The study was done concurrently with Mueller’s colleague, Sarah Diefendorf, who conducted a concurrent study in Mesa County on Colorado’s Western Slope.

The Littleton-based study identifies three key practices for schools to adopt and emphasize in order to prevent youth suicide. The three practices are a Whole Child Educational Philosophy, a Culture of Belonging and Incorporating Mental Health into a Multi-Tiered System of Support, MTSS. The study makes clear that all four LPS high schools already have these three practices but to varying degrees.

All three are aimed at prioritizing mental health as much as academics, and ensuring that students feel they can speak to trusted adults about a crisis.

Specifically, the Whole Child Educational Philosophy seeks to value physical, mental, social, emotional and identity development for a child as much as it does academic.

The Culture of Belonging aims at making sure all students, regardless of identity or academic performance, feel welcomed and valued at their school.

And by incorporating mental health into a school’s MTSS, staff will be trained across the board to identify mentalhealth concerns and prioritize a student’s mental well-being.

The study also outlines the importance of maintaining existing safety nets, such as Safe2Tell, a state-funded anonymous tip line for students to report threats and concerns.

On pages 12 to 15, readers can view evidence-based suicide prevention and mental health promotion resources and recommendations for schools, families and communities. These include readings, podcasts and online training.

high school is known for having a “toxic” culture but he chose to attend it over others for its apparent academic rigor in hopes it would pay off with acceptance to a good college.

The study also found that many students who knew people who died by suicide also dealt with drug addiction, something the study said “is often used as a mechanism to relieve the pressure teens face in and out of school.”

“Definitely drugs, drugs, drugs play a huge part (in my friends’ suicides),” one student told researchers. “And no one wants to acknowledge that … almost every death has had to do with drug use.”

Nate Thompson, director of Social, Emotional & Behavior Services at LPS, said the study has shown that abuse needs to be a bigger part of the mental health conversation for teens.

“Substance abuse is a big part of this mental health crisis, and you don’t hear that very often,” he said.

“Part of that is because it’s not easy for any parent who has a kid who struggles with a mental health crisis and also addiction to say that. But kids are saying ‘hey, we’ve got to talk about this.’”

To combat this, the study calls for schools to facilitate cultures where youths feel they can talk to adults about their issues, something that Lena Heilmann, suicide prevention strategies manager at The Colorado Department of Public Health and Environment (CDPHE), said was crucial for saving lives.

“The research is clear that young people who feel connected really are less likely to feel suicidal, attempt suicide and die by suicide,” Heil-

should promote mental, social and emotional development as much as it does academics. Researchers observed that, in schools that promoted all aspects of growth, students were more willing to tell staff about serious suicidal thoughts and were able to ask for help. Alternatively, at schools that focused more on academic development, researchers observed a more limited view from staff who questioned why certain students were struggling, framing issues around a lack of motivation rather than the root causes for a students’ mental health struggles.

The study also points to the need for schools to make all students feel a sense of belonging. Typically, schools will celebrate their highest achievers such as valedictorians and student-athletes. While wellintentioned, spotlighting just these students can lead to unintentional feelings of isolation from other students who feel they do not fit the mold of their school, according to the study.

One high school student told researchers, “If you’re not an athlete ... then (the administration) makes it pretty clear that (it) does not care as much.” This can lead to a school culture in which students feel less supported by staff and, in turn, may be more reluctant to talk about suicide and seek mental help, the study said.

Another student, whom researchers gave the pseudonym of “Timothy,” dealt directly with an exclusionary culture at his school, which led to bullying, according to the study. Timothy said he became depressed but did not feel comfortable talking to school staff. But after his parents forced him to tell the school what was happening, he began to develop a supportive relationship with several administrators and now

The decline came as the pandemic shuttered schools across the state and sent students home to learn, leading to widening gaps between students of color and their white peers.

The graduation rate for white students climbed by 0.6 percentage points last year to 86.6%, while graduation rates for students of color fell by 1 percentage point to 76.1%.

Families play a pivotal role in prevention A teenager’s parents or guardians can have a major effect on how equipped a school is to identify and respond to students with mentalhealth struggles, the study found.

But while the majority of LPS families felt that schools had some responsibility for suicide prevention, few said they would actually ask school staff for help.

Of the more than 1,200 parents and guardians surveyed, 78% strongly agree that schools should play a role in preventing suicide but only 29% said they would turn to school staff with concerns about a child’s mental health.

Additionally, 97% agreed that schools should intervene when a student is in a mental health crisis and 83% felt it was very important for schools to include mental health in their curriculum. Yet when it came to disclosing a child’s suicidal crisis to the school, parents and guardians who have faced that situation were nearly split, with 48% saying they did not tell the school.

For Mueller, this finding is the “crux of the problem” when it comes to the lack of support schools have.

“Families, and maybe even broader communities, haven’t quite figured out what it means for a school to take on at least partial responsibility for suicide prevention,” Mueller said. “And so, we end up with these tensions … when it comes to ‘would I ask for help from a school?’ we’re a little less certain.”

tion can be severely weakened, said Mueller, whose study quotes one staff member who told researchers, “Parents need to be a part of the solution if anything is going to change for the better.”

The reasons for families’ hesitations vary. Most parents and guardians surveyed, over 90%, said they worried to some degree about their child’s mental health but said they were more likely to turn to therapists, other family members and even friends for help rather than school staff. For families who sought help for their child, about 67% said they faced barriers. The main reason was a child’s resistance to help followed by lack of access to treatment, lack of knowledge about how to get help and an inability to afford treatment.

Thompson said the district has ways of helping with some of those barriers. This includes on-site therapists for middle and high schoolers as well as a network of more than 200 mental-health care providers that the district can connect families to. The district’s mental-health foundation will also pay for services for families in need.

It’s why dialogue between families and staff is all too important, Thompson said.

“The vast majority of people know that schools are good places to get help, they may just not know exactly what schools can offer,” Thompson said. “Schools didn’t do all this stuff when we were growing up … schools do have resources, a lot of resources, and can connect you to even more.”

Schools can’t do it alone While Mueller’s study pinpoints schools as an essential pillar for suicide prevention, the work cannot fall on staff alone, it said.

Along with families, other aspects of teenagers’ social communities, such as mental-health care providers, pediatricians and faith-based organizations, must step up to do

their part in providing safe spaces for young people to express their struggles and needs, Mueller said.

This, in turn, will alleviate some of the pressure on school staff, who Mueller said are already stretched too thin.

“I spent a lot of hours sitting in the waiting rooms of school counseling offices … they are so outrageously overworked,” she said. “It breaks my heart a little bit that we’re asking these people to just go above and beyond and work such long hours.”

Heilmann, the CDPHE suicide prevention manager, echoed this sentiment.

“Suicide prevention is everyone’s business, we all have a role to play,” she said. “For young people, schools are one key organization. But families are important, youth-serving organizations are important, healthcare settings are important. So, we really want everyone to be involved in supporting youth suicide prevention because we all have to be.”

Another source of pain for schools is state funding, which remains low particularly in states like Colorado. Mueller’s study recommends increases in school-based therapists and social workers, as well as across-the-board mental health and suicide prevention training for all staff. But that comes with a cost.

“I do think that the funding issue is a really serious part of the challenges that limit our ability to effectively support students’ wellbeing in schools and thus prevent suicide,” Mueller said. “So, I would really strongly urge politicians to think about that.”

Still, the reality remains that schools, according to the study, are one of the best-positioned places in a young person’s community for identifying their mental health needs and providing support.

“Kids spend the majority of their waking hours in the school building,” Mueller said.

One second can result in irreversible tragedy Children’s Hospital Colorado encourages bath safety

Britney Lombard reminds caregivers not to leave little ones in the bathtub — not to grab a towel, not to answer the door, not for a moment.

“That one minute is when those tragedies are happening,” said Lombard, the injury prevention manager for Children’s Hospital Colorado.

In addition to her work with the hospital and Safe Kids Colorado, Lombard sits on the child fatality prevention review teams for Adams, Arapahoe and Douglas counties.

In the past year, there have been at least a few bath-related deaths, she said.

For children under the age of 1, two-thirds of all drownings occur in bathtubs, according to the Centers for Disease Control and Prevention (CDC).

Drowning in general is one of the top causes of accidental injury or death for children ages 1 through 4, according to Lombard. As such, it’s an issue she thinks everyone needs to be aware of.

“Here in Colorado, we’ve actually seen in the hospital system over 40 kids in the past year that have come

saw their graduation rate fall by 0.6 percentage points to 76%, while Hispanic students fell by 1.2 percentage points to 74.2%.

While some of those incidents occured in places like swimming pools or lakes, some did occur inside homes, Lombard said.

January is National Bath Safety month and, when it comes to tub time, Lombard said the top three dangers are drowning, falling and scalding.

To prevent drowning, Lombard said kids under the age of 5 should never be left alone, or even in the care of an older child, while there is water in a bathtub. Caregivers should always be within arm’s reach.

Lombard does not recommend bath chairs or flotation rings, which can give adults a false sense of security.

For young infants, only a couple of inches of water is needed for a bath.

For toddlers, water up to their belly button is recommended, Lombard said. At that level, if a child slipped down, their mouth would still be above the water. And, of course, the caregiver would be there to immediately get the child upright again.

Lastly, Lombard said that once a bath is over, all standing water — in the tub and in any nearby buckets or bins — should be immediately eliminated.

“Drowning is very quick and silent,” and can happen in 30 seconds in an inch or two of water, Lombard said.

The graduation rate for students with disabilities climbed by 4.6 percentage points to 66.4%.

The state’s completion rate, which measures how many students either graduate high school, obtain a certificate or GED also fell to 83.2% in 2021 from 83.4% the year before.

The state’s dropout rate remained at 1.8% in 2021, the same as the year before, and the lowest mark in a decade. About a quarter of districts reported their dropout rates were lower than in 2020.

Many districts are utilizing the state’s new graduation guidelines, which take effect for the class of

Scalds, or burns caused by water, can be prevented with two steps.

Second, bathwater for children should be around 100 degrees, which adults can check with a bath thermometer or with the inside of their wrist, Lombard said.

Lombard also recommends all caregivers learn CPR for infants and children.

Caregivers often hate hearing about tragedies and like to believe such events only happen to other people, Lombard said.

“The message we want to get across is that every caregiver should take the preventative steps so that they don’t become part of the statistics.”

As an instream flow water right, the CWCB’s appropriation does not require diversion structures or storage. See Colo. River Water Conservation Dist. v. Colo. Legal description of reservoir: Chase Gulch Reservoir is an existing reservoir located in the S ½ of the NW 1/4 and the N ½ of the SW 1/4 of Section 2 and the SE 1/4 of the NE 1/4 of Section 3, Township 3 South, Range 73 West of the 6th P.M., Gilpin County, Colorado with the dam axis intersecting Chase Gulch at a point approximately 2,200 feet from the West section line and 2,590 feet from the South section line of said Section 2. Source of water: The reservoir is an on-stream facility that intercepts the water tributary to Chase Gulch, a tributary of North Clear Creek. Water has also been stored in the reservoir through the Central City Pipeline from the sources and through the facilities described in paragraph 12 (A), above. Administration: The applicant is limited to storage in Chase Gulch Reservoir under the decree in Case No. 91CW125 and the decree in Case No. 96CW1032 to one fill and one refill from all North Clear Creek basin sources. Any amounts stored under the priorities awarded in Case No. 91CW125, as summarized in Table 2 above, shall be offset against the amounts stored in the same water year pursuant to the fill and refill priority for Chase Gulch Reservoir from the sources decreed in Case No. 96CW1032. Capacity: 1,117 acre-feet, no dead storage. Surface area of high water line: Approximately 34.9 acres. Maximum height of dam in feet: 103.5 feet. Length of dam in feet: 669 feet. Use of the water: The water rights decreed to all of the foregoing structures will be used for all municipal purposes, including domestic, industrial, commercial, fire protection, irrigation, stock watering, recreation, piscatorial and wildlife conservation within the present and future service area of the applicant. The water will also be used for exchange purposes, for replacement of diversions and/or depletions resulting from the use of water from other sources and other priorities from the same source and for augmentation purposes. The Water Court has decreed that applicant has the right to use and reuse to extinction, including use by augmentation and exchange in its plan for augmentation and exchange in Case No. 92CW168, all water lawfully diverted or impounded under the priorities adjudicated in Case No. 91CW125. Provide a detailed outline of what has been done toward completion or for completion of the appropriation as conditionally decreed, including expenditures, during the previous diligence period. Pursuant to Paragraph 37 of the Decree entered in 91CW125 and paragraph of the Decree entered in 10CW133, the Subject Water Rights are part of the City’s integrated water supply system being planned and developed by the City. Pursuant to C.R.S. § 37-92-301(4)(b), when an integrated system is composed of several features, as is the case here, work on one feature of the system is considered in finding that reasonable diligence has been shown in the development of water rights for all features of the entire system. During this diligence period, the City has continued to improve, operate and maintain its water distribution system, of which the Subject Water rights are or will be a part. The City has spent $3,678,000.00 in ongoing maintenance, operations, and capital repairs during the last diligence period in order to enable it to more efficiently and effectively provide water service to its existing and future customers. Those improvements include the design and construction of new diversion structures located at Peck’s Gulch and Miners Gulch, and new measurement structures (meters) on Peck’s Gulch, Miners Gulch, and Broomfield Gulch, described above. The City has also recently purchased new and improved meters that will be installed on these same structures in 2022. The City has also engaged an engineer for work on design, cost estimating, and grant sourcing for replacement of the Central City Pipeline structure in 2022, also described above. During the last diligence period, the City has defended its water rights against applications filed by others in cases where the City has determined that injury to its water rights could occur in the absence of appropriate terms and conditions. The City has also filed its own water court applications to maintain diligence or perfect conditional water rights and for administration of its existing water rights, all of which are part of the City’s integrated water system, including the water rights awarded diligence in Case Nos. 2016CW3114 (decreed May 4, 2017), 2019CW3102 (decreed November 25, 2019), and 2020CW3108 (decreed June 21, 2021). The City has expended approximately $37,390.00 in attorney fees and costs as Applicant and/or Opposer in these water court applications. The City has spent $424,738.00 in engineering fees related to the water court cases described above, and water rights accounting and other water resources related issues, including but not limited to responding to comments from the Division Engineer on its current accounting for water rights owned by the City that are part of its integrated water supply system. The City’s Peck’s Gulch data log reflecting the diversions on May 30, 2021, is attached as Exhibit A and a photo of the meter on that day is attached as Exhibit B.
