ISPD Chief Nate Buseck said one officer has resigned effective Nov. 5, so the remaining five officers are switching to 12-hour shifts.

This scheduling is very challenging, Buseck detailed, as it mandates overtime, could create morale problems, and doesn’t leave much time for training.

“A lack of training leads to some bad things — litigation and things of that nature,” Buseck told City Council members during an Oct. 25 work session.

Additionally, three other ISPD officers have applied elsewhere in the past two months, he stated.

Miner Street event rallies support for new skate park

There are demonstrations where people protest for a common cause, and then there are demonstrations where people exhibit their skills.

Miner Street was a mix of both.

The event was a partnership by the Clear Creek Metropolitan Recreation District, the Yeti Saloon, and teens from the Mountain Youth Network to raise awareness for efforts to build a new skate park in Idaho Springs.

Skateboarders from across the county turned out to show off their skills, hang out and use their platforms — both literal and figurative — to advance their cause.

Greg grew up on the family farm in northeast Nebraska and graduated from high school in 1975. After serving in the US Army for 2 years, he earned a bachelor’s degree in construction management from the University of Nebraska. He worked for the GH Phipps Construction Companies in Denver for over 30 years, managing many aspects of construction projects. Greg loved living in the Colorado Rockies and enjoyed outdoor activities of all kinds.

Greg is survived by his daughter Lauren Armstrong of Little Rock, AR, stepdaughter Lindsay Gramlich (Coby Roberts) of Valparaiso, IN, stepson Ted (Jennifer) Gramlich of Pueblo, CO, and 3 grandsons: Chance Armstrong, Henry Roberts, and George Roberts. He is also survived by 2

A memorial service will be held on October 30 at 4 pm at Horan & McConaty, 3101 South Wadsworth Blvd, Lakewood, CO. Visitation will begin at 3:30 prior to the service and a reception will follow at the same location. Burial will be at Silver Ridge Cemetery, Ponca, NE at a later date.

In lieu of flowers, memorials may be directed to Mount Evans Home Health Care and Hospice of Evergreen, to the Glioblastoma Foundation at glioblastomafoundation.org, or to the donor’s choice.

Greg’s family would like to thank his caregivers at the Elk Run Assisted Living Center and the Life Care Center in Evergreen, Mount Evans Home Health Care and Hospice, and his good friends Gary and Anne Marie Pate for their care and comfort for him.

Pat Stern, longtime Georgetown resident, died October 20. She was 95.

Pat worked as an interior designer for more than 70 years in Colorado and around the country.

Ron Lane, age 73, died in Texas on October 26, 2021.

Since the Oct. 19 meeting, Clear Creek residents have voiced their opposition to the county’s approach, Marlin acknowledged on Oct. 27.

Residents in the Fall River Road area have argued that, because it’s difficult to live there year-round, having absentee-owner rentals doesn’t impact the housing stock in that area.

Marlin said he looked forward to engaging in further discussions with those residents, among others, to find solutions.

Moratorium, new restrictions considered for short-term rentals Clear Creek officials are drafting language that would give preference to owner-occupied short-term rentals and not issue any more STR permits. Nothing has been finalized, and the public hearing on the STR language will resume Dec. 7.

County officials were scheduled to revisit the topic during the Nov. 2 meeting while discussing a possible moratorium on new STR permits.

During an Oct. 19 public hearing, staff presented the Board of County Commissioners with a change in STR zoning regulations that would place a cap on the total number of rentals, among other changes.

The goal, officials said, would be to protect the county’s limited housing stock by encouraging more home ownership and long-term tenants.

The commissioners, particularly George Marlin, requested staff revise the language so that the county starts shifting away from absenteeowner rentals and encouraging owner-occupied units only. However, they said there should be a grandfathering process, and asked staff to determine how that should look.

“I think we should not allow absentee-operated short-term rentals in Clear Creek County,” Marlin said.

“I think it’s better for our housing stock and better for our neighborhoods.”

During the Oct. 19 meeting, Marlin failed to disclose that he holds an STR permit with the City of Idaho Springs, which requires owner occupancy. He has since relinquished the license to avoid any conflicts,

New horseshoe pits at CRC Park The Idaho Springs City Council has approved a $33,000 proposal, along with a 10% contingency, to build new horseshoe pits at Courtney-Ryley-Cooper Park.

The park had horseshoe pits before the Colorado Boulevard reconstruction a few years ago. The city hopes to build the new ones by the end of 2021, weather depending.

The new ones, which will be fenced for safety, will be built on the west end of the park, across from the fire station. These will be regulation-size for the National Horseshoe Pitching Association, and the city could host official events there, staff confirmed at an Oct. 25 City Council meeting.

The courts won’t have lights initially. City staff said lights could be added later, after staff discusses the issue with neighboring residents.

County pride on high school’s side

As you drive down Interstate 70 past Clear Creek High School, make sure to check out the colorful mural that graces the building’s north wall.

The colorful 12-foot by 13-foot mural depicts landmarks that define the area, including the Georgetown Loop Railroad, the Charlie Taylor Waterwheel, Clear Creek, Mount Evans and, of course, a gold nugget.

The mural is a collaboration among the Mountain Youth Network, a new class at CCHS called Arts in the Community and Rise Above Colorado, which is a drugabuse prevention organization. Rise Above Colorado has been working with MYN to engage students in positive activities, according to Becca Bernal with MYN, and both thought partnering with the class was the perfect way to create a mural.

Jonathan Judge, program director with Rise Above Colorado, explained that when students create something on such a large scale like a mural, they feel they are part of something bigger than themselves.

The two organizations and CCHS music teacher Micayla Bellamy, who is teaching Arts in the Community, collaborated with students in the class to brainstorm mural ideas, and then surveyed the school and Clear Creek communities about what makes Clear Creek unique.

Judge and artist Bimmer Torres designed the mural based on the students’ ideas. Then Judge used spray

paint to create the outlines of the features, and students used house paints in various hues to finish the mural masterpiece.

“Painting the mural reflects what (students) can do,” Judge said. “It’s a way to fill their world with good projects and gets youths engaged.

Something like the mural also reverses misconceptions about teens.”

Bellamy said she created the class as a way for CCHS’ performing and visual arts departments to connect with the community, and the mural fit well into her vision for the class.

Principal Chris Gould is happy with the mural and the lessons it has taught students.

“Projects like the mural provide our students with the opportunity to reach out and listen to our community, and then do something with what they hear,” Gould said. “It pushes students to develop a couple of aspects of our Learner Profile, such as communication, leadership and critical thinking. And, at the end of it, they walk away with new skills in addition to a beautiful contribution to the community.”

As the class was painting the mural on a sunny, windy day last week, senior Kayla Deveau said it’s been fun designing and painting the mural, noting that it shows the expanse of Clear Creek County yet the small community feel of the towns here.

Sophomore Sam Shugrue has been impressed with how well the mural looks.

“It’s turning out pretty good,” he said.

Watching Georgetown Community Students walk through downtown to collect candy was a frightful sight

on Friday.

There were multiple Pennywises from Stephen King’s “It,” the ghastly twins from “The Shining,” skeletons, plague doctors, monsters, and many more scary costumes parading by.

On Friday, GCS students and staff held their annual Halloween Parade through the county courthouse building, along Sixth Street and back up to the school.

VOICES An altogether too-common tale

M

y Friday morning started with a text from a former legislator who now lives in Tennessee that I hadn’t heard from in almost three years.

He’d received an email from me asking for a favor that he thought was likely a result of someone hacking my email account.

Over the next few minutes, my phone was blowing up with other people, some of whom I hadn’t had any interaction with for several years, telling me not only of the initial email, but a follow-up one asking if they had received the first one. For those unfortunate enough to respond to either of them, there was a third email asking them to send a gift card.

As I started exploring what had happened, I found that the hacker had created a new email account that, but for the replacement of one

small cap letter with a capital letter, was exactly the same as mine and had highjacked my emails.

After changing my password, I was able to stop any future emails from going to the fraudulent account but was told by my internet Columnist service provider that any emails that had been sent to me while the fraudulent account was active could not be retrieved.

Then the fun began! Once we (the service provider and I) were able to stop the initial bleeding, I still could not send or receive emails.

About two hours into my five-hour marathon on the phone with six different service provider employ-

ees, I was able to start getting my emails again. Once they started to arrive, they included things that had been sent beginning with the time that we’d stopped the forward to the fraudulent address.

But I was unable to respond on that email account to any of the people who had gotten the original email and were asking either what favor I needed or if it was a scam.

The first email I’d gotten when I started to receive emails was one from the service provider saying that (presumably because of the emails sent to all of the email addresses that were in my email folders by the hacker) I’d sent too many emails that day. I was on the phone with a representative of the company when that email was received and after reading it to her, got no reaction.

Many hours and five representa-

tives later, I asked if I couldn’t send emails because the service provider had suspended my account and was told yes. Despite the many hours and many attempts to make it possible for me to send emails, none of the service providers’ employees ever thought to check if they had suspended my account. It began to work again the next day.

My horrible, no good, very bad day was a reminder of how vulnerable we all are as more and more of our lives take place virtually. And as bad as it was, it could have been much worse. No financial records were stolen. To the best of my knowledge, no one bought gift cards for the hacker. And it was largely resolved in just one day.

Good mental health brings about good physical health

By Shauna Moutray Hundreds of Colorado middle schoolers struggle with depression and mental health problems every day. According to Coloradohealth. org, 26% of middle schoolers report mental health issues.

Our society focuses a lot on physical health and not enough on mental Shauna Moutray health but, without good mental health, you can’t have good physical health. For this reason, mental health is a really important topic to talk about because it’s important for people to reach out for help when they’re struggling.

Seventh-grade middle school student Macy Garcia said, “I think mental health is really important because you want to have a good attitude and be happy because you don’t want to always be sad.”

Macy also said that you should go see a therapist or someone you trust to be able to get help. Students in Clear Creek County can go see a counselor at school, and the counselors will give you so many ways to get help. Young adults ages 12-20 also get free and confidential counseling with Resilience1220. You can connect with a counselor at www. resilience1220.org.

One of our mental health professionals Hannah Smith suggests that playing sports also helps. This is what she said: “Sports, creative arts, clubs and other extracurricular activities can be excellent

outlets for supporting your mental health! These opportunities offer so many benefits, such as moving your body, getting outdoors, doing something you’re passionate about and connecting with others. I highly encourage everyone to explore some of the amazing opportunities we have here in Clear Creek! Between our district’s sports teams, the Rec Center, Mountain Youth Network and TREK Outdoors, Resilience1220, and so many others, there’s plenty of options to find something right for you!”

Clear Creek High School presents `Subtext `and the `9 Worst Breakups’

By Kaya Every year, Mrs. Sandblom directs the school plays, and every year they have been VERY successful.

This year the two productions are “9 Worst Breakups” and “Subtext.”

Being a part of the Blue & Gold allows me to get exclusive sneak peeks and interviews with some of the actors/ Kaya actresses and even the amazing director Mrs. Sandblom.

Sandblom said that she tries to pick uplifting and comedic plays every year. She said that this year’s play “is a really fun and funny play that everyone can relate to.”

Senior Jillian Lupinacci said she joined the play again this year because, “I’ve been doing this since seventh grade, and theater is my life.”

Jillian’s favorite parts of acting in the plays are, “learning the

songs and doing the fun accents.”

Sandblom said her favorite parts about theater are creativity, working together, performing and energy.

When asked what the play is about, Sandblom said she was not giving any spoilers.

I think we’ll all just have to wait and see for ourselves how things play out on Nov. 11, 12, and 13 at 7 pm. All students, staff and veterans receive free admission. General admission to the play costs $5.

Kaya is a seventh-grade student at CCMS, and some of her hobbies include riding horses and spend time with her dog.

COVID-19 positives and negatives

By Ben Whitney COVID-19 has been a big part of our lives for the last two years. Lots changed when it came to masks, social distancing and not being able to see your friends.

Masks used to not be a part of our lives but now Ben Whitney you have to wear them when you go to work or school.

Miss Mellon said, “I feel really oxygen-deprived” when it comes to wearing masks.

Social distancing was a difficult thing to practice over the years. Not being able to see your family was hard for everybody.

Miss Mellon said, “I didn’t get to see my sister and my parents, but luckily none of them died.”

A positive thing about COVID-19 from the people I interviewed is that it was nice to get more sleep and another one was that the teacher during online school couldn’t catch you playing games.

There were positives and negatives to COVID-19, but in the end, it has been a challenge, and it contin-

ues to be a challenge. For instance, Merrell Harvey said, “Now I have to COVID test twice a week so I can play football.”

Asking you where we should build the new district bus barn Exciting things are in the works in Clear Creek! Soon CCSD will build a new Transportation & Maintenance Facility. Our facilities team has researched a number of possible sites and narrowed the search to two: Floyd Hill and the track just south of the former middle school in Idaho Springs.

Community input is important as the Board of Education wrestles with the decision in the next couple of months.

Site 1: Floyd Hill offers proximity to the middle and high school, as the facility could be built to the north of the high school parking lot, (I-70 side) and east of the wastewater treatment plant. Currently the team is investigating the site work/leveling that would be needed as well as water and utility needs. There are wonderful things about this site, such as the possibility of a vocational classroom or two being located in the facility. There are also big challenges, including water accessibility. Question: What do residents of Floyd Hill think about the buses being located on this site?

Site 2: The track and field at the former middle school in Idaho Springs offers a central location in the district.

The site has city utilities including water and would be located on the track and field, which is in between the Rock House and former school.

Similar to the Floyd Hill site, there are positives such as the flat building site and proximity. There are also challenges, in that the site has also been considered for housing. Question: What do residents of Idaho Springs think about the buses being located on

Community class, and it was studentled from concept to completion. The mural can be seen from I-70 and from the trail kids helped to design, build and name on their campus: Gold Rush Trail.

Both projects were supported by one of Clear Creek’s most amazing organizations: Mountain Youth Network.

MYN’s strengths are its connections to kids and its ability to incorporate student voice and choice into learning experiences.

Public speaking isn’t always a favorite activity of students (nor adults).

And yet, that’s exactly what a group of students did recently when the Skate Board pitched its idea to the Clear Creek school board to lease a portion of district property for a skatepark in Idaho Springs. The Skate Board rocked the presentation, impressing board members with their drive and collaborative spirit.

While a location is yet to be determined, the Skate Board has rallied those with decision-making power to help them. Funding, zoning, design, safety, access, community input, all these items are on the list for the crew to navigate. Thank you to MYN and the Clear Creek Metropolitan Recreation District for the partnership!

Again, student voice and choice. Students will be more connected to their community if we, as adults, listen to their ideas and provide spaces for them to get outside and “do.”

Getting kids outside and engaged in things that are interesting to them is also a way to combat the mental health crisis we are experiencing.

Talk with an educator this year, and you are likely to hear, “It’s more difficult than last year,” “my students are anxious,” “I see more anger this year than ever.” This seems to be true across districts and across states.

Yes to getting kids outside. Yes to limiting social media use. Yes to working together to help kids. Kids may not seek resources on their own; instead we need to “push in” to their world and let them know it is OK to ask for help.

Resilience1220, www.resilience1220. org, is a fantastic resource for kids as is www.jcmh.org, Jefferson Center for Mental Health. Colorado Spirit is another wonderful resource: www. coloradospiritccp.com. All are free and confidential.

On a final note: Plans are underway for CCSD’s shift to a four day school week in fall 2022. The focus is on building a menu of engaging activities for students on the fifth day (likely Friday). The 21st Century Learning grant CCSD was awarded is helping to fund these activities, and provide partnerships with Clear Creek Metropolitan Recreation District, Mountain Youth Network, Resilience1220 and other local organizations.

There will be connections to the CCSD Graduate Profile and a focus on outdoor learning. There’s even a name for the fifth day: COMPASS Day. Check out our Facebook page, www. facebook.com/CCSDRE1/, for the “reveal” of what does COMPASS mean?

Holly, the volleyball coach for the Clear Creek middle school, said: “This is middle school, and it can get pretty ugly out there, so on the court, I want you to let it all out and release the frustrations of the long day of school and show up to play with a

many mandates against COVID-19, including masks. We all have opinions on these masks and there have been many debates for and against them.

So the real question is, are they really effective?

Eighth-grade student Kambrey Martin does not think masks are effective. Kambrey said, “They are hard to breathe in and can make Grace Middleton other health issues worse.”

Of the opposite opinion, principal Chris Gould said, “I hate having to wear them, but it helps keep people safe. Based on reliable information,

mostly from public health, they make a difference.”

Not only do we have strong opinions on masks but also certain struggles.

Kambrey said “I can’t breathe, and it’s hard to play sports. They are just irritating.”

Gould said, “It really depends on what I’m doing, but I’ve gotten used to wearing them in the time they have been recommended.”

I think we can all agree that masks aren’t the most enjoyable. Gould wanted to emphasize that he truly wishes things were different this year and said, “I’m very committed to keeping students and staff as safe as possible, and masks are one of the tools that help me do that.”

Earlier this month we celebrated at two events: The Succeeds Prize and the Power of Partnerships. Both events were celebrations of the Clear Creek community, specifically the local volunteers, businesses, nonprofit organizations and leaders who are partnering with Clear Creek School District in numerous ways to reimagine and redesign learning.

How does this look in school? Ideas from our community partners are coming to life! In addition to the Project Bike Tech class in which students can earn industry certifications, we have added a Home Maintenance class, another opportunity to earn industry certifications.

Because CCSD is part of the Innovative Learning Opportunities Program, students can participate in workbased learning such as internships, apprenticeships, job shadows and other outside-the-classroom careerconnected activities, and in some cases earn college credit.

new park, saying it’d be a place for Clear Creek’s young and young-atheart to hang out. The petition has received more than 900 signatures thus far.

Supporters have formed a group called the Skate BOARD and has asked the Clear Creek School District to build a skate park on the Building 103 property.

According to CCMRD General Manager Cameron Marlin, whether and how that happens might depend on whether voters approved the school district’s $33 million bond in Tuesday’s election. As of the Courant’s print deadline on Monday, the results of the election were unknown.

CCMRD and Skate BOARD are scheduled to hold a work session with the school district on Nov. 11, Marlin said, and Nov. 22 marks the grant applications for Great Outdoors Colorado. Marlin anticipated applying for those grant dollars and said money from an online fundraising campaign could be used to match any grants.

Marlin said her district wants to start construction next spring.

While she realized this is a very aggressive timeline, she said the project is much-needed as it would fit programming for the rec district, Mountain Youth Network and the school district.

‘It’s for everybody’ Skateboarding has increased greatly in popularity recently, Goll said, thanks in part to its recent debut at the Tokyo Olympics. Many of the medalists were teenagers, including 12- and 13-year-olds.

Becoming an Olympic sport has given skateboarding a larger platform and worldwide recognition, Goll said. Plus, it’s not only helped attract new skateboarders, but a lot of older ones are picking it up again, he continued.

Georgetown’s Braden Combrink started skating two years ago and has mostly been using the George-

town skate park. While he appreciates the proximity, he said it doesn’t have a lot of features.

Arvada and Golden both have excellent skate parks, Combrink and fellow teen Ayden Mellon said.

Mellon said Arvada’s park is big but requires a little more experience. Golden’s has lot of nice features, though, and he hoped Idaho Springs’ new skate park would be similar. He said he’d like to see stair sets, rails, drop-offs, ramps and slanted ledges called hubbas.

Mellon, who lives in Lawson, emphasized that skateboarding is something people of any age can do, from very young children to adults.

The real key to skateboarding, he described, is mentality and not being afraid to try something new.

“It’s for everybody,” he continued.

“You don’t even have to do tricks; you can just skate.”

Senior Night Special Clear Creek football ends season with first win in new stadium

The Clear Creek football team gave its seven seniors the best early graduation present ever — a win.

And, not just any win, but the team’s first win in the new Golddigger Stadium.

Clear Creek sent its 16 poms, band and football seniors out in style Friday night, beating Jefferson 32-7 in the Golddiggers’ final game of the season.

As poignant as the victory was for them, Clear Creek seniors said it’s even more important for future generations who will build on the foundation they’ve left behind.

“We played our hearts out tonight,” senior center/defensive end Jett Baker said. “I think we left a great last game to set up future Golddigger football.”

Coach Danion Baca felt similarly, saying that Friday night’s win marks the first step for the younger players to get the program going.

Given how enthusiastic and dedicated the freshmen and sophomores are now, Baca said he believes the Golddiggers will only get better.

“It’s been a rough season,” Baca continued. “ … (The players) really wanted this win. They wanted to get one before the end. They wanted to

go out on top.” `One before the end’ The Golddiggers’ offense came out swinging Friday night, putting up six points in the first few seconds of play. Quarterback Bode Baker, who was substituting for injured senior quarterback Michael Hillman, threw a long pass to Kamron Brewer for the first touchdown of the night.

A few minutes later, the Saints returned the favor and got the pointafter-touchdown for good measure.

The score was now 7-6 with a small Jefferson lead.

On the kickoff, though, Bode Baker received it and ran almost the entire field for a touchdown.

The two-point conversion failed, but Clear Creek now had a 12-7 lead and the momentum.

The second quarter evolved into a battle of the defenses. At one point, Clear Creek was within scoring distance, but was kept at bay and turned the ball over on downs.

Likewise, the Saints also had their

chance to score, but the Golddiggers’ red zone defense forced a field goal, which failed.

With 1:30 left in the first half, Clear Creek recovered a Jefferson fumble.

On third down, Bode Baker threw it into traffic and the Saints nearly intercepted it and forced a punt on the next play.

Clear Creek XC teams place 12th, 15th at state

The running Golddiggers had tough competition in Colorado Springs this weekend.

Clear Creek’s girls and boys cross country teams placed 12th and 15th, respectively, at Saturday’s 2A state meet.

Faith Ramsey, a Gilpin County student who runs with the Clear Creek team, placed 15th among 2A girls with a time of 21:32. Clear Creek’s Annika McKown placed 22nd; Bell Sleeper, 100th, Sharlynne McKown, 106th; Autumn Lucy, 124th; and Cara North, 128th.

According to assistant coach Ben Mahoney, after Clear Creek narrowly qualified for state at the regional meet, the teams finished much better than expected on Saturday.

Everyone ran their hearts out, he said, and they’re hungry for more time at state and more success next season.

The second half was all Clear Creek, although several plays — including a touchdown by Bode Baker and another by senior Sean Mauracher — were walked back because of penalties.

There were also three separate physical confrontations between the Saints and Golddiggers, with both

sides being called for personal fouls and at least one Jefferson player being ejected.

Mauracher said the officiating frustrated him all night, especially his touchdown being discounted.

However, he was glad Clear Creek mostly kept its cool and ultimately came away with the W. “Getting a win like that was actually hard work,” he continued. “We had to play every single play.”

to study biology, commented that he was grateful to play one last game and to finish his football career on a high note.

“I’m just so pumped about it all,” he said.

Mauracher, who’s also undecided about playing football in college, said he’s looking forward to making a highlight reel of his final game. He said it’ll probably include his touchdown and a first-quarter play where he “got yards out of nothing.”

“I was dancing around out there,” Mauracher continued. “ … For the first time ever in varsity, dancing

around does something for me.”

After playing football in middle school and high school, Mauracher was amazed at how quickly time passed. Realizing he won’t play high school football anymore was emotional, Mauracher said, but he was thankful he spent his final season with this group of players.

“If I could tell my seniors anything, it’d be that I’m proud of them and I love all of them,” Mauracher continued. “I’m so grateful that they stayed by my side this entire year.”

With a reputation of being stubborn, pack burro racers will tell you that donkeys are much more than hard (headed) asses.

The sport of pack burro racing originated in Colorado as a remnant of the mining age when workers needed an animal to carry their wares.

started bringing along a donkey to carry his things. Before he knew it, he started running them.

Many racers, including Lee, think the donkeys enjoy having a job to perform.

“They get used to doing different things,” he said. “I just think they are really a lot happier interacting with humans and having a job, so to speak.”

Lee rents his donkeys for others to use in racing so he can offset their cost. He says keeping any type of animal is not necessarily cheap.

Michelle Hancock has been a runner her whole life. When she discovered pack burro racing, she was hooked: adopting several donkeys and moving to Evergreen.

She points out that in some ways, donkeys uphold their stubborn stereotype.

“Sometimes the donkey will run really fast; sometimes it won’t run at all.”

dedicate a lot of her summer to pack burro racing.

“It’s like the highlight of my summer. It’s what I look forward to,” she said.

Pack burro races can range from 5 to 29 miles, and often take place on trails in the mountains and in other states. The season generally runs from May until early fall.

Linda and Lyn Drain run a Facebook page called Burro Buddies, and they offer burro training, boarding and rentals. Linda says they got into the rental side of things because of the size of their herd.

“We have our own burros that we race, but because we have such a large herd we let people borrow them,” she explained.

Linda and her husband have been

avid racers since they joined the sport in 2017. They have only missed one race (and they missed it for a different race), and Lyn recently won first place in a race in Arizona.

Linda regards her donkeys as more than animals doing a job. She calls them her teammates and her family.

Many owners work with their donkeys outside of racing, including them in weddings, nursing home visits, costume dress up and more.

When the love of animals coincides with the fun of sport, it seems to produce a group of dedicated people, Hancock said.

“The community of pack burro racing is really incredible,” Hancock said, and the passion behind these athletes’ words speaks to that.

Halloween is a great time of year,

Cole described, because students get to wear costumes at school and eat candy.

“I like that it’s scary,” he said.

Fellow first-grader Aria Altman donned a rainbow-themed Pegasus outfit this year. Her previous costumes have included a ladybug, lamb, Elsa from “Frozen,” and — last year’s attire — a pumpkin.

Aria said she liked the ladybug costume the best, because she thinks ladybugs are cute but doesn’t see them very often.

Halloween weekend plans included decorating her home’s walkway with lights, making pumpkin pie and eating lots of candy, Aria continued.

Ava and Caroline said they were looking forward to trick-or-treating with their parents on Halloween night. They’ve done the school’s Halloween parade and candy launch before, and it’s not quite as fun as trick-or-treating with their families.

Councilman Bob Bowland said the park’s previous horseshoe pits saw a lot of use over the years, and he felt new ones would be “money well-spent.”

Breece has been a city employee for more than 20 years and served as the city’s elected clerk and treasurer for nine years during that time.

During the Oct. 25 City Council meeting, her colleagues marked her retirement with a proclamation, and thanked her for her time serving as a link between the residents and city government.

Wonder Martell, the city’s new deputy clerk, thanked Breece for all

her guidance and support. Martell will be taking up most of the duties once held by the elected clerk, which the City Council decided on earlier this year.

Breece was up for reelection as clerk and treasurer on the Nov. 2 ballot, and said that regardless of the election’s outcome, she will still be involved in Idaho Springs.

Her time in city government, she said, has been quite a ride.

“You can often get the right type of person and then you train them for the position,” Marsh continued.

“Smaller departments have always tried to get certified people, so they don’t have to bear the cost of the training. … We really need to be creative and try different approaches for recruitment and retention, particularly in police department.”

The other worrying aspect of this situation, he described, is the complete lack of job applicants.

Along with recent bad press, Buseck said low pay is also likely a factor.

ISPD officers are required to buy their own gear when they join the department, which he said is unusual and not best practice. Idaho Springs also seems to pay less than departments of similar sizes, so a 10% raise would put it “in the ballpark with other agencies,” he said.

Buseck outlined a 10% raise for ISPD officers among his recommendations for the city’s 2022 budget.

Councilman Scott Pennell suggested implementing a partial pay raise now would help with retention. His colleagues agreed, with Councilman Bob Bowland describing the situation as “a crisis or borderline

Marsh clarified on Oct. 28 that staff is still determining how much more of a raise ISPD officers will see starting Jan. 1. A 2022 raise and Buseck’s other budget recommendations, he said, are still being evaluated and will need to be approved by

Many smaller police departments across Colorado are having a difficult time hiring and retaining officers, City Administrator Andy Marsh pointed out. So, hiring someone and then sending them to the law enforcement academy might be a tactic worth trying.

Letting it fly Archers find their own aims, outlets on indoor ranges

Archery is more than how Katniss Everdeen won the Hunger Games.

It’s whatever the archer wants it to be — a friendly competition; a therapeutic outlet for one’s frustration; a challenging, physical exercise; a mental game; a way to hunt; a way to make friends; a discipline; a skill; a sport; and much more.

Littleton-area resident Adrian Evangelista said shooting every day at Bear Creek Archery, in unincorporated Arapahoe County near Englewood, is a way to get out of the house. “(Archery) teaches you how to manage your frustration … and learn from your mistakes,” he said. “ … Life could be boring without sports.”

As the weather turns colder and the days get shorter, many archers have moved indoors for target-shooting and tournament season, which runs until March.

Archery in general has become more mainstream in recent years, and its popularity has grown during the pandemic because it’s a “COVID friendly” activity, Bear Creek Archery owner Dave Marsh said.

Kevin Lewis, who owns Quick Draw Archery in Highlands Ranch, said the sport usually sees an uptick in interest after the Summer Olympics. But, Hollywood is also responsible for archery’s increasing popularity, especially among girls.

After 2012’s “The Hunger Games” movie came out, Lewis said everybody wanted to be like Katniss. He also wondered whether Disney’s upcoming “Hawkeye” TV show will likewise generate interest in the sport.

Evangelista, who started archery in 2013, recommended people give it a shot at least once, saying, “If you like it, you like it.”

Setting their sights on indoor competitions This time of year, Lewis said indoor ranges see a mix of people doing it for fun, children learning the sport, and archers practicing for tournaments.

For a serious archer, he said, indoor and outdoor archery are two completely different games. There are more options outdoors, including hunting and 3D target courses; but indoor has its own world of events and specialists too, Lewis explained.

Conifer-area resident Dave Cenedella said he and his wife plan to compete in the Thursday night league at Bear Creek Archery.

Cenedella, who’s been practicing archery for six years, said he enjoys bow-hunting and shooting in his backyard range. Like rifle-shooting, archery requires self-reliance, he continued, but it doesn’t impact one’s hearing like rifle-shooting does.

“It’s super-challenging,” Cenedella said of archery. “There are so many variables, and you have to do every-

thing the same way every time.”

Right now, Colorado’s best archers are preparing for this February’s Vegas Shoot, the annual indoor “Super Bowl of archery” in Las Vegas.

Castle Rock’s Chris Treloar, a staff shooter at Quick Draw Archery, said the tournament world is a lot of fun.

He’s competed in indoor and outdoor competitions, winning several across Colorado.

Treloar also enjoys the ritualistic side of archery. The state has a huge archery community, with lots of shops and organizations, so there’s something going on every night, he said.

Fellow staff shooter Rick Typher, who lives in Highlands Ranch, appreciates how archery is therapeutic and a mental game, stating, “It’s a battle against yourself.”

Un-bow-lievable fun Whether archers only recently started shooting or have been practicing it for years, local indoor ranges have something for everyone, including private lessons and classes for all experience levels.

but harder to hold, local professional archer Steve Marsh explained.

Meanwhile, compound bows are individualized and end up being harder to draw but easier to hold, he said.

“You can’t expect to master (archery) overnight,” he said.

Marsh, who works at Bear Creek Archery and shoots for the Matthews Archery team, described how he started archery at age 8 but didn’t become proficient until he was 20.

Littleton’s Ben Hartford and his son Nathan, 14, started archery earlier this fall. Ben used to do it at camp, and revisited it when his cousin gifted him a bow. Since then, he and Nathan have been practicing how to sight their targets.

“It’s a skill,” Hartford continued.

“The more you do it, the better you

get.”

Isaac Smith, a college student from Highlands Ranch, started five or six years ago and described it a fun hobby that he revisits whenever he can. He enjoys both indoor and outdoor archery, and likes setting up makeshift ranges whenever he goes camping.

“It can be relaxing if you don’t stress about it,” he said.

Madison Myles, who lives in the Parker area and started archery when she was 10, also has an outdoor range at home and tries to shoot at least once a week.

“I like the joy of it — the adrenaline rush,” she said. “It’s fun. Just try it out.”

Resilience1220 gets office space in Bergen Park Therapists offer counseling, groups to kids 12-20

In May, the CEO of Children’s Hospital Colorado declared a state of emergency in youth mental health, and a group based in Evergreen is helping by working with kids 12-20.

Resilience1220, which has offered free individual and group counseling for kids in Evergreen and surrounding areas since May 2019, has just moved into space next to Buchanan Rec Center in Bergen Park. The new location includes two large rooms for individual or group counseling and meetings, and being next to the recreation center makes it ideal for kids.

“We are so excited for our new space. We got a donated foosball table,” said Heather Aberg, Resilience1220’s founder and executive director.

The program hosts 35 therapists with different therapy styles and offers 10 free sessions to kids.

“We really try to focus on highrisk kids,” Aberg said, adding that therapists are seeing more acute cases thanks to the pandemic. A hallmark of the program is that counselors travel to clients.

“That is one of our cornerstones,”

“So many kids right now are struggling,” Haag said. “They just don’t have the capacity to see them as conclusively as they want to.”

“It’s a great way to meet the dogs,” she said. “It’s a fun 5k for all the community and their dogs!”

Sixteen-year-old Rhys Hanson from Conifer High kept his lead and took first in the race.

“It was awesome,” he said. “It hurt, but it was awesome!”

Hanson started running 1.5 years ago and is on the cross country and track teams at Conifer High. He said he liked the pressure of a competi-

tor behind him because it drove him to run faster. This is the first race Hanson has ever won. He planned to spend the rest of his day meeting up with friends and trick-or-treating.

After the race, participants enjoyed snacks and hot drinks while checking out vendor booths or chatting with members of Evergreen Fire/Rescue.

Even the dogs seemed to be checking out each other’s costumes, proving that the Halloween spirit does not discriminate based on breed.

Legislature eyes tax hike for short-term rentals Plan would help fund schools, fire departments, say sponsors

Property taxes on short-term rental properties in Colorado would more than triple under a bill drafted by state lawmakers that comes as communities from Durango to Denver grapple with surging numbers of vacation rentals.

The proposal would tax vacation homes like hotels and motels, which are subject to a higher assessment, on the days they are being rented and deliver the extra revenue to public schools, fire departments, libraries and other districts that rely on property taxes.

State Sen. Chris Hansen, a Denver Democrat who sits on the powerful Joint Budget Committee and is leading the push for the legislation, said the idea is to boost revenue for local communities.

“There’s a really strong need for us to stabilize our property tax system and increase our local share,” said Hansen, referring to the rising education funding burden on the state budget. “If this is something we don’t get ahead of, it’s going to spiral out of control for the state.”

The draft bill comes amid broader conversations around short-term rentals in western Colorado. Town councils and county commissioners see limits and increased fees on properties rented through sites like Airbnb and VRBO as a way to ease a critical lack of affordable housing that is triggering a labor shortage.

In mountain communities, many think short-term rentals have already spiraled out of control. Many of them are cracking down on shortterm rentals as new residents buy homes for record prices and more owners convert long-term rentals for local workers into vacation homes offered to travelers.

“It’s constantly being talked about.

Every local government is hearing the same thing: These are really impacting our communities, our neighborhoods and our quality of life,” said Jon Stavney, the executive director of the Northwest Colorado Council of Governments.

Voters in Avon, Crested Butte, Leadville and Ouray will consider ballot questions that increase taxes on short-term rentals. Telluride voters have two ballot questions that impose caps on vacation rentals.

Councils and commissioners in several other communities have stalled or capped the flow of permits for vacation homes. (Check back with The Sun next week to read a roundup of short-term rental ballot issues and ordinances in local elections on the Western Slope.)

The new draft state legislation, which was developed this month from discussions in the General Assembly’s Legislative Oversight Committee Concerning Tax Policy and Task Force, would work like this: If a home is rented as a short-term rental for more than 30 days a year, the owner must pay the lodging property tax rate for each rental day instead of the much lower single-

family property tax rate. In other words, if a property is rented out as a short-term rental for 45 days, the owner must pay a commercial property tax rate on those 45 days in a year and the single-family property tax rate on the remaining 320 days.

A temporary reduction in the 29% commercial property tax assessment rate approved by lawmakers this year through Senate Bill 293 dropped the lodging property tax assessment rate to 26.4% for tax years 2022 and 2023 from 29%. Proposition 120, on the November ballot, would make that reduction permanent if it’s approved by voters.

The single-family property tax assessment rate is 6.9% for the next two tax years under Senate Bill 293.

Lawmakers will then decide whether to continue the reduction or reinstate the 7.15% assessment rate.

The assessment rate works like this: If property’s fair-market value is $1 million, its assessed value for purposes of taxation would be $264,000 if it’s considered a commercial property. If it is considered a residential property, its assessed value would be $69,000.

The higher the assessed value, the more taxes the property owner pays.

The policy change is really targeted at second homeowners and investment property owners. The 30-day threshold is considered a protection for owners who only occasionally rent their homes.

“You don’t want to create a bunch of overhead for somebody who is renting it occasionally,” Hansen said.

Still, Hansen is open to changing the threshold for when homeowners would have to start paying lodging property taxes on rental days.

“I’m not stuck on 30,” he said. “It’s

just sort of the opening gambit.”

Mark Chapin, Eagle County’s assessor and the co-chair of the Colorado Assessors Association’s legislative committee, is working with Hansen on how best to draw a line between investors who rent for returns versus owners who rent occasionally to offset costs.

Chapin worries that assessors in smaller communities will have a difficult time tracking down owners of vacation homes and then valuing their properties based on the number of days it rented to vacationers.

“It depends on the scope of the legislation and what the legislature is trying to capture,” Chapin said.

“If they are saying all short-term rentals need to be valued and placed on the tax roll … that is not daunting but it certainly would require more employees.”

But if lawmakers focus only on properties that are used exclusively for short-term rentals, Chapin said, “that changes that game.”

The focus for assessors in mountain communities is to help communities address long-term housing for workers as well as “treating everyone fairly and equitably,” Chapin said.

“Sen. Hansen’s concern is, from a real property valuation standpoint, that the short-term rental is the same as a hotel and motel, so their tax should be based on a higher assessment rate,” Chapin said.

Colorado Springs has one of Colorado’s most robust short-term rental markets. There are many investment companies that are acquiring and renting homes. Schleiker sees big differences between owners of short-term rental properties in urban counties on the Front Range and vacation homeowners in resort-area communities.

He wonders if a statewide policy on short-term rentals would work for both urban and rural communities.

Schleiker, who also serves on the board of the Colorado Assessors Association and was named Colorado Assessor of the Year in 2019, sees some challenges in switching shortterm rentals over to commercial property tax assessment.

First, Schleiker pointed to the hundreds, if not thousands, of El Paso County’s military veterans and personnel who have mortgages through the Veterans Administration. They could have their note called if their homes are assessed as commercial properties, he said.

Other lenders might also have issues with owners of residential homes being assessed at commercial rates, he said.

“That has already happened twice with two property owners … who converted a portion of their home to rent on Airbnb,” he said. (Those owners were refinancing, Schleiker said, and the appraisal report noted the rental operation, which alerted the Veterans Administration lender to a potential violation of their residential mortgage terms.)

Schleiker also worries that utilities and insurance providers may change their rates for homeowners whose properties are assessed as commercial.

down the road at the ramifications.

I see more cons than pros, but I understand the purpose.”

Schleiker has an idea he thinks could work better. Why not create a new assessment for lodging properties, both hotels and short-term rentals, that falls somewhere between today’s commercial and residential rates? Senate Bill 293 set the model, Schleiker said, by carving out new property tax subcategories for multi-family homes and agricultural and renewable energy properties.

“If I have an opportunity to sit down with the governor or testify on this bill, I will be very vocal with my concerns,” Schleiker said. “Maybe

there’s some middle ground with an assessment between commercial and residential for short-term rental properties offering lodging like a hotel and motel,” Schleiker said.

The Legislative Oversight Committee Concerning Tax Policy and Task Force voted 5-1 last month to draft the legislation. The lone “no” vote came from Rep. Dan Woog, an Erie Republican.

“I just think that’s a local control issue,” Woog said. “I just don’t think the state legislature needs to come in and create some blanket policy.”

Besides his big-government concerns, Woog also worried the policy change would result in higher prices for consumers.

That’s exactly the point, Hansen said.

“It’s essentially a passthrough,” he said. “If you have a lack of tax par-

ity, you’re basically creating a tax subsidy for a lodging property and you get unintended consequences.”

Hansen also brushed off concerns about keeping tabs on how many days a property is rented out. “We’re obviously counting on the taxpayer to correctly report and remit, just as we do every other part of the tax system.”

This is not the first time a Colorado lawmaker has tried to shift vacation rentals over to commercial taxation. In 2020, state Sen. Bob Gardner, a Colorado Springs Republican, introduced a similar piece of legislation. It was rejected, but not before creating an uproar among resort-town real estate brokers and short-term rental owners in the state.

Gardner said he was just trying to start a conversation about the tax

parity issue.

Hansen is fully cognizant that his legislation is likely to prompt as much feedback as an Airbnb listing that makes false promises.

“I think there’s a very loud group that owns second homes that would like not to pay appropriate property tax,” he said. “I get that. We as the legislature have a larger responsibility to have a sustainable funding mechanism for schools.”

By Elisabeth Pendley Elisabeth Pendley has written a memoir about her time as a thirdgrade teacher in a newly integrated school in the South, looking back at school conditions in the late 1960s.

“I had many (students) who read below a thirdgrade level, many who could not add or subtract, and four who were completely not literate,” she said of her teaching experience.

Leaves to treasure

Memories of times and places from my childhood flood my mind this time of year whenever I toss on a light jacket and grab a rake. I remember jumping in piles of newly raked leaves on a Saturday morning, and the smell of burning them by the curb at day’s end. It was legal to do that then, even in the city.

I also recall sitting on the front porch with my friends, weaving colorful leaves into crowns just as we had done with dandelions and daisies the previous spring.
