When the scenic byway reopened for vehicle traffic on June 4, the U.S. Forest Service and its partners instituted a timed-entry reservation system for those parking in any fee areas between 8 a.m. and 6:30 p.m.

John “Jack” Herman 1/1/1937 - 7/18/2021

On Sunday, July 18, 2021, John “Jack” Herman passed away at his home in Clear Creek County at the age of 84.

He was born January 1, 1937, in Java, South Dakota. He married Bernice Huber in 1957 and together they had four daughters. Jack worked all of his adult life in road construction and moved his family to Colorado in 1969. He was a hard working man and took great pride in any job that he did. Jack liked the challenge of things mechanical and could successfully improvise most anything he needed. He was a family man and loved

teasing the children whether they were his grandchildren, who adored him, or the neighborhood children. Jack liked tinkering around the house, spending time with his family and fishing. He is survived by his wife Bernice Herman, three daughters Jackie Wall, Mary Spires, spouse Tracy Spires, Crystal Miller, spouse Chris Miller, 9 grandchildren and 17 great grandchildren.

He was laid to rest on July 27, 2021. He will be greatly missed. Thank you to everyone who joined the family to celebrate his life.

Beloved Little Free Library changes hands, will be sticking around

EVERGREEN, Colo. — Created during a time when we all had to be apart, a not-so-little Little Free Library has cemented its place in the Evergreen community.

Despite the ownership changing hands this summer, the neighborhood isn’t losing the place that brought them together in hard times.

Mary Ann O’Rouke bought the historic property in Evergreen’s Old Squaw Pass neighborhood about twoand-a-half years ago. On the property was a bigger house and a smaller cabin she estimates is about eight by 12 feet.

“The legend has it—I haven’t been able to verify—the house on the property was an old church for the community when the Civilian Conservation Corps was camping there and that the pastor lived in that little cabin,” said O’Rourke.

Purchased for the history behind it, O’Rourke always had the goal of creating something on the property to bring it into the 21st century version of the neighborhood. Last year when the pandemic started, she got her inspiration.

“When COVID hit and the libraries closed, the kids up here had nowhere to go and everyone was trying to figure how to keep a sense of community in spite of having to social distance,”O’Rourke told Rocky Mountain PBS in July 2020. “So I renovated it, worked on it, restored it, and turned it into a library.”

A big, Little Free Library in Evergreen has become an integral part of the community and will be staying open despite the property changing owners.

O’Rourke charted the library with the nonprofit organizationLittle Free Library. The idea behind it: take a book and leave a book, all for free. Most of the time the libraries are really small, about the size of a backpack. However, the organization doesn’t have any size limits, so this one can count.

Since opening the library last summer, O’Rourke said thelibrary has “thrived.”

The purchased or donated shelves that line the cabin walls are crammed with a variety books for all ages. But this little renovated cabin is so much more than a book exchange: it’s a place for connection.

“It’s really become an embedded part of the community really quickly.

People who have out-of-town guests that will be their first stop to bring them to see it,” said O’Rourke. “I’m like ‘Really? You want to show them the library?’”

Even with laughter and a bit of surprise in her voice, she knows this place is special, more than what you first see.

“It’s kind of got this good feeling... like somebody who cared, invested themselves in that little building and it carries through to this day,” said O’Rourke. “I think people gravitate to that.”

People also crave genuine interactions with others, especially in a mountain town during a pandemic.

O’Rourke said it could be weeks between seeing another person last year, so this library came at the perfect time.

“I know there is one neighborhood teenager who has been one of my best volunteers, and her mom told me it was her peaceful place to go when she just needed to get away,” explained O’Rourke. “That she could go and sit in there, lose herself in organizing the books and just get a little respite from the crazy world.”

The library has also made its way into the lives of the children in the area. There is a kids section of books, plus donated games and a “PokéStop.” That’s an interactive part of the mobile game, “Pokémon Go”, where kids can collect Pokémon as part of the gameplay.

This building also served as the place kids and families could come to celebrate Halloween last year when COVID-19 canceled the usual Halloween parade.

Moments like that were extra special for O’Rourke to see during the past year.

“My aunt had been an educator from the time she got out of college and was a huge advocate for children,” she said. “We dedicated the

library in her memory, and I think she would’ve been thrilled to see all of the kids there.”

While O’Rourke has loved everything this library has become, changes with her work meant she had to put the property on the market this summer. The news did not come easy to the neighborhood.

“The whole community, everyone had been so sad on Facebook saying, ‘Maybe you could find people who will keep the library going,’” said O’Rourke. “Sure enough, I think … fate and karma interceded.”

Pamela Ramadei had a very similar sentiment. She said it felt like the property went on the market at the perfect time, and it almost felt like she and her husband, Rich Jewett, were meant to own it.

“The neighborhood deserves that historic house and library, and we were just the people for that,” said Ramadei.

She said they took some time and debated whether to buy the property and that she worried her hesitation would cost her the place. But eventually, Ramadei and Jewett were able to put in a bid and it was accepted.

Now they are just getting things going with their new home, and Ramadei said they plan to keep the library going for the community.

They also plan to live part-time in the house on the property. The rest of the time they plan to rent the home out to visitors with hopes every guest walks away with more than a typical stay in the mountain town.

“We plan to put out historical information in the cabin to talk about it being a church during the Conservation Corps days,” said Ramadei. “We hope families come to fully enjoy the place.”

Whether it’s the new owners, the previous one, or the neighbors surrounding the Little Free Library, it’s has seemed to instill a feeling of community with every one who comes across it.

“I think it kind of restored my faith. As crazy as this world is getting and as angry and unhappy as so many people seem to be, if you opened your heart and tried to invite people in, there’s a need for that and they’ll come it and embrace it,” said O’Rourke. “The world is not all bad.

There are some really good people out there and they’re looking for a place to get together.”

Part of Saxon Mountain Road closed through Aug. 3

The county has closed a four-mile section of Saxon Mountain Road above Georgetown because of safety concerns.

The Board of County Commissioners approved a closure through Aug. 3, although officials said that it could be extended if necessary.

The road closure will be extend from the base in Georgetown until about four miles up, according to county staff. The Saxon Mountain summit and the communication towers atop it will still be accessible from alternate routes on the east side.

The commissioners asked for updates on the situation during its July 27 meeting.

During a July 20 meeting, Sheriff Rick Albers said that while he doesn’t take road closures lightly, he felt that between the increase in amateur 4x4 drivers and deteriorating road conditions, it should be closed until it could be made safer.

Albers initially recommended a 90-day closure, but 4x4 community members objected, saying it would effectively end Saxon Mountain’s 4x4 season several months early.

The commissioners seemed to agree that 90 days, even if it was rescinded early, was too lengthy at the outset.

Albers emphasized that he doesn’t take road closures lightly, and that he didn’t want to see this section

of Saxon Mountain Road closed permanently.

However, he pointed out that Clear Creek emergency personnel responded to a rollover accident on Saxon Mountain Road in early July, and that there was a fatal accident on the road about 10 years ago.

“It’ll never be a road, really; it’ll always be a four-wheel drive road,” he continued. “But, it can be made safer for the new driver going up there.”

Road & Bridge Director Karl Schell said his department, which is already short-staffed, didn’t have a formal plan yet on how to handle the safety issues.

During the meeting, members of local 4x4 groups offered to help, and the commissioners directed staff to work with them in evaluating how to improve the road conditions.

“I think we can have a much more informed conversation (in a few weeks) and come up with a strategy that people would feel more comfortable with,” Commissioner Sean Wood said, adding that he didn’t want the project to be on the backburner for several months.

Albers and 4x4 community members said much of the deterioration has been there for a while, but Albers emphasized that amateur drivers don’t know how to navigate those tricky spots. Plus, websites about local 4x4 routes describe the road as easy.

While it can be intimidating, he said, “That’s the thing that makes it great and special in the county.”

With a closure, he said he and his clients will have to choose other routes to descend from the top, which is doable but not ideal.

John Hegarty, an attorney representing Lawson Adventure Park, asked that the commissioners allow some time for the 4x4 groups to work with county staff on stabilizing the road, rather than closing it for the rest of the season.

J.D. Marshall, a 4x4 enthusiast who lives in Castle Rock but attended the July 20 meeting said there are five total rockslide areas along the road, and that some of these sections need work.

“There are definitely a few spots where it’s a little tight … but it’s nowhere near where I’ve seen some of the trails,” he said, arguing against a 90-day closure. “It just feels to me like a lot of this is public education and trail maintenance.”

Bright Students, Bright Halls Community helps Carlson Elementary’s new principal spruce up school

The 2021-22 school year will be one of one newness and freshness at Carlson Elementary. Not only does the school have a new principal, but some of its interior will have a new energy.

Principal Loraine Swartz said that, with the district shifting to a more experience-based learning model, she wanted to add a change in atmosphere to help reinforce that.

“My goal for our year is to focus on what makes learning wonderful,” she said on July 21, “and part of that is creating a space that feels bright and cheerful.”

So, Swartz and her colleagues from the Carlson PTA sent up the proverbial Bat-Signal and asked for volunteers to help with painting and other projects around the school on July 17.

About 25 students, parents, teachers, and community members spent most of their Saturday working on a dozen projects around the school.

The bigger projects were striping off wallpaper, putting on fresh coats of paint, and taking old computer lab tables out of the library.

Swartz and other volunteers brought snacks, the PTA provided lunch, and many were playing music in their work areas throughout the day.

“It was one of those good Clear Creek days,” PTA President Kelly Flenniken, who was among the volunteers, said on July 22. “ … Everyone was really happy to be together.”

Flenniken and her husband spent much of the day repainting a section of the library, with their kids coming and going from the new playground. When they left, they got to see just how much progress everyone else had made on their projects in such a short time.

Swartz commented: “It was community-building. It was beautiful. It felt joyful and happy.”

to host another volunteer day.

However, she and Flenniken both wanted to invite the entire community to Carlson’s Back to School Night from 4-6 p.m. on Aug. 12. The event will be an opportunity to showcase all the changes around the school and thank the community for its help with the new playground, Swartz explained.

Flenniken believed that everyone, but especially students, will be surprised and happy to see all the changes. She also described it as “a great way to start a new school year.”

Flenniken clarified that, while the PTA helped support and promote the event, it was really Swartz’s idea and vision.

“She gives a lot of time above and beyond,” Flenniken said of Swartz.

Explaining a $33 million bond proposal School district officials answer voters’ questions

Clear Creek residents asked a host of questions at community meetings in the last two weeks to get a better understanding of the condition of Clear Creek School District buildings and of the $33 million bond the school board is considering putting on the November ballot.

A handful of people attended each of the school board’s meetings at its schools. Some asked about why the former middle school in Idaho Springs — known as Building 103 — would be the better choice for an elementary school, what the district was planning for its bus maintenance facility once the current property is sold and how the district will increase enrollment if it gets the bond funding to improve buildings.

District officials say maintenance at the four buildings has been postponed for years, leading to millions of dollars in necessary repairs. In addition, Carlson Elementary, which is 83 years old, is not as safe as it could be because of its location, and there’s no place for a parking drop-off location for parents.

If the district received a $33

million bond, officials have said it would likely be spent in this way: • $1.25 million at King-Murphy Elementary School for pre-kindergarten room expansion, gymnasium floor renovation, security improvements, exterior repairs and more; • $500,000 at the middle/high school for athletic field lights, gymnasium floor improvements and security improvements; • $750,000 at Georgetown Community School to finish roof replacement, exterior and interior improvements, and a commercial kitchen so the school can offer a hot breakfast and lunch program.

• $28.5 million to renovate Building 103 into an elementary school.

Property taxpayers would pay an additional $36 per $100,000 of home value, and commercial property taxpayers would pay $100 per $100,000 of commercial property value if voters approve the measure. The bond would be repaid in 25 years.

Superintendent Karen Quanbeck noted that the last time voters approved a property-tax increase for buildings was in 1999 to pay for the Floyd Hill school building. The bond approved by voters in 2018 did not increase property taxes; it continued the Floyd Hill bond property-tax payments for an additional five years to pay for buses, elementary school playgrounds, the CCHS athletic field and more.

The school board will decide at

its Aug. 17 meeting whether to put the new bond on the November ballot. The board meets at 6 p.m.

Carlson vs. Building 103 questions • “When the high school was built, they said, `Build it, and (students) will come.’ But they didn’t. Why will the new elementary school be any different?” an attendee at the King-Murphy Elementary School meeting asked.

Quanbeck said there was no guarantee that improving schools would increase enrollment, which is at about 650. Clear Creek’s enrollment has been declining for more than a decade, and she noted that 200 students who live in the county attend schools in neighboring districts.

She said the county’s aging population, hot real estate market and competing school districts factor into enrollment. However, she noted that students attending school here deserve inspiring buildings that help them learn.

• Quanbeck said there was no plan to consolidate elementary schools both because the district believed in neighborhood schools and because the county is so spread out, youngsters would be on buses a long time to get to a consolidated school.

Instead, she said Building 103 could become much more in addition to an elementary school if it is renovated. District officials dis-

cuss infant and toddler care, how the top floor’s theater and music rooms could be used by a community theater group, college classes and more — all with separate entrances for school safety.

“What we know now is Building 103 has amazing potential,” Quanbeck said. “It’s an amazing location tucked into the mountainside.”

However, if the district renovates Building 103, the remainder of the building would not be renter ready, though the asbestos abatement would be complete in the entire building, she said.

• The new Carlson playground was designed so it can be moved to Building 103.

• Quanbeck said the district would look into the cost to demolish Building 103 including the $2 million for asbestos abatement so it could potentially sell an empty lot, with a member of the audience wondering if that would be better for the district. That would mean remodeling Carlson Elementary.

“As we think about education and experiential learning, a building tucked in the mountains is a better decision than surrounded by a gas station,” school board member Kelly Flenniken said.

“We don’t believe renovating Carlson, which was built in the 1930s, is the most fiscally responsible decision.”

Legislature accomplishes a lot in last session Are Democrats too “woke”? Are we out of touch and elitist? Are we out to destroy the country?

Yes, if you believe some commentators. No, if you take a look at what Democrats have done with the majorities they have in Congress and in state and county government.

Members of my party worked tirelessly to address the crises we faced earlier this year — the pandemic, the subsequent economic downturn, racial and economic inequality, the consequences of climate change, and political polarization. They focused on solving problems that affect every one of us.

At every level of government, elected officials made it easy for us to get vaccinated; they helped businesses and arts organizations survive; they provided aid to those most impacted by the economic downturn; they sought to make our justice system more humane; and they freed up millions of dollars for fire mitigation efforts.

The Colorado legislature, which convened Jan. 13 and then adjourned for six weeks because of COVID, did a remarkable amount of work before closing out the session in early June. It dealt with Colorado’s most urgent needs in a big way.

Then members took on long-standing issues like the high cost of health care, transportation funding and school finance. Their goal was to Build Back Stronger and in doing so, lay the groundwork for a better future for all Columnist Coloradans.

I can’t do justice to 600-plus bills in 600 words, but laws were passed that will: • Redirect the mission of the Public Utilities Commission to support the transition to renewable energy and meet greenhouse gas reduction goals’ • Cut down on plastic pollution; • Increase per-pupil funding for K-12 schools and make the formula that governs the state’s share of funding more equitable; • Address COVID-related learning loss; • Improve civics education and media literacy; • Increase child care options and improve early childhood education; • Reduce the cost of health insurance and prescription drugs, includ-

ing insulin; • Expand mental and behavioral health services; • Raise more than $5 billion in the next 1 years to address long-overdue improvements to our transportation infrastructure; • Create an Office of Gun Violence Prevention and strengthen gun safety laws; • Increase programs and funding for affordable housing; • Grant more rights to tenants to help reduce the threat of eviction; • Improve outcomes for juvenile offenders; • Eliminate the statute of limitations for sexual assault; • Support successful re-entry for those released from prison; • Revise the income tax code to make it less burdensome for the middle class; • Promote rural economic development; and • Invest in programs to “upskill” the workforce.

Sen. Tammy Story and Rep. Lisa Cutter worked with their colleagues on both sides of the aisle to make all this happen. It’s a source of pride that 94% of the bills passed in this session had bipartisan support.

Tammy and Lisa serve their

constituents well by focusing on what we care about the most — the environment, education and the economy. Tammy volunteered with Jeffco schools for years before running for office and has invested much of her time at the Capitol on issues related to children and public education.

Lisa, a communications professional, has been the force behind bills to support the teaching of media literacy in this era of misinformation and alternative facts.

Both have kept fire mitigation and forest health high on their list of priorities.

Our Democratic elected officials strive to make sure Colorado has a sustainable economy, a comprehensive educational system, and a healthy environment — exactly what they were elected to do.

Linda Rockwell moved to Evergreen with her family in 1982. She got involved in local land-use issues in 1984 and in the Democratic Party a few years later. She served as chair of the Jeffco Democrats from 1993 to 1997.

Good government and principled politics remain her passion.

The iconic honeybee is originally from Europe.

Honeybees are deployed to pollinate commercial agriculture crops across the country.

Bees Have Some Real Problems: Bees have common challenges like habitat loss from human development, erratic weather patterns due to climate change, and the pervasiveness of chemicals and pesticides in the ecosystem, according to Lisa Mason, an entomologist who runs CSU’s Native

Bee Watch Community Science Program extension in Arapahoe County.

“It also has a fearsome but tiny foe — the Varroa mite. That’s a parasitic insect that can ultimately cause the death of the colony,” Mason said. “The Christy Greene mites feed on the bees, weakening their immune systems, and introduce other harmful pathogens into the hives while they’re at it.

Each year, honeybee colony loss overall can vary from 30 percent to 60 percent … or higher.”

Ted Ning is an Evergreen beekeeping advocate and organizes the Mountain Bee interest group of over 40 members.

He comments, “In Evergreen, we have additional stressors including rapid temperature changes, low forage in the Fall and Bears. Bears view our apiaries

with relish because of their high protein (brood) and high calorie (honey) source.”

Ning’s hives have been wiped out in two seasons because of bears. He states, “Fencing alone is not adequate.

Electric fences (7000 Volts) are recommended to create an adequate deterrent. Other ideas include strapping the hives, bear boards with nails, placing hives on decks and tree houses, but the primary deterrent is electricity 7000 Volts!”

Thinking outside the box, Kim and Rich Levine have devised a rope and pulley system for their hives. Living in Evergreen for many years, the Levine family is well aware of the gravity of allowing bears to feel welcome near human dwellings. Bears will find little to nosh at the Levine’s as not only are their hives out of reach but their trash is always inside their closed garage.

Some ingenuity and resources can create an environment in which bears can stay wild and bees can be safe.

Pooh concludes: “If everything is honey, and I am what I eat, I must be made of honey and life is very sweet.”

LETTER TO THE EDITOR Ready or Not, $33 Million School Bond I am all for a new elementary school at the Old Middle School on Highway 103 if it is done right. Traditionally, schools do preliminary architectural plans before the bond so the voters can see what they are buying, have input and estimate the cost. But they are not doing this on a $33 million bond.

Their costs are not substantiated and overblown for the uncertainty of not having architectural plans particularly with three different design alternatives. They started out with estimates of about $14 million to renovate Carlson, then got a facility assessment done showing $22 million to renovate the 83,000 sf Old Middle School, (I think they only need about half for a school) and now they are at $28 million for a new school, which could be a hybrid

partial demolition (which I made a rendering of) for around 100 students.

They would not give me information to substantiate the $28 million. Then about $5 million for repairs to other schools make the $33 million bond. Afterwards they can always say “Please let us keep the extra few $ million, it’s for the kids” The School District’s motto is “What is good for the School District is good for the community.” But they are not transparent or accountable. Please hold them accountable at their next meeting in August to vote on launching the bond. And if they are not now, teach them the consequences in the November bond and board member election.

Police Blotter: Crime Calls from July 12-18 Monday, July 12 — An Idaho Springs officer responded to a disturbance between two men in the 2600 block of Colorado Boulevard.

The officer found that a maintenance man and a tenant were arguing over music being too loud in one of the rooms. The officer was able to calm the situation down and the two men were separated for the rest of the day.

Monday, July 12 — An Idaho Springs officer was dispatched to 23rd Avenue to take a report of an assault that happened the night before. Officers have been unsuccessful in locating the suspect thus far, but efforts are ongoing.

Monday, July 12 — Georgetown police received a report of a disturbance in the 1500 block of Argentine Street. A person walked into a store and argued with an employee about a marijuana transaction. A warning was issued for violating state law.

Tuesday, July 13 — Georgetown police responded to a possible burglary in the 1500 block of High Street. The suspect vehicle was not at the residence, but was spotted later at a local hotel. The occupants were cleared of involvement in the possible burglary, but were issued

summonses for unrelated municipal code violations.

Wednesday, July 14 — The Sheriff’s Office took a suspicious-activity call from he Bakerville area at 3000 block of County Road 321. Someone reported finding animal bones.

Friday, July 16 — Empire police took a report of suspicious activity along eastbound Interstate 70 near mile marker 232. A person thought they were being followed, but it was apparently a case of mistaken identity.

Wednesday, July 14 — Georgetown police were dispatched to the 700 block of Taos Street for a criminal mischief report. A vehicle’s window had been broken by unknown means, but there was no other evidence of theft or trespassing. Police took a report of the incident.

Friday, July 16 — An Idaho Springs officer took a report at the police station from a woman reporting fraud. She stated she listed a $2,000 hospital bed for sale online and received a check from a buyer for $3,850. The buyer told her he wanted her to cash the check and use the extra money to buy a moving company. The woman became suspicious and contacted the police,

Friday, July 16 — The Sheriff’s Office took a report of theft in the 2600 block of County Road 308. A license plate had been stolen.

Saturday, July 17 — Idaho Springs officers responded to the 2400 block of Miner Street for reports of a man taking tools out of one vehicle and hitting them against another vehicle in an attempt to break in. Officers investigated and reportedly found the man was intoxicated and attempted to break into his girlfriend’s vehicle. Records showed an active protection order against him, saying he couldn’t consume alcohol. He was arrested on

suspicion of violating the protection order, criminal trespass and criminal mischief.

Saturday, July 17 — Empire police issued a warning for a large appliance being stored outside along East Park Avenue. The warning said the appliance should be removed or the property owner would receive a court summons. The owner advised police that he would remove the appliance.

Saturday, July 17 — Georgetown police observed several people on water vessels at Georgetown Lake reportedly consuming alcoholic beverages. When they returned to shore, an officer contacted them and issued summonses for the violations. One was taken into custody on suspicion of violating a protection order.

Sunday, July 18 — Empire police responded to a theft call along East Park Avenue, which was ultimately a civil dispute over a vehicle. The owner had loaned the vehicle to a friend for the weekend, but it hadn’t been returned at the proper time.

The owner wished to report the vehicle as stolen. It was returned the next day.

With games for kids, refreshments for adults — and ice cream.

Volunteers handed out ice cream treats to all attendees at the Community Appreciation Party called a community renewal and ice cream social on July 20 hosted by the Evergreen Park & Recreation District and the Evergreen Area Chamber of Commerce. While children played giant Jenga and Connect Four games outside the Evergreen Lake House, adults inside enjoyed refreshments and were invited to participate in a community-renewal event.

“Attendees can learn about what EPRD offers … get to see how nice the Lake House is and get free ice cream,” said EPRD board president Monty Estis, who quipped, “There’s not much better in life.”

Nancy Judge, Evergreen chamber president, added that in addition to the ice cream, representatives from

the Crystal Garden in downtown Evergreen asked attendees to release the negative from the past year and to set their positive intentions moving forward. They wrote their thoughts on paper hearts and at the end of the event, the hearts were ripped up to release the corresponding energy.

This was the first time in months that the Lake House was open to the public for an event. Parents said the party was a fun, family event as they watched their children enjoying the games.

“We’ve been (to the event) in the past, and it was fun,” said Signe Martin of Evergreen, whose daughter Sadie played Connect Four with friend Layla Beightel.

Debbie Jackson of Genesee said her family was canoeing the previous weekend when she heard about the Community Appreciation Party.

Her son Waylan and his friends Tyler Ritter and William Nelson were busy coloring masks.

Evergreen chamber volunteer Philip Levy said he enjoyed the Community Appreciation Party because it brings the community together.

“I love the community,” he said.

“Evergreen is so encompassing.”

NEWS Study focuses on bald eagle boom

Front Range corridor includes nests of birds once rare in the state

It’s no secret that the human population on Colorado’s Front Range is expanding. State officials predict that in the 10-year range from 2019 to 2029, Colorado will grow by more than 800,000 people, with about 87% of them settling in the Front Range.

More perplexing, however, is that another population is growing in that same densely populated urban corridor: bald eagles.

According to Colorado Parks and Wildlife (CPW), the whole state of Colorado had just three known bald eagle nests by the end of the 1970s.

Today, the state is home to more than 200 nests — some in “unconventional” locations, like the Front Range.

This could explain why people who frequent Denver’s City Park have become accustomed to seeing bald eagles in the area.

“We know that our population of eagles has increased in this area,” said Reesa Conrey, an avian researcher with CPW. “And we know that our population of humans is also increas-

ingly very rapidly.”

CPW is embarking on a four-year study to learn why these eagles — the national bird of the United States — are settling in urban areas that are often disrupted by construction and other human activity.

The U.S. Fish and Wildlife Service and the Bird Conservancy of the Rockies also are participating in the study, which will be the “most comprehensive bald eagle monitoring project ever done by CPW,” according to a news release.

According to CPW officials, Colorado’s eagle population declined in the mid-20th century due to human disturbance, loss of habitat, and DDT, a pesticide that poisoned the birds and made their egg shells extra thin.

The egg shells “often broke during incubation or otherwise failed to hatch,” according to the USFWS. DDT was banned in 1972, and the eagle population nationwide rebounded as a result to the point that in 2007, the iconic birds were removed from the endangered species list. (Eagles are still protected under both the Migratory Bird Treaty Act and the Bald and Golden Eagle Protection Act.) Despite all the development on the Front Range since the 1970s, the state has also made it an easier place to settle with the construction of reservoirs.

The first bald eagle nest in the Front Range was established in Barr Lake State Park in Adams County in 1986, Conrey said. Storms destroyed that

nest and six others over the course of many years, including a nest in 2021.

The eagles are currently rebuilding their nests at Barr Lake.

For this research project, CPW is using GPS transmitters to track the eagles in the northern Front Range.

According to CPW, “results from the monitoring effort will be used to model the bald eagle population trajectory and expected impacts of predicted future land use change.

Biologists will then make data-driven recommendations on minimizing and mitigating disturbances of the bald eagle’s environment essential to its survival.”

Researchers hope the data will help them identify ways to preserve and develop ideal eagle habitat in urban areas as well as better understand the birds’ tolerance to human activity.

Conrey said she also hopes the results will help the state give “better recommendations to developers, consultants [and] the general public to make sure that eagles are being managed properly and will continue to be successful here.”

Colorado violates EPA ozone standards again Business groups cheer weakening of draft commuting limits

On the same day environmental groups called out Colorado officials for missing a key EPA deadline to clean up ozone pollution violations widely attributed to driving, business groups declared victory in weakening the state’s new set of rules to reduce air pollution caused by employee car commutes.

The double whammy was not lost on conservationists, who took one look at the watered-down state rule proposal and how the Colorado Chamber of Commerce was celebrating it and issued louder warnings.

“As the region misses another ozone pollution reduction deadline and we are stuck in a series of dirty air days, now is not the time to gut the (commuting) rule, and I’m disappointed in the position our state health department put out,” said Danny Katz, executive director of the nonprofit consumer activist group CoPIRG. “The smoke alarm is blaring. We need to all work together to put out the fire and have the clean air every Coloradan deserves.”

Overall air quality on the Front Range, and a subset of measurements of ground-level ozone dangerous to human health, have improved in recent years, but the EPA has repeatedly lowered the maximum limit of ozone scientists consider safe.

That means Denver and other Front Range counties have been violating the ratcheted-down limits, and July 20 was another EPA deadline for the area to come into “attainment” or face new consequences.

State health and conservation officials have said they now expect the EPA to further downgrade the Front Range zone into the next-lower “severe” category from the current level of “serious” violations. Lowering the rating again will mean local governments must go back to the drawing board for regulations cutting pollution through limits on driving or demands for cleaner fuels. Meeting the standards will also likely mean tougher rules for oil and gas producers venting chemicals, and cutting emissions by an array of industries.

The state Air Quality Control Commission is scheduled to hear new sets of proposed rules on employee commuting in August, and the staff of the Colorado Department of Public Health and Environment had previously put out drafts seeking mandatory commuting cuts for large employers starting in 2022.

Conservationists wanted tougher enforcement provisions of those rules, but had said they were a good start toward finally attacking the transportation-related sources of air pollution and greenhouse gases.

Goals become `aspirational’ Then CDPHE issued a statement the week of July 19 saying it had run into opposition from employers and their associations, and would shift to emphasizing employer-run surveys of commuting habits and “aspirational” goals for reducing miles driven.

“This new proposal is based on the recognition that lasting and meaningful success will require strong buy-in from employers and employees who are subject to the program, and a pilot phase will facilitate our understanding of real world implementation successes and challenges,” the CDPHE’s statement said.

The Colorado Chamber of Commerce praised the new, lenient direction.

“How Coloradans commute to work shouldn’t be the concern of state government, and a mandatory approach to reducing employee commutes would be overreaching, impractical and inequitable,” said Katie Wolf, director of the chamber’s state governmental affairs, in a statement. “We appreciate that the commission has taken our feedback seriously and will be revising its proposal from a mandatory to voluntary program.”

CoPIRG’s Katz said Denver and the northern Front Range counties in the non-attainment area have failed to contain ozone for years, and that “fossil-fuel powered vehicles” are a key contributor. July 20 was the latest EPA deadline for Colorado to make progress, Katz noted.

The proposed commuting rule, dubbed ETRP by the state, “offered a chance to align large employers and expand options for employees to do their jobs without commuting and adding more pollution to our air,” Katz said.

The arguments come as the Front Range bakes under another heat wave that has consistently raised ozone counts toward dangerous levels. On July 20, Colorado state monitors reported a peak of ozone at 74 parts per billion in the Denver metro zone at 2 p.m., a level they call “unhealthy for sensitive groups.”

Ground-level ozone is caused by a mix of volatile organic compounds released by oil and gas and other industries, vehicle emissions and power plant emissions, and made worse by the hot sunshine metro Denver gets most of the summer.

James Crooks, a National Jewish Health epidemiologist and professor, said at an event with CoPIRG on July 20 that rising temperatures from global warming are making the ozone mix far worse.

“We need to be making changes in the near future” to ozone-producing activity, Crooks said.

The cat’s meow Felines featured at annual EAPL event

Envision trying to wrangle a bunch of kitties to walk on a fashion show catwalk — kind of like herding cats. Impossible, right?

Leave it to the imagination of the volunteers at the Evergreen Animal Protective League. They put together a fundraiser on July 21 that had a fashion show including cats of all sorts — the Cheshire Cat, Cat in the Hat, a psychedelic kitty, calico cat and more — all humans in costume.

The fashion show is part of the annual fundraiser that included a huge silent auction at Cactus Jack’s Saloon and Grill. The creekside event in past years has had costumed canines on the catwalk, according to Elizabeth Pruitt with EAPL. But organizers tried something different for this year’s largest fundraiser.

She said auction-item donations were bigger this year than in the past, likely because this was EAPL’s first event post-COVID. The event organizers and the catwalk kitties are volunteers: they foster animals, volunteer on the phones, organize animal-adoption events and more. EAPL is different from some other pet rescues because animals are sent to foster homes rather than staying in shelters until

“It’s so nice to have that camaraderie,” Moss said. “It makes the organization run that much more smoothly. While those rules were specific, immediate and apparently mandatory, they did not come with enforcement provisions. There were reporting and recordkeeping requirements, but they also said that employers missing the goals could file “alternative compliance plans.”

The CDPHE statement on July 20 said the revised draft rules will “first focus on data gathering components to establish a strong baseline for future policy.”

The goal, but not a mandate, the CDPHE staff statement said, would be “aspirational single occupancy vehicle drive rates of 60% or less by 2025 to be demonstrated through employers’ survey reporting.”

Pat Nickel, who was the fashion show’s psychedelic kitty, said she chose her outfit because she was looking for something a little out of the ordinary, while her husband, George, was Sylvester the cat.

“If you go to a costume party,” Pat said, “you go all out.”

Their mom, Deb Carbone, said the family has been involved with EAPL since 2006 — fostering 700 dogs, many of them litters of puppies, since Piper was 2.

“We were and still are dedicated to EAPL,” Carbone said. “It’s been a wonderful journey.”

at the welcome station first. More than 700 vehicles have opted for a drive-only experience thus far this summer.

USFS spokeswoman K. Reid Armstrong said the new system, which is on a trial basis for the summer, has been working well thus far. It’s reduced parking issues and overcrowding at the trailheads, she said, and there’s been less resource damage throughout the area.

It’s also alleviated a lot of moneyhandling at the welcome station, helping vehicles to get onto the scenic byway more quickly, she said.

In fact, Armstrong said USFS saw more vehicle ticket sales in June 2021 than in June 2019 — 12,191 versus 10,783. However, she said the June 2021 numbers could include people buying for July dates in advance, as the site allows sales up to a month ahead of time.

She said the USFS will have a

better idea of overall traffic counts and usage at the end of the season, and it and other agencies will decide over the fall and winter whether to continue the reservation system next summer.

As the Koenigs stood in the summit parking lot, Joyce said she was neutral about the U.S. Forest Service’s new reservation system.

When she first heard about it, she thought it would be difficult; but, it was ultimately painless when the family bought the ticket the night before.

She recalled when she and Steve visited Mount Evans two years ago, and the couple found the last spot available at the summit parking lot.

“I can see why they’re doing it,” she said.

However, Joyce added that she dislikes needing to make a reservation during a visit to public lands. If someone comes to visit her lastminute, it’s harder to take them to Mount Evans or Rocky Mountain National Park if she needs to make a reservation beforehand, she described.

Steve said he generally felt positive toward the new reservation system at Mount Evans, but he hoped it would get back to the point where it wasn’t necessary anymore.

Ryan Moats of Highlands Ranch, who was also in the summit parking lot after hiking to the top with his church group, said he thought the online reservation system was easy and self-explanatory. He made his reservation about a week in advance, explaining that his group bought a three-day pass and would be using it all three days.

Moats, who was visiting the peak for the first time, said: “It was good to know we’d have a (parking) spot.”

One reviewer on the recreation. gov site wasn’t so happy with the new arrangement. A Brian A. left a one-star review on the site, stating “It’s JUST AS CROWDED AS EVER….but this time I had to pay.

That’s a lousy deal!”

Getting the word out According to Armstrong, the biggest challenge with the reservation system now is simply getting the

word out. A lot of visitors, particularly people from out-of-state, are arriving at the welcome station without a reservation, simply because they don’t know about the new system.

To that end, the USFS has set up wireless internet at the welcome station so that unprepared visitors can make a reservation. However, Armstrong emphasized that it’s a fallback system and not something visitors should rely on, especially because the internet isn’t highspeed.

This is exactly what happened when Chicago’s Prasanthi Konakandla arrived at the welcome E station on July 22. l The USFS staff member gave her Z instructions on where and how to make an online reservation, and it was overall a fairly easy process once she got started, she said.

Konakandla described two small issues, though.

Konakandla also mentioned that, while the process was relatively easy for her, it might be difficult for those who aren’t as tech-savvy or don’t have smartphones.

Meanwhile, Yen Zhang, who was also visiting from Chicago but traveling separately, said she made her reservation about a week in advance. For $17 total — $15 for the vehicle ticket plus a $2 reservation fee — she thought it was a fair price.

“I always research ahead of time,” she said, adding that many national

parks also require reservations.

Zhang said it was her first time visiting Colorado, and she was really glad she stopped by Mount Evans. When she made her reservation, she made sure to sign up for a morning slot and an all-recreationsites ticket.

“We’re not in a hurry,” she said.

This full-time position will be based in our Evergreen office. The beat will include field work across the mountain communities of Jefferson County. Local candidates are preferred, as we are looking to fill this position as soon as possible. Benefits include health and dental, as well as holiday, vacation and sick pay. A bachelor’s degree in journalism or mass communications is preferred, but not required. Two years of experience at a daily or weekly community newspaper is preferred, but talented recent graduates will be considered.

Position Responsibilities: Position is for a 40-hour full-time, general assignment reporter to cover the communities of Evergreen and Conifer with occasional coverage of nearby Bailey, Pine, Morrison, Mt. Vernon and Clear Creek communities.

The reporter would be expected to generate a weekly coverage plan for their community, and then produce roughly six stories for each edition. The reporter would work with an editor to refine their weekly story list and then report on, and photograph, those stories. Common story topics in a week would include meeting coverage and analysis from community boards and organizations, coverage and photos from significant community events, breaking news reporting, 1-2 sports stories a week, culture features, business features and longer-term investigative story work.
