Republicans react strongly as Boebert wades into 4th Congressional District battle

In a move that stunned many of her fellow Republicans, U.S. Rep. Lauren Boebert said she would leave her seat on Colorado’s Western Slope and instead run in the state’s 4th Congressional District, which includes Douglas County and most of Eastern Colorado.

The reactions indicated the race will be combative, with some saying Boebert’s actions put Colorado Republicans at risk of losing even more ground to Democrats in 2024.

In a Facebook video posted on Dec. 27, Boebert said she would withdraw from the race in the state’s 3rd Congressional District, which she currently represents.

“I did not arrive at this decision easily,” Boebert said.

“A lot of prayer, a lot of tough conversations and a lot of perspective convinced me that this is the best way I can continue to fight for Colorado, for the conservative movement and for my children’s future.”

What’s the timeline for upgrades to Santa Fe Drive and C-470?

A yearslong effort to reshape U.S. Highway 85, one of the Denver area’s major road interchanges, may be about halfway complete. For drivers on the road also called Santa Fe Drive, it may seem like the construction is neverending.

And there’s still at least a year to go, if not two, in some spots.

So, what are all the closures and detours about?

A roughly $100 million project is meant to improve safety and traffic flow. In the Highlands Ranch area, construction will improve intersections at Highlands Ranch Parkway, Town Center Drive, Blakeland Drive, the highway C-470 interchange ramps and at County Line Road.

Upgrades are also in store for bus stop users, bicyclists and pedestrians.

Here’s a breakdown of the project and what’s still to come: What’s happened lately

Traffic on Santa Fe Drive at the highway interchange has moved onto a new bridge over C-470, the county recently announced.

“Please give yourself extra time to adjust to the new roadway alignment and pay attention to posted speed limits and signage,” the county

website said.

Moving the lanes of travel from the existing bridge onto the new bridge is a major project milestone, the county said.

The new road alignment allows construction crews to start preparing to demolish the old bridge over C-470, which was completed in November 1968, to make way for the second half of the new bridge.

Overview of project

The project aims to improve safety, mobility and traffic by widening from four to six lanes and reconstructing a segment of Santa Fe Drive from Highlands Ranch Parkway, extending north of the C-470 interchange to Dad Clark Gulch, about 1,200 feet north of County Line Road.

The project also includes the replacement and widening of the existing bridge that carries traffic over C-470.

The project is estimated to run from fall 2022 to fall 2025.

For those on bikes or on foot, upgrades include bus stop enhancements, a new shared-use path for bicyclists and pedestrians on the east side of Santa Fe Drive, a below-grade crossing for the C-470 Trail, a below-grade crossing for the High Line Canal Trail and a new pedestrian link from the nearby Wolhurst community to the C-470 Trail, according to the county.

The project also includes the addition of new asphalt paving, relocation of utilities, raised medians, new curb and gutter, and a new closed storm sewer system with water quality ponds.

A road design called a partial continuous flow intersection, or CFI, will be installed for southbound Santa Fe Drive to eastbound Highlands Ranch Parkway, southbound Santa Fe Drive to eastbound Town Center Drive, and northbound Santa Fe Drive to westbound C-470.

Trail and bus impacts

Three trail closures will stay in place into 2024 while crews install new underpasses to allow pedestrians and bicyclists to safely pass under Santa Fe Drive, according to the county. Those include the C-470 Trail, the High Line Canal Trail and the East/West Trail.

RTD, in partnership with the project team, has closed the Bus Route 402L stops on Santa Fe Drive between County Line Road and Highlands Ranch Parkway to allow crews to work safely.

“Though some stops are closed, the Route will remain in service,” the county website says.

“Customers should sign up for RTD’s Service Alerts and use the Trip Planner app to plan an alternate route.”

Controversial Building Proposal in Lakewood Is About More Than Birds

The Dec. 24th Sunday Denver Post had a lengthy article on its business pages about a 412-unit apartment building being proposed by a Texas developer for a 5-acre site adjoining Belmar Park (see satellite image at right).

The focus of the article was on the birders who are fighting the project as best they can, given that the public and city council have no say in Lakewood when it comes to development.

That’s right — no say in any proposal to build on private property so long as it complies with zoning. The City Council doesn’t even have a say on subdividing land, although it’s a review body for appeals on major subdivisions. This project is on a single 5-acre owned parcel and, because it’s zoned multifamily, the owner could build a 12-story apartment or mixed-use building if he wanted. The developer, Kairoi Residential of San Antonio, is proposing a 6-story apartment building — still taller than most buildings in downtown Lakewood.

The City of Lakewood has ceded all regulation of such projects to its planning department. The planning director could, if he wanted, submit this project to the city’s planning commission for hearings and debate, but he has chosen not to, despite the controversy.

Anita Springsteen (below) served a 4year term on the Lakewood City Council through November. She decided not to run for re-election because the council has no power. Once she was told by the city attorney that council members are like citizens and that she had no more right to the information she was requesting than an ordinary citizen.

One such citizen, Mark Smith, made a Colorado Open Records Act (CORA) request for such information and was told that it would take 149 staff hours to produce the information and would cost him over $5,000.

Mark is a retired city planner and he said that he knows of no other jurisdiction which provides literally no public process for approving significant development proposals. The City of Golden has a process that could be a model for Lakewood and any other city. Check out

Lakewood has an ordinance requiring any developer to set aside parkland in proportion to 5 acres per 1,000 added population. For the Belmar Park development, that formula should require 3.5 acres, but the entire parcel is only 5 acres, so the director of community resources is allowing the developer to pay the city $254,545 per acre in lieu of that requirement. Again, no public or legislative say in that decision and, of course, no hearing. The planning commission would hold hearings; the planning director just decides.

Anita Springsteen moved that the city manager deny the in-lieu fee, but Mayor Paul said, “I’m not going to allow a vote on an illegal motion.” How is that?

It was unannounced, and no recording was made.

Instead, facilitator hired by the city took notes. Those notes did not include the names of any of the attendees.

The planning department’s web page for the project says bluntly, “This property has had this property right to build multistory uses for a long time, and courts have been quite clear that elected officials and cities can’t impinge or impede a private property owner’s property rights allowed under a ‘use by right.’ Courts have viewed efforts to do this as a ‘taking’ of property rights.”

Further, the web page says that “the proposed development will occur solely through the administrative process managed by the Planning Department.

will review the development to ensure it is meeting the city’s regulations for setbacks of the building, heights, green space requirements, landscaping, etc.”

In 2019, Lakewood’s voters approved the Strategic Growth Initiative which imposed a 1% growth limit, patterned after a similar law in Golden. That law also included a provision that projects of 40 units or more should go to the city council for approval, although that has not been followed, as far as I can tell.

In the wake of 2023 legislation outlawing growth limits statewide, the city council repealed the Strategic Growth Initiative and then re-passed it with a 2year sunset provision, meaning that it dies unless the council (or voters) vote to retain it. Curiously, the new law retained the 1% growth limit, but it sunsets along with the rest of the law in 2025. I asked why the 412-unit Belmar Park project doesn’t violate the 1% growth limit. It’s because the original designation of the downtown/Villa Italia district as “blighted” exempts that area from the limitation, even though it’s hardly blighted nowadays.

By now you’ve probably guessed that the majority of city council members are pro-growth or even pro-developer.

I interviewed Ramey Johnson, who served on Lakewood’s city council from 2010 to 2020, and she couldn’t think or any jurisdiction in which the governing body has ceded its authority over development to administrative staff the way Lakewood has. “It’s wrong,” she told me. She says that council has incrementally relinquished its power to administrative staff over many years.

She told how in 2003, in response to “angst” over CCU students living in residential areas, council passed an ordinance defining a “Student Living Unit.”

When the zoning ordinance was rewritten in 2012, Ramey noticed that definition had been deleted without pointing it out to the city council. Travis Parker, the director of planning, responded, “It wasn’t needed anymore.”

“The staff simply took out something that was voted by City Council,” Ramey said. “What else was deleted?”

Lakewood has among the lowest paid elected officials and highest paid staff of any city its size. City council members make $12,000, the mayor makes about $40,000, but the city manager makes about $350,000 (with benefits), and the department heads, like Parker, make over $200,000. Council members have no staff and no expense accounts. “We even have to buy the coffee for our ward meetings,” Anita Springsteen told me.

“This is a recipe for corruption,” She has studied the campaign finance disclosures of her fellow councilors and the mayor and told me that the lawyer representing the developer made a campaign contribution to Mayor Paul — and after the election, the chairman of her firm, Norman Brownstein, made a contribution to Paul’s campaign despite the fact that Paul was then term-limited.

No building permit has been issued yet for the Belmar Park development.

But nothing’s really stopping it.

by Windsor Republican Ken Buck, who announced in November he would retire from the seat.

Several south metro area Republicans are eying campaigns to replace Buck, including former state lawmaker Ted Harvey of Highlands Ranch, who had harsh words regarding Boebert’s sudden move.

“Boebert has failed the conservatives in (the 3rd District) to such a degree that they will no longer vote for her,” he told Colorado Community Media. “Now, in what can only be seen as a vain effort to cling to power, she seeks to represent the voters of (the 4th District) — a vastly different constituency. This desperate stunt by Boebert may not only jeopardize the Republican Party’s ability to retain (the 3rd District), but if she were to win the primary, could place [the 4th District] at risk as well.”

Douglas County Commissioner Lora Thomas’ name has come up as a possible candidate for the seat.

After Boebert’s announcement, she declined to specify whether she will run and stayed neutral on Boebert’s campaign.

“There is now a woman candidate in this race with a record of public service in elected office,” Thomas told Colorado Community Media.

Boebert has stirred controversy with her boisterous approach to politics. In 2022, she interrupted President Joe Biden’s State of the Union address and this fall Boebert voted against ousting former House Speaker Kevin McCarthy, calling proceedings a distraction, according to The Colorado Sun. And, in September, her personal life came under scrutiny as she and a male friend were kicked out of the musical “Beetlejuice” in Denver for vaping and talking loudly. Boebert later apologized to constituents after a video showed her and her companion apparently touching each other during the performance, according to the Sun. In her announcement, Boebert called the decision the best move for her personally and for the conservative movement in Colorado, saying it would ensure the 3rd District would not be taken by Demo-

crat. Boebert, who lives in Garfield County, added that she plans to move to the 4th District.

“I promised I would do whatever it takes to stop the socialists and communists from taking over our country and that means staying in the fight,” she said. “It also means not allowing Hollywood elites and progressive money groups to buy the 3rd District, a seat they have no business owning.”

Boebert narrowly won re-election in 2022 by 546 votes against Democratic challenger Adam Frisch, who is running again in 2024 to represent the 3rd District, which includes Pueblo, Grand Junction, Aspen, Durango and many rural mountain communities. The margin was so close that it necessitated an automatic recount.

Another hopeful for the seat, state Rep. Richard Holtorf of Akron on the Eastern Plains, called Boebert’s move “seat shopping.”

“If you can’t win in your home, you can’t win here,” Holtorf said in a statement.

He said Boebert could not possibly know the 4th Congressional District as well as candidates from the area.

“She is grossly lacking in understanding the needs of the 21 counties in Eastern Colorado that make up this district,” he stated. “She knew she’d lose in her own district and I’ll show her that she’ll lose here too.”

Several other conservatives have announced their intent to campaign for the 4th District seat, including conservative talk show host Deborah Flora and Logan County Commissioner Jerry Sonnenberg, a former state senator.

Also vying for the seat is Weld County Councilman Trent Leisy, who reacted to Boebert’s announcement with a post on X. He said Boebert is in effect giving the 3rd District away to the Democrats.

“I’m not backing down,” he added.

Boebert said she believes the 3rd and 4th districts are similar in their mostly rural make-up and desire for strong conservative representation.

“Colorado’s 4th District is hungry for an unapologetic defender of freedom with a proven track record of standing strong for conservative principles,” Boebert said.

Facing some opposition, Castle Rock council approves 114 homes for Oaks neighborhood

Castle Rock Town Council has approved a plan that will allow for the construction of 114 new homes.

The homes will be built on 166 acres in the Oaks of Castle Rock neighborhood, south of Plum Creek Parkway.

The development plans call for 114 single-family homes, almost 20 acres of public open space and 73 acres of private open space.

With growth being a controversial issue in Castle Rock, council members asked several questions at a Dec. 19 meeting about potential impacts of the new homes. Multiple neighbors called on the council to deny or

delay the plan, but the council voted 5-2 in favor of it.

Castle Rock’s Development Services Director Tara Vargish said the plan meets or exceeds the zoning requirements of the property, which was annexed in 1985. She said she felt the developers have worked with the town and surrounding homeowners to mitigate concerns.

But council member Laura Cavey raised concerns for how the project might play out, saying she wouldn’t support any development with potential traffic concerns.

“The reason why I harp on this is because I look at my job up here to leave Castle Rock better than when I started,” she said.

Vargish said the development meets the town’s criteria for new roads. A member of the development team said the proposed plan for the Oaks has one lower traffic rating for the left turn onto Plum Creek Parkway during peak hours, which means a higher potential for congestion and delays.

The developer is required to pay around $2 million for future traffic improvements at the connection to Plum Creek Parkway, including a signal.

Neighbors and council members also raised concerns about the likelihood of blasting bedrock to install utilities.

Vargish said the development is

too early in the process to have specific details about whether blasting will be needed and, if so, how much.

She added that blasting is regulated by the Castle Rock Fire Department and studies are required before and after blasting.

One neighbor to the south requested council delay approval, hoping a wider buffer could be put between her property and the development.

Other homeowners told council that they believed the property would never be developed.

How a Castle Pines ballot measure will affect your parks — and taxes

Voters in the November election gave the green light to a property tax measure meant to help Castle Pines better maintain public parks, trails and open space.

As city spokesperson Camden Bender puts it, the quality of maintenance at recreational areas in Castle Pines wasn’t always a sure thing.

“Because these spaces were maintained by separate entities, there has not always been consistent levels of service,” Bender said.

In the past, some parks and recreational areas in Castle Pines were overseen by metro districts. Now, the city is taking over and will maintain and operate all public parks, trails and open space in Castle Pines.

Here’s a look at how management will change and how the property tax measure figures into the equation.

Ins and outs of measure First, the change involves metropolitan districts — a type of local entity that is funded to provide some specific services. Historically, metro districts in Castle Pines were responsible for maintaining parks, trails and open space within their boundaries.

In the ballot measure, the city asked residents to support a property tax of 12 mills for the city to take over and manage public parks, trails, recreation and open space.

(A “mill” is a $1 payment on every $1,000 of “assessed value” of a property. A “mill levy” is the official term for a property tax rate.)

A majority of local metropolitan districts would then permanently reduce 12 mills of their property tax collection, “transferring” those mills to the city, according to the city.

Because the measure approved a transfer of taxes, it should cause no net increase in the property tax mill levy for most homeowners, according to the city.

Homeowners in the North Pine Vistas area, where there are two metro districts — the North Pine Vistas and Castle Pines North metro districts — would see a net decrease in property tax mills, according to the city.

Because homeowners in the Hidden Pointe area do not currently pay prop-

erty tax for parks, trails, recreation and open space, they will see a 12-mill increase, according to the city.

How parks funding stacks up So, does the rearranging of property taxes mean the city is collecting a higher or lower level of parks and rec funding than the metro districts all did?

It’s a complicated question. For one thing, homeowners’ property tax bills will be notably higher in 2024 than they were in 2023 — regardless of the change involving parks and open space. That’s because property values, as determined for tax purposes, are so much higher now than they were when homes were revalued about two years ago, a change driven by the Denver metro area’s expensive real-estate market.

But hypothetically, if those earlier property values held constant, the city likely would have ended up collecting less money than the metro districts did, Bender said.

That’s because around 225 homes in the Hidden Pointe neighborhood will now be paying the 12 mills, but homes in the North Pine Vistas area that are covered by two metro districts will see a net decrease in mills paid, and more homes sit in that area than in Hidden Pointe, Bender said.

“In essence … you have over 1,000 units in the North Pine Vistas Metro District area that were paying both to that metro district and to the Castle Pines North Metro District, which means they were paying 24 mills,” Bender said.

That’s because the North Pine Vistas area overlaps the Castle Pines North Metro District boundary for water services, placing those homes within two entities, Bender said.

Overall, instead of 12 mills being collected twice in North Pine Vistas area, the city government will only be collecting 12 mills, Bender said.

But even if property values were constant, the hypothetical decrease in parks and rec revenue would be negligible, Bender said. For one thing, the homes in Hidden Pointe and North Pine Vistas represent a small portion of residential units overall in the city, Bender said.

“But then I would say the other reason (the change would be negligible) — and kind of part of the reason we went

to voters with this — is that ‘economies of scale’ concept you get with managing everything with one contract” instead of multiple entities doing parks and rec maintenance, Bender said.

“We wouldn’t expect to see any dropoff in maintenance levels that residents are seeing currently — if anything, we’d expect them to improve moving forward,” Bender added.

Plus, in reality, property tax revenue to local governments will likely notably increase with the property tax bills residents will pay in 2024 compared to in 2023.

Consolidating parks and rec management under the city will also “make it easier for the city to ensure consistent levels of service and amenities at all city-managed parks, trails and open space areas,” according to the city.

Eye on wildfire risk With the city’s takeover of management for recreational areas, it now has direct responsibility for open space maintenance, including efforts to cut down on fire risk.

“The city will be able to ensure all areas of the community are receiving appropriate wildfire mitigation efforts,” Bender said.

Castle Pines has used two main methods of mitigating wildfire risk in recreational areas.

“We’ve had herds of goats come in in previous years and reduce the density of vegetation in those areas,” Bender said. Secondly, the city has turned to “mechanical” mitigation to thin out those areas of vegetation to make it easier for firefighters to contain a potential wildfire, he added.

The city is in the process of developing a long-term wildfire mitigation plan, Bender said.

Castle Rock officials raise concern as local metro districts’ debt approaches $1 billion

Castle Rock metro districts have racked up almost $1 billion in debt that a town official says homeowners will ultimately pay.

The town’s annual report on metro district debt found that the 38 active districts have $991 million in debt as of 2022. That’s a $48.2 million increase since 2021.

Metro districts are special taxing entities that may issue bonds to fund infrastructure construction, such as roads and water and sewer lines. They are funded through property taxes paid by homeowners.

Castle Rock’s Assistant Director of Finance Pete Manger said the increase is largely due to accumulating interest fees and developer advances.

Though the town is not responsible for the metro districts’ debt, Town Manager David Corliss said the issue is of local concern because metro districts can burden property owners if debts aren’t responsibly managed. it makes it difficult for the town to raise property taxes if it needs to in the future.

Corliss said the town updated policy in 2022 to ensure that metro districts’ debt will not outlast the life of the capital improvement because the town is financially responsible for ongoing maintenance of public infrastructure.

“One of the key philosophies we’re trying to follow is we don’t want metro district debt to substantially outlive the infrastructure it’s financing,” Corliss said.

The town’s updated policy caps the property tax rate for new metro districts and limits the debt service term for loans to 35 years.

In 2022, Castle Rock taxed properties at 1.139 mills, while metro district taxes range from 40 mills to 88 mills. A mill is multiplied by the assessed value of the property to determine taxes.

Council member Max Brooks noted that metro districts have public boards and meetings and encouraged residents to hold them accountable if they believe the debt is rising too high.

we wouldn’t have bought that home, and my neighbors probably wouldn’t have either, if we would’ve known this development was in process,” resident Mike Engler said.

Mayor Jason Gray said he sympathized with the concerns of the neighbors, but also supported the right of the devel-

oper to move forward with the project.

“I feel like the developer has made a lot of accommodations, and I’m sure it’s not exactly what people in the vicinity want, but I have a hard time telling someone [no] who’s worked with the town on trying to make sure everyone is happy,” he said, noting the property has been zoned for development since 1985.

Council members Cavey and Tim Dietz voted against the project, voicing worries about blasting, traffic and the property’s southern buffer.

“These meetings are public, but nobody ever attends them because nobody knows about them, but (metro districts are) the No. 1 tax collecting property on your statement,” he said. “If you don’t like the way it’s being run and you feel like they don’t have a good plan for pay-off, find different members.”

The collective debt is 49% interest, 48% outstanding principal and 3% developer debt, which is the amount the developer owes including interest.

VOICES The greatest is love

T

he holy season of Advent dawns amid familiar carols echoing through frost-kissed mornings. In this hushed space of yearning hearts, we sweep away the holiday frenzy and rediscover an ageless, boundless love born in candlelit shadows.

Advent love manifests not in flashy fanfare but whispering solitude. We kindle joyful anticipation of Christ’s arrival by embracing sacred stillness. In early morning darkness, we wrap a woolen blanket around our shoulders and light a single candle, bathing the room in warm glow as dawn approaches. We drink in the silence, opening our whole being to wonder. Stillness reorients us from dullness to breathless expectation.

Advent love arrives in hushed tones when we unclutter crowded schedules and overstuffed hearts.

It emerges in stillness as we behold Love’s luminous mystery. Like the solitary bright star shining through Bethlehem skies beckoning earthly kings, Infinite Love patiently waits to be found, recognized and adored in unlikely places by childlike faith.

When storms rage and dreams lie in shards, love often feels impossible to muster. But somewhere in our soul, embers of hope still smolder.

And hope-inspired love can reignite even the most broken heart. Where hope persists, radical love follows.

Hope sees glimmers that despair

Love outlasts because love bears all things. When grief shreds our heart or betrayal stabs our back, love weeps alongside us yet refuses to let pain poison its purpose. When we want to raise our fists in rage, love keeps our arms open. Its flame never flickers.

Love uplifts because love believes all things. When crushed dreams and failed plans shatter our optimism, love gently whispers, “I still see your potential. Purpose awaits.”

When we hang our head in shame, love lifts our chin, assuring, “You are forever worthy.” Its eyes never dim.

Love empowers because love hopes all things. When challenging circumstances threaten to snuff out

our hope, love fans its fiery embers.

Condominiums are great housing options for someone like my daughter because as an owner she can build equity as she pays off her mortgage and the value of the property increases. And she’s setting herself up for success

to own a single-family home in the future if she so chooses.

But that choice is virtually nonexistent for this generation of professionals just beginning their careers. Like my daughter, many of them are stuck (literally and figuratively) in their parents’ basement,

Get emergency alerts through Douglas County’s CodeRED

Colorado just reached the twoyear anniversary of the historically destructive Marshall Fire, a tragedy that called attention to the problem of some people receiving little or no notice to leave their homes in an emergency.

The devastating fire in Boulder County destroyed more than 1,000 homes. Two people are believed to have died in the December 2021 fire that put tens of thousands of people under evacuation alerts.

Many people don’t know that they might only receive alerts for certain emergencies if they’ve signed up for a free notification service.

In Douglas County, that’s where the CodeRED system comes in: It can alert you by phone call, text message and email. The alerts are sometimes known as “reverse 911” calls.

“This system is paid for by the Douglas County Emergency Telephone Service Authority, and there is no cost for you to sign up,” the Town of Castle Rock’s website says.

You can sign up at tinyurl.com/ SignupforCodeRED. “Officials will send messages to alert you of emergency details, instructions or precautions that you need in order for you to make wellinformed decisions and remain safe,” the Douglas County Sheriff’s Office’s website says of CodeRED. The system will notify you about police activity, wildfires and other emergencies nearby, Douglas County’s website says.

However, the system does not include weather alerts in general, Castle Rock’s website says.

For CodeRED, the Parker Police Department highlighted the potential problem of relying on a landline that does not work when the power goes out.

“The CodeRED sign-up form allows you to indicate both a primary and alternate phone number,” the Parker police website says. “Cell phone and / or work phone numbers can be entered as alternate phone numbers. Both primary and alternate phone numbers will be contacted when a notification is sent.”

For those who do not have internet service, the Town of Parker encourages residents to talk to their family, friends and neighbors for help using the internet to sign up.

“Dispatchers and other emergency response personnel cannot register users over the phone,” Parker’s website says.

For CodeRED, you don’t need to renew your registration unless your contact information changes, the sheriff’s office site says.

“However, it is a good idea to log in annually to assure your information is accurate,” the sheriff’s office site says. “If you move, you must update your information to continue receiving CodeRED notifications.”

The county urges the public to spread the word about the system.

“Please encourage friends, family members, neighbors, and coworkers to register. Businesses should also sign up,” the county’s website says. single-income earners? Single parents? Young professionals or first responders? We need to provide options for them to give back to the communities they work and invest in.

PUTTING THEIR SOULS INTO SOLES Shoeshining and repairs bring purpose to local craftsmen

n 1838, photographer Louis Daguerre captured what is often cited as the first-ever photograph of a person.

The black-and-white image shows buildings and trees lining a cobblestone street in Paris. Although it was a busy street, the length of the photographic exposure rendered the passersby and horse traffic invisible in the final image.

But on that spring day more than 185 years ago, two individuals remained still enough to show up in the photo. In the bottom left-hand corner, on the sidewalk near the street, one person polishes another’s shoes.

The photograph unexpectedly became a time capsule of the age-old tradition of shoeshining, which although less common than it once was, continues to be an indispensable part of some people’s personal and professional routines.

From Denver to Centennial, several shoeshine and shoe repair craftsmen aim to make their customers’ lives sparkle by pro-

viding service, beauty and powerful interpersonal connections.

The skill of shoe repair

For Edward Koinov, the owner of Re-Nu Shoe Repair in Centennial, business is buzzing.

Over the course of an hour one Friday in December, customers entered Koinov’s shop in a continuous stream — asking him for advice, getting quotes or picking up their shoes.

In addition to shining, Koinov changes soles, replaces heels, adds stitching, makes color corrections and sometimes even adds embellishments.

And because he knows what he’s doing with leather, people often bring in other items, like purses and bags.

“I’ll never say no,” he said, unless a customer requests an impossible repair. “Most of them, I fix.”

Koinov’s space reflects the popularity of his service, which seems to have bounced back after a lull during the COVID-19 pandemic. Hundreds of shoes sit on shelves, awaiting repairs and pickups.

And despite rising costs of supplies, Koinov is making things work. He said he works on about 25 pairs of shoes per day, and business is especially busy in the winter.

“People love shoes,” he said.

Koinov, who grew up in Russia, learned to make shoes from scratch in a factory when he was 17 years old.

In 1989, he moved to New York City and later relocated to Colorado for the weather and the mountains, he said.

Previous to his shoe shop, Koinov opened a car dealership and a Russian restaurant in the metro Denver area. He said he lost money from both of these endeavors and decided to go back to his roots in the shoe business.

When asked why shoes are interesting to him, Koinov joked, “What am I going to be, a lawyer?”

He said that people are good at different things — and for him, it’s always been shoes.

“This is not one year, two years to learn this job,” he said. “This job is years (and) years. You need to know how to fix the shoes. You need to know this job.”

The ‘secret recipe’

North of Centennial, another tenured shoe professional, Vincent Wayne Robinson, owns his own shoeshining company in Denver.

Like Koinov, Robinson fell into the shoe business as a teenager.

He was working with a carpenter on converting a grocery store into a nightclub in Oklahoma City in the 1970s.

At 17 years old, Robinson wanted to attend the nightclub once it opened — but he knew he was too young to get in. So when chatting with the club owner one day during construction, he had what he calls a “vision.”

Out of the blue, he asked the owner if he had ever considered having a shoeshine stand in the club.

“The thought came from me, out of nowhere,” he said. “I felt like something spoke through me, because it was nothing I was conscious of. I know that’s crazy, but that’s the way it was.”

Robinson had no experience in shining shoes, but he told the club owner that he could provide the service. He asked his cousin, a reliably confident person, to join him in the endeavor.

“I started figuring it out — it became a nice little hustle,” Robinson said. “But it didn’t come to a business until I moved to Colorado.”

In the early 2000s, Robinson started working at the shoeshine stand at Denver International Airport.

There, he said, he learned how to shine professionally.

“I learned so much from the owner,” he said. “And that’s where the love began.”

After that, Robinson decided to open up his own company, Vincent’s Shoe Shine of Cherry Creek, which now operates out of a space on Ogden Street in Denver, among other locations.

The process of shining a shoe, Robinson said, is a “secret recipe” of cleaning, conditioning, waterproofing and “spit-shining.” In the past, people would use saliva for the shining part of the process — but these days, Robinson said “spitshining” involves using a water mist and a specific motion with a rag.

He said shoeshining is an art, and that it’s an important process to add longevity to leather shoes.

“Some people, they may have a pair of shoes that they can’t really

find again,” he said. “We come in a situation where it’s their grandfather’s shoe, it’s their mom’s shoe … it’s just an item that they really love and cherish.”

Robinson said the way a person looks at the shoeshining business is important, and people who look at it wrong may struggle to stay afloat in it.

“I choose to look at it from the same point of view that I learned from somebody who understood the fiber of just having a shoeshine in their business,” he said. “They know it’s for a certain customer — it won’t be for everybody — but that certain customer is definitely going to be a person who has a lot of pride in what they do.”

Connecting across a shoeshine stand

Even more than an art form, shoeshining is a valuable social experience for some in the business.

Starting as close family friends, Robinson trained Dominick Martinez in shoeshining. They started working together after Martinez finished high school, and it’s been an important part of Martinez’s life since then.

“I’m a person that’s capable …

of doing anything,” Martinez said.

“But I kinda never left this situation … It’s always come back around full circle to this.”

For him, the purpose of shoeshining has little to do with shoes. Instead, it’s about the people.

“Sometimes, some people like that one-on-one kind of interaction,” he said. “It’s refreshing. It’s not about what you pay for, it’s about what you get in the process.”

He compared the shoeshining experience to going to a barbershop or a beauty salon — where people come partially for the service itself, but largely for the connection with the person providing it.

He said this human connection is something that artificial intelligence can’t take away.

“There’s a reason why you need that interaction,” he said. “It don’t matter what’s going on behind that interaction — but our problem is we don’t let that interaction happen anymore, and this lets the interaction happen. You can’t put a price on that.”

Robinson, who also said the customers are his favorite part of the job, said he hopes his company can help share the tradition of shoeshining.

At his shop in Denver, he teaches courses to train the next generation of shiners.

“I started out with my kids, we started out with (Martinez’s) kids,” he said. “Now, we’re gonna manufacture it into a classroom situation.”

Martinez added that shoeshining is a trade that can help young individuals get on their feet and support themselves.

“We always need those trades and those personal interactions,” he said.

Robinson said shoeshining is a great way to teach kids about creating things and making money at a young age.

“At the end of the day, we want to see fathers and sons sitting in their garage, doing these things together, and just keep putting (relationships) between people,” he said.

“Everybody has to walk around with shoes.”

When reflecting on the tradition, Martinez referenced the early French photograph of shoeshining.

“This came a long time before us and it’s gonna be here a whole lot longer,” he said. “And there’s a reason for that … The interactions are something different.”

In a place where one mistake can be fatal, Kayla Ross has found her passion at 14. She loves fourteeners, especially the panoramas that are visible from the tops of Colorado’s tallest peaks.

Kayla, a Castle Rock resident, recently completed her goal summiting all of Colorado’s 14,000-foot peaks.

She did most with her mom, Nicole Ross.

With repeats of some peaks, Kalya has climbed all 58.

A fourteener is a mountain that exceeds 14,000 feet of elevation with fragile high-alpine terrain.

“It’s not easy by any means,” said Nicole. “But it’s incredibly rewarding.”

Nicole is no stranger to the mountains. She is an avid hiker and climber and introduced her kids to the trails.

Kayla completed her first fourteener in July of 2018 at the age of nine on Mount Bierstadt, which is a peak she has repeated multiple times.

She fell in love with the beauty and serenity of nature.

“I loved how pretty it was,” said Kayla.

Finding her passion

Kayla was in middle school when the pandemic hit and Nicole said it brought a lot of confusion and affected her daughter.

Shortly after the pandemic started and there wasn’t a lot to do or places to go and Nicole wanted to keep her kids active. So, she took them on some hikes, which evolved into climbing up the mountains in the late spring and summer when conditions are good.

“We started doing the mountains and that was something where I could see that she found some peace and some solace there,” said Nicole.

“And it was a way for us to bond.”

Kayla enjoyed it and began going on more adventures with her mom.

Her family would also go canyoneering as a way to explore and get out and away from the fast-paced world and social media.

“It was nice as a parent to see them kind of in that raw, unfiltered form,” said Nicole.

Nicole was close to finishing her own list of fourteeners when Kayla had completed about 20 peaks and became serious about chasing her own list. She decided to stop and start her list over and began doing repeats with Kayla so they could finish on the same peak.

Nicole said that Kayla has the ability to keep her mental intact and process different situations.

For Kayla, one of the hardest peaks this year was Little Bear as the conditions made the routes icy and scary at moments.

But she said the most rewarding part of completing the peaks is having done it with her mom.

In August, both Kayla and Nicole finished their list on the same day and both on Maroon Peak.

“Which I think was an incredible experience,” said Nicole. “But just the fact that she finds the passion in something that I do and we can share it together is just really awesome.”

Now halfway through her sophomore year at Castle View High School in Castle Rock, Kayla is looking forward to climbing more peaks.

Kayla is currently chasing the Centennial list, which includes the 100 highest peaks in Colorado, as well as training for Mount Rainier in Washington.

For her sixteenth birthday, the mother and daughter duo would like to try Mount Kilimanjaro in Tanzania. It is the highest peak — over 19,000 feet — on the African continent.

Some of the peaks only took a day trip and a couple of hours to complete, but some of them were more because of how technical the terrain is.

For example, they took a train and backpacked into the Chicago Basin, set up camp and then went to climb from there.

The hardest peak is Capitol, said Nicole, because it’s a 17-mile route that can be difficult. Many people will split it up into two days.

Routes are given class difficulty ratings ranging from 1 being the easiest to 5 being the most difficult.

According to theColorado 14ers website, Class 1 is hiking on a trail.

Class 2 may involve hiking off a trail.

Class 3 requires the use of your hands.

Class 4 is climbing using handholds, footholds and a rope and Class 5 is even harder, considered the most technical climbing, often with special gear and equipment involved.

However, the mother and daughter team completed the Capitol peak in one day in July of 2022.

Exploring new challenges

Throughout the past couple of years, Kayla completed a majority of the fourteeners during the summer time, although there were a handful that were completed during the colder months, which presented new challenges.

This year, Kayla took on several technical mountains, which involves rope, helmets, ice axes and other spe-

cialized equipment and mountaineering skills, including a good eye for watching the weather.

Storms can be unexpected, so there needs to be a degree of planning as ice and snow can affect how difficult the mountain is.

“Which is different in the mountains too because you need to know how to manage the terrain,” said Kayla.

ORDINANCE OF THE CITY OF LONE TREE Series of 2023 Ordinance No. 23-14 AN ORDINANCE AMENDING SECTION 1-4-20 AND VARIOUS SECTIONS OF CHAPTER 10 OF THE CITY OF LONE TREE MUNICIPAL CODE RELATING TO HARASSMENT, CAMPING, SITTING, LYING DOWN, SLEEPING, AND OBSTRUCTION OF PUBLIC AND PRIVATE PROPERTY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LONE TREE, COLORADO: ARTICLE 1 – AUTHORITY The City of Lone Tree (the “City”) is a home rule municipality operating under the Lone Tree Home Rule Charter (the “Charter”) adopted on May 5, 1998, and a Municipal Code (the “Code”), codified and adopted on December 7, 2004. Pursuant to its constitutional home rule authority, the City may adopt and amend ordinances.

ARTICLE 2 – DECLARATIONS OF POLICY AND FINDINGS A. In March 2022, the Colorado Supreme Court invalidated the “intended to harass” portion of the elements of criminal harassment of C.R.S. § 18-9-111(1)(e) as being unconstitutionally vague. As Section 10-2-20(a) (4) of the Lone Tree Municipal Code (the “Code”) mirrored the language of C.R.S. § 18-9-111(1)(e), the City desires to remove the same “intended to harass” portion of Section 10-2-20(a)(4).

B. In addition, the City desires to: 1. Amend Section 10-4-70 of the Code relating to obstruction of roadways and public places; 2. Amend Section 10-6-40 of the Code relating to camping; 3. Add a new Section 10-6-70 of the Code relating to camping, sitting, lying down, sleeping, and waste deposit within public streams/public stream riparian zone prohibited.

C. In addition, the City desires to amend Section 1-420 of the Code to make the violations of the offenses identified in subsection (b) of this Article 2 to be petty offenses, punishable by a fine not to exceed four hundred and ninety-nine dollars ($499.00).

ARTICLE 3 – SAFETY CLAUSE The City Council hereby finds, determines, and declares that this Ordinance is promulgated under the general police power of the City, that it is promulgated for the health, safety, and welfare of the public, and that this Ordinance is necessary for the preservation of health and safety and for the protection of public convenience and welfare.

ARTICLE 4 – AMENDMENT OF SECTION 1-4-20 Section 1-4-20 of the Lone Tree Municipal Code entitled, “General Penalty for Violation” is hereby amended as follows, with deletions shown in strikethrough and additions shown in underline: Sec. 1-4-20. – General Penalty for Violation. * * * (c) The following Code violations shall be deemed petty offenses and shall be punished by a fine not to exceed four hundred and ninety-nine dollars ($499.00): Section 10-3-20, Littering; Section 10-410, Disturbing the Peace; Section 10-4-30, Urinating/ Defecating in Public; Section 10-4-70, Obstruction of Free Passage and/or Free Assembly of Roadways or Public Places; Section 10-4-80, Noise; Section 10-490, Construction Hours; Section 10-4-100, Fireworks; Section 10-6-20, Park Hours; Section 10-6-30, Unlawful Conduct in Parks or on Public Property; Section 10-6-40, Unauthorized Camping on Private or Public Property; Section 10-6-50, Median Safety; Section 106-70, Camping, Sitting, Lying Down, or Sleeping and Waste Deposit within Stream/Public Stream Riparian

Zone Prohibited; Section 10-8-40(b), Sale, Purchase and Possession of Cigarettes and Tobacco Products; Section 10-9-10, Open Containers; Section 10-9-20, Possession of Marijuana; Section 10-9-30, Possession of Drug Paraphernalia.

ARTICLE 5 – AMENDMENT OF SECTION 10-1-10 Section 10-1-10 of the Lone Tree Municipal Code entitled, “Definitions” is hereby amended as follows, with deletions shown in strikethrough and additions shown in underline: Sec. 10-1-10. – Definitions.

Unless otherwise stated, the provisions in these Articles this Chapter are subject to all applicable definitions, defenses, and presumptions provided by the Colorado Criminal Code (C.R.S. § 18-1-101 et seq.)

As used in these Articles this Chapter, the following words and phrases shall have the following meanings, unless otherwise clearly indicated: * * * Campsite means the use of property for the purpose of unauthorized camping. * * * Obstruct means to render impassible, or to unreasonably hinder, slow or retard progress, or to render passage unreasonably inconvenient or hazardous. Evidence that a pedestrian or a vehicle has to substantially alter his, her, or its direction of travel in order to accommodate a person located in the pedestrian’s or vehicle’s way shall be prima facie evidence of obstruction. Obstruction also means to cause a violation of other applicable law, such as the Americans with Disabilities Act, on the passageway. * * * Personal property means any goods, currency, merchandise, or other tangible items, or anything of value other than animals, litter, waste, contraband, evidentiary property or criminal instruments. * * * Shelter includes, without limitation, any cover or protection from the elements other than clothing, a sleeping bag, bedroll, or blanket, such as a tent, tarpaulin, lean-to, sleeping bag, bedroll, blankets, or other structure or material any form of cover or protection from the elements other than clothing. * * * Stream means natural, altered, or improved channels that have seasonal or continuous water flows as a result of surface sources, stormwater runoff or groundwater influx, or naturally occurring or manmade bodies of water surrounded by land in which water is confined. Streams include channels, canals, streambeds, streambanks, drainageways, floodways, holding and silting basins, reservoirs, lakes and ponds.

Stream Riparian Zone means the public land area that extends one hundred feet (100’) from the edge of the streambank.

Streambank means the terrain alongside a stream between which the flow of water or body of water is confined. * * * Waste means and includes but is not limited to any and all rubbish; unused, rejected and/or discarded material(s); feces; garbage; trash; debris or other foreign substances, solid or liquid of every form, size, kind and description.

ARTICLE 6 – AMENDMENT OF SECTION 10-2-20 Section 10-2-20 of the Lone Tree Municipal Code entitled, “Harassment” is hereby amended as follows, with deletions shown in strikethrough and

additions shown in underline:

Sec. 10-2-20. – Harassment. (a) It is unlawful for a person to commit harassment if, with an intent to harass, annoy, or alarm another person, he or she: * * * (4) Initiates communication with a person, anonymously or otherwise, by telephone, telephone network, data network, text message, instant message, computer, computer network, computer system or other interactive electronic medium in a manner intended to harass or threaten bodily injury or property damage, or makes any comment, request, suggestion or proposal by telephone, computer, computer network or computer system or other interactive electronic medium, which is obscene; * * * ARTICLE 7 – REPEAL AND REENACTMENT OF SECTION 10-4-70 Section 10-4-70 of the Lone Tree Municipal Code entitled, “Obstruction of Roadways or Public Places” is hereby repealed in its entirety and reenacted with a new title, “Obstruction of Free Passage and/or Free Assembly” to read as follows: Sec. 10-4-70. Obstruction of Free Passage and/or Free Assembly. (a) Obstruction of Rights-of-Way. It shall be unlawful for any person to obstruct any public street, sidewalk, or parking lane. (b) Obstruction of Means of Ingress or Egress.

It shall be unlawful for any person to obstruct any entry, doorway, or other means of ingress or egress to a public place. (c) Obstruction of Assembly. It shall be unlawful for any person—in, on, or near, City facilities; any public or private institution; or any premises, property, or facility used as a school, congregation, or assembly meeting place for religious worship—to intentionally, knowingly, or recklessly: (1) Obstruct an elevator, aisle, stairway, hallway, or any other place to which the public has access to, or a substantial portion of the public has access to, such as places used for the passage of persons, vehicles, or conveyances. For the purposes of this subsection, a person shall be deemed to have violated this provision if the obstruction arises from the person’s actions alone, or with the coordinated actions of others.

(2) Disobey a reasonable request or order to move when such order is given by a person known to be a police officer, firefighter, or person with authority to control the use of the premises when: (a) Such authority figure is attempting to prevent obstruction of the premises or to maintain safety by dispersing those gathered in dangerous proximity to a fire, riot, or other hazard; or (b) The person alleged to have violated this section is committing, threatening to commit, or inciting others to commit any act which would obstruct, disrupt, restrict, or impede the lawful missions, processes, procedures, or functions in, on, or of the premises.

(3) Substantially disrupt, obstruct, or interfere with any lawful meeting, procession, or gathering in or on the premises by intentionally physical act, verbal utterance, or other means, except during times when such person is lawfully permitted to speak, such as during that individual’s portion of public comment.

(4) Deny any public servant, official, employee, invitee, or student:

(a) Lawful freedom of movement on the premises, including the right of lawful ingress or egress; or (b) Lawful use of the premises.

(5) Impede any public servant, official, employee, invitee, or student in the lawful performance of that person’s duties or activities through the use of restraint, coercion, or intimidation, or when violence is present or threatened.

Sec. 10-6-70. Camping, Sitting, Lying Down, Sleeping, and Waste Deposit within Stream/Public Stream Riparian Zone Prohibited.

ARTICLE 8 – REPEAL AND REENACTMENT OF SECTION 10-6-40

(b) Sitting, Lying Down, or Sleeping. It is unlawful for any person to sit, lie down, or sleep within any public stream and/or public stream riparian zone, except as may be specifically authorized by the appropriate government authority.

Section 10-6-40 of the Lone Tree Municipal Code entitled, “Camping” is hereby repealed in its entirety and reenacted with a new title, “Unauthorized Camping on Private or Public Property” to read as follows: Sec. 10-6-40. Unauthorized Camping on Private or Public Property. (a) Camping on Private Property. It shall be unlawful for any person to camp on private property without the express written or verbal consent of the property owner, tenant, or the owner/tenant’s agent. (b) Camping on Public Property. It shall be unlawful for any person to camp on public property except in areas where the City has expressly authorized camping by posted signage or other permit.

(1) Prior to Citation. No city employee or law enforcement official authorized to enforce this Section may issue a citation unless: (a) A city employee or law enforcement official has issued a verbal or written notice to the person camping to move from the campsite and take their personal property with them; and (b) At the time of issuing a citation, there is a shelter option available for the person ordered to move from the camp, the person has been offered placement in such shelter, and the person has refused such offer.

(2) Abatement of Campsites. (a) Abatement Notice. Prior to the City abating any campsite ON PUBLIC PROPERTY, a city employee or law enforcement official authorized to enforce this Section shall provide the following abatement notice, to include the date and time of abatement: (1) Verbal OR written notice to all THE occupants of the campsite, IF PRESENT; and (2) Written notice attached to unattended personal property on the campsite; and (3) Written notice posted around the campsite at intervals sufficient to advise anyone entering the campsite of the intended date and time of the campsite abatement.

(4) The City shall not be required to repost notices if they are removed or destroyed prior to the abatement.

(a) It is unlawful for any person to camp within any public stream and/or public stream riparian zone, except as may be specifically authorized by the appropriate government authority.

(c) Depositing Waste into Stream or Stream Riparian Zone. It is unlawful for any person to intentionally, knowingly, or recklessly deposit, place, or permit to be deposited or placed any waste within any stream and/ or stream riparian zone unless: (1) The area is designated by the State or any of its agencies or political subdivisions, including the City, for the disposal of the waste and the person is authorized by the proper public authority to so use the property; or (2) The waste is placed in a receptacle or container used within the area for such purposes.

ARTICLE 10 – SEVERABILITY If any part or provision of this Ordinance, or its application to any person or circumstance, is adjudged to be invalid or unenforceable, the invalidity or unenforceability of such part, provision, or application shall not affect any of the remaining parts, provisions or applications of this Ordinance which can be given effect without the invalid provision, part or application, and to this end the provisions and parts of this Ordinance are declared to be severable.

ARTICLE 11 – CAUSES OF ACTION RETAINED Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding pending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Ordinance.

ARTICLE 12 - EFFECTIVE DATE This Ordinance shall take effect thirty (30) days following publication after the first reading if no changes are made on second reading, or twenty (20) days after publication following second reading if changes are made upon second reading.

FINALLY ADOPTED, PASSED, APPROVED WITH CHANGES, IF ANY, AND ORDERED POSTED AT THE LONE TREE ADMINISTRATION BUILDING, 9220 KIMMER DRIVE, LONE TREE, COLORADO 80124 UPON A MOTION DULY MADE, SECONDED AND PASSED AT ITS MEETING HELD ON THE 19TH DAY OF DECEMBER, 2023, BY A VOTE OF 5 IN FAVOR AND 0 AGAINST. IF APPROVED WITH CHANGES AFTER FIRST READING, SUCH CHANGES SHALL BE PUBLISHED IN THE DOUGLAS COUNTY NEWS-PRESS FOLLOWING ADOPTION ON SECOND READING.

Article 6 of Chapter 10 of the Lone Tree Municipal Code is hereby amended with the addition of a new Section 10-6-70 entitled, “Camping, Sitting, Lying Down, Sleeping, and Waste Deposit within Stream/ Public Stream Riparian Zone Prohibition” to read as follows:

(5) If weather conditions or other acts of God prevent the abatement of the campsite at the date or time listed in the notice, the City shall be able to extend the abatement date and time up to ten (10) days. (c) Camping in Stream/Stream Riparian Zones.

Camping in streams or stream riparian zones shall be controlled by Section 10-6-70 of this Code.
