A Douglas County health contractor, hastily hired during the county’s divorce from Tri-County Health in 2021, has been cut off from new work by the state, recently settled a lawsuit with a former business partner and is under investigation

by the state’s labor department. The county health department stands by its decision to hire Jogan Health and says it sees no reason to end their multimillion-dollar contract prematurely. Jogan Health was hired by Douglas County in November 2021 after the county board of health approved an order disallowing local mask requirements, resulting in TriCounty halting its COVID services in Douglas County. At the time, the state and TriCounty had been working with

Jogan on vaccine clinics and both mentioned the company to the new county health department, said county spokesperson Wendy Holmes. In January, however, the Colorado Department of Public Health and Environment told Jogan the department was “seriously worried” about the company continuing work in the state, according to public records obtained by Colorado Community Media. “The complaints are just piling up,” wrote Daniel Rockwell, a super-

visor with the state health department, in a Jan. 25 email to Jogan Health. He later told Jogan CEO Dan Dietrich that the department would no longer give the company new work. In June, Jogan’s final project ended. That same month, Douglas County extended its contract with Jogan until the end of 2022 with a maximum payout of $3.5 million. Though from the outside it may look more like a modest one-story home, inside thousands of Pokémon, baseball, football and other sports trading cards line the shelves. Ready for collectors and card enthusiasts to come to buy and trade from the couple’s ever-growing stash. But owning his own trading card shop was never the plan for Aznar, 46, who opened House of Cards in April 2021. “I grew up collecting cards from the mid-’80s to about the mid-’90s,” Aznar said. “Then other things in life took over, and I stepped away from cards for many years.” Throughout his professional life, SEE CARDS, P6

was unaware of why the state was no longer working with Jogan. “I know they did some contract changing as the pandemic was winding down a little bit,” he said. “I assumed it was because of just that slowdown.” Dietrich did not respond to detailed questions about CCM’s reporting on Jogan. Hill added that the Douglas County Health Department hasn’t had any complaints or issues with Jogan. “I feel confident we’re getting what we’re paying Jogan for,” he said. “They’re very impressive people, they’re very dedicated and I think they’re doing an outstanding job.” CDPHE paid Jogan $74.3 million for their services before deciding not to extend their contract. During that time, Jogan administered more than 175,000 doses of the COVID-19 vaccine. “From the state’s perspective, Jogan Health did meet its obligations with the state,” according to an emailed statement from CDPHE. Jogan’s financial assets. In October 2021, SMS alerted Jogan that the company was past due on its payments for services, according to the lawsuit. Public records show that in September 2021, a company called Jogan Properties Colorado, also formed by Dietrich, purchased a $3 million home in Parker. In December, another Dietrich company called Jogan Properties Hawaii purchased a $3.5 million home in Hawaii. When the lawsuit was filed in April, the debt to SMS was still owed, according to the document. The lawsuit filed by SMS also claims that Jogan used false credentials to gain legitimacy and work with them and then used SMS’s background and abilities to gain contracts with CDPHE, acting as if the accomplishments were Jogan’s. The same format and references used by Jogan for its state health department application appear in one from SMS to work for the Louisiana Health Department. Garner Environmental, one of the companies listed on Jogan’s application as a reference for their work, told Colorado Community Media they have “no association” with Jogan “either directly or through a subcontractor.” Three times since Jogan Health was formed in January 2021, the

Colorado Department of Revenue contacted Dietrich regarding unpaid taxes, according to court documents. The latest was in June. All cases were closed the same day they were filed. Jogan Health is one of eight companies founded by Dietrich since 2020. He also founded Jogan 5G, Jogan Security, Jogan Traffic and Jogan Thermal Checkpoint. In June, the SMS lawsuit was settled out of court. Douglas County responds Douglas County’s health director Michael Hill says none of the information he’s heard about Jogan has an impact on their current contract. “As long as they’re doing what we’ve hired them to do and their invoices check out and the state keeps paying us for paying those invoices, it would not be in the best interest of Douglas County to discontinue at this point and then have to re-invent that wheel on the fly, again, in a pandemic,” he said. Hill says that while the county hasn’t seen any issues with Jogan’s work, new information about the organization could impact future contracts with them. A Douglas County records custodian said there are no applications or background information from Jogan for their request to work with the county and the company was considered to have already been vetted by the state. The state pays for Jogan’s services with Douglas County through federal grant money.

Under the IGA, the county health department is in control of things like governance and county-wide public health orders. In October, the county health board began considering a health order that would give any individual the ability to opt out of mask mandates in the county and for parents to be able to opt out their children. Jennifer Ludwig, deputy director of Tri-County and soon-to-be director of the Arapahoe County Health Department, emailed the Douglas County board of health president, calling the action “greatly concerning” and saying it would make it difficult for TriCounty to continue providing

COVID services. After the order was approved on Oct. 8, Ludwig told Douglas County they would no longer provide COVID-19 services, and by early November, the county chose Jogan to do so instead. In an email sent through a spokesperson, Douglas County staff member Jon Surbeck said the county looked at six other contractors before choosing Jogan. “Jogan Health offered an onsite staffing solution within Douglas County that we could easily visit/monitor and utilized secure computers rather than personal devices,” according to the email. Hill said Douglas County is not considering ending its contract with Jogan early. “We would be right back in the frying pan trying to do an emergency solicitation for somebody to take over,” he said. “We aren’t staffed up to take on that much work, and Tri-County isn’t going to take it back up.”

in the second degree, attempted assault, two counts of attempted aggravated robbery and two counts of menacing. Menton is being held in the Douglas County Jail without bond. According to Menton’s arrest affidavit, police responded to a report of a stabbing around 9:30 p.m. July 17 at Parry’s Pizza in Castle Rock. Three employees, including Schnell, were closing the restaurant for the day when Schnell was attacked and stabbed multiple times, per the affidavit. The two employees on scene told police that a man in a yellow bandanna and yellow shirt, later identified as Menton, had been parked outside of the restaurant earlier in

Aznar pursued various entrepreneurial efforts. Aznar owned an event catering business, and for 16 years, ran Goods Smoke and Grill, where he traveled all over the state serving up barbecue at concerts, festivals and other community events. Then COVID-19 hit. “First, there were no events for six months,” Aznar said. “Then, it became another six months, and soon, it was 18 months with no events.” The pandemic gave Aznar, Tyrell and their two children the opportunity to explore their hobbies, which included the whole family getting back into cards. One day while out looking at card shops, many of which Aznar says are outdated in their business practices and facilities, he noticed the property at 522 Wilcox St. was up for lease. Aznar thought, “Are we supposed to be playing cards as a hobby, or is this a business?” He called the number listed and the following day, he signed a five-year lease on the property. Soon after, House of Cards was born. “[The pandemic] was really a

Police do not believe Menton and Schnell knew each other and continue to investigate Schnell’s death, including identifying a motive. Menton is scheduled to return to court on Sept. 19. He cites a recent Pokémon kids’ trade day event as a time of particular pride. “Thirty-four kids showed up, and I recognized every single one of them,” he said. Aznar says the shop has also hosted car shows and has a fenced-in backyard area where parents sometimes drop off their kids. His ultimate goal is to be able to buy the property, expand it and fully cement House of Cards into a staple of the Castle Rock community. “This is something tangible, that’s not on a screen, that everyone can enjoy,” he said. “Kids can also learn valuable lessons about money, buying and investing (from being involved in this hobby).”

A monthslong investigation into a Douglas County commissioner by her colleagues wrapped up last week but the full results will not be released publicly. The commissioners met in an executive session July 26 to discuss the investigative report about Lora Thomas, which cost about $17,000 in legal fees to produce. When they came out of the closeddoor meeting, Thomas said she wished to see the report released to the public. In a board statement posted later that day, the county called the report “privileged & confidential” and said it wouldn’t be released. In the past, commissioners have voted to allow similar documents to be made public. had strong opposition in the southern Colorado community. During his process to decide if he supported the project, Laydon announced plans to meet with farmers who he said supported the project but feared negative financial ramifications if their stance became public. “Protecting those vulnerable individuals was a priority of this board,” Laydon said. Thomas maintains she didn’t ask for personal identifying informa-

tion, only the names of people and organizations who would attend the meeting. “It was not to be released,” she said. “I had every right as a commissioner to know who you were meeting with.” Laydon said that someone’s name alone is enough to find their home address, occupation and other personal identifying information, “especially in a really small community.” The water proposal is no longer

being considered by the commissioners for federal COVID relief dollars. They also accused Thomas of creating a hostile work environment and causing the resignation of a first responder in the county by distributing an anonymous letter received by the county that detailed concerns about employees of the Douglas County Sheriff’s Office. The investigation found that Thomas did distribute that letter but didn’t determine who wrote it, according to the county’s announcement. “The investigation found that it was more likely than not that Commissioner Thomas did not create a hostile work environment or cause the discharge of a former employee,” according to the public announcement. Thomas said she also wanted it known that she was willing to participate in the investigation only if she could have an attorney present. In the statement posted to the county website, Laydon commented on the findings. “Our valued citizens expect the county to govern, not be enmeshed in political sideshows which detract from our work,” he said. “The results of this investigation support the decision to remove Lora Thomas as Chair while underscoring our need to focus this board on public priorities, integrating professionalism, respect, and service into our board governance.”

County moves forward with proposal to increase water supplies Project could help more than 300,000 county residents BY ELLIOTT WENZLER EWENZLER@COLORADOCOMMUNITYMEDIA.COM

Douglas County still wants to use a portion of its COVID relief funds to secure future water, but may now back a plan to store unused South Platte River flow after dropping a controversial proposal to use the money to buy San Luis Valley supplies. The Douglas County commissioners indicated they may help fund the major water proposal from Parker Water and Sanitation when they unanimously directed staff to continue work on the project and asked them to provide options for how much funding they could supply July 11. “I think this is a good project for us to support with our ARPA dollars, it makes good sense for our citizens into the future,” said Commissioner Lora Thomas. Commissioners George Teal and Abe Laydon both agreed. Parker Water’s project, the Platte Valley Water Partnership, would provide water for more than 300,000 people in Douglas County, including in Parker, Castle Rock and portions of Castle Pines and Lone Tree,

according to a project proposal. It would also get the district to 75% renewable supplies. To do so, they plan to partner with a water conservancy district in Sterling — a town in eastern Colorado — to capture excess water in high runoff years from the Platte River, store it and pipe it back to Parker. The proposal would capture about 20,000 acre-feet of renewable water per year that would otherwise flow from the state. The project won’t impact existing water rights and won’t allow buy-and-dry of nearby agriculture, said Ron Redd, Parker Water’s district manager. In order to meet the district’s projected water demands, the project will need to be complete by 2040, Redd said. Castle Rock Water is a partner in the project. Parker Water estimates the overall

cost of that project to be about $828 million. They asked commissioners to contribute $20 million of ARPA money for it. The water district was notified July 22 they’re a finalist for a portion of the funding and were asked to gather additional information for another presentation to the commissioners in about two months, said Parker Water spokesperson Deirdre Mueller. The commissioners have decided to focus their $68.2 million in American Rescue Plan Act, or ARPA, funding on seven areas: water and wastewater, homelessness, broadband, mental and behavioral health, wildfire suppression, economic investments and the intellectual and developmental disabilities community. San Luis Valley project At one point, the commission-

ers were considering using ARPA funds on a proposal from Renewable Water Resources, which would have pumped about 22,000 acre-feet of water per year to Douglas County from the San Luis Valley, permanently drying up wells there. The project was heavily opposed by water conservancy districts, residents and environmental groups in the valley who said their agricultural community is already in a drought and can’t afford to lose more water. Douglas County water providers all said they were not interested in using the San Luis water, in part because they have already heavily invested in other projects. Teal was in support of the San Luis Valley plan and Thomas was opposed. Laydon remained undecided for many months while the county conducted informational meetings with various stakeholders about the project. In May, Laydon announced he would vote against the county using ARPA dollars on the proposal after the county’s legal counsel concluded the project wasn’t eligible for the federal dollars. “Right now there are simply too significant and enormous of hurdles for us to move forward on this project,” Laydon said at the time. “That’s not to say that we can’t explore this in the future, I think we certainly can, but RWR will have to do significant additional homework on all of these fronts to accomplish that.”

Happy for kindness

n a recent cross-county trip to see my brother, I saw and experienced several acts of kindness that I am hoping are signs of good things changing in the country. Over the last few years, I feel like political division, a pandemic and the economy have created some bitter, angry citizens. This means seeing more fighting, angry groups and less kindness in public. FROM THE In flying recently, I was brought to tears a few times. Or, maybe, close to tears is a EDITOR better way to describe it. I was traveling with my children who are now 6, 8 and 17. No husband on this trip. I was a parent flying solo and that is tough any time. Due to a lengthy drive from my brother’s home and to save on some costs on my rental car — I had to go to the airport extremely early, meaning my 6 a.m. flight Thelma Grimes from Newark to Denver meant almost all night in the airport. I had no idea how much Newark worked to prevent sleeping in the airport. Chairs are screwed down, big metal bars prevent you from stretching out on other chairs. The floor does not have carpet. There may as well have been signs say, “Do not try to rest here.” Anyway, it was what it was. My kids and I were going to tough it out. However, after about an hour of us trying to find ways to get comfortable — just picture a 17-year trying to sit cross-legged, backwards in a chair against the wall — it was not going well. Then, a man who worked at the airport came through. He did not speak English but shook his head as he walked by me. The pessimistic side of me figured I was being judged as a not-so-good mom having my kids there. Instead, he pulled out a key, went into a storage room and came out carrying four cots. He gave each of my kids a cot, a blanket and a pillow. He got one for me and encouraged me with his hand gestures to get some rest as well. When my kids seemed overwhelmed with his gesture and thanked him with their tired voices — I was brought to tears. I am a true believer that most people are good. I just love having that belief reaffirmed in a strange place. Once on the plane, I saw another act of kindness that was not aimed at me but still mattered. An older woman who also did not speak English took her seat next to my son and myself. Come to find out, she was not in the right seat. However, my Spanish has gone way downhill since living in Arizona and the flight attendant struggled. Before long, a man in a nearby seat came over and helped translate, easing the woman’s stress and alleviating a tough situation. On the news, I have heard reports of families being separated from their children on flights. This happened to me as well. My son and daughter were put in a different row, and I sat with my 6-year-old separately. I trusted my 17-year-old to manage my 8-year-old (praying they would not argue over some nonsense). I wasn’t happy but did not raise a stink with the airline. After the flight, my daughter told me a nice woman sitting near them opened her arms and allowed my son to sleep against her, telling my daughter his comfort mattered to her. I hope this is a sign that we are getting better. I hope these instances can become regular again as we travel or go about our daily lives. The tidal wave of complacency

here is plenty of discussion happening around what is being called “The Great Resignation.” The impact of people not willing to work has a vast-reaching impact and implications on every aspect of life. We are all experiencing fractured supply chains, an understaffed service industry, and gaps in inventory resulting in shortages around the world, just to name a few. This disruption and rising inflation are causing severe emotional and financial stress, leading to anxiety for businesses and many of us at home. When will it end? That is a question no one can answer, with some experts believing that it will be around longer than we think and whether that is a little longer or a lot longer. What many businesses are experiencing that is worse than “The Great Resignation,” is a tidal wave of complacency. When the pandemic began, both employer and employee were trying to figure out the whole remote work situation. In the beginning, there were struggles with working from home, and leaders were anxious because they felt work might not be getting done in the same capacity. But within just a few short months, employees became extremely comfortable and grateful to be able to work from home, especially those who had difficult commutes. The work-life balance began to get better for most of us. We became aware of the fact that we could decide to work when we wanted to work and take a few hours off and then return to our work in

the evening. This strategy worked well for some, but it also created an opportunity for complacency for others. We would convince ourselves we would do the work later, and then later became tomorrow, and tomorrow became next week. We lost any sense of urgency that we may have had Michael Norton before. Hunger and desire have been replaced by distractions and atrophy of our business muscles and attitude. Where we once strived for excellence, we have settled into striving for mediocrity. We know that talent without effort breeds mediocrity. We have fantastic people on our teams, and we know they can do more, do better, and once again be capable of striving for excellence. There is so much great content around how we can break out of our comfort zone, or as I heard this week, how we can break free from our confinement zone. Comfort zones are breeding grounds for mediocrity, and confinement zones hold us hostage, as they hamper our enthusiasm and our creativity. Just because we may work from home or have a hybrid work schedule does not mean we should settle for doing the minimally acceptable level of work. We owe our company, customers, co-workers and

Older adults to talk with superintendent

hhh, summer. Soon thoughts of swimming pools, part-time jobs and relaxing time with family and friends will be replaced with class schedules, homework and locker combinations as our Douglas County students return to another new school year this month. While summer is the well-needed break that all students, staff and parents need, as a community we can’t help but be excited for the beginning of a brand new school year to focus on learning, relationships and opportunities for growth. Bringing back education, and the well-being of students and staff as our primary focus is exactly what our school district needs. When we think about all we have to be thankful for — at the top of the list is the fact that we have the privilege

of living, working and playing in Douglas County! We are excited to have our students (all 64,000 of them!) back in the classroom learning and taking part in activities and milestones our school district Erin Kane has to offer across our 89 schools. Here in the Douglas County School District (DCSD) we have much to celebrate. We have one of the highest graduation rates in the Denver metro area at 90.7%. The Class of 2021 earned more than $116 million in scholarships and our students and parents saved $3.7 million in college expenses through DCSD’s concurrent enrollment partner-

higher income. Complacency is the enemy of achievement. “The Great Resignation” is very real. So, we must ask ourselves a hard question. Are we willing to accept or tolerate complacency just to keep the company going? Or do we need to find a way back to leading and motivating those who are on our team to break out of the complacency zone and into the striving for excellence zone? No, your daughters can still get an abortion. Up to the time of delivery, if you so choose to get rid of a grandchild. As long as you stay in Colorado, where our overwhelmingly Democratic house and senate passed a very liberal abortion law. So those tears did not need to be shed. I have always voted for school bond issues wherever I’ve lived — even if I had no children in the district. That reflects how strongly I believe in the value of public education. But, I have no intention of supporting the bond issue of the Douglas County School District this time around. The actions of the school board in recent years have been appalling and embarrassing. More time has been spent on politicking and infighting than on discussions of education. I will not support a board that has spent excessively on legal fees, shown their support for using public funds for private education, watered down what should be taught about our nation’s history — and has allowed board meetings to become the laughingstock of the metro area. Bradley Neil “Brad” Goodwin September 1, 1955 - July 5, 2022

Bradley Neil Goodwin, of Castle Rock, Colorado, passed away on July 5, 2022, at the age of 66. Brad was born in Norfolk, Virginia to Lyle and Altene Goodwin when Lyle was stationed at the Naval Air Station there. Being a military family, they then moved to Florida, California, Arizona, New Jersey and Arizona again when his father retired. After finishing his training in computer technology, Brad moved to Colorado and went on to become a very successful IT specialist. At times during his career, his company sent him to various places world-wide to solve IT issues. Brad spent DIXON

the last several years in Castle Rock raising his beloved children. Brad loved camping and spent many happy vacations with his huge recreational vehicle and whatever family and friends wanted to join him. He had a kind heart and will be greatly missed by all who knew him. Brad was preceded in death by his father, Lyle. He is survived by his children, Brock, Savannah and Jaidyn, his mother, Altene, and his three siblings, Susan, Lynne and Bob. Brad had a lot of love for Brenda, his companion of many years, and her family and for his many friends. A memorial service will be held in September.

Joselyn Mabelle “Jo” (Fisher) Dixon March 21, 1937 - July 22, 2022

Joselyn (Jo) Dixon, 85, died peacefully on July 22, 2022. She was born in Scott City, Kansas, on March 21, 1937, to Charlie (Gertrude) Preedy Fisher and Bud (Forrest) Fisher. The family moved to a farm in Genoa, Colorado, when Joselyn was three years old. She graduated from Genoa High School in the Class of ’55 and was the Worthy Advisor of Rainbow Girls. Joselyn attended CSU (Colorado A & M) earning a two-year business degree. While at CSU, she met the love of her life, Dick (Lester Jr) Dixon. They married on July 2, 1957 in Genoa. After living in Fort Collins for a time, they moved to Parker where they took over management of the family farm and built a feedlot. They were innovative, hard-working and built a good life for their four kids. Joselyn was very involved in the Parker and Douglas County communities. She was an active member of the Douglas County Republican Women, hosting caucuses and serving as an election judge. Joselyn also kept the records for the Parker Cemetery and enlisted the help of the whole family in mowing, painting, and putting flags out for our veterans. Most importantly, she was a great mom supporting her children by volunteering in their schools and attending

every ball game, band concert, fair, and stock show. After moving to New Mexico to farm in 1981, Dick and Joselyn returned to Colorado in 1993. As Dick began new careers in real estate and later water brokerage, Joselyn was a priceless partner continuing to perform administrative support as she had when they had farmed and fed cattle. Above all, she loved being with her family and is leaving them with many wonderful memories. She is survived by her sister, Chris Ann (Rawlin) Fisher Herigstad, her children, Kerrie Monti, Kristie (Jim) Docheff, Lee (Alexis) Dixon, and Jody (David) Nighswonger; 10 grandchildren and 11 greatgrandchildren. She was preceded in death by her husband, Dick Dixon, her parents, Charlie and Bud Fisher, and her brother, Lynn Fisher. Joselyn will be laid to rest in a private family service at Parker Cemetery. There will be a gathering for friends and family at the Pike’s Peak Grange at 3093 N State Highway 83, Franktown, CO 80116 from 1:00-3:00 on Sunday, August 7. If beauty is in the eye of the beholder, then taking a walk through most metro area communities can be a delightful treat for the eyes. Many communities have outdoor sculptures placed either in sculpture gardens or throughout the cities to provide beauty, create community, revitalize metropolitan areas and make people think. For those in charge of acquiring the sculptures, it’s vital work. “I think there are a lot of reasons why public sculpture is important,” City of Northglenn Arts, Culture and Community Manager Michael Stricker said. “Not only does it help beautify parks and public areas, but it builds a sense of identity and community. Our community has really embraced all of the public art as their own.” While public art also includes outdoor murals and other displays, sculptures come in all shapes and sizes, created out of every sort of material and in various genres from traditional to modern. And the best part is that viewing public sculptures is free. “Outdoor sculptures are like a museum without walls in a way,” explained Tim Vacca with the Greenwood Village-based Museum of Outdoor Arts. “Our mission is to make art part of everyday life where people are walking in public areas, and it might bring a pleasant surprise to them. We want it to be accessible to all.” Tricia Rosenthal, president of Sculpture Evergreen, a nonprofit that has placed 42 permanent sculptures throughout Evergreen, called it an artistic imperative to place sculptures in the downtown area and in area parks. “They speak to people,” Rosenthal said. “It is fun for me to see that, and it’s pretty exciting. I’ve been to numerous places where many communi-

ties have decided this is something they want to do as part their community cultural enhancement, and people relate to the sculptures. There is something for everyone — especially with the pieces that change.” Some communities have sculptures that are displayed on a rotating basis along with their permanent collections. For Golden, which has extensive public sculptures throughout the city, the Public Art Committee believes sculptures contribute to community identity, civic pride and economic development, and allows the community to feel engaged with the city, according to Robin Fleischmann, Golden’s economic development manager. Sculptor Shohini Ghosh of Highlands Ranch agrees that public sculptures are a great and important way to introduce art into people’s lives. The sculptor, originally from India, has work displayed as close as Evergreen, Hudson Gardens and the Denver Art Museum, and as far away as Topeka, Kansas; Edina, Minnesota; and even China. “Sculpture is a mode of expression,” she explained of her art. “The whole concept of expressing a whole idea in one form excites me. It’s not a canvas where you have a story visually developing. Sculpture is one idea, one moment, one emotion that you want to catch and make it permanent. Each sculpture has its own rapport with the public. That’s how it is supposed to be.” Different styles Public-sculpture selection and tastes vary wherever you go. In Evergreen, for example, a committee selects the sculptures that are part of the rotating Sculpture Walk. Since

Evergreen is not incorporated, the nonprofit Sculpture Evergreen needs to look for sites by working with private property owners and other entities that own area parks. Evergreen’s Sculpture Walk was started 28 years ago. “For us, it’s a grassroots thing,” Rosenthal explained. “Other than money from the Scientific and Cultural Facilities District and Colorado Creative Industries, everything is funded by donors. Also, in many ways, Evergreen is unique because of the environment we have.” The rural area makes selecting sites that enhance the sculptures more challenging, she added. In Northglenn, a committee of 50 people selects six sculptures for its rotating Art on Parade and invites the public to vote for their favorite, which is purchased by the city to add to its

permanent collection of about 30. Northglenn started its collection in 2000. Stricker said Northglenn is committed to public art and putting it throughout the city, with Art on Parade located at Eleanor M. Wyatt Centennial Park to create a destination feel. The permanent collection is throughout the city and continues to grow. Golden’s sculpture collection is on temporary hold as the Public Art Committee evaluates its current collection and determines what sculptures should be added. Many of the 34 sculptures are along Clear Creek and Washington Avenue. Golden also has what it calls the Itty Bitty Art Project, which includes 14 tiny sculptures. The commission wants to begin diversifying its sculpture collection since a large number of the sculptures are traditional bronze donated to the city by other entities, Fleischmann said. The Museum of Outdoor Arts’ permanent sculpture garden is at Marjorie Park just outside Fiddler’s Green Amphitheatre in Greenwood Village, with 40 sculptures, plus more than 30 throughout Englewood. The Museum of Outdoor Arts was started in 1981. Making sculpture relevant Ghosh is excited that public sculptures have caught on in many cities in the United States and abroad in part to help rejuvenate municipalities. Historically, a sculpture was put in town squares to help identify the town, and public sculpture is continuing that mission, she added. “I love that this art form is used as a tool to help cities as they go through the revival process of bringing a city back to life,” Ghosh said. She wants to see sculptures generate discussion among those who see them. “I’ve seen people stop and contemplate sculptures,” she explained. “Even in their hurried day, most people don’t just walk by. They give (the sculpture) a moment of thought. Art is a very strong form of communication other than writing or talking. (Sculptors) express directly from our souls — unadulterated, honest expression.” For those who help bring public art to their communities, its importance is without measure. “(Sculptures) really reach into people’s hearts,” Rosenthal said. “That’s something worth preserving.”

Wild West — the 38th All Colorado Art Show at Littleton’s Depot Art Gallery — opened with a reception where juror Doug Dawson awarded the Best of Show to photographer Jason Weiss for his “Volcanic Sunrise,” a fine metal print. It is one of 400 entries submitted for this highly competitive exhibit. Dawson selected 70 works to be displayed through Aug. 27. Dawson’s own piece, a pastel called “A Break in the Sky,” is hung just to the right of the entrance, as one faces the front door. Pause and enjoy it. Jason Weiss’ winning work is finely detailed, with every small bit of rock clearly depicted and beautifully balanced color. A viewer really feels drawn to a special spot with an amazingly serene view, given the explosive subject … Also winning a Best of Show ribbon is Mike Grant’s very clever cat image: a grinning kitty filled with other animals — you have to look

at this one to get it. I’m thinking kids will be as enchanted as I was ... Many of the works selected for the exhibit are landscapes. Entrants would be aware that Dawson is a master pastellist and teacher, known for his landscapes, fig-

ures and twilight city scenes. He teaches pastel workshops across the country. A Second Place ribbon was awarded to Paul Nutting’s painting, “Evening Quiet,” an oil on canvas depicting a creek flowing toward mountains. One can almost

hear a gurgle ... Third Place winner was Diane Fechenbach’s pastel painting, “Frozen.” Honorable Mention ribbons include Sheryl Detert’s acrylic painting, “Alone,” and Elizabeth Kayle’s digital fine art photograph, “Sunset Sentinel,” silhouetting a lone raven ... For years, there has been more than one “All Colorado Show” appearing in mid- summer, so we just specify “at the Depot” or “at Curtis Center” and encourage readers to enjoy both after years of suggesting one or the other venue change a summer show title ... s Mark Twain once (supposedly) wrote, “history doesn’t repeat itself, but it often rhymes.” Miners Alley Playhouse is proving that’s true with its summer production of the rock and roll classic, “Hair.” “There’s a timelessness to this show, which is unfortunate,” said Valerie Igoe, who plays Sheila in the production. “Sixty years later, the relevance is still here. Matheo said the production’s non-traditional and colorblind casting allows everything about the show to take on a layer of meaning. “There’re so many music scenes in the show, but in some ways, it’s like a French film,” Igoe said. “You’re thrown into all these characters’ relationships and lives… and see them build their tribe.” Regardless of if the show is something audience members are familiar with or not, Matheo is certain everyone will find something that moves them. “I want people to know what they’ll feel when they come to the show — for much of the show, they won’t be able to stop smiling,” he said. “Audiences will have a wonderful time and possibly a

As Tri-County Health disbands, counties take different approach Price tags to go solo will vary

Asked how many lower-level TriCounty Health employees are expected to work for the Arapahoe County health department, Arapahoe County said in a statement: “We don’t have specifics yet, but as mentioned, hiring staff is a top priority for (Arapahoe County health) leadership, and TriCounty employees certainly have a lot of relevant experience and expertise.”

The embattled Tri-County Health Department lists 10 staff members as its “executive team,” a collection of leaders that oversee priorities like emergency preparedness, disease surveillance and environmental health. Arapahoe County has scooped up six of those leaders — plus Tri-County’s former director of nursing — to work for its upcoming single-county health department as Tri-County prepares to dissolve at the end of this year. Adams County will absorb one of those 10 leaders, plus Tri-County’s former policy expert. Douglas County has not hired any of those key Tri-County staff members. Dr. John Douglas, head of Tri-County, says he doesn’t think the politics surrounding Tri-County’s decisions on the pandemic played a role in general in determining which counties the health agency’s high-level staff will end up working for. But the disparity is one example of how the new health departments among the three counties are likely to shape up in different ways as the decades-old partnership fades away, fractured largely by Douglas County’s disagreements with Tri-County over COVID-19 policies. While Tri-County’s breakup began with Douglas County’s exit, Adams County’s elected leaders have shown enthusiasm in leaving — though that’s not due to an opposition to TriCounty’s mask mandates earlier in the pandemic. “Adams County, we’re in a growth period right now — we’re in a position financially where we have the resources to stand up our own health department,” said Lynn Baca, an Adams County commissioner who called the transition a “once-in-a-lifetime” chance and a door to better fulfilling the unique needs of county residents. Large difference in staff numbers The process of the three counties pulling out of Tri-County began with the Douglas County commissioners, who decided to immediately leave the health agency last September after months of disagreements over COVID-19 protection measures.

Staff shortage squeezing agency Douglas, the health chief, has said internal polling has shown a vast majority of current Tri-County staff have shown interest in moving to one of the new county-run health departments and expressed optimism that there would be a significant carryover. But Tri-County itself has become thinner. “Every place saw the great resignation going on, and we weren’t immune to that,” Douglas said . “Last year, we probably were running 30% to 40% more staff choosing to leave than previous years.” The loss of staff has “certainly had an impact” on Tri-County’s services, Douglas said. With “restaurant inspections, we’ve had to do some triage,” Douglas said. “We’ve had to prioritize riskier settings.” Tri-County has seen longer wait times for its clinics, said Douglas, adding the health agency had to make some reductions in its sexual health clinics. That area includes family planning, contraceptive services, and sexually transmitted disease and HIV testing services, Douglas said. Douglas County formed its own health department and decided to contract to continue receiving many public health services from Tri-County until at least the end of this year. Tri-County — the public health agency for Adams and Arapahoe and formerly Douglas counties — became a magnet for attention during the earlier stages of the coronavirus pandemic as it issued mask mandates for schools and the general public. But Tri-County’s regular work includes providing no-cost cancer screenings, overdose prevention, free nurse visits, restaurant and child care facility inspections, and other services, according to an Arapahoe County news release. Among the several Tri-County leadership staff who will come aboard the Arapahoe County health department, Jennifer Ludwig, who served as TriCounty’s deputy director, will take the helm as the Arapahoe County health department’s new director. Asked whether there was a collective sense among Tri-County leadership that they wanted to work in Arapahoe County because of how much that county aligned with Tri-County leadership amid the pandemic, Douglas, the health chief, said: “That may have played in the thinking of some people, but I don’t think it was a general theme. “I think people were more interested in ‘Where do I currently live?’” Douglas said. He added: “It’s probably based in part of the perception of ‘Who am I

going to work with, who’s my boss?’” Baca echoed that, saying: “2020 kind of threw all of us on our ear, and people are looking at work-life balance, and I think it was proximity to employment” that factored into staff’s decisions. Though the Douglas County Health Department hasn’t announced highprofile hires of former Tri-County staff, the new department will absorb a small number of employees from the outgoing agency. “To date we have hired two people from Tri-County. Expect probably about 10 more,” a statement from Douglas County said. The Douglas County Health Department has floated a possible staff organizational chart consisting of about 35 full-time employees and two contractors, according to an April 19 work session with county commissioners. before the end of the year when the health agency is formally scheduled to end operations, Douglas said: “I don’t see any in particular that would be predictable that we would have to stop.” Last year, Douglas County commissioners quickly formed the county’s new health department — giving the county autonomy on public health orders such as mask mandates — but the county also decided to contract to have Tri-County provide all public health services, such as restaurant inspections and clinical matters, through the end of 2022. But the Douglas County Health Department has already begun taking some services into its own hands. The county health department oversees vital statistics and emergency preparedness and response, and it will soon take over environmental health services and WIC, the federal grant program, Special Supplemental Nutrition Program for Women, Infants, and Children. Any other services are to be fully transitioned by mid-December, according to a statement from Douglas County. In the other two counties, officials said they have not heard concerns that Tri-County would be unable to perform through the end of the year. “We haven’t seen any indications that it won’t be able to do so,” said Luc Hatlestad, an Arapahoe County spokesperson.

Costs, services may differ To start their own public health agencies, Adams and Arapahoe counties could run into costs up to millions of dollars each, according to a consulting firm that studied the benefits and drawbacks of the counties’ potential decisions to handle public health services alone. “In the short term, separate, single county public health agencies would have access to less public health revenue, and perhaps services, and would incur transition costs for start-up and (the) dissolution of TCHD,” the Oct. 12 report by the Otowi Group says. Working together in a two-county “district” public health agency would potentially make Adams and Arapahoe more competitive for grants and contracts, the report says. Despite the potential chance at savings, the counties appear locked into going their separate ways. “After Douglas County exited the

partnership, we were moving ahead with setting up a two-district agency, but after Adams also withdrew that was moot, and that’s when we shifted our focus to a single-county health department,” Hatlestad said. “The motivations behind the Adams decision are still not clear to us.” Differences of opinion on public health policy didn’t just arise amid the pandemic, Adams County commissioners have told Colorado Community Media. Asked whether there are moments during the pandemic she looks back on and wishes Adams had its own health department, Adams County Commissioner Eva Henry has said: “Almost weekly.” She said she wanted to have the conversation “long ago” of Adams having its own health agency. “Once a year, all the county commissioners get together and they talk about the budget” in the three counties, Henry told Colorado Community Media in October. “And talk about what we’ll fund and not going to fund. With Arapahoe County’s budget restrictions they have, and Douglas County’s views, it made those decisions very hard.” Adams has different budget policies than Arapahoe County because Arapahoe is “not de-Bruced,” meaning the county has different restrictions under Colorado’s Taxpayer’s Bill of Rights, Henry said. “We have different factors that affect our citizens in Adams County — we have air pollution, citizens working in industrial jobs. We’re addressing poverty. We have homelessness,” said Baca, noting Douglas County does not encounter those

issues as much as other counties. Adams County going alone on public health “had nothing to do with the pandemic or masking,” Baca added. Adams County’s contribution to TriCounty Health’s 2021 budget was $3.8 million, Arapahoe County’s contribution was $4.8 million and Douglas County’s contribution was $2.6 million, according to Tri-County. The net cost for the first year of Adams County’s own health department could total around $11 million to $13 million, Baca said. “Our first year out, we’re looking at it’s going to be approximately 20 to 25 million dollars, with an estimated 12 to 14 million dollars in grants,” Baca said. Arapahoe County Commissioner Nancy Sharpe has said the county’s own health department will likely cost the county around $5 million per year, possibly even more. “We anticipate that it will be more, we just don’t know how much more at this point,” Sharpe said. Officials in Douglas County, whose health department is likely to be much smaller than those of the other two counties, expect to keep costs down. “We anticipate that the new DCHD with services tailored to the needs (and) expectations of our county will ultimately cost less per year than $2.6 million,” the county said in a statement. Douglas County’s new public health director, Michael Hill, has told Colorado Community Media the county’s health department will adopt the same fee structure as Tri-County for this year but may consider suggesting fee changes next year. Asked whether fees for public health services will be higher under the Adams County Health Department compared to what the fees for the same services were under Tri-County, Baca said Adams County leaders haven’t discussed that level of detail during meetings. She anticipates “that we would maintain the fee structure at least starting out. And then that would be a (future) board of health decision to make,” Baca said, referring to the upcoming policy-making body for Adams’ new department. She added: “We’re not looking at this decision to adversely affect any of our residents.” At this point, Adams County is not looking at cutting any traditional SEE APPROACH, P21

services offered by Tri-County, Baca said. Sharpe has said county residents should expect services to be offered through the county’s new department, but depending on staff and budget constraints, certain services may not be at full capacity during the department’s early days. According to Hill, Douglas County “will not directly provide any clinical services.” The Douglas County Health Department’s proposed staff organizational chart, included in a June 14 Douglas County commissioners meeting, showed clinical services as planned on a contract basis. Hill has said that the clinical services could include vaccines, sexually transmitted disease protection and family planning. “Clinical services will be provided by others through yet-to-be-finalized agreements and will be available within Douglas County,” the county said in a statement. A $50 million question Looming over the cost of leaving Tri-County is an alleged $50 million fee Tri-County Health and the counties may owe to another government body. At issue is a payment that the health agency may eventually owe to the Colorado Public Employees’ Retirement Association, or PERA, which provides retirement and other benefits to employees of government agencies and public entities in Colorado. Members of PERA include public school teachers, many university and college employees, judges, state troopers, and other types of public employees. If Tri-County Health is “allowed

to withdraw from PERA without paying the withdrawal liability, all PERA members and employers will be negatively impacted,” a complaint in a lawsuit filed by the retirement association said. Douglas County’s statement to Colorado Community Media said: “It is our position — and that of all three counties — that county citizens are not liable for that debt as none of our elected officials ever agreed to be part of PERA.” But it added: “If the counties have to pay for any aspect of the dissolution of TCHD then Douglas County will pay its fair share.”

Health agency locations may remain Once the three counties’ health departments are fully underway next year, residents will likely visit familiar locations for public health services. “On our existing Tri-County locations, the county health department will be assuming those leases,” Baca said, so residents can visit the same locations they already know. Arapahoe County already owns some of the Tri-County properties within the county — in Englewood and in Altura Plaza in Aurora, according to Hatlestad. “We haven’t purchased or leased any other properties or equipment yet, but determining that is on the new leadership’s to-do list,” Hatlestad said. As of spring, the Douglas County Health Department had begun to move into a facility in Castle Rock partially used by Tri-County currently. The agency also had plans to take over a Tri-County office, located inside the county Department of Motor Vehicles building in Lone Tree, sometime after Oct. 1.
