Darren Weekly has declared victory as the Republican candidate for sheriff of Douglas County after

Weekly, the head of investigations for the Douglas County Sheriff’s Office, said July 1 that based on the vote tally and the remaining ballots, he won the primary. In a letter submitted to Colorado Community Media, John Anderson — the former commander of the

Castle Rock Police Department and a close second in the election — said it appeared he had lost but that he wouldn’t concede until every vote was counted. “I’m extremely excited,” Weekly said. “I’m going to take the Douglas County Sheriff’s Office to the next level.” In the letter, Anderson said he would support Weekly as sheriff if

Douglas County School District’s charter school options will grow slightly after the Board of Education conditionally approved an application for Lehman Academy to open a second location. At the June 21 meeting, school board directors voted on applications from Lehman Academy and STEM to open new schools in the district, approving Lehman’s request with conditions and denying STEM’s request to open a second location in Sterling Ranch. A third application to open a brand new charter school from Novastar Academy was withdrawn. Board directors were split over whether to support Lehman’s application, voting 6-1, with director David Ray dissenting. The approval requires Lehman to meet requirements, including a lease or purchase agreement for a school building, letters of intent for 150% of intended enrollment and a fiveyear balanced budget. Ray said the replication was premature because Lehman hasn’t been open long enough to have solid data to support the school’s model being successful for Doug-

las County students. Ray said he has concerns about programs for English language learners and students with disabilities. “When we look at replication criteria that says we replicate schools that outperform their neighborhood schools, that criteria isn’t necessarily established with Lehman,” he said. “For me, it’s not a solid no, it’s not yet, until we have an established track record for the school.” Directors Susan Meek and Elizabeth Hanson echoed some of the concerns Ray voiced, but still voted to approve Lehman’s request. Unlike the Lehman vote, the STEM decision was unanimous to deny the application. Staff recommended the STEM application be denied due to a lack of students intending to enroll, budget concerns about fiscal stability and a lack of staff for English language learners, gifted and talented students and students with disabilities. Additionally, the location STEM proposed for its Sterling Ranch school is one the district has not yet decided whether it can be used for charters. Several directors cited the fact that the district has not determined whether it needs the land in Sterling Ranch reserved for a school, which would be determined by the district’s Long Range Planning Committee.

A significant amount of public comment at recent school board meetings and during the April 26 public hearing on the charter applications raised concerns about Sterling Ranch not yet having a public school. Board President Mike Peterson said he would consider future STEM applications, but had concerns about the current application’s location, lack of enrollment and proposed budget. “I think there’s a lot of merit to looking at STEM in the future,”

Peterson said. A STEM spokesperson previously said that if its application in Douglas County were to be denied, it would consider appealing to the state Board of Education. Of the district’s 89 schools, 18 are currently charter schools. With the approval of a second Lehman Academy, Douglas County School District will rival Jefferson County Schools for the second-most charter schools within a district, according to the Colorado Department of Education.

As chief of Colorado’s new early childhood department, Lisa Roy will shape a new state agency with more than 300 employees and lead the biggest expansion of state-funded preschool in program history. Roy, 58, recently returned to Colorado after spending more than two years in Omaha, Nebraska, as director of program development at the Buffett Early Childhood Institute. She started as the early childhood department’s executive director on May 16 with an annual salary of $165,000. During a recent interview in a temporary office a block from the gold-domed state Capitol, Roy talked about her own experience with the early childhood system — first as a parent and later as a policymaker. “I have that experience as a parent of not being able to afford childcare,” she said. “My kids were Head Start kids.” Roy, who has three adult children, said she initially applied for state child care subsidies, but her ex-husband made $5 over the limit so she didn’t qualify.

She later helped set child care subsidy rules as part of Denver’s welfare reform board, worked on a preschool tuition assistance program funded with a city sales tax, and led Denver Public Schools early education department from 2016 to 2019. She’s also held leadership positions in several philanthropic organizations. “I have experienced almost every single facet of what our department will do,” said Roy, who has a doctorate in leadership for educational equity from the University of Colorado Denver. The state’s early childhood department technically started March 1, but many of its operations start July 1. The department will oversee more than a dozen early childhood programs now housed in the state’s Department of Human Services and the Department of Education. It also will manage the new universal preschool program, an ambitious effort to provide tuition-free preschool to 4-year-olds statewide starting in the fall of 2023. growth, a number of investments are being made to keep up with the demand on everything from utilities to amenities. A key part of the presentation focused on the roughly $14 million surplus tax revenue from last year that will be dedicated to police, fire and road work. The addes funds will come from the election where voters approved two ballot measures in 2021. Castle Rock is considering using $6 million of the surplus to build a new fire station, with future plans to add 20 new fire department staff members and buy a new firetruck with some of the funds. Of the remaining money, proposed uses include $2 million for constructing upgrades at the police headquarters, $1 million for fire mitigation and $5.6 million for road work. One of the biggest road projects coming to Castle Rock is the Crystal Valley Interchange, which will include building a bridge over Interstate 25, constructing new highway access ramps and relocating the frontage roads. The goal is to increase the access to I-25 and address traffic build-ups at current access points, such as Plum Creek Parkway. Another major roadway change could happen as early as next year since the town has moved forward work to implement two silent train

crossings in downtown. As part of the town’s long-term planning for water supply, two pipelines and a reservoir near Sedalia are in the works to increase the amount of water storage and availability. Another idea the town is discussing is expanding the water purification facility to double its current capacity. Older areas of town, such as Craig and Gould, will have new storm drainage, water and sewer lines installed this year.

“By making drainage way improvements in several areas, the town is reducing the risk of flooding and erosion,” Gray said. With waitlists at existing recreation centers, the town is considering building a third recreation center, which would include pickleball courts, a pool and gym space. Castle Rock’s newest park, Cobblestone Ranch, celebrated a Grand Opening on June 29. The new park offers six pickleball

courts, picnic pavilions and a bike pump track. The town is also eying upgrades to one of its oldest parks, Butterfield Crossing, to include a new Possibilities Playground for people of all abilities. “The park will be one of a few fully inclusive parks on the Front Range,” Gray said. Other parks and recreation initiatives include new trails at the Metzler Open Space and a new pond, Paintbrush Pond, which will be stocked for fishing.

Douglas County staff members will soon receive a bump in their paychecks after the county commissioners approved a 4% raise for employees. Employees who make less than $80,000 per year will also receive a $200 per month “inflation stipend” until December. “I think it will be exceedingly wellreceived by staff,” said Laura Leary, the county’s human resources manager. In April, Leary told commissioners that some managers would say they were experiencing a “staffing crisis” after the commissioners had delayed approving raises. Leary said the county was seeing “historically

high” turnover and “historically low” numbers of applicants for positions. Leary originally recommended a raise be enacted for the June 30 paychecks, which would have needed to be approved in May. With the latest decision, the increase will be on the July 31 paychecks. Finance director Martha Marshall said the move would be paid by the fund balance and through savings from vacancies and will not cause any debt. She noted that some vacancy savings have been depleted as employees have been asked to work overtime. This year, raises will cost the county about $2.1 million and the $200 stipends will cost about $1.1 million. She projects next year’s cost will be about $4.2 million. The commissioners unanimously approved the action as it was recommended by Leary and agreed to continue monitoring the market for other adjustments.

residents about the election system and its checks and balances. “I’d really like to educate our citizens, especially those who are uncomfortable with the processes and try to earn their confidence back,” she said. Nelson also talked about educating residents on the election process during his campaign, suggesting that the clerk’s office offer a citizen’s academy. He also said on his website he wanted to create a “citizen’s advisory committee” made up of volunteers to “review the county’s ballot counting machines and election security procedures to the extent lawfully possible.” On his website, Nelson also wrote he would post the name and photo of anyone charged with election fraud on the clerk’s website. Nelson, a prosecutor in the Denver City Attorney’s Office, will continue to participate in Republican Party activities, particularly in John Kellner’s race to become the attorney general, he said.

Sheri Davis, a longtime employee of the Douglas County clerk and recorder’s office, won the Republican primary in the election to run the office Tuesday. As of Wednesday, Davis had about 54% of the vote in an unofficial tally. Her opponent, Kory Nelson, conceded Tuesday night. “I’m just ecstatic about the support I received and so overwhelmed with the opportunity to serve the citizens in this capacity,” Davis said Wednesday. Nelson, who ran on promises to go head-to-head with Colorado’s Democratic Secretary of State Jena Griswold, said the ballot tally may mean voters are looking for something different. “Seeing how poorly Tina Peters did, I think people would prefer that clerk and recorders and the secretary of state knock off this political stuff and return to being more of a non-political bureaucratic office,” he said. Tina Peters, the former clerk of Mesa County who was indicted on seven felony charges related to allegedly breaching that county’s election system, lost in the primary for Secretary of State to Pam Anderson, a former Jefferson County clerk. “It appears to me that voters are maybe leaning a little more moderate,” Davis said. Davis has served as the deputy director for the three main divisions of the clerk and recorder’s office, including for motor vehicles, elections and recording. She said she is confident about her chances to win against her Democratic opponent, Karen Jefferson, in November. “I think that my leadership and experience speaks volumes,” she said. temporarily confiscate the firearms of someone who is a threat to themselves or others. The controversial law was passed in 2019 with the support of current Douglas County Sheriff Tony Spurlock. It was named the “Deputy Zackari Parrish III Violence Prevention Act” after a DougCo deputy who was fatally shot by a mentally ill man in 2017. Some have decried the law as an infringement on second amendment rights. Others have praised it, saying it offers a chance to prevent situations like what happened to Parrish, as well as suicides. In an interview on July 1 with Colorado Community Media, Weekly said he wants to see the state legislature reform the law. “The only time I’m going to ever move forward on one is if there is an imminent threat to loss of life and I have overwhelming evidence to support that,” he said. “I’m not going to stand by and let people die. I think that’s what citizens expect. I don’t think it’s the sheriff’s job to choose which laws the sheriff can and cannot enforce.” DCSO has used the law on four people, he said. with 18% of the vote. “I have been really just blessed to have gotten to know so many new people and gotten to know the heartbeat of Douglas County and what they’re concerned about,” she said. “I don’t plan on going anywhere, I hope I can use all that I learned to somehow serve the citizens of this county.” Lora Thomas, who has served on the board of county commissioners since 2016, was the final candidate to enter the race in December. She received the lowest vote count at 8,039 votes. “All I have to say is anybody who knows me knows I’m a woman of my word,” she said. “And I’m just truly disappointed.” Since at least 1947, every Douglas County sheriff has been a Republican. Other candidates registered with the secretary of state’s office for the general election are Darren Hill, a Libertarian, and Michael Phibbs, who is unaffiliated with any party. There are no Democrats running for sheriff. Whoever wins the general election will replace Spurlock, who has served in the role since 2014. Public campaign finance data shows that candidates focused heavily on the primary, with Thomas spending more than $140,000 during the campaign, including a $100,000 loan, according to the Colorado Secretary of State’s TRACER website. She raised about $49,000. Weekly spent about $130,000 and raised $124,000. Anderson raised $67,000 and spent about the same. Kluth raised $68,000 and spent about $64,000.

nights happen. After nearly a year of construction, Übergrippen opened in The Meadows’ Town Center in October 2021. The 18,000-square-foot facility houses climbing walls, a bouldering area and a gym that includes free weights, cardio machines and room for yoga classes. Leach was inspired by Jake and Kim Crine’s Übergrippen in Denver, which opened in 2017. He decided to open a location of his own and began looking both in and out of Colorado for the right place. He was pleased when he discovered that the Castle Rock area is full of outdoor lovers and active families — and is large enough to support a climbing facility. “Most people don’t climb because it’s just not very accessible,” Leach said. There may not be anywhere close by to do it. In fact, 95% of the members at Übergrippen were not regular climbers before they joined, according to Leach. But once a facility is in the area, many folks find it’s an activity they want to participate in often. “Climbing’s that one thing where a whole family can come in — a husband, wife and kids — they can all find a route,” he said. Leach loves that children can watch their parents challenge themselves and possibly struggle before finding success. That’s not something kids see often, he said. And yet climbing is not just for

the young. Übergrippen has folks in their 60s and 70s who come in consistently, Leach said. The sport is low-impact with plenty of time built in to rest and socialize. Plus the longer someone does it, the stronger they get, Leach said. He thinks he’s a better climber now at 46 years old than he was in

his 30s or even 20s. “It’s so amazing to see a sport that you’re not really limited by your age,” he said. Climbers usually want others to enjoy the activity as much as they do, so they tend to be accepting and supportive, Leach said. Folks share encouragement and tips. And Über-

Heroes we honor

his is the month each year where we celebrate our freedom. The month where we should be giving thanks to the heroes in our community. Early in my career, many years ago, our newspaper did a special section calling “Hometown Heroes.” I always looked forward to this section because we uncovered some extraordiFROM THE nary stories about people living among EDITOR us as neighbors. I am a true believer in paying respects and honoring our veterans and the people currently serving in the U.S. military. What they do and are trained to do is extraordinary. However, I also value what many of our residents do here at home. For them, this column is dedicated to you because are you are the epitome of what AmeriThelma Grimes ca could and should stand for every day. In this column, I want to say thank you to the volunteers who work tirelessly to help veterans. Whenever I take my dad to the VA — they are always there with a smile and ready to get us wherever we are trying to go. Beyond the VA, we have organizations such as the VFW and American Legion throughout our communities. These groups quietly do great work every year. They hold ceremonies, honor members of our community and hand out scholarships to our youth. Speaking of scholarships, it is mind-boggling how much small organizations step up year after year to hand our graduating high school seniors a check. Take groups such as the Englewood Rotary Club. This group handed out $10,000. Not a small amount — and their work, while not front and center, is important. To the volunteers of organizations who every day wake up to prepare food boxes for our community members in need — you are heroes. You are appreciated. To the volunteers who join boards, clubs and organizations to battle child abuse — you are appreciated. To the volunteers who are called in when police are trying to help a victim of a crime — you are appreciated. Many of you are victims yourselves and understand what someone is going through. The courage it takes to set aside your pain to help another deal with theirs is incredible. To the volunteers who work tirelessly to help women out of domestic abuse — we appreciate you. This is no easy task and you all work hard. To organizations who help refugees fleeing their home countries to find peace in America — we appreciate you. Many of you open your homes, wallets and time just to help a stranger feel welcome. To organizations dedicated to making an effort to help young transgenders, people coming out as gay — to the therapy, services and support you all tirelessly provide — we appreciate you. The space in this column is not big enough to cover how many groups and organizations who do amazing things every day — know you are appreciated. Fewer freedoms, more politics

or many, this particular Fourth of July was a hard one to celebrate. The recent revocation of our rights to make decisions about our own bodies was shocking. Not me. Yes, I wept for my mother and grandmothers who fought so hard for the right to individually own a house, have their own credit account, and earn equal pay. I wept for our country that just took a nosedive back to the 1950s where people with uteruses are supposed to be “barefoot and pregnant” … and controlled. But I literally bawled with my children who want to have kids of their own but are now afraid of having their own lives sacrificed (or being put in prison) if something goes wrong during their pregnancy. As one of the three co-equal branches of our government, the judicial branch was set up to strive to uphold the Constitution and rule of law and protect us from the politics of the other two branches. But we’ve seen the opposite from the current majority of justices. Instead of protecting our rights, they are now taking them away. With voting rights, the Supreme Court has been chipping away for almost a decade at the rights originally held in reverence in our democratic republic. This fall, they may take even more of those rights away in a case they’re

reviewing now. But this should be no surprise either. It’s clear the majority wants to go back to a Constitution and Bill of Rights (written by all white wealthy men) where Black persons were legally allowed to be enslaved and only counted as three-fifths of a person and where women had many fewer rights

than men. But now with the 2022 Supreme Court and some state legislatures, Americans with uteruses have fewer rights than a firearm. They say all politics is local. But what if it’s hyper-local? Not just our state, county, or town, but our own body. Taking away our right to the very life of our own body, endangering our mental health, and blocking our ability to economically prosper and pursue happiness is not what our nation stands for, is it? The judicial branch is no place for politics. It was intended to be the bastion of the rule of law. What does all this have to do with our local community? Everything. In Colorado, we are lucky to still have protected

Friends who are like family, and family who become friends

ach morning I participate in a daily devotional with a friend of mine who has become more like family as he and I have been friends for the past 27 years. He is very much my brother. And I have been blessed to count many other friends who over a lifetime have also become more like brothers to me as well. This past week the devotional that we participated in examined this phenomenon, where friends become like family, and family members turn out to also become our best friends. Our friends who have become part of our family have stayed with us through the good times and the bad times, they have mourned our losses and celebrated our victories. They have stood by our side when others walked away, and with expectation or question, we always have their back too. There is a bond forged by going through years, sometimes decades of doing life together. I consider myself fortunate to have both men and women who have been friends for many years, people who I love and respect and who I would do anything for when needed or asked. Friends who I consider

sisters, and friends I consider brothers. In some cases, we talk, meet, or call regularly, if not daily. And in other cases, weeks or months could go by, but when we reconnect, it is like we have never missed a beat, we Michael Norton pick up right from where we left off. And when we do, it feels so good to get caught up. My siblings and I are now at that age where we have endured much, laughed plenty, fought miserably, loved unconditionally, mourned our losses, and celebrated new life. I love when we do get together, and when we do, take that special picture of the four of us. I am sharing this with you because having participated in the devotional I mentioned earlier and reaching out to others to see what they thought, I heard something that made me a little sad. Some people shared that they too enjoyed friendships that were certainly like

family, and family who were best friends. However, some shared that the younger generations were not as loyal to friendship as the past generations. One comment I received was rather disturbing as they noted that their children saw their friendships as disposable, here today and gone tomorrow. And there was no worry, as they would just find other people to “hang out with.” Hanging out with people could mean friendship, or it could just mean companionship. Whether that companion will be around in a few years is yet to be determined, let alone for many years or decades. When I did some more digging, asking other friends and neighbors what they were seeing, they echoed a similar feeling of “temporary friendships.” For me the question became, “Why?” So, I am going to do further research and have more discussions around this to better understand the difference between generations when it comes to longlasting and loving friendships vs. temporary or disposable relationships. My hope is that those of us who have been blessed with such rela-

tionships will share the many benefits of having friends who are like family and family who have become our best friends. There is so much I am learning from the younger generations each and every day as I am given plenty of opportunity to work with people across multiple generations. And now it could be our turn to teach and share the meaning of having such powerful relationships. It doesn’t matter if it is even one friend who is like family or many friends, the point is you are there for each other, available and unconditionally. How about you? LETTER TO THE EDITOR Freedom from tyranny needed On July 4, 1776, the leaders of the American Colonists signed a Declaration of Independence to free the Colonists from the tyranny of the British crown. Thomas Paine, an Englishman living in the colonies, had written a book “Common Sense” saying that it was ridiculous for an island to rule a continent. It was widely read and many believed this was true although there were a large number of Loyalists supporting the Crown. A war soon followed. My great great great grandfather Johan Hoffman fought in this war from 1777 until 1780. The Colonists won and a Constitution was written. It provided for the protection of the minority. Now with the overturning of Roe v. Wade, the Supreme Court ruling represents the tyranny of the minority, 25% are controlling the lives of 75%. Twenty-eight of our states are passing laws to prohibit abortion. This could cause more harm and suffering because our poor women cannot make it to states that will take care of their needs. The minority do not believe that the majority should be protected from their laws. I am pro-life and pro-choice which I think is the only common sense balance for our laws. To me pro-life means bringing children into the world if they can be healthy and thrive and wanted. If a daughter is impregnated by her father, she should have the choice of an abortion. Rape is another reason to allow abortion. It should be the mother’s choice and not the politician. At a time in history when zero population growth is desired on planet earth, it is not using good

sense to encourage our numbers to grow. Some believe the large number of people is the main cause of increased climate disasters. The present population of almost 8 billion people will likely soon face mass starvation and disease that will increase dramatically in our arid nations. It is time for the tyranny of the reign of the few to consider the rights of the majority. This July 4th we need a new Declaration of Independence, not from the tyranny of the crown, but from the tyranny of some of our own Americans. Derald Hoffman Highlands Ranch Two Forks was missed chance In regard to Douglas County’s (and other entities’) quest for water: can anyone remember and say Two Forks Dam? Thanks to former President George H.W. Bush’s early 1990s decision to deny the authorization of dam and reservoir construction on the South Platte River, Douglas County is/was considering sucking the lifeblood out of farmers in the San Luis Valley. If construction of the dam and reservoir had been authorized, the reservoir would now be full, Douglas County would have sufficient water to supply the county’s needs well into the future, farmers in the San Luis Valley would continue to supply us with food (think tasty cantaloupes!), and there would still be sufficient Colorado water in the South Platte River to meet Nebraska’s required quota. ummer is here. July is upon us. And perhaps nothing defines the season as well as a cold, creamy scoop or two on a cone — or in a bowl, if you prefer. What else appeals so effortlessly to all ages, putting summertime smiles on kids and kids-at-heart? In fact, Americans consume about 23 gallons of ice cream annually, according to the International Dairy Foods Association. And in case you didn’t know, July has been celebrated as National Ice Cream Month since Ronald Reagan signed the proclamation way back in ‘80s. July is also, according to the U.S. Census Bureau, tied with August for the two most popular months to eat ice cream — a statistic that surely surprises no one. Ask a few people who has the best ice cream in the Denver metro area, and then sit back and be amazed at the number of answers you get. In the old days, it was easy. There was Baskin Robbins and DQ, and for a special occasion, you might get a counter seat at Dolly Madison. Then there was Farrell’s, and later, Swensen’s, but these were both chains that came here from other places. Nothing about them was particularly connected to Colorado. And in more recent history, the opening of Magill’s in Lakewood and Bonnie Brae in south Denver signaled that a new era was at hand.

These days, the continuing trend of boutique ice cream joints using premium ingredients has ushered in what is undoubtedly the golden era of cold and creamy goodness in the metro area. When you make a list, it’s easy to see there are several formidable contenders cranking out delicious frozen delights. So, making a list is what we have done. To be clear, this is no contest. The order of the list is not scientific or any type of ranking at all, but merely the order in which they popped into the author’s head. You may use it as a type of map, as it were, to the coolest mini road trip in the metro. Pun intended. • Bonnie Brae Ice Cream opened in 1986 and has been cranking out the cold stuff ever since. • Little Man Ice Cream Company started in 2008 in the Lower Highlands neighborhood and has grown to six distinct locations across the Front Range including — aside from the flagship store — The Little Man Ice Cream Factory, DANG Soft Serve, Old Town Churn, The Constellation and Sweet Cooies. • Sweet Cow now has six locations plus a truck, the MooMobile. Their ice cream is made in small batches and crafted at each location. • Liks Ice Cream has been a staple in Capitol Hill forever. They’re family-owned and now have a second location in Conifer. • Nuggs, the brainchild of Chris and Nick O’Sullivan of Brother’s BBQ, has been serving cool, creamy treats to folks in Park Hill and Mayfair since 2014. • Magill’s on the west side of Denver has had

you covered for the last four decades. This unassuming Lakewood strip-mall shop has them lined up most evenings, no matter the weather. The huckleberry is to die for. Plus, it’s just fun to say huckleberry. • Sweet Action opened on Broadway in 2009 and now has four locations serving flavors as fun as you’ll find anywhere, with plenty of vegan options in the mix. You can also find them in Washington Park, Uptown and Jefferson Park. • High Point Creamery’s Erika Thomas and Chad Stutz have been serving ice cream with elevated flavor profiles in Hilltop, RINO and Berkeley. They also have a food truck they call “Big Pinky” — it’s pink — to cater to every ice cream need. • Em’s Ice Cream in Park Hill is getting ready to launch a second location in Wheat Ridge at 26th and Kipling. • Scrumptious can be discovered a bit further north in Olde Town Arvada. According to its website, the business makes all of their ice cream in-house. • Inside Scoop in Littleton, with another location on Platte Street, serves 20 flavors that are homemade daily and go perfectly with a handcrafted waffle cone, which they also make fresh. If your favorite didn’t make the list, don’t fret. But, after a really difficult stretch, organizations are sending in notices of a future year’s plans and we are so pleased to share a sampler with readers — we’ll remind about specific dates as we progress, but this past week’s mail has been pretty exciting. The Denver Art Museum just opened “Georgia O’Keeffe, Photographer,” nearly 100 images she shot parallel to her career as a painter. The collection, organized by Lisa Volpe, associate curator of photography at the Museum of Fine Arts in Houston, will be shown with a selection of her paintings and drawings, through Dec. 6 in the Gal-

A brewery party under the big top

tarting a new business is never an easy prospect and that’s never been truer than in recent years. So, it’s no wonder that Arvada’s LUKI Brewery is making its birthday party one of the biggest days of the year for the second year in a row. The brewery, 14715 W. 64th Ave., Unit A and B, in Arvada, is turning its anniversary into a three-day spectacular on July 15 through 17 that honors the family’s connection with the famous Ringing Brothers Circus. “We decided every year we wanted to showcase a specific aspect of the circus,” said Jeff Smith, LUKI co-owner and head ringmaster, in a provided statement. “In our desire to bring wonder and entertainment, what better way than to showcase magic for our third season? Parker planning for town hall expansion Project earmarked to cost about $20.2 million BY ELLIOTT WENZLER EWENZLER@COLORADOCOMMUNITYMEDIA.COM

Parker’s town hall is set to see a boost in the next few years as planning begins for its expansion. Town hall, built in 2003, has become overcrowded in recent years, with staff members taking over storage closets as offices and moving to different facilities. “We have really gotten to that point where town hall is that first domino from a large view perspective of the needs of the town,” said Jim Gilbert, deputy director of operations. The expansion was approved as part of the town’s facility master plan in April and was one of the largest projects recommended. Now, the town is working to identify a team of consultants and architects to begin design work. The town council will need to approve those contracts for the project to officially be underway. About 18 staff members, including the cultural staff, engineering and IT have their offices offsite due to the space limitations in town hall. Instead, they work in the old town hall, located next to the current one. The town hopes the expansion

will allow the full staff to work in one building, freeing them to do something new with the old town hall facility, Gilbert said. The town council will decide what will be done with that facility, which was built in the late 1980s. It could be demolished with something new built for the town there or it could be sold to another party. The current town hall has been feeling congested for at least the past seven years, Gilbert said.

The town hasn’t yet decided exactly what will be done during the expansion, but it’s likely to be discussed in the next few months. When the building was constructed, it was designed to someday have space added to the east side, Gilbert said. Other options are to expand to the south or west. The public-facing portion of the building, such as the council chambers, will likely see some renovation as well, he said.

The current timeline shows the project being completed near the end of 2024. It is set to be funded through general fund reserves. The facility master plan has it earmarked to cost about $20.2 million. During the next 15 to 30 years, the town expects its operational staff to grow by about 80 people as the town’s population grows. The town council has not yet set a date to consider contracts with architects and consultants.

State high court upholds expanded paid-leave program BYTONYGORMAN COLORADO PUBLIC RADIO

The Colorado Supreme Court has upheld Proposition 118 which requires most employers give workers 12 weeks of paid family and medical leave starting in 2024. The ballot initiative was approved by voters in 2020 passing by nearly 60 percent. Chronos Builders LLC challenged Proposition 118, titled the Colorado Paid Family and Medical Leave Insurance (FAMI) Act.. The Grand Junctionbased home builder claimed the Act violated the Section (8)(a) of the Taxpayer Bill of Rights (TABOR) which requires a flat tax rate for incomes.

It also claimed the premiums are an unconstitutional added tax charge. In an email to CPR, Advance Colorado, the conservative advocacy group that petitioned for Chronos Builders said it’s reviewing the decision. Justice Monica M.
