BRIGHTON — Brighton and Thornton are the testing grounds for a new $2 million program to give tangible help to high-risk victims of domestic violence. The program, announced June 27 by 17th Judicial District Attorney Brian Mason, federal, state and county elected officials and local police, will be able to offer resources such as temporary housing, legal assistance, mentalhealth treatment and school support for children to victims considered to be of high risk. Mason said a $2 million federal grant will allow him to create a team made up of DA staff, law enforcement and local service providers. That group will meet once a week to review cases and determine whether the victims fall into a high-risk category. Once authorities determine who is at high risk, they can

The complaint cites a dozen claims for relief, including challenges to what the district says is an “unconstitutional manner” that the state board used the Accountability Act against schools, such as Adams 14. The Legislature adopted the act in 2009. It authorizes the state department

The program is underway in both Brighton and Thornton, and the grant enables the program to expand through the rest of Adams and Broomfield counties. Thornton Police Chief Terrence Gordon said the old system of arrest, respond and repeat, doesn’t work. “This initiative treats the whole person. It empowers victims to take more control of their lives and situations,” he said. “This grant really brings all of our services and experience to bear,” said Scott Shields, CEO of Family Tree. “We

can’t do it alone.” Elected officials said they were bullish on the idea. Rep. Jason Crow, DColo., who helped push the bill allowing the $2 million grant through Congress, blamed the ongoing pandemic for a rise in domestic-violence cases. “People are stuck in their homes. They don’t have access to resources, to their families,” he said. “Adams County is leading the way. My hope is that others will see what you’re going here. What you’re doing will help millions of women, and it starts right here in Adams County.” Rep. Ed Perlmutter, D-Colo., said the money became available because of existing efforts. “Domestic violence cases need a lot of attention,” he said. “This grant allows you to get that attention.” Adams County Commissioner Lynn Baca said the grant “helps give hope to those who suffer from the abuse of

others.” “It will expand the programs. It will expand the services and allow the victims to have deeper access to services,” she said. Adams County Commissioner Emma Pinter said Family Tree, an organization that helps those affected by child abuse, domestic violence and homelessness, reported more than 250 domestic violence calls in the past 18 months. “This will make sure that these residents have a plan, have money, have a friendly ear,” she said. “We will find you more options.” Adams County Commissioner Steve O’Dorisio used to work in the DA’s office. “The money shows that we will stand up for victims and against the abusers,” he said. “We will stand for the people who are scared of being in their own homes.”

The state board of education declined to comment. “We have received notification of the legal action but don’t discuss ongoing legal matters,” said spokeswoman Erica Grasmick. “The state board of education has followed their obligations to intervene in a struggling district as statute dictates. We look forward to exploring the district’s concerns with the court.” The district went on to say that once a school or district is on the accountability clock, the state board “can take punishing action against that school or school district.” Adams 14 also accused the state board of “arbitrary and egregious conduct.”

“This complaint is a line in the sand against an extremely abusive state agency that thumbs its nose at local control,” said Joe Salazar, Adams 14 chief legal counsel, in the prepared statement. “A local school district’s constitutional right to local control has been a mainstay of Colorado law for decades. In all my years serving the public and litigating cases, I have never seen a state agency openly and flagrantly ignore Colorado’s Constitution in the manner we are seeing from this state board. The state board is obliged to file an answer, the district said. Adams 14 officials said litigation on this could take a year or longer.

Brighton is officially a bird city. A group of Brighton city officials and residents officially opened Bird scooters as legal transportation June 30 during a press conference at City Hall. “Scooters are another way to get around. People have been looking forward to them in other communities and we have looked forward to them,” Mayor Greg Mills said. Bird provides two-wheeled electric scooters people can rent for $1 or more per minute via an app on their smartphones, and the company estimates the average ride costs about $5. The scooters can reach speeds of up to 15 miles per hour and can travel about 30 miles — roughly two days worth of service — on a standard electrical charge. Each scooter is equipped with brakes, front and rear LED lights and each weighs about 45 pounds. Riders activate the scooters via an app on their phone and then can use them to ride as long as they choose. When they are done, they park the scooters, take a picture with the app on their phone and leave the scooters. The vehicle

Northglenn Mayor Pro-Tem Jenny Willford clinched the Democratic nomination for state representative in Colorado’s District 34. “(I’m) really excited and humbled,” she said in an interview. She beat out former Thornton City Councilor Sam Nizam by 864 votes, according to Adams County unofficial election results. She earned 3,027 votes to Nizam’s 2,163. She will face Republican Kevin Allen in the November election. Willford, a resident of Northglenn, was elected to Northglenn City Council in 2017. In 2019, the council agreed to make her the mayor pro tem. Touching on her experience as a city councilor and walking door to door during the campaign, she thinks her constituents want a legislator who will listen to their concerns. “I think that voters want to know that the person that’s representing them has their values, their lived experiences, their concerns, at the forefront

of their mind as they’re doing the work to represent this area,” she said. Some of those concerns she heard while campaigning were the cost of living, inflation, housing, climate, air quality, education and the recent Supreme Court decision to overturn Roe v. Wade. Those needs translate into Willford’s priorities and she listed her top ones: the rising cost of living, supporting teachers and students and improving her district’s air quality. Her current term expires in November 2025. If she wins in November, she will resign her seat and the council will appoint a new person to fill the position. She noted the process is laid out in the city charter. “It’s not a situation where we get to just decide that we’re going to call an election,” she said. Willford is ready to get to work. “I’m really proud of the campaign that my team ran and I’m really looking forward to continuing this work, hearing from the community and working with them to come up with solutions together,” she said.

Former Adams County Sheriff’s Department Division Chief Gene Claps is on the path to unseat his former boss Sheriff Rick Reigenborn in the Democrat primary. According to early returns released by the Adams County Clerk and Recorder’s Office, Claps has received 13,512 votes to Reigenborn’s 11,333 in the tally released at 10:09 p.m. June 28. The results listed are unofficial. The Democrat winner in the primary will face Republican Mike McIntosh, the former Adams County sheriff who Reigenborn ousted in 2018, part of the “blue wave” in Adams County that saw Democrats win all seats that were up for election. McIntosh, the only Republican seeking the sheriff’s job on the 2022 ballot, claimed 20,176 votes to cinch his

Commerce City receives GOCO grant STAFF REPORT

The Great Outdoors Colorado board awarded a $147,092 grant to Wildlands Restoration Volunteers for community-centered stewardship work in Commerce City. A press statement said the grant is part of GOCO’s Stewardship Impact program, which supports collaborative stewardship work that demonstrates meaningful improvements to ecological and recreational amenities in Colorado. Two organizations with ties to the Latino community are involved in this grant. One is Promotores Verdes, an initiative of Americas for Conservation + the Arts, which wants to advance cultures of recreation, conservation and public health within outdoor activities. The second is Cultivando, which focuses on the advancement of health equity and promotion of access to natural spaces to confront environmental inequalities in the area, the statement said. The goal is to identify and organize projects around Commerce
