Dandelions Cafe reopens in Evergreen New owner offers fresh menu and works with neighboring businesses to expand customers’ options

When Nick Brunel recently opened the doors to Dandelions Cafe, the moment felt surreal. A lifelong restaurant worker, Brunel reopened the Evergreen restaurant Jan. 3 as its new owner and chef.

“That first day was nerve-wracking,” the 27-year-old Golden native said.

“You go from it being hypothetical to the day and moment where it becomes real.”

He’s been working toward that moment for more than a decade.

“I started working at restaurants in high school,” Brunel said. “I love the pace. I like to be on my feet, working with my hands. It’s active. It’s engaging. You’re part of a team of people with different skill sets. And you get to exercise a lot of creative expression.”

In keeping with that team concept, Brunel is working hand-in-hand with neighboring business Bivouac Coffee. He not only sells Biovouac’s coffee in his restaurant, but he and Bivouac owner Rene Steenvoorden encourage their customers to order from both establishments.

“We only do coffee, but we often have customers who want to eat,” Steenvoorden said. “Nick is just foodfocused. We want customers to have one place to go to have really good coffee and good healthy food next door. People can order here and get their food delivered here, or get a coffee here and bring it over there.

“We’re working together in that sense,” Steenvoorden continued.

“And I feel like it really helps this area.”

Brunel’s family owns the Hiwan Barn, which houses Dandelions, Bivouac and the Woodcellar Bar & Grill among other businesses.

The Woodcellar offers yet another opportunity for area residents, Brunel said.

“We’re checking a lot of boxes between the three of us,” he said. “We

provide food service here all day with different dietary options. It’s all very complimentary.Many of our customers are people who live within a square mile and often walk over here.

I think they’re excited to have a new food option.”

Dandelions is not a new restaurant, but it had been closed for about a year. The restaurant previously operated under different management.

Brunel’s family suggested he consider taking Dandelions over.

“The opportunity kind of fell into my lap,” said Brunel, a graduate of Western Colorado University. “I look to make the most meaningful contribution to whatever job I’ve had, and this is the most meaningful opportunity I’ve had to date. I also love the idea of being able to express my cre-

ativity and values in a restaurant.”

Brunel has freshened the décor and has introduced a new menu of his own recipes, but the breakfast-andlunch venue maintains similar hours and will feel familiar to previous customers.

“Our breakfast menu is the entire core of the restaurant,” he said. “It’s fairly simple and concise, but every dish is unique and we have a good variety with a fairly small menu.”

He is most proud of his breakfast burrito.

“Our green chili is vegan and gluten-free and remarkably delicious for not having any of those things,” he said. “We’re trying to be inclusive of a lot of dietary needs, while also not compromising on the quality of the food.”

Brunel is excited to grow with his business.

“I have a ton to learn,” he said. “This is an opportunity for me to grow and develop myself further. I want to expand and change the menu to best reflect the interests of my customers and my own values and interests. If there’s a place those two can meet, I want to get as close to that as possible.”

In the near term, that includes adding a menu item close to his heart, and in keeping with the restaurant’s name.

“We’re going to have dandelion greens on the menu,” he said. “We’ll be putting them on the avocado toast.”

5 ways to protect yourself from viruses this winter For a virus to infect a person, it needs to contact a “mucous membrane,” Wu said, such as your mouth, nose or eyes.

“If you touch a surface and then you eat a piece of food or you brush your nose — anything like that — it exposes those viral particles to the mucous membranes,” he said. “If you’re able to wash your hands, keep your hands clean, you’re not exposing yourself.”

This time of year, it seems like just about everyone comes down with some kind of illness. From sore throats to stomach bugs, the winter always seems to come with a vengeance of viruses.

Dr. Ming Wu, a family medicine physician with AdventHealth Littleton, has seen a dramatic uptick in viral illnesses in recent weeks.

“Flu, COVID — I definitely have positive cases in my clinic,” he said.

“But even beyond that, just viral illnesses that can’t be identified.”

Wu said there are millions of viruses, but doctors tend to only test for a handful of specific ones.

With viral illnesses generally rising among patients in the winter months, Wu said there are steps you can take to strengthen your immune system. Although it’s hard to entirely prevent illnesses, these tips can give you a better chance of fighting off infection.

Wash your hands

“Viruses are spread through airborne particles — sneezing, coughing, those kinds of things,” Wu said.

“Touching a surface exposes you to all of those viral particles.”

Wu said practicing self-hygiene by washing your hands is one of the best ways to prevent getting a viral illness.

Although many people associate the term “social distancing” with COVID, Wu said this practice can help a person stay healthy no matter what virus is at play.

“If someone sneezes in your face, you have a higher likelihood (of getting sick) than if you’re six feet away and someone sneezes,” he said.

Colorado’s Healthy Meals for All program sees dramatic increase in daily meals served

On any given day, as many as 400 students pass through Andrea Cisneros’s lunch line at West Woods Elementary in Arvada. Depending on the meal, that number is roughly 100-200 more than she’s used to serving in prior years.

The increased demand is due to the voter-approved Healthy School Meals for All initiative run by the Colorado Department of Education.

The program allows all students access to free school meals regardless of family income.

When the bill passed, many speculated more students would take advantage of the program because it would reduce the stigma associated with qualifying for free or reduced lunch and eliminate financial constraints for others. Yet, no one knew for sure.

After five months, the verdict is in.

Ellie Agar, director of communications for Hunger-Free Colorado, the organization that led the campaign to pass the HSMA program, confirmed schools are seeing an average increase of 30-40% in lunch and breakfast participation.

“The increase is even higher among students who previously didn’t participate in free or reduced-priced lunch either due to income or stigma,” Agar said.

Cisneros, kitchen manager and 23-year Jefferson County school district veteran said she sees the impact on low-income families daily.

“One mom of three kids in my school missed qualifying for free lunch by $1 last year,” Cisneros said. “She used to worry constantly about how to feed her kids lunch.

It’s been a huge burden lifted from her shoulders.”

Cisneros also sees how free meals have changed students’ attitudes toward going through the lunch line.

“I’ve been told it’s now cool to get your food for free. There’s no stigma — everyone just gets to eat.”

Cisneros said she used to risk getting reprimanded for giving kids who had nothing to eat without charging them, but she couldn’t stand letting any child in her school go hungry. It makes her happy to know that it’s no longer an issue.

According to Agar, parents can save more than $1,250 per student each year, alleviating financial stress while food and living costs rise.

Feeding more students doesn’t come without challenges, however.

Kitchens remain understaffed, and Cisneros says by the time some kids get through the line, they’ve sold out of meals, or the student has little time to eat before lunch is over.

Agar acknowledged the issue and

noted that districts could apply for grants for more local purchasing, scratch cooking training, and wage boosts for front-line staff next year.

She’s hoping the wage increases will help address some of these issues.

Parents have also communicated that they’d like more fresh and culturally relevant options in the coming years. While those plans are in the works, Agar said families can partner with school districts through student and parent advisory committees to help provide students with more enticing food.

Phase II implementation

The next phase of HSMA implementation, which begins in the ‘24’25 school year, allows schools to apply for local purchasing grants for high-quality, locally sourced food.

“When the HSMA program is fully implemented, it will have one of the most robust farm-to-school programs in the nation,” Agar said.

“Farmers and producers are already strategizing how to use the newly available resources to strengthen local food systems and support small farmers.”

The next phase also involves gaining feedback from student and parent advisory committees and giving decision-making power to these groups to ensure meals remain healthy and appealing.

Eliminating poor-quality food

Cisneros recently won Education Support Professional of the Year by the Colorado Education Association for her efforts to boycott junk food from her school and begin a composting program that teaches kids about recycling and reducing food waste.

She was part of a bargaining effort on behalf of the Jefferson Education Support Professional Association that successfully won a pilot program to begin working with local farmers to provide fresh food for three Jefferson County schools.

Cisneros is on a mission to teach her students about the impacts of junk food and the importance of eating the colors of the rainbow.

She also wants her students to know where their food comes from and is constantly looking for creative ways to help them learn about food while standing in line.

Cisneros is up for National Education Association Support Professional of the Year. The winner will be announced in March.

How Much Did Home Sales Fall in 2022 and 2023, and Was It a Record Drop?

At right is a chart showing the number of residential sales within a 25-mile radius of downtown Denver over the past 10 years. I was inspired to do this research because I read in an email newsletter that the nationwide drop for 2023 versus 2022 was the biggest drop in 30 years. As you can see, however, here in the Denver metro area, the 2023 drop in sales was the biggest drop since… the prior year!

Moreover, the drop in 2022 was only so big because the increase during the first full year of Covid was so big.

As I said, my statistics were for the area within 25 miles of downtown Denver, which I consider to be a reasonable definition of “metro Denver.” The Market Trends Committee of the Denver Metro Association of Realtors uses the same data source as me, namely REcolorado.com, but they define “metro Denver” as 11 counties, many of which extend far from downtown Denver. Here’s what the same chart looks like using those criteria: (11-County Metro)

the metro area distort the figures enough to paint a less than accurate picture of the Denver metro market.

I’ve added a third chart above top right, this time using the full REcolorado database, which covers much of the state. It’s common to refer to REcolorado as the “Denver MLS,” but it can and does include listings from all over the state. There are other MLSs in the state, but if a listing agent wants to reach Denver buyers, as he or she should, then entering those farflung listings on REcolorado is a must.

The third chart tells an important story. If you recall the beginning of the Covid-19 pandemic, workers throughout the state (and country) were forced to work

from home. When it looked like the pandemic was going to linger, many of those workers decided that working at home could be a long-term arrangement.

Moreover, they wanted to move somewhere that was less populated, so they wouldn’t be rubbing shoulders with possibly infected neighbors. That caused a huge surge in out-migration from Denver, which is best reflected in the third chart, where the slow market in rural listings pulled down the statewide average — until the pandemic. Looked at statewide, you’d think that the big drop in 2023 sales was more of a return to pre-pandemic levels than an absolute drop — which it certainly was if looked at on the metro Denver level.

REcolorado has released the rules for a new kind of listing called “Private Exclusive.” It replaces an earlier status called “Office Exclusive,” which made listings by individual brokers only visible to fellow agents in their office, which I felt discriminated against brokerages with fewer agents, like Golden Real Estate.

many sellers wanting to limit the exposure of their listing so drastically. When a listing is active on the MLS, it is displayed not only on REcolorado and other regional MLSs, it is displayed on Zillow, Redfin and every other consumer website, including the websites of virtually every brokerage including Re/Max, Coldwell Banker, Century 21 — and Golden Real Estate.

The one likely application for this non-public status would be if the home is in a multi-million dollar neighborhood and is owned by a sports star or celebrity who values his or her privacy, and the listing agent has sold scores of such homes and has a huge personal database of prospective buyers, including other celebrities and ultra-rich persons.

The motivation of our MLS to create this new status was to maximize the accuracy of its sold database.

When a home is sold off-MLS or as a pocket listing, it’s less likely to be posted on the MLS once it has sold, thereby limiting its visibility to appraisers and other agents looking for comparable sales. When a private exclusive listing is sold, it must be updated with the sold price and terms and is then fully visible as a “closed” listing for all to see, including on those consumer websites like Zillow, homes.com and others.

Large brokerages still have an advantage over us smaller brokerages, because other agents within the brokerage can search for and find those listings. They have the same sharing limitations as the listing broker.

The new status is intended for sellers who desire a higher level of privacy, by not publicizing widely that they are selling their home and for how much. Under this status, the listing agent cannot put a sign in front of the house and can only promote the listing one-onone to other agents or to prospective buyers in his or her sphere of influence. That means that the listing may not be promoted on social media or be mass emailed, and will not be displayed on the MLS or consumer-facing websites like Zillow until it has sold.

The problem with “private exclusive,” of course, is that it severely limits the number of potential buyers who will see it. The advantage for the listing agent of off-MLS listings or “pocket listings” is that he or she is more likely to “double-end” the sale and not have to give half his listing commission to the buyer’s agent.

That’s why the listing agent is required to affirm during the listing entry process that the seller requested keeping the listing private, and that that the seller was informed of the implications of not being displayed on the full MLS. With such an affirmation, if valid, it’s hard to imagine

To keep your immune system strong, rest is crucial, Wu said.

“Proper sleep and rest allow your immune system to kind of recover from the day,” he said, by giving it time to replenish white blood cells to recharge the immune system.

He said lack of sleep puts your body under stress, which can weaken your immune system.

“Stress has been shown to prevent your immune system from working as well,” he said. “If you’re exposed to a virus, it is more likely that you will get

sick because your immune system is not as strong as it could be.”

Drink water

Staying hydrated is another important way to keep your body strong to fight illness, Wu said.

“Think of (water) as the highway that allows everything to travel,” he said.

“If you are not properly hydrated, your immune system cannot travel to the places it needs to go.”

Water carries blood cells and elements of the lymphatic system throughout your body, Wu said.

He said many physicians recommend drinking eight to ten glasses, or

Vitamin A, an anti-inflammatory substance that helps antibodies respond to viruses, can be found in carrots and spinach, he said.

Wu said Vitamin D can also help strengthen the immune system.

“Going outside and getting sunlight — 15 minutes of sunlight, three times weekly — your body can produce the vitamin D that it needs,” he said. “But believe it or not, here in Colorado, Vitamin D is actually chronically low — I’ve seen in a lot of my patients.”

sun, people can also consume salmon, fortified milk, mushrooms or Vitamin D supplements to boost their levels.

Beyond vitamins, Wu said some studies have shown that probiotics can help stimulate the immune system and promote the good bacteria in the gut. In doing so, probiotics can help with nutrient absorption, Wu said.

Specifically, a probiotic called Lactobacillus casei has been shown to reduce the number of days a person is sick.

“You can get that through yogurt, kombucha, live culture cheese (or) taking a probiotic pill,” he said.

A lot of the vitamins and minerals that are required for proper immune function can be found in various foods, but no one food has them all.

That’s why, Wu said, it’s important to make sure you are consuming a variety of healthy foods and staying away from processed foods when possible.

“Eating the healthier foods will be more beneficial,” he said. “I know, in our day and age, that is sometimes difficult with our running around, trying to do what we can. But just doing what you can, when you can, is always more beneficial than not.”

SOUTH JEFFCO – The bartender didn’t know if an actual crime had occurred, but he knew he didn’t like the way things were going down. According to the bartender’s report, at about 9 p.m. a Nissan Altima pulled into the parking lot and stopped opposite the bar. A man wearing jeans, a red coat and a white-brimmed hat got out, came inside and asked the bartender for a paper towel. The bartender handed over a super-absorbent sheet, which the man quite obviously used to shield his face from the establishment’s security cameras. Meanwhile, saloon staff noticed a man wearing a white hoodie and knit cap climb out of the Altima and walk to the gas station next door. Still shrouding his face in quilted three-ply mystery, Brimmed Hat went outside, got into the Altima and drove away on the trail of White Hoodie. The bartender could think of no lawful motivation for such curious behavior and asked officers to have a look-see. Deputies reviewed security footage from both the gas station and an adjacent liquor store, but could find no evidence that White Hoodie and/or Brimmed Hat ever went inside either one, and neither business recalled having any trouble from persons hooded or hatted. Officers kept the security footage against the possibility of new revelations, then wiped the case clean.

But who’s counting?

SOUTH TURKEY CREEK – Pookie and Honeybuns lived together in bliss

for “six years and nine months” before the wheels came off of their romantic wagon. On the morning of Dec. 19 a simple lovers’ quarrel escalated into a full-blown battle of the sexes. Depending on who was telling the story to responding deputies, Pookie threw a “Stanley thermos” at Honeybuns, or Honeybuns “threw some cookies” at Pookie, or Pookie “pushed a table” into Honeybuns’ thigh. There was plenty of evidence to support all of the allegations, but only the “red mark” on Honeybuns’ leg bespoke an actual crime, and officers arrested Pookie for harassment and assault.

Heard but not seen

KITTREDGE – A report of “shots heard” brought deputies tout suite on the evening of Dec. 17, but a thorough canvass of the area around Avenue F yielded only a footloose fellow who assured officers that the only thing he’d been shooting that day was the breeze.

He did say, however, that minutes before he’d heard what he thought to be “fireworks,” but couldn’t pin down their position. With no reason to disbelieve him and no evidence of gunplay to work with, deputies closed the case.

No bonus about it

EVERGREEN – Canned just in time for Christmas, the former employee wanted a former co-worker charged with assault. “He pushed me!” Former fumed. Former said Co-worker is a loose cannon, a terrible worker and, kind of, his former boss. Former said he didn’t want to “send (Co-worker) to jail” for the holidays, he just the

money he was due. The deputy told Former that if he discovered evidence of assault he would have to issue Coworker a summons. “Thanks for ruining my Christmas,” groused Former, hanging up. Duty bound to pursue the allegation, the officer spoke with Co-worker, who said that Former is a loose cannon, a terrible worker, and was fired with ample cause. Co-worker further said he did not assault Former, and that Former was sent packing with his final paycheck clenched tight in his angry fist. The deputy informed Former that he’d found no basis for charges against Co-worker. Former objected, accusing the officer of “taking their side” and remembering a time when he’d been assaulted by a different colleague. Former also wanted to know the status of his “Christmas bonus.” The deputy explained that Christmas bonuses fell into the realm of civil law. Former thought a lawsuit against the company might be just the ticket and asked the deputy if he should get a lawyer. Not permitted to dispense legal advice, the deputy instead advised Former that he was formally trespassed from his former workplace and should under no circumstances return there to retrieve personal items except in the company of a JCSO representative.

New cartoon, ‘Never Will I Ever,’ hits puzzle page

On the beloved puzzle page of this week’s newspaper, you find something new to give you a laugh. It’s a comic from lifelong Coloradan Marc Vargas called “Never Will I Ever.” They’re single panel comics that will run weekly and debut this week.

In one, for example, a man sits in a chair and is covered in cats.

“Never will I ever have to turn up the heat… again,” the comic reads.

Whether it be teaching a grand-

child to drive or ignoring an emergency alert on your mobile phone, Vargas’ weekly comics highlight the small disasters of daily life and outcomes that typically make us wiser the next time. The comic is punctuated by the word, “again.”

It implies it really happened “and ended horribly wrong,” as Vargas said.

Or, in some cases, only mildly wrong, because life could be much worse than being covered in cats on a cold day.

Vargas is a longtime illustrator.

He’s put his pen to work for papers

in Denver and Boulder, the Colorado Rockies and for books and other publications.

So, where does he get his ideas?

“I’m a trained observer,” he says.

“I love to watch people interact.

I’m the guy in the back of the room watching everything happening. My ideas come from overhearing conversations, watching people do crazy stuff and my own catastrophes.

These get my brain percolating.”

Vargas got his start as a kid, admiring the likes of Charles Schultz of “Peanuts” fame. He went to Colorado State University, but also the

Joe Kubert School of Cartooning in Dover, New Jersey, which he calls a life-changer. After working for the college paper, including editorial cartoons, and receiving an honor from the Society of Professional Journalists, he got hooked.

“I hope people are entertained,” he said. “Possibly they will laugh or smile. Maybe they’ll say, ‘Yes, I remember trying to shovel snow with a crappy shovel.’ A smile, a laugh, a little seltzer down the pants (I stole that from somewhere). This is an absurd and crazy world we live in.

Laughing is our only armor.”

LETTER TO THE EDITOR An apt phrase is ‘fool’s errand’

A commercial development off U.S. Hwy 40 at El Rancho has been threatened under various guises since 2021. Part of that property includes the location of the former Observatory Café. About its demolition, the Courier reported on Jan. 18 that the property would be redeveloped without a rezoning process. Whether or not the topic qualifies as news, a story run on the front page should be especially careful to check all its facts.

While the would-be developer has been bandying ideas about for three years, every iteration — none of which have been accepted for review by Jefferson County — has sought to annex CDOT-owned right-of-way adjacent to the 6.72 acres of private, C-1 zoned land. To the first application, the County responded that the annexed land would require rezoning. The second iteration was never submitted.

No development application has been made for the latest incarnation, yet the owner has submitted diagrams in support of a grading permit. The diagrams illustrate right-of-way “to be acquired” totaling about 2.5 acres. The application to acquire these areas has not been reviewed by CDOT; a decision to dispose has not been made, and the area has thus not been acquired.

That process could take a year, according to CDOT. As the County indicated from the beginning and has since reconfirmed: if right-of-way is pursued and included in the project, rezoning will be re-

quired.

The grading permit recently applied for, the Courier noted, is intended to enable the site to be prepared — again where no development application has been submitted to the County.

The “grading” permit application indicates plans to import 94,000 cubic yards of fill. The diagrams show the valley and hillsides made level with US Hwy 40. More than six acres of forest and meadow would be cleared and buried. Natural drainages would be replaced by two ditches and a half-acre sediment basin. The fill would create a steep-sided platform standing 30–40 feet above eastbound I-70.

Without modification, annexation, or rezoning, the C-1 parcels afford about three acres of buildable area after accommodating landscape constraints and required setbacks — while preserving natural topography, vegetation, drainage, and scenic value that County planning explicitly prioritizes.

Instead, and still absent a development plan, the new owner’s vision would devastate nearly the entire extent of these parcels just to create a dirt platform of comparable buildable area — while acquiring additional land, incurring extra time, and necessitating rezoning in the process.

Revisit a critical historical moment at Wings Over the Rockies

W

hen people think of the Cold War, images of nuclear bombs and covert spies are probably among the first images that come to mind. But for Stewart Bailey, collections manager at the Wings Over the Rockies museum, there’s something else he likes to focus on.

“The first battle of the Cold War was won by the Western Allies and was won with airplanes,” he said. “Not only that, but those airplanes didn’t have guns or bombs.

Instead, for 11 months the Allies worked to support a city of 2.6 million people entirely by air.”

The story of that battle is told in the Air and Space Museum’s, 7711 East Academy Blvd. in Denver, new exhibit, The Berlin Airlift: Supplies from the Sky. The exhibition runs through Monday, May 27, and marks the 75th anniversary of the Airlift.

The exhibit tells the story of the nearly year-long effort by the United States, Britain and other countries to keep the people of Berlin alive during the Berlin Blockade, when the Soviet Union blocked the Western Allies’ railway, road and canal access to the sectors of Berlin under Western control.

“At the beginning, the Allies were using any kind of plane that could handle cargo and there were some accidents and a lot of confusion,” Bailey said. “Eventually it got better and the efforts were extremely efficient. There were planes coming in with materials like coal on average of every three minutes.”

The creation of the exhibit is largely due to donations from two families who had members who participated in the Airlift, including Denver resident Thomas Moss, who was a C-54 pilot during the events. His daughters Barbara Drury and Linda Lewis donated many of their father’s artifacts to the museum and that provided the backbone for the story told in the display.

“This exhibit isn’t so much about the planes and technology as it is about the people and the human experience of what they went through,” Bailey said. “I think it’s powerful because it shows how people’s opinions can change — we went from years of fighting

As well as donated artifacts, the exhibit features a lot of photos and creative set dressing Clarke Reader to give just a taste of what being in bombed-out Berlin would be like.

The aim was also to make it interactive for all ages, so it includes activities like weight and balance exercises and more.

In addition to learning more about a historical event that many people might not be aware of, Bailey hopes visitors come away with a greater appreciation of the many ways the Berlin Airlift influenced the ensuing decades.

“One of the key takeaways from this exhibit is that freedom is something to be valued and supported,” he said. “In many ways, the Airlift still echoes through our world today.”

Some of these included coordinating the Mormon Trail to pass through Giltner, hosting a Mountain Men Camp in the back pasture, orchestrating a Solar Eclipse Party, and countless other gatherings that left lasting impressions.

LaShara’s early life was spent in Cheyenne, WY, and Evergreen, CO.

LaShara was preceded in death by her father, husband, and two brothers.

LaShara married Delbert ‘Butch’ Eugene Nuss on April 7, 1974, in Giltner, NE. They have 3 sons: Casey, Ryan, and Cody.

Meet some of the people behind the new automated trains at Denver International Airport

Twenty-six new automated trains are coming to Denver International Airport this summer, according to operators.

Currently, 31 automated trains carry ticketed airport passengers from the three active concourses. About half the fleet has been in service since the airport opened in 1995 and has run over 1.4 million miles, so replacements are sorely needed, according to the airport.

The new trains are also automated, but more than 73 people are responsible for keeping them running every day around the clock.

“Passenger traffic at Denver International Airport is expected to reach more than 78 million by the end of this year alone, and 100 million annual passengers are expected within the next three to five years. We are preparing for the future in a variety of ways, including renovating the Great Hall, adding gates to concourses and adding capacity to the trains to the gates,” DIA CEO Phil Washington said.

“New train cars will increase the number of passengers that can be moved to the gates by approximately 850 per hour. They will reduce the time between arriving trains and allow us

to run a more effective operating schedule.

These efficiencies are going to be felt by passengers and make for a more seamless experience at DEN.” The first of the new trains arrived in December 2023 and will be tested through the next six months.

Everyone is excited, from the director of operations to the mechanic who maintains the trains. The new trains may be automated, but the people who keep them running are skilled, working people who are eager to enter the next era of moving people around DIA. The trains are important to the operation of the airport, according to DIA Senior Director of Operations Matt Robb.

“You can’t get to B and C concourse. The only way you can get there is on the train,” Robb explained. “It is a single point of failure, which is why we put such a heavy emphasis on maintaining (the trains). If we get the train doesn’t move, the airport doesn’t move.”

Robb said that trains and airports have been his passion since age 13, when he took a trip through the O’Hare International Airport.

“There were so many people here.

So many airplanes. So much space.

The logistics of operating a place like that, the challenges, again, it’s all about the movement of people,” Robb said. “So how they could operate a place like that was beyond what my 13-year-old brain could comprehend. So really, this is like some next-level airport nerd stuff.”

Robb fell in love with airports as a teen, taking trips with his dad to airports in Oklahoma City and Dallas Forth Worth. “We just ride the train around and walk around the airport and spend a morning and afternoon just in the airport,” Robb said. His love of airports and moving people started there.

Robb explained that the DIA trains are operated by Alstom, a contractor that manufactures French rails.

“They build a lot of surface rail trains, the traditional trains actual trains,” Robb said.

According to Robb, besides himself, only one other DIA employee, the automated guideway transit system administrator, works with the train system inside the airport.

The rest of the people behind the trains work for Alstom.

Keeping the trains running around the clock

Robb noted that the trains are not actually trains on a track. They have wheels and tires.

“We call the train the AGTS, which is an automated guideway transit system,” Robb explained. “We also sometimes call it an APM, which is an automated people mover. It’s not, it is a train. But really, they’re just like big, automated buses, they run on big rubber wheels.

And then there’s a guideway in between that kind of keeps them going where they are supposed to, but there’s no rail or anything.”

Alstom makes the trains and also operates a section of the airport accessed beneath the concourses by way of the tunnel system. Alstom owns and operates the shop where the trains are maintained, repaired and tested.

According to Aurora resident and Environmental Health and Safety Manager for Alstom DIA Marcus Huff, the site had gone 812 days without an accident at the time of Colorado Community Media’s interview at DIA. Because of the importance of the trains, Huff said safety is a top priority.

The reason, according to Alstom DIA Operations Manager Shawn Bingham, also from Aurora, is because of the downtime commitment between Alstom and Denver.

Bingham said the trains have to be available 99.94% of the time that the airport is open. And the airport never closes.

“In a 31-day month, there are 44,600 minutes in that month,” Bingham explained. “We have about 20 minutes of downtime out of those 44,600 minutes every month. So, we can try to paint that picture for taking such a small amount of downtime on average every month out of those 44,600 available minutes. And that’s about 99.94% availabilities.”

Alstom DIA Site Production Manager and Maintenance Manager RJ Hennessy, from Brighton, explained that up to seven trains run each day to keep up with the demand. The highest demand for the trains is in the spring and summer, not during the holidays, Hennessy said.

“Don’t get me wrong. We typically have (high demand) maybe two days around each of those holidays,” Hennessy said. “That’s it.

The people coming in for the holiday season and the people leaving for the holiday season are pretty much it. So, it’s two days around the Thanksgiving timeframe. And around the Christmas timeframe.

That’s it — just two days. In the summertime — take those two days and now put them over probably two weeks. And it starts at

Keeping the trains going all year, with only 20 minutes of downtime per month takes the help of all 73 Alstom employees, according to Bingham.

Who keeps the trains running

Alstom DIA Senior HR Manager Matt Fasbender said the Alstom team is more than 50% military veterans. The employees come from all over the Denver Metro area.

Many of the Alstom team members have been working at DIA for more than 20 years.

“About 27 people have 25 years or more,” Fasbender said.

Roberto Cortez, a mechanic from Commerce City, is one of those military vets with a long tenure at the site. “I had like I had 10 years in the Marine Corps,” Cortez said.

“So, I had already been through a lot of oopsies and the mistakes when you start turning wrenches.

It made the transition pretty easy.”

Cortez said that his experience working on cars and military helicopters helped when he started working on the DIA trains 24 years ago.

“It’s not that technology is the same, but technical aspects and using logic, stuff like that is,” he said.

Ryan Parrish, a train mechanic for Alstom DIA from Thornton, agreed that his military background prepared him for work on the trains.

“I was in the army for five years. I worked on the Patriot missile system,” he said. “I guess I wanted work that kind of translated.”

Parrish went to Spartan College of Aeronautics in Broomfield to acquire more skills. His counselor at the college directed Parrish to Alstom.

“I mean, there’s no money in the civilian world for taking out aircraft, but money is in fixing things,” he said.

Parrish has been with Alstom at DIA for six years.

Carlos Alvarez is a helper mechanic from Aurora with two years at Alstom DIA. Alvarez was also educated at Spartan College. He worked on wind turbines before coming to Alstom. His previous skills helped ease the learning curve when he came to work on the trains.

“Once you know how to read schematics and turn wrenches, it’s all the same,” Alvarez said.

The mechanics, managers and ev-

eryone else at Alstom are eager to get their hands on the new train.

Cortez said they are just “peeking over the shoulders” of the new train’s testers for now. “They don’t want us to touch it,” Cortez said. “But the testing process is a little regimented so that they’re not gonna let us put our hands on the train until they figure it out. And get it going. Then, they’re gonna give it to us so we can tear it up. I mean, so we can work on it.”

“We have a team that is here specifically for introducing the new trains,” Bingham said. “And they have a very, as (Alvarez) said, regimented plan that they follow, testing and making sure the train functions the way it’s supposed to. That it assimilates into our system the way it’s supposed to.”

He said the train must run 300 hours without fail before Cortez and the others get to it.

According to Bingham, the new trains should be online and transported by the public this summer.

Until then, these people will see to the trains, and to moving people throughout the Denver International Airport.

Fewer students enrolled in Colorado schools again this year

The number of students in Colorado schools continues to drop and is now lower than it was after the large decrease in enrollment at the start of the pandemic.

In October 2023, 881,464 students were enrolled in public schools, down 1,800, or 0.2%, from October 2022, according to official enrollment counts released by the Colorado Department of Education in January.

Before the pandemic, enrollment numbers in Colorado had been increasing every year since the 1980s.

But in fall of 2020, after months of mostly remote learning, enrollment sank by about 30,000 students from the previous year. In fall of 2021, enrollment went up slightly, but has

been falling again since.

State Demographer Elizabeth Garner told the State Board of Education that the decline in enrollment is due partly to decreasing birth rates, but also to a slowdown in migration and mobility.

“We are forecasting that total school-age population to decline basically through 2028-2029, then start to increase, but not get back to levels that we saw in 2019 until about 2035,” Garner said.

She said the trend is statewide.

“Forty-three of the 64 counties had an absolute decline in the under-18 population over the last decade,” Garner said. “It doesn’t matter where you were — Eastern Plains, San Luis Valley, West Slope, Denver metro.”

Still, she said, “we are encouraged by the state’s commitment to early learning through the Colorado Universal Preschool Program.”

The universal preschool program provides free preschool to all Colorado 4-year-olds and some 3-yearolds. This year, about 50,000 students are enrolled in various types of public and private preschools across the state. Public school districts’ pre-K programs have 32,060 students, slightly fewer than a year earlier.

First grade and kindergarten saw some of the largest decreases in enrollment this year. First grade enrollment declined by 3.91%, or 2,478 students, compared with the first grader group of 2022. Kindergarten had 1,068 fewer students, a 1.79% drop. Eighth grade and ninth grade

also had large enrollment declines.

Only five grade levels saw an increase in students compared with last year. The largest increase was among second graders, up by 5%, or more than 3,000 students.

Other segments that grew included those who are home-schooled, and those who are enrolled in online programs.

Enrollment in charter schools decreased by 1.8% to 135,223.

The number of students identified as experiencing homelessness statewide went up by 1,570 compared with last year.

Last school year only one district in Colorado, Adams 12, had more than 1,000 students identified as needing services related to homelessness. This year, there were four such districts — Aurora, Adams 12, Jeffco, and Poudre.

By percentage, the tiny district of Sheridan continues to have the highest proportion of its students experiencing homelessness in the

metro area, but the number has dropped over the years. This school year, 149 Sheridan students, or 14.1%, are experiencing homelessness, down from 205, or 18.2%, last year.

Broken down by race, white students had the largest decreases in enrollment, while Hispanic or Latino students had the largest increases. Schools counted 312,687 Hispanic or Latino students in October 2023, up from 308,739 the year before.

By percentage, Native Hawaiian or Pacific Islander students had the largest enrollment jump: 9.18% more than last year. These students make up a tiny proportion of all Colorado students.

Among the state’s largest districts, just a handful recorded more students than last year. They include Aurora Public Schools, which had a slight increase, and Denver Public Schools, which gained 371 students.

Denver has attributed the increase

to an influx of migrant students, many from Venezuela.

Among the metro-area districts, School District 27J in Brighton had the largest growth in enrollment. It gained more students than Denver, Aurora, or any of the large districts.

Meanwhile, Sheridan, Westminster, and Adams 14 had the largest decreases in the metro area.

The state’s data reflect official student counts in October, and those are the counts typically used to determine funding levels.

But the state’s release acknowledged that several districts have seen a large number of students who are new to the country arriving throughout the school year.

“CDE is committed to working with districts and school teams to ensure they are supported in serving these multilingual learners,” the department’s statement notes.

Deep within the bowels of Alameda High’s Duane Lewis Gymnasium on Jan. 24, members of the Conifer girls basketball team could be heard clapping and cheering and screaming, excitement overcoming them all.

No, the Lobos hadn’t just won a state championship. They hadn’t just won a league title. They hadn’t even just vanquished a despised rival.

What they had just done still tasted oh-so-sweet — they had just won their first league game in 341 days.

In come-from-behind fashion and using several big plays down the stretch, the Lobos outlasted Alameda 33-26 to secure their first league victory since Feb. 17 of last season.

League wins may be a dime a dozen for a lot of programs, but for others, they mean just as much as the bigger prizes out there, like state and

league trophies.

“These ‘little’ victories are not little to us,” second-year Conifer Head Coach Connie Ireland said. “Any victories and any improvements we can get are huge.”

It didn’t come easy, though. The game went back and forth for much of the fourth quarter and with six minutes remaining, it was still anyone’s contest.

After Minerva Santos’s 3-pointer for Alameda evened the score, Finley Johnson’s and-one play put Conifer ahead 25-22.

The Lobos’ Megan Swearengin scored off a turnover to give the Lobos a 27-25 lead with 4:12 left.

The dagger came a few sequences later. Out of a timeout, Johnson drove hard to the hoop and laid it in — and was also fouled on the play.

The junior’s free throw was true, giving her another and-one play and Conifer a 31-26 lead with 1:45 left.

Johnson and Lila Braun each added a free throw in the last 30 seconds for the game’s final margin.

if you’ve got one defender, I want you going to the hoop and drawing the foul,” Ireland said. “To get those and-ones, to get a score and go to the free-throw line, was huge. It just builds confidence and makes us better, smarter players.”

Added Johnson, who finished with seven points: “Earlier in the game, we would get steals and fastbreaks, but because of your momentum, it’s really hard to stop when you’re moving that fast. So (Assistant Coach) Scott Deem was really preaching

After dominating the game’s first eight minutes, Conifer’s (3-11, 1-6 in 5A/4A Jeffco League play) offensive production dried up in the second quarter.

The Lobos didn’t manage a single point in the second period and watched as Alameda scored 10 of its own to take a 13-7 halftime lead.

The Lobos passed on doing the traditional shootaround out of the break, instead spending all 10 minutes in the locker room trying to regroup and put an ugly second quarter behind them.

“Coach wanted us to take control of the game,” Johnson said. “We were kind of letting [Alameda] determine the speed of the game, so she wanted us to take control and own the game — slow it down, set up our plays, take our time, look for open passes and try to make something happen when it was supposed to rather than forcing it.”

The Lobos apparently heard Ireland loud and clear, connecting on four of their eight shots in the third period and outscoring the Pirates 11-4 to take an 18-17 lead into the fourth.

Bree Leslie had a big third quarter, going 3-for-6 from the charity stripe and scoring from the low post after

receiving an inside shovel pass from Lily Harwood. Leslie’s free throw with 1:21 left in the third quarter gave Conifer its first lead, at 16-15, in more than 12 minutes.

“We never quit. In any game, we never quit,” Ireland said. “They’re a great bunch of kids. I wouldn’t have anybody else. They listen. They’re learning. They’re great leaders, and we’re getting better all the time.”

Swearengin scored a game-high 11 points while Leslie had eight. Braun had three points and Harwood and Eleanor Sikora chipped in two apiece.

Colorado has less time to spend $1.5B in COVID aid

Colorado state budget writers are in a race against the clock to spend $1.5 billion in leftover federal pandemic aid before the end of 2024 thanks to new guidance from the U.S. Treasury Department.

The deadline is two full years sooner than state lawmakers and Polis administration officials had expected. That has set off a mad scramble to rewrite the budget for the current fiscal year, which ends June 30, to allow the state to spend federal American Rescue Plan Act dollars faster than lawmakers intended.

The time crunch arose from shifting guidance from federal officials on how they define “obligated,” a term that doesn’t exist in state law.

Federal law has long required ARPA recipients to “obligate” all of their funding by the end of 2024, but the final spending deadline is not until the end of 2026. That led state officials to assume they could spend their $3.8 billion allocation through 2025 and 2026, as long as they had passed legislation committing to do so by this year.

itself,” Amanda Bickel, a Joint Budget Committee staff analyst, told lawmakers in a hearing this week.

“Now that is absolutely not the case. Legislative staff and the executive staff all agree that what we need to do is expend this money as fast as possible.”

Under the new federal guidance, the state is generally prohibited from spending ARPA money beyond the 2024 deadline, with limited exceptions.

That’s left the Polis administration and lawmakers looking to swap out the funding sources for at least 36 programs in order to get the money out the door before the federal government requires Colorado to give it back.

Here’s how the funding swap would work: State agencies would spend the pandemic aid money as soon as possible on qualifying government services, a broad category that includes employee salaries.

Doing so will free up state tax dollars that can be spent at any time.

The stakes are high. Lawmakers don’t want to risk losing federal money — the leftover dollars represent 40% of the state’s entire ARPA allocation. So if the new spending plan doesn’t work as intended, there could be pressure to call a special session later this year.

“The more thoughtful the General Assembly can be in tackling this issue in a bill, the less likely a special session will be required in fall 2024 to fix ARPA-related problems,” Bickel wrote in a briefing document.

Bridges told The Colorado Sun he doesn’t think it will come to that.

Other states have already done similar funding swaps of their own to work around the deadline, he said, indicating that Colorado’s plan should pass federal muster.

“It is a well-trodden path,” Bridges said.

The Town of Georgetown Police Department is seeking applications for an Administrative Assistant/Court Clerk position. The position is responsible for and supervising evidence, records, reports, body worn camera videos, and files being processed and maintained for the Police Department. Request for Bid Clear Creek County Sheriff’s Office Jail - Wall Painting & Flooring Recondition Project Georgetown, Clear Creek County, Colorado PURPOSE Clear Creek County is seeking bids from qualified professional vendors for the application of paint material on walls and epoxy flooring (or equivalent) within the Clear Creek County Jail totaling approximately 5000 square feet. The qualified vendor must show possession of skills necessary to maintain and improve effectiveness, enhance its quality of services, minimize down time and support costs, and ensure security and safety controls at all times.

The purpose of this Request-for-Bid is to obtain relevant information, credentials, qualifications, experience and a proposed Project Approach from interested Firms to inform the Board for selection of a consultant to inspect, design epoxy solution (or equivalent), apply epoxy (or equivalent) and paint surfacing, and warranty work and materials.

SCOPE OF SERVICES Sheriff’s Office Jail - Wall Painting & Flooring Recondition Project • Normal working hours should be performed between 8am and 5pm Monday through Friday.

• Contractor shall provide paint and epoxy material (or equivalent) options to Sheriff’s leadership for approval.

• Contractor shall comply with product manufacturer recommendation as included with the

product.

• Obtain primary resinous flooring materials including primers, resins, hardening agents, grouting coats and topcoats through one source from a single manufacturer, with not less than ten years of successful experience in manufacturing and installing principal materials as described here.

• Comply with epoxy flooring (or equivalent) manufacturer’s written instructions for substrate temperature, ambient temperature, moisture, ventilation and other conditions affecting applications.

• Perform testing of product as recommended by the manufacturer.

• Coordinate application of components to provide optimum adhesion of resinous product to substrate, and optimum intercoat adhesion.

Cure epoxy product (or equivalent) according to manufacturer’s written instructions.

• Treat floor drains to bridge potential cracks and to maintain protection.

• Remove temporary covering and clean resinous flooring just prior to final inspection.

Use cleaning materials as recommended by the product manufacturer.

• A collaborative design process with Sheriff’s Office leadership to design an epoxy (or equivalent) and paint solution which fulfills the needs of the Sheriff’s Office staff as well as the security restrictions for inmates.

• Epoxy coating (or equivalent) shall be applied to provide sufficient coating and thickness and shall be coped/angled to allow to be applied at the base of the walls and to extend approximately 4” to the current height of existing floor.

• Contractor shall apply a heavier non-slip epoxy resin (or equivalent) at all floor areas. These areas shall be able to be mopped and cleaned.

• Contractor shall, at all times, take any and all steps necessary for maintenance and preservation of all adjacent County property.

• Contractor shall identify which employees will be working on this project including subcontractors. Those employees shall bring photo ID to obtain a County ID badge that shall be worn at all times while on the property. Contractor staff shall return all ID badges to designed personnel at the end of each work day.

Information Conference An Information Conference regarding the CM/ GC Contract and CM/GC selection process will be held on Thursday, January 25, 2024 at 11:00 AM virtually via Microsoft Teams Link located in the Request for Qualifications. Attendance at the Information Conference is optional.

PURPOSE: This request for proposal provides prospective applicants with sufficient information to apply for VALE Grant Funds.

Two-Step Selection Process Selection of the Construction Manager/General Contractor will be made using a two-step process. Step One: Owner will receive Statements of Qualification and evaluate these, along with other information, to develop a list of the most highly qualified Proposers. Selection criteria and scoring included in the Request for Qualifications.

The District Board of Directors anticipates meeting February 21, 2024 during which the Board will consider a short list of one or more, but no more than five, qualified firms which the District believes to be the most qualified pursuant C.R.S. Section 32-1-1805(2). Step Two: The short list selections will receive a Request for Proposal and will submit a detailed Proposal for the CM/ GC Contract for the Owner’s consideration. The Owner, at its discretion, may elect to conduct Interviews after receiving Proposals. Points previously awarded during step one and step two of the selection process may be adjusted based on information obtained during the Interview. ANTICIPATED AMOUNT AVAILABLE: Because VALE funds are obtained through the assessment of fines by the courts, it is impossible to know the exact amount of funds that will be available for grants in 2024/2025. It is anticipated that approximately $1.4 million will be available for 2024/2025.

GRANT PERIOD: July 1, 2024 through June 30, 2025 ELIGIBILITY: The local VALE Board is authorized to enter into contracts for the purchase and coordination of victims and witnesses assistance services with persons or agencies that the Board deems appropriate. The Board shall accept and evaluate applications related to the implementation of the rights afforded to crime victims pursuant to Section 24-4.1-302.5 C.R.S. and for the provision of services delineated pursuant to Sections 24-4.1-303 and 304 C.R.S. Such moneys shall not be used for defraying the costs of routine and ongoing operating expenses.

Grants submitted to the Board must serve persons residing or victimized in the 1st Judicial District, which is Jefferson and Gilpin Counties.

PRIORITY CATEGORIES: The 1st Judicial District VALE Board will give priority consideration to victim services and law enforcement programs which: (1) Are required to provide victim services for the implementation of the rights afforded to crime victims pursuant to Section 24-4.1-302.5 C.R.S.; (2) The provision of the services and programs delineated in Sections 24-4.1-303 C.R.S., 24-4.1304 C.R.S. and 24-4.2-105(4) C.R.S. related to all crimes as defined by Section 24-4.1-302(1) C.R.S.; (3) Provide direct services to victims of crime; (4) Have demonstrated an effective response to victim needs; or will provide new, innovative, or unmet victim services; (5) Do not duplicate other victim services in the 1st Judicial District.

EVALUATION CRITERIA: (1) Grant project falls under the VALE Statue Title 24, Article 4.2, C.R.S. (2) The project provides victim services to implement the Victims Rights Constitutional Amendment.

(3) Application is complete, concise, clearly represents the proposed project, and provides all information requested.

(4) The project provides direct services to victims of crime in the 1st Judicial District.

(5) Applicant has demonstrated a need for the project.

(6) The applicant is effective in responding to the needs of victims of crime.

(7) Applicant does not duplicate services provided by other resources.

(8) Applicant efficiently utilizes its resources, including volunteers or otherwise maximizes the number of persons served per grant dollar.

(9) Applicant demonstrates good fiscal management practices.

(10) Applicant has demonstrated the ability to comply with financial and program requirement (if applicant has received past funding from the VALE Board).

(11) Applicant demonstrates reasonable fund raising efforts, local volunteer and/or financial support and, if appropriate, a diversified funding base.

(12) Applicant has demonstrated an effective response to victim needs, or provides new, innovative or unmet victim needs in the 1st Judicial District.

(13) The board will give appropriate deference to the need for continuity in providing service to programs with a proven track record with the local VALE Board.

NOTE: The fact that an applicant meets eligibility requirements or has received funding in the past does not guarantee funding.

A requesting agency or person shall acknowledge in writing that such agency or person has read and understands the rights afforded to crime victims pursuant to Section 24-4.1-302.5 and the services delineated pursuant to Sections 24-4.1-302 C.R.S. and 24-4.1-304 C.R.S. Public Notice Request for Proposals – EPRD Hail Damage Project Evergreen Park & Recreation District (EPRD) invites qualified companies (“Respondents”) to submit their proposals for the needed repairs from hail damage to the Evergreen Lake House, Evergreen Lake House Outdoor Restroom Facility, Buchanan Park Recreation Center, Wulf Recreation Center, Park Ops Maintenance Building, and the Ogle Property House Rental #1 and #2.
