Editor’s note: This is the first of two stories looking at the proposal to consolidate the Inter-Canyon, Elk Creek and North Fork fire departments. This story looks at the history of the proposal and facts about the departments. The story in the Oct 26 issue will focus on specific issues regarding consolidation. Residents in the Elk Creek Fire District disagree over whether the district should consolidate with two other departments to become the Conifer Fire District.
