Patrons of the Evergreen library want the place to continue its natural, traditional feel with some updates including changes to the teen and children’s areas.

Those who provided ideas for the library redesign said they wanted it to be warm, quiet, comfortable and welcoming, with more self-service checkout kiosks and with the continued presence of the friendly staff to answer questions. They love the reading room in the back of the building, especially the fireplace and the ability to look at nature through the windows.

Johnathan David Monroe passed away on April 19, 2022.

Johnathan was born on September 4, 1981 in Raleigh, NC to his mother, Katherine Watson Harley, and father, David Perry Monroe. He grew up in Raleigh and Evergreen, Colorado.

He is predeceased by his father, David Perry Monroe; his paternal grandfather, Jack Monroe; his maternal grandparents, Donald Lee and Mary Lou Harley; and his aunt, Mary Coleman Barbour and her husband, Greg.

He is survived by his mother, Katherine Watson Harley and her husband John Wyatt of Apex, NC; his uncle, Donald Lee Harley, Jr. and his wife, Luci of Wilmington, NC; his aunt, Louisa Harley Garvey and her husband, Jim of Raleigh; his paternal grandmother, Helen Monroe; his aunt, Margie Monroe and uncle, George Monroe. Also surviving are his maternal cousins, Alton Barbour, Daniel Barbour, Mary Virginia York, Donald

Lee Harley III , Robert Burns Harley, Emily Watson Garvey, Samuel James Garvey; and his paternal cousins, Katie and Douglas Monroe and Jessica and Benjamin Dollar.

Johnathan was a genuine and kind soul. He was full of child-like enthusiasm and at his core he was an explorer and adventurer who loved being outside. When he was exploring, he was never afraid. He was quick to help others. He had a green thumb and loved planting. He loved animals.

One of his most treasured achievements was hiking the Appalachian Trail. He gave back to the Appalachian Trail by doing “ Trail Magic” (kindness for exhausted hikers).

bility, better signage and lower bookshelves to make it easier to locate materials.

The Jefferson County Public Library will redesign the Evergreen library, which was built in 1993, with no additions. The redesign will take place this year with construction in 2023. Total cost for everything from design through construction is expected to be $4.22 million.

On April 21, EUA, the company tasked with redesigning the building, briefed the library board on the results of surveys and meetings with library patrons about what they wanted.

Kelly Wemple with EUA said several people commented that they wanted a drive-up window to pick up and drop off materials, but that was outside the scope of the redesign because it would entail reconfiguring the building’s exterior.

Patrons said the children’s area should have reading nooks, flexible space, movable seating and a space for story time that wouldn’t be disruptive to patrons in the rest of the library. They wanted the space to be fun for children of all ages.

The results showed some wanted an enclosed area for teens while others wanted a more open area, both with study booths, and comments were mixed on whether to providing gaming, Wemple said.

table space for people to work together or talk. They also wanted the meeting room to be configured so it could be used for more activities than it is now.

Several respondents suggested an outdoor area for activities, and board members wondered if there was a spot in the front of the build-

ing that could be used for that purpose.

“The message we heard is to use natural materials and emphasize outdoor views,” Wemple said. “People want the library to have a good connection to the nature around the library.”

“They said while they want updates, ‘We like what we’ve got,’” Fellman said. “That is what really struck me.”

Platte River was still a bit cold for stepping in the water, but that didn’t

stop eager fly fishers from dipping their toes in the sport this weekend.

Glenn Ellis has been fly fishing for over 35 years. This summer, he wanted to share his knowledge and get beginners interested in the sport.

Ellis and his wife, Kris, own Platte River Outfitters in Bailey. They decided to partner with Aspen Peak Cellars to offer a fly fishing course and wine tasting/lunch.

Bear and Abby Theobald from Bailey were interested in learning after Abby got a fly fishing rod for Christmas.

“Neither one of us have actually ever fly fished,” Bear said.

They spent the afternoon with Ellis, learning to cast in the parking lot, tying knots, and learning the other mechanics of fly fishing.

Ellis hopes the course can get people interested in the sport.

“Hopefully its good, we can introduce people to fly fishing,” he said.

harassed on the way to a family member’s cabin March 18 in Bailey.

Holding signs with phrases like “Black Lives Matter” and “Yes! This was a hate crime,” the group shouted and waved to honking cars to raise awareness of the situation and how it was handled.

The Park County Sheriff’s Office, according to a statement made on the department’s Facebook page, submitted the statements about the incident to the Park County District Attorney’s Office, which did not deem the incident to be a hate crime.

Those who gathered believe this to be a mistake.

According to redacted witness statements, the CCA students were on their way up to Malarie-Stafford Mustacchio’s grandmother’s cabin when their vehicles got stuck in a private drive. The apparent owner of the property came out and began to question the students and made racist remarks toward the Black driver of one vehicle. That is when things became violent between one student and the property owner.

“He tackled me and my back hit the car, then he ripped my jacket and shirt, then grabbed my throat with his hand while saying, ‘I’ll f— kill you,’” said the victim in a redacted statement.

Soon after, another man came down the drive with what appeared to be an assault rifle, according to the statement. The two men contin-

ued to assault the student while the other students were on the phone with the police. According to call logs, it took over 30 minutes for help to arrive.

Debbie Stafford, grandmother of the victim, owner of the cabin and former Colorado state representative, attended the protest in Bailey on May 1 to show support for her granddaughter. She believes the assault should be classified as a hate crime.

“Last year — and I have found this out through this process — the Colorado General Assembly through Senate Bill 21-280 changed hate crime statutes: ‘in whole or in part,’” she said.

The bill Stafford is referring to changes the language of the current law so that a hate crime perpetrator can be held accountable even if they have more than one motivation in committing the crime, as long as they are motivated “in whole or in part” because of that person’s actual or perceived race, color, religion, ancestry, national origin, physical or mental disability or sexual orientation.

Students and residents from Wheat Ridge, Denver and other communities in the foothills joined Bailey residents at the gathering May 1.

Nicki Weist grew up in Evergreen but now lives in Denver. They are a student at Community College of Aurora and showed up to support their fellow students.

“I’m just here to support and show up,” they said. “These are the people I walk the halls with.”

Weist was one of many in the group who joined in chants for Black Lives and waved flags and signs supporting the victims.

Kelly Brown is with Evergreen Coalition for Racial Justice. She said the group’s goal is to support the victims’ families however they can.

“Our main goal is to support them in what they need, and what they’ve asked for is that the Park County DA file hate crime charges, and also

that the Sheriff’s Office and the Park County DA get more training, DEI training and training on hate crimes,” Brown said.

Stafford said something like this could happen to anyone.

“This could be anybody’s family or loved one,” she said. “And if we don’t come together and stand up to protect each other, who’s gonna do it?”

While Colorado is now iconic for its natural beauty and wild-

LIFE life, about 150 years ago, the state’s ecological resources had a rather bleak outlook.

Overhunting was devastating local deer, elk, pronghorn, bison, bear and bird populations; and water pollution was hurting the state’s fish and other species.

Wanting to preserve Colora-

do’s natural resources, the state government passed wildlife protection laws and later founded a department of game and fish.

The agency now named Colorado Parks & Wildlife celebrated its 125th anniversary on April 16.

Since their founding, the state’s parks and wildlife divi-

sions have opened 42 state parks and hundreds of other wildlife areas, and helped save several iconic species native to Colorado. While CPW has plenty of ongoing projects and long-term goals, its 125 years of environmental conservation and wildlife protection is a history worth celebrating.

1897

Colorado Governor Alva Adams signs House Bill 129, thereby creating the Department of Forestry, Game and Fish. The agency is charged with propagating and distributing game fish, promoting timber culture and passing and enforcing game and fish laws. The total annual budget is $10,500. The forestry portion is eventually dropped to become the Department of Game and Fish.

1903

Colorado issued its first hunting and outfitting licenses: $25 nonresident general license; $1/day bird license ($2 first day); and $1 resident license.

1913

With the deer population dropping quickly, the state passes legislation to protect buck deer until 1918.

1916

Colorado imports 50 elk from Wyoming, which were released in Idaho Springs and Pueblo County’s Greenhorn Mountains, to reestablish the state’s dwindling herds. In the early 1900s, only 40,000 elk remained in North American, mostly because of unregulated market hunting. After decades of conservation efforts, Colorado is now home to approximately 280,000, which is the largest population in the world.

1940

During this decade, the wildlife agency conducts the first bighorn sheep transplants between Georgetown and Silver Plume. As of 2022, the Georgetown herd is the third-largest in the state. The agency later completes more than 100 bighorn sheep transplants, mostly in the 1970s and 1980s. After decades of conservation efforts, Colorado has an estimated population of 7,000 bighorn sheep.

1949

The first Colorado State Parks feasibility study suggests establishing Roxborough as one of the first state parks. However, Roxborough wasn’t established as a state park until 1975.

1959

The governor signs a 25-year lease with the Army Corps of Engineers for the Cherry Creek Recreation Area. The new state park welcomes its first official visitor on June 17, and 168,700 people visited it in its first year.

Colorado legally defines wildlife as “wild vertebrates, mollusks and crustaceans.” Nearly 800 species came under the classification of wildlife.

1975

Chatfield State Park is established.

1977

After the state acquired a recreational lease for Barr Lake two years earlier, the new state park opens to the public.

1978

Biologists and wildlife officers transplant 24 moose from Utah and Wyoming to Colorado’s North Park region near Walden. Over the next three decades, the state releases more than 200 additional moose from Wyoming and Utah across the state. Today, Colorado is home to more than 2,400 moose and boasts one of the fastest-growing moose populations in the lower 48 states.

1978

After Eldorado Canyon’s owner threatened to sell the area for a rock quarry, public outcry prompts the state to buy the canyon and create Eldorado Canyon State Park.

1980

The Colorado Division of Wildlife director encourages hunters to clean up their own sport and, in the 1980-81 budget request, asks for funding to start a new program called Operation Game Thief to help crack down on poaching.

1982 The Colorado General Assembly approves a new lottery program with certain proceeds to benefit state and local park systems.

1990

Barr Lake State Park keeps with a national tradition of sponsoring a New Year’s morning First Hike around the park. Hearty hikers took part in the guided walk along the lakeside despite the cold temperatures and falling snow.

Colorado voters approve the passage of Amendment 8, the Great Outdoors Colorado Amendment. This directs all state lottery proceeds to parks, open space and wildlife.

1994

The greenback cutthroat trout is named Colorado’s state fish.

2011

Colorado State Parks merges with the Colorado Division of Wildlife to form Colorado Parks & Wildlife. The Parks and Wildlife Commission is also established.

2013

In May, Staunton State Park opens to the public. The park, which is in Park and Jefferson counties, was built from a parcel first donated in 1986 by Frances Hornbrook Staunton. Subsequent parcels were acquired in the late 1990s and early 2000s. CPW purchased the final parcel in 2006 to reach the current park’s 3,828-acre land base.

2021

In July, Colorado Parks & Wildlife begins a four-year study of the Front Range’s bald eagle population. The agency has record of more than 90 breeding pairs between Denver and Wyoming.

This is an immense population growth since the late 1970s, when there were only three nests in Colorado.

2021

On Dec. 27, Colorado Parks & Wildlife acquires and establishes the Pals Family State Wildlife area between Empire and Georgetown. After the property owners proposed turning the area into a quarry, local partners partnered with CPW to preserve the land and protect the local bighorn sheep.

VOICES Thoughts on independents

can’t speak for all independents.

No one can. They are independent and don’t respond the same to events in the same ways.

According to Gallup, both parties have been losing members for over 10 years. Perhaps they changed as they saw their parties move away from traditional political positions as more extreme elements took control of the parties. In 2016, the Colorado voters gave independents the ability to vote in primary elections. This helped independents make the change official.

Since then, I have been studying and observing how independents are different from those who choose to belong to one of the two parties. By all accounts, the number of Americans who don’t identify with either party is growing. The estimates are that between 40% and 44% of voting-age Americans reject membership in either party. According to the Pew Research Center, there has been a 100% increase in unaffiliated voters since 1961. This includes 44% of Millennials and 39% of Generation X. There is an inaccurate characterization of Independents that they

are leaners and end up voting for the party to which they lean. This is not true. Independents elected Obama, Trump then Biden.

Unaffiliated voters seem to be saying, “I’m not undecided, I’m unimpressed.”

Consider immigration policy.

The left is accused of favoring open borders, while the right favors building a 2,000-mile wall and practically eliminating immigration quotas.

The previous administration facilitated a 112% drop in tourist visas, new arrivals and refugees from 2016 to 2020. Perhaps neither extreme policy is right, but those are the choices. Immigration policy is complex, but neither party will move from its extreme positions and spend its time attacking the recommendations of the other party often misrepresenting them.

Unfortunately, most issues are

similarly mischaracterized by both parties. Each blames the other for our burgeoning deficit, yet honest solutions are not discussed. We need to decrease the cost of health care, but only extreme and impractical solutions are heard, and nothing happens. Ever wonder why? Both parties thrive by appealing to their bases of extremists. They throw mud at the other party and fundraise from their base. Most elections are decided by the primary so why express a moderating position?

But something has happened recently that tells us how less dysfunctional our politics could be if voices of moderation were heard.

Two senators, Joe Manchin of West Virginia and Kyrsten Sinema of Arizona, are both moderate Democrats, but they brokered a bipartisian infrastructure bill forcing both parties to moderate their views. The bill passed avoiding the extremism of both parties. So, consider how powerful it would be to have four or five real Independents in the Senate.

It could happen as the Utah race will be between far-right Sen. Mike Lee and a moderate Ivan McMullin, running as an Independent. Popular

Alaska Sen. Lisa Murkowski is also running in the nonpartisan blanket primary, and then if among the top two, the general election. All without any allegiance to a party. How much better off will we be as more states adopt election policies to defeat the two-party duopoly, which only serves a minority of American views?

Few if any of the issues facing our country or the world are searching for black-or-white solutions. The world is gray. Most of us believe the old-adage that the truth lies somewhere in the middle. Independents don’t want us practicing the Democrat solutions half the time and Republican solutions the other half, they want us seeking and implementing the best solutions all the time.

Colorado General Assembly: Still much to do

A

s the legislature races toward its final adjournment May 11, there is still a lot to do. In addition to the regular tendency of waiting until the end of its 120-day legislative session to resolve some of the most difficult and controversial issues, the calendar will be even more stressed as new bills continue to be introduced, and must be addressed, before the session ends.

Ironically, as the legislative majority delays action on some high-profile issues and allows others to be introduced in the waning days of the session, they give additional power and influence to the minority. The majority controls to which committee bills are assigned, when those bills are heard in committees, debated by the full legislature on the floor, and which members will chair the meetings and hearing while bills are discussed.

When majority members vote together, which has become a more common practice over the years, the minorities’ most meaningful way to influence what is and is not accomplished is to

use procedural mechanisms to delay the process and to force the majority to prioritize which issues are pushed through and which must be left behind.

Under Colorado’s constitution, before a bill can be enacted, it must be read at length at least twice in both the House of Representatives and the Senate unless such reading is dispensed with by unanimous consent. In most Columnist cases, such consent is granted in a perfunctory manner. However, when members of the minority are attempting the slow down the process, not granting such unanimous consent is a favorite, and relatively easy and effective way to do so. Additionally, when either the House or the Senate is debating bills on second reading, there are no limitations to either how many times or for how long any member can speak about a bill, which allows the process to be slowed considerably.

As the legislature reaches the end of the session with many high profile or controversial bills left on its agenda, the minority’s ability to influence which bills will be considered and passed is enhanced, and the effectiveness of running out the clock increases exponentially as the constitutional limit of 120 days for the General Assembly to complete its work gets closer and closer.

It’s human nature to put off the most difficult things until a deadline forces action, but in the case of the Colorado General Assembly, doing so shifts a certain amount of power from the majority to the minority. Expanding the agenda by allowing so many additional bills to be introduced in its closing days means that the minority party will have even more influence determining the timeline of what can and cannot be accomplished.

Democrats, GOP joining to bring early cancer detection to older Americans

B

reaking down needless financial barriers to earlystage detection of cancer is a critical front in the war on cancer — and essential to the success of President Biden’s “Moonshot” to end cancer as we know it. The good news is that Democrats and Republicans in Congress are working together to give people with Medicare access to blood-based cancer-screening technologies that have the potential to dramatically increase earlystage diagnosis for a wide range of cancers.

In a time when it seems like there is zero bipartisan agreement in Washington, it’s real news that there is a groundswell at the Capitol — led by our own Colorado Sen. Michael Bennet — behind legislation to allow Multi Cancer Early Detection (MCED) tests to be covered by Medicare once approved by U.S. Food and Drug Administration and shown to

have clinical benefit.

This is a big deal, particularly for those of us who wished our cancer could have been diagnosed earlier.

Let me tell you why.

We know that the later a cancer is diagnosed, the harder it is to treat.

For example, only 6% of those diagnosed with late-stage lung cancer survive five years after their diagnosis. MCED holds great promise to help detect cancers earlier, and they are conducted through a simple blood draw that can detect dozens of cancers — including rare cancers.

The case for MCED technology received a big boost when the president included it in the relaunch of the cancer Moonshot, stressing that the concept of a broad screening for multiple cancers in the same test was once thought to be a distant dream. Now it’s on a near horizon.

As a colon cancer survivor, I know the devastating effects of a latestage diagnosis, not only on good

health outcomes but also on cost. If my cancer had been caught earlier, my prognosis probably would have been far different and my treatment far less costly. It’s a basic fact that earlier detection means fewer lives lost to cancer — and better quality of life for those who are diagnosed and undergoing treatment.

Another fact is that for seniors here in Colorado and across the country, who are often on fixed incomes, additional out-of-pocket medical expenses for tests and treatments not covered by Medicare can be a non-starter. And yet, older Americans are our most at risk population for developing cancer, with 60 percent of people who have cancer being 65 or older. Thus, there can be an even greater benefit for seniors from expanded early detection testing. That’s why we need Congress to pass Sen. Bennet’s bipartisan legislation.

The federal Multi Cancer Early

Detection Screening Coverage Act, which Sen. Bennet introduced with Republican Sen. Mike Crapo, has garnered broad support across Congress and the cancer advocacy community. The legislation opens the door for Medicare to cover the tests quickly after receiving approval from the FDA and being shown to have clinical benefit.

Imagine the millions of older Americans who could live longer, have less costly and challenging treatments, and have a better quality of life because their cancer was caught early. Through one bill, Congress can show that there still are issues where leaders can reach across the political aisle and unite behind a landmark step forward for the health of those in every corner of our country.

LETTER TO THE EDITOR We can stop poisoning fish On April 22, The Colorado Sun reported that 100% — 100%! — of the fish sampled at popular fishing spots in Jefferson County tested positive for PFAS. They’re called forever chemicals for a reason: they never go away. So we must stop using them where healthier alternatives exist. A bill recently cleared a House committee at the Colorado General Assembly that will phase out PFAS altogether in many common household items. Under this bill, products containing PFAS, including carpeting, cookware, cosmetics,

fabric treatments, food packaging, children’s’ products and other household items would be banned for sale in Colorado by Jan. 1, 2024. Go Paint! shells out awards for winning eggs Go Paint!’s “Art of the Egg” competition came to a close April 29, naming the victorious artists

The winners of Go Paint!’s annual “Art of the Egg” egg decorating contest were announced after the finale party April 29.

After over a month of anticipation, winners for the amateur and professional divisions were selected from the egg decorating competition.

Go Paint! celebrated the end of the competition with a party at its shop, complete with face painting, snacks and live music. Owner Aysha Diril was looking forward to the finale event’s turn out.

“We’re looking forward to having everyone here today,” she said.

The proceeds from the competition will go half to Resilience1220 and half to the Evergreen Downtown Business Association. As of Friday afternoon, the competition had raised $1,485. Diril hoped to raise more money as the event stretched into the evening.

The competition had anonymous jurors judge originality/unique concept, overall appeal/effective-

ness and technique of artistic skill.

The public also got a say with the “people’s choice” vote going to the eggs that the public voted for most.

Sandy Swan from Swan Realty takes part in business to business support, so sponsoring an egg was a no-brainer, especially given her office’s location.

“My office is across the street,” she said.

She sponsored the sparkly purple “Fabergé” style egg, crafted by Carol Fennell.

Lilliana, Lyla and Samantha were excited to be at the event after they had painted eggs weeks before. Lyla said she had no problem deciding which egg she would vote for.

“I knew right away — the tallest one,” she said.

When the girls thought about what makes a good artist, they had some characteristics in mind as fellow artists themselves.

“They have a great imagination,” Samantha said.

“They have lots of inspiration and never give up,” Lyla added.

The girls went on to say that some of their favorite art mediums are clay, paint and oil pastels.

This was the 14th year of the competition and the previous owner of Go Paint! participated. The eggs were painted in March and displayed most of April, giving the public plenty of time to view the egg-quisit designs.

Depending on the kindness of classmates West Jeff Elementary celebrates Day Without Hate

If you are someone without hate, you are kind to your classmates, you include everyone when playing on the playground and you say nice things.

And you are kind every day, not just on the national Day Without Hate.

These are the ideas of the West Jefferson Elementary School first graders, who celebrated Day Without Hate with the entire school on April 29. However, April was Kindness Month throughout the school.

On Friday, students took part in yoga classes, made peace flags, spent time in kindness circles, and drew pictures and messages with chalk on sidewalks and playgrounds. This year’s theme was Rise Above, so the school used it as a metaphor with the flags.

Students in the 15-minute yoga classes, taught by Julie Noyle, worked on breathing, mindfulness and focusing by using a few simple yoga poses. She asked them to close their eyes and focus on how they were feeling, and what they were hearing and tasting. After a lesson, Noyle asked second graders how they felt, and their responses ranged

told preschool teacher Julie Lee that they were glad she was their teacher.

Throughout April, the school sponsored events to thank bus drivers, first responders, military and health care workers. Students wrote thank-you cards to staff members, and they wrote kindness notes to themselves as a reminder that it was important to be kind to yourself, too.

Liz Wehr, the mountain area social/emotional learning specialist, wrote a message to the entire school explaining the reasons for the kindness activities that was read as the peace flags blew in the wind.

“When we unite with other students and accept everyone’s differences, we are experiencing how to be part of something bigger than just ourselves,” Wehr wrote.

“Today and every day we will set our differences aside. We will use the power of our words to lift each other up and make each other feel good rather than bring others down.

Today and every day we will go out of our way to be kind, caring and compassionate.”

She explained that the peace flags represent peace, compassion, strength, wisdom and kindness,

from calm and happy to tired and excited.

Students made small flags that were attached to rope and strung from the roof in the school’s garden courtyard. Organizers hope the flags will be a daily reminder of rising above to be kinder to each other.

reminder of happiness and positive thoughts, while in the kindness circles, students tossed a small ball to one another, with time to give specific compliments to another classmate to make the receiver feel good.

Preschoolers told each other that they liked to play together, and they

PINE JUNCTION — She was beside herself. Officers followed her down to the basement, where she showed them a crack in a basement window. Somebody shot it, she declared. Deputies observed the window to be deeply recessed into the ground and the window well to be securely covered by a grate. It seemed unlikely, they told her, that the crack resulted from a gunshot.

About that time her son wandered downstairs to see what all the badges were about and told officers the crack had been there for months.

After chewing on that new information, she supposed maybe she just hadn’t noticed the crack before but asked deputies to write up a report anyway in case she decided to file a claim on her homeowner’s insurance.

Bad lad’s dad mad CONIFER — Mickey Motorist was carefully cruising the canyon when Bungling Boy blundered into him. Bungling Boy could provide no vehicle or insurance information, so to be on the safe side, Mickey tipped

off the state patrol and a trooper wrote a wreck report. His duty done, Mickey went home to find the phone ringing and a bellowing blowhard on the other end. It was Furious Father demanding to know why Mickey had involved the authorities.

“You could have just talked to me,” Furious fumed. “You’re a (terrible person)!” Mickey called the police for the second time that day and recounted the crude call for JCSO. He told deputies he didn’t want to make a federal case out of a fenderbender, but he was still waiting for young Bungling’s vehicle information, and he’d appreciate it if they could grease the skids. Officers told Mickey they’d contact CSP for particulars and urged him to forward any more flaming phonings from Furious.

Haul of shame EVERGREEN — Attempting a delivery on April 4, the truck driver took one look at the driveway and called the house. There was no way his rig could navigate the steep, narrow lane, Driver explained to the addressee, leaving a Sophie’s

choice between leaving the bulky cargo at the foot of the driveway or taking it back to the warehouse for re-delivery with a smaller vehicle.

Addressee was irate. Addressee told Driver it wasn’t his fault the company sent his purchase in such a big truck. And anyway, “I could get a tractor trailer up this hill!” Addressee told Driver. Addressee further expressed his opinion that the company shouldn’t have assigned the job to such an “inexperienced” deliveryman. Driver told Addressee that, “I’ve been doing this job a long time” and that Addressee “should stop insulting me.” Addressee said he’d come down to the road in his SUV and pick up the package himself. Driver took one look at Addressee’s SUV and told Addressee it was too small to accommodate the freight. Seeing no other solution, Driver headed back down the mountain with Addressee’s merchandise still aboard. For reasons never fully explained, Addressee tailed him in his SUV for a considerable distance, which made Driver nervous enough to call JCSO. After surveying both sides, deputies pronounced the

Fee-ble attempt EVERGREEN — On or about March 3, Shirley’s longtime roomer, Laverne, announced that she’d be moving out in a month. As diplomatically as possible, Shirley advised the departing tenant that, since Laverne had been keeping a dog in her room, she’d need to pay an exit fee of $168 to have the carpet cleaned. Laverne said that was fine and fair, and then proceeded to move out on April 3 without paying it.

“You agreed,” Shirley insisted. “I don’t owe you anything,” countered Laverne. Voices were raised, hard words exchanged, deputies called.

Deeming the dispute solely civil, officers merely assumed a peacekeeping role until Laverne was out the door.

Conifer veterinarian wins SBA’s Colorado Small Business Person of the Year Dr. Jena Questen, DVM, CertAqV is the state’s only aquatic veterinarian

Dr. Jena Questen DVM, CertAqV, who runs Aspen Park Vet Hospital in Conifer, recently won the U.S. Small Business Administration’s Colorado Small Business Person of the Year award.

After having a house call practice for 17 years, Questen bought Aspen Park Vet Hospital in 2017. Her practice takes a holistic approach, providing treatments like herbs, acupuncture, thermal imaging and much more.

The practice provides services for all types of animals, including cats, dogs, horses and even fish. Questen said she is the only certified aquatic veterinarian in the state of Colorado and the 21st person in the world to achieve the certification.

Years back, when she saw some of the beautiful koi fish people kept in ponds at their homes, Questen was curious what happened when these often imported, expensive creatures got sick.

She quickly found out that they would be left to die and simply be replaced. This was unacceptable, so she set out to help.

“I started teaching myself fish medicine,” she said.

Some of the rescued fish take up residence at the veterinary office.

By attending seminars and classes at universities across the country, Questen soon became certified as an aquatic veterinarian. In 2020, she served as the president of the World Aquatic Veterinary Medicine Association.

The title of DVM, CertAqV, isn’t exactly a common one, especially in Colorado.

“Sometimes I’ll meet vets who don’t even know there are fish vets,” she said.

But forging her own path is something Questen is no stranger to. She has been taking business courses and learning how to run a small business in her spare time. When she found out she won the SBA’s

“It’s an honor. It’s really cool because it’s a tough journey owning a business and navigating COVID. … You doubt yourself a lot,” she said. “It’s really gratifying. It tells me, yeah, I was making some good decisions.”

Questen said her practice takes the approach of looking at each patient individually.

“It’s really unique in that we don’t do cookie-cutter medicine,” she said.

“We meet people where they are.”

She said one of the best parts about her job is seeing her work pay off when her patients go home.

“I really love being able to better

Meet the Morrison Board: Mayor Chris Wolfe Wolfe is the newly elected mayor of Morrison and is ready to get started on making a difference

A Morrison resident for over 30 years, Chris Wolfe became the newest mayor of the Town of Morrison in April.

Wolfe was previously a trustee on the board for 10 years. He was the first to present ideas such as painting the water treatment plant and having iPads on the board to save paper. He thinks these small things can add up.

His open mindedness to new ideas is, in his opinion, one of the strengths he brings to the position of mayor. He said he is happy to have former mayor Sean Forey on the board to lean on for advice in his new role.

When spending time in Morrison, one of Wolfe’s favorite things to do is walk along the creek in the park or dine in any of the restaurants.

Evidenced by the number of his family members present at his swearing in, Wolfe considers himself a family man.

“It was nice to have all my family there,” he said.

Wolfe has previously worked with multiple members of the current board and said that he felt right at home when he sat in his first meeting as mayor.

“They made me feel comfortable

and I could be myself and joke around,” he said.

One of Wolfe’s favorite things about Morrison is its location.

“You’re not in the city, but you’re not out in the country…it’s kind of the best of both worlds,” he said.

When he’s not fulfilling mayoral duties or working at his job as a sales representative, Wolfe enjoys spending time with his grandkids.

“I love being a grandparent to my grandkids…it’s one of the best things in life,” he said.

One of his hidden talents, best known to his grandchildren and neighbors, is his unique voice acting.

“I can talk like Donald Duck…it’s pretty popular with my grandkids and neighbors,” he laughed.

Windscreens for Wulf tennis courts More windscreens will be installed along the fences at the Wulf Recreation Center tennis courts to keep winds from interfering with tennis matches.

The Evergreen High School girls tennis booster club has found someone to donate windscreens along more fenced areas, adding to those already attached to the fences. Brooks Barwell, booster club president, told the Evergreen Park & Recreation District board on April 26 that the booster club hopes to use the signs to also promote EHS, the tennis team and EPRD.

Board members generally favored the plan, though they wanted staff to check on Jefferson County and rec district policies on advertising, and on the height of the windscreens. Staff members expressed concern that if the windscreens were too tall, they could possibly damage the fencing.

“I think it’s great,” board member Peter Lindquist said. “Somebody else is paying for it, and it enhances the courts.”

Evergreen Lake North Trail The Evergreen Lake North Trail project is inching closer to construction.

Evergreen Park & Recreation District representatives are working with Jefferson County to get flood-

plain and grading permits, and once that occurs, the project can be put out for bid. They hope bid requests will go out by the end of May. “Not until we get the bids back can we see what the price volatility is and how to keep on schedule,” Liz Cohen, the district’s grants and development coordinator, told the EPRD board on April 26. She said the expectation was that construction would take place in the fall, with detours in place.

Evergreen Parkway along the lake will be down to one lane, and the detour will divert northbound traffic through downtown Evergreen to Meadow Drive while southbound traffic will travel on Evergreen Parkway.

Construction is being funded with nearly $4.5 million in grants from the Denver Regional Council of Governments, Colorado the Beautiful and local groups including the Evergreen Metropolitan District and the Evergreen Legacy Fund.

Once the new trail is built, it will not be plagued with washouts like the current trail, which has been closed on and off for several years.

At this point, Cohen said, trail construction will not overlap with construction on Highway 73 between Plettner Lane and Buffalo Park Road that is expected to start in 2023.

Tips from an expert on surviving spring allergies Spring in Colorado brings high pollen counts, but you don’t have to suffer

Spring is here and so are high pollen counts: here’s how to enjoy your spring in Colorado.

“The spring in Colorado, its primarily tree and wheat pollen,” said Dr. Mark Menich from Boulder Valley Allergy and Asthma Clinic.

“You have a peak of tree pollen being released in February, March and April, then you have the grass pollen being released right about now.”

Pollen counts are highest in the mornings, and once it gets warm after cool, rainy weather. Open space grass also holds a high pollen count.

said there is not a lot you can do to avoid pollen in the spring.

“There’s not much you can really do about pollen allergy, unless you’re willing to stay indoors and wear a filtration device on your head.”

Luckily, there are modern remedies that can make the allergy season more bearable. Over the counter allergy medication is a safe and effective treatment, as well as trying out allergy shots at an allergist’s office. Running an air filter in the house can make a difference, too.

After being outside, changing and washing your clothes can reduce the amount of pollen in your home, as well as bathing pets who spend time outside.

Dr. Menich says that while some people are quick to accuse the trees and plants in their own yards for causing their allergies, pollen is airborne and can come from far away.

“You can be affected by pollen 100 miles away,” he said.

Local thrift stores are seeing more donations as people begin to tackle spring cleaning.

Jackie Smith, owner of Creating Space Home Organizing in Evergreen, helps people organize and let go of things in their homes. This time of year, she sees people getting motivated to tackle more of these projects. She said this is in part due to people’s relationship with nature.

“It’s a time of rebirth, it’s a time of renewal,” she said. “We’re on the same wavelength with nature.”

Whatever your philosophy, thrift stores are seeing the results of people cleaning out unwanted items.

EAPL Thrift Shop manager Elizabeth Pruitt said this is the start of

the busy season at their store.

“We definitely do see an increase in donations this time of year,” she said.

As an incentive to donate, EAPL offers coupons to come shop in the store when people donate.

EChO Resale Shop also sees more activity during spring cleaning.

“We do definitely see a little bit more of a surplus this time of year,” said supervisor Sam Austin. “There are a lot of nice items that come through.”

EChO Resale Shop also is currently working on moving the thrift store over to Meadow Drive in Evergreen to be with the food bank and other operations.

Smith says when starting to tackle spring organizing and cleaning projects, to make sure you start with what you find yourself called to, and if you get overwhelmed, examine the big decisions to make things easier.

“Everything is working towards that renewal and that restart and that growing and blooming,” Smith said. “People are less hesitant at this

Rocky Mountain Archtop Festival set to return to Olde Town Arvada Blue Guitar exhibit to make first trip to Colorado after Smithsonian stay; event set for Sept. 9-11

The world’s only festival focusing on archtop guitars is returning to Arvada after a two-year COVID19-induced layoff, with the Rocky Mountain Archtop Festival set to come to Olde Town from Sept. 9-11.

Tickets range from $30-$150 and can be purchased online at archtopfestival.com.

The event is a showcase for archtop guitar-makers, also known as luthiers, and will include workshops, professional demos and live music. An archtop is a hollow or semi-hollow steel string acoustic or acoustic/electric guitar, which rose to prominence in the jazz scene in the early 20th century and remains popular among jazz, blues and folk players.

This year’s event will feature the Blue Guitar exhibit, a collection of 22 blue archtops which was previously displayed at the Smithsonian and a screening of the film “The Chisels are Calling,” about guitar builder John Monteleone. Additionally, jazz guitarist Frank Vignola will bring his Big Jersey Guitar Camp to the festival for a four-day

workshop open to all players.

The festival is organized by Arvada local Peter Henriksen, the president of Henriksen Amplifiers, which manufactures specialized guitar and bass amps. Henriksen said that the event started as a Facebook post asking if anyone wants to come to Colorado for an archtop-only guitar show.

“The response was so enthusiastic from people who build archtop guitars that I decided we needed to put on a real conference. Archtop builders themselves felt there was an outstanding need to have a show that focuses on the archtop guitar,” Henriksen said. “The first one was a huge success in 2019. Everyone had such a good time we decided we’d do it every year, then 2020 happened.

This is our second one; this will be an annual event.”

Henriksen explained that archtops differ from other guitars in how they’re built, and having a festival just for archtop luthiers provides an important forum to discuss the craft. The Rocky Mountain Archtop Festival is the only archtop-only guitar show, according to Henriksen.

“Building an archtop is a lot different than building other types of guitars. There’s more carving, the guitars are under a higher tension, it’s a more complicated type of guitar to build and to build properly.

For archtop luthiers, it’s an important context because what they do is specifically more challenging and complicated than other types of guitars,” Henriksen said.

Olde Town Pickin’ Parlor owner Kit Simon said that the acoustic instrument shop will host shows and workshops throughout the weekend and will provide a green room for musicians and luthiers to decompress.

Simon said that since many of the luthiers attending the event make highly specialized, high priced instruments, it’s important for perspective buyers to hear the guitars before making a purchase.

“Part of this is about guitar makers coming and showing off their guitars and getting to know customers. When you’re selling guitars for $10, $20, $30,000, it should be more about the sound. This is a way for

(customers) to meet the luthier as well as see the build quality and hear the guitars,” Simon said.

Olde Town Business Improvement District Director Joe Hengstler praised the event’s uniqueness and offerings for guitar aficionados and music lovers alike.

“The Archtop Festival is by far one of the most unique events across the entire Front Range, and we are fortunate that they continue to choose Olde Town as their locale. This festival affords the community a chance to see some world-renowned musicians in their backyard for free,” Hengstler said.

“Needless to say, we are thrilled to see the Archtop Fest return and hope to see this event continue to happen in Old Town for years to come,” Hengstler continued.

How state youths use free mental health service

Anaisa Lua does her best to create a welcoming and safe space for her clients. A quote framed and hanging on her office wall sums it up: “Vulnerability is the courage to show up and be seen.”

“Therapy allows a space for people to feel accepted and understood. I feel that it’s a space for them to truly be their genuine selves. Sometimes they share about walking in the world and having to hide,” said Lua. Lua is a therapist working with I Matter Colorado, a program that provides funding for six free therapy sessions for all young people in Colorado under the age of 18 (under 21 for those receiving special education services). Often times, therapy can cost anywhere from $100 to $150 per hour, and Lua says I Matter Colorado helps eliminate that financial barrier.

“Especially if you have multiple children and you’d like all of them to get services, you might feel like you need to prioritize one versus the other,” said Lua. I Matter is the state’s response to a growing mental-health crisis facing so many young people who are trying to navigate life during a pandemic. According to data from the Centers for Disease Control and Prevention, mental health emergency room visits increased from 2019 to 2020 by 25% for young people aged 5-11 and 31% for adolescents aged 12-17. The leading cause of death for people aged 10 to 24 in Colorado is suicide.

Aarav Varma is a 16-year-old sophomore in high school. He said the isolation he experienced during school lockdowns was almost unbearable, “COVID shaped me as a person and it tore me apart being online — it hurt so much I was feeling down every day.”

Varma found out about I Matter Colorado through school. “I had to use I Matter because I was feeling a little bit sad being online over the last year. It really took part of me away being on Zoom calls eight hours a day,” Varma said.

The program is the first of its kind in the country. Gov. Jared Polis signed a bipartisan bill this past July that provided $9 million to the Colorado Department of Human Services, Office of Behavioral Health to facilitate I Matter. So far 1,923 youth have utilized one session, 1,221 have had two sessions, and 753 have had three or more sessions. 141 therapists are available.

Lua said one of the best parts of the program is that the kids get to choose their own therapists, giving them a sense of autonomy.

For Varma, the I Matter sessions helped him feel less isolated.

“We do have a ray of hope, there’s a ray of light that we can see finally.

Now that Varma is going to school in person, he can get back to exploring some of the things he loves like graphic design, chemistry and creating things. He says he might go into the psychiatric field when he grows up to help other people with their mental health struggles.

Currently, a bill is making its way through the state legislature that would extend the program two extra years if it passes.

Attempt to stop water speculation is circling the drain Colorado lawmakers don’t have appetite for hurting farmers’ ability to sell

A move to dry up water speculation once and for all in Colorado ended at the legislature despite intense supply pressures from drought and water developers, as lawmakers said they’re loath to hurt farmers’ ability to sell their most valuable asset.

The Senate Agriculture and Natural Resources Committee tabled the anti-speculation bill after first accepting an amendment to turn it into a between-sessions study of the problem. Technically, the measure could be revived, but the bill’s sponsors say the issue is over for this year.

As the headwaters of the most important rivers in the West, serving tens of millions of people Colorado “is the prime target” for water speculators, said sponsor Sen. Don Coram, R-Montrose.

“There is a real danger of those billion-dollar funds coming in and taking possession of that water,” Coram told the committee last week.

Lawmakers and water conservation district representatives who work with farmers countered that water courts already prevent outright speculation, and that making sale of water rights harder would be a blow to the biggest property right that state farmers and ranchers possess. The biggest issue for farmers right now, they said, is competing with wealthy cities for a limited water supply.

“We don’t see speculation,” said Joe Frank, director of the Lower South Platte Water Conservancy District in northeastern Colorado.

“Instead we see pressure from municipal providers buying up agricultural supply for future dryups.”

Colorado already has anti-speculation laws that require people to put their water rights to “beneficial use,” such as irrigating a farm, delivering tap water for a city, or

releasing more water into rivers for recreation.

Water courts require those filing for a new use of a water right to show they have a customer for the new beneficial use. But there’s not a clear agreement on when legal brokering looks more like a speculative transaction.

State water experts say unanswered questions include how long a water buyer has to use the right before selling it to another party without the deal being considered an illegal flip. There is also no clear consequence if a buyer later changes the use of the water that they expressed when acquiring the water right.

The bill backed by Coram and Sen. Kerry Donovan, a Vail Democrat, aimed to target situations where a water right is purchased specifically with the intent to make a profit in a later sale or transaction.

Coram claimed in backing the bill last week that it’s already happening. He pointed to Water Asset Management, an out-of-state investor that has bought up shares FROM

in the Grand Valley Water Users Association. The New York investor currently leases the water rights back to local farmers, has said it is involved in agriculture for the long term, and has worked on water conservation improvements. But Coram said there’s little to stop the investor from getting paid by downstream states to let the water flow down the Colorado River instead of watering in-state crops.

Those wanting to curb speculation also bring up the San Luis Valley, where private investors from the Front Range want to use well water rights they’ve bought up to pipe over to Douglas County or other fastgrowing suburban buyers.

“Somehow, somewhere, we need to put the guardrails on to protect the water for the people of Colorado,” Coram said. He noted he has worked on anti-speculation legislation unsuccessfully since 2019, and that at the current pace, the legislature won’t do anything until “after the water has already left the state.”

Donovan said increasing drought and growth pressures threaten

Colorado with a compact call in coming years, meaning state or federal authorities will cut off local uses of Colorado River water to satisfy agreements with Lower Basin states like California, Nevada and Arizona. When Colorado needs to find water in a compact call, Donovan said, the state should not “find ourselves negotiating in a time of crisis with someone who just wants the highest price.”

Coloradans are understandably nervous, she added, about curtailing the assets of farmers, and she understands that “water always takes a long time to figure out.” But she was disappointed, she said, that even the amendment for further legislative study couldn’t move forward.

“I was hopeful that by having a bill we’d force conversation,” she said.

Colorado Democrats aim to quickly pass property tax relief Push aimed at heading off ballot measure from business group, conservatives

The debate over how to tackle rising property taxes is poised to dominate the final days of Colorado’s 2022 legislative session, as Gov. Jared Polis, Democratic lawmakers and Colorado Concern, a deep-pocketed business organization, hastily negotiate a plan to provide relief that’s sufficient but that doesn’t also deny local governments billions in future funding.

With just two weeks left in the lawmaking term, the high-stakes conversations, which have been happening behind the scenes for months, are getting more intense.

Polis and Democrats are trying to quickly introduce and pass property tax reduction legislation to head off a 2022 ballot measure from Colorado Concern, a nonprofit that represents the interests of the state’s top business executives, that would permanently cap property tax increases.

While everyone generally agrees that something needs to be done to reduce Coloradans’ property tax tabs, there is a wide chasm when it comes to how and how much. As of Tuesday, the policy details of the

deal were still very much in flux.

The legislation could come in many different forms, including a property valuation rate reduction.

Lawmakers have also set aside $200 million for property tax relief, but it’s unclear how they would spend it.

It appears any deal would only be temporary, lasting as few as two years, as both sides work toward finding a long-term solution.

“There are a lot of cooks in the kitchen,” said Senate President Steve Fenberg. “We just need to get (the bill) right before we introduce it.”

Asked if there were any specific options on the table, Fenberg didn’t

directly answer, only saying that Democratic leadership at the Capitol is trying to figure out the policy proposal that would “provide the most relief.”

This is the second year of endof-session debate around property taxes — which fund schools — at the Colorado Capitol. In 2021, lawmakers passed an 11th-hour billtemporarily slashing property tax valuation rates and recategorizing properties for taxation purposes in order to blunt the effect of an ultimately unsuccessful ballot measure pushed by conservatives that would have resulted in a much larger property tax cut.

Those involved in the discussions this year have said they are essentially negotiating under threat: if they don’t pass a property tax relief bill, Colorado Concern could move forward with a measure siphoning as much as $1.3 billion in expected tax revenue from local coffers in its first year.

“It’s kind of an unfortunate way of having conversations about what the proper policy is for moving forward,” said House Speaker Alec Garnett, D-Denver. “It’s not a great way of governing. It’s not the best way of doing business.”

Garnett says he doesn’t see a permanent fix on the horizon, which means it’s possible — if not likely — that the annual property tax debate continues as property values rise and property taxes continue to follow suit.

Colorado Concern, however, sees its proposal — which would cap property valuation increases at roughly 3% for taxation purposes — as that permanent solution.

“The measure provides critical relief for taxpayers while balancing the needs of local communities who depend on tax revenue to fund essential services,” Mike Kopp, a former state lawmaker who leads Colorado Concern, said in a written statement earlier this year when the proposal was unveiled.

Polis’ office said in a statement Tuesday night that “the governor will continue to partner with the

state legislature and local leaders to save Coloradans money.”

Progressives, meanwhile, led by the liberal-leaning Bell Policy Center, are pleading with Democrats this year not to give up too much in their efforts to keep Colorado Concern from moving forward with a ballot measure. They fear a major property tax reduction would spell disaster for school and local government funding.

“Let’s not let Colorado Concern dictate the terms of how we solve this,” said Scott Wasserman, who leads Bell.

Colorado Concern has filed a host of similar proposed ballot measures as it works to determine which to advance. But a poll commissioned by the Bell Policy Center indicated that one of Colorado Concern’s main proposals, Initiative 75, which would cap property value increases at 3% for taxation purposes, lacks enough support to pass in November.

Fifty-two percent of those polled said they would vote for the mea-

sure, while 28% said they would vote against it and 20% said they were completely undecided or had no lean whatsoever. Initiative 75 would need the support of 55% of voters to pass since it would amend the constitution.

Colorado Concern has proposed other, similar ballot measures that wouldn’t require a constitutional change and thus could pass with a simple majority. But the general rule of thumb for ballot measures in Colorado is that they only pass when they poll well above what’s needed for passage.

“I don’t think they have nearly as strong a hand as they are publicly saying they are,” Wasserman said.

The poll also indicated there is far more support for progressive property tax relief ballot measure ideas being pushed by Wasserman, including one that would enact an extra tax or fee on homes worth more than $2 million. But Wasserman doesn’t appear to have the financial backing needed to collect the roughly 125,000 signatures required

to get his ideas on the ballot.

“That’s the elephant in the room,” he said, “isn’t it?”

Looming over the frenzy is Initiative 110, a proposed ballot measure filed by conservative fiscal policy activist Michael Fields that would cap property tax increasesat 2% annually. Fields said he is not part of the negotiations with the governor’s office and Colorado Concern.

“We’re waiting to see what the deal is,” he said.

Lawmakers were slated to be briefed by the governor’s office Tuesday on the latest negotiations with Colorado Concern.

Senate Majority Leader Dominick Moreno, D-Commerce City, said it’s unlikely a bill will be introduced until early next week.

Automotive: 1 ton electric hoist, 1 ton rolling engine hoist, engine stand, stationary 8” grinder, acetylene torch and cart, Lincoln HD175 mig welder, ½” “Snap-on” impact wrench, sand blasting pot, various pneumatic die grinders, paint guns and stud gun, torque wrench and several sets of wrenches and hand tools.

I also have a metal standing foreman’s desk, a Mayline drafting table with light and drafting machine (craft table?) and an 18 foot dove-tail trailer to take your treasures home.
