Planning commission gives nod to residential development on Nob Hill Proposal goes to county commissioners on May 3

This year’s Mountain Area Science and Engineering Fair was a place to learn things.

The projects’ topics were as varied as the student scientists conducting the experiments.

At the April 22 fair at Bergen

Valley Elementary School, judges and attendees found that students learned that tapping soda cans before opening them does not change the amount of fizz in the cans; wolves’ territory can be determined based on available data; the boiling point of water decreases as altitude SEE SCIENCE, P4

A rezoning proposal to allow for 14 lodging units on Nob Hill in El Rancho got a positive recommendation from the Jefferson County Planning Commission.

The Jeffco commissioners will decide on May 3 whether to rezone eight acres from planned development that allowed commercial and light industrial to a new planned development that will be residential on the south side of Evergreen Parkway.

Mike Chadwick with Chadwick Land Entitlements, who represented the owners, said the lodging units would be congregated and under professional management.

The owners have the option to turn them into single-family homes. An existing duplex on the property will remain.

Arlie Everett Askelson

January 18, 1933 - April 17, 2022

Arlie Everett Askelson, age 89, passed away at sunrise on Easter morning. His sons Erik and Kirk were by his side as he joined his beloved wife Ardys who had passed a little over a year ago. Arlie, born on January 18, 1933, in Clay County, Minnesota, was the eldest son of Earnie and Adeline Askelson. He often recounted the wonderful life of growing up and working on the farm with his family.

Arlie was active in High School including band, yearbook and FFA. After graduating High School, Arlie attended the University of North Dakota, getting his bachelors degree and participating in ROTC. He joined the Air Force after college and was stationed for a time in Alaska. He told many tales of the work he did on airplanes and the fun he had exploring the Alaska wilderness.

After the Air Force, Arlie moved to Denver

working for St.Paul Insurance, where he happened to have a secretary named Ardys. The stars aligned and they married on New Years Day 1960.

Two years later, their family was complete with Erik and Kirk. Arlie supported and encouraged all the boys’ interests; dirt biking, horses, beekeeping, various pets, learning construction and anything sport related. Arlie never missed attending a sporting event, even throughout his grandkid’s sports. He was always their number one fan.

Arlie is survived by his sons Erik (Kathleen) and Kirk, grandchildren Luke (Rachel), Kaitlin (Ian), Hunter, Kenny, great grandson River, brother Dennis, brother Bernie and sister Karol.

The Jeffco Planning Commission has recommended approval of a rezoning request to allow 14 lodging units on Nob Hill in El Rancho.

footprint to be no more than 1,000 square feet. Buildings would be no more than 35 feet high, and they would have two to four bedrooms.

Five letters were submitted to Jeffco Planning and Zoning from neighbors concerned about the density of the homes, traffic, fire mitigation, and water and sewer.

Senior planner Dylan Monke told the Planning Commission that the concerns had been addressed by the developers: the number of homes was reduced from 28 proposed at a community meeting last year to 14, the number of vehicles will decrease with the number of homes, Divide View Road won’t be part of the egress to the property, the property will be mitigated to Jefferson County standards, and the Evergreen Metro District has said it can provide sewer and water to the area.

Monke said current zoning allowed commercial and light industrial uses for the property, adding that residential would be a better

buffer between the commercial and storage units to the east and south and the single-family homes to the west. Planning staff recommended that the rezoning be approved.

Barbara Burke, president of the Nob Hill Subdivision Homeowners Association and also involved in Evergreen Fire/Rescue’s wildfire mitigation groups, provided comments about the proposal at the meeting.

“Not only are the HOA and the neighborhood concerned about this development, even more so, the greater community is concerned because the portion of Evergreen Parkway that this plan is to be built on is the sole evacuation route for all of North Evergreen in event of a wildfire,” Burke said. “Second, we are concerned about how 16 people who may be unfamiliar with the area will know what to do in the event of wildfire.”

She asked whether a cistern would be required for the development.

Commissioners had few comments about the rezoning request before they unanimously recommended that the county commissioners approve it.

increases; microwaved bags of popcorn pop the best; and students wearing blinders to keep them focused work faster and get better grades on tests.

And that’s just five of the 100 projects created by students in grades two to five at five foothills elementary schools. Families walked among the tables filled with projects after the judging was completed.

The Bergens, West Jefferson, Wilmot, Parmalee and Marshdale elementary schools participated this year. Students won their school science fairs before competing in the mountain area fair.

The task is to devise a question and use the scientific method to answer it. The young scientists create a hypothesis, research the question, create an experiment to test the hypothesis and explain their results and conclusions.

Håkan Bergstrand of Evergreen, who has been judging the fair for five years, explained that each year he sees projects that are innovative and experiments he hasn’t seen before. He spent a long time reading each project’s explanations, looking at the data and conclusions before filling out the rubric that graded each project.

The foothills schools are the only schools in Jefferson County who have a second level for a science fair thanks to Ginger Dickinson, the mountain event’s organizer. She continues to hope to create

April 28, 2022 a countywide science fair.

Charlie Carr, a West Jefferson Elementary student, formulated his question while skiing at Loveland Ski Area. He got some hot chocolate, and it was super-hot, so he wondered about the boiling point of liquids. He explained that he expected his drink would be colder because of the altitude.

Mom Nancy Carr said the family went to five different locations to test Charlie’s hypothesis, and he found that the boiling point decreased as the elevation increased.

Marshdale fifth grader Noah Lopez was excited to explain his project where he mixed dry ice and warm water to create carbon twisters, and he found something unexpected: the less dry ice he used, the longer the carbon twister lasted. He has ideas about testing why that happened, but that will wait for another science fair.

Amy Levine and her son Ben looked at the projects, while Amy’s son Gabe, a West Jeff fourth grader, found his project on gravity.

Ben, who had participated in the science fair when he was in elementary school, said he enjoyed seeing the projects.

Amy called the Mountain Area Science and Engineering Fair a great program because it incorporated the work of all foothills elementary students who wanted to participate.

“It’s been great to see the projects and see the community come out for the fair,” she said.

April Wildlife Photo Page: Bighorn Sheep

In honor of Colorado Parks & Wildlife’s 125th anniversary this year, the Clear Creek Courant and the Canyon Courier will have a monthly photo page celebrating the state’s amazing wildlife and parks. Each page will celebrate a different local animal or group of animals, including fun facts provided by CPW. For April, the mountain newspapers are celebrating Colorado’s bighorn sheep.

BIGHORN SHEEP FUN FACTS: • The Rocky Mountain bighorn sheep is Colorado’s state animal and the mammalian symbol of Colorado Parks and Wildlife. Colorado is home to the largest population of the species anywhere.

• The three largest bighorn sheep herds in the state are: the Purgatorie Canyon herd with approximately 475 sheep; the Spanish Peaks herd at 400; and the Georgetown herd at 350.

• Additionally, the Mount Evans herd is composed of 180 animals.

The herd in Grant, which is the Park County side of Guanella Pass, is estimated to have 55 sheep.

• Ewes weigh 120-200 pounds and have spike-like horns. They are segregated from adult rams, execept during the rut.

• Rams weigh about 150-250 pounds, and the massive, coiled horns of mature rams may make up to 10 percent of their body weight. Young rams join bands of rams when they are 2 or 3 years old.

• Rams achieve “full curl” at about seven or eight years of age. Rams battle each other, cracking horns, to test dominance within the herd.

• “Brooming” is the term used to describe the chipping and fraying of horns, usually caused by fighting.

Some brooming may be caused by accidents or digging.

• Bighorn sheep typically occur in steep, high mountain terrain. In Colorado, they prefer habitat dominated by grass, low shrubs, rock cover and areas near open escape. They often retreat to rest on inaccessible cliffs, such as those in South Jeffco’s Waterton Canyon.

• In Clear Creek County, sheep are frequently seen along Interstate 70 and U.S. Highway 40. The Colorado Department of Transportation plans to install a wildlife overpass near Empire this year to create a safer crossing for the sheep. The bridge will be over U.S. 40 near the I-70 interchange.

The area has seen several wildlifevehicle collisions in recent years, and stakeholders wish to protect the local bighorn sheep and other animals.

• Georgetown hosts an annual bighorn sheep festival every second weekend of November. The event includes crafts, sheep-spotting activities, educational programs, hikes, and more.

Being born and raised in Evergreen, volunteering and working with community members for so many years has given me a lot of connections. I have always been curious what other communities are doing to answer water and sanitation issues, and I’ve been diligent in researching solutions used by other districts to help Evergreen.

special districts that I work with, as well as being an experienced district manager and an active managerial and financial consultant for special districts. In 2004, I was awarded Special District of the Year in Colorado for operations excellence. I have extensive experience managing sewer and water districts.

What are the three biggest challenges facing the district?

Maintaining the appropriate funding for operations, maintaining the district’s assets, and maintaining an excellent and well-trained staff.

How do you propose tackling those challenges?

Careful review of the operations and finances of the district and implement change where it is deemed necessary.

How should EMD respond to requests for water and sewer for large developments, especially when those developments are usually highly charged in the community?

The district should make extremely careful reviews of the requests and the water demands for the proposed communities as well as the infrastructure demands and ensure that the proposed communities can fully fund the development, and all costs and uses of resources that would be placed on the district.

VOICES Don’t be bait for the bad guys

I

regularly catch two to three per hour and sometimes I can net dozens in a single day. Not to mention the occasional overnight haul. And such a variety!

“We’ve been trying to reach you ... you are entitled to compensation!”

Or “Click here to check the status of your command.” And “Claim your complimentary chips to play at Lucky Casino!” Plus, what catch would be complete without the ubiquitous offers of coupons, discounts and even more free stuff?

I’m referring, of course, to phish, phishing emails to be exact. Phishing is the fraudulent practice by cybercriminals of using emails to induce people like you and me to willingly — and usually unwittingly — provide our personal information, such as passwords and credit card numbers.

These emails often appear to come from reputable organizations. I get a spam net full of emails from recognizable “sources” such as Amazon, Kohl’s, Walgreens, GEICO and CVS ... some of which I actually

do patronize. By the way, the “command” referenced above means my “order” from Amazon.

I’m often threatened by the “IRS,” by any number of virus detection companies, “PayPal,”... on and on and on.

“Someone has run Andrea Doray a background check on you!” or “Negative items have been added to your credit report!”

To combat truly awful consequences, I must “Take action NOW or [fill in the blank with disaster]!” Some emails are elaborately engineered, mirroring organizations’ actual graphics (known as spoofing) to reel in even more than my personal info ... I must send money orders or Bitcoin to retain my protection, avoid arrest or – gasp! – risk exposure for my supposed online viewing behavior.

Fortunately, both my Gmail and Outlook email accounts cast wide

nets, snaring most of these nefarious messages in spam filters, which I then promptly report. But here’s the thing about phishing emails: our spam-catchers are overwhelmed.

Researchers estimate that of the 15 billion emails sent to our unsuspecting inboxes daily, more than 45 percent (and perhaps up to 75 percent) of this global content is spam.

That’s a pretty big kettle.

So I’d like to be your guide to spotting – and catching – phishing emails before something rotten happens. First, always check domain names ... that is, where the email is being sent and where it’s coming from.

For example, I received a phishing email to “dzdvffsd52az0@gmail. com.” Hmmm. And the sender?

“Skinny199811@googlemail.com.”

Surprisingly, I don’t know Skinny 199811 (and googlemail.com is not a legitimate domain).

Grammar and spelling errors are rampant, as is unusual language — that “command” instead of “order,” for instance. And one of the most

recognizable hooks is urgency: Act NOW or something really really bad is going to happen to you, even if it’s missing out on one of the best offers you’ve ever received in your whole entire life.

Don’t bite! If you’re concerned, or maybe just curious, input the URL of the organization by hand to check if something is truly amiss.

I also still receive the “foreign prince” emails from kind-hearted souls around the globe who desire to leave their substantial inherited wealth only to me ... if I provide my bank account for the deposit.

But today’s sharks are much more sophisticated. With one in every 99 emails likely to be a phishing attack, without a strong line of defense, we’re all often little more than bait.

LETTER TO THE EDITOR The campaign to stop FSBR Please consider this installment in the campaign to stop Full Send Bike Ranch.

In their Jan. 6, 2021 presentation to Conifer area residents (yes, given over a year ago and never amended), Full Send Bike Ranch states it “has potential to become a Conifer Area Forest Fire Evacuation asset.” The utterance typifies every fabrication and invention FSBR has published since the start of its campaign. Analysis shows it has all been fabrication and invention, verbiage likely prompted by the Colorado State Land Board.

“Forest Fire Evacuation Assets” do not exist, according to Elk Creek Fire Protection District (ECFPD) Deputy and Fire Chief Jacob N. Ware, Colorado Division of Fire Prevention & Control, CalFire (California state fire authority) and Woodruff Shaw, a leading nationwide fire insurance company, FSBR can mitigate fire risk on 230-500 of the 50,000 acres within which it plans to reside. No Conifer area resident will evacuate to this tiny plot in the middle of the foremost wildfire risk in the state. It is extremely unlikely that ECFPD or anyone would deploy its equipment, much less allow evacuation, to a location so easily engulfed. Add the likelihood that a fire will originate at FSBR, either during construction or normal operation, as it hopes to attract 4,000 ignition sources weekly to its locale. Finally, FSBR will clog or sever one of only two wildfire evacuation routes available to Shadow and lower Black Mountain residents, either through emptying its own parking lot or because it started the wildfire itself.

The summer mitigation crews are preparing for an active season. DeDisse Park is a great example of what a good mitigation looks like. A mitigation contractor’s workshop is scheduled this month and more classes are planned. The department has applied for a Community Mitigation Assistance Team (CMAT) to come into our community for 14 days of hard work to assist the department strengthen and expand the communities’ ability to survive a major wildfire.

Plus, 90 new volunteers, doesn’t sound like the department is having problems with getting recruits. The department is moving in a good direction and more “good stuff” is on the way. Any change in the direction of the department would only hurt these programs. Support incumbents Mike Gregory, Jeff DeDisse and new candidate Kenny Erhart.

Note-worthy young musicians Evergreen’s Got Talent showcases area talent, raises funds for Resilience1220

From classical to country and pop to original tunes, the 14 acts at Evergreen’s Got Talent performed to an enthusiastic crowd on April 23.

Middle- and high-school students performed for a chance to be an opening act at an Evergreen Lake Concert this summer. Judges plus donations from the crowd determined the four winners, who will join the two winners of 285’s Got Talent: Conifer High School senior Keagan Lafferty and junior Bryce Merrill.

“This event is huge,” said Heather Aberg, founder of Resilience1220, one of the beneficiaries of the donations. “Thank you for your kind hearts and amazing talent.”

Evergreen’s Got Talent raised $5,557 in donations with the money going to both Resilience1220 and Center for the Arts Evergreen, which was the event’s location.

Resilience1220 provides free counseling to those 12 to 20 years old, plus offers group counseling,

This is the eighth year for Evergreen’s Got Talent, which was started by Schaunon Winter Gilman. Judges Mark Swaim, Jim Christie, Peter Lindquist and Jim Sherwood were faced with a difficult task of deciding the winners.

Raedi Danielson, an Evergreen High School sophomore, said she decided to get involved because Resilience1220 was a good cause, and she wanted to support it. She added that the talent show also was a good way to test her abilities.

The Morrison Board of Trustees welcomed its new mayor and board members at its April 19 meeting.

Family and friends were in attendance to see Chris Wolfe take his new position as mayor, as well as welcome Adam Way to the board.

The new board passed resolutions thanking former mayor Sean Forey and former mayor pro-tem Deb Jerome for their service for the people of Morrison. The new board also elected trustee Katie Gill as the mayor pro-tem.

Trustee Katie Gill reminisced on her time working with Jerome, thanking her for her service.

“Deb is the most thorough, reliable, thoughtful, fair and dedicated

person on this board, no offense to anyone else. The level of work she puts into it, the thought she puts into it, I’m personally really going to miss her. When I have questions I call Deb, and I’m still going to call her, ” Gill said.

Former mayor Sean Forey said he was grateful for the rapport he held with residents of Morrison while mayor.

“I really appreciate everyone who picked up the phone and called me,” he said.

The board also approved the Morrison Police Department’s application for a HVE (DUI) grant.

The department plans to apply for $10,000, which will go toward high visibility enforcement of DUIs. The police department begins official duties on May 1.

Community meeting on Kittredge Park Issues at Kittredge Park will be the focus of a community meeting at 6 p.m. May 4 at Kittredge Community Bible Church.

Representatives from Jefferson County Open Space, which owns the park, will be available to provide information and answer questions about the access to Bear Creek from the park. The Evergreen Park & Recreation District manages the park.

Last spring, a new owner moved into a house on the south side of Bear Creek, and she says she owns the property on the north side of Bear Creek that the public for decades has used for a play area.

She says those using the creek for recreation are trespassing on private property, and she has put ropes along her property line with signs that say, “Residential Quiet Zone: Please Be Respectful,” “No Trespassing, Keep Out,” “Private Property: Residents and Invited Guests Only.”

According to the answers to frequently asked questions on the EPRD website, the property owner is getting a survey done of the property.

“In addition to this survey, the adjacent owner and the county are discussing several other related property rights matters,” the FAQs said. “(The parties) are working collaboratively to develop a plan to allow public access to Bear Creek. A timeline for resolution has not been set, however all parties wish to address this matter as quickly as possible.”

Wildfire Preparedness Day on May 7 There’s a way for residents to get pointers on preparing for wildfire.

Rotary Wildfire Ready in cooperation with the Evergreen and Elk Creek fire departments will host Wildfire Preparedness Day on May 7 — a day dedicated to helping foothills residents learn how they can prepare for wildfire.

Elk Creek will host the event from 8:30-11:30 a.m. at its Fire Station 1, 11993 Blackfoot Road in Conifer, while Evergreen Fire/Rescue will host the event from 1:30-4:30 p.m. at its administration building, 1802 Bergen Parkway in Bergen Park.

Fire mitigation experts will be available to answer questions and provide information on home assessments, chipping programs and community ambassadors. Rotary Wildfire Ready’s educational fire truck will be onsite with wildfire preparedness educational exhibits and free materials.

EMD continues to install new water meters As Evergreen heads into drought season soon — and the Evergreen area and Kittredge water districts impose water restrictions —new meters that are being installed are even more crucial, Evergreen Metro District officials said.

The new water meters are more efficient and will provide both the metro district and property owners better information about water usage. One of the biggest features is

that customers can log into an online portal to see their water usage, so they can learn about leaks sooner and see if they are going over waterusage limits during droughts.

The cellular meters are being installed at no additional cost to property owners by Metron-Farnier.

About 130 meters are being installed each month, and the district expects to replace all 4,500 meters in the Evergreen, West Jefferson and Kittredge districts by mid-2023.

Residents will get phone calls from Metron-Farnier to schedule appointment times, and workers will need to go into the home and turn the water off for about 20 minutes. Data from the new meters will be transmitted virtually, rather than EMD personnel driving along roads to read meters via radio signal.

Refill station has new hours, coordinator The Evergreen Sustainability Alliance’s refill station has new hours and a new coordinator.

The station inside Habitat for Humanity Restore across from the Evergreen King Soopers is now open from 10 a.m.-1 p.m. Tuesdays, 1-4 p.m.

Wednesdays and from 2-4 p.m. the second Saturday of the month.

The new refill station coordinator Micky Magnolo, who previously owned the Green Merchant in downtown Evergreen, is excited to once again be working to bring sustainable living to the Evergreen community.

The refill station sells laundry soap, dish soap, shampoo, conditioner, multipurpose cleaner, hand soap and more that can be put into the customer’s own already-used containers.

We need the board of directors, the volunteer force and the paid staff to work collaboratively in addressing the challenges with each pillar offering knowledge, support and commitment to ensure the common goal is accomplished. We must not lose sight that the community is who we are to serve and protect, and ensure that each decision made addresses that outcome.

Station 1 is set to be built on Highway 73 south of Buffalo Park Road. What do you envision for that station, and is now the right time to start construction?

Station 1 should be the anchor of the south side of the district like station 2 is to the north side. It should include the appropriate number of bays for the apparatus, living quarters for the medics, and a place to unify career member and volunteers. We must do our due diligence given the uncertainties with rising costs and supply. Saving for Higher Education can be a very burdensome goal. Not to mention, sight can be easily lost as it is a goal that is typically 18 years away. Not to worry, there are options! One of the most effective planning tools for Higher Education is the 529 Plan.

First off, there are no income tax consequences associated with direct payment of tuition expenses. However, for financial aid purposes, direct payment of tuition expenses will likely be considered a resource that will reduce the student’s financial aid awards on a dollar-for-dollar basis. Since expenses such as room and board, books, and fees do not qualify for the exclusion from gift tax, establishing a 529 plan, in addition to directly paying tuition, will allow for the payment of incidental expenses in a tax-advantaged way.

A 529 plan is an investment account created by a donor in the name of a designated beneficiary for the purpose of paying education expenses. Funds invested in a 529 plan will accumulate and grow free of federal income tax, and if the funds are used for qualified education expenses (for college: tuition, room and board, fees, books, supplies, and equipment; for elementary, middle and high schools: tuition only), they are exempt from federal income tax.

529 plans are vehicles created under federal law, but every jurisdiction has a plan – with Colorado’s being among the most popular. Although a donor is not required to participate in the donor’s state plan, there may be state income tax incentives to do so. There are three main factors to consider when determining which state plan to use: state tax benefits, investment options, and cost.

It’s clear a new station is needed given the age and limitations of the existing building. Consolidation plans and detailed inclusions are strategic and well thought out.

I care deeply about my community and its long-term success. If elected, I will strive to increase community involvement, build collaborative relationships with community leaders and provide oversight. My goal is to ensure critical volunteers and paid staff are appropriately engaged and supported. I’m the best candidate because my previous eight years of experience on the Foothills Fire Protection District board gives me key insight into how EFPD works from a financial and organizational perspective.

Attracting and retaining volunteers: Evergreen averaged 80-90 volunteers between 2010-2020 but is now below 60 volunteers. High turnover and low morale have significantly affected the department’s responsiveness. Wildland protection services and wildfire risk mitigation: Substantial cuts in wildland personnel and budgets have caused inadequately trained volunteers, lack of progress toward wildfire preparedness and limited public education/ outreach. budgeting and board meetings have hampered the community’s ability to thoroughly evaluate policies and expenditures. Limited public input at board meetings and lack of timely board responsiveness have discouraged community involvement.

How do you propose tackling those challenges?

First, expand volunteer recruitment with focus on filling the membership with community talent and experience. Ensure volunteers know they have board support and will be included in all appropriate decisions. Second, prioritize wildland fire training for volunteers, implement wildfire preparedness objectives and aggressively pursue

grants. Develop/maintain working relationships with other districts, external wildfire resources and community leaders. Third, ensure balanced funding decisions to meet short- and long-term needs of the fire department and community.

Publish all finance and board documents, including board-level monthly reports and meeting recordings.

Provide an open and responsive board to encourage community involvement and increased engagement.

I believe the three biggest challenges are keeping a balanced budget with the economy we know is coming up, trying to build the best facilities we can to support the entire community and response times; and retaining the volunteers and the paid staff.

How do you propose tackling those challenges?

We keep an eye on the budget, on the economy and on our pension plan, and make adjustments as needed. We need build infrastructure such as Station 1 and put the right equipment where it needs to be.

I think the district needs to keep up with the construction rate we’re going at now; I don’t think we should slow that down. I envision a firehouse that houses EMS with crew quarters and the apparatus that needs to be in the central part of the district to be housed there so it’s in the middle of the district that we cannot do now.

I have lived in the community for 40 years, been a volunteer firefighter for 26 years and with Evergreen Fire/Rescue for 36 years, still active by providing training. I am a huge proponent of the volunteer firefighter system, and I want to keep the volunteers happy. When I joined, we had two fire stations; now there are eight. I was involved with station building committees, obtaining better insurance ISO ratings for the district and accumulating apparatus for the department.

What are the three biggest challenges facing Evergreen Fire/Rescue?

While preparing for a wildland fire is a big challenge, I believe even bigger challenges are keeping up with growth, putting new stations where they need to be and updating stations that are no longer adequate.

I am a real proponent of rebuilding Station 1 because it’s long overdue.

We’ve been trying to build a new Station 1 for years.

How do you propose tackling those challenges?

New programs that Evergreen Fire/Rescue is developing to recruit volunteer firefighters are working, but retention programs need to be fine-tuned. My emphasis is to keep the volunteers happy because we don’t want to lose neighborhood response. Volunteers are the heartbeat of the organization. Retention is going to be the biggest challenge, and once the right programs are put into place, everything else will fall into place.

We are 15-20 years behind on building a new Station 1. We need to move the EMS staff out of Station 4, which was built by firefighters, and into a more up-to-date, modern Station 1. I would like them to have a comfortable atmosphere and a place for the crew to stay. I think it’s long overdue, plus I feel with the kinds of buildings in downtown Evergreen, we need a station that is going to accommodate big equipment. The current Station 1 is too small for the larger trucks.

Wildland is an obvious priority, along with recruitment and retention of our volunteer firefighters and making sure our EMS Division keeps up with our medical call demands largely due to our aging populace. Yes, these are very important challenges but there are many more that also need to be addressed and should not be overlooked. As a board member, it is my fiduciary responsibility to get the best value for our taxpayer dollars. Make no mistake, protecting the district is my highest priority, and these big three have my attention.

How do you propose tackling those challenges?

To continue to grow our wildland division by adding to our mitigation crews and chipping crews. Possibly adding more mitigation specialists to our staff who can do residential mitigation surveys and public education forums. To improve retention and recruitment, we must find ways to keep our volunteers engaged and happy. A number of programs have been initiated by our volunteer chief to increase membership with promising results. EMS calls are increasing yearly, and they may require additional personnel, equipment and vehicles in the future.

Also adding the ECARE program has been a great addition to our district.

In my opinion the building of the new Station 1 should begin this year. Without this station, the fire district will not be able to properly protect the downtown area and surrounding subdivisions. The option to fix the old station is not financially prudent. The plan for the new station is to consolidate stations 1 and 4, house the EMS crews, allow proper room for our newer engines, be more energy efficient, allow for future growth, conform to current codes and utilize new technology.

How can Evergreen Fire/Rescue improve communication with constituents?

The land has been purchased for Station 1. There is a tract of land that is owned by Denver, which could possibly delay building our much-needed Station 1. I truly believe the administration needs to rectify this ASAP, so it does not to waste the community taxpayer dollars. Again, there has been no real, true communications on this subject. To be honest, the station might not be built straight away.

The community will need to have all information about this construction for the next two years. It will cause major traffic delays on Highway 73 for the next two years.

I have been on the Evergreen Volunteer Fire Department board as president and vice president, also on the Evergreen Christian Outreach board for six years helping raise $500,000 yearly to help the needy in our Evergreen community. I am running because I believe the incumbents are not being totally honest with Evergreen voters about the health of the EVDF and EFR, and there has been a lack of transparency within the two departments.

I fought for the training building when I was president of the volunteers, and I want to stop EFR from losing valuable personnel and equipment to departments down the hill.

The rapid loss of volunteer firefighters since January 2020; EFPD’s unwillingness to apply for available grants from FEMA and the Colorado Department of Natural Resources.

In August 2020, the Colorado Division of Homeland Security Office of Emergency Management offered to help EFPD acquire a $3 million BRIC grant. EFPD declined because it would need a grant writer/administrator; Evergreen is designated by the U.S. Forest Service and the Colorado Department of Natural Resources as one of the most at-risk wildfire communities in Colorado.

According to EFR’s 2020 CWPP, 100% of Evergreen’s evacuation routes have portions of non-survivable roadway. EFPD has no communitywide plan to address this issue.

How do you propose tackling those challenges?

Loss of firefighters: I will work with the EFPD directors and the volunteers’ board to ensure volunteer firefighter return to feeling as valued by the EFPD Board of Directors, as they are by our community. Grants: I will explore with the board how we can fund a fulltime grant writer/administrator to take advantage of the grants EFPD currently doesn’t ask for; Evacuation: The EFPD needs to lead a taskforce of all the agencies needed to design and implement a successful evacuation plan for Evergreen.

This is one of the most effective ways that residents can protect their private residences and surrounding neighborhoods. As this community continues to grow, so does our need for more volunteers, however, ICFPD struggles to recruit volunteers.

nancial oversight after the district’s history with a major embezzlement 10 years ago that was not caught by the board. Firefighting and emergency response appear to be working well and therefore are not top challenges.

How do you propose tackling those challenges?

I would move some funding from the building projects, which are too expensive to complete now, into additional expert planning for mitigation projects. Building funding can be restored in future budget years. I would recruit volunteers to contact property owners and plan and write grants. I would work to expand public enthusiasm for mitigation by showcasing success stories.

Inter-Canyon, Elk Creek, Indian Hills and North Fork fire departments are discussing consolidation. What is the biggest asset to such a merger, and what is the biggest barrier?

The merger will mean more fulltime staff to respond to emergency calls. It also will consolidate administrative work. Mergers tend to have the most difficulty bringing together staff and workplace culture.

Yes.

I believe that ICFPD needs to continue to perform due diligence and explore all options before deciding a path forward. Consolidation in its simplest form can mean eliminating the duplication of efforts and creating efficiencies in fire protections.

There is so much more to consider when consolidating these districts from administrative to functional to operational collaboration. As I continue to learn more about these consolidation efforts, I will make an educated decision based upon the information presented to the board.

1. When I moved to this community, our fire district was 100% volunteer response. The reduction nationwide in volunteerism is hitting this department; 2. The consolidation of the three fire departments will be both an administration and communication challenge; 3. The optics of a big, expansive change looks like dollar signs to many.

How do you propose tackling those challenges?

I believe I am here to support the ICFPD and bring community recommendations to the district. The community usually has the best ideas. They live here. We need to find ways to hear from them.

How do you propose tackling those challenges?

As residents show interest in the increasing threat of wildfire, I’d like to see the department staff expand the Wildfire Prepared Home Assessment program and contract out the community chipping program. We’ll have to build a sense of community among firefighters to retain those we have, while identifying our strongest source of recruiting members to use that proven method moving forward to attract more members.

The new station builds will have to be value engineered to meet current budget constraints due to increasing costs, while designing for future seamless addition to stations as the need for more space grows.

I haven’t heard yet of any benefits or improvements that can’t potentially be accomplished through an Inter-Governmental Agreement with neighboring departments.

The biggest barrier is the ability of the interested parties to articulate not only why a merger will benefit residents, but how the proposed benefits will be implemented. Just stating it’s a “better service” isn’t good enough. How is it a better service? This merger is first a sales pitch to the four department boards, then to the voters. While there may be benefits, it’s unclear to me what they are yet.

Do you feel that consolidation is a wise decision for Inter-Canyon?

I currently sit on an advisory committee that consists of two board members from each of the four departments. I have read the consultant’s report and asked a lot of questions. I’m most interested in how we’d pay to staff at the level needed to improve service to the community. At the moment, I have more questions I’d like answered before I can make an informed decision to be an enthusiastic supporter of a merger.

HOA hopes Jeffco planning will hear its concerns over hotel in El Rancho Fairfield Inn planned or property across from Evergreen Country Day School

The Elk Rest Meadow Homeowners Association is hoping to get a plan for a Fairfield Inn & Suites in El Rancho scaled back rather than the plan the developer is proposing.

The property on Swede Gulch Road and Teepees Way is already zoned for commercial development, and in 2016, the hotel chain began its process to get a site development plan approved to build a four story, 85-room hotel on the property.

The homeowners association contends that circumstances have changed in that area since Jeffco Planning & Zoning began looking at the hotel’s plan, and it hopes it can convince planning officials to take another look.

“We are not saying we’re against any development,” said Randall Brandt, HOA president. “We want whatever they build to follow the rules.”

Residents want the hotel to be a reasonable size — three stories and about 65 rooms — which would mean less area paved for a parking lot and more landscaping, noting that the project’s landscaping proj-

“There will be so much asphalt and so little landscaping,” if the four-story building is approved, Brandt said.

They want the county to request a new traffic study since apartment buildings and condos have been constructed south of the Fairfield Inn property.

In addition, parents from Evergreen Country Day School have submitted letters saying that having a hotel across the street from the

school would cause safety issues for students.

Jeffco Planning & Zoning officials couldn’t be reached for comment.

However, the Jeffco website explains that a site development plan process is done through administrative approval to ensure the development “provides compliance with plat and/or exemption from platting restrictions, zoning conditions and regulations contained in the Land Development Regulation and Zoning Resolution.”

The website says public comments may be taken into consideration and the zoning director “may use those comments as a factor in their decision on an application; however, the basis for a decision by the planning and zoning director on the application is limited to the criteria identified” in the evaluation/decision part of the regulations.

Brandt said he was told the public comment period ends on May 2, and the HOA has hired an attorney to drill down on some of the issues.

What are the three biggest challenges facing EMD? 1) Replacing our aging water and sewer infrastructure 2) Succession planning for water and sewer department positions that become available 3) Managing water supply with climate change in mind and managing water needs with population growth.

How do you propose tackling those challenges?

1) Using our in-progress mapping system to prioritize our 11 areas we are placing into a project calendar to begin work on infrastructure. 2) Utilizing our incredibly talented employees to train new workers for a seamless transition of expertise due to retirement. 3) Expanding our conservation plan to balance the water needs of Evergreen with reduced water availability. We are replacing customers’ water meters with a system that reads, bills, and notifies the user and EMD of increased water usage, which could be due to broken pipes, leaks, etc.

This program will reduce water waste and keep customers informed.

How should EMD respond to requests for water and sewer for large developments, especially when those developments are usually highly charged in the community?

Requests from the Jeffco Planning Department come to us in the form of “Can you provide water/ sanitation for this residential/

commercial project?” The board answers these requests based on availability of water and sanitation. This is one step in the multistep process of the Jeffco Planning Department approving a building project. The board is legally bound by the rules and regulations of the county to provide an accurate response to the planning department’s request; we are not responsible for the approval of developments.

Joe Frisk Why are you the best candidate for the position, especially governing a district whose operations are technical?

Having served as a director since 2016, I have acquired a keen understanding and knowledge of EMD’s operations and management challenges. Through our regular meetings and onsite project visits, I have fostered close and trusted working relationships with all of EMD’s in-house personnel and technical experts, and in a similar fashion, with outsourced technical experts brought in to assist us.

What are the three biggest challenges facing EMD? Recruiting, retaining and supporting EMD personnel; sustaining and improving clean water and wastewater processing; budgeting financial resources to achieve operational goals and objectives.

The costs of connecting to the utility should be shouldered by the developer. That requires a keen and experienced eye for evaluating the impact developments will have on our existing infrastructure networks and the environment, and ensuring those often significant costs are understood and agreed to by the developer. In my experience, the relationship between the metro district and developers best serves the community by engaging with potential developments and citizens as early in the process as possible to ensure proper compliance, communication and expectations. Additionally, EMD needs to maintain strong communications with relevant planning and zoning agencies to ensure compliance and provide community feedback on

My professional background is technical environmental management, planning, prevention, treatment and remediation, with

The combination of technical and management experience is an excellent mix for supporting EMD’s operations.

What are the three biggest challenges facing EMD? A. Climate change: Creates water source uncertainty for both quality and quantity, and affects water-use decisions, management of drought conditions, meeting obligations for water releases to other rights holders; also maintaining streamflow for fish. B. Regulatory requirements: EPA: Difficult and expensive regulations on the horizon, particularly for wastewater, but affecting water treatment as well; state engineer regarding water rights and Evergreen Dam repair; ;arge impact on capital spending anticipated; C. Periodic growth issues in Evergreen: coordination among various local, county and state agencies, plus the City of Denver.

How do you propose tackling those challenges?

EMD has been updating its longterm programs for challenges for a number of years, making excellent progress. We have promoted enhanced cooperation with Jeffco

Planning/Commissioners; have coordinated strongly with EPRD on water related items (Buchanan Ponds, maintaining Evergreen Lake height, North Trail, etc.); are working with Evergreen Fire Rescue on fire-flow issues. These efforts need to be expanded and continued. EMD needs enhanced communication with the Evergreen community.

How should EMD respond to requests for water and sewer for large developments, especially when those developments are usually highly charged in the community?

Growth regulation involves local and county agencies, each with its own responsibilities. Jeffco makes all approval decisions on new projects. EMD’s authority relates to the provision of water and wastewater services. This includes design and installation of infrastructure. EMD believes growth must pay its own way, and developers are required to provide whatever is needed to meet water and wastewater standards and to connect with EMD. EMD also coordinates with Jeffco Planning, Evergreen Fire and Sanitation Districts to support their growth-related management responsibilities. West Jeff manages wastewater collection/treatment, and EMD manages water in El Rancho, for example.

The PNA is a report detailing the project as proposed, including project necessity, alternatives, and components. The PNA also describes how the project is being funded. The reports are being submitted to the Colorado Department of Public Health and Environment (CDPHE) to qualify Idledale Water and Sanitation District for a State Revolving Fund Loan.

The District has recently experienced compounding negative impacts that have included equipment failures, unchecked system leaks, multiple years of historic drought, and water quality compliance advisories from CDPHE. These issues have caused repeated water shortages on a nearly annual basis, which has led to use restrictions to customers. The District has even resorted to purchasing bulk water and hauling it from other nearby water districts. Faced with these mounting operational, regulatory, and financial challenges, the District has evaluated the potable water system facilities to identify and prioritize supply deficiencies. A Water System Engineering Study was performed where different alternatives were assessed that would alleviate or reduce water supply deficits before final recommendations were prepared. The recommended improvements, intended to be implemented in this project, include the following: • Improve Ridgeway Well delivery using a new transmission pipeline to connect the well with the Upper Treatment Building. At that location, it would be added for blending and treatment with water from Wells 1A and 1B. This approach essentially doubles the well’s hydraulic impact to the raw water supply.

• Construct a new raw groundwater well (Well No. 4) adjacent to the Upper Treatment Building to provide additional firm capacity of the raw water supply.

• Construct new treatment facilities at the Upper Treatment Building to provide GWUDI treatment of Well Nos. 1A & 1B and provide additional iron & manganese treatment for the Ridgeway Well.

Treatment will be modified and/or expanded to meet new water quality constraints associated with the new Well No. 4 water supply.

• Replace broken distribution system main isolation valves and fire hydrants to improve fire protection, reduce system leakage, and improve distribution operation & maintenance functions.

• Install individual water service meters on all water services in the District, to be located below grade in meter pits at the property line curb stop if possible. This would dramatically improve operational response to system leaks and losses and allow the District to move to a use-based revenue model for customer fee development.

Implementing these improvements will achieve compliance with current CDPHE treatment regulations, provide the District with year-round firm capacity of their raw water supply system, improve finished water quality to the District customers, and reduce system water loss including ongoing operations and maintenance costs and efforts.
