EPRD drops the mask requirement

After a backlash from some rec center patrons, the Evergreen Park & Recreation District has changed its mask-wearing policy.

The board voted 4-0 at its Oct. 26 meeting to have the district mask-wearing policy comply with Jefferson County Public Health orders. Currently, that means no one is required to wear masks in rec

district facilities other than those in licensed child-care programs, where masks are mandated.

Board President Monty Estis abstained from the vote because he said his preference would have been to create a schedule at the rec centers with hours when masks were required and hours when they weren’t required.

Board members reminded the public that the no-mask-wearing policy could change at a moment’s notice

if Jeffco Public Health changes its public health order.

February 4, 1957 - October 24, 2021

Greg grew up on the family farm in northeast Nebraska and graduated from high school in 1975. After serving in the US Army for 2 years, he earned a bachelor’s degree in construction management from the University of Nebraska. He worked for the GH Phipps Construction Companies in Denver for over 30 years, managing many aspects of construction projects. Greg loved living in the Colorado Rockies and enjoyed outdoor activities of all kinds.

Greg is survived by his daughter Lauren Armstrong of Little Rock, AR, stepdaughter Lindsay Gramlich (Coby Roberts) of Valparaiso, IN, stepson Ted (Jennifer) Gramlich of Pueblo, CO, and 3 grandsons: Chance Armstrong, Henry Roberts, and George Roberts. He is also survived by 2

A memorial service will be held on October 30 at 4 pm at Horan & McConaty, 3101 South Wadsworth Blvd, Lakewood, CO. Visitation will begin at 3:30 prior to the service and a reception will follow at the same location. Burial will be at Silver Ridge Cemetery, Ponca, NE at a later date.

In lieu of flowers, memorials may be directed to Mount Evans Home Health Care and Hospice of Evergreen, to the Glioblastoma Foundation at glioblastomafoundation.org, or to the donor’s choice.

Less snow plowing this winter Once the snow flies, don’t expect roads in the Evergreen and Conifer area to be plowed as often as we’re used to.

Jeffco Road & Bridge says that due to a plow driver shortage, plows will not be out to clear and sand roads between 9 p.m. and 3 a.m. In addition, priority will be given to main arterial streets such as Highway 73 and Highway 74 with high traffic volumes, major subdivision roads, school zones and school bus routes, a Jeffco news release said.

Other local roads and cul-de-sacs only will be plowed when snow depths seriously impede vehicle movement and melting is not forecasted to occur within 72 hours, according to a news release from Jeffco.

CDOT also is experiencing plow driver shortages, so expect highways such as Interstate 70 and U.S. 285 to be plowed less frequently.

Saying goodbye to EPRD Executive Director O’Connor The Evergreen Park & Recreation District’s board of directors lauded Executive Director Ellen O’Connor for her leadership at the helm of the district for the past seven years as she leaves to pursue other opportunities.

O’Connor’s last day with EPRD is Nov. 4.

Board member John Ellis, speaking on behalf of the board at its Oct. 26 meeting, said O’Connor had given countless hours to the district, working tirelessly to make the rec district better.

Conifer Rotary gets award for mask-sewing project

What started as meetups in a snowy Staples parking lot to exchange sewing materials turned into more than 10,300 masks thanks to 23 people with a passion for sewing and serving their community.

That devotion was rewarded when the Rotary Club of Conifer, which spearheaded the sewing effort, received the district’s 2020-21 Scott Metcalf Award for the best club project initiated during a Rotary year. It honors Scott Metcalf Sr., a former member of the Lakewood Foothills Club who best depicted the Rotary’s motto “Service Above Self.”

Leonor McCall-Rodriguez, who spearheaded the mask-making project, says receiving the award was “exciting to know that all of us had done this together.”

McCall-Rodriguez started making a few masks for her family, then a few for friends on Facebook. Others wanted to join the effort.

“Very quickly we had 23 people sewing,” she said.

Fighting with supply-chain problems kept the project interesting for the group. McCall-Rodriguez got a cone of elastic from a parachute company and shared it with other sewers, and continued to marvel at the price of fabric.

“A yard of Batman fabric was going for $39 online,” she said.

The group shared fabric stashes, and got inexpensive materials and donations where it could.

the effect the project had on Rotary members.

“I think it gave some people a sense of purpose, gave them something to do,” she said.

Now, when she is out in the community, Weedman takes pride seeing her creations serving people in the area.

“There have been multiple times I’ve gone out in the community and saw one I made, and I was like, `Hey, I made that.’”

Conifer Rotary estimates it used 859 yards of fabric and 24,000 feet of elastic/ties. Fifteen community sewers and eight Rotary sewers participated, working an estimated 2,576 hours on masks. In addition, others volunteered time to cut fabric and make deliveries.

ID-19 beginning Oct. 15. EPRD staff checked vaccination cards and provided wristbands to those who were vaccinated and therefore didn’t need to wear masks in the facilities.

In the 11 days that the mask-wearing policy was enforced, front desk staff were yelled at by angry patrons who disagreed with the policy, so much so that two staff members resigned, Executive Director Ellen O’Connor told the board.

Board members said they also received angry emails and phone calls, some bordering on being threats.

They noted that they didn’t want staff bearing the brunt of the policy that the board instituted to protect constituents.

Two community members spoke at the meeting, neither providing their names because they said they

were donated to schools primarily in the Bailey, Conifer and Evergreen area, though some went to schools as far away as Thornton and Aurora, Oklahoma and Texas. The rest went to nursing homes, businesses, families, Native American communities, hospitals, veterans groups and more.

Now, McCall-Rodriguez says the sewers are having maintenance done their machines to get ready for the group’s next endeavor.

“Everyone is taking apart their machines or taking them to the shop,” she said.

Next, the group plans to contribute to Rotary’s 285 Backpack Project by sewing T-shirt bags to fill with healthy snacks for school kids to take home on the weekends.

Board member Don Rosenthal said he was in favor of his original position two months ago that EPRD should align itself with Jeffco Public Health mandates.

“I may disagree with what they think,” Rosenthal said, “but at the end of the day, it’s their job to set policies unless there are extreme circumstances.”

Board member Peter Lindquist noted that EPRD was about promoting health and wellness.

“No matter what decision is made, there will be folks who are very unhappy,” Lindquist said. “No answer will satisfy everyone.”

Resilience1220 gets office space in Bergen Park Therapists offer counseling, groups to kids 12-20

In May, the CEO of Children’s Hospital Colorado declared a state of emergency in youth mental health, and a group based in Evergreen is helping by working with kids 12-20.

Resilience1220, which has offered free individual and group counseling for kids in Evergreen and surrounding areas since May 2019, has just moved into space next to Buchanan Rec Center in Bergen Park. The new location includes two large rooms for individual or group counseling and meetings, and being next to the recreation center makes it ideal for kids.

“We are so excited for our new space. We got a donated foosball table,” said Heather Aberg, Resilience1220’s founder and executive director.

The program hosts 35 therapists with different therapy styles and offers 10 free sessions to kids.

“We really try to focus on highrisk kids,” Aberg said, adding that therapists are seeing more acute cases thanks to the pandemic. A hallmark of the program is that counselors travel to clients.

After a teen suicide devastated Evergreen, Aberg knew she had to do something. She encouraged therapists in the Conifer, Evergreen and Clear Creek County areas to get involved to help area youth.

“So many kids right now are struggling,” Haag said. “They just don’t have the capacity to see them as conclusively as they want to.”

Kindergarten teachers at Marshdale Elementary School have been

thinking outside the box — the sandbox, that is.

Their creative thinking has meant more play opportunities for their students during recesses and lunch time.

The teachers, Melissa Griffin, Colleen Boyce and Jen Miller, decided that a sandbox in the courtyard with a view of the new school construction would be ideal for youngsters who are inclined to dig and play in

the sand. They hoped its location would prompt kindergartners to imitate workers grading the dirt and building school walls.

“How cool would it be to sit right there and do their own digging,” Miller said, noting that the sandbox allows kindergartners to use their natural curiosity and to mimic what they see.

Rima Lawson, carpenter foreman for G.H. Phipps, said she wasn’t sure the company had ever built a sandbox for a school before, and it was fun to watch the children playing in the sand.

Martin said before the school building construction began, the courtyard was a place where kids sat during lunch or recess because it was adjacent to the playground.

It was basically cement and planter boxes.

at a loss for things to do as they move sand from one place to another. Many times, they work in groups to pour sand into a container, dump it out and start over again.

Kindergartner Landen Raunigk moved a Tonka dump truck around, saying he played in the sandbox a lot, and he thought it was cool.

Kindergartners Charlotte Lockwood, Gemma Kennon and Cece Peters agreed that they liked playing with the sandbox toys and building things, but especially enjoyed playing with their friends.

The sandbox has become a favorite playtime spot for the kindergartners.

“We are so lucky that we have this area,” Griffin said.

VOICES An altogether too-common tale

y Friday morning started with a text from a former legislator who now lives in Tennessee that I hadn’t heard from in almost three years.

He’d received an email from me asking for a favor that he thought was likely a result of someone hacking my email account.

Over the next few minutes, my phone was blowing up with other people, some of whom I hadn’t had any interaction with for several years, telling me not only of the initial email, but a follow-up one asking if they had received the first one. For those unfortunate enough to respond to either of them, there was a third email asking them to send a gift card.

As I started exploring what had happened, I found that the hacker had created a new email account that, but for the replacement of one

small cap letter with a capital letter, was exactly the same as mine and had highjacked my emails.

After changing my password, I was able to stop any future emails from going to the fraudulent account but was told by my internet Columnist service provider that any emails that had been sent to me while the fraudulent account was active could not be retrieved.

Then the fun began! Once we (the service provider and I) were able to stop the initial bleeding, I still could not send or receive emails.

About two hours into my five-hour marathon on the phone with six different service provider employ-

ees, I was able to start getting my emails again. Once they started to arrive, they included things that had been sent beginning with the time that we’d stopped the forward to the fraudulent address.

But I was unable to respond on that email account to any of the people who had gotten the original email and were asking either what favor I needed or if it was a scam.

The first email I’d gotten when I started to receive emails was one from the service provider saying that (presumably because of the emails sent to all of the email addresses that were in my email folders by the hacker) I’d sent too many emails that day. I was on the phone with a representative of the company when that email was received and after reading it to her, got no reaction.

Many hours and five representa-

tives later, I asked if I couldn’t send emails because the service provider had suspended my account and was told yes. Despite the many hours and many attempts to make it possible for me to send emails, none of the service providers’ employees ever thought to check if they had suspended my account. It began to work again the next day.

My horrible, no good, very bad day was a reminder of how vulnerable we all are as more and more of our lives take place virtually.

And as bad as it was, it could have been much worse. No financial records were stolen. To the best of my knowledge, no one bought gift cards for the hacker. And it was largely resolved in just one day.

Good mental health brings about good physical health

By Shauna Moutray Hundreds of Colorado middle schoolers struggle with depression and mental health problems every day. According to Coloradohealth. org, 26% of middle schoolers report mental health issues.

Our society focuses a lot on physical health and not enough on mental health but, without good mental health, you can’t have good

physical health.

For this reason, mental health is a really important topic to talk about because it’s important for people to reach out for help when they’re struggling.

Seventh-grade Shauna Moutray middle school student Macy Garcia said, “I think mental health is really important because you want to have a good attitude and be happy because you

don’t want to always be sad.”

Macy also said that you should go see a therapist or someone you trust to be able to get help. Students in Clear Creek County can go see a counselor at school, and the counselors will give you so many ways to get help. Young adults ages 12-20 also get free and confidential counseling with Resilience1220.

LETTER TO THE EDITOR Don’t pave over Alderfer Recently a Canyon Courier article described the parking expansion plan for Alderfer Three Sisters park (Jefferson County Open Space), located about a mile west of Evergreen High School.

The West lot, due to be re-built next spring, will offer nearly 2.5 times the parking spaces as it does now, up to 120 spaces. The lot will be located a few feet west of the historic barn, and will cut into the meadow by an additional 20 yards or so north of Bluebird Meadow Trail.

The east lot, to be built in 2023, will be doubled in size to 50 or more spaces, thus shrinking the amount of wooded open space in that area.

The lots are being paved for ease of maintenance, and to offer dense, orderly parking. Included will be cement walkways, new bathrooms and picnic shelters. ABOUT LETTERS TO THE EDITOR ing expansion plan more resembles a suburban park than a foothills park. In addition, many of us are wondering when the footprint stops being enlarged. When do we stop paving, building and expanding hard scapes?

JCOS, please reduce the size of the parking lots, don’t pave foothills open space parking lots, use soft material for walkways, and strictly preserve the very attraction that draws so many visitors.

Kit Darrow, Evergreen Ban Buffalo Park road parking The parking lot expansion being planned for Alderfer Three Sisters park more than doubles the parking from 75 spaces to 175. Significantly, the plan continues an extremely unsafe situation along Buffalo Park Road.

The past couple of years, up to 150 cars have lined the road some days. There is additional parking at Wilmot Elementary when school is not in session, but few people seem interested. The parking situation on Buffalo Park Road, primarily on weekends and holidays, has become

unsafe.

Thus, additional safe parking seems appropriate, especially since JCOS seems uninterested in limiting park usage. But here’s the rub … after the new lots are completed, visitors will still be allowed to park along the road.

Besides the danger to those who choose to park along the road, many of us who live west of the park have now evacuated from two fires in recent years. We have only one-way in and out on Buffalo Park Road. Both evacuations involved emergency vehicles and news trucks racing west while neighbors evacuated to the east on the road.

The idea of having both sides of the road parked with cars, whose owners are distributed throughout the park, during an emergency portrays a horrendous and avoidable situation. I speak for a number of citizens in asking JCOS to eliminate parking along Buffalo Park Road, as has been done on Upper Bear Creek Road near Evergreen Lake, and to emphasize the quality of the visitor experience rather than the quantity of visitors!

Clear Creek High School presents `Subtext `and the `9 Worst Breakups’

By Kaya Every year, Mrs. Sandblom directs the school plays, and every year they have been VERY successful. This year the two productions are “9 Worst Breakups” and “Subtext.”

Being a part of the Blue & Gold allows me to get exclusive sneak peeks and interKaya views with some of the actors/actresses and even the amazing director Mrs. Sandblom.

Sandblom said that she tries to pick uplifting and comedic plays every year. She said that this year’s play “is a really fun and funny play that everyone can relate to.”

Senior Jillian Lupinacci said she joined the play again this year because, “I’ve been doing this since seventh grade, and theater is my life.”

Jillian’s favorite parts of acting in the plays are, “learning the songs and doing the fun accents.” Sandblom said her favorite parts about theater are creativity, working together, performing and energy.

When asked what the play is about, Sandblom said she was not giving any spoilers.

I think we’ll all just have to wait and see for ourselves how things play out on Nov. 11, 12, and 13 at 7 pm. All students, staff and veterans receive free admission. General admission to the play costs $5.

Kaya is a seventh-grade student at CCMS, and some of her hobbies include riding horses and spend time with her dog.

COVID-19 positives and negatives

By Ben Whitney COVID-19 has been a big part of our lives for the last two years.

Lots changed when it came to masks, social distancing and not being able to see your friends.

Masks used to not be a part of our lives but now you have to wear them when you go to work or school.

Miss Mellon said, “I feel really oxygen-deprived” when it comes to

wearing masks.

Social distancing was a difficult thing to practice over the years.

Not being able to see your family was hard for everybody.

Miss Mellon said, “I didn’t get to see my sister and my parents, but luckily none of them died.”

A positive thing about COVID-19 from the people I interviewed is that it was nice to get more sleep and another one was that the teacher during online school couldn’t catch you playing games.

There were positives and negatives to COVID-19, but in the end, it has been a challenge, and it continues to be a challenge. For instance, Merrell Harvey said, “Now I have to COVID test twice a week so I can play football.”

CCMS volleyball has a successful winning season thanks to new coach

By Macy Garcia Having a new coach can make it hard to play, but the Clear Creek Middle School volleyball team has won every game except the games against Academy.

Macy Garcia The Clear Creek volleyball team has been having so much fun with our new coach Holly Tisdell.

When she first started, there were some inconveniences, but they are all fixed now.

Holly, the volleyball coach for the Clear Creek middle school, said: “This is middle school, and it can get pretty ugly out there, so on the court, I want you to let it all out and release the frustrations of the long day of school and show up to play with a purpose.”

Now the Clear Creek volleyball team is happy and winning.

Are masks helpful?

By Grace Middleton As we all know, there have been many mandates against COVID-19, including masks.

We all have opinions on these masks and there have been many Grace Middleton debates for and against them.

So the real question is, are they really effective?

Eighth-grade student Kambrey Martin does not think masks are effective. Kambrey said, “They are hard to breathe in and can make other health issues worse.”

Of the opposite opinion, principal Chris Gould said, “I hate having to wear them, but it helps keep people safe. Based on reliable information, mostly from public health, they make a difference.”

Not only do we have strong opinions on masks but also certain struggles.

Kambrey said “I can’t breathe, and it’s hard to play sports. They are just irritating.”

Gould said, “It really depends on what I’m doing, but I’ve gotten used to wearing them in the time they have been recommended.”

I think we can all agree that masks aren’t the most enjoyable.

Gould wanted to emphasize that he truly wishes things were different this year and said, “I’m very committed to keeping students and staff as safe as possible, and masks are one of the tools that help me do that.”

Donkeys get a kick out of pack burro racing Participants tell about the sport original to Colorado

With a reputation of being stubborn, pack burro racers will tell you that donkeys are much more than hard (headed) asses.

The sport of pack burro racing originated in Colorado as a remnant of the mining age when workers needed an animal to carry their wares.

Clear Creek County’s Bill Lee got his start in pack burro racing in a similar fashion. As a storyteller who accumulated too many props, Lee started bringing along a donkey to carry his things. Before he knew it, he started running them.

Many racers, including Lee, think the donkeys enjoy having a job to perform.

“They get used to doing different things,” he said. “I just think they are really a lot happier interacting with humans and having a job, so to speak.”

Lee rents his donkeys for others to use in racing so he can offset their cost. He says keeping any type of animal is not necessarily cheap.

Michelle Hancock has been a runner her whole life. When she discovered pack burro racing, she was hooked: adopting several donkeys and moving to Evergreen.

She points out that in some ways, donkeys uphold their stubborn stereotype.

“Sometimes the donkey will run

As a teacher, Hancock gets to dedicate a lot of her summer to pack burro racing.

“It’s like the highlight of my summer. It’s what I look forward to,” she said.

Pack burro races can range from 5 to 29 miles, and often take place on trails in the mountains and in other states. The season generally runs from May until early fall.

Linda and Lyn Drain run a Facebook page called Burro Buddies, and they offer burro training, boarding and rentals. Linda says they got into the rental side of things because of the size of their herd.

“We have our own burros that we race, but because we have such a large herd we let people borrow them,” she explained.

Linda and her husband have been avid racers since they joined the sport in 2017. They have only missed one race (and they missed it for a different race), and Lyn recently won first place in a race in Arizona.

Linda regards her donkeys as more than animals doing a job. She calls them her teammates and her family.

Many owners work with their donkeys outside of racing, including them in weddings, nursing home visits, costume dress up and more.

When the love of animals coincides with the fun of sport, it seems to produce a group of dedicated people, Hancock said.

“The community of pack burro

racing is really incredible,” Hancock said, and the passion behind these athletes’ words speaks to that.

Hiwan offers Halloween fun, learning

From princesses to killer dolls, the Halloween celebration at Hiwan Museum featured creative costumes, tasty treats and spooky crafts.

The event is aimed toward preschool and elementary aged kids and their families, emphasizing crafts and activities, said Jennee Hancock, the museum’s education specialist and event organizer. The historic setting makes the event a unique mix of history and fun.

Some of the craft stations included decoupaging Halloween-themed jars and making paper bag owls.

Evergreen Audubon’s table had a taxidermied owl, interesting facts as well as an owl pellet to view.

This year featured the first costume parade for kids and pets. The group started at the parking lot and paraded through the park with parents and friends looking on.

The event also taught Halloween history, the history of jack-o-lan-

terns and paleontology. With multiple stations featuring education specialists from the museum, guests could learn from staff dressed up as pumpkins and Indiana Jones.

Six-year-old Arleigh Heron, dressed as a princess, enjoyed making crafts and playing an apple game with her family. Her brothers were dressed as a dinosaur and an airplane. Her favorite part of Halloween is getting candy.

When she gets older, Arleigh said she would give kids 100 pieces of candy each. However, “The babies will only get like 10.”

Bodhi Rose, who attended the event with her family and friends, dressed as Boudica, a British queen who fought against the Romans. She did a presentation on the history behind her costume at school last week.

Bohdi said her favorite part was “just getting the whole outfit together. I like how there’s a Halloween party in nature.”

Clear Creek County pride on high school’s side

As you drive down Interstate 70 past Clear Creek High School, make sure to check out the colorful mural that graces the building’s north wall.

The colorful 12-foot by 13-foot mural depicts landmarks that define the area, including the Georgetown Loop Railroad, the Charlie Taylor Waterwheel, Clear Creek, Mount Evans and, of course, a gold nugget.

The mural is a collaboration among the Mountain Youth Network, a new class at CCHS called Arts in the Community and Rise Above Colorado, which is a drugabuse prevention organization. Rise Above Colorado has been working with MYN to engage students in pos-

itive activities, according to Becca Bernal with MYN, and both thought partnering with the class was the perfect way to create a mural.

Jonathan Judge, program director with Rise Above Colorado, explained that when students create something on such a large scale like a mural, they feel they are part of something bigger than themselves.

The two organizations and CCHS music teacher Micayla Bellamy, who is teaching Arts in the Community, collaborated with students in the class to brainstorm mural ideas, and then surveyed the school and Clear Creek communities about what makes Clear Creek unique.

Judge and artist Bimmer Torres designed the mural based on the students’ ideas. Then Judge used spray paint to create the outlines of the

features, and students used house paints in various hues to finish the mural masterpiece.

“Painting the mural reflects what (students) can do,” Judge said. “It’s a way to fill their world with good projects and gets youths engaged.

Something like the mural also reverses misconceptions about teens.”

Bellamy said she created the class as a way for CCHS’ performing and visual arts departments to connect with the community, and the mural fit well into her vision for the class.

Principal Chris Gould is happy with the mural and the lessons it has taught students.

“Projects like the mural provide our students with the opportunity to reach out and listen to our community, and then do something with what they hear,” Gould said. “It

pushes students to develop a couple of aspects of our Learner Profile, such as communication, leadership and critical thinking. And, at the end of it, they walk away with new skills in addition to a beautiful contribution to the community.”

As the class was painting the mural on a sunny, windy day last week, senior Kayla Deveau said it’s been fun designing and painting the mural, noting that it shows the expanse of Clear Creek County yet the small community feel of the towns here.

Sophomore Sam Shugrue has been impressed with how well the mural looks.

“It’s turning out pretty good,” he said.

Indoor air quality pilot program results for Jeffco Schools Study continues but data suggests healthier school environments are at hand

at options that would result in air quality improvements beyond the pandemic.”

In a recent Jeffco School Board study session, board members heard a presentation on the results of an indoor air quality pilot program.

Toward the end of the presentation, Kimber Preece, a District Sustainability Engineer, said the Facilities Department recommended Ultraviolet Germicidal Irradiation (UVGI) system implementations across the district as well as increased outdoor ventilation and filter efficiency.

Preece handled most of the presentation for the district. But before she got underway, Susan Harmon, Board of Education President, gave a bit of background information on the pilot program.

“Since the second quarter of 2020, the Facilities and Maintenance Department has made a significant effort to improve the indoor air quality of our facilities,” she said.

“These improvements align with industry and health care recommendations. We have also looked

The district then started taking air quality measurements at Governors Ranch as well as Ute Meadows and Stony Creek Elementary Schools.

According to Preece, those sites were chosen because they have the same floor plans and the same type of HVAC equipment.

They then used special equipment called AGAR plates to collect bacterial samples. Those plates were then sent to a lab for analysis to see if the bacteria create colony forming units (CFUs).

Each day of testing, the district took 3 measurements at each site — three interior samples and one exterior sample.

The study concluded that the district’s design and installation procedures had been done correctly, because when compared, the levels of CFUs were higher in interior samples taken from Stony Creek and Ute Meadows than samples taken at Governors Ranch.

if the systems would be a good value and be usable in a post-COVID future, for lowering levels of influenza and rhinovirus. So, it compared the cost and effectiveness of the UVGI technology to decentralized HEPA units in classrooms.

The science Preece said humans emit around 85 watts (of heat) while sitting.

She then showed a video example of smoke displacement to give board members an understanding of the way air moves through a room.

In the video, smoke enters a room through a typical duct vent near the floor. As the smoke (or air) moves through the room it gravitates toward the heat generated by human bodies. The smoke (air) then moves up the person’s body toward the ceiling in a thermal plume. Preece said when viruses are present, there are viral plumes within the thermal plumes.

As the plume rises to the level where one breathes, the video communicates in a clear way, how the placement, design and implementation of air filtration systems are important.

Preece said both ASHRAE (American Society of Heating, Refrigeration and Air-Cooling Engineers) and the EPA (Environmental Protection Agency) have given guidance on how to place in-room disinfection units and fans in order to prevent the creation of drafts across occupants, which can create unhealthy breathing conditions.

In other words, both ASHRAE and the EPA stress the importance of creating systems where air does not flow from one person onto another, to reduce the spread of droplets that may contain infectious viruses.

“As you can imagine, in a very full classroom it’s hard to put something in a room and not create a draft across the many occupants that are in that room,” she said. “I hope you also noticed in the video, social distancing and mask wearing are important because those thermal plumes can help get those pathogens away if we trap our projections with our masks.”

Preece said HVAC systems the

District already has in place in schools, work with 5-12 changes (air exchanges) per hour, which is magnitudes higher than any other system they could place inside classrooms. Another benefit of the current HVAC systems is that they don’t create drafts.

What’s next The District is currently installing the system at Everitt Middle School to see results from a larger school.

They have started collecting untreated air quality data as a baseline for the Everett study.

When it comes to costs, Preece said district-wide implementation of UVGI has a higher initial price tag, but the HEPA filter operational cost is so great that within a year, UVGI becomes the financially responsible choice. Maintenance costs of UVGI are also lower. UVGI also filters the air quicker and they’re quieter and longer-lasting than HEPA units, she said.

Preece said better indoor air quality increases performance and attendance, reduces the load on support staff during a pandemic and also extends the possibility of in-person learning.

The cost of installing a UVGI system in an elementary school is $33,000. Bell said he believes federal ESSER funds (Elementary and Secondary School Emergency Relief) can be used to pay for UVGI system implementation (but there was no final determination of that during the study session).

Bell said the estimated cost of a district-wide implementation was $8.5 million.

Board President, Susan Harmon said the research feels like the right work in terms of creating healthy environments for students to thrive — as well as being the right thing for staff, teachers and food service workers.

“I don’t think we’re a guinea pig. I think we’re a leader,” she said. “And this is the right work to be leading our district instead of waiting.”

Harmon said she is looking forward to hearing more about the Everitt study as it progresses, during upcoming board meetings.

Either way, he’d awakened that morning to find the vehicles smeared with a pasty brown substance that, when subjected to gingerly examination, appeared to be some kind of commercial chocolate icing or, possibly, boxed brownie mix carefully formulated to approximate the appearance and consistency of poop. The application wasn’t damaging to the cars, or even all that gross, but he thought he should tell somebody about it.

The cops courteously recorded the counterfeit ca-ca caper and closed the case.

Oh hush money EVERGREEN – Running low on liquid laughs, Natalie Knightrain staggered into the liquor store at a little past 9 o’clock on Oct. 3 and selected a box of her favorite fruity fermentation. His register skills not yet entirely ripe, the earnest clerk accidentally rang up twice the proper amount on Natalie’s credit card, and then immediately called the store owner to find out how to reverse the transaction. Unable to sort

it out satisfactorily over the phone, Owner told Earnest to pay Natalie the difference out of the cash drawer, which he did. Apparently not content with cash, Natalie summoned her similarly sauced boyfriend, Boone S. Fahrm, from the parking lot. While Natalie shrilly demanded the refund she’d just been given, Boone yelled at Earnest, threatened to punch Earnest, took an actual swing at Earnest, and then called JCSO to report being swindled by Earnest. Natalie showed deputies a phone app attesting that no refund had been made to her account, and insisted that Earnest never gave her anything but a big box of wine and a lot of grief. Contacted for comment, Owner suggested that deputies table the matter until the night’s receipts could be counted and any out-going funds revealed. As it happened, the till turned out to be short by one big box of wine. As he might have predicted, Natalie was less than appeased, and Owner gave her “another $20” to make her, Boone, and the problem, “go away.”

Marlboro macabre EVERGREEN – The creepy call came in after dark. Weird and

potentially occult objects had been discovered on a public picnic table.

Deputies dispatched to the scene encountered a blood-curdling tableau.

A bright Aloha shirt was spread upon the picnic table and held flat by balls of mud. Upon the shirt lay a dead bat, its lifeless wings stretched out in an attitude of eternal flight, a cold cigarette butt dangling from its gaping fangs. Deputies quite rightly labeled the incident suspicious, and presumably consigned the creature back to that dark realm from which it sprang.

Trouble to-go EL RANCHO – Prairie-bound and peckish, the Kansas family peeled off of the Interstate on the afternoon of Oct. 6 for a bite and a breather. The fast food restaurant was packed, the staffing insufficient, and the only table big enough to accommodate the hefty Heartland cohort was empty, but dirty. When pointing that out to a harried employee didn’t net instant results, Kathy Kansas went scouting for cleaning supplies and undertook the job herself, loudly grousing about it all the while.” Hearing all the harping, a harried employee broke free

from the crowd at the counter and rushed over to attend the table, at which point Kathy proclaimed that the service thereabouts was “the worst I’ve seen” and that Clan Kansas would be taking their business elsewhere. Seemingly at the end of her tether, Harried growled “I don’t get paid enough for this (shazbot),” and began raining blows down on Kathy’s head. It took several minutes and many hands to contain the commotion, by which time JCSO deputies were on hand to enforce a fragile détente. In reviewing store surveillance footage, officers found cause to cite Harried for assault.

While fully intending to press that charge, Kathy nevertheless expressed misgivings about returning across the high plains for the court proceedings in wintertime. Deputies suggested she contact the county clerk for advice on receiving redress remotely.

The Walking (and Running) Dead EAPL’s annual Zombie 5k was how some chose to start their Halloween

On a foggy Sunday morning, the zombies came out to tear through Evergreen, or maybe it was people in costumes running the annual Evergreen Animal Protective League’s Zombie 5k.

The race is a fundraiser for EAPL, featuring vendors, an auction, a bake sale and adoptable dogs.

EAPL volunteer Bambi Moss, clad in a banana suit, said the event is important for the dogs.

“It’s a great way to meet the dogs,” she said. “It’s a fun 5k for all the community and their dogs!”

Moss said this event is especially important for active dogs needing homes because EAPL is looking for active families to adopt dogs that love to run and exercise.

This year’s winner came up to the finish line with someone chasing his tail.

Sixteen-year-old Rhys Hanson from Conifer High kept his lead and took first in the race.

“It was awesome,” he said. “It hurt, but it was awesome!”

Hanson started running 1.5 years ago and is on the cross country and track teams at Conifer High.

He said he liked the pressure of a competitor behind him because it

drove him to run faster. This is the first race Hanson has ever won. He planned to spend the rest of his day meeting up with friends and trickor-treating.

After the race, participants enjoyed snacks and hot drinks while checking out vendor booths or chatting with members of Evergreen Fire/Rescue.

Archers find their own aims, outlets on indoor ranges

Archery is more than how Katniss Everdeen won the Hunger Games.

It’s whatever the archer wants it to be — a friendly competition; a therapeutic outlet for one’s frustration; a challenging, physical exercise; a mental game; a way to hunt; a way to make friends; a discipline; a skill; a sport; and much more.

Littleton-area resident Adrian Evangelista said shooting every day at Bear Creek Archery, in unincorporated Arapahoe County near Englewood, is a way to get out of the house. “(Archery) teaches you how to manage your frustration … and learn from your mistakes,” he said. “ … Life could be boring without sports.”

As the weather turns colder and the days get shorter, many archers have moved indoors for target-shooting and tournament season, which runs until March.

and its popularity has grown during the pandemic because it’s a “COVID friendly” activity, Bear Creek Archery owner Dave Marsh said.

Kevin Lewis, who owns Quick Draw Archery in Highlands Ranch, said the sport usually sees an uptick in interest after the Summer Olympics. But, Hollywood is also responsible for archery’s increasing popularity, especially among girls.

After 2012’s “The Hunger Games” movie came out, Lewis said everybody wanted to be like Katniss. He also wondered whether Disney’s upcoming “Hawkeye” TV show will likewise generate interest in the sport.

Evangelista, who started archery in 2013, recommended people give it a shot at least once, saying, “If you like it, you like it.”

Setting their sights on indoor competitions This time of year, Lewis said indoor ranges see a mix of people doing it for fun, children learning the sport, and archers practicing for tournaments.

ing hunting and 3D target courses; but indoor has its own world of events and specialists too, Lewis explained.

Conifer-area resident Dave Cenedella said he and his wife plan to compete in the Thursday night league at Bear Creek Archery.

Cenedella, who’s been practicing archery for six years, said he enjoys bow-hunting and shooting in his backyard range. Like rifle-shooting, archery requires self-reliance, he continued, but it doesn’t impact one’s hearing like rifle-shooting does.

“It’s super-challenging,” Cenedella said of archery. “There are so many variables, and you have to do everything the same way every time.”

Right now, Colorado’s best archers are preparing for this February’s Vegas Shoot, the annual indoor “Super Bowl of archery” in Las Vegas.

Castle Rock’s Chris Treloar, a staff shooter at Quick Draw Archery, said the tournament world is a lot of fun.

He’s competed in indoor and outdoor competitions, winning several across Colorado.

Treloar also enjoys the ritualistic side of archery. The state has a huge archery community, with lots of shops and organizations, so there’s

something going on every night, he said.

Fellow staff shooter Rick Typher, who lives in Highlands Ranch, appreciates how archery is therapeutic and a mental game, stating, “It’s a battle against yourself.”

Un-bow-lievable fun Whether archers only recently started shooting or have been practicing it for years, local indoor ranges have something for everyone, including private lessons and classes for all experience levels.

Many rent out recurve bows, which are generally easier to draw but harder to hold, local professional archer Steve Marsh explained.

Meanwhile, compound bows are individualized and end up being harder to draw but easier to hold, he said.

“You can’t expect to master (archery) overnight,” he said.

Marsh, who works at Bear Creek Archery and shoots for the Matthews Archery team, described how he started archery at age 8 but didn’t become proficient until he was 20.

Littleton’s Ben Hartford and his son Nathan, 14, started archery earlier this fall. Ben used to do it at camp, and revisited it when his cousin gifted him a bow. Since then, he and Nathan have been practicing how to sight their targets.

“It’s a skill,” Hartford continued.

Isaac Smith, a college student from Highlands Ranch, started five or six years ago and described it a fun hobby that he revisits whenever he can. He enjoys both indoor and outdoor archery, and likes setting up makeshift ranges whenever he goes camping.

“It can be relaxing if you don’t stress about it,” he said.

Madison Myles, who lives in the Parker area and started archery when she was 10, also has an outdoor range at home and tries to shoot at least once a week.

“I like the joy of it — the adrenaline rush,” she said. “It’s fun. Just try it out.”

Denver business offers ‘water cremation’ as end-of-life alternative Be a Tree Cremation calls it a greener way

Let’s talk about death.

“It’s really a Western culture thing, this death denial,” says Emily Nelson. “Where we just don’t really think about it or talk about it and it’s just become rather taboo.”

Nelson, the founder and CEO of Be a Tree Cremation in Denver, believes there is more to death than traditional practices.

“Our current conventional method of burial and cremation really perpetuates the idea that somehow we’re separate from nature as humans. We’re not … We don’t need to be preserved in any way,” Nelson says.

Be a Tree Cremation, the second facility of its kind in Colorado, specializes in the process of water cremation — technically known as “alkaline hydrolysis.” The process, which was legalized in Colorado in 2011, is surprisingly simple.

“The decedent gets loaded directly into this vessel,” says Nelson, motioning to a large cylindrical metal tube behind her. Then, water is pumped into the vessel along with a small amount of potassium hydroxide. The mixture mimics the natural decomposition process and gently dissolves the body, she says.

etal remains and things like gold teeth and artificial joints from surgeries such as knee replacements.

The skeletal remains are ground into ashes for the family. Other items are safely recycled.

The process also creates a nutrient-dense liquid branded as “Tree Tea.” Family members have the option to purchase small bottles of the liquid to use as nourishment for their plants at home.

Nelson says water cremation

is one of the most natural and environmentally-friendly ways to return to the earth, which is what originally inspired her to research the process.

“At Be a Tree Cremation, we really have two goals,” she explains. “To help people live on through nature, and to reduce the carbon footprint of the funeral industry, which is not insignificant.”

The process of water cremation uses about 90% less energy than

typical flame cremations, Nelson says, adding that flame cremations also emit the same amount of carbon dioxide as a 600-mile road trip.

“We have no emissions or smoke coming from our building,” says Nelson.

Prior to opening Be a Tree in Sun Valley, Nelson worked with a corporation that owns over 2,000 funeral homes across the county.

DIA chief: ‘Holiday season will be tough’ Security lines long amid passenger surge, labor shortage

Lizzie Johnson describes her most recent trip through Denver International Airport as “stressful, to say the least.” She’s flown in and out of the airport for decades, but this time was different.

When the Denver resident arrived at DIA on Oct. 15 with her husband and two kids, the Transportation Security Administration security line wrapped all the way through the baggage claim area and beyond, she said. At one point, she and her husband got separated in the crowd and had to call each other to link back up.

“There were lines and confused people everywhere,” Johnson said.

“I’ve never seen it that packed.”

Passenger traffic has bounced back sharply at DIA since the pandemic began, leading to record long security wait times and parking bottlenecks at the airport. The airport is currently seeing the fastest recovery of any U.S. hub, according to DIA leadership.

Flight records show more than 24 million passengers passed through the airport between January and June. The numbers remain high and are projected to surpass pre-pandemic levels by early next year.

In a wide-ranging press conference Oct. 22, airport CEO Phil Washington asked for patience during the surge, saying DIA was struggling to meet demand due to capacity limits and labor shortages in almost every department.

“We intend to make things better,” Washington said. “But we have a lot of work to do.”

Washington, who took the CEO job three months ago, outlined several immediate changes to help meet projected demand during the upcoming holiday season. They include the reopening of shuttle parking lots, construction of four new TSA security lines and the addition of more information kiosks, with workers known as “purple shirts,” to help passengers navigate the terminal.

Airport staff will shoehorn the new TSA lines into the existing security infrastructure as soon as possible, Washington said. He did not offer a clear timeline for the project.

To help with recruiting, Washington said he is looking at waiving commercial driver’s license requirements as a hiring condition. The solution would require drivers to use smaller vans to ferry passengers from the lots to the airport.

“I think it should be permanent,” he said. “Because this is going to be an ongoing issue as passenger volumes increase.”

Since opening in 1995, DIA has seen visitation skyrocket to roughly 70 million passengers each year.

Numbers plunged during 2020 due to the pandemic, but the airport projects volume to reach 80 million by 2025 and 100 million by 2035.

Many of its current challenges stem from the fact that the facility was built to serve roughly 50 million passengers each year, Washington said. Several long-term construction projects are in the works to expand capacity, but some have hit roadblocks in recent years.

“The holiday season will be tough,” Washington said. “But I see light at the end of the tunnel in terms of next year and after the holidays.”

Inside the terminal Oct. 22, security lines snaked well into the baggage claim area. Passengers said they were surprised by how busy the airport was, but some noted premium options like TSA PreCheck helped them reach their flights in time.

Jim Overmeyer drove to the airport from Congress Park to pick up two friends coming into town for a concert. It took him 15 minutes just to find parking, he said.

Then he got lost in the terminal’s maze of construction walls.

“This is crazy,” he said. “But I understand they’re doing what they have to do to stay relevant.”

In late October, the airport opened the first phase of its Great Hall expansion after a series of delays. The extra space will open up the main terminal and allow for better foot traffic flow, Washington said.

He emphasized passengers should still plan to at least give themselves a two-hour cushion when trying to make a flight in the coming months.

Green Mountain beats Conifer, sets sights on Lutheran

LAKEWOOD — A pick-6 by Green Mountain junior Anthony DiGrazia helped set up the Class 3A North West League championship game this week at Trailblazer Stadium.

DiGrazia intercepted Conifer quarterback Zach Zalfa and returned the pick 12 yards for a defensive touchdown Friday, Oct. 29, at Trailblazer Stadium. The scored with less than two minutes to play sealed a 20-6 victory for the Rams.

“We were expecting some sort of pass. I just watched my key and waited for the quarterback,” DiGrazia said. “I picked it for the game-winner.”

Green Mountain (6-3, 4-0 in league) has a chance to win the conference title next week. The Rams host No. 2 Lutheran at 6:30 pm Friday, Nov. 5, at Trailblazer Stadium. It will be a tall order for Green Mountain.

The Lions (9-0, 4-0 in league) have been on a tear this season.

Lutheran had outscored its opponents 470 to 66 through its first nine games. They have also running-clocked all four of the Lions’ league opponents.

“What an opportunity,” Green Mountain coach Jesse German said of facing Lutheran with an automatic state playoff berth at stake. “We are approaching it as an opportunity to prove ourselves.

They are No. 2 in the state and undefeated. They score a bunch of points. What more do you want?

To go play one of the best teams in the state to see where you are at when everything on the line.”

Green Mountain is on a 4-game winning streak after starting the season 2-3. The Rams were No. 12 in the RPI standing before the final week of the regular season for 3A football teams.

“We are just going to prepare the best we can,” DiGrazia said of facing the Lions next week.

A Mountain Bowl to remember

Rivalries can be a wonderful thing.

A healthy dose of competition adds a level of excitement and importance to what might otherwise be a toss-away game at the end of the season.

That’s definitely the case with the Mountain Bowl this year. The annual clash between the Evergreen Cougars and the Conifer Lobos, reaching back to Conifer’s very creation.

This year’s rivalry match will be 7 p.m., Friday Nov. 5, at Fitzmaurice Field, now complete with new spectator bleachers.

For Conifer, it will be the last game of the season, and Senior Night for the team.

“One last time, going out on their home field, and to do it against our rival,” Head Coach John Shipley said. “It’s a great moment for them.”

“All the kids give it their all. All these guys grow up playing together, and then go their separate ways in eighth grade,” Shipley added.

Players like Lobo senior captain Mason Rosser, a three-time letterman, have competed in the Mountain Bowl before. As had many of Evergreen’s players. But this year’s a bit more poignant, following the sudden death of Assistant Evergreen Coach Tom Poholsky earlier this season. Poholsky was active in the Mountain Youth Football Association, and was well known by student athletes at both schools.

“I think we’re at the point of the grieving process, where I think we’re using it now,” Evergreen

Coach Matt Van Praag said. “I think we’re ‘over the hurdle’ where it didn’t feel right to play. We’re at the point now where we’re playing with some energy and some fun.”

And that aspect of enjoying the game, even when facing a perennial rival, is something Van Praag said Coach Poholsky really fostered in the Evergreen/Conifer mountain community.

“He was a big believer of playing hard, but at the end of the day, shaking hands and going to hang out afterwards,” Van Praag said.

Coach Shipley says he can’t say enough about the kids and coaching at Evergreen for overcoming their loss.

But ... he says his young team has lost too many close games this season to not want to take a bite out of Evergreen to close out the season.

“They’re hungry,” Shipley says.

Among the hungriest is Gauge Womack. The Lobo senior leads a solid running corps with an average 5.6 yards a carry and six touchdowns on the season. He is joined in the backfield by quarterback Zach Zalfa, who had to step into the role after the team’s starting quarterback suffered a season-ending injury.

“I’m so proud of Zalfa, adapting to a tough situation,” Shipley said.

The Evergreen squad however, will be playing for more than just bragging rights and another year of holding onto the Mountain Bowl trophy, but also for a solid claim and higher seed in the playoffs.

The Cougars’ gameplan?

“We’ll take whatever the defense gives us,” Coach Van Praag said.

Reading that defense, and setting

the offense in motion is largely on the shoulders of junior quarterback Tommy Poholsky, the son of Coach Pololsky “He’s a special kid, so mentally tough. We’re talking about a kid rising above all of this,” Van Praag said.

And rising above, he has, throwing 20 touchdowns on the season with only three interceptions. In last week’s game versus Littleton, Poholsky threw for 195 yards and three passing touchdowns. Oh, and also scored a rushing touchdown and caught a fifth.

Versatility seems to be a theme

with this year’s team. Senior Cougar Owen Pardo is the team’s lead receiver and the kicker. Junior Jack Johnson has contributed three rushing touchdowns this season, but has really shined as a middle linebacker, leading his team in tackles.

Both coaches say that a good traditional rivalry game, especially during this year and this season, offers a level of familiarity and camaraderie that is deeply appreciated by the players no matter which colored jersey they wear.

“This should be a fun week,” said Van Praag. “It’s a good opportunity to honor Coach Poholsky.”

Conifer The Lobos lost to a tough Green Mountain team 20-6 on Friday 10/29. Zac Zalfa was able to find the end zone at the beginning of the 4th quarter to make it a 13-6 game.

Green Mountain sealed the victory late in the 4th with an interception returned for TD after they pinned the Lobo’s inside their own 10.

The Lobos face the Evergreen Cougars next Friday 11/5 at Fitzmaurice Field in their last regular season game.

Property taxes on short-term rental properties in Colorado would more than triple under a bill drafted by state lawmakers that comes as communities from Durango to Denver grapple with surging numbers of vacation rentals.

The proposal would tax vacation homes like hotels and motels, which are subject to a higher assessment, on the days they are being rented and deliver the extra revenue to public schools, fire departments, libraries and other districts that rely on property taxes.

State Sen. Chris Hansen, a Denver Democrat who sits on the powerful Joint Budget Committee and is leading the push for the legislation, said the idea is to boost revenue for local communities.

“There’s a really strong need for us to stabilize our property tax system and increase our local share,” said Hansen, referring to the rising education funding burden on the state budget. “If this is something we don’t get ahead of, it’s going to spiral out of control for the state.”

The draft bill comes amid broader conversations around short-term rentals in western Colorado. Town councils and county commissioners see limits and increased fees on properties rented through sites like Airbnb and VRBO as a way to ease a critical lack of affordable housing that is triggering a labor shortage.

In mountain communities, many think short-term rentals have already spiraled out of control. Many of them are cracking down on short-term rentals as new residents buy homes for record prices and more owners convert long-term rentals for local workers into vacation homes offered to travelers.

“It’s constantly being talked about.

Every local government is hearing the same thing: These are really impacting our communities, our neighborhoods and our quality of life,” said

Jon Stavney, the executive director of the Northwest Colorado Council of Governments.

Voters in Avon, Crested Butte, Leadville and Ouray will consider ballot questions that increase taxes on short-term rentals. Telluride voters have two ballot questions that impose caps on vacation rentals. Councils and commissioners in several other communities have stalled or capped the flow of permits for vacation homes. The new draft state legislation, which was developed this month from discussions in the General Assembly’s Legislative Oversight Committee Concerning Tax Policy and Task Force, would work like this: If a home is rented as a short-term rental for more than 30 days a year, the owner must pay the lodging property tax rate for each rental day instead of the much lower single-family property tax rate. In other words, if a property is rented out as a shortterm rental for 45 days, the owner must pay a commercial property tax rate on those 45 days in a year and the single-family property tax rate on the remaining 320 days.

A temporary reduction in the 29% commercial property tax assessment rate approved by lawmakers this year through Senate Bill 293 dropped the lodging property tax assessment rate to 26.4% for tax years 2022 and 2023 from 29%. Proposition 120, on the November ballot, would make that reduction permanent if it’s approved by voters.

The single-family property tax assessment rate is 6.9% for the next two tax years under Senate Bill 293.

Lawmakers will then decide whether to continue the reduction or reinstate the 7.15% assessment rate.

The assessment rate works like this: If property’s fair-market value is $1 million, its assessed value for purposes of taxation would be $264,000 if it’s considered a commercial property. If it is considered a residential property, its assessed value would be $69,000.

The higher the assessed value, the more taxes the property owner pays.

at second homeowners and investment property owners. The 30-day threshold is considered a protection for owners who only occasionally rent their homes.

“You don’t want to create a bunch of overhead for somebody who is renting it occasionally,” Hansen said.

Still, Hansen is open to changing the threshold for when homeowners would have to start paying lodging property taxes on rental days.

“I’m not stuck on 30,” he said. “It’s just sort of the opening gambit.”

Mark Chapin, Eagle County’s assessor and the co-chair of the Colorado Assessors Association’s legislative committee, is working with Hansen on how best to draw a line between investors who rent for returns versus owners who rent occasionally to offset costs.

Chapin worries that assessors in smaller communities will have a difficult time tracking down owners of vacation homes and then valuing their properties based on the number of days it rented to vacationers.

“It depends on the scope of the legislation and what the legislature is trying to capture,” Chapin said. “If they are saying all short-term rentals need to be valued and placed on the tax roll … that is not daunting but it certainly would require more employees.”

But if lawmakers focus only on properties that are used exclusively for short-term rentals, Chapin said, “that changes that game.”

The focus for assessors in mountain communities is to help communities address long-term housing for workers as well as “treating everyone fairly and equitably,” Chapin said.

“Sen. Hansen’s concern is, from a real property valuation standpoint, that the short-term rental is the same as a hotel and motel, so their tax should be based on a higher assessment rate,” Chapin said.

Colorado Springs has one of Colorado’s most robust short-term rental markets. There are many investment companies that are acquiring and renting homes. But for a major city, the number of homes available for rent is not having a huge impact on housing for workers, El Paso County Assessor Steve Schleiker said.

Schleiker sees big differences

between owners of short-term rental properties in urban counties on the Front Range and vacation homeowners in resort-area communities. He wonders if a statewide policy on short-term rentals would work for both urban and rural communities.

Schleiker, who also serves on the board of the Colorado Assessors Association and was named Colorado Assessor of the Year in 2019, sees some challenges in switching shortterm rentals over to commercial property tax assessment.

First, Schleiker pointed to the hundreds, if not thousands, of El Paso County’s military veterans and personnel who have mortgages through the Veterans Administration.

They could have their note called if their homes are assessed as commercial properties, he said. Other lenders might also have issues with owners of residential homes being assessed at commercial rates, he said.

“That has already happened twice with two property owners … who converted a portion of their home to rent on Airbnb,” he said. (Those owners were refinancing, Schleiker said, and the appraisal report noted the rental operation, which alerted the Veterans Administration lender to a potential violation of their residential mortgage terms.)

Schleiker also worries that utilities and insurance providers may change their rates for homeowners whose properties are assessed as commercial.

“Our lawmakers need to be very, very careful looking at this,” he said.

“I wonder if folks are looking down the road at the ramifications. I see more cons than pros, but I understand the purpose.”

Schleiker has an idea he thinks could work better. Why not create a new assessment for lodging properties, both hotels and short-term rentals, that falls somewhere between today’s commercial and residential rates? Senate Bill 293 set the model, Schleiker said, by carving out new property tax subcategories for multifamily homes and agricultural and renewable energy properties.

this bill, I will be very vocal with my concerns,” Schleiker said. “Maybe there’s some middle ground with an assessment between commercial and residential for short-term rental properties offering lodging like a hotel and motel,” Schleiker said.

The Legislative Oversight Committee Concerning Tax Policy and Task Force voted 5-1 last month to draft the legislation. The lone “no” vote came from Rep. Dan Woog, an Erie Republican.

“At that point I really saw behind the curtain of conventional burial and cremation work, and just didn’t feel right about it. I just knew there had to be a different option for people,” Nelson says.

Cremations have only recently surpassed burials as the most popular end-of-life option. According to 2019 estimates from the National Funeral Directors Association (NFDA), by 2040 “the cremation rate in the U.S. is projected to be 78.7% while the burial rate is predicted to be just 15.7%, signifying that cremation is no fading trend.”

A traditional fire cremation is estimated to produce an average of 534.6 pounds of carbon dioxide per person. As journalist Eleanor Cummins noted in a report this month

“I just think that’s a local control issue,” Woog said. “I just don’t think the state legislature needs to come in and create some blanket policy.”

Besides his big-government concerns, Woog also worried the policy change would result in higher prices for consumers.

That’s exactly the point, Hansen said.

“It’s essentially a passthrough,” he said. “If you have a lack of tax parity, you’re basically creating a tax subsidy for a lodging property and you get unintended consequences.”

Hansen also brushed off concerns about keeping tabs on how many days a property is rented out. “We’re obvi-

ously counting on the taxpayer to correctly report and remit, just as we do every other part of the tax system.”

This is not the first time a Colorado lawmaker has tried to shift vacation rentals over to commercial taxation.

In 2020, state Sen. Bob Gardner, a Colorado Springs Republican, introduced a similar piece of legislation. It was rejected, but not before creating an uproar among resort-town real estate brokers and short-term rental owners in the state.

Gardner said he was just trying to start a conversation about the tax parity issue.

Hansen is fully cognizant that his legislation is likely to prompt as much

feedback as an Airbnb listing that makes false promises.

“I think there’s a very loud group that owns second homes that would like not to pay appropriate property tax,” he said. “I get that. We as the legislature have a larger responsibility to have a sustainable funding mechanism for schools.”

“Realistically we can really only work with one person a day,” says Nelson. “Once we hit one person a day in the month, we’ll really be at capacity here and start looking at other ways that we can serve more people.”

Nelson says Be a Tree’s packages start at $2,250 and they include water cremation, transportation and a basic urn. That is significantly cheaper than the average burial process. A casket alone costs an average of $2,000, according to the Federal Trade Commission. In 2019, the cost of burials in Colorado averaged $6,907 while the average cremation came out to $4,517, according to data

from the NFDA. While Be a Tree’s process is timeconsuming, having fewer clients means that Emily and her team can work closely and intentionally with each family. Appointments are often filled with music requested by the decedent’s family, while incense, sage, and candles are lit.

“Even though this is a really technology-driven process, it’s still a person, and it’s still someone’s loved one,” says Nelson.

Apart from what the family takes home, the majority of the liquid is sent to Half Moon Farm in Lakewood to be used on flowers and other non-edible plants. The partnership between Be a Tree Cremation and Half Moon Farm started about a year ago, when both facilities opened.

“It’s one of the healthiest ways in returning us back to the earth,” says Eric Rooney, owner and “chief plant companion” at Half Moon Farm.

“Everything that’s in our fertilizers is what’s in this liquid,” says Rooney. They regularly test the Tree Tea, which is a non-toxic solution of amino acids, peptides, sugars, and soap. The exact makeup “will vary from person to person,” says Nelson.

The flowers from Half Moon Farm travel all over Colorado — to weddings, funerals, dinner parties, and a variety of other celebrations.

Leaves to treasure

Memories of times and places from my childhood flood my mind this time of year whenever I toss on a light jacket and grab a rake. I remember jumping in piles of newly raked leaves on a Saturday morning, and the smell of burning them by the curb at day’s end. It was legal to do that then, even in the city.

I also recall sitting on the front porch with my friends, weaving colorful leaves into crowns just as we had done with dandelions and daisies the previous spring.
