YOU ARE HEREBY ADVISED that the Petitioner, has filed a Motion to Terminate the Parent-Child Legal Relationship which now exists between you and the above-named child;
YOU ARE FURTHER ADVISED that the Motion has been set for hearing in Division DI of the District Court in and for the County of Adams, Adams County Justice Center, 1100 Judicial Center Drive, Brighton, Colorado, on the 1st day of August, 2022, at the hour of 10:30 a.m., at which time the Petitioner must prove by clear and convincing evidence 1) It is in the best interests of the child, that the parent-child legal relationship which exists between you and the child be terminated and severed; 2) That the child was adjudicated dependent or neglected; 3) That an appropriate treatment plan has not reasonably been complied with by the parent or has not been successful; 4) That the parents are unfit; 5) That the conduct or condition of the parent or parents is unlikely to change within a reasonable time; OR 1) That the child have been abandoned by their parent or parents in that the parent or parents have surrendered physical custody for a period of six months and during this period have not manifested to the child, the court or to the person having physical custody a firm intention to assume or obtain physical custody or to make permanent legal arrangements for the care of the child and 2) That it is in the best interests of the child that the parent-child legal relationship which exists between the child and the respondents be terminated and severed. The Court, before it can terminate the parent-child legal relationship, must find that a continuation of the relationship is likely to result in grave risk of death or serious injury to the child or that your conduct or condition as a parent renders you unable or unwilling to give the child reasonable parental care.
YOU ARE FURTHER ADVISED that you have the right to have legal counsel represent you in all matters connected with the Motion to Terminate the Parent-Child Legal Relationship. If you cannot afford to pay the fees of legal counsel, you are advised that the Court will appoint legal counsel to represent you at no cost to you upon your request and upon your showing of an inability to pay.
YOU ARE FURTHER ADVISED that a grandparent, aunt, uncle, brother or sister of the child must file a request for guardianship and legal custody of the child within twenty days of the filing of the motion to terminate parent/child legal relationship.

NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Adams County.
REQUEST FOR RELEASE OF FUNDS
On or about August 8, 2022, Adams County will submit a request to Housing and Urban Development (HUD) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as City View Park Renovation Project for the purpose of improving City View Park, which is located at 8150 City View Drive in Adams County. The park, which is owned by Adams County, encompasses a significantly sloped parcel consisting of approximately 4.31 acres of primarily mowed grass and vegetation. The county proposes to add surface parking, new playground equipment, and possibly shelters, picnic tables, benches, trash cans, and other small-scale park facilities determined by community feedback. Approximately $600,000 in HUD funding will be involved in this project which will cost approximately $1.25 million total.
FINDING OF NO SIGNIFICANT IMPACT
Adams County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 4430 S. Adams County Parkway, Brighton, CO 80601 and may be examined or copied weekdays 8 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Adams County. All comments received by August 5, 2022 will be considered by Adams County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Adams County certifies to HUD that Lynn Baca in her capacity as Chair of the Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Adams County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and Adams County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Adams County; (b) Adams County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before

approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, Acting CPD Region VIII Director, at CPD_COVID-19OEEDEN@hud.gov. Potential objectors should contact CPD_COVID-19OEE-DEN@hud.gov to verify the actual last day of the objection period.
