Colo. eyes tougher water-quality rules for South Platte, Clear Creek Advocacy groups demanded reversal of previous decision BY MICHAEL BOOTH THE COLORADO SUN

The state Water Quality Control Commission has reversed itself and agreed to consider tougher protections for urban streams, another sign of activists deploying recent environmental justice laws in safeguarding local water, land and air. The commission on Dec. 13 unanimously accepted demands in a petition from a coalition of conservation and advocacy groups that they revisit staff recommendations rejected in 2020 that would have upgraded protections for the South Platte River and Clear Creek. The upgrades rejected at a June 2020 commission meeting would have made it harder for industries and other water polluters to get effluent permits in stretches of heavily impacted urban waters that nevertheless show some signs of fish and wildlife recovery. That 2020 decision, and a commissioner’s statement that higher protections were reserved for “pristine mountain waters,” infuriated a coalition of dozens of conservation groups and local governments, from Colorado GreenLatinos to Trout Unlimited to Denver City Council members. They wrote to Gov. Jared Polis ahead of the Dec. 13 meeting arguing that the statewide commission was “prioritizing industrial profits over the safety and well being of residents who have been historically disproportionately affected by pollution.” Commission staff told the advocacy groups it was the first time in their knowledge of the commission’s history that petitioners had successfully forced such a reversal. The commission staff will now set a schedule for formal reconsideration of the decision in 2022. “This is a first for impacted environmental communities,” Colorado GreenLatinos director Ean Tafoya said. He called it “a huge step

forward for our community,” and encouragement to community groups to “use every tool available in our collective pursuit for environmental liberation.” Conservation Colorado water advocate Josh Kuhn said the decision confirms that “no river is beyond repair, and state policy should support that fact. “Revisiting a bad decision that allowed industry to pollute our rivers is the right choice for our waterways and our communities — especially in North Denver where residents have been harmed by pollution for too long,” Kuhn said. “We urge the commission to listen to their own experts and improve protections for Clear Creek and the South Platte River.” Colorado’s director of environmental health and protection, Shaun McGrath, invoked the justice directives of House Bill 1266 passed

earlier this year when recommending the commissioners accept the petition and revisit their 2020 decision. “The department has really learned a lot about how to more properly engage environmental justice issues and to ensure that disproportionately impacted communities are considered when we’re proposing or considering rules and policies,” McGrath said. Commissioner Jennifer Bock said it was important for the group to consider the “strong reaction” from community groups and conservationists over the past year and a half. “It is probably not fun to go back and look at these issues again, but I think it’s our responsibility,” she said. In November, a coalition of advocacy groups pushed the Air Quality Control Commission to toughen their update of an EPA-required regional haze plan that can force cuts to industrial emissions for cleaner air in national parks and other wilderness sites. State staff had recommended the commission stay on a pre-set schedule of pollution cuts without adding a new layer of haze regulations. But the conservation groups pointed to justice legislation in demanding more cuts for the Suncor refinery in Commerce City, which neighbors in north Denver say has long subjected their communities to health problems. Alan was born in Erie, Pennsylvania on October 31, 1959 to Helen and Albert Morrish. He was raised in Alden, New York along with five siblings. After graduating from Alden High School in 1977, he moved to Phoenix, Arizona. A year later he moved to Boulder, Colorado where he met his wife, Libby Underwood. They moved to Alden, New York and had their first child, Cassie. Alan’s job moved them to Texas and then onto Oklahoma.

Alan’s hobbies included camping and fishing with his wife, kids and grandkids. He loved to grow vegetables and work on his yard. His hope after retirement was to travel with his wife all over America.

Clarelynn (Lynne) Crase passed away at her home in Winlock, Washington to enter her heavenly home with her Lord and Savior Jesus Christ. She was born in Alton, Illinois to Richard F. Klaas and Georgine E. Thimmig Klaas. She grew up in Brighton, Colorado, graduating from Brighton High School in 1959. She attended Colorado State University and graduated from business college in Kansas City, Missouri. There she met Ronald B. Crase, USAF, who was an air traffic controller at Richards-Gebaur Air Force Base. They married on November 29, 1963, and soon moved to the San Francisco/ Oakland area where Mr. Crase was born. There he began his career with the FAA, working as an Enroute Traffic Controller and Flight Service Specialist at several locations in northern California. They were blessed by the birth of their daughters Deborah and Cynthia. When the family moved to Renton, Washington in 1979, Lynne continued to keep the home ship on course for the family. Over the years, Lynne enjoyed her church fellowships, bible studies and teaching in Children’s Ministry, family vacations, bowling, gardening, and keeping in touch

with friends and family with handwritten letters. Mr. Crase retired from the FAA while living in Renton and he and Lynne purchased a rural property in Winlock, Washington. While there they were active in church, short travel trips, hung out with wonderful friends, and enjoyed the flower beds. Following her husband’s death, she continued to appreciate church, home, family, and friends.

Alan decided to change careers and went to Lineman school in Stillwater, Oklahoma. His second child, Jason was born then. Alan worked for The City of Stillwater for three years and then went to work for Oklahoma Gas and Electric in Drumright, Oklahoma. During his 13 years in Drumright, he had another son, Joshua and his daughter, Carlie.

After Oklahoma Gas and Electric downsized, Alan moved his family to Castle Rock, Colorado. Four years later, Alan went to work for United Power in Brighton, Colorado. Alan retired from United Power on November 1, 2021 after 22 years of service.

Alan is survived by his wife, Libby and three children, Cassie, Jason and Carlie. He also is survived by two grandchildren, Maryjayn and Levi along with a granddaughter, Leanor that will be born in February. He is preceded in death by his son, Joshua and his dad, Albert Morrish.

Alan’s love for his savior, Jesus assures, us he’s in heaven awaiting the rest of us. Services honoring Alan were on Friday, December 17, 2021 at First Baptist Church of Hudson, in Hudson, Colorado. Lynne was preceded in death by her husband, Ronald B. Crase (2003) and is survived by her daughter Deborah, son-in-law, Michael; daughter Cynthia; grandchildren, Brian, Sarah, Renett, and Nikole; two great grandsons, Alex, and Zachary; and her brother Stephen R. Johnson and his family of Colorado. A “Celebration of Life” service will be at Tahoma National Cemetery, Kent, Washington on Friday, January 14, 2022. From Detective to Real Estate Broker Ribbon cutting ceremony for a new real estate broker BY BELEN WARD BWARD@COLORADOCOMMUNITYMEDIA.COM

Zahra Al-Arahawi celebrated her new Real Estate business with a ribbon-cutting ceremony with the Brighton Chamber of Commerce on Tuesday, Dec. 14. “I understand that kind of lifestyle on how your home should be a sanctuary,” said Al-Arahawi. “It’s the ultimate: When you know you have made it -when you buy your first home.” Al-Arahawi and her family were Iraqi refugees that moved to a Saudi Arabia refugee camp and it’s where she was born. Then 1995 they immigrated to Minnesota. After living for years in Minnesota Al-Arahawi moved to Colorado in 2014 and purchased her first home in Lochbuie and also became a police officer.

“My Dad built our first house out of the cinderblock in Saudi Arabia then we moved to Minnesota. When we moved here my family did not own a home and homeownership is big deal for myself and my family,” said Al-Arahawi. After moving to Colorado Al-Arahawi became a police officer with the Wheat Ridge Police Department and then moved up to a detective with the automotive Task Force working all of

the metro areas from to Monument and Weld County. She also worked for the state. “When I entered the police force, I wanted to become a detective and work in government,” said Al-Arahawi. After several years of working as a detective, Al-Arahawi decided to re-invent herself and became a Real Estate Broker with Price & Company Real Estate.

“When I bought my house I got into real estate as investments and also personal investments for family future generations. So, my last few years in law enforcement my heart wasn’t into it anymore,” said AlArahawi. Al-Arahawi had been thinking about what to do for a year and because she had an interest in real estate, it was the natural choice for her. Al-Arahawi said, “I wanted to feel that same passion that I felt when I first got into law enforcement. I regret not doing it sooner because I’m enjoying myself. “ Al-Arahawi networked and mentored Price & Company Real Estate about the processes of becoming a broker. “I decided this is what I want to do. It’s been great ever since I work primarily with veterans and with law enforcement,” said Al-Arahawi. I can also help some immigrants that are first-time homeowners. Immigrants are close to my heart.”

United Power made it official Dec. 14. It filed a notice of intent to pull out of the Tri-State Generation and Transmission Association, effective Jan. 1, 2024. A press statement said the Federal Energy Regulatory Commission accepted the time frame in late October. “United Power has unsuccessfully attempted to modify its all requirements with the G&T (Generation and Transmission Association) for more than three years,” United Power’s statement said. “In the last nine

months alone, United Power has tendered three formal term sheets and held numerous high-level meetings.” But, the press release said, “leadership at the G&T has been unresponsive” to the change requests. “United Power’s notice to withdraw from membership is not surprising, given its actions over several years and its multiple attempts to terminate its wholesale power contract at the lowest possible cost, no matter the impact to its fellow members,” said Tri-State CEO Duane Highley in a statement. “”We worked with United Power to understand its individual needs, but each of its proposals

would have harmed the other utility members of Tri-State.” United Power CEO Mark Gabriel said Tr-State ignored efforts “to come to an amicable arrangement that better supports the needs of our members while guaranteeing that our prior commitments are met.” “Instead of working with us in the pursuit of lower-cost, cleaner options, Tri-State has resisted this development,” he said in a statement. “Contrary to United Power’s public assertions, Tri-State has moved rapidly to transition to clean energy and provide more value to its members,” Highley said in his statement.

“Through its member-developed responsible energy plan, Tri-State is leading in the clean energy transition, including greatly adding significant renewable resources, decreasing carbon dioxide emissions and increasing member power supply flexibility.” Several cases in front of FERC and various courts (Denver, Adams County and the U.S. Court of Appeals) will decide United Power’s exit fee, plus exit fees for other power coops that left Tri-State the past five years. United Power’s statement said at least six other coops are considering similar measures.

With work on a new Adams County Veterans Memorial in progress, Adams County veterans are looking for a name for the park. “Remembering our veterans and recognizing those who gave the ultimate sacrifice are why this memorial is being built,” Adams County Commissioner Chaz Tedesco said in a written statement. “Engaging our youth in this process ensures those sacrifices aren’t forgotten.” The memorial is being built in Adams County’s Riverdale Regional Park on the banks of the Mann-Nyholt Lake. Work began in September and plans call for opening and dedicating the new memorial late summer 2022. When finished, the memorial will be a life-sized model

Preoccupied with being preoccupied this holiday season

henever I am together with a group of family and friends and I notice people preoccupied with their phones, I ask them, “Are you texting me?” Or, if I happen to have everyone’s cell phone number, I will send them all a group text, “Are you texting me?” Both usually get a chuckle and now, if I happen to get caught doing something on my phone, someone invariably sends me that same text or just asks me if I am texting them. Maybe a little truth in humor? My example is a simple scenario and one that is unfortunately played out in more homes and at work than any of us cares to admit. Did the pandemic make it worse as we became bored and went in search of ways to entertain ourselves? And now that we are back to work or in some kind of hybrid work environment, is our preoccupation more of a habit that gets under the skin of those around us? Or are others too preoccupied as well, lost in whatever is happening on their own devices? Maybe a little truth in reality? Our kids will basically give us

Isolation and loneliness carry health risks for older Americans

e’re heading into the holiday season, which is often embraced as a time to get together with friends and family to celebrate traditional holidays. However, what can be a joyous time for some, may be difficult for older adults who are more vulnerable to social isolation and loneliness. Particularly during the holiday season. In fact, a recent report showed that nearly one-fourth of adults aged 65 and older are socially isolated. Loneliness and social isolation are serious health risks, particularly to at-risk individuals, such as older adults. A substantial body of evidence demonstrates that social isolation presents a major risk for premature mortality, comparable to other risk factors such as high blood pressure, smoking or obesity. In addition, poor social relationships (characterized by social isolation or loneliness) were associated

Ravens turn inward to right early season ship BY STEVE SMITH SSMITH@COLORADOCOMMUNITYMEDIA.COM

It’s early in the boys basketball season. But Riverdale Ridge’s team may have hit a turning point on two fronts. One was an overtime win against Prairie View earlier this month. One reason for the overtime win may rest with a couple of veteran players, RJ Holliday and Ryan Leopold. Leopold is in his third year on the varsity team. He’s averaging 16 points a game through the first five contests. RRHS won three of its first five games. “We wanted to take some responsibility,” Leopold said. “We want to help accomplish what we can accomplish.” Aside from Holliday, there are just two other seniors – Lane Hawkins and Anthony Chavez – on the squad this year. “The seniors can help everyone

be prepared,” said Holliday, who’s averaging three points, three rebounds, two assists and a steal per game through the first five outings. “It’s what we have to do. It’s a given. It’s automatic that you have that trait in you.” Coach Byron Gray said he’s looked at the way some college teams – he cited Duke and the University of Colorado – grow internally. “They are good teams, and they have players who look at themselves as leaders,” Gray said. “They take it up amongst themselves. If they can’t work it out, then I get involved.” To Leopold, being a leader “comes easy.” “I want everyone to look at me as a leader,” Leopold said. “I want to lead by example. I’m a player who leads by example.” Holliday doesn’t mind that spot either.

“I love it,” he said. “It’s the heart of the team, and I want to help everybody. It’s a brotherhood. We talk through everything. It’s more of a family.” “Everyone understands that we’re trying to make this better. We’re not doing it to be mean,” Leopold said. “Everyone wants to be the best we can.” Both Leopold and Holliday agreed it was helpful for teammates to hear suggestions from different sources. “People respond better when they hear a different voice,” Holliday said. “It’s not the same person telling you the same thing,” Leopold said. “It helps.” Gray expected his team to be playing better earlier in the season. But he also knew COVID and other related issues would get in the way. “A lot of these guys have never seen big crowds. The game against

Skyview (a 56-51 win) and the one against Prairie View (a 64-59 overtime win)? Those crowds were massive,” Gray said. “I’m pleased where we are. We had kind of an easy summer, and we came into this year expecting things to be easier. That’s not realistic. They realize this is going to push us to where we need to be.” The Ravens return to action at 7 p.m. Tuesday, Jan. 4, at Platte Valley. “We were shaky,” Leopold said. “We fixed things, and we feel better. After that overtime win, we made good strides. We were fed up playing close games against bad teams. We needed to make a change.” “We want to be dominant,” said Holliday, who transferred to RRHS from Bishop Machebeuf. “We hear it every day, people telling us to be better players. We finally started to believe in each other.”

Youth basketball skills challenge More thkan 35 participants from the Brighton area participated in the Colorado Association of Recreational Athletics Basketball Skills Challenge Competition at the Brighton Recreation Center Dec. 11. Eight of them advanced to the

sectional round. They are: For the boys: Jeter Harshmen, first place 6- and 7-yearolds; Brayden Rogel, first place 8- and 9-year-olds; Derek Daines, first place 10- and 11-year-olds; : Brayden Barnett, first place 12and 13-year-olds. For the girls: Zoey Rogel, first

place 6- and 7-year-olds; Jubilee Beard, first place 8- and 9-yearolds; Giovanni Carcamo, first place 10- and 11-year-olds; Olivia Evans, first place 12- and 13-yearolds. The sectional round is in February. Winners there move on to the state competition.

SPORTS BRIEFS Budget means turf Brighton City Council approved a $155 million budget for 2022 last week. Part of that includes installation of turf on all four fields at the Brighton Adult Sports Complex, all four fields at Pawlowski fields and scoreboards on all four fields at Pawlowski fields next year.

Justice and cultural concerns are also coming into play for Xcel Energy’s plans to criss-cross portions of Colorado with much-needed new transmission lines. Many advocacy groups want the transmission lines in order to link together clean energy farms and provide reliable energy, but the planned routes may also interfere with valuable cultural sites and other environmentally sensitive areas. In the urban water decisions, the water quality commission made two choices in 2020 that launched an

18-month effort at reversal by the environmental and advocacy coalition. The division staff and many outside government agencies and neighborhood groups wanted stronger protections for the muchmaligned streams of Clear Creek, passing the Molson Coors beverage plant, and the South Platte River as it flows out of north Denver and through Commerce City. Advocates for the rivers said plant life and wildlife could make a comeback, and any industrial discharges into the water should face stiffer review. Industrial users filed briefs arguing that the streams had little environmental value remaining and that they shouldn’t suffer regulation that would restrict their business.
