COVID mask-wearing order for Arapahoe, Adams counties Jeffco, Denver also get mandate; Douglas County passes

Facing the possibility that the current COVID-19 surge could breach Colorado’s hospital capacity, the public health agency for Adams and Arapahoe counties has issued a new indoor mask-wearing mandate, effective Nov. 24 through at least the end of the year.

The Nov. 22 mask order from the Tri-County Health Department’s board echoed those from health authorities in Jefferson County, Denver and some other counties, while Douglas County leaders signaled Nov. 23 they don’t plan to require the wearing of masks.

Hospital demand was the driving force behind the action by the board of Tri-County Health — which serves Adams and Arapahoe counties and provides certain services in Douglas County — to approve the new mask mandate.

With rates of new coronavirus cases reaching levels not seen since last December — and daily deaths among those with COVID-19 recently hitting numbers higher than they did during the first wave in spring 2020 — coronavirus hospitalizations in Colorado may soon overtake last December’s peak. That mark was 1,847 confirmed COVID patients on Dec. 1, 2020.

The Colorado School of Public Health has estimated a 48% chance that hospital demand exceeds 2,000 beds in the next several weeks if coronavirus trends remain on their current trajectory, John Douglas, executive director of Tri-County Health, cited during the Nov. 22 meetiong of the agency’s board.

Hospital bed capacity in Colorado is now at an “all-time low” compared to other times during the pandemic, Douglas’ presentation said. That’s partly due to patients hospitalized for conditions other than COVID-19, although COVIDspecific hospitalizations themselves have been on the rise for months.

The mask order applies to all people 2 and older in all public indoor spaces in Adams and Arapahoe counties with certain exceptions.

Douglas mentioned recent requests to the state public-health department to institute a mask mandate — pleas that have gone unanswered.

“We felt that if the state was unwilling to act, metro-wide action” could help alleviate the hospital crisis, Douglas said during the meeting.

Also on Nov. 22, the Jeffco Public Health board voted 4-1 to institute a mask mandate for people 3 and older.

Denver followed suit with a mask order a day later. Boulder and Larimer counties already had issued mask mandates in recent months.

Tri-County’s order will not apply in Douglas County, where the county’s new health department — created amid county leaders’ unhappiness over Tri-County Health’s COVID-safety rules — has authority over countywide public health orders.

Douglas County officials are not considering a mask mandate there, a county spokesperson said. And

at a Nov. 23 meeting, county commissioners -- two of whom are also board of health members -- sounded unconvinced that a mask order was needed in the county.

“We are seeing breaking points in other systems around the state and the metro area,” Douglas County Commissioner George Teal said in the meeting. “I have an appreciation for the system here in Douglas County being stressed. There’s a big difference between a system being stressed versus a system breaking.”

Mayoral candidates knocking on doors in run-up to runoff vote Voters have until Dec. 7 to pick mayor

Brighton’s mayoral candidates said they were campaigning the old-fashioned way in the last few weeks before the city’s Tuesday, Dec. 7, runoff vote.

“We are out every day, knocking on doors,” Mayor Greg Mills said. “I am out there in different neighborhoods each day letting them know: You voted for Mills me once, please vote for me again.”

His challenger, Laurie Lozano Maier, said she’s following a similar tack.

“I’m doing a lot of door-knocking, been making a lot of Maier individual contacts,” Maier said. “I’m going to try to use social media more,

because I know I have not used it to its full potential.”

The two were the top vote-getters in Brighton’s Nov. 2 ballot. Incumbent Mills wound up just short of half the votes cast -- 3,599 votes out of the 7,618 cast, according to the state’s election site. Maier was next, with 2,682 votes - about 35 percent of the vote.

Wayne Scott, the third candidate on the Nov. 2 ballot, had 1,337 votes.

That’s about 17.6 percent of the total votes cast.

In all, about 32 percent of the number of registered voters cast ballots in the city - barely better than Adams County’s overall turnout rate of 31 percent but falling behind Weld County, which had a 33 percent turnout rate, and the statewide voter turnout rate of 40.2 percent.

City Clerk Natalie Hoel said runoff ballots were mailed to all registered Brighton voters, just shy of 24,000 ballots. They need to be returned to the city by 7 p.m. Dec. 7.

No early results Ballots can be dropped off at the box at Brighton City Hall between

now and Dec. 7. Hoel said the city will open a second ballot drop-off box at the Eagle View Adult Center, 1150 Praire Center Parkway, Dec. 7, the day of the election.

Hoel said the city rented voting equipment to count the ballots after 7 p.m. Election Night and will post results to the city’s web page, https://brightonco.gov/ once those votes have all been tallied.

“We will not have updates, like the county does,” Hoel said. “The county posts results at, say, 7:15 p.m. and then updates the results as more ballots are counted. We won’t do that. We’ll wait until everything is done and counted and then we’ll post the results.”

Downtown Maier said she knows she has to spread her message to overcome Mills. Her goal now is to help Brighton manage the growth it has experienced over the last few years, balancing development and traffic issues and focusing on water quality and wastewater treatment.

I have concerns about our downtown historic district, and we need to elevate it.”

She said she doesn’t think the city has done much to help businesses in the old downtown.

“There is so much more we could do that we are not doing,” she said.

“That’s something I want to look at as well.”

Mill said his campaign goal is to remind residents what he and the current council have done.

“I’m just reminding folks that if they voted for me before, please vote again,” Mills said. “The best thing I can say is vote again, and know I appreciate your support as we move things forward.”

Being ready to help key for CASA volunteers Program gives kids in court an adult advocate to guide them

The first time Larry Varys heard the term “CASA”, it was from a student in his class at Regis University.

“I thought she was speaking Spanish to me,” the now semi-retired teacher remembers with a chuckle.

But Varys soon learned that CASA was an acronym for a Court-Appointed Special Advocate.

Court-appointed special advocates are volunteers who spend time with youth and children with active court cases in truancy or abuse and neglect. They need someone who will provide not only a stable connection but speak on their behalf.

CASA does that, based on the program definition listed on the Colorado CASA website: “A CASA is a trained community member who acts as an agent of the court. They work directly with the professionals on the case to make sure that the

best interests of the children and youth they serve are always frontand-center.”

Varys appreciates the purpose of the CASA organization. He and his wife adopted two kids in the early 1980s without this additional support.

“We became CASAs because of our kids,” he says. “We knew the value.”

That was 10 years ago.

Since his introduction to the organization, Varys’ volunteer efforts as a CASA have included working with caseworkers, Guardian ad Litem’s, judges, and of course, the kids.

“There are commonalities to each case—mainly, kids need to be valued,” he said.

This idea of value drives Varys’ concerted efforts on behalf of the kids. He writes regular reports to the court, updating judges on the child’s progress in school, or therapy interventions, or how placement in a foster home is progressing.

“There is a lot of input into a case,” Varys said. “You have to build trust with the team. Overcommunicate. Sometimes foster parents think a CASA is butting into parenting.

More than 2,200 volunteers serve as CASAs for more than 4,500 children, according to the organization’s Annual Report.

A former caseworker with Jefferson County, who asked that her name be withheld, said she had worked with more than 12 CASA volunteers.

“Every experience has been amazing,” she said. “To have another positive role model in kids’ lives and another adult showing up for them is an opportunity to heal from trauma. I have seen CASA’s show up for kids during their hard times and their good times.

They are an incredible resource to caseworkers and have the ability to make a significant change in a child’s life.”

Most of the time Varys feels deeply appreciated in his role as CASA. “Jefferson County treats us like professionals—like we are paid experts.”

He knows that his input into a child’s life matters. The relationship they build together through his visits lasts long after he is dismissed from a case. He keeps in contact

with his “kids,” calling them or taking them for bike rides or the occasional ice cream. He believes this connection remains vital because “…you don’t want to be another statistic in a child’s life, so they say, ‘Well, there’s another person who didn’t stick with me.’”

The CASA organization is always seeking more volunteers, so Varys encourages participation.

“It’s a roller coaster of emotion.

But if you are mature and stable, this work is wonderfully rewarding,” he says. The most important factor for a fresh volunteer to consider is the time commitment to a case. Volunteers must spend time with their assigned child, be an active part of the caseworker’s team, and write court reports.

The organization is broadening its scope of services to children, though, so soon, volunteers will have other options, like tutoring a child or helping in office work.

“We had to create a hierarchy to meet the needs,” Varys explains.

“The needs of children are huge.”

Veteran news leader named Colorado Community Media editor

Lisa Schlichtman will oversee CCM’s 8-county news operation STAFF REPORT

The next editor-in-chief of Colorado Community Media is Lisa Schlichtman, an experienced, award-winning news executive and an industry leader.

CCM Publisher Linda Shapley made the announcement Nov. 29.

“I’ve been familiar with Lisa’s award-winning leadership for a number of years, and to have someone with her passion and talent guiding our journalists at Colorado Community Media will mean great things as we look to grow our brand,” she said.

Schlichtman, until recently the editor of the Steamboat Pilot & Today newspaper, joins CCM on Jan. 3.

“I am thrilled to join Colorado Community Media and take on the new role of editor-in-chief,” Schlichtman said. “I look forward to sharing my years of experience in the newspaper industry with CCM’s talented team of reporters and editors with the goal of connecting the communities we serve through engaging, locally-focused content and impactful journalism.”

Schlichtman will lead the news teams of CCM’s two dozen Colorado newspapers and websites as well as other publications. CCM was sold earlier this year by Jerry and Ann Healey to The Colorado News Conservancy, a partnership of The Colorado

Sun and the National Trust for Local News dedicated to fostering community journalism.

CCM newspapers serve Adams, Arapahoe, Clear Creek, Denver, Douglas, Elbert, Jefferson and Weld counties.

“Our publications have tremendous potential and reach, and it is exciting to be part of the newly established Colorado News Conservancy,” Schlichtman said.

Schlichtman succeeds Mark Harden, who retired as CCM editor last fall but has been serving on an interim basis since July while the search was underway for a permanent editor.

Harden steps down Dec. 16.

“Lisa is just the sort of dynamic, innovative, experienced news leader who can help CCM reach its greatest potential,” Harden said. “I am so pleased she has agreed to join us and I wish her great success.”

Since July 2013, Schlichtman has been editor of the Pilot & Today, a daily newspaper founded in 1885 and serving Steamboat Springs and Routt County.

Schlichtman and her staff received the Colorado Press Association’s 2020 News Leader of the Year award for a multiplatform, in-depth reporting series, “Indivisible,” which focused on issues of diversity, equity and inclusion in Routt County and efforts to bridge divides. CPA named the Pilot & Today the state’s best newspaper in its size class for 2013, 2014, 2015, 2016, 2017 and 2019. McGough, of Arapahoe County, said Tri-County’s actions had been ineffective at controlling the virus.

“Your efforts have sacrificed the economy (and) destroyed education,” said McGough, one of roughly a dozen who spoke against the mandate at the meeting. He added: “Let us get back to the pursuit of life, liberty and the pursuit of happiness.”

Douglas dismissed the idea that Tri-County took the step of a new mask mandate “because we enjoy exercising tyranny and power.”

“We didn’t undertake this to win a popularity contest,” Douglas said.

He added: “We undertook this because our reading of the situation is that there are substantial downsides that are going to (occur) if we breach hospital capacity and have to ration care.”

“Rationing care” is a term that means deciding which patients do — and don’t — receive certain types of care in situations where hospitals are stretched too thin.

Douglas touched on the question of why Colorado saw such high COVID surges last year despite the state’s now-defunct mask mandate being in effect at the time.

“The answer is masks are not perfect,” Douglas said, calling masks one part of a larger set of strate-

gies to fight the virus. “Frankly, things (in terms of virus spread) didn’t completely shut down when we locked down last spring.”

He noted the “counterfactual,” or what would have happened if Coloradans didn’t have a mandate.

Evidence “suggests that in at least a short period of time, … masking does appear not to be perfect but to help make a difference,” Douglas said.

Melissa Rawsky, of Adams County, said during the public comment period: “I have no question in my mind that if we didn’t have a mask mandate last year, the cases (in the holiday season) would have been much worse.”

Board of health members Julie Mullica, Rosanna Reyes, Julie Schilz, Jan Brainard and Kaia Gallagher voted “yes” in favor of TriCounty issuing the mask mandate, and Thomas Fawell, an Arapahoe County representative, voted “no.”

Tied to hospital capacity The public health order will remain in effect through Jan. 2 — and further after that until staffed intensive-care unit bed capacity reaches 10% or greater for 14 consecutive days.

The 10% ICU capacity mark was to be considered at a regional level because “no county is an island in terms of its hospitals,” Douglas said.

counties is 5.8%, according to a news release from Tri-County Health.

Hospital capacity remains extremely tight, with ICU bed utilization at 93% in Adams County and 100% in Arapahoe County, according to the health agency’s release.

As of Nov. 22, Adams County’s seven-day rate of new infections was 346 per 100,000 people, and up to that point in November there had been 232 persons hospitalized with COVID-19 and 40 deaths, according to the release. In Arapahoe County, the case rate as of late November was 303 per 100,000 people, with 202 hospitalizations and 24 deaths during the month, the release said.

Statewide, Colorado has a growing crisis in hospital capacity — there are more than 1,500 individuals currently hospitalized with COVID-19, and hospitals are at about 95% capacity including nonCOVID-19 patients, according to the release. Of the COVID-19 hospitalizations, 82% are unvaccinated, according to the release.

The order allows owners, operators and managers of public indoor spaces who have implemented vaccination requirements for all individuals entering their space — such as employees, visitors and customers — to request an exception to mask wearing requirements for people in their indoor spaces.

Businesses can choose, but are not required, to implement a vac-

cine requirement.

Such a policy must require proof of vaccination and result in 95% or more of people in the space being vaccinated, according to the Nov. 22 meeting presentation.

Eligible spaces would include one-time events such as weddings or trade shows, a gym or other class held at a certain time of day, a single building or a single organization operating across multiple buildings, or a bar, restaurant or office.

On Nov. 14, the Colorado Department of Public Health and Environment ordered that anyone who attends certain public, indoor events with 500 or more people in Arapahoe, Adams, Denver and three other metro-Denver counties be vaccinated against COVID-19.

Brainard, one of the Tri-County Health board members, harked back to when public health measures in Colorado were much more severe.

“We’re not closing bars, we’re not closing restaurants, we’re not closing schools. We’re trying to keep them open,” Brainard said.

Restrictions that took effect in November last year in metro Denver and other areas of the state banned private gatherings and indoor dining at restaurants, and it tightened capacity limits at some types of businesses.

In the spirit of the season of giving and receiving

H

ere we are in another season of giving and receiving.

The truth is that we are always in a season of giving and receiving, this time of year WINNING just amplifies the WORDS spirit of both.

And we have all heard that it is far better to give than it is to receive.

This may be true, but there are times when it is equally awesome to receive.

Michael Norton Giving comes in many ways.

We can give in the form of money, resources and time. We can give gifts and presents. We can give back to a cause or community, or maybe we can give back to a person or family who had helped us out when we needed it. We can give through charities and organizations. Many companies, houses of worship, and other organizations have “Giving Trees” where we can choose to help

people and families in need. And we can do all our giving, no matter what it may be, silently and anonymously.

What’s it like to be on the receiving end of gifting? For many of us, no matter where we find ourselves today, we have been in a position of need. We may have had a difficult season of life. We may have endured a tragedy or hardship. There may have been a time when unexpectedly we found ourselves out of work.

Or we may have had an illness or injury that left us unable to care for ourselves or a loved one. Many of us who can relate to any of these situations, when someone stepped up to help, know just how humbling receiving can feel.

Think of the greatest gift that we have ever received. Maybe it’s the nicest and most expensive, but something tells me it’s not.

More than likely, if we give it some deeper thought, we will remember the time our in-laws loaned us a few dollars to cover our mortgage.

Or our neighbors stepped up and purchased our groceries. Maybe it

was a time when each friend cooked a meal for us as we balanced being with our spouse in the hospital and taking care of our children. The gift could have been an introduction to an executive who had a job opening at a time when we needed work. The gift could have simply been a hug, a night out with a close friend, some overdue laughs over coffee or a beer.

Being on the receiving end of a gift is humbling. Sometimes, if we let it, it could be embarrassing. This is where I hope to change our thinking about that as there is no shame in accepting any form of help. You see, in the last paragraph where I listed the types of gifts we could receive, each one of those is an example of a gift I have received in my own life. A gift that came at just the right time. Some came from family, some came from friends, and some came from strangers. And all were received with humble gratitude.

This holiday season, I encourage us to give the gift of giving and receiving. There are so many opportunities right in front of us to give of our money, resources, time

and talents. And should we find ourselves in the need of a hand up, or a little or a lot of help, let us receive it gratefully and humbly, without reservation or shame. Let’s receive it all in the spirit of love in which it is being given.

This GOP candidate has a shot at statewide office

ecently I received an unexpected call from Pam Anderson, an announced candidate for Colorado secretary of state. As friends GUEST for more than 15 COLUMN years, it was good to catch up. It was even better to thank her for running.

Anderson is exactly the kind of secretary of state Colorado needs and deserves.

Mario Nicolais Previously a municipal clerk, a Jefferson County clerk and recorder and a former executive director for the Colorado County Clerks Association, Anderson has an unparalleled depth of experience and expertise. For more than a decade she has led the charge to provide safe, accessible ballots to Coloradans.

She is also likely the best hope for Republicans searching for a shred of relevance in state government.

At the top of the ticket, party regulars understand their gubernatorial front-runner, Heidi Ganahl, has little chance to topple Gov. Jared Polis next November.

Anderson is also well inoculated from some of the most effective attacks favored by Democrats.

Namely, she is effectively immune from being labeled as a de facto proponent of the Big Lie — false claims about Donald Trump winning the 2020 election — or as an opponent of voting rights.

To the contrary, last December Anderson both stated that the election results were valid and testified at the state legislature that they were free from fraud. She did not waver from that position even as she kicked off her campaign.

That is notable for a Republican seeking to oversee elections. It demonstrates character and integrity.

And it could be a big help next fall.

Beating back false narratives about election fraud requires bipartisan advocacy.

While Democrats are expected to take that position, it is uncommon in Republican circles. Consequently, it is relatively more useful and important to elect members of the GOP willing to stick their necks out.

It also is not a surprise for anyone familiar with Anderson’s career.

She has always been willing to put what is right before what is politically beneficial.

During Republican former Secretary of State Scott Gessler’s term in office, she publicly disagreed with him on multiple matters, including his assertions of rampant voter

fraud.

She became a leading advocate for universal mail ballots in 2013, helping to pass legislation that made Colorado a model for other states.

Yet she also pushed for accountability and transparency through ballot audit programs.

Anderson likely learned such independence from people like her mother-in-law, former Colorado Senate Majority Leader Norma Anderson. Hopefully she learned how to win a rough-and-tumble campaign as well.

Despite her sterling qualifications, Anderson will have an uphill battle. Incumbent Democratic Secretary of State Jena Griswold will be even more formidable than she was when she unseated former Secretary Wayne Williams four years ago.

Griswold has been the most partisan secretary in recent memory.

She has used her office to garner national cameos on liberal talk shows and advocate against issues in other states nongermane to her duties.

But that approach has helped her to gain a significant social media following, a national fundraising base and more than a million dollars in her campaign coffers.

Griswold will be hard to beat, even for an eminently qualified candidate like Anderson.

But it is not impossible. While other candidates on the ticket may be tilting at windmills, there is a legitimate path to victory for Anderson. With Trump out of office, Griswold cannot rely on an energetic base. To the contrary, Anderson may get a boost from the midterm election.

Furthermore, Griswold has seen unprecedented turnover in her office over the past three years. That is the kind of red flag that may worry voters.

I am sure that there will be plenty of twists and turns for Anderson over the next 12 months. But if Colorado is lucky, at this time next year she will be preparing to take office rather than calling to catch up with people like me.

It’s a national crisis, according to Karissa Niehoff, the executive director of the National Federation of High Schools.

“It” is the shortage of officials to work high-school games. The problem is worse because of the impacts of coronavirus. Adam Laubert, former operations director for Herd of Zebras, a group that tries to find and train prospective officials, said some game officials don’t want to retire.

A basketball official in semi-retirement said fan abuse is a problem. But he thought another issue was lack of qualifications to work varsity-level games which, he thinks, contributes to an often-cited reason for a lack of officials - fan abuse.

A retired CHSAA baseball official blamed three things -- lack of involvement by the Colorado High School Activities Association, a lack of recruiting and retention efforts and low pay.

Whatever the reason, a lack of game officials was a problem even before the pandemic and before certain officials didn’t want to hang up their whistles. Niehoff said in some cases, games have had to be moved and sports programs canceled.

“We need more people to consider officiating high-school sports,” Niehoff said in a video presentation. “Parents need to appreciate the time and sacrifice and devotion that officials make to ensure high-school sports are available to our nation’s

Pay and travel time One issue is the rate of pay. Salaries for the state’s officials depend on the sport. In baseball and basketball, each member of a two- or three-person crew earns $62.42 per game. In field hockey, the fee is $58.26 for each of the two officials. In volleyball, the fee is $50.98 for each of the two varsity-level officials and $39.02 per official for a junior-varsity or “C” team match.

In Texas, high-school football officials are paid $105 to $185 per game, depending on attendance and travel distance. Baseball umpires there earned $85 in travel stipends for the first game and $70 for subsequent games in 2019. In Colorado, the travel stipend increases to $10 per game next year.

According to retired CHSAA umpire Dan Weikle, who worked statelevel playoff games during many of his 46 years as a certified baseball official, the pay for an umpire in 1964 was $10 per game.

“If you extrapolate that out, that’s $88 today,” he said. “We get paid $62.

The pay hasn’t kept up with inflation.

In 1975, when I started, the pay waas $25 ($118 in today’s dollars).”

Ray Garza is a former basketball player, former basketball coach and a basketball official in transition.

He’s not signed up to work games this season but keeps his referee togs at Riverdale Ridge High School just in case.

His issue with pay came in two parts – travel time and the hour be-

fore varsity-level games. In the case of a varsity level basketball game, Garza had to be in the gym an hour before scheduled tipoff time. Then there’s the time it takes to get to a gym. In some cases, thanks to traffic, it can take an hour.

Garza’s problem isn’t necessarily with the travel time. It’s the hour before the game begins that’s unpaid “What job asks that?” Garza said.

“If they could build in something, $10 for gas would be a step. Basketball officials get $48 but no pregame fee.”

Game officials are independent contractors; by law, they cannot form a union. Weikle said state’s schools pay CHSAA a fee, part of which goes toward running officials’ associations.

“It’s not in CHSAA’s best interests to give us a raise,” Weikle said. “They want to make officials’ pay cost-effective for all the schools.”

Recruiting and retention At one time, CHSAA offered training to prospective officials. That’s not the case anymore. Weinkle said even an appearance at a high-school career day would help.

Weikle said CHSAA was “good to him” during the time he served as an official.

“I don’t have an ax to grind. The system worked for me. I worked state championships in football, basketball and baseball,” Wrinkle said. “CHSAA does nothing to support high-school athletic officials. They leave it to the sports officials’ jurisdictions. CHSAA has a direct connection to the schools, which could do more to get the word

out needing more officials. That could pave the way for us to get into the high schools. We could hit as many kids as we could and may get 12 or 15 to stick.”

Representatives from CHSAA could not be reached for comment by press time.

Dealing with abuse Public address announcers read a statement from the Colorado High School Activities Association that encourages proper ways to support the players and game officials. Niehoff agreed during her video presentation.

“We need players, coaches, parents and other fans to be respectful to ensure that those individuals who are currently officiating continue to do so,” Niehoff said. “Cheer positively for the student-athlete and not criticize the officials. The profession is tougher than we might think.”

Garza took it a step farther.

“Some officials need to be at the middle-school level. But we have such a shortage of officials,” he said.

“Some just aren’t ready for the high school level. It’s tough officiating. And if you’re not prepared, it causes frustration among the spectators. Some can’t keep up with the pace. We need bodies to fill the void. But some aren’t working to be better at their craft.”

Weikle said his problem wasn’t with high-school fans and coaches.

His issue was with summer league organizations.

he said. “The summer leagues and organizations treat the spectators and parents as clients. And as they say, the customer is always right. If the organization comes down on a parent, they are going to say, ‘I’ll take my kid and play somewhere else.’ There is no support of umpires.”

Garza said an official’s demeanor can be a help to curb fan abuse. It can also add to it.

“If an official becomes frustrated at every word mentioned to them, it frustrates the fans, the coaches. When the official gets rattled, options don’t exist,” he said. “It breaks my heart to see an unqualified official working at levels where he’s not qualified.”

Then there’s the matter of appearance.

“You get paid to do this,” Garza said.

“Your presence speaks volumes to spectators. It’s just like being a coach.

The kids come to practice every day because they want to be better,” Garza said.

Weikle parks his car as far away from the main parking area as he can, and he encourages his crew members to do the same thing.

“I don’t talk to spectators,” Weikle said. “Marc Johnson (the baseball coach at Cherry Creek High School) talks to me and does so with respect. I respect him. He and I are friends. If a coach comes on the field yelling at an umpire, that opens the door.”

Priorities Garza said some officials are using that profession to pay their bills. He knows of one official who works as many as eight games a day and works seven days a week.

“You need time off for your body to reset and for a better mindset,” Garza said. “The pay is worth extra money to spend on your family or on the gas to get you to a game. You don’t want to lose money. You want to be the best possible official you can be and make sure you’re not check-marking a game.”

“When I step on a field, I get paid as much as Joe Schmo who looks like an unmade bed,” Weikle said. “Those guys are asking for trouble. It shows he wasn’t thinking about baseball until he walked on the field.

“I tell officials there are three things you can control .. the way you dress, your actions on the field and your hustle,” he continued. “If you do those three things, coaches will like you.”

Time was when sports had clearly defined seasons. These days, teams practice all year, particularly in warmer climates and their games need officials. Cities have various levels of youth and adult leagues, and those require officials, too. In some cases, umpires can make $75 per game from municipal leagues. High-school umpires in Colorado don’t make that much. Some municipal officials make more than Garza makes as a teacher.

“No school can match that,” Garza said. “We still have good officials. We just don’t have enough to cover the amount of organizations that have games outside of the normal seasons.”

The next generation This spring, the head of the state’s soccer officials wanted to see more high-school players become officials.

“I want to encourage high-school players to become referees so they

understand the rules of the game,” CHSSO President Ken Hehr told CHSAA’s soccer committee in March.

“If they take the course, that helps the referees on the field because the players aren’t yelling about something they don’t know about. It’s a great way to educate the student-athlete and help us out.”

Weikle said it was a ‘fallacy” that someone needed to be a good athlete to be a good official.

“I was a horrible baseball player,” said Weikle, who umpired state championship baseball games during his time with CHSAA. “We recruited guys at summer tournaments. Many are at the top levels of high-school ball. Two (Cory Blazer, a Pomona High School graduate, and Chris Guccione, who worked the World Series two years ago) are in the majors. They did their umpiring with me.”

Laubert continued Hehr’s approach through Herd of Zebras.

“We’ve got accountability,” Laubert said in April. “We’ve never had to cancel or postpone a game. We had a lot of issues about putting new guys into the fire. I didn’t receive one complaint.”

In some cases, younger, less experienced officials have been recruited as emergency varsity-level replacements.

“I’ve got four kids at Mountain Range (Laubert is an assistant coach for the Mustangs’ football team). We gave them the training, and they did a phenomenal job,” Laubert said.

“The coaches said they were the best refs they’d ever had. They can be a resource no one has tapped into. We’d like to find more kids like this. If you find the right high-school kid, he’ll impress you.”

“But if you don’t do this (training and recruiting) year after year, they lose enthusiasm,” Weikle said. “You need a dedicated group to keep hammering away and to be there year in and year out.”

Self-care needed Garza leaves his home for his teaching job at Riverdale Ridge at 6:45 in the morning when most of his family is asleep. If he’s officiating, he often won’t make it home until at least 8:30 p.m., when most of his family is asleep.

“I love doing it. I coached basketball for years, and I missed it,” Garza said.

“As a former athlete and coach, it’s fun to walk into a gym. The band is playing. It makes my blood boil. It makes me want to be the best officials on the court that I can be.

“But understand. It messes with your mind. We need self-care. Stress levels can steer you in the wrong direction.”

“Every person has a role to play to ensure the success of high-school sports,” Niehoff said. “We must work together to ensure the games continue to be available to the more than 8 million participants nationwide.”

“The way an official handles himself … You see little of that (fan abuse of game officials) happening,” Garza said.

The Court, before it can terminate the parent-child legal relationship, must find that a continuation of the relationship is likely to result in grave risk of death or serious injury to the child or that your conduct or condition as a parent renders you unable or unwilling to give the child reasonable parental care.

YOU ARE FURTHER ADVISED that you have the right to have legal counsel represent you in all matters connected with the Motion to Terminate the Parent-Child Legal Relationship.
