NOTICE OF VACANCIES

The City of Brighton is now accepting applications to fill positions that will be open on the following Boards and Commissions. Applications may be obtained from the City Clerk’s Office, 500 South 4th Avenue, 4th Floor, Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. The application is also available on the City of Brighton website at www.brightonco.gov. Completed applications should be returned to the City Clerk’s Office. City Council requires each applicant to attend a meeting of the Board or Commission you are applying for prior to the interview.

PLANNING COMMISSION

The Planning Commission has an opening for one (1) Ward 2 member and one (1) Ward 1 member at this time. The Board meets at 6:00 p.m. on the second and fourth Thursday of every month at Brighton City Hall.

BOARD OF APPEALS

The Board of Appeals has openings at this time. Members of this board are qualified by experience related to the construction industry and are trained to rule or review upon matters pertaining to building construction. The Board of Appeals meets at need to determine the suitability of alternate materials and methods of construction, acts on appeals for the city’s construction codes (building, mechanical, plumbing and electrical codes) and for Property Maintenance Codes. Brighton staff representatives are present to facilitate, including the Chief Building Official and a permit technician acting as the Board Secretary. Meetings are held at Brighton City Hall.

PARKS AND RECREATION ADVISORY BOARD

The Parks and Recreation Advisory Board has an opening for two (2) Alternate members at this time. The Board meets on the first Wednesday of every month at 5:30 p.m. at the Brighton Recreation Center.

HISTORIC PRESERVATION COMMISSION

The Historic Preservation Commission has an opening for two (2) Alternate members at this time. At least 40% of commission members shall be professionals in preservation related discipline such as architecture, landscape architecture, architectural history, archaeology, history, planning, American studies, American civilization, cultural geography or cultural anthropology. Recognizing that professionals may not be available in some communities, this requirement can be waived if the local government makes a good faith effort to recruit professionals and demonstrates that it is capable of carrying out commission responsibilities. The Board meets on the second Thursday of every month at 6:00 p.m. at Brighton City Hall.

BRIGHTON HOUSING AUTHORITY

The Brighton Housing Authority has an opening for one (1) Alternate member at this time. The Board meets on the second Thursday of every month at 4:00 p.m. at Historic City Hall.

DISTRICT PLAN COMMISSION

The District Plan Commission has an opening for one (1) City of Brighton commissioner at this time. The District Plan Commission meets on the fourth Thursday of each month at the Adams County Government Building.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, ESTABLISHING COMPENSATION FOR CITY COUNCIL AMENDING MUNICIPAL CODE SECTION 2-4-17

WHEREAS, the City of Brighton Municipal Charter Section 4.9 states that “Council shall neither increase nor decrease the compensation of the Mayor or any member of the Council during a term of office,” and thus, the seated City Council may not increase compensation for any current term of office; however, members of the Council whose terms do not expire at the next regular municipal election shall receive for the remainder of their terms of office the same compensation as that provided for incoming members pursuant to Charter Section 4.9; and

WHEREAS, the City Council may increase compensation for the next term, beginning January 4, 2022 for incoming city council members, and members whose terms do not expire will receive the same compensation as that provided for incoming members; and

WHEREAS, the City Council has not increased compensation since April 5, 2005 and desires to encourage more residents to run for office wherein increased compensation may allow more individuals to engage in such public service; and

WHEREAS, the City Council finds that compensation should be increased for those members elected on or after November 2, 2021 with such compensation to begin after assuming office for the term that begins January 4, 2022 and for those whose terms do not expire at the end of 2021.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, AS FOLLOWS:

Section 1.Section 2-4-17 of the Brighton Municipal Code is amended and replaced in its entirety with the following:

Sec. 2-4-17. - Compensation.

(a) The Mayor shall be compensated at the rate of two thousand dollars ($2,000.00) per month. Such rate shall apply upon commencement of the Mayor’s term of office following an election held on or after November 2, 2021. The Mayor shall be eligible for all medical, dental, and vision benefits as may be offered to all other city employees. (b) The Mayor Pro Tem shall be compensated at the rate of one thousand seven hundred fifty dollars ($1,750.00) per month. Such rate shall apply only upon selection of the Mayor Pro Tem by the Council following an election held on or after November 2, 2021, as provided by law. The Mayor Pro Tem shall be eligible for all medical, dental, and vision benefits as may be offered to all other city employees. (c) Each Council member shall be compensated at a rate of one thousand five hundred dollars ($1,500.00) per month. Such rate shall apply upon commencement of the new Council member’s term of office following an election held on or after November 2, 2021. Members of the Council whose terms do not expire at the end of 2021 shall receive the rate of one thousand five hundred dollars ($1,500) per month beginning in January 2022 for the remainder of their terms of office. City Council members shall be eligible for all medical, dental, and vision benefits as may be offered to all other city employees.

Section 2. Existing or parts of ordinances covering the same matters as contained in this Ordinance are hereby repealed and all ordinances or parts of ordinances inconsistent with the provisions of this ordinance are hereby repealed

Section 3. That as provided in City Charter Section 5.9(A), this Ordinance, either as presented or as amended, shall be published in full as it was adopted prior to taking final action. This Ordinance shall be in full force and effect five days after its final publication, as provided in City Charter Section 5.8.

EAGLE SHADOW PLAYGROUND IMPROVEMENT

Todd Creek Village Park and Recreation Dis-

trict (the “District”) will receive sealed proposals for the Playground Improvement Project (“Project”) at the office of Merrick & Company, 5970 Greenwood Plaza Boulevard, Greenwood Village, CO, 80111 until December 2, 2021, at 10:00 a.m. At such time, Bids received will be publicly opened and read aloud.

The work to be bid consists of site preparation, including clearing, grubbing, demolition, and removal; fencing; earthwork; playground surfacing; playground and fitness area construction and installation; irrigation system restoration; and construction and installation of related improvements and appurtenances, located north of Eagle Shadow Avenue and west of Quebec Street, Adams County, Colorado, all being within the boundaries of the District.
