Westbound lanes of Bridge Street from 4th to 8th avenues will be closed from 6 p.m. - 6 a.m. beginning Aug. 29 for night work for the North Outfall Project.

Traffic flow will be maintained in both the eastbound and westbound directions for the entirety of this portion of the work, but both directions of travel will be restricted to one lane and shifted to the eastbound lanes.

The North Outfall Project started in February of 2021 and aims to construct storm drain improvements to mitigate nuisance flooding and improve the drinking water system in the area north of Bridge St. The project is estimated to be 65-percent complete at this time and is expected to be completed by December 2021.

The flow and direction of traffic will be delineated by traffic control devices. The lanes will reopen and traffic shifted back to the normal alignment at 6 a.m. the following day with steel plates and asphalt patchwork in place. The westbound lanes may be bumpy at times.

This process will be repeated throughout the week with work on this section of roadway set to be complete by Sept. 3.

In addition, Denver Street from 6th to 7th Avenues and 7th Avenue from Denver to Brighton streets will be paved by Friday, Sept. 17.

Addressing Adams County’s orphan well problem

Adams County is tied with La Plata County for having the secondhighest number of orphan oil and gas wells in Colorado. However, new regulations will only go so far in addressing the problem.

As of July, Adams County said it counted 77 orphaned sites, an unplugged facility that is without an owner or whose owner isn’t maintaining and plugging the site.

The state takes over the well when an operator leaves it orphaned, but local residents end up facing the consequences.

“The potential risks associated with orphaned wells are not the same for each facility; however there are several known orphaned sites in Adams County where historical impacts to environmental resources were only discovered by the COGCC (Colorado Oil and Gas Conservation Commission) once the decommissioning operations began,” Greg Dean, the county’s oil and gas liaison, said in an email statement.

Older orphan wells pose a greater danger because they were drilled when there were few regulations, said Dean. Spills from orphan wells can pollute groundwater and soil, and methane leaks are considered hazardous air pollutants.

integrity of the actual issue. It shows what they leave behind … they leave behind poison with these abandoned wells.”

Industry advocates acknowledged that orphan wells are a problem but disagreed with Henry’s portrayal.

Carrie Hackenberger, associate director of the American Petroleum Institute Colorado, said in an email statement, “The number of orphan wells in the state is relatively small in comparison to Colorado’s ongoing oil and gas operations, and that success owes itself to Colorado operators’ ongoing commitment to ensuring the safety and protection of the communities in which they are engaged.”

Commissioners approved regulations in 2019 that require operators to post a performance bond for financial assurance and provide environmental liability insurance of up to $1 million for all new facilities. But Henry argues the bonding requirements, which the state determines, is too low.

Commissioners approved a new round of regulations in July to increase setbacks from residential areas and environmentally sensitive areas. The new regulations ensure a greater distance between orphan wells and at-risk areas but don’t directly impact the orphan well issue.

quirements for financial assurance and, “requirements of operators to plug and abandon wells that are no longer deemed used or useful,” Dean said.

The county said it’s an official party in the COGCC rule making process for financial assurances.

Hackenberger said about the forthcoming regulations, “We agree that more work needs to be done, and are actively engaged in the current financial assurance rulemaking before the COGCC, which we expect will further strengthen Colorado’s existing financial assurance requirements.”

Adams charts top population growth

Adams County and its municipalities were among the highest growing areas in Colorado, new 2020 Census data shows.

Adams County added 77,969 new people between 2010 and 2020, a nearly 18% increase. It ranked the fourth highest in Colorado for counties with the greatest numeric population growth.

Weld County was fifth on the list because of its 72,513 new people, a 30% increase, according to 2020 Census data organized by the Redistricting Data Hub. Adams County’s total growth is related to the population increases in its municipalities.

There are 23,095 more people in Thornton, 16,505 in Commerce

City, 10,203 in Westminster, 6,731 in Brighton, and 2,342 in Northglenn since 2010. Fort Lupton added 578 new people.

Thornton was sixth, Commerce City was ninth, and Westminster was 17th for the top 20 municipalities in Colorado with the greatest numeric population growth, the Redistricting Data Hub reported.

The U.S. Census Bureau released the first detailed population counts from the 2020 Census on Aug. 12. The data the Redistricting Data Hub provided has not been validated against Colorado’s redistricting body, the organization said. The recent data release includes population, demographic, and age information for counties and cities.

Forty-one percent of people in

Adams County identify as Hispanic or Latino and 46% identify as White alone. According to the Washington Post, Adams County is one of 65 counties in the U.S. that became majority-minority in the past decade.

Twenty-nine percent of people in Weld County identify as Hispanic or Latino and 62% identify as White alone.

Thirty-six percent of people in Thornton, 23% in Westminster, 37% in Northglenn, 43% in Brighton, 49% in Commerce City, and 55% in Fort Lupton identify as Hispanic or Latino. The population of people who identify as White alone in each city is 51% in Thornton, 64% in Westminster, 52% in Northglenn, 49% in Brighton, 40% in Commerce City, and 40% in Fort Lupton.

North area fire departments receive grant STAFF REPORT

Seven fire departments in the north Denver metro region received grant funding to purchase and install emergency access technology at commercial buildings.

The Federal Emergency Management Agency is giving $1.25 million to the Thornton, Westminster, Federal Heights, and Brighton fire departments and the North Metro, Adams County, and South Adams County fire rescue districts to implement a new electronic rapid access system, according to a Thornton

Fire Department news release.

The departments will use the funding to purchase small metal boxes, called the Knox Box, to install at businesses that opens doors. Firefighters remotely access the boxes in emergencies to enter the buildings.

Brighton city surveys going out STAFF REPORT

The City of Brighton has launched open participation of its 2021 Community Survey and encourages residents to provide their feedback to help plan for Brighton’s future. Weld warns of police impersonator

ERIE -- The Weld County Sheriff’s Office issued a warning to residents about a police impersonator who was targeting women near Erie on both the Weld and Boulder sides of the county line.

Spokesman Joe Moylan said the suspect is a clean-shaven Caucasian of average build and standing about 6 feet tall. He has average-length brown hair and might be wearing a black, button-down, short-sleeve shirt, black pants and a utility belt with a button on his hip.

Deputies said the suspect has been targeting and pulling over female drivers.

“The most recent incident occurred shortly after midnight Friday when deputies responded to northbound Interstate 25 and Erie Park-

way on a report of a suspicious person,” a sheriff’s office press release said. “The victim, a woman, told deputies she was just pulled over by a man driving a black sedan outfitted with red and blue lights mounted either inside near the top windshield or on the roof of the car.”

The woman told deputies the suspect asked her why she thought he had pulled her over and then asked for her license and registration. The woman noticed the suspect wasn’t wearing a badge and asked why he didn’t have it.

“The suspect told the woman the badge was in his vehicle,” the sheriff’s office said. “The suspect invited the woman to step out of her car and to come back to his vehicle to see his badge. The woman then said she was going to call 911 to get his badge number.”

The suspect then returned to his

car and drove away, reports said.

The call matches closely to two other incidents July 26 and July 27 in the Erie Police Department’s jurisdiction. The Boulder County Sheriff’s Office is also investigating a similar incident that occurred in about the last week, the Weld County Sheriff’s Office said.

If anyone thinks they are being pulled over by a suspicious vehicle, the sheriff’s office suggests calling 911 and turning on your hazard lights to acknowledge the stop and pull over in a well-lit area.

“Ask dispatchers to remain on the line for the initial contact,” the sheriff’s statement said. “Be sure to get a good description of the person and the vehicle, including a license plate number.”

Tri-County Health issues school mask order Agency mandates masks for students under 12

The local public health agency for Adams, Arapahoe and Douglas counties has decided to require masks for all children aged 2 to 11 years old — and all the individuals working or interacting with those children — in all indoor school and child-care settings in the three counties as a COVID-19 safety measure.

In its much-anticipated Aug. 17 decision, which was effective Aug. 23, the Tri-County Health Department cited the absence of an approved coronavirus vaccine for children under the age of 12 years.

The spread of the coronavirus, exacerbated by the delta variant, has been increasing for nearly six weeks in Tri-County Health’s jurisdiction, the agency said.

Transmission of COVID-19 in school settings would pose “considerable risk” to family and others outside of the child care and school settings, especially for those at higher risk of complications from COVID-19, according to the health agency.

Following the Tri-County order, Douglas County’s three commissioners, the county’s elected leaders, unanimously agreed Aug. 19 to “opt out” of the mask order for schools, as it has for other Tri-County Health COVID-safety orders over the course of the pandemic.

But the county’s school district signaled that it plans to enforce previously announced indoor mask wearing rules anyway, with Douglas County School District Superintendent Corey Wise saying that under DCSD’s policies, the district

must follow the Tri-County health order, regardless of whether county commissioners opt out. As of press time for this newspaper, the district is requiring masks for students in preschool through sixth grade inside its school buildings, as well as for staffers who work with that age group.

If a county opts out of the school mask directive, school districts, schools and child-care facilities aren’t required to follow Tri-County’s mask order, but they are free to do so if they choose, said Jennifer Ludwig, deputy director of TriCounty Health. However, absent a county government opting out, school districts, cities and towns in a county cannot opt out on their own, according to Mellissa Sager, Tri-County’s policy and public affairs officer.

At press time, Adams and Arapahoe counties had not opted out of the Tri-County order, so their schools are obligated to follow it under Tri-County’s interpretation.

Mask decision in spotlight Some in the community have expressed skepticism about masks, but the “evidence we have compiled suggests that the benefits of maskwearing outweigh the risks,” Kaia Gallagher, president of the TriCounty board of health, said during the Aug. 17 meeting where the board voted on a mask order. Masks limit the potential for a need to switch from in-person to remote classes, Gallagher argued.

Tri-County’s board of health is the policy-making body for the agency, composed of nine members — three each from Adams, Arapahoe and Douglas counties.

Tri-County had received more than 10,000 responses to an unscientific survey regarding whether to issue a mask mandate, according

to numbers announced during an earlier meeting on Aug. 16 to hear public comment.

More than 900 people signed up to speak for the Aug. 16 meeting. TriCounty Health limited the comment segment of the meeting to about 90 minutes, so a small fraction of the total got to make comments. The number registered to view the Aug. 16 meeting over Zoom was 3,554, said Becky O’Guin, spokesperson for Tri-County Health.

It was unclear from the public comment session whether more of the potential speakers were for or against a mask order — Tri-County alternated between speakers who were pro- and anti-mask-mandate.

In the survey results, about 62% of respondents in the three-county region did not support masking in schools, about 8% supported masking in indoor settings where there is a presence of anyone 11 or younger, and about 31% supported masking in all indoor school settings. (Results do not add up to 100% because of rounding.) The survey was open from Aug. 13 to Aug 16.

The survey “was not scientific — it was not random,” Gallagher said.

“It was a listing of the opinions of the (people) who had very strong ideas about, both for and against, whether there should be a mask mandate in schools.”

Tri-County based its mask decision on data and “the advice of numerous health experts such as the Colorado Chapter of the American Academy of Pediatrics,” the health

agency said in a news release.

Facing a fifth wave Tri-County’s decision comes as Colorado finds itself in its fifth wave of COVID-19 cases and hospitalizations.

Statewide hospitalizations have spiked in the last few weeks, jumping from 266 confirmed COVID-19 patients on July 22 to 566 on Aug. 16. Daily deaths among those with COVID-19 in the past several weeks continued to outpace the recent lows seen in March, at times breaking into double digits.

The Tri-County board’s vote for the mask order for those aged 2 through 11 — and the individuals who interact with them — passed with on a 6-2 vote, after an earlier proposal to require masks indoors for all ages failed on a 4-4 tie.

Board member Zachary Nannestad abstained from voting because he is employed by one of the school districts that would be affected by the vote, he said. The Douglas County School District lists Nannestad as its operations manager for environmental health. Board members Linda Fielding and Kim Muramoto, who like Nannestad represent Douglas County on the panel, were the only no votes.

Authorities say Cecil was driving her car when it flipped over on I-76 east of Brighton, killing her 10-yearold son.

Flicks and Kicks Brighton’s outdoor movie/concert program, Flix and Kicks, returns this summer at Carmichael Park, 650 E. Southern St. The schedule wraps up Thursday, Aug. 26, with a screening of “Wonder Woman.”

Movies begin at dusk. Admission is free; seating is first-come, firstserved.

PVMC foundation fundraiser The Platte Valley Medical Center’s third annual Farm to Table benefit dinner runs from 6 to 8 p.m. Thursday, Aug. 26, at Platte Valley Medical Center, 1600 Prairie center Parkway. The presenting sponsor is GH Phipps Construction Cos. The first of these fundraisers raised almost $130,000 for the hospital’s comprehensive cancer care program. More than 250 people were in attendance.

“We wanted to start a tradition for the foundation that brought in the rich farm history of our community with a focus on bringing people together to support a great cause”, said Carolyn Jannsen, Platte Valley Medical Center Foundation executive director. “We look forward to reconnecting, enjoying time together and sharing our exciting plans to enhance and expand our cancer care program.”

Proceeds from this year’s fundraiser will again provide critical support for the cancer care program.

This year’s fundraiser features a menu from Platte Valley Medical Center chef Mike Anderson and his crew, complimentary wine/beer, live music, a live auction and a cork pull.

The agenda also includes stories from medical center patients, who will share their cancer journeys, plus a message from Olympic champion Scott Hamilton, a cancer survivor.

‘Touch a truck’ The city of Brighton will be bringing out its heavy machinery for Touch-A-Truck from 10 a.m. to 4 p.m. Saturday, Aug. 28, in the parking lot of Brighton City Hall (500 S. Fourth Ave.) Kids of all ages will get the opportunity to go behind the wheel, climb and explore vehicles of all sizes and meet the people who operate them.

Police cars, fire trucks, tractors, snowplows, loaders and much more will be at the event. Kids in attendance will get to help decorate one of the city’s snowplows with paint.

This year’s event will also feature a bike safety rodeo and big bike roundup hosted by the Brighton Rotary Club and Bike Brighton.

Children between the ages of 4 and 12 can participate in the rodeo, and volunteers will check and make minor repairs to bikes and adjust helmets to fit. Bicycles and trikes (in any condition) will be collected for donation to the Second Chance Bike Shop; bikes will then be repaired and donated to those in need. There will also be a bike giveaway.

Fifth Sunday Sing The Fifth Sunday Sing returns to Brighton United Methodist Church, 650 S. Eighth Ave., at 6 p.m. Aug. 29.

There will be singing by soloists, groups and the congregation and instrumental music as well as piano and organ.

Everyone is welcome. Come and enjoy an evening of music and fellowship.

Bridge Street closures Starting Sunday, Aug. 29, the westbound lanes of Bridge Street will be closed from 6 p.m. to 6 a.m. for night work for the North Outfall Project.

Traffic flow will be maintained in both the eastbound and westbound directions for the entirety of this portion of the work, but both directions of travel will be restricted to one lane and shifted to the eastbound lanes. The lanes will reopen and traffic shifted back to the normal alignment at 6 a.m. the following day with steel plates and asphalt patchwork in place. The westbound lanes may be bumpy at times.

This process will be repeated throughout the week with work on this section of the roadway set to be complete by Friday, Sept. 3 at 6 a.m.

In addition, Denver Street from Sixth to Seventh avenues and Seventh Avenue from Denver to Brighton streets will be paved by Friday, Sept. 17.

The project to construct storm drain improvements to combat what the city calls “Nuisance flooding”

began in February. The target for completion is in December.

Candlelight ceremony set for “The Wall That Heals” Brighton stop The city of Brighton scheduled a series of events during the “Wall That Heal’s” Vietnam Veterans memorial that’s in town Sept. 2-5, including a candlelight vigil at 6:30 p.m. Friday, Sept. 3.

Brighton’s Carmichael Park, 650 Southern St., will be the sole Colorado stop for the three-quarter scale replica of the Vietnam Veterans Memorial Wall in Washington, D.C. The traveling memorial honors the Americans who served in the U.S. armed forces in the Vietnam War and bears the names of the 58,279 men and women who made the ultimate sacrifice in Vietnam.

The wall will be escorted to Carmchael Park Aug. 31, and volunteers will spend the day Sept. 1 setting it up. It opens to the public at dawn Sept. 2 and will be open for visits 24 hours per day until it closes at 2 p.m.

Maintenance closure for recreation center The Brighton Recreation Center, 555 N. 11th Ave., will close for two weeks for annual maintenance starting Monday, Sept. 13.

The pool closes for construction Labor Day and won’t open until at least Sept. 26.

Call for Art in Park artists The city of Brighton’s sixth annual Art in the Park festival tuns from 10 a.m. to 4 p.m. Saturday, Sept. 18, at Carmichael Park, 650 Southern St. A city statement said this one-day festival will give attendees the opportunity to meet with local, regional, and international artists showcasing their work, enjoy live music, watch artist demonstrations and entertain children with interactive art activities. In addition, food will be available for purchase through food trucks in attendance.

The festival is free. Outdoor COVID guidelines at the time will apply. Artists interested in showcasing their artwork at the festival should apply at brightonartinthepark.com.

The deadline for booth applications is Wednesday, Sept. 1.

Trash Bash The city of Brighton’s annual Trash Bash is set for the weekend of Friday, Sept. 24, at the wastewater treatment plant, 325 N. Kuner Road.

Acceptable items for trash bash include furniture, cabinets, appliances (not freezers or refrigerators), bicycles, cut-up carpet and doors.

Small items have to be in containers. Total weight has to be relative to the type of container.

Present a city of Brighton water bill or something that indicates your place of residence. A suggested donation of $10 will be accepted to help defray the cost. Car and light pick-up tires will be accepted for $7 each. Oversized tires are $10 each, and semi-tractor trailer tires cost $20.

ECO event Brighton’s electronic disposal and shredding event is set for 9 a.m.

Saturday, Sept. 25, at City Hall, 500 S. Fourth Ave. Acceptable items include game consoles, electrical equipment and cords, keyboards, computer towers, laptops and cell phones.

Image Summit Brighton’s Image Summit, a two-day conference for youngsters 10 to 19 years of age, is set for Oct. 27 at Riverdale Regional Park, 9755 Henderson Road. It’s a chance for youngsters to build their confidence, gain leadership skills and to feel as though they can use their voice to influence communities and policy governance.

The program features keynote speakers (details to come), engaging workshops ranging from art to diversity, an opportunity to interact with elected officials from across the state, an American Ninja Warrior obstacle course, a food truck alley (all food included with registration fee), networking and more.

CHSAA optimistic after stretch that hurt revenue Association’s leadership, staff looking for boost in corporate sponsorship

Colorado High School Activities Association Commissioner Rhonda Blanford-Green and her staff have endured many difficult months with canceled seasons and state tournaments, COVID-19 quarantines, protests, masks, a large dip in revenues and sports seasons being switched.

Now, the CHSAA is feeling optimistic about the upcoming 2021-22 seasons.

The COVID pandemic forced the boys and girls state basketball tournaments to be canceled in 2020 and all spring sports seasons were also called off which helped create a CHSAA revenue deficit of $500,000.

Masks were required for athletes and the limited amount of spectators were allowed last fall for seasons with abbreviated schedules. Some sports had their seasons moved but all sports wound up with 2020-21 state championship meets, matches and games.

“I knew what I had to deal with and we stayed focused on what needed to get done,” BlanfordGreen said Aug. 16 on CHSAA Media Day at Empower Field at Mile

High. “The challenges were there but our office is competitive.

We are going to focus on positivity and not be reacting to the stuff that’s out there.”

Some of the COVIDBlanfordsafety decisions were Green made by the state and not by the CHSAA, but people were polarized.

“The public, our legislators, some of our coaches and some of our community leaders make us realize why we are here which resulted in protests and it was said the CHSAA doesn’t get it,” she continued. “We get it. It’s student athletes, not athlete students.

“The public and parents and some of our administrators and some of our media want to exaggerate that athletics trumped education,” she said. “It became clear that we were going to have to look at what it meant. Nobody protested to me about cross country, nobody protested about volleyball. We had club volleyball playing indoors with masks but yet CHSAA couldn’t play.

“Nobody wrote a story about our girls. It was all about the 2.1% of kids that even played college football. We have more kids that get volleyball and soccer scholarships than football. We struggled with the inequities of the public fighting for one sport and not student leadership.”

This year the state volleyball

and basketball tournaments were moved to the Broadmoor World Arena in Colorado Springs. The state football championship games were played at CSU-Pueblo. The wrestling state championships were held at the Southwest Motors Events Center in Pueblo while the state baseball finals were played at All-Star Park in Lakewood. The soccer title matches were in Colorado Springs.

The CHSAA was notified that the Denver Coliseum will continue to be a shelter until the first of the year, meaning this season’s state volleyball tournament will have to be relocated again. The 4A/5A boys and girls basketball finals hope to be played at the Coliseum and the 4A/5A state football championship games are set for Empower Field. The state wrestling tournament is seeking to return to Ball Arena.

This year, with the absence of executive public health orders from the state, local health departments and school districts will be making decisions on requirements for spectators and the number of fans allowed to watch. Jeffco, for instance, will require masks to be worn by fans at volleyball and gymnastics.

“The Coliseum has kind of been a home for CHSAA indoor sports until the disruption last year,” Blanford-Green said. “We had so many groups step up and say, ‘What do you need from us?’ And

it tells you the World Arena, we walked in and every event we held, there was a guarantee to offset some of our costs. We had a bunch of groups out there say we never had the opportunity to be considered for a CHSAA event so we want to sweeten the pot.”

Without the state basketball tournaments and limited spectators allowed at other events, the CHSAA now faces a revenue shortfall that has Blanford-Green’s staff working to secure existing and new corporate sponsors.

“We are in a recovery mode financially,” Blanford-Green admitted. “You get shut down in March and that’s one of your biggest revenue producers. You still have the overhead costs from renting those facilities and then you have spring sports with limited capacities. Our No. 1 goal is getting back to where we were prior to the pandemic. ...

Yeah, we’re about a half million dollars down.”

Northglenn alum promoted to four-star general

From her early years as an All America swimmer at Northglenn High School, through her studies and ROTC training at Metropolitan State University of Denver and then her steady rise through the ranks in the U.S. Army, Lt. Gen. Laura Richardson always gave a nod to her Colorado roots with each incremental milestone.

Late last week, she moved closer to another: The U.S. Senate confirmed Richardson’s promotion to four-star general and commander of the U.S. Southern Command.

Richardson, 57, will be only the second currently-serving woman to earn the rank of four-star general, the second female four-star general in the Army’s 246-year history, and the second female combatant commander.

The Southern Command oversees planning, operations and security for Central and South America as well as parts of the Caribbean from its headquarters in the Miami area.

Richardson has been serving as the commander of U.S. Army North at Fort Sam Houston, Texas.

Richardson was part of President Joe Biden’s first slate of nominations for four-star command positions. He made the announcement in March, on International Women’s Day to underscore a commitment to enhancing opportunities for women in the U.S. military. Air Force General Jacqueline Van Ovost, who also has a Colorado connection through her undergraduate career at the Air Force Academy in Colorado Springs, was nominated for promotion to head the U.S. Transportation Command. Her confirmation is pending.

“Each of these women have led careers demonstrating incomparable skill, integrity, and duty to country,” Biden said in a White House announcement. “And at every step, they’ve also helped push open the doors of opportunity to women in our military — blazing the trail a little wider, a little brighter for all the proud women following in their path and looking to their example.”

Richardson charted a course

through Northglenn High School, a commuter college career at Metropolitan State University of Denver — it was Metropolitan State College when she attended — and that school’s ROTC program, where she earned her commission in 1986.

She advanced through a variety of assignments, including several in which she was among the first women to hold.

In 2003, she served in Operation Iraqi Freedom, where at 39 she was the first woman in U.S. history to command an assault helicopter battalion of 320 soldiers and 30 Black Hawk helicopters. Her husband, Lt. Gen. Jim Richardson, commanded an Apache battalion.

Before and after, she also served in the political sphere, including a stint as a military aide to Vice President Al Gore and a later assignment as chief of the Senate liaison division for the Secretary of the Army.

Pentagon officials had identified both Richardson and Van Ovost as prime candidates for command positions months ago, but the promotions endured an unusual delay before the nominations advanced.

Officials held back presenting Richardson and Van Ovost for promotions because they feared thenPresident Donald Trump wouldn’t support two women for the positions. Biden’s election victory put their advancement back on track.

The Army did not make Richardson available for comment. But in testimony earlier this month before the Senate Armed Forces Committee, she explained what her approach would be to the new position. “[The] Southern Command region is of strategic importance to U.S. vital interests, and, if confirmed, I will synchronize our approach to security cooperation, working across all combatant commands to narrow the gaps and seams our competitors are exploiting,” she said.

(U.S. Army photo) In her current position in Texas, she has been instrumental in directing the military’s medical and vaccination support throughout the COVID-19 crisis and is well acquainted with the global impact of the pandemic on international politics in the region encompassed by the Southern Command.

“We are all too familiar with the devastation caused by this deadly pandemic, and I empathize with those who have felt its horrific impacts,” she told the committee.

“More than a humanitarian crisis, this devastation is changing the geopolitical landscape. Authoritarian regimes and transnational criminal organizations enabled by China and encouraged by Russia are attempting to consolidate power in the region, and free societies are being directly challenged.”

When Sen. Tommy Tuberville of Alabama, who coached football at Auburn University before entering politics, asked Richardson her top concern, she answered in his language.

“It’s a huge area, quite a lot of ground to cover,” Richardson said.

“Just to use a sports analogy, you’ve gotta have your jersey on, gotta have your number and you gotta be on the field. And you can’t just be on the field once every couple of months engaging with countries.

It’s gotta be consistent, it’s gotta be persistent, and constantly engaging with our partner nations.”

Groomed for success Growing up, Laura Jane Strickland almost literally woke up each morning ready to take on the world in the Northglenn home where her parents surrounded her with motivation and provided her the tools to stretch her potential to its limit. A chin-up bar awaited at her bedroom door. The sign on the bathroom door read: “A winner never quits — a quitter never wins.”

Her parents, Jan and Suzanne Strickland, sought to keep their four kids busy during the rebellious ‘60s and ‘70s with a structured environment and attention to both schoolwork and physical fitness.

When they bought their home, they also purchased the adjacent lots intending to build rental properties.

Instead, they wound up creating a self-contained training facility complete with a basketball court, tennis courts and rubberized running track. They also built an indoor lap pool.

Jan Strickland, a family physician, also created workout regimens for the kids from an early age.

“My father, in terms of athletics and things like that, gave us different tools that you can put in your kit bag to make you better,” Richardson told The Denver Post in 2012, when she was promoted to brigadier general.

“It’s a holistic approach, a mental approach. And my stress cap was very much higher than other folks.”

Colo. vets who served in Afghanistan speak out on collapse

At Northglenn High School, she earned All America status in swimming. She also found time to get her civilian pilot license by age 16.

Her success in the ROTC program at MSU Denver pointed her toward a military career — a path that younger siblings Darwin and Janis also followed. Another sister, Elaine, became a nurse.

In 2003, the three Strickland siblings, plus Jim Richardson, all found themselves deployed in Iraq at the same time — a nervous time for their parents, who also took on the

leadership potential in her eldest daughter at an early age and wasn’t surprised when she won a spot in military flight school and then trained to fly Black Hawks.

“She was a natural leader,” her mother said as Laura and the siblings prepared to head to the Middle East, “captain of the swim team, a take-charge person. Of the four children, she was the leader. Still is.”

The official promotion and change of command remain several weeks away, and in the meantime, Richardson continues to focus on a busy time on behalf of the Northern Command at Fort Sam Houston.

There, she’s working in support of the repatriation of Afghan special immigrant applicants, supporting

the ongoing battle against COVID-19 and also keeping an eye on the brewing tropical storms.

“Until she’s promoted, and even after that until she actually assumes the command in a change of command ceremony, she’s still the commander here,” said U.S. Army North spokesman Col. Martin O’Donnell.

“So while she’s looking ahead, her focus still remains here.”

Vets ‘could have told you this would happen’ One of the things that sticks out most from Tony Adams’ deployment to Afghanistan from 2009 to 2010 was the 5-year-old girl he tried to save after she was caught and wounded in a gun battle between the Afghan National Army and the Taliban.

“Probably one of the harder things I had to do,” said the 39-yearold who lives in Colorado Springs.

But there were moments that he looks back on with happiness, like his work to reopen a school that had been shuttered by the Taliban, and how he and his comrades ensured that Afghans could vote freely.

“I don’t think my time there was poorly spent,” he said.

responsibility of looking after the Richardsons’ then-teenage daughter, Lauren. Lauren followed her mother’s footsteps at Northglenn High.

By that time, the Stricklands’ indoor pool had long since been given over to storage, but the motivational slogans remained on the walls: “Think like a champion. Work like a champion.”

“I’m a firm believer that growing up in that household has been a tremendous help for my success in the Army, particularly being able to keep up with my male peers,” Richardson told the Post back in 2003. “If I hadn’t been lifting weights, I don’t think I’d be in as good of condition as I could be.”

‘It absolutely was worth it’ In June 2012, David Ortiz was an Army helicopter pilot flying a mission in eastern Afghanistan. He was tasked with checking out a report that the Taliban had deployed a Russian heavy machine gun.

During the trip, the aircraft’s engine exploded and the Kiowa Warrior he was flying crashed.

“My memory cuts out at about 20 feet from the ground,” said Ortiz, who is 39 and lives in Littleton. “I woke up three to five minutes later, dust in the air. I was feeling hot. I was covered in metal.”

Ortiz quickly realized that he had a spinal cord injury. He also had a fractured cheekbone and ribs, a laceration to his skull and a collapsed right lung. “I knew I was in bad shape,” he said.

Ortiz spent months in the hospital as he recovered from his injuries.

He lacks sensation and muscle control below his waist because of the crash. In 2020, he was elected as a Democratic state representative in Colorado, representing parts of Littleton and Centennial.

Ortiz is feeling frustrated with the Biden administration and how

of his fellow soldiers. “We have not seen a 9/11-style attack on our shores since 9/11, and that is no small part because of their sacrifice. That is directly correlated to the fact that we took the fight to them and we took the fight there for 20-plus years.”

He’s proud of the Afghan women and girls who were able to get an education because of the U.S. presence.

“Do not listen to the privileged who got to grow up here and spent most of their time in a relatively wealthy and safe country,” he said.

“What you did mattered, even if it only lasted for 20-plus years. Your sacrifice was definitely worth it.”

Colorado is home to thousands of soldiers and airmen, many of whom deployed to Afghanistan over the past 20 years — some of whom did not return or came back mentally and physically scarred by the conflict.

The Taliban takeover of the South Asian country has left those veterans battling mixed emotions about their sacrifice. Some are frustrated that their service may have been in vain while others are elated to see U.S. troops leaving what they feel was a hopeless war.

“This is a challenging time for U.S. combat veterans as we grapple with the meaning of the last 20 years and your service and your sacrifice,” U.S. Rep. Jason Crow, a Centennial Democrat and a veteran of the Afghanistan war, said Aug. 16 during a news conference. “You stood up, you raised your right hand and you served your country when you were called to do so and you should be proud of that. You made a difference in the lives of many people.”

Nearly 2,500 American troops were killed in Afghanistan through April, including 40 who were from Colorado and 95 who were stationed at Fort Carson, per a Colorado Sun analysis. Members of the military stationed at Buckley Air Force Base in Aurora and Peterson Air Force

it handled the withdrawal of U.S. troops.

“I was optimistic,” he said. “We’ve been there for 20 years. I believed that we had done what we had needed to do to train the Afghan National Army. I believed that leadership wouldn’t be making this decision unless we could leave Afghanistan a stable country that could fight against the Taliban. Clearly that was not the case.”

Ortiz doesn’t buy that the war in Afghanistan had to end this way, or that the U.S. had to pull out at all. He pointed to Japan and Germany, where the U.S. has had troops since World War II. The American military still has a large presence in South Korea, too.

“I feel like this administration stubbornly stuck to their decision and to talking points and to political campaign processes more than the reality on the ground. It’s been disgusting for me to see, quite frankly,” he said.

He said his “heart breaks for the Afghan people. It especially breaks for the women and girls who are going to have to live under this oppressive regime.”

Ortiz, who was medically retired in May 2016 as a chief warrant officer, still strongly believes in what the U.S. military accomplished in Afghanistan.

“It absolutely was worth it,” he said of his sacrifice and the sacrifice
