Fort Lupton council approves service plan changes

There was a certain commonality to Fort Lupton City Council’s Aug. 2 approvals of updated service plans for four developments.

All four votes were unanimous.

There was no public comment, nor were there questions from councilors.

Each contained an intergovernmental agreement between the district and the city, and each afforded a chance to explain new rules pertaining to city developments.

ing of public improvements that are necessary for development, according to staff notes.

Later in the meeting, council voted 5-0 to approve a final plat for the Flats at Lupton Village, a mixed-use subdivision of 120, single-family attached residential lots and one general commercial lot. All of it is at the northeast corner of South Denver Avenue and WCR 12.

The main point of contention was the maintenance of the development’s main road. Officials with Baessler Developers designed the subdivision with the idea the city would take care of the road maintenance.

Brighton police are looking for two juveniles who caused substantial damage and discharged 20 fire extinguishers inside the 27J Schools public transportation facility in the 11700 block of Potomac Street.

It happened shortly before midnight on Aug. 1. Police said the pair entered the secured fenced parking lot on foot.

They vandalized and trespassed multiple school buses at the location for nearly two hours.

Police think the two juveniles are males. One stands 5 feet 5 inches tall, perhaps as tall as 5 feet 7. He was wearing dark shorts and a dark T-shirt. The other was taller – between 5 feet 7 and 5 feet 10 inches tall with longer hair that covered his beck above his shoulders.

He was wearing lighter-colored shorts, a baseball cap and a lighter-colored T-shirt.

“No impact to students and start of school,” 27J Schools spokeswoman Janelle Asmus said in an email. “Our fabulously talented transportation has already come up with a plan that no routes will be cancelled or impacted.”

Robert LaVerne Michel April 23, 1933 - July 6, 2022

Robert Michel, whom was born and raised in Brighton, CO, passed away on July 6, 2022 at the age of 89 surrounded by his loving family. In 1951 Robert graduated from Brighton High School and attended one year of college at Colorado Agricultural College, now formally known as Colorado State University.

After his year in college, Robert enlisted in the US Army, where he fought in the Korean War, also spending six additional years in the Army Reserves. When he came home from his stint in the military, Robert married Irene Windholz on July 16, 1955 at St. Augustine Catholic Church, and the two remained married for 66 years.

Samuel (Sam) Ruben Sandoval of Brighton passed away July 31, 2022, at the age of 75. He was born September 16, 1946, in Wattenberg Colorado to Manuel and Gillerma (Sailas) Sandoval.

Robert is survived by his wife, Irene (Windholz) Michel, of Brighton, CO. By her three sons; Rick Michel of Wiggins, CO, Terry (Rhonda) Michel and Rob (Jodi) Michel, of Brighton, CO, along by 12 grandchildren and 20 great-grandchildren.

He is preceded in passing by his two brothers, Jack and Jim Michel.

Samuel is survived by his lovely wife Rachael Sandoval 59 years of marriage. His daughter Vicky (Salvador) Lerma, son Gary Sandoval.

He is survived by 6 grandchildren: Aaron (Jessica), Allen (Denise) Ruby, Sabrina Lerma, LaTanya Cruz (Tim) Abigail Sandoval. He is survived by 8 great grandchildren: Cataleya, Georgino, Yareli Lerma, Anthony Wendt, Reign Jaramillo, Malachi, Israel, Noah Cruz.

Private services will be carried out by Robert’s family at a later date.

Samuel is preceded in death by both his parents, his son Robert “Bubba” Sandoval,

New air service begins to Texas, California

Passengers across the Front Range have another option when it comes to flying from Colorado to California or Texas at Rocky Mountain Metropolitan Airport.

Air Carrier JSX came to RMMA on Aug. 4, offering public air charter daily direct flights to and from Dallas and Burbank twice a day, Sunday through Friday.

Two flights will be inbound from Burbank and two from Dallas. Then, two will be outbound to Burbank and two will be outbound to Dallas.

The company describes itself as a “hop-on jet service.” According to Airport Director Paul Anslow, they are not 14 CFR PART 139 certified, meaning while passengers still have to go through security, they don’t have to go through standard TSA. “You can show up at the airport 20 minutes before your flight, get through the security check-in and be on your flight,” Anslow said. “(That) is a whole heck of a lot different than when you think about going down to Denver.”

Flight times are about 2 hours, according to Alex Wilcox, CEO of JSX. Ticket prices for August on the company’s website, www.jsx.com/ booking/select, offer one-way flights to Dallas or Burbank for less than $300 and round-trip flights for about $500.

“If you are flying here, you’ll be at the destination by the time you get

through security at DIA,” he said.

That perk also comes from the fact that the planes only have 30 seats.

JSX remodeled planes that usually fit 50 seats down to 30.

“They’re all kind of like VIP firstclass-style seats,” Anslow said.

Prices lower than expected Wilcox said the airplanes are 20 years old and completely remodeled with a new interior.

Talks with JSX took about two years prior to the opening date, with most of the delay due to Covid.

Actual negotiations occurred in the last 90-120 days.

Anslow estimates JSX will bring about half a million to three million dollars to the region while they just start out. That number will grow with increased passenger demand.

He also commented on the airline’s reasonable prices, which are much lower than he expected.

Wilcox said the company is able to do that by pricing to the market and what it actually costs to fly.

“We are just trying to make a margin,” he said.

JSX will add more frequent flights depending on how successful the beginning is, and Wilcox said he’s looking to expand into more markets.

Noise?

The move comes after airport operations increased 69% since 2011. According to Jefferson County Spokesperson Julie Story and An-

slow, there were 119,353 operations in 2011 and 201,426 in 2021.

Anslow said he notified the Community Noise Roundtable group in June, which is normal as he would not brief the group until a certain level of certainty is reached.

Though, the new service will only increase operations by eight for an entire week.

At the same time, the surrounding communities — Arvada, Broomfield, Louisville, Superior and Westminster — have increased their populations by about 13%. The total number of residents of all communities increased from 299,295 in 2010 to 338,806 in 2019. From 1990 to 2019, there has been an overall 68% increase in population, according to Story.

Both increases may have resulted in noise complaints, which have risen by almost 492% in the past 10 years. According to Anslow, noise complaints in 2011 were 481 and had grown to 2,845 in 2021.

In 2011, the number of distinct households complaining was 84, making the average complaint per household 5.7. By 2021, the number of distinct households was 402, averaging 7.1 complaints per household.

“This is a great partnership between our airport and JSX,” Jefferson County Commissioner Tracy Kraft-Tharp said. “We’re excited to open these opportunities to our community.”

Credit card fees at court Credit-card processing fees for municipal court will be increasing, thanks in large part to several federal rate increases and an increase in processing fees.

The fee increases from 3.95 percent

(it’s been at that level since November) to 5 percent. The city pays the difference between what’s afforded and the actual amount. So far this year, the city hasn’t been able to collect more than $1,200 in fees because of an increase in charges from its credit card company.

That’s not all.

“These fees also affect the building permits,” staff said. “The Cascade Building Permit system uses the Global Payments credit card processor. Currently, on a $1,000 building permit, Global Payments adds $39.50 to the fee, if paid with a credit card.”

Paving costs, engineering changes get council nod

Fort Lupton City Council went through a night of numbers – big ones and small ones – during its Aug. 2 business meeting.

Council agreed to more than $3 million of subdivision improvements with Lupton Village Land Developers. The work covers the construction of water, nonpotable

water and sanitary sewer main extensions, roadway construction, landscape and storm drainage system improvements, according to the council’s agenda.

Council’s vote was unanimous. It didn’t have questions, and the public offered no comments.

Council also agreed to a change in its agreement with Colorado Paving, increasing what the city will pay by no more than $480,000 for the

repaving project at Ninth Street and College Avenue.

The two sides signed a $2 million agreement in 2021. Public Works Director Roy Vestal said the two sides reduced the size of the bid to bring it under budget. That meant no work on curbs and gutters along Ninth Street and half of the pavement work along College Avenue.

The first change order in October deleted paving along College Avenue

but restored curb and gutter and sidewalk work along Ninth Street.

The second change order restored the full project for both roadways.

Staff notes said this newest change pays the contractor “additional surcharges imposed by material suppliers and additional work orders in contingency for unforeseen utility conflicts.”

The council’s approval was unanimous.
