Brighton agrees to Bird Scooters Staff to begin mapping areas where electric rentable scooters can scoot

Brighton residents will get to scoot around town on Bird Scooters, councilors agreed on April 5, as soon as the city can decide just where the 15-miles-per-hour rentable electric vehicles will be allowed.

Public Works Director Michael Woodruff said his next job would be working with the company to create zones where the electric scooters can be ridden at their top speed, which areas where they will automatically slow down and where they’ll be banned from going.

“The Department of Public Works and the police department staff recommend the approval of this ordinance,” Woodruff said.

“It clearly defines the rules, regulations and licensing of the devices in the city.”

Councilors approved using the scooters by a vote of 7-1 with Councilors Mary Ellen Pollack absent from the discussion. Pollack was the only councilor to speak out against the idea of allowing the scooters at the council’s March 8 meeting.

Councilor Jan Pawlowski cast the sold no vote at the April 5 meeting, saying she was not convinced they were a good fit for Brighton.

“My daughter and son in law are bikers, and when I was talking to them about this they were not very happy about it,” Pawlowski said.

She said they bike in places where there must share trails with the scooters.

“But they pass them and don’t yell out right or left when they pass and they scare bicyclists to death,” she said.

Woodruff said the scooter drivers would be expected to keep the the right around bicycles and to yield the right of way.

Fort Lupton council OKs first three marijuana licenses

Fort Lupton City Council, acting as the city’s marijuana licensing authority, approved three retail business licenses by unanimous vote April 5.

The three are 1310 Factory Circle, High Plainz Strains, 1330 Factory Circle, and Carretera Ocho Cinco, dba Highway 85 Cannabis, 7853 U.S. Highway 85.

All three license votes were unanimous. Mayor Zo Stieber had concerns about safety and security plans for Carretera Ocho Cinco’s establishment.

“We went to great lengths not to

allow this type of business near a park,” she said. “I don’t think I saw a detailed security plan.”

Daniel Balderas, one of the controlling beneficial owners, said the security plan was submitted with the application. Stieber said it wasn’t as detailed as the others.

“What I saw in the others was more in-depth,” she said.

Stieber also asked about a single-family home on the property. Balderas and his wife own it.

They have no children, but Balderas said young members of his extended family come for visits.

“I’d like to see you upgrade your property,” Stieber said. “I’d like to see a barrier so that kids can’t see the building. I wouldn’t like them to see the building or the traffic. Is that possible?

“Yes,” Balderas answered.

With help from city attorney Andy Ausmus, council agreed on five conditions for the three applicants. They covered such things as possession of the building, acquisition of necessary permits, site inspections, security inspections and, if necessary, additional background information, such as financing. All three businesses passed those requirements.

Eldon Bohlmeyer, 92, of Greeley died Saturday, April 2nd in the comfort of his own home. He was born March 4th, 1930 in Plymouth, Nebraska. Marvin LeRoy Jones aged 80 passed away peacefully at home in Cheyenne, WY November 11, 2021. LeRoy was born December 4, 1940, in Fort Lupton, Colorado to Marvin Hiram Jones and Floy Lorean Jones (Carter).LeRoy grew up in Ft.Lupton, Roggen, and Brighton, Leroy and his family later moved to Cheyenne in the late 60’s.

LeRoy was a truck driver for over 30 years and retired to pursue a truck stop ministry for professional drivers. LeRoy was first married to Judy Ann Remington April 15, 1961.

Council OKs site plan for Fort Lupton library

Fort Lupton City Council approved a resolution for the site plan of the new home of the public and school library on April 5.

One unidentified woman told the council, “I think it stinks.” But councilors voted unanimously to approve the designs. The city’s planning commission also recommended approval.

The library’s director, Thomas Samblanet, walked the council through the plans.

The library will be 14,500 square feet

in size and include community rooms, a children’s garden, collaborative work areas and outdoor seating.

City planner Maria Lancto told the council that 70 parking spaces would be available. The entryway is on the south side of the property.

Samblanet said funding for the project came from taxes paid to the High Plains Library District.

“All of the funding for this new facility comes from a mill levy tax collected by High Plains and then distributed to the library via the intergovernmental agreement between the city/school district and High Plains,”

Samblanet said.”I think it’s gorgeous,” Mayor Zo Stieber said.

The library will be at 370 Reynolds St. in the Lupton Village subdivision.

Samblanet said groundbreaking could take place as early as the end of May. Clean-up day still on Public Works Director Roy Vestal said the city’s annual clean-up day (Saturday, April 30) is still on. He expects to make a final decision on April 12.

“I’m optimistic. It’s looking good,” he told the council during its April 5

business meeting. “From what I’ve been watching about COVID stats, we’re in good shape.”

The clean-up day allows city residents to get rid of large items that local trash services can’t take. The city can take “pick-up truck-sized” loads for the elderly and disabled. To sign up for those pickups, call 303-857-6694 before Tuesday, April 26.

Wedding bells Stieber announced her marriage at the close of the council’s meeting.

Financial help on its way for Weld services agencies

Weld County received funding of $619,957 for federal emergency food and shelter to help people impacted by the pandemic,” according to a press release.

“United Way of Weld County is pleased to be the conduit for these federal funds as it helps our partner organizations to help people, some of whom are in desperate circumstances,” said Lyle Smith Graybeal Vice President of Community Development United Way of Weld County.

“This is an important and needed resource that United Way works to get out. The $619,957 is an exceptionally large amount. Normally it is only around $100,000 per year.”

United Way provides the funding and the Weld County Emergency Food and Shelter (EFSP) local board decides how the funds are distributed.

Weld County recommends nonprofits, faith-based, and government organizations to apply.

Its funding will be distributed in two phases and applications, so phase 39 will fund $151,550.00 for outgoing challenges organizations face. The phase ARPA-A will distribute $458,407 for pandemic-related needs. Organizations that had applied for EFSP before and received funding can still apply.

The deadline for application is the end of the day, Monday, April 25, 2022.

According to officials, During the 2020 pandemic, Weld County EFSP distributions funded several organizations with phase 37 funding of $93,808

and phase cares fund of $133,744.00.

The Weld County EFSP local board represents the community, local government, and nonprofit agencies. They review the applications and decided on how the funds are distributed. The funds may be used to serve populations in need of food, mass shelter, temporary shelter, and supplies. In addition, rent, mortgage, and utility assistance are also available for people that can’t make those payments. The funds can only be used for existing food and shelter services and may not be used as seed money for new programs.

The EFSP program was established in 1983 to help organizations with supplemental funds to provide emergency food and shelter to help people in need. Its program is under the

authority of the EFSP national board and is administered by the Department of Homeland Security’s Federal Emergency Management Agency FEMA. It is composed of representatives from the Red Cross, Catholic Charities USA, the Jewish Federation of North America, the National Council of the Churches of Christ in the USA, the Salvation Army, and the United Way Worldwide.

More than 2,500 communities across the United States have received help from over 14,000 human service agencies. For over 39-years local United Ways have helped facilitate the distribution of EFSP funds of $5.0 billion to these agencies, “according to officials.

Brighton could consider public safety committee Discussion in May could come in light of deadly October police chase

Brighton could create a public committee to monitor the Brighton Police in the wake of a deadly October police chase.

Councilors agreed at their April 5 meeting to discuss creating public safety committee.

“We just want to make sure we have a good discussion about public safety and gather those best practices we can apply in our community,” Mayor Greg Mills said. “I know there is an active case out there that is questioning some practices involving our police.”

Nicholas Villarini, 27, faces two counts of first-degree murder for his involvement in an October police chase that began in the late morning near Gaviota and Goldfinch streets.

Police were responding to reports of a suspicious vehicle and discovered the vehicle had been stolen.

Villarini allegedly rammed a police vehicle and then fled the scene with

Brighton officers in pursuit. It came to an end two minutes later. The stolen vehicle ran a stop sign at Bridge and Mount Bierstadt streets when the stolen car ran a stop sign and struck another car. The stolen car continued on Mount Bierstadt Street, and the driver lost control of the car and struck a male pedestrian, police said.

A female passenger in the victim’s car was thrown clear and was transported to the hospital with critical injuries, according to the police statement. This male pedestrian was also transported to the hospital in critical condition.

Both victims died at an area hospital, police said.

The Brighton officer involved in the chase was later fired.

Mills said that councilors could not discuss the specific matter, which is still under investigation.

“But we can find ways to move forward and see how we can be a better community and be better steward to support our police,” Mills said.

City Councilor Jan Pawlowski noted that Brighton had a public safety committee at one time and it might be a good idea to bring it back.

“Maybe a broad spectrum of brains could sit down and spell out the right steps to take whenever there are situations,” Pawlowski said.

Bird provides two-wheeled electric scooters people can rent for $1 or more per minute via an app on their smartphones, and the company estimates the average ride costs about $5. The scooters can reach speeds of up to 15 miles per hour and about 30 miles — roughly two days’ worth of service — on a standard electrical charge. Each scooter is equipped with brakes, front and rear LED lights and each weighs about 45 pounds.

“The one thing I don’t want is at all is for our city, for everyone to say ‘Come do what you want. Come steal all you want, because Brighton won’t do a thing about it,’” she said. “I do not want that out there.”

Councilor Matt Johnston said he has no doubt that the Brighton Police leadership acted correctly in the matter or that the department itself is good.

“We have the best police department in the metro area and that is not as known as it needs to be,” Johnston said.

He noted that there are criminals in Brighton and that the city — and police — must respond.

“The big problems that have happened and the tragedies that have happened, we can begin to end them today,” Johnston said.

He said it’s important to have staff, the public and councilors involved in keeping public safety in Brighton moving forward.

“I think the best thing we can do moving forward is to sit down and go ‘What does this committee consist of’ and create this committee,” he said.

“We can have that committee look at things and bring them to council.”

Not everyone agreed. Councilor

Mary Ellen Pollack said public safety is not something that can be covered by any public policy.

“Yes, it’s sad that these accidents happen,” Pollack said. “Officer was trying to do his job, which is to protect the public. And the accident happened, which is sad, but it was not caused by him.”

She said she is tired of people blaming police officers when bad things happen.

“Quit looking for ways to come after them, ‘cuz you don’t have me on your side,” Pollack said. “We need to figure out a different way to help them. Maybe we can add some more officers.”

Councilor Clint Blackhurst, a former city police officer, said he’s not in favor of having a citizen makes no sense to him.

“If we have a problem in police administration, then we need different administrators,” Blackhurst said. “But any time you have a police department in this day and age, the better communication and the more open communication you have with the public, the better. If this could facilitate that, I’m all for it.”

According to the city’s ordinance, Bird will pay the city a $500 fee to license each scooter and then $200 per year to renew each license. The company will also pay a fee of 20 cents per ride.

A staff of two local Bird employees will work to keep track of the fleet, maintaining them and moving them when they have been parked improperly. Woodruff said the city reserves the right to collect and move the scooters if the Bird staff does not act quickly enough and will charge the company an additional $100 each time that happens.

Brighton rules The City will develop zones throughout Brighton that dictate how the GPSenabled scooters operate, Woodruff said. Upon entering a designated “slow” zone, the scooter would make a noise to warn the driver and then slow down.

The Weld Re-8 School District student art show is back, featuring more than 90 pieces of art by students from elementary to high school.

The show opened on April 1.

“The art show includes all of the schools in Fort Lupton Weld Re-8 School District and also homeschool students.

We wanted to bring it back to the WeldRe 8 art show and are so happy, “ said Julia Dandio, Adult and Teen Services, Fort Lupton Public and School library.

The district art show was canceled at the library for a couple of years due to COVID-19, and the art was only displayed at each school and moved around.

“We’re bringing it back to the height of our library and we’re so pleased that more of the public can see all the wonderful creative students in our district,” Teri Kopfman Board of Trustee Fort Lupton Public and School library.

The Student art show started in 1981

“They keep it going and added the elementary school. Then after this building was built they started the district show within this space,” said Kopfman.

HILLSIDE CEMETERY CLEAN-UP DAYS LOT OWNERS OF HILLSIDE CEMETERY City staff will begin the annual clean-up at Hillside Cemetery on Monday, April 18, 2022. Christmas blankets, wreaths, unsightly artificial flowers and wreaths will be removed during the clean-up process. Please remove any items of importance before April 17, 2022. Council approves water budget adjustment

Fort Lupton City Council unanimously approved a reconciliation of the city’s water and wastewater budget during its April 5 meeting.

The so-called “rebateable budget” had $334,000 to cover four line items .. repairs, use of propane, removing and transporting solids and wastes and the chemicals used in the water and wastewater plant.

Production company seeking homeowners for new TV show Program to showcase those living a construction nightmare STAFFREPORT

Watt Pictures, an independent production company based in New York, is casting in the Denver area for the first season of a new TV series on home

renovation.

The show will aim to “resolve conflict between homeowners and contractors who have found themselves living a construction nightmare. We will help resolve any conflicts, deescalate the

situation and help pay to rescue their renovation, as well as providing labor, services and materials to ensure families get the dream homes they always wanted,” states a news release.

Filming will take place sometime between June-September with the show expected to air next year.

or have written permission from the homeowners to participate in the series.
