It was a tasty turnout at Taste of the Fort Lupton Chamber with seven food restaurants handing out samplings of what’s on the menu on March 31.

Mike and Amy Mericle own an RV business on Factory circle in Fort Lupton.

They are concerned about potential impacts of two of their new neighbors, which happen to be two of four marijuana businesses that are hoping to get licenses from the city.

During a Fort Lupton City Council town hall March 29, Mike Mericle cautioned council about “a lot of unforeseen issues,” issues he’s seen in trips to downtown Denver.

“Going downtown is scary,” he said.

“I don’t go unless it’s to an (Colorado) Avalanche (hockey) game. You’re always looking over your shoulder, If it’s not a concern about crime, it’s the smell. and it’s all connected to marijuana.”

Mericle cited statistics of increased hospitalizations, drunk driving cases and fatal car crashes in which the victims tested positive for cannabis.

“What are you prepared to do?” he asked council. “Look at the number of police officers we’ll need. Getting a new officer on patrol. How much will that cost? I don’t want kids smelling this. Those are some of the concerns to me. It’s up to you to figure out how to manage these concerns.”

Emma Beatrice Padilla

May 25, 1941 - March 28, 2022

Emma Beatrice Padilla, born in New Mexico on May 25, 1941, passed away on March 28, 2022. The third child of Pedro and Conferina Padilla, she was raised in Brighton, Colorado. Emma is preceded in death by her parents, and by her siblings, Mary Ann, Joseph, and JC. She is survived by her daughter, Lara Anderson (Serge), her grandchildren, Moses, Joseph (Emma) and Carmen Anderson along with her siblings; Victor (Irene) Padilla, Polly Clifford, Gil Padilla, Elizabeth Verdeal, and Linda LeBallister.

Emma was known for her love; she loved her work, books, music, gardening, and caring for her parents when she retired. Her faith was central to her life, and she was active at St. Augustine Catholic Church, a member of the Daughters of St. Monica, and a member of the Legion of St. Mary.

“Everybody needs an Auntie Em,” according to her many nephews and nieces. Emma was beloved by all of them, and she formed a special bond with each in turn, providing

them with adventures, stories, and advice beyond what they ever saw at home. Emma’s troop of adventurers includes Philip, Lisa, Zach, Josh, Jake, Vickie, Allen, Sydney, Daniel, Lauren, Kelly, Daniel, Ann, Ron, Shahlaye, Derek, Shelley, Jason, Cole, Ava, Dan, Kellye, Chloe, Caitlyn, Joe, Peter, Alan, Michael, Jo, Gerald, Sarah, Jonna, Joel, Jack, Abby, Joseph, Brittany, Kolin, Janessa, Brooke, Jameson, Hunter, Sam, Mack, Finn, and Mariah.

Emma was the closest to, and surrogate mother for her dear nephew, Joseph. Helping to raise him gave her such happiness. Her joy grew beyond measure when she was found by her daughter, adopted as an infant by a loving California family. Lara Anderson completed the Padilla family, with her husband Serge, and her three children, Moses, Carmen, and Joe.

Fort Lupton eyes more ‘Rebateable’ repairs crop up at water plant water options

It’s not a secret that Fort Lupton is growing. More houses are under construction or on target for development in several sections of town, including areas west of the Platte River.

Enter the Todd Creek Village Metropolitan District in Brighton and its general manager, Don Summers. It serves a bit more than 2,000 residential and business accounts that cover about 13,000 acres, according to its website. During a March 29 town hall with Fort Lupton City Council, Summers said his district has “a huge reservoir.”

“There aren’t a lot of your neighbors that have a good supply of water,” he told Fort Lupton City Council during a town hall March 29. “For something our size, we have more water than some of these others.

We have enough in reserve for 2 ½ years. That’s not normal for most cities that have to go down the path of junior water rights.”

The age of a city determines its rights to water from streams and/or underground aquifers.

The older the city, the more senior the water rights.

“There is an amazing portfolio of water sources,” Mayor Zo

Stieber said. “AS we grow, we’ll need more water.”

Summers told council his district and city staff talked about several approaches for supplying water to Fort Lupton.

The two entities and the city of Brighton signed an intergovernmental agreement in 2019 to take care of growth and planning areas. Summers said the metro district and the town of Bennett entered into an IGA for water needs.

“We are still committed to doing work with you, even if there is a formal exit,” Summers said.

“We handle the water side. We think the most efficient way to use water is to retreat it. We’re talking with a number of entities for a regional water deal.

We are ready to work with you however you and staff direct.”

Because of the meeting’s format, council did not make a decision.

“Our plant worries more about the pressure to get the water here,” Summers said. “We have the capacity. We’re aware that you are on the edge of another district service area. We would never put Fort Lupton in the position of disagreeing between two districts. We can be of help to you. We would be glad to help.”

Repairs are in order at Fort Lupton’s water plant.

During a Fort Lupton City Council town hall March 29 , the city’s wastewater and water plant operator, Jon Mays, said an incorrectly installed seal valve needed to be replaced. He has the money in what he called “a rebatable budget,” but he doesn’t think he should have to spend it.

“When the company installed it, the seal valve was not made of the correct material,” Mays told council. “The company that installed said it would stand behind the repairs. But they want us to buy the valve and then have us look at the value to determine what part of the repairs is rebatable.”

Mays pegged the cost at about $7,000.

The company would cover about $1,500.

“The fact is it’s their valve that caused the failure of the actuator,” Mays told council. “For us, it’s a critical valve. We have to run it by hand, so I’ve had to had staff on 24/7. I OK’d 80 hours of overtime last week, and I’d like to get it repaired as soon as possible.”

Mayor Zo Stieber said council doesn’t need to go through steps to approve expenditures of less than $10,000. But she asked Mays to keep her and the rest of council up to speed on the work.

“We can get moving on it now,” Mays said. “We can recover the installation cost through my rebatable budget.”

Wastewater update Mays had one more update for council. This one concerned the wastewater plant and its malfunctioning centrifuge. Even though plant workers figured out what the problem is, Mays told council he hasn’t been able to find anyone to do the repairs.

Mays told council the plant’s manufacturer recommended repair parts at a cost of $80,000, plus $40,000 more to install.

“We think we’ve identified the problem. It’s in the tachometer,” he told council. “But it’s costing us to haul the liquid solids while waiting on the repairs. We’ve run through about $40,000, and my rebatable budget (for this part of running the plant) will run out at the end of the month (of March).”

In an email exchange, Mays said his crews were trying to exhaust other options before spending up to $140,000 in repairs for a piece of equipment that is going offline in two years.

“The tachometer is the last piece we are examining prior to asking council to spend the $140,000,” Mays said in the email. “If that repairs the problem, we will save the city the $140,000 for a cost of under $1,000.”

Council made no decision on the expenditure because of the meeting’s format.

Ryan Kapperman has been working with West Greeley Conservation District since he was 14-years old, starting as a groundskeeper at the Housden Gardens location. Then he moved up to conservation technician and attended school at Fort Lupton Aims Community College studying soil, health, and agriculture.

“I chose this degree because I grew up in the country and I like agriculture - it’s what I want to do,” said Kapperman.

Conservation technicians are responsible for handling technical, environmental science tasks like mapping, patrolling, and measuring land to assist conservation scientists and foresters.

“When I graduate I will still be working for the West Greeley Conservation District and I will apply what I learned at Aims about soil conservation such as natural grasses, trees and shrubs to my job,” he said.

Aims Community College celebrated its Ag Day open house on the Fort Lupton campus March 30, introducing families and high school students to learn about the Agriculture and Science Technology program and engaging in hands-on activities with Aims Community Partners. was demonstrating the riparian zone system to the Weld Central high school students enrolled in the agriculture program at their school.

“We demonstrate different scenarios to show a healthy vegetation system on how it will help hold the soil in place,” said Nourse.

“To build the riparian zone they used recycle bottles and plastic to simulate the soil component. We can arrange the system any way you want, or take away anything that is trying to hold the soil to demonstrate when you don’t have a good vegetation system that could wash away.”

The riparian zone is in lower elevations in the Western Slope, which are riparian woodlands and shrublands found with the flood zones of rivers islands, sand or cobble bars, and streambanks. The wetlands in Colorado are non-riparian habitats that include moist to wet meadows, emergent marshes, fens, and seeps and springs.

“If you stimulate a good root system with your vegetation. It keeps pollutants from getting into the water streams with a healthy vegetation system. The pollutants in root system or vegetation could affect the temperature of the water and risk killing the fish or natural species in the water,” said Nourse.

Nourse also educated the student about tributaries, a stream feeding a more significant stream or lake. The Platte River feeds into Missouri, Missouri feeds into the Mississippi, and then goes to the ocean, a whole cycle.

She also explained how the Water Conservation Districts got started and their purpose. Colorado has 75 conservation districts and specializes in their region and conservation issues.

“We hope to get kids interested in understanding the importance of the whole concept of natural resources and protecting them,” said Nourse.

“For example the invasive versus noninvasive species, the impact of invasive species getting into the waterways going down stream so good conservation efforts starts from the beginning.”

During the 30s and 40, Nourse says that Asia imported the tamarisk plant, a reasonable attempt to help the riparian zones establish a sound root system to maintain the waterways.

“But the tamarisk plant has deep roots; it sucks up water and continues to multiple downstream, so they are trying to eradicate them. This plant by sucking up the water depletes the native species. So, they introduced the beetle and they eradicated the tamarisk.”

Careers in agriculture are not only in the field but also in administration.

Taylor Webb, Outreach and Education, West Greeley Conservation District, also helped set up the riparian zone; she started working with the West Greeley Conservation District at the house and gardens location.

“After high school, I got a job as an office administrator and now moved up to another role processing scholarships and outreach,” said Webb.

“I’ve always participated in the Future Farmers of America as an officer.

I was deciding whether to go back to school for psychology or Agriculture, but I think I’ll go to school for Agriculture. Working for the conservation district has been a great learning experience and opportunity. I’m thankful for them.”

Annual United Power meeting set for April 13 Iit’s either in person or virtual STAFFREPORT

BRIGHTON – United Power’s annual meeting of members is set for 4:30 p.m.

Wednesday, April 13. It’s the first time the power co-op has met in person in three years, but a virtual meeting is possible, too, according to a statement. The virtual meeting link is www.unitedpower.com/annual-meeting.

The meeting will be at the Riverdale Regional Park and Fairgrounds, 9755 Henderson Road.

Members will get a business update from cooperative leadership, includ-

ing decisions concerning its wholesale power supplier and starting the foundation for UP’s 10-year plan, Our Cooperative Roadmap.

Three positions on the co-op’s board -- one seat from the East, South and West districts -- are up for election this year.

The candidates are Steven Douglas, Naptali Lucks and Elizabeth Martin in the East District; Keith Alquist in the South District; and Ursula Morgan in the West District.

Members can vote electronically through their online accounts. The deadline to submit votes is noon Tuesday, April 12. Members can choose to vote during the annual meeting, too. They can cast votes for each district regardless of residence. Balloting closes at 6:30 p.m. Call 303-697-1259.

Sidewalk improvements coming to BHS BYSTEVESMITH STAFFREPORTS

The city of Brighton and Brighton High School will hold a ribbon-cutting ceremony for crosswalk improvements at 11 a.m. Friday, April 15, at the school.

The crosswalk that is getting the improvements is at South Eighth Avenue and Skeel Street. A city statement said an advanced-placement government class at BHS initiated the effort. Students brought concerns about the crosswalk to Brighton City Council. The city’s public works department collaborated with the students

on a plan to design safety improvements, which include flashing beacons and curb ramps.

“We are so glad that Brighton High School’s A.P. government class brought this concern to the city’s attention,” said Michael Woodruff, the city’s director of infrastructure, in the press release. “This enabled us to investigate and help create a solution to keep our community safe.

This is a perfect example of community engagement coming from our city’s youth.

Hydrangeas, roses, Kentucky Bluegrass. This is how Mari Johnston describes the typical American backyard. Quite similar to English Cottage gardens.

Yet with Colorado’s limited resources, these water-intensive plants don’t mesh well with the landscape’s needs.

“It’s just not really viable,” Johnston said.

Johnston is a Natural Resource Extension Agent at Colorado State University and she sees the irony of water-intensive plants growing in the backyards of Coloradoans. With heat and dryness filling Colorado summers and water remaining a scarce resource, planting flowers that thrive in wetter, different climates might spruce up a garden, but with the cost of more resources.

And seemingly more durable alternatives can be found.

“We can have hot and dry summers and the various soils throughout Colorado, native species are really adapted to meet those resources that Colorado has,” she said.

Johnston explained that historically, native plant species were hard to come by. Access to them remained low and consumers weren’t often asking for them. As well, the culture remained in favor of grassy lawns.

She said that’s changing.

“Our local nurseries, I think more and more people are asking for native plants and pollinator-friendly plants,” she said. “If people are looking for native plants and pollinator plants, nurseries tend to then go out

and get those.”

“There’s a misconception that you’re limited to things that are lackluster when you move away from traditional garden plants, but nothing could be further from the truth,” she said.

She points to colorful blooming perennials like Blanket Flower or Gayfeather, flowering shrubs such as Serviceberry or Snowberry and showy grasses, including Blue Grama and Indian Ricegrass.

However, she mentioned that different types of grass native to Colorado can be substituted too.

“You can have Kentucky bluegrass and you can have a lot of native plants and native landscapes around that,” Johnston said.

Pulling out an entire yard of Kentucky Bluegrass can seem daunting, but limiting the size and increasing the number of native plants around the area can be the first step.

“I don’t think it’s this versus that, but there are options when it comes to different types of grass, or creating sort of native habitat around Kentucky Bluegrass,” she said.

MUST BE ABLE TO BACK UP A 53 FOOT TRAILER *Day shifts only, NO overnight shifts* The position assists or performs the packaging or palletizing and securing and then the transport of printed material or matter related to printing in the safest, most efficient and professional manner possible. Operates PPC owned vehicles and trucks, must possess CDL license.

Salary: $34/hour Essential Job Functions: • Transports product to customer on schedule.

• Delivers printed material, proofs, bluelines, artwork, inserts, and other materials as required mostly to company to customers but may be any similar delivery required in the performance of what the company does.

• When preparing loads for delivery, verifies count and condition of good loaded and unloaded and records in scale logs.

• When preparing loads for delivery, Reports overages, shortages, and damage to supervisor. Or once delivered if required, reports overages, shortages, and damage to supervisor.

• Unloads or assists in unloading freight as required.

• Properly secures loads.

• Operates company truck, trailer, and car in a safe manner, and follows all traffic laws and requirements.

• Reports any vehicle problems and defects to supervisor.

• Does daily maintenance checks and housecleaning or vehicles (washing).

• Complies with all department of transportation standards and regulations.

• Possesses and maintains a good driving records and current driver licenses.

• Keeps dock areas and truck dock cleaned and organized.

• Assists in hand bindery, pressroom, and front office when called upon.

• Ensures good customer relations by consistency delivering orders on time and action in a courteous and professional manner.

• Works with all co-workers in a professional respectful and cooperative fashion.

• Performs other duties as requested or required.
